Lebohang sewer crisis Utter chaos is most probably the most suitable description of the sewer reticulation network in Lebohang in Leandra. This includes the upgrading of the Waste Water Treatment Works (WWTW). The Bulletin visited Lebohang on Thursday, 16 May, to experience firsthand the pollution and chaos that surrounds the current sewer system. The WWTW have not been functional for a number of years and raw sewage has been allowed to run into the river system, polluting the Vaal River and subsequently the drinking water of Govan Mbeki Municipality residents. The Bulletin learned that the costs of treating drinking water has risen drastically due to the amount of contamination. During the Bulletin’s visit a huge sump lined with PVC sheeting was found in the veld leading to the N17. An extensive network of trenches lined the field. Some of the trenches had pipes in them and others were filled with water and sewage. Some of these

pipes were only 300 mm deep! Someone that identified himself as a subcontractor stated that he was contracted to do the digging at that particular spot. He claimed that the main contractor had not been paid and that he, as a result, is owed approximately R100 000.00 for his services. According to a source the contractors are angry and demanding their money. Govan Mbeki Municipality approved an adjustment budget to finish the contracts in Leandra. The Department of Human Settlement is driving and funding the project. Govan Mbeki Municipality operates 6 Waste Water Treatment Works namely Bethal, Evander, eMbalenhle, Kinross, Trichardt and Leandra with 38 sewer pump stations. The waste water quality analysis is performed by Gert Sibande District Municipal Laboratory. During the council meeting the GMM held in the council chambers on Thursday, 25 October 2018, the Mayor, T Ngxonono, in her opening statement

reported on the finalisation of delivery issues arising from her state of the municipality address at the approval of the budget. She spoke, amongst other issues, about an investment of R 30 million towards the sewer challenges in Leandra and that the contractor is on site attending to emergency spillages and that Sasol and Anglo Gold Mines are refurbishing the sewer outfall line. The Leandra WWTW refurbishment was listed at R 10 million in the 2017/2018 Audited Annual Performance Report in the agenda dated 30 April 2019. Surely the numbers just keep adding and still none of the WWTW are functional. The increase from R 10 million to R 12,8 million was done as resolution A84/08/2018. “The project should have been finalised a long time ago and still we have to live with all this sewerage,” said DA Cllr Banele Nkabinde, “The project is taking far too long and costing far too much.” The whole of Govan Mbeki Municipality has been plagued by

sewerage spillages. The municipality seems to be unable to provide any kind of solution to the sewer problems.

The 300 mm pipes at Lebohang No pump motor was intalled an a temporary pipe was installed to bypass the missing pump. This is at the recently upgraded pump station at the WWTW in Lebohang.

snippets Bushbuckridge member of municipal council and accomplices in court for fraud Member of the Municipal Council (MMC) Mphikelele Learnard Malomane (43) and accomplices Bongani Sibuyi (27) and Palesa Pertunia Maja (23), appeared before Bushbuckridge Magistrate’s Court on Friday, 17 May, after they were arrested by the Hawks’ Serious Corruption Investigation on Thursday, 16 May and Friday 17 May respectively for Fraud and Theft. It is alleged that during August 2017 Bushbuckridge Local Municipality in collaboration with Leadership 2020, invited youth for a training in leadership skills and sales. Interested youth applied and submitted their CVs and they were told to pay an administration fee of R250-00 each into an FNB account. About 351 leaners deposited the money which amounted to more than R800 000-00. Ultimate Training Programme (UTC) service provider which was not accredited by SETA at the time, was allegedly appointed to run the said project with Sibuyi being the Project Leader. Successful candidates signed the learnership agreement forms and contract which stipulated that they were to receive monthly stipends of R3000-00 for a period of five months. Classes commenced around September 2017, after two months the leaners and facilitators complained that they were not receiving their monthly allowances as promised. On the third month, Sibuyi and co disappeared and left the learners stranded. Hawks’ Investigation revealed that the owner of UTC was deceitfully told that the project was cancelled by the Municipality before it

even started as their services were no longer going to be required. It was further revealed that the bank account number used to deposit the administration fees by leaners belonged to Umphile Thuto Consultant (UTC), an entity registered under Maja with links to Sibuyi. Investigations also established that the entire learning programme was facilitated by the MMC, Malomane, as the advertisement apparently emanated from his office. The three appeared in court on Friday, 16 May and were all granted R3 000.00 bail each. The case has been postponed to 6 June pending further investigation. MEC delivers on his promise Two years later after his promise, Mpumalanga Community Safety, Security and Liaison MEC Pat Ngomane has returned to Malwane Primary School in Hluvukani in Bushbuckridge Local Municipality to fulfil on his promise. Tuesday, 14 May, the MEC through the Pat Ngomane Foundation donated 300 sanitary towels and R 20 000 for Grade 7 learners. The R20 000 will be used to buy tablets that will help the Grade 7 learners with research. He further donated R5000 to Grade R to 6 learners for their day to day needs. This comes after two learners from the school lost their lives when they were run-over by a vehicle whose driver was driving under the influence of alcohol on October 30, 2016. Ngomane at the time promised the learners that he will come back to the school. Addressing the learners, Ngomane said that this shows that the government does not only make promises but they keep them and also prioritise the needs of society. The MEC pleaded with the learners to stay away from drugs and criminal activities saying that they will get arrested and rot in jail. “When you are in jail, your life will be on hold and it is not easy to be employed when you have a criminal record,” said the MEC. He further urged them to focus on their studies so that they can be future leaders of the country. Adding to this, the MEC also reflected on his poor background when he was still a child. “I grew up in a disadvantaged background but I did not allow the situation to determine my future, I worked hard at school because I always aspired to be a better person. You also can make it, focus and make us proud. Please do not ruin your future when there are plenty of opportunities ahead of you,” said Ngomane. He emphasised that drugs will bring no good to their lives but it has a negative impact on destroying their lives. Malwane Primary School Principal, Mr Richard Randela, expressed his gratitude to the MEC and his foundation saying that they were not expecting this gesture and it will help the learners in education, security and social advancement. “This shows that government does not only make promises but also delivers. This shows that they care about the future of our children, what the MEC did today will greatly contribute towards achieving good results at the end of the year,” said Randela. He also advised the learners to stay away from taverns and to focus on their studies in order to make teachers, parents and the MEC proud. The Pat Ngomane Foundation was launched in 2018 and was established to assist disadvantaged young people with funding towards their education. Duo in court for possession of cash robbed at Eswatini bank

24 May 2019 A collaboration between the South African Police Service and the Royal Eswatini Police (REP) led to the arrest of two women aged 27 and 32 for possession of suspected stolen money, robbed from a bank in Eswatini. The women were arrested Wednesday, 15 May, after they were linked through an investigation by the REP following a robbery that took place at a major bank in the neighbouring Kingdom of Eswatini. Information at police disposal revealed that a bank robbery took place on 8 May, at Matsapha, wherein a woman, disguised as a man and armed with a firearm, stormed into the bank holding a Teller and a Security Guard hostage. He ordered them to fill a big bag with cash before fleeing the scene. A few days after the incident, a probe by the REP revealed that the robbery may have been a collaboration between the bank Teller, Security Guard and the duo. The Teller and the Security Guard were traced and arrested. Investigations established that the loot had been smuggled into the Republic of South Africa where it was to be kept safe at Nhlazatshe, Elukwatini near Badplaas, until it was safe to share it among the four. The local police traced the location and arrested the two women at their hiding place in Tjakastad. The suspects will appear on 17 May at the Eerstehoek Magistrates’ Court facing charges of possession of suspected stolen cash and one will also appear in Eswatini later for her involvement during the robbery there. Suspects were remanded in custody until 23 May. Particulars are Ntokozo Priscilla Nkosi (32) and Zintle Marcia Makhanya (27). Rape of a minor A 39-year-old man was sentenced to 22 years imprisonment by the Nkomazi Regional Court on Tuesday, 14 May, for the rape of a minor. The rape occurred on 15 February 2015 at about 23:30 where Samuel Manana broke into the victim’s house and raped the then 11-year-old girl. During the time of the incident the suspect was unknown to the victim however, she managed to identify him with a scar on his face a day after the ordeal, when she met him on the street. Manana was sentenced to an effective 22 years direct imprisonment. The Acting Provincial Commissioner of the police in Mpumalanga, Major General Frans Mashika, applauded the good work done by the SAPS members and all other role-players in fighting crime and ensuring that criminals are removed from society. Hijackings on R29 between Kinross and Leslie There has been an increase in hijackings during the past few months. Since January there have been 12 hijackings, all with the same modus operandi. These hijackings happen at the four way stop in Kinross and the street behind the police station. The group of four assailants work together as follows: two of them will hitch hike and as soon as they are picked up, the driver of the vehicle will be threatened with a firearm. The other two assailants will get in the vehicle and tie the occupant/s of the vehicle up with their own shoelaces or belt. The assailants would drop the victim/s off between Nigel and Springs. Monday, 20 May, at approximately 15H30 the 12th hijacking took place. The assailants used the same method as previous times and dropped the driver of the vehicle off in Nigel. Be careful when driving in this area.

Quarrels at Davieshof Annual General Meeting According to the Oxford dictionary an annual general meeting is defined as: A yearly meeting of the members or shareholders of a club, company, or other organisation, especially for holding elections and reporting on the year’s events. On Saturday, 18 May, Davieshof held its Annual General Meeting. The outgoing chairman, Pastor Jackie van Dyk, opened the morning with a prayer and a reading from Philippians 2:3: “Do nothing from selfish ambition or conceit, but in humility count others more significant than yourselves.” With all the formalities dealt with, the meeting was set to start. Unlike other AGMs, this AGM was just to select new board members. It was clearly stated that no other items would be discussed or entertained except that of electing new board members. The residents and other members of the public who were present, proposed names of people they thought would make a difference on the board. Eight names were proposed of which only 4 would be elected. Two residents were also proposed, but after careful consideration, one of the residents

nominated decided that she did not want to serve on the board should she be chosen. Before the voting started, the candidates were able to introduce themselves and explain what they would bring to the board should they elected and how. Some of the candidates were not present and their views were presented by those who nominated them. The voting started and 2 members of the public attending the meeting were chosen to count the votes. The nominees stood in front of the crowd so that everyone could see who they voted for. Votes were counted and the new board and resident representative were announced. An upset started after voting, as those present were told they only had two votes per person as opposed to voting for each nominee. The outgoing board members were asked about the constitution and why it was not made available to the residents of Davies Court. Naomi Victor, outgoing director of Davieshof, stated that there was one, but for the past ten years every time they made an appointment with the

municipality to sign the Memorandum of Understanding, the appointment would be cancelled. It is unclear what bearing the unsigned Memorandum of Understanding had on the constitution of Davieshof and the availability to residents of Davies Court thereof. The question was also asked if each and every resident had a copy of the constitution but the question was brushed off and it was reiterated by the outgoing chairperson that it stated, in the constitution, that a person could only vote twice. There was no way of confirming this claim. The Bulletin was promised last year that this constitution would be made available to the Bulletin, but to no avail. With no concrete evidence the crowd present was extremely upset and called the whole thing a farce. The issue raised by the residents in the previous AGM regarding Davies Court, Davieshof and the Govan Mbeki Municipality remains a thorn in the flesh for most residents. The questions that remain now is why did they call it an AGM if it was in fact only a board election meeting? Should it not then just have been called a

Press release of SAPROMO’s 3rd birthday The past 3 years the life of SAPROMO has not been easy, but we managed to pull through and overcome a lot of challenges. The organisation has been doing extremely well in the Governance but struggled to pass the message on to the whole populace around the beautiful city and the country at large. However, during the past few months we have seen tremendous growth in numbers across the whole country. Even though we did not contest the 2019 General elections, we still commanded a lot of support, while also continued our programs as if we were contesting in the elections. In 2016,we celebrated a huge achievement after winning a seat in Govan Mbeki Municipality. After that there was little to be happy about because we lost our key leaders, which was one of the reasons why SAPROMO delayed its growth. The passing of Comrade King Mahlangu was a big loss for us and will always be a scar that will never fade. We also lost the likes of comrade Nephtal Juyane (one of the key members in ward, who was a very intelligent and diligent organiser. His passing also left a space that can never be filled. Gogo Gertrude Nkabinde also passed. This also was a big loss for the organisation and we are certain that if they stayed with us a little longer, the lives of the people of GMM would never be the same. The proudest moments of these 3 years were to see the intellectual growth of our members in terms of understanding the legislations and regulations that govern our society. The bible says: “My people perish because of the lack of knowledge.” Since the inception of this Movement, we have seen people, young and old, starting to legislatively challenge some decisions of the council which is one of our biggest achievements. The next 3 years will be a war against poverty. We believe that the only way to truly liberate our people is when we enlighten them on how they should be governed. Once that is achieved, you will never see a deliberate lack of service delivery and it’s the only way to minimise corruption and maladministration in our government. We are also aiming to use technology

in our favour in order to move our cities to the standard of global cities. We want to influence the use of technology that will make life easier for the ratepayers across the nation. Starting in GMM, we will make it our top priority to push the Municipality to establish an app that will assist the ratepayers to pay municipal services, check statements, report challenges and monitor the performance of the Municipality in the comfort of their homes. If you report a problem on the app you will be able to see the progress of your complaint. We will also see that the dream of the

youth business hub becomes a reality. The youth hub will have all the relevant infrastructures and offices for the free use of start-ups for 6 months. This will help start-ups to grow in order to create more jobs. The cities that will be led by us, will be favourable places for start-ups and quality of life. We’re determined to have free Wi-Fi hotspots around South Africa supported by local government. As we know that the prices of data in South Africa is beyond the word expensive and data bundles are almost a life to the youth, since they use it daily to study and socialise.

board election meeting? Why have the residents of Davieshof not received the constitution as of yet after all these years? And why shrug off important questions from concerned residents and community members? What is being hidden and why?

Skooldae, koshuisdae, studentedae, familiefoto’s. Lucas Maree se lied Kiekies flits deur my kop: “Die gapings tussen kiekies maak my bang.” “ So spreek die Here.

Die afgelope week was ek beoordelaar by die WesBoland Eisteddfod.

Talisman Hire celebrates 15 years of serving the community Johann van Schalkwyk grew up in retail. His parents owned a pharmacy in Secunda but he never thought that he’d own his own business. After school he went to study and after finishing his studies, he worked at an IT company for five years. One night, standing around the fire with his father and a friend of his, he opened up and told them that he was not too sure that he could continue with his job and that he realised that he struggled working for someone else. His father’s friend suggested Talisman. No idea what his father’s friend was talking about, his

senses were tickled and he wanted to know more. They explained to him that Talisman was a tool hire company with prices to suit the customer’s pocket. Johann was impressed and a year later, in May 2004 Talisman Secunda became a reality. Now, on 15 May, they celebrated their 15th birthday an unreal feeling for them and they are still as humble as the first day they started. They decided that after receiving incredible support from the community, it was time to give back. For two years they had a donations tin at their tills. The total collected in these

tins amounted to a whopping R10 000! With all this money they had to make a decision on which cause to donate to and what to donate. They decided to give to the youth. The team found that stationery was extremely expensive and decided that they would choose one school to donate to. The children of Chellas Rainbow Kids, in Evander, were the chosen ones. All the kids competed in a colouring competition. They had to draw their town and colour the three new mascots of Talisman: Tess, Thabo and Thys. WOW, did they do an amazing job

at colouring! The team had a difficult job to choose the three winners, but decided that first place would go to Ronisha Malander, second place was Kutlwano Nkuna and third went to Siyabonga Nxumalo. The school also received a plastic table and chairs, hula hoops and kick bikes. When these three winners saw those kick bikes the Talisman shop turned into a racetrack! Congratulations to Johann and his team at Talisman! May there be another 15 successful years and more ahead of you! – Ané Prinsloo

all the loyal donors who have selflessly been making a difference in other people’s lives. Mr Renier van Rensburg, Branch Donor Committee Chairperson of TEKSA, was the Master of Ceremonies for the night.

Mr Renier van Rensburg, Branch Donor Committee Chairperson of TEKSA, rewarded Sr Sanet Kalse, Collection Manager and Mrs Dot Prinsloo, Donor Relations Manager, with certificates to thank them for the amazing work they do every day. These two women are the heart of the Secunda SANBS branch and along with their colleagues they ensure that the donors return and bring in new donors. With them is Mrs Josephine Mitchel, Mpumalanga Zone Donor Manager. He handled the night’s formalities with grace and professionalism as it was his last term as chairperson. Mrs Marion Vermeulen, SANBS Management Representative, addressed and informed the crowd about what SANBS entails and brought some valuable statistics to the attention of all present. She was glad to announce that the age for donating has been lifted from 65 to 75. Mr Rob Theunissen, SANBS Donor Director, said the following: “SANBS is a non-profit organisation dedicated to the provision of blood and blood products and research across South Africa, except the Western Cape.” He also explained that SANBS is a company and it is not run by government. The address was extremely informative and it was brought to the audience’s attention

that the government currently owes SANBS more than a billion Rand. Sister Sanet Karlse was very proud to announce that in the past year the new donors and donations have both increased by 105%. She also thanked everyone for enjoying the evening with SANBS and reiterated that without the support of the donors they would not be able to do what they did. There were two outstanding awards the evening for Louise and Alwyn Carstens who have both served SANBS for 13 years and 27 years. Besides all the valuable information that was received by the crowd, the evening was all about the donors! Everyone receiving awards was dressed to a tee. These donors were awarded with different rewards, depending on the number of times they had donated. – Ané Prinsloo

Laerskool Kruinpark gaan toer by Paarl Coldset Laerskool kruinpark se koerant redaksie uitstappie Die Kruinbasuin redaksiespan van Laeskool Kruinpark was Dinsdag, 14 Mei, by Paarl Media in City Deep, Johannesburg.

plaaslike vervaardigers soos Sappi in Nelspuit. Janko Visser Graad 6

Car Winner ‘Feels Insane’ Twenty-five year old Durban based Jonathan Chen is the proud owner of a brand new Nissan Micra Active from CMH Nissan Durban, the grand prize for the 2018 Ride for MRP Foundation’s Win-a-Car competition. Chen, a doctor currently completing his second year of an internship at Addington Hospital in Durban, initially thought it was a hoax. “When I first got the call saying I had won a car, I didn’t believe it. I actually drove to CMH Nissan after work to make sure it was true. Now that I have the keys in my hand, it feels insane,” said an elated Chen. Once finished with his community service, Chen wants to specialise so he can work towards uplifting the community. He believes that supporting development is important and chooses a worthy cause to support each year. ”Education will stand South African youth in good stead and is the solution to many of the country’s problems,” he said. The car was officially handed over to him at the launch of the 2019 Ride for MRP Foundation, taking place on December 1 and 2. Cyclists, partners and MRP Foundation staff gathered at CMH Nissan Durban on Tuesday May 14 to officially launch the 10th anniversary of the event as well as relive memories from the 2018 edition. The successful Win-a-Car competition ran for 6 months, garnering thousands of entries through Zapper and SMS. Through the collective fundraising

efforts of the cyclists and the competition, the ninth edition of the annual Ride raised R1.96 million, just short of the R2 million target. Karen Wells, Head of MRP Foundation, shared a message of thanks at the event saying, “Funds raised will be used to empower the youth of South Africa through MRP Foundation’s high-impact education and skills development programmes. Your support and contributions are invaluable to break the cycle of poverty and inequality in South Africa.” The event also honoured the Ride’s top fundraisers. Mario Santana, former MD of SPAR Western Cape, raised the highest funds, winning a Giant TCX SLR bicycle and the chance to ride in the 2019 edition in the coveted ABSA Red Jersey. The second highest fundraiser was the late Paul Els, Group Store Development

Executive for the Mr Price Group, winning a Giant Contend bicycle. Zisandele Mkhize, E-Commerce / Graphic Designer at MRP Home, won a Defy fridge, awarded for the most engagement and number of donors. The event also honoured cyclist, Paul Els, who was tragically involved in a fatal cycling accident over the weekend. Kelvin du Sart, Ride for MRP Foundation Director and Westville Cycle Club Chairman, shared his condolences. “While we are here to acknowledge Ride for MRP Foundation’s resounding success, it’s also a very sad day as we have lost a fellow Westville Cycle Club rider, Paul Els. The Westville Cycle Club wishes his wife Cheryl and his family our deepest condolences. Paul joined us in the challenge of riding his first Ride for MRP Foundation last year and was a regular rider with the ‘Hillcrest Ballies’.” A delighted Jonathan Chen receives the keys to his new Nissan Active Micra from dealer principal of CMH Nissan Durban, Stuart Singleton. Walk For Rhinos “I am doing this for the survival of Annie and Zac, two rhinos from Zimbabwe.” With these words twenty-eight-yearold Francois Myburgh from Witpoortjie on the West Rand of Johannesburg said “The future of our rhinos lay in our hands. We have to do something to get the worlds’ attention focused on our country and stop rhino poaching.” Myburgh will be doing his 4th walk for rhinos from the 1 June until 31 August. His journey of sixty-one-days will include the V & A Waterfront, Wellington, Waremwaterberg Spa, Cradock, Bethlehem, Bethal, then via Nelspruit onto Limpopo where he will finish his journey. The last stop will be at Alldays. “This is my way of putting the focus and attention back on the rhino which is being poached on a daily basis, it’s sad to know that the world does not care about our wildlife as much as they care about a church in Paris” he said. We should all take

a stand and help those with no voice. Annie and Zac are two rhinos from Zimbabwe we are aiming to buy at the end of 2019. “If we do not take a stand against the poachers then there will be no rhinos left for the next generations to see - that is a very scary thought.” Myburgh completed his first and second solo 100 km Rhino Walks successfully in 2014 and his third in 2015 when he walked to Brits in the North West province during a cold July (2014), hot November (2014) and warm March (2015). His recent Rhino Walk took place during the cold weather of June to July 2017 and was 3870,8 km. Since 2014 until now, he already had five community functions as part of a fundraiser to raise funds for Annie and Zac. He is aiming to raise about R11 million at the end of the year for rhino conservation and the purchase of Annie and Zac.

He hopes that his walks will contribute to people opening their hearts for the rhinos just as they did for the rebuild of the church in Paris. “We would like to congratulate Francois and the Walk For Rhinos’ team for being nominated out of thousands of businesses and NPO’s for the Rocci/ FNB Business of the year award 2018. Winners will be announced at the gala event on 25 May at Silverstar Casino.
