Bianca is back at school Bianca Fourie returned to school on Monday 23 July, after having extensive back surgery done. It was all smiles when Bianca greeted the Bulletin Monday morning at school. Everyone was pleased to have her back at school and it was evident that Bianca was glad to be back as well. Bianca had back surgery to rectify her spine as it was making it difficult to function normally. In an exclusive interview, Bianca told the Bulletin that the most difficult thing about scoliosis (she was diagnosed with scoliosis and had corrective surgery) was that she struggled to breathe. She would only be able to move very small distances before she ran out of breath. The brave girl that spoke to the Bulletin was vibrant, cheerful and optimistic. Bianca walked a full 10cm taller as she guided the Bulletin to the headmistress of Hoërskool Oosterland’s office for an interview. It was a very confident walk. When asked what the single most enjoyable thing is now, she replied without hesitation that she could now walk long distances without struggling to breathe. Bianca’s body is still not up to full strength and she is not able to carry a full schoolbag of books. The Doctor recommended only two books at a time. To help with this task, Hoërskool Oosterland had a special locker made for her to keep her books in. The community of Secunda took hands to help Bianca.
She desperately needed surgery but the costs were extremely high. The whole community stood together and made it possible to have the surgery. Bianca said at the end of her interview that she would like to thank everyone from the bottom of her heart for all their support. She now has a new lease on life. Bianca is resuming school life with vigour and can’t wait for the first orchestra rehearsal this week where she plays the clarinet. Her favourite song is “Amazing Grace”. It is such a fitting song as it is with Amazing Grace that Bianca is walking normally and proudly. Amazing Grace, how sweet the sound……

OUTA hands over petition to Provincial Government Find us on Facebook - The Bulletin For the latest in breaking news go to www.thebulletin. co.za
The Organisation Undoing Tax Abuse (OUTA) will this week hand over its petition and proposal to the Mpumalanga Department of Co-operative Government and Traditional Affairs as well as to the Premier of Mpumalanga to provide the residents of Govan Mbeki with a financial recovery plan. Over 1100 residents answered OUTA’s call for support by adding their names to an online petition that will put pressure on the local government for a financial turnaround strategy. “OUTA believes in long-term solutions that will ensure Govan Mbeki
Crime snippets Bogus lawyer sentenced to five years imprisonment MPUMALANGA – Kholisiwe Zephana Sithebe (43), was found guilty by Middelburg Regional Court on Monday 16 July 2018 and sentenced to a five-year jail term on 12 counts of fraud and forgery of qualifications. In March 2011 the accused masqueraded as a conveyancing lawyer and in the process deceived clients to deposit money into his bank account under the pretence that he will facilitate transfers of Title Deeds into their names which never materialised.
becomes a self-sustaining hub of economic prosperity. We are not here to put band-aids on bullet wounds, but rather to see lasting solutions to addressing the service delivery crisis in this municipality,” Head of OUTA Local, Dr Makhosi Khoza. The civil action organisation is requesting the Provincial Government to perform its obligatory oversight duty by providing a fail-proof and honest, financial recovery plan that will be developed and implemented with urgency. The plan will ultimately force the officials of the municipality to: Pay off longstanding debts to utility The case was transferred to the Hawks Mpumalanga Serious Commercial Crime Investigation Unit for further investigation and the accused was arrested in September 2011 following investigations. Sithebe was sentenced to five years imprisonment wholly suspended for five years on condition that he repays R154 100.00 to the complainants before 31 December 2018.
Crime and Liquor The past weekend saw a lot of crime that had links to liquor outlets in eMbalenhle according to Police spokesperson Constable Mthethwa. There were a few robberies, accidents and a possible rape that all took place on the weekend. “People should be very careful when visiting taverns.” Mthethwa said, “Please ensure that you have reliable transportation to get home. Don’t rely on strangers. Please do not drive when you are consuming alcohol.”
suppliers. Implement systems to improve collection rates and service delivery. Review the organogram and release any excess and redundant staff. The financial recovery plan will ensure transparency and hold officials accountable. “Let me make it clear, OUTA is not here to mollycoddle officials who are incompetent, irresponsible and downright ignorant of the law. The constitution is our blueprint for good governance and provides civil servants with the mandate to use public funds for the benefit of every citizen in our country,” added Dr forced one of the attendants at gunpoint to the serving hatch instructing him to call on the inside attendant to open the door. If not he would shoot him. The inside attendant then proceeded to open the door. The robbers forced everyone inside and instructed them to lay down on the floor. About 8 men covered in balaclavas then entered the shop carrying picks and dug around the safe. The safe was later loaded onto the bakkie and the robbers then fled with all three vehicles. The Sprinter was found abandoned in ext. 17 and the bakkie was later recovered. The Bulletin received no further details about the recovery. No one has been arrested yet and the police are still investigating the incident. “If anybody has any information about this robbery,” asked Police spokesperson Constable Mthethwa, “They must please contact Crimestop at 0860010111 or eMbalenhle police station.”
Filling station robbery Simunye filling station was robbed in the early hours (03H30) of Monday morning. A number of people were busy filling their vehicles when the robbers attacked. Mpumalanga health system bankrupt and broken Mpumalanga’s public health system is teetering on the brink of collapse, and with debts from previous financial years having accrued to about R1 billion, the department can neither afford to buy today’s medicines nor fill vacant posts. Premier Refilwe Mtshweni’s cabinet reshuffle last week could be linked to this crisis after health MEC Gillion Mashego was removed. Mashego was redeployed to the department of public works last week. However, the DA believes Mashego’s redeployment is not enough, and the department must be placed under administration to steer it back on track. “This is a brave move by the premier but changing an MEC doesn’t mean the financial crisis will go away. “The new MEC will not be able to move because there is no money. The current budget is paying previous debts,” said DA legislature member Jane Sithole. The department’s spokesperson, Dumisani Malamule, said task teams were appointed to review internal control measures and compare patient benefits to assess value for money and efficiency. “In addition, during its “bosberaad” the department developed a plan to deal with a number of challenges, including escalating accruals. The department is optimistic that the accruals will be reduced in the current financial year,” Malamule said. He said the department accruals stemmed from budget shortfalls to fund critical accounts such as personnel, medicines and essential equipment. He said another cause for accruals was the fact that the department was funded with less than 27% of the provincial equitable share funding, but since the 2015/16 financial year, the provincial treasury had reviewed and increased this allocation. Malamule said the funding model, based on HIV/Aids client statistics, was reviewed, and additional funding was allocated by the national health department. “Given the funding changes indicated above, the department has received an increase in its allocation of the budget. This will assist the department to reduce accruals without compromising the quality of health services. “Due to funding gaps the department was unable to pay all invoices related to non-negotiable and key accounts,” he said. Mpumalanga is home to 4.4 million people, and 3.9 million of them, or 88%, depend on public healthcare. A diagnostic report produced by the DA on the province’s state of health and based on annual reports and legislature responses indicates: • Accruals have increased by 6% year on year. Accruals in the 2016/17 budget amounted to R794 million and increased to R842.3 million in the 2017/18 financial year; • The biggest contributors to accruals in the 2017/18 financial year were medicine (R364.6 million), medical laboratories (R112.4 million) and compensation of employees/transfers (R109.8 million); • The department has an accrual of R74 million for new buildings; • Unauthorised expenditure increased to R200 million while R6.7 billion in irregular expenditure was awaiting condonation; • The department’s national health insurance site in Gert Sibande has failed because the department only spent R26.6 million of the R42 million in conditional grants it received from national government to improve
infrastructure over the past six years. The results of these accruals are that the department will not be able to appoint new staff, which will lead to long queues of unattended patients and a rise in negligence lawsuits because of overworked staff. So far, the department is facing about R70 million in litigation costs. The department has 2 524 vacant posts and there is a dire shortage of medical personnel. A Mpumalanga legislature portfolio committee on health report that City Press has indicated that the province’s largest district, Ehlanzeni, with a population of 1.7 million, only has 221 doctors and 1 540 nurses in 13 hospitals. This translates to eight doctors per 100
000 people. Ideally, there should be at least 152 doctors per 100 000 people, which is the world average, according to an Econex 2013 study for the Hospital Association of SA. The average ratio, including private sector doctors, is 60 per 100 000, according to Econex. Mpumalanga’s 3.9 million people only have 10 178 healthcare professionals, 1 074 doctors, 79 medical specialists, 8 594 nurses, 300 pharmacists and 131 dental specialists and practitioners. The accruals were, according to the report, also affecting the targets of the department. As a result, there has been a high default rate of patients on TB medication and depleted stocks for immunisations. Malamule admitted that the budget
allocation for machinery and equipment was reduced in order to channel money towards paying the accruals. He said the department did not have money to fill all vacant posts for health professionals, but R108 million was set aside to appoint 558 employees. Malamule said the NHI grant had been stopped by the national department, but between 42% and 85% of the grant has been spent since the 2013/14 financial year.

Sy woorde was: “Drie jaar terug het jy my geskilder as Jesus. Die lewe het teen my gedraai.” So is die lewe. Pink Floyd eggo hierdie gedagte. “Then one day you find, ten years have got behind you. No one told you when to run, you missed the starting gun.”
Kris Kristofferson sing in The Pilgrim: “Once he had a future full of money, love and dreams / which he spent like they where going out of style.” Toe ek Langebaan inry, vang my oog ‘n groot advertensie by die gholflandgoed. ‘n Jong paartjie glimlag breed op die plakkaat. Hulle beeld straal alles uit van die gedagtes wat jy eens gehad het, die plekke waar jy eens was. Gelukkig, vol afwagting vir die goeie dinge wat op hulle wag, drome skitterend in hulle oë. En in groot letters geskryf: “Enjoy the life that you live.”

PDPS donates to KI Twala As part of their Mandela Day contribution, staff from PDPS handed out reusable sanitary pads and food parcels at KI Twala Secondary School. The need for feminine hygiene solutions for young girls grows increasingly evident, and PDPS was proud to be part of an initiative that improves the lives of school girls in the community.
In line with the theme of 67 minutes for Mandela Day, 67 students were identified as the recipients of the parcels. Mishael Mashele, one of the team members who visited the school, explained that “the girl child misses so many days of school per year because of lack of access to sanitary pads.” The pads have a longevity of 5
years, and their recipients (who were grade 8 girls) can use them throughout their high school careers. On behalf of KI Twala Secondary School, Mrs. Ngodwane, the deputy principal, expressed gratitude to PDPS for considering the school amongst all those who are in need of the same fare.
Graceland takes part in Mandela Day On 18 and 19 July, the female staff members of Graceland visited schools in eMbalenhle to educate the senior girls on feminine hygiene and hand out MY Own Cup (with the explicit consent of their parents). The visits were a part of Graceland’s Mandela Day initiative. Although exact figures are difficult to come by, several surveys by organisations such as Africa Check and Community Chest show that thousands of South African schoolgirls regularly miss school because of lack of access to sanitary pads. My Own Cup, a reusable menstrual cup, aims to offer a solution to this issue. My
Own Cup is described as an alternative which is “hygienic, uncomplicated, safe, ecofriendly and cost-effective”. It alleviates the problem of the estimated 45 billion sanitary pads that are disposed of annually, and a single cup can be used by a girl for up to 5 years. Girls from Vukuzithathe, Zamokuhle, Tholukwazi, Buyani, Thorosong, Lifalethu, Maphala Gulube, Shapeve and eMbalenhle Primary School were gathered, to have an open discussion about menstruation, as well as to view a demonstration regarding the use of My Own Cup.
The girls were excited to be able to discuss a topic that is often taboo in their spaces. Thanking the Graceland team, a Grade 7 learner from Vukuzithathe Primary School said: “some of us do not have mothers and parents to give us the talk about menstruation, so thank you for having this discussion.” The stigma visibly melted as the girls grew more open and comfortable with the discussion and left feeling confident with their feminine experiences.
Secunda Mall celebrate Mandela Day Secunda Mall donated R5 451.45 to Cansa as part of their effort in celebrating Mandela day. They erected a “coin drop” in front of the cinemas and encouraged people to donate their coins into the box. NPO’s had the opportunity to promote their organisations for the day, at no charge, in the kids’ play area. Three organisations used the opportunity namely Famsa, Cansa and SANBS. The coin drop opened on the 11th of July and closed on Wednesday at 15H00. The public had an opportunity to say who they would like to see as recipients of the coins and CANSA received the most votes. The voting was done online. The amount of R5 451.45 was collected, but Secunda Mall had a surprise installed for everyone. They
donated R2 000 to Famsa and SANBS each. Everyone was very thankful for the donations. Thank you to Secunda Mall for making a difference!

Afrox annual Petrochemical Roadshow a huge success Afrox’s annual Petrochemical Roadshow hosted at the FDT training centre near Lake Umuzi attracted a large number of visitors from Sasol and its service providers this year. The return of Afrox’s welding competition in partnership with FDT gave welders a chance to compare their skills in an informal and fun environment. This year the overall theme focused on the Afrox 360° Integrated Customer Application Solutions programme and the benefits that can be derived from it. The programme focus on improving quality, increasing productivity while still maintaining cost competitiveness. And all this supported by the wellknown Safety Solutions programme, ensuring all the benefits are derived in a safe working environment. Every day started with a Gases and Equipment Safety refresher course
where the critical safety issues were highlighted. Delegates left with course certificates, re-certified and good for another two years. The Afrox Safety Solutions Programme was launched in 2005 and is now also SETA accredited. The latest innovations in the welding industry were also demonstrated and benefits of this, to the industry, displayed. This included Afrox’s range of welding consumables, conforming to stringent Sasol requirements. Their new Multi-User Panel (MUP) gas distribution system created a lot of interest for its contribution to productivity and safety in the work environment. The daily welding competition again attracted the top skills from the industry as the welders competed for the top honour and obviously the prizes. This year a Miller Thunderbolt 210 Inverter welder was the first prize in the competition. The prize was won by Hannes Kotze from PDPS, with 2nd place winner taken by Ebrahim Meyer from SNC Lavalin, and 3rd prize by Langalakhe Hadebe also from SNC Lavalin. There were also many consolation prizes and lucky draws during the event. Everybody wins with Afrox! Judging was done by three independent judges form Sasol, PPS and FDT. Afrox took the opportunity to thank Sasol and their service providers for their support and wish them all the best for the upcoming shutdown!

Prommac and SAVF joined in Preventative Project Prommac and the SAVF joined hands and launched a new Preventative Project in schools in the SAVF working area. The project is called “Be A Buddy” Project. The idea for the project is to sponsor garden benches to allocated schools. The children are then invited
to go sit on the bench should they feel they need a Buddy. The other children are then invited to be a Buddy for their friend on the bench. Bullying has become one of the biggest problems in the South African Schools. This was confirmed by a study that was conducted by
Wian Botha, General Manager at Kruger filling station Group with his staff that made a difference to the staff and children at Christopher Ryan school on Wednesday as part of their 67 minutes. The staff prepared a meal for and everyone sat down to enjoy the food. Wian and his staff even washed the dishes to give the staff a rest and let them just enjoy the meal.
The DA constituency of Govan Mbeki Municipality repainted the Christopher Ryan centre as part of their 67 minutes. This was done on Saturday as most members attended a by-election in Lekwa
Safer Parenting Articles, School Articles in November 2015, it highlighted that more than 3.2 million learners are bullied yearly in South Africa. When asked, 52% of learners characterised bullying as an act of verbal abuse and 22% explains it as physical abuse in the form of pushing, hitting and beating. Furthermore, more than 67% of bully-victims will not ask a teacher for help because they don’t think it will change their situation. The sad part is that 90% of school bullying is carried out by learners. This lead to school learners bunking school daily or dropping out of school to avoid being bullied. Moreover, it results in a number of learners committing
suicide due to bullying. Therefore, this project aims to alleviate the challenges of bullying in school, and also help teach our children social coping skills. Three benches were funded and painted by Prommac. These went to the first three recipients namely, Laerskool Kruinpark, T.P Stratten en Buyani Primary School in Emba. Important numbers such as the SAPS and Child Line numbers will be displayed on the bench. Children are also encouraged to become a “Buddy” rather than a Bully. The prefects were all handed a “Buddy Badge”. They are also tasked to be a buddy and ensure that no child sits alone during intervals.

Hoërskool Secunda wen Mpumalanga Grootskole rugby Dit was ‘n perfekte dag vir winterrugby.

Sasol Digi Mag draws in Nelspruit Andre Whittstock breaks through the tackle
Secunda se Pumatjiespan wys gees Sasol Digi Mag ended their league games with a draw against Nelspruit in Mbombela. The game was a tough one but the Sasol discipline paid off. Nelspruit prepared a very difficult field for the visitors. The field was wet which made for slow play. Players also slipped easily as they were not used to wet fields. It put a damper on Sasol’s running game. The Nelspruit team also played with a lot of returning Puma players that strengthened their team. Sasol
performed well against a stronger team. The wings of Nelspruit used this to their advantage and ran in a few tries. The wet field really played havoc with the team from Sasol. The game see-sawed often with the lead rotating between the two teams. Sasol saved the game in the last minute with a try that was not converted. Nelspruit played a good game that showed a lot of practice. The game ended in a 25-25 draw. The second team lost their game 12-22. Sasol’s next game will be in the final and their opponents will be announced later.

Dominators Den – Bittersweet Finding the Zambezi Action Sports Arena was not plain sailing all the way. It took some searching. The cage was erected on an action cricket pitch that was perfect for a smaller but very passionate crowd. The air was filled with excitement and expectations as spectators waited for their favourite fighters. The Bulletin witnessed a few side bets being made, the most noticeable were the bets for the White/Ronge fight. A few of the White supporters wagered on Ronge and were very pleased when their friends had to pay up. Secunda supporters showed up in their numbers with T-shirts showing their support for Malboer. Smit “Malboer” Steyn and Francois Meyer were the main draw cards for the evening. The fighters were encouraged loudly by their supporters with some slogans that cannot be repeated here. Fighters came from all over the continent. This time an Angolan delegation took part in the tournament. The first main card fight of the evening saw a ladies bout with Christine Wolmarans and Antonia Moreira de Fatima go all three rounds switching between throws, grappling and intense boxing. Antonia took the victory via unanimous decision. Paul “Piksteel” Ronge made a successful return to the cage by beating his opponent Leon White with a guillotine choke in the second round. The fight was fairly evenly matched with both fighters exchanging punches
and kicks from the start. White tried to take Piksteel down to the mat but Piksteel was quite comfortable on the mat and managed to turn it around every time. White tried it a little too much and managed to get his head in a low position. Paul tried to get his hands out of the grappling hold of White and saw an opportunity. He quickly grasped the opportunity and managed to secure a guillotine choke hold around his opponent. White tapped out very quickly. The main fight of the evening in “Searching for a Scrap, Season 2 finale” between Malboer and Francois was one of mixed emotions for the Secunda crowd. The crowd was ecstatic when Malboer made his appearance. The disappointment was tangible when Malboer was ultimately defeated but it turned into a huge supporting structure immediately after he exited the cage. The fight between Smit and Francois started at a fast pace with Francois targeting Malboer’s legs with wellaimed kicks. Malboer returned the favour with some heavy and fast blows to Francois’ head and torso. Francois landed a few blows right on Malboer’s mouth and nose, causing some bleeding. Malboer looked the worst for wear as a result of the bleeding but continued to match Francois blow for blow. Francois managed to take Malboer down to the mat where they continued to grapple. Malboer managed to get his head out of a hold but unfortunately, Francois managed to secure an armbar hold on Malboer’s left arm. Malboer had no choice but to tap out or risk having serious injuries inflicted on his arm, losing the fight in the third round. The entire crowd was disappointed as Malboer was the clear favourite to win the fight. The Secunda crowd rallied around their fighter in support. Although the title went to Francois, the Bulletin and the entire Secunda support is extremely proud and privileged to have been part of this journey. One thing is certain, Smit “Malboer” Steyn will be back!
