Protestors at Evander Gold Mines during the September 2017 protests

Evander loses 1 722 jobs The National Union of Mineworkers (NUM) said on Sunday that Evander Gold Mines will cut 1 722 jobs. Evander Gold Mines is a subsidiary of Pan African Resources. The NUM was shocked and saddened by Evander Gold Mine’s intention to retrench 1 722 mineworkers in Mpumalanga. “Pan African Resounces (PAR) informed NUM that the job losses are due to deteriorating and inadequate infrastructure at the mine, high operating costs, such as rising electricity and labour costs and a low gold price,” according to NUM. PAR acquired the mine from Harmony Gold in 2012 for 1,5 billion rand. The transaction was concluded in February 2013. Evander Gold Mines is capable of producing 95,000oz/ annum according to the Pan African Resources web page. The current operations comprise of no 8 shaft, several potential development projects: Poplar, Evander South, Rolspruit and the Kinross metallurgical processing plant and tailings storage facility. On the 8th of September 2017, PAR CEO Cobus Loots broke soil at its R1,7 billion Elikhulu Tailings Retreatment project in Evander. Speaking at the sod-turning ceremony Cobus said, “Elikhulu’s capital expenditure of approximately R1,7 billion is a substantial investment in the South African mining industry and is expected to contribute materially to economic development and employment in the Mpumalanga province.” (Read the full article about

the Elikhulu project in the Bulletin’s publication dated 15 September 2017). Elikhulu is scheduled to produce first gold in the final quarter of the 2018 calender year and deliver an average of 50,000 ounces per annum for the next 13 years, at an all-in sustaining cost of more than US$550 per ounce. The job layoffs will have a huge effect on the workforce in the Govan Mbeki Municipal area. A total of 1 722 jobs out of a total of 1812 will be cut according to NUM Highveld regional secretary Tshilidzi Mathavha. That will leave a workforce of 90. “Evander Gold Mines is a subsidiary of the Pan African Resources. Evander Gold Mine served the NUM with [a] section 189(3) notice of the Labour Relations Act to retrench workers,” he said. “The retrenchment of 1 722 permanent workers is bad given the fact that the majority of mineworkers support 10 people per family which means that a lot of people will be negatively affected by these retrenchments,” the union said. The mine layoffs will also affect approximately 484 contractors (PAR web page) that provide services to the mine. The NUM totally opposed the retrenchments at Evander Gold Mines. “The NUM is concerned that when mining companies issue section 189 of the Labour Relations Act they do not align it with section 52 of the MPRDA 2002 [Mineral and Petroleum Resources Development Act], which states the following: ‘The

holder of a mining right must, after consultation with any registered trade union or affected employees or their nominated representatives where there is no such trade union, notify the minister in the prescribed manner - (a) where prevailing economic conditions cause the profit to revenue ratio of the relevant mine to be less than six percent on average for a continuous period of 12 months; or (b) if any mining operation is to be scaled down or to cease with the possible effect that 10 percent or more of the labour force or more than 500 employees, whichever is the lesser, are likely to be retrenched in any 12-month period’,” Tshilidzi said. “There was a need for real transformation in the mining industry that emphasised human development, not only profits,” Tshilidzi said. “The process will be finalised on the 24th of April, as per the notice of the employer.” “The employer has indicated that they are to retrench 1 700 employees. Which will actually mean that is the closure of the mine, because the company is currently operating with a strength of over 2 000 workers.” The Bulletin spoke to Mr. Anthony Maki, Manager HR at Evander Gold Mines. During 2017 it announced that as part of the agreement approximately 976 of Evander Mines employees would be retrenched at an estimated cost of ZAR 54 million. The actual retrenchment was 612. Approximately 150 people have now been absorbed into the Elikhulu

project. Another 250 (approximately) is being put through a “Portable Skills Program” to equip them to survive outside of the mining environment. “The unions have been consulted by the mine about the dire financial situation,” said Anthony, “this have been done through the Future Forums as well as monthly union and manager meetings since February 2016. It was not a surprise to the unions.” The mine has a projected production of 95,000oz but were only capable of producing approximately 45,000oz. Closing a shaft will mean that nearly half of that production will also fall away and with the gold price as it is at the moment, momentous losses can be expected. “Evander Gold Mines will close the underground operations completely” says Anthony. Evander Gold Mines have applied for facilitation by the CCMA in the process of retrenchment. Evander Gold Mines has also applied to the Minister of Mineral Resources in terms of section 52;1A & 1B of the Minerals and Petroleum Resources Development act 28 of 2002. In accordance with the act they have informed the Minister that their profit to revenue ratio has been less than 6% for a continuous period of 12 months, from February 2017 up to January 2018. The final retrenchment figures are not determined yet as a consultation process with the unions is not yet completed We will bring you news on further developments as they become available.

Farm murder suspects in court Five of the six suspects that were arrested for the attack and subsequent murder of Kort Hans Meyer, appeared in the Secunda court on 21 February. Hans was shot twice during a farm attack on his, farm Vogelvlei, near Charl Cilliers on 16 February. According to an official police statement, the suspects were supposed to appear in Evander Magistrate Court on 20 February, but investigations were still ongoing. The main suspect, Tshepo Molefe (35), worked and stayed on the farm. He remains in custody with the other two

main suspects, Bheki Hadebe (36) and Shadrack Tshabalala (35) and will apply for bail on 5 March. They have all applied for legal aid. Michael Sihakane (39), who was released on R5 000 bail, will appear alongside the main suspects in March. He originally applied to get his bail reduced to R3 000, but the Magistrate said that the severity of the charges dictates a R5 000 bail. His charges revolve around the purchase and possession of firearms and other charges. Mlekelu Tungo was released by the

court, pending further investigation. The 6th suspect, a woman, was released before appearing in court after she apparently picked up a cell phone connected to the attack. The suspects admitted to throwing away the phone. *There was another attempted farm attack approximately 25km outside Bethal exactly a week after the murder of Hans. This time the farmer made alarm and shot at three suspects. It is suspected that they fled in a black VW Golf in the direction of Ermelo/ Amersfoort. Gwendie Venter

When their money was due however, offices were closed and phones remained unanswered. In total, 29 dockets were opened at Secunda SAPS. He was allegedly assisted by a 51year old male who was working for an insurance company. This suspect allegedly informed his insurance clients of the investment. He received commission for clients investing in the alleged scheme. According to Capt. Betina Zondo, spokesperson for Secunda SAPS, clients fell for it because the two men share a surname.

Highveld Park High ordering pupils to behave

A Video of two Highveld Park Highschool learners who jumped in front of cars, slapping them while dancing and screaming, emerged in December and caused a great stir on social media. “It is a total disgrace to the school and to each and every teacher and decent scholar attending your school. It is just proof that neither the headmaster, any of the teachers or even parents have any type of control over these misbehaved hooligans,” a concerned facebook user said. The video has since been removed and according to the principal, Estelle Kleingeld, the one learner was a gr. 12 learner last year and since he is out of school, nothing can be done to prosecute him. The other one never returned back to school. His father asked for a transfer letter, but

apparently, he didn’t collect it and he did not return his books either. The school was very helpful in assisting with answers and it seems like they are aware of the problem of their pupils disrupting traffic. According to Estelle, the big problem is the vendors and the children buying from them. A letter was sent to the parents on 22 January, telling them that they are not allowed to double park or park in the bus lanes when collecting or dropping off their children. The letter also encouraged parents to have a strict talk with their children about buying from vendors as this causes lane blockages when buying from them and that they are receiving lots of complaints regarding this matter. The letter also read: “They (learners) are not allowed to dance in the streets in front of any cars. We as the school

GMM to face low water pressure? GMM residents may face low water pressure if the municipality fails to pay Rand Water R25mil by 28 February. This according to a media statement issued by Marietjie Fourie, DA councillor. The municipality must pay Rand Water another R105mil in arrears by the end of the year. According to the statement GMM owes R131.2mil in total. GMM met with Rand Water on 6 February where they made a proposal to settle all debt by August next year. The rejected proposal can now see a 20% drop in water pressure. The municipality is planning to present a new repayment plan to council on 27 February. Unfortunately, it seems like they are always planning on making a plan. According to the media statement the municipality failed, since 2011, to generate revenue to settle the debt in a 30-day period as prescribed by the Municipal Finance Management Act (MFMA). The question is why? Is it a lack of maintenance? Is someone getting free water? Are residents and businesses not paying their debt to the municipality or are we getting robbed by incompetent governing officials? According to Marietjie’s statement, Mayor Flora Maboa-Boltman fails to implement any working Revenue Enhancement Strategies. “It is evident of an ANC led municipality, who can’t deliver adequate service. They can’t properly handle or account for their finances properly.

They must swallow their pride and ask the DA to help them because where we govern, proper financial plans and billing systems are always on track,” Marietjie said. “She must stop blaming the culture of non-payment by residents and businesses as the cause of the municipality's financial challenges,” she added. The press release wasn’t welcomed by all in political circles and Aranda NelBuitendag, VF Plus councillor, said that the DA is causing unnecessary panic. “Why has the DA not raised their concerns in 2011 when they became aware of the problem,” Aranda asked. “The mayor is trying her level best”, she added. It is no secret that some Trichardt residents complain every Monday about no water and that we have had terrible maintenance which sees thousands of litres of water going down the drain monthly. What the future holds and if what Marietjie said is the truth, only time will learn. Gwendie Venter

have addressed Road Safety numerous times with the learners.” The school also sent a letter to the traffic department on 22 January, stating that the school has a problem with vendors that sell food items outside the gates. According to this letter they have phoned the traffic department and the police to remove them, but that they (the vendors) reappear when the officers leave. According to Estelle, they have spoken to vendors many times but to no avail. “There is a major safety concern as the learners run across the road to buy from these vendors, who park where the busses need to park. We are afraid that one of these days there might be an accident with one of our learners, which might result in serious injury or death. Estelle said that she has also sent

a letter to the Mayor, but nothing happened. Now the school, according to Estelle, have appointed learners to stand guard and make sure that no one leaves school grounds if their lift is not there yet. This after another concerned citizen drove past the school on a Friday afternoon, and one of the learners were playing with a ball in peak traffic, almost causing a serious accident. “If you have evidence of this, please come and show us so that we can take action against the guilty party, who will sit in on the meeting and will have to answer for himself,” Estelle said. This after being told that her first response of “children will be children” was unacceptable. Maybe learners and parents will take note before someone loses a leg, an arm or a life. Gwendie Venter

Snaaks hoe musiek onthou in ‘n mens se borskas oopruk.

So is die lewe.

Secunda Mall Area Nightmare There was big excitement when Secunda Mall opened in 2014, but with excitement comes frustrations. There has been broken into several cars in the mall’s parking area over the years and now taxis and buses stopping to drop off or pick up employees in Oliver Tambo drive are causing havoc, especially during heavy traffic. Taxis are washed there and certain employees think it is fine to lie on the grass (between the two roads of PDP Kruger Street) during lunch and leave their garbage on the grass for the not-so-helpful municipality to pick up. “We are aware of the problem and are motivating tenants to make use of the staff eating area that we have created in back of house. This was done to assist stores that do not have the capacity to host their own staff canteens,” Jani Zaayman, Marketing Manager of Secunda Mall said. She also said that Secunda Mall was built with a dedicated undercover taxi area that can be located at the entrance at Kuschke Street. Govan Mbeki Municipality seems incapable to address the taxi issue in Helen Joseph street. Traffic officers are afraid to address the issue and so is the council. Any attempt to address the issue is met with aggression from the taxi drivers. The situation is frustrating more and more road users as Taxis will close one lane of the road for their own use on a daily basis. Taxis also refuse to utilize the dedicated undercover taxi area and the reason for this is not known to the Bulletin at the time of writing this article. A regular occurrence is the taxis and busses that just stop anywhere to upload passengers. A new phenomenon is taxis that use the actual traffic circle as their pickup and drop-off point. The Bulletin will meet with Mall management to try and work on possible solutions to address the taxi problem. Gwendie Venter

Media Companies Fined Millions for Cartel Conduct Two print media companies have concluded consent agreements with the Competition Commission and agreed to pay fines amounting to millions of rands after they admitted to participating in price fixing and fixing of trading conditions, in contravention of the Competition Act. The two separate agreements were confirmed as orders of the Competition Tribunal on 16 February 2018. The companies are Independent Media (Pty) Ltd (Independent) as well as Caxton & CTP Publishers and Printers Limited (Caxton). In terms of the agreements, Caxton has agreed to a penalty of R5 806 890.14 (five million eight hundred and six thousand eight hundred and ninety rand and fourteen cents). Caxton has also agreed to several remedies: • The company will pay R2 090 480.45 (two million ninety thousand four hundred and eighty rand and forty-five cents) to the Economic Development Fund over three years; and • It will provide 25% in bonus advertising space for every rand of advertising space bought by qualifying small agencies. This will be for three years, capped at R15 000 000 (fifteen million rand) per annum. Further, Independent has agreed to pay an administrative penalty amounting to R2 220 603 (two million two hundred and twenty thousand six hundred and three rand). Independent has also agreed to the following remedies: • It will contribute R799 417 (seven hundred and ninety-nine thousand four hundred and seventeen rand) to the Economic Development Fund over a three-year period; • The company will provide 25% bonus advertising space for every rand of advertising space bought by qualifying small agencies, over three years and capped at R5 000 000 (five million rand) per annum; • Independent will also obtain its own credit insurance so that small agencies are not required to commit any securities or guarantees in order to book airtime and/or advertising space. The Economic Development Fund seeks to develop black owned small media or advertising agencies which require assistance with start-up capital and will assist black students with bursaries to study media or advertising, among others. The fund will be managed by the Media Development and Diversity Agency (MDDA) and audited annually. Background The matter relates to a November 2011 investigation which found that,

through the Media Credit Co-Ordinators (MCC), various media companies agreed to offer similar discounts and payment terms to advertising agencies that place advertisements with MCC members. MCC accredited agencies were offered a 16.5% discount, while non-members were offered 15%. In addition, the Commission found that the implicated companies employed services of an intermediary company called Corex to perform risk assessments on advertising agencies for purposes of imposing a settlement discount structure and terms on advertising agencies. The Commission found that the practices restricted competition among the competing companies as they did not independently determine an element of a price in the form of discount or trading terms. This amounts to price fixing and the fixing of trading conditions in contravention of the Competition Act. In May 2017, DStv Media Sales (Pty) Ltd also admitted to price fixing and the fixing of trading conditions, as signed a consent agreement with the Commission. The company agreed to pay an administrative penalty amounting to R22 262 599 (twenty-two million, two hundred and sixty-two thousand, five hundred and ninety-nine rand) and also agreed to pay R8 000 000 (eight million rand) to the Economic Development Fund over three years. The company further agreed to provide 25% in bonus airtime for every Rand of airtime bought by qualifying small agencies for three years, subject to a total annual airtime maximum of R50 000 000 (fifty million rand). **Notes** • “Qualifying small agencies” refers to those agencies which meet the criteria set out in the Broad Based Black Economic Empowerment Act 53 of 2003 and the codes of good practice issued thereunder; and • “Small agencies” means media or media related agencies or organisations with a turnover not exceeding R50 000 000 (fifty million rand) and which are majority owned by black people. Secunda reformed church was filled with vibrant and dynamic business women on Thursday evening. Ronel Jooste, a financial planner, was the guest speaker with her speech “What women want” making a great impact. She discussed points on nutrition, emotional wellbeing, success and financial stability. She also shared shocking statistics. “51% of indebted people are women,” she said. She also gave tips on how to budget and that

you have to put away 10% of your income before paying bills and spending. “Your salary won’t make you rich, your spending habits will,” she said. Melinda discussed SACBW in more detail and what their aims and goals are. “A lot of women feel stuck. You are waiting for someone to lift you out of your situation, but you alone have the power to do it,” she said. According to Shimona Mariah from Secunda branch, the branch is expanding with rapid speed and the next session will be held on 19 April when the like-minded women will be meeting to find out how they can master Facebook Marketing like a pro.

Alexandra’s Travels... ...Rio's Dirty Carnival

By Alexandra Wuzyk Weeks before carnival, Brazil is already humming with a lazy energy. My bus to Rio is two hours late because the streets are alive with samba music and people milling around; I spend a long, long, time in traffic watching the lights. I want to take an Uber from central station, but find a local taxi cartel has blocked the app. On the streets people stand slouched in the dark with their hands in pockets; catch my eye, look away. I've have enough warnings about my safety in this city to make me paranoid. I end up taking a taxi - which I suspect would cost half the price if I spoke Portuguese, and was a little less blonde. We twist up hairpin bends, past huge street art murals into Santa Teresa Neighborhood. Home sweet home for a while.

In the morning I meet up with a traveling-the-same-route-by-accident Australian. We go to a market which covers a whole section of the city with made-in-china junk. We buy costume things; wigs, flowers, lashes, glitter. We pick up some street food and lounge on Ipanema beach in the heat. Around dusk I catch a glimpse of Christ the Redeemer, who stands like a guardian on the green mountains, high above Rio's ugly skyscrapers. I go to my first bloco - street party. I somehow imagined some kind of elegance, beautiful women, samba… What it actually is, is a marching brass band - Behind it, a crowd of people dressed up as absolutely anything, marching through the neighbourhood. Fat superman, drag queens, unicorns, lots of glitter, wigs, characters. Blocos are often themed. People walk through the crowd selling alcoholic ice lollies and as we march we become progressively merrier. I like normality of it; relaxed; local people outside, chatting, drinking. Every time we stagger back in the early hours, we are covered in glitter. Rio is a big city, and carnival is a big big holiday. It's an endurance test - because there are hundreds of different blocos and club parties every night. The nightlife districts are packed. Street stalls serve fresh lime Caipirinhas in massive plastic cups with slurpy straws, and don’t skimp on the Cachaça. People yell, walk in zigzags, and slur their way into metro

Gwendie Venter stations and buses. Some streets are completely crowded - blocos gathering or dispersing. Men kiss women they've never met. Street corners are decorated in puke, piss and broken glass. And always, the sound of drums, whipped into a persistently beating samba. Beyond the drinking and dirt, Rio's carnival is host to another event; every year Rios best samba schools compete in a massive, world renowned samba competition. It's fully booked online, but I easily buy illegal tickets on the street. This is the carnival as people imagine it. Massive floats, insanely elaborate costumes, hundreds of beautiful Brazilian women in glitter, feathers, and very little else. The floats are massive ornate creations with lighting effects, smoke, fire, sculptures, moving parts. The sheer quantity of artistic vision behind it is gobsmacking. The parade goes on all night, every night for weeks as different schools compete in slots, and ends in four days of crazy finals. It's spectacular, but we are spectators, not participants. We watch - yawn - fall asleep - wake, and watch more - it feels like it goes on forever, an endless barrage of colour and lights. When the sky starts to brighten, we call an Uber. I sneak up onto the roof of my building, and from my hilltop vantage point I can see the rooftops of the city. The light from the Sambadrome creates a glow on the horizon, and I can still hear faint cheering. For once the air is fresh and cool. Above me the city’s layer of smog is transformed into glowing pink brilliance by the sunrise, with slivers of fresh blue peeking through the warm curtain. The birds sing a welcome to another lazy day of surviving Rio de Janeiro's biggest party.

Dear Editor In your edition of 9 February, you published an article regarding my team of cleaners, cleaning the streets of Embalenhle. As the Project Manager for this project, I would just like to express my heartfelt gratitude for publishing this, 2 reasons: Number one; you have not only lifted the overall morale of my entire team, you have given them the appreciation they deserve. As one can imagine litter picking is not a very appealing and appreciative job, so overall employee motivation has always been a bit of a struggle. But since your article it’s like the team has hope again. We are not only reaching but exceeding our scheduled time frames, and most importantly they now realise that someone is actually grateful for them

and seeing the difference that they are trying to make. Thank you Number two; since your article about the carcasses being dumped at Megabus, we have not had an incident like this again. It was a weekly struggle for my team to have to work in such revolting conditions, as the culprit always goes to dump at night when no one is there to take any action. This would mean having to schedule our TLB and tipper truck to go and clean the mess, instead of cleaning other critical areas which needed much more attention. Thank you Bulletin for reporting on what really matters. Keep up the great work! Thank you, Enkosi, Ngiyabonga, Gracias, Dankie!!! Vanessa Grundlingh Project Manager

Enige ander voer is welkom. 217 kaartjies is verkoop. Resensie vanaf www. My teleurstelling was dus groot toe die film plat val.
