Festive lights might not be so bright! Eskom gave notice of planned power interruptions to the Govan Mbeki Municipality for failure to pay their spiralling debt. The notice by Eskom states: “The Municipality has failed to honour the repayment plan agreement entered into on 21 September 2018, followed by a meeting held on 8 October 2018 in Nelspruit. The interruption will resume on Friday, 7 December 2018.” The Mayoral committee led by Mayor Nxgonono, has repeatedly stated

that the Eskom account is under control and that they are honouring all agreements. The Mayor and her team have also obtained a Court Interdict without the approval of the full council to stop the interruptions. The eventual effect is that payments to Eskom ground to a halt. There have been no payments to Eskom since the interdict, according to a source in Eskom. This is in spite of all the assurances that Mayor Thandi Nxgonono gave the council to the

contrary. The claims of “no payment to Eskom” could however not be confirmed at the time of writing this article. The notice by Eskom further states: “Govan Mbeki Local Municipality is currently indebted to Eskom to the amount of R858 394 464,49 (eight hundred and fifty-eight million three hundred and ninety-four thousand four hundred and sixty-four rand and fortynine cents) for bulk electricity supply, part of which has been outstanding

and in escalation since December 2003 (“the electricity debt”).” The following statement comes directly from the Eskom website: “The public notices in the local newspapers give ordinary citizens and the business community the opportunity to provide input to Eskom, but also to engage their municipality on why it is not paying the Eskom account. Bank card skimmer sentenced to twenty eight years imprisonment Plamen Vanev Stanchev (40), who defrauded bank customers of thousands of rands using high-tech skimming devices to compromise bank cards in and around Nelspruit, has been convicted and sentenced to twenty eight years in jail by the Middelburg Regional Court on Thursday. Stanchev who originates from Bulgaria, was arrested in February 2016 by the Hawks’ Serious Commercial Crime Investigation Unit following investigations that successfully linked him to over six hundred counts of theft and fraud charges. In depth Hawks investigations linked Stanchev to several Auto Teller Machines (ATM) transactions between November 2015 and February 2016 where he placed devices that enabled him to gather data from unsuspecting customers’ bank cards and defrauded them in the process.

The convicted Stanchev was further judged to have contravened the Immigration Act as it was established that he was in the Republic of South Africa illegally. The court enforced the sentence as follows; twelve years (12) for theft, five (5) years for contravening Regulation of Interception of Communication Act (RICA), fifteen years of which five is suspended for contravening Electronic Communications and Transactions Act (ECT) and an additional three (3) months for contravening the Immigration Act. Stanchev is to serve an effective twelve years imprisonment as the sentences have been ordered to run concurrently.

Alleged sars fraudster in court for over r1.9 Million Rand fraud Thomi Mduduzi Masango (41), appeared before the Barberton Magistrate’s Court on Tuesday after he was arrested by the Hawks’ Serious Commercial Crime Investigation Unit in Mpumalanga for alleged income tax fraud valued at almost Two Million Rand. It is alleged that between 2011 and 2014, Masango who was a Human Resource Manager at a local mine allegedly submitted falsified tax return claims to the South African Revenue Services (SARS) on behalf of workers. SARS lost approximately R1.9 million as a result of the accused’s illegal activities. Masango has been charged with 41 counts of fraud. He has been granted a R5 000 bail and is expected back in court on the 4th of December 2018, pending further investigations.

Police van crashes into house A police van crashed into a house on Sunday night in eMbalenhle when the driver failed to negotiate a turn. The community assaulted the driver and his colleagues had to rescue him from the crowd. The Bulletin and Langamed could not get close to the accident scene as the crowd became very angry with the police. Langamed treated one patient, that was inside the house, away from the angry crowd.

Holiday season is once again approaching; this also brings an increase in traffic to our roads. Govan Mbeki municipal area have again seen an increase in accidents on the roads. Secunda Junxion will be hosting an Arrive Alive awareness campaign on Friday, 30 November. Please join the

campaign and meet the role players in road safety. There are a number of people that respond to accident scenes and now would be a good time to come and speak to all those involved. Secunda Junxion hosted several campaigns in the past and the feedback from the traffic and fire departments were that it did have an impact in reducing the number of

accidents in the area. So Buckle up. Slow down. Pay attention. Don’t drink and drive. While your kids play in the play area meet the team and have fun. Win a prize and get free gifts. There will be hotdogs for sale and come see our Delight specials. Coke and Blue Ribbon trucks will be there for entertainment.

An accident involving three vehicles occurred in the early hours of Sunday, 25 November, injuring three and killing two. According to a passenger of the BMW involved in the accident, a VW Polo crashed into the back of the BMW. While the drivers of the BMW and VW Polo stood discussing the accident a third VW Polo crashed into them, flinging them several meters through the air which killed both of them instantly. The accident is currently being investigated.

Mayor to appear again on assault charges The executive Mayor of Govan Mbeki Municipality will once again appear in court on assault charges on Wednesday, 28 November. The previous appearances were all postponed, the last one due to the Magistrate’s commitment to Charl Cilliers court. Opposition parties have repeatedly called for the Mayor’s removal, not only because of the assault case but also because of her poor management of GMM. The Democratic Alliance in Govan Mbeki Municipality will picket outside the Secunda Magistrate Court where the proceedings will commence in the assault case opened against the Executive Mayor of Govan Mbeki, Thandi Ngxonono. The Executive Mayor stands accused of allegedly assaulting a municipal employee, Jane Gwebu, in June this year. Cllr Ngxonono denies the allegations and claims to have apparently only verbally reprimanded the official. “The DA maintains that even if her

claims are true, she has acted outside of her mandate and contravened her code of conduct as officials are subject to disciplinary processes led by the municipal manager and not the Executive Mayor,” says Cllr Ciska Jordaan, DA Caucus leader in GMM. “We have repeatedly called for her suspension to no avail as the uncaring ANC shrugs off the matter of this alleged breach of her oath to office with their majority vote against the proposals of the official opposition in the council.” “Furthermore, we condemn in the strongest terms the escalation of violent acts within the ANC who has no remorse for their own members, their voters or the communities that they lead. This alleged act of abuse against another woman committed by the Executive Mayor is a reflection of the inability of the ANC to govern with care and empathy.” Stated Ciska, “As such, we will picket in solidarity with the victim and against all forms of abuse,

regardless of whether it is committed by powerful individuals or not and call upon the community to join us in taking a stand against the lawless ANC.” The ANC women’s league is usually very verbal in cases like this and has been very quiet about the alleged assault. ANC controlled councils elsewhere have acted swiftly in such cases and suspended the people in question. In Mpumalanga it does not happen.

Interruption of supply to municipalities is an action of last resort and only implemented after all other mechanisms have been exhausted and have failed to deliver the required outcomes. Eskom is sensitive to the impact that this will have on the economy, local business and the public at large and, for this reason, has extensively engaged with stakeholders, affected parties, the media and others to the build-up of this. Eskom understands the impact that its actions will have on members of the public (individual and/or business), and as such, we plan to focus on implementing interruptions rather than complete disconnection.” Eskom follows the PAJA process before it can interrupt supply to the affected municipalities. This process can be summarised as follows: The electricity supply agreement (ESA) between Eskom and the municipalities stipulates that the monthly account becomes due as soon as the municipality receives the invoice. Should the municipality fail to pay the account within 30 days of the account becoming due, Eskom may disconnect the supply to the municipality after Eskom has given the municipality 14 days’ written notice. Eskom needs to follow a public consultation process before it can disconnect the municipality. The process starts with Eskom issuing a written notice of intent to the municipality. Should the municipality fail to correct the breach within this period or make alternative arrangements, Eskom will issue a public notice in the local newspapers in two of the official languages spoken in the affected area. The public notice provides details of Eskom’s intent to disconnect the municipality for non-payment and invites interested and affected parties to submit comments/reasons to Eskom as to why Eskom should not continue with the disconnection. The following municipal areas will be affected by the contemplated interruption and/or disconnection, except those directly supplied by Eskom. • Secunda Town • eMbalenhle Township • Bethal Town • Emzinoni Township. A source within the ANC told the Bulletin that there are talks that the

minister would intervene in the ongoing Eskom crisis. This is also not confirmed and government agencies are quiet about the possible intervention. Opposition parties have been calling for intervention by the provincial government but to no avail. The MEC has denied such requests over and over again even though there is a growing call for intervention by opposition parties and residents alike. A few months back eMbalenhle councillors withdrew from council resulting in an unapproved budget at the time. The premier had to intervene and instructed the councillors to approve the budget. She also made a lot of promises, including that GMM will relinquish the supply of electricity back to Eskom. This intervention only came after

the residents of eMbalenhle staged unprecedented protests actions against the municipality. The municipal buildings as well as the post office in eMbalenhle were lost in fires started by disgruntled residents. Half of Emba Mall was also lost in the fires. The so-called G9 councillors (disgruntled eMbalenhle councillors) recently released a press statement stating that only two of their problems were addressed. They have not indicated a way forward yet, but wanted to start the process of voicing their dissatisfaction. This could be the start of another wave of violent protests as residents are increasingly disillusioned by the lack of commitment from the ANC councillors. December could be dark days indeed!

Die toetswedstryd tussen Wallis en Suid Afrika het by mense groot verwagtinge opgewek; by my nie net die wedstryd self nie, maar ook die uitsien na die sing van die Walliese volkslied, aangrypend mooi net soos hulle: “This land of my fathers is dear to me / and of poets and singers / and people of stature / her brave warriors, fine patriots / shed their blood for freedom.” Maar daar raak hierdie volkslied toe Saterdag effe verduister deur Nkosi sikelel’ iAfrika, juis omdat die kamera drie keer infokus op ‘n Suid-Afrikaanse vrou in die skare wat onbeskaamd huil. Eers blink haar oë, dan loop die trane, en met die laaste skoot is sy oorval deur ‘n onbeheerde hartseer. Mens weet instinktief: dit is hoe ‘n diep, diep verlang lyk, ‘n melankolie wat nie in woorde omgesit kan word nie, ‘n ingebore Heimatserlangen, soos die Duitsers dit noem. Miskien het ons volkslied in daardie oomblikke al die seer en heimwee en verlange en besef van finaliteit en afskeid van die bekende wat saamgebondel is in haar, losgeknoop. Miskien het sy in die woorde “Uit die blou van onse hemel / uit die diepte van ons see” iewers die karoo se stilte gehoor, of die cumulus stratuswolke van die Hoëveld kort voor ‘n donderstorm gesien, of dalk die sonsondergang by Balule in die Krugerwildtuin. Miskien was sy vir ‘n paar vlietende oomblikke weer ‘n standerd drie-dogtertjie van die Noord-Kaap in ‘n netbalspan, of matriekmeisie in die Biologieklas saam met haar maats besig om eksperimente te doen. Of dalk het sy ‘n sêrrie

op universiteit onthou, waar meisies “lank na middernag dromend luister na die lied van elke troebadoer” soos Koos Doep skryf. Nkosinathi: a shining star with pottery Nkosinathi Zungu is a 20-year-old student at the Marietjie School for LSEN and with the help of his teacher, Mrs Rika Mullineux, he is excelling in pottery and decorating said pottery. Teacher Rika previously took pottery classes when she worked in South Korea and discovered the pottery oven, wheel and moulds that had been bought by the school, when she started in the beginning of 2018. The pottery wheel and oven were bought 3 years prior to Teacher Rika’s arrival

Kersfees kom vroeg by Davieshoff Op Saterdag, 24 November, het die Kom Ons Help Mekaar groep geluk laat sneeu by Davieshoff vir behoeftige kinders en bejaardes. Kom Ons Help Mekaar groep is ‘n welsynsgroep wat behoeftige kinders en bejaardes help. Hulle het dié Saterdag wat verby is groot makietie opgesit met hulle eerste kersboom vir behoeftiges. Die kinders het ook ‘n geleentheid gehad om hulle gesigte te verf en almal moes hardloop of boetie leeu eet hulle. Die springkasteel het die kinders laat juig van geluk. Na die lekker gesig verf het Kers Vader gekom om middag te sê en die kinders lekker te bederf. Die bejaardes het dit ook vreeslik geniet. Daar was heerlike kookkos, verskeidenheid slaaie en almal het geskenke gekry. Die atmosfeer het die gees van die ware Kerstradisie van teruggee en geluk saai weerspieël. at the school. She immediately knew that this would be a great skill to teach the children and she was the only one who knew how everything worked. It was decided that the first thing to be moulded should be coffee mugs. Everyone should have their own coffee mug and decorate it the way they wanted to! The children (an all-boys class) were ecstatic! From there they did tea sets: teapot, tea cups, sugar bowl and milk jugs and many more projects. With each project, the boys became more and more creative. All were very excited to learn from their teacher. One day Nkosinathi told his teacher he wants to decorate a tea set and she did not think the end product would be an intricate floral design. Nkosinathi impressed her tremendously. He only grew better and better. His eye for detail is phenomenal and the joy in his face when showing off his hard work is evidence of the pride and love he has for what he does. Nkosinathi is definitely not scared to take on a challenge. He has painted pots with proudly South African brands like Black Cat and Illovo Syrup, just to name a few, all from pictures his teacher showed him. Every day he keeps impressing and every day he strives to improve the gift he was given. Not only is Nkosinathi’s pottery for sale at the school, but he was also chosen to be a leader for the second year in a row. The biggest worry for children like Nkosinathi is

job security or rather any type of job after they leave the Marietjie School. The school is a safe haven and, as everyone knows, the outside world is not as forgiving. Thus, these skills that are taught to Nkosinathi and the rest of his class (and to all the children at Marietjie School) are of utmost importance to enable these young adults to not be seen as someone with challenges, but rather as someone with hidden potential, willingness to learn and pushing themselves to be the best they can. To be accepted to be imperfectly perfect. Nkosinathi is a star in the making because of Teacher Rika’s guidance, passion and willingness to teach and his willingness to learn. Support the food box project and make a difference Abused children, underprivileged, squatter camps, the destitute living on the bare minimum to keep them barely alive, those where all hope has disappeared out of their eyes, the soul. Yes, we have heard it all before, a pennyworth from a chorus of voices, ad nauseam. We can, must and it is certain that the onus is on us to prove the choir of doomsayers wrong? Merely abetting one or two institutions with merit? Using one’s optimum resources, for the unreserved benefit of the needy. “Foodbank Project” is a small tiny effort in a sea of the downtrodden requiring aid. Philip Luwes and Sonya Buitendach from Westvaal Motors and the Bulletin recognised this excessive necessity and need to provide their

resources to assist two worthwhile groups of children. Namely Trichardt Primary School’s boarding house and Janelle House in Evander. Westvaal Motors and the Bulletin are assisted by the South African Defence Force Association which veterans are using their knowledge and networking to make a difference as per the creed “veterans changing the future”. Use this worthwhile cause’s opportunity to challenge one another in the collection of non-perishable food. The company or NPO who collect the fullest boxes will each win advertising space in the Bulletin. Vreugde op Genade Plaas Die geleentheid wat geskep was deur ʼn visie van Genade Plaas, in Julie 2018, wat ten doel gehad het om fietsies aan minder bevoorregte kinders te kan oorhandig het uitstekende resultate opgelewer. Church ends year on a high On Saturday morning, 24 November, the Cross Generation Full Gospel Church had a money raising event morning at the 4-way traffic lights at Sasol Secunda CBD. The whole initiative was planned around the theme they had for the children this year: children

with character. Needless to say. The grownups were in costumes when they were collecting donations at the traffic lights. They dressed up as the different morals they in the programme. The programme was focused around the Transforming Kids programme. The programme

teaches the children basic morals like showing love, being humble, forgiveness and respect to name a few. After a hot morning of fundraising the grownups along with Pastor Charles Lawrence treated the children at Spur with something to eat. – Ané Prinsloo

Marietjie School for LSEN Awards On Thursday, 22 November, Marietjie School for LSEN (Learners with Special Education Needs) had their awards morning for the school’s junior section. The senior section’s award ceremony took place on Friday, 23 November and the new leaders were announced. The Marietjie School staff put a lot of effort into these mornings to make it extra special for all the children involved. On both mornings the school hall was packed with parents and some of the children’s younger siblings. The atmosphere was one of absolute joy and pride and there were smiles on everyone’s faces - teachers, parents and the children alike. The mornings opened with scripture and welcome messages from the head boy and head girl. After the opening formalities, the first class to entertain the crowd was the junior deaf class. They had streamers tied to their arms and danced a lively, colourful dance beautifully. All the classes received their report cards and a small message was read to each child written by their teacher, Mrs Mariaan Ueckermann. The junior and senior classes thoroughly enjoyed these messages and some even started crying because of the beautiful and gracious words that were written by their teachers. The praise they received from their teachers and the hard work that both parties had put in throughout the year was heart-warming to witness. The junior deaf class was not the only class that performed. The junior classes banded together and performed a

great song with short sticks as drums. The next morning also held in a big surprise for the crowd. The senior classes performed a dance on ‘This is me’ from the movie The Greatest Showman and wowed everybody with their impeccable dance skills! To top those skills off they danced to a Zulu gospel song and before long the audience was clapping along to the sound of the music. All the senior classes received their report cards and the moment everyone had been waiting for arrived… The announcement of the new leaders for 2019! The atmosphere grew heavy with anticipation and as each name was called, a “li-li-leee” and an applause was heard from the crowd. Congratulations to all the students and also to the new leaders for 2019! We salute the teachers for their dedication and the love with which they cherish each child’s dreams. – Ané Prinsloo

TP Stratten Primary celebrated their 60th birthday with a fun day for all the pupils at the end of the 3rd term. They then hosted an informal dinner party on Saturday, 17 November 2018 to also celebrate this event with "old" friends. Ms Wheeler said she enjoys spending time with her grandchildren in Pretoria. Ms Claassen is the principal at Doringkloof Primary and Ms Viljoen lives in Bronkhorstspruit with her husband, Tom. She started her teaching career many years ago at TP Stratten and was for a while the principal.

The Springbok rugby trio surprised cyclists and fans alike by enduring the challenging ride. Warrior kickboxing hosts year end function Warrior Kickboxing, situated in Kriel, hosted their year end function recently. Sensei George van Diggelen, an instructor in Kickboxing, Mutai and Taekwondo, said: “All students that participated at tournaments and training in the club, received trophies and certificates at the year end function.” The Club Champion for 2018: Barry Gous (holding 5 SA titles in SAKMAA and ATA). Best Junior developed fighter for 2018: Christopher Sharp Best Senior developed fighter for 2018: Andries Bosman The following tournaments were attended by Warrior Kickboxing during

2018: Arnold Classics (International Event), SAKMAA in Potchefstroom - SA Trials, ATA in Secunda - SA Trials and WAKO/SAKSA in Pretoria. In the SAKMAA (Korean Art) Warrior Kickboxing managed to win 13 SA Titles between seven students. In ATA Arena (Taekwondo) 2 students achieved 4 SA titles. “We hope to see all the old warriors and new warriors in 2019.” says Sensei George van Diggelen. “We thank all students, parents, supporters and sponsors for the wonderful hard work and excellent achievements during the year.” Warrior Kickboxing opens on Monday, 14th January 2019 for the New Year.

Rally Guys Topsy-Turvy WRX Visit Saturday afternoon saw ten current rally cars lined up for a special 2018 SARC rallycross series. Most competitors returned after competing in the 2017 race, but new to the line-up this year was AC Potgieter, fresh from his runner-up finish in the SARC. The day got off to a dramatic start in the practice session when Chris Coertse rolled his Mazda 2, both car and driver were unharmed and still took part in the qualifying laps. And it was Clint Weston (Citroën C2) who took the chequered flag in the first race with George Smallberger and Paulus Franken (both VW Polo) in second and third. The second qualifying result was a repeat of the first race with Weston, Smallberger and Franken just over two seconds apart. But the drama from the R2N cars however didn’t end there. Thilo Himmel clipped a tyre barrier and rolled his VW Polo four times; meaning the race was red flagged while Himmel was extracted from the wreck and whisked to hospital for a check-up. The rally competitors, more used to dirt than tarmac, found themselves all at sea on day two. More

The weekend abuzz with cricket The past weekend saw a number of cricket games played. The Mpumalanga Women’s 1st team played against KZN Inland Women’s 1st at Sasol Club grounds. Mpumalanga batted first and amassed a score of 223 all out in the 39th over with a run rate of 5.74 runs per over. The girls from KZN could only muster up 66 runs before they were all out in the 19th over. Their run rate was 3.36 runs per over. The Mpumalanga Women’s 1st team won by 157 runs. Gert Sibande District team beat Ehlanzeni (lowveld) by 156 runs and claimed the 2018 Mpumalanga Titans President’s Cup.Gert Sibande batted first and scored 303/7 in the allotted 40 overs. Estian Cilliers scored 98 from 48 balls and Franscois Kroucamp scored 62 runs. Gert Sibande restricted Ehlanzeni to 151/all out. Ruhan Delport took 5 wickets for only 33 runs in 7 overs. Gert Sibande played against Nkangala district earlier this month. Gert Sibande won by 57 runs. George Louw made 96 and Siya Mahima 78 runs. Estian Cilliers contributed a quick 52 runs. Gert Sibande scored 324 and restricted Nkangala to 257 runs. Saturday’s match between the two Sasol Club sides were played at Sasol Club grounds. Sasol CC 2 Bulldogs beat Sasol CC 1 Secunda by 47 runs. Sasol Bulldogs scored 159 in 47.2 overs with a run rate of 3.36 runs per over. Sasol CC1 replied with 112 runs in 33.4 overs at a rate of 3.33 runs per over. Sasol Griffons won against Emba 2 on Run Rate.

Dust, Adrenaline and MORE!

The Hankook 4x4 day on Saturday, 24 November 2018, saw dust kicked up and adrenaline pumping at Lake Umuzi’s 4x4 course. This was the second of a two-event series called Hankook 4x4 Extreme Dirt Day, with Hankook being the main sponsor of the event hosted by 4x4 @ Lake Umuzi. Unlike previous events hosted by 4x4 @ Lake Umuzi, the weather was perfect, a hot summer day with no rain in sight. Some spectacular rolls were seen from the Spaceframe class, luckily no injuries were sustained. One of the rolls were from Tim van der End in T-bone. T-bone is described as loud, fast and tough and this weekend he put his foot on the pedal and expanded his wings into the Secunda sky. Unfortunately for him, the landing did not go as planned. The Hankook 4x4 Extreme Dirt Day Series winner in the Long Wheel Base class was Dominique Britz with 950 points. This was an astonishing win for Dominique as she is relatively new to the sport and this was her second competition, the first Hankook 4x4 Extreme Dirt day earlier this year was her first time competing in such an event. She drives a standard 4 litre V6 Hilux and is certainly not scared to gas this double cab on the limiter. Dominique had everyone on their toes on Saturday and amazed the crowd with some astonishing techniques. Short Wheel Bass class was Rudie van der Merwe with 1413 points on the board, both these series winners walked away with Hankook tyre vouchers to the value of R10 000 each. The winners for the day in the Locker Class was Ivan Venter in the first place, Rudie van der Merwe second and

Cillier de Kock came in third. In the Pro-Locker class, the first three were Shaun Miller, Andries van Zyl and Rassie Ras. In the Modified class the winners were Peet Scutte, Shaun Kruger and Leon Gouws. Lastly, in the Top Trucks class, the
