SPCA, Killer or Protector? The SPCA killed two horses earlier this month and left the carcasses lying in the field. The discovery was made by the Bulletin on Wednesday, 25 July. The exact date of the killing is unknown to the Bulletin at the time of writing this article. In a response to videos of the animals, Willemien Steyn of the Highveld Ridge SPCA responded that “The two horses were in our care after being seized as part of a cruelty investigation. The animals were humanely euthanized according to SPCA policies earlier in the month.

As you are aware, the Highveld Ridge SPCA is bankrupt and as such we have been unable to arrange for removal of the carcasses by volunteers.” The SPCA is bankrupt but continues to operate knowing that they cannot fulfil their task. There were also goat skins lying in the field next to the SPCA fence as well as lumps of fat. A goat’s hoof that was cut off was also found lying next to the fence. This was clearly animals that were skinned in a manner that is similar to the skinning of animals for

consumption. Earlier this year there was a huge public outcry when a baboon was shot in Secunda. The Article was published on 13 April 2018. At the beginning of the year, a Brahman calf was shot by the SPCA in eMbalenhle as they were unable to contain it. The Bulletin asked the NSPCA (National Council of the Societies for the Prevention of Cruelty of Animals) for their responses in relation to the shooting of the baboon, they very

clearly distanced themselves from the Highveld Ridge SPCA. In their response to the request for commentary on the videos of the slaughtered horses Mrs Willemien Steyn chose to respond to rival newspapers citing “transparency and accuracy” as the reason. The Facebook pages of the Highveld Ridge SPCA, as well as the newly formed SPCA’s-Cosmos Group’s page, for a very long time, shows no effort to have animals adopted. Continued to page 5

Tsalanang Flats, modern-day slums? The Tsalanang flats located in eMbalenhle is a modern-day ghetto! Residents alerted the Bulletin to the state of the flats. The Bulletin visited Tsalanang Flats on Thursday 26 July. The living conditions are appalling! The Department of Human Settlement made funds available to build new flats and to upgrade the old ones according to the residents. The residents claim that the new building was built on non-compacted dolerite that was placed on top of the turf. No excavation was done and the foundations are very shallow. This could not yet be confirmed but the Bulletin hope to have conformation of this in the near future. Sewage was flowing openly between the flats when the Bulletin visited the site. Residents claim that the sewage pipes were damaged by the building contractors. They claim that this was deliberately done to force residents to move. The Bulletin found small children playing in the sewage water. One resident, Sandra, invited the Bulletin into her house to see how wet

it is. There is mould forming on her walls. “We have to put towels on the windowsill to try and stop the water” said Sandra, “and when the geyser overflows it is an even bigger mess!” The sewage from the adjacent building flows towards the building that she stays in. “We can’t even walk in our flat without getting wet” said Sandra. The flats also has no ventilation build in. Everything condensates on the inside. The neglect is so obvious. The Govan Mbeki Housing Company (GMHC) have neglected the flats to the state that it is unsafe to live in. One flat lost part of the roof in a gust of wind and have not been repaired yet but the residents have to stay in the flats. Residents were given choices, they could move to the new flats at far higher rental prices, they could apply for an RDP house and those that do not qualify for RDP houses can apply for a stand to build a shack on. This is a downgrading from the brick building they are living in now. The rental costs are not fixed and

determined by submitting your payslip. While the Bulletin was walking around the area it became clear that the GMHC have decided not to service the area. The amount of rubble that is lying around is just staggering. The sewage flows everywhere. Some of the flats are without water for over a year and yet they have to pay in order for them to have a roof over their heads. The electrical work poses a danger to the residents. One distribution box have been covered in plastic bags to stop water entering the box and tripping the power. Buildings are connected with a surface cable, no cable trench is available. When some of the residents were forcefully evicted from the flats, everything was damaged inside the building to stop residents from returning. Even the windows were smashed. The Bulletin did however, meet two residents that were happy with their new flats. The insides looked neat and without mould. The lounge is so small however, that the lounge suite cannot really fit inside the room. The residents have a warning system to protect themselves. They all have whistles and one blow on the whistle will move others to blow and within a few seconds, residents will start to emerge in support of each other. As the Bulletin did his rounds the whistles started blowing. The residents laughed and said they think it’s because of the Bulletin’s visit. It was however the Department of Human Settlement that arrived to inspect two

blocks of flats. As the Bulletin and the residents came within sight they climbed back into the two commuters and rushed off. The visit lasted 5 minutes or less. They did not stop to talk to us or any other resident but sped off. The building project is shrouded in controversy as well as the Govan Mbeki Housing Company. The Sunday Independent reported on 31 January 2016 “Three officials have been suspended after R10m that had been earmarked for building houses for Mpumalanga’s poor disappeared. The three officials have been implicated in an illegal transfer of R18m to the GHMC. When the department became aware of the transaction R10m had already been withdrawn without a single house being built.” Residents are clearly losing again in the battle for dignity.

Ds Marius Britz “En teen die more / lê net die kreukels in my laken /en ek, met aktetas bewapen / herken die weerkaatsing van my oë se pyn / in die ruitglas van ‘n voorstedelike trein / my vriend, jy wat dink dat die donker bedrieg / kom dat ek jou wys hoe die lig kan lieg...” So sing Coenie de Villiers in sy lied Donkerlieg. Of is sy

Of groot stres ervaar by die werk.

Nee, Moekie. Dis reg so, Moeder.” Hulle ken mekaar al so lank. Hulle is al twintig of dertig jaar getroud.

Maar hoekom sou mens werklik iemand anders probeer wees as wie jy is? Bly by die waarheid. Jy is onvervangbaar.

82 Braam Pretorius str, Annlin, Pretoria. Die Grafdiens vind om 14H00 plaas. SPCA, Killer or Protector? The SPCA, and in particular Mrs Geel, Chief Inspector of the Highveld Ridge SPCA, have taken to threatening the Bulletin with legal action for publishing the story of the baboon. The Highveld Ridge SPCA’s handling of people and animals have been the topic of discussion for a very long time. Residents of GMM are divided in their views on the local SPCA. The SPCA’s Kosmos Group shared a post on 20 June that read (excerpt) “We will continue to be their voice. We will continue to fight for them, to pick up the pieces and to find justice for them. And sometimes, in the middle of all the heartbreak, we have a ray of sunshine, a happy ending. And this is what gives us the courage not to give up.” The following is an excerpt from a follow-up email sent to Mrs Willemien Steyn in her capacity as Chairperson of the Highveld Ridge Committee for clarity purposes, “You mention that the two horses were in your care as part of a cruelty investigation. Could you please answer the following questions? Has the case been finalized? How will the killing of the horses impact on the investigation? Were efforts made to find homes for the horses? (please supply proof of this) Who made the decision to euthanise the horses?

When was this decision made taking into consideration the efforts made to find them homes and the impact on the investigation? Who actually performed the killing? What was the specific date of the killing of the two horses? Please supply the actual policy regarding the euthanasia of horses. (This should be the one that you have quoted below) Please supply the NSPCA document prescribing the method that should be used to euthanize horses. Please be very specific in this regard. The management of the SPCA knew about their finances long in advance, why were the horses not placed with someone that could look after them? Both the Highveld Ridge SPCA and SPCA’s - Kosmos group makes no mention of these horses for a very long time. In fact, no mention or requests for adoption of any animal is made for a very long time. Please clarify this? Do you keep records of animals that are euthanised? Please supply these records, if kept, from 1st of January 2018. If not kept, why not? Please explain the goat skins that was lying next to the fence as well as the fat. Please explain other animal remains that was found around the SPCA camp.” The response was evasive and vague. The Bulletin was suddenly referred to the NSPCA, the same NSPCA that refused to comment on the shooting of

R14 million in prizes up for grabs for science boffins competing in SA’s largest science fair South Africa’s brightest scientific minds will compete for their chance to win prizes worth well over R14 million as this year’s Eskom Expo for Young Scientists International Science Fair (ISF) gains momentum. The prizes include university bursaries, laptops, gadgets, cash prizes as well as the coveted chance to represent South Africa at prominent international science fairs in the United States, China, Taiwan, Turkey, Zambia and Kenya. July and August will see thousands of young scientists competing at the Eskom Expo regional finals in the nine provinces by presenting their projects to judges and industry experts in different fields of science, technology, engineering and mathematics (STEM). They compete for a much sought after chance to represent their regions and provinces at the ISF in Johannesburg from 2 – 5 October, where all these prizes will be awarded. As the only one of its kind science expositions in the country, the Eskom Expo provides a platform for primary and high school learners to showcase their scientific ingenuity and are rewarded for their excellence. “The regional finals of the Eskom Expo are always an exciting and incredible display of how innovative the young people of this country are. With such great passion and enthusiasm, learners take on the challenge of looking at the problems they see around them; in their homes, schools, local communities and in South Africa

more broadly, and find solutions to these problems,” says Chairman of the Eskom Expo Board of Directors, Pieter Pretorius. The Eskom Expo has a long-term strategy of increasing participation in science and mathematics-related activities as well as increasing the participation of schools in the Eskom Expo. “Last year saw a 43% increase in school participation and with this year’s strategy geared towards expansion in this area, particularly for rural and no-fee paying schools, this number is expected to increase. Greater exposure to science, technology, engineering, mathematics and innovation (STEMI) activities from a young age is a critical driver for the transformation of our economy and the creation of a better world for all,” says Thava Govender, Eskom Group Executive: Generation / Acting Group Executive: Risk and Sustainability. The Eskom Expo has this year yet again continued relationships with numerous international science fairs such as in Taiwan, China, the United States, Turkey, Zambia and Kenya. Our vision is to bring more African countries together to share experiences in STEM education and promote the uptake of science-related careers. This is in line with the long-term view of expanding our partnership programme and we are in constant search for opportunities in various key sectors and organisations. Eskom Expo believes that collaboration

between partners will contribute to a bigger impact on our education system than the various individual initiatives currently underway. These partnership opportunities include the provision of bursaries and scholarships to learners and acknowledging judges

and mentors by presenting awards at Eskom ISF and regional Expos. For dates and venues of each of the regional Eskom Expos and further operational information, please visit http://www.exposcience.co.za/expocalendar/month.

Fly away fun On the cold Friday morning of 27 July, flying enthusiasts gathered at the Secunda Airfield for the Aviation Junction Flying School’s Coastal Fly Away. Five aircraft and three helicopters took part in this adventure. They also took along three flight instructors to assist with navigation, radio communications and to explain the different airports’ procedures. As the sun rose and the cold set into their bones, the icy wind blew in an atmosphere of excitement and anticipation. Everyone gathered and greeted as the aircraft were fuelled up, lined up and the pilots were rearing to go. The goal of the Fly Away was to create camaraderie and build experience for inexperienced and experienced pilots. They would fly to Pietermaritzburg, Margate, East London, Port Elizabeth and Plettenberg Bay. Suddenly there was a roar, the engines started up one after the other and lined up for take-off. With a strong north-westerly crosswind they set off into the clear blue sky en route to Margate with a fuel stop in Pietermaritzburg. On the way to Pietermaritzburg the radio of one of the aircraft gave in! Fortunately, the pilots were able to communicate with the other aircraft through WhatsApp. As this was an emergency, the aircraft got greeted with a red carpet of fire trucks and other emergency vehicles. As they waited for another radio, they regrouped with a cup of coffee at the Airborne Café in the terminal. The pilots had to contend with challenging berg winds of up to 45 knots (85.3 km/h) to Margate. This did not dampen their spirits but rather added to their adventure. The three helicopters were already in Margate waiting for the rest of the aircraft to arrive and were blissfully unaware of all the excitement. After checking into the hotel, The Hill Billion in Oslo Beach, and finishing dinner they had a prizegiving.

Everyone agreed that Mr. Kosie van der Merwe should receive the Yellow Cap Award for outstanding flying after being tested with a broken radio earlier that day. On Saturday morning, 28 July, everyone got ready for the next leg of the adventure to East London. En route to East London they flew along the coast with its white beaches and were entertained by schools of dolphins, whales and sharks. They enjoyed lunch in the terminal at East London airport before take-off to Plettenberg Bay for a night stop. The evening was full of fun and laughter again as Mr Gregory Cinquin from France won the Yellow Cap Award. Mr Cinquin arrived at Plettenberg Bay without any complications and was exceptional on the radio during the day. There were also certificates and prizes awarded and even some of the passengers won prizes. Sunday, 29 July, the pilots had to use their own discretion as the weather made it difficult to fly from GraaffReinet to Secunda. Two helicopters and one aircraft arrived safely in Secunda after approximately five hours of flying. The rest of the group decided to stay over in Port Elizabeth, East London and Hillcrest for another night. Rather safe than sorry they decided. All the pilots and passengers had a marvellous weekend filled with enjoyment, excitement and adventure. They were exposed to extreme winds and challenging situations, but never stopped enjoying the flights or stopped challenging themselves. Mr Christoff Le Grange, the owner of Aviation Junction Flying School, said: “It was definitely an honour to see a big part of the pristine South African coastline from the sky.” Aviation Junction Flying School is planning another Fly Away that might include Mozambique or Victoria Falls. So… watch this space and maybe you can join them for the next trip!

Safeguard your pool Every private swimming pool that can hold more than 30cm of water should be surrounded not only by a kid-proof fence, but should also be fitted with a safety net or a safety cover to prevent children drowning, according to a draft update from the SA Bureau of Standards (SABS). Such a net or cover cannot be DIY installed but must be fitted by an “accredited responsible party”, according to the standard. A cover is disqualified if it allows rainwater to pool for more than five minutes, or if a child can unfasten it. It must require keys, a combination lock or “special tools, devices, or inaccessible locations” to remove. For larger swimming pools a net or cover must have a carrying weight of at least 220kg to “permit a rescue” operation while holding up one child and two adults. For smaller pools, less than 2.4m at its widest point, the weight requirement is 125kg, for one adult and child. The requirements form part of SANS

10134, a SABS standard last updated in 2008. Other changes include a requirement for self-closing gates in fences or walls around swimming pools, and a new obligation on renters or other nonowners to keep completely empty any unsafe pools. It is the responsibility of the owner of a pool to ensure it has both a fence or wall and a net or cover, the standard holds – but any occupier of a property “shall not allow water in an unprotected swimming pool”. Occupiers are also responsible for ensuring that some sort of pole, be it a brush or a leaf scoop, is available near any pool “to assist a distressed person in the water”, and to regularly inspect a pool enclosure for damage. The standard requires walls or fences to be at least 1.2m tall, to be sunk into the ground at least 50cm deep, to be very hard for children to climb, and with gates difficult for children to open. - Phillip de Wet - Business Insider SA

SADFA treats children in hostel The SADFA’s Sector 1 Cosmos situated in Secunda recently upgraded the curtains in the girls’ and boys’, sleeping lodges who are residing in the hostel of Trichardt Primary school, as part of their “Suikerbekkie” project. The children were treated with Jaffels which, according to the speed they were enjoyed, was a clear favourite with the eaters. One of the Bible study groups of the Reformed Church in Secunda donated a cake for the birthday youngster, and candles were lit during the hanging of the curtains. The cake disappeared faster than snow in summer as the children enjoyed this treat. Henry Buÿs, the chairperson of Sector 1 Cosmos, said that to witness the expressions of thankfulness and love on faces of the children, was evidence that project “Suikerbekkie” is yielding the slogan of the SADFA “veterans creating the future”. The Bulletin donated over two tonnes

of food at the beginning of December 2017 to Trichardt Primary school. The school is really a safe haven for the boys and girls. Please contact the Bulletin should you wish to help or donate.

Inskrywingsgeld is R180 per hengelaar. Of jy nou kind, vrou of man is, is die prys dieselfde. Hier is so ‘n paar reëls.

‘n Paar aaswenke Gebruik sterk geure aangesien dit nou winter is. Knoffel is altyd ‘n goeie geur. Raad kan by Willie Moll gevra word by Hookit. Stalletjies is gratis.
