GMM once again appoints new Municipal Manager Govan Mbeki Municipal council appointed a new Municipal manager at an extraordinary council meeting on Friday 28 September. The council meeting was again poorly controlled by the acting speaker Cll Cyril Gwizi. The ANC has displayed a great disrespect for the will of the people. The appointment of the Municipal Manager is long overdue. The previous two Municipal Managers were seconded to the municipality. Mr Thisha Mahlangu was eventually removed by the ANC when he stopped some of the corruption in the municipality. Sources close to the ANC

told the Bulletin that the suspension of the CFO is as a direct result of his exposure of the unauthorized payment of R3,7m. The Democratic Alliance have raised their concerns numerously regarding the time that it has taken to appoint a permanent Municipal Manager and the lack of information they have received regarding an appointment since the end of the prior Municipal Manager, Mr Mmela Mahlangu’s contract. “The Govan Mbeki Municipality has seen a range of Acting Municipal Managers and Directors of departments since

then, which has only added to the challenges that it is faced with due to constant change and lack of continuity in administrative leadership and apparent political interference,” said Cllr Ciska Jordaan, Ward 25 councillor and DA Caucus Leader Govan Mbeki. The item regarding the appointment of a Municipal Manager was finally presented to the council during an extraordinary council meeting on Friday, 28 September 2018. It was presented in the item that interviews for candidates who had applied for the position were held on 24 July, while the advertisement for the

vacancy reflected a closing date for applications on 1 June. It was unanimously agreed that Mr Simon Felani Mndebele would be appointed. “It is disconcerting that the Executive Mayor would not, upon our request, provide reasons why it has taken such a long time after the closing date for applications to interview potential candidates,” said Ciska, “and why it has taken such a long time to present these candidates to the council when interviews were concluded on the 24th July already.”

Police fire rubber bullets at protesters On Wednesday, 26 September, the GMM Community Forum protested in front of local businesses to have their questions answered as to why the companies do not employ locally and why people would get entrance badges to the Sasol plant, but still have not been on site to work. The Bulletin was allowed access to these protests and the people spoke to the reporters on site. A source in the Forum said that the people are tired of hearing excuses and want answers. The source added that they would not be aggressive while protesting and would always keep it peaceful. The local businesses locked their doors and the SAPS Public Ordinance Protection (POP) from Secunda and local Secunda SAPS were on the scene to monitor the situation. The Forum moved to another local business after agreements were reached at the first local business. The situation worsened when the Forum peacefully gathered across the road from another business. Unfortunately, a stun grenade was lodged into the crowd to disperse

them. When that failed, rubber bullets were shot into the crowd and a few of the Forum members were hit. The Bulletin arrived minutes after this had happened. The Forum took off to the Secunda SAPS station to lodge a complaint against the police. SNC – Lavalin’s office in Secunda was one of the businesses visited by the GMM protestors. Lauryn Joseph, Sub-Saharan Africa Administration Coordinator, later issued a media statement that read as follows: “Local interest groups in Secunda, South Africa, have made demands of SNC-Lavalin regarding recruitment from the local community surrounding the Sasol, Secunda site. SNC-Lavalin has been recruiting locally for over twenty years. Our recruitment processes are benchmarked with industry standards and comply with the Department of Labour’s legislation and regulation. The facts are that SNC-Lavalin has met with representatives of the local community Forums on numerous occasions over the past months to address their concerns. The outcome of these discussions were positive. SNC-Lavalin registers job vacancies with the local Department of Labour offices as positions become available in order to ensure transparency in the local hiring process. In addition, an easily accessible drop-off point is available for applicants to deliver their curriculum vitae’s at SNC-Lavalin’s Recruitment Centre in Secunda and representatives from the local Forums deliver curriculum vitae’s directly to

SNC-Lavalin offices. Another meeting will be attended by SNC-Lavalin and the Forum on the 1st October 2018. SNC-Lavalin has committed to engage with the Forum to compile a Memorandum of Understanding that addresses local employment, local supplier development, skills development and community development. SNC-Lavalin has continuously, and will continue to undertake transparent dialogue sessions with the various interest groups in the region to illustrate our social investment and development initiatives over the years, including plans for the future. On Wednesday, 26th September 2018, protesters gathered outside SNC-Lavalin offices in Secunda, blocking entry and exit from the office park. After discussions with SNCLavalin representatives, the protesters dispersed peacefully.” – Ané Prinsloo

Osizweni bids farewell to a legend On 27 September at Sasol Recreational Club the Bulletin was present at Osizweni’s Annual General Meeting. The chairman of this year’s meeting, Mr Bheki Kubekha, entertained the crowd with his smart and relevant jokes and introduced all the guests. His presence brought a smile to everybody’s faces. Pastor Simon Zamisa from Family Worship Centre drove from Kempton Park to attend the event. He vocally expressed himself in an inspiring sermon and set the topic for the rest of the speakers. He preached that we are all servants and should live life like that. The main event of the afternoon was the farewell of Mr Velaphi Gumbi and Osizweni published the following curriculum of Mr Gumbi’s achievements: “He served the Centre in the position of General Manager for just over 13 years. He started at Osizweni in the very beginning of the Science, Technology,

and Engineering and Mathematics strategy and was the leader in bringing us to where we are today. Some of the milestones the Centre reached under his leadership include: • It evolved from a skills development hub to an inter-active Science Centre since the strategy review in 2005. • From having only one Science laboratory, Osizweni now has a fullyfledged Science Centre with an array of relevant interactive exhibits, a unique Career Guidance facility and Computer laboratories. • The Centre has become the benchmark through the Department of Science and Technology for a number of similar organisations nationally and internationally. • The Osizweni day care centre was transformed into an Early Childhood Development (ECD) Resource Centre and is moving towards having qualified ECD practitioners. • The ECD Resource Centre provides learners with the services of a

GMM once again appoints new Municipal Manager It should be noted that this was more or less around the time that Mr MC Morolo (current Acting MM) was seconded to the municipality following Premier Refilwe Mtsweni’s response to disgruntled protesters in Embalenhle who had called for the then Acting MM, Mr Thisha Mhlanga, to be removed. “One questions then, if the process of appointing an MM was nearly completed – why did the ANC insist on removing Mr Mhlanga and appointing Mr Morolo for such a short time period, despite disagreement coming from the opposition parties?” asked Ciska, “Since the interviews were conducted, in 2 months’ time there had been ample opportunity in several meetings to transparently deal with the matter of appointing a Municipal Manager, rather than hampering the business of the municipality with political interference into administrative matters as described above.” This is a clear indication that the ANC house is not in order and that the ANC has no idea how to solve the council issues. Issues that were created by themselves over the past few years. The DA was also concerned with the requirement in the council document mandating the Executive Mayor to decide upon consultation with the successful candidate the effective date of his employment. “As the DA we have made it clear numerously that our trust in the Executive Mayor’s ability to carry out her task unbiasedly has been affected heavily by weak performance in critical matters such as the ESKOM debt, the refuse removal and the accounts fiasco that have been addressed by the municipality since she was elected to her position and also by the controversial allegations of assault against her possibly indicating contravention of her code of conduct.” Says Ciska “Though these concerns were not received well by the majority party, the DA welcomes that the Executive Mayor has vowed to appoint the new Municipal Manager at his soonest availability as a matter of urgency and that for once an official in the Govan Mbeki Municipality has been appointed based on merit, a successful interview and the most preferred competency out of all the candidates that have applied.” The new Municipal Manager is facing a daunting task to try and turn the municipality around. Every attempt and offer for help have been met with resistance and defiance from the current ruling party. It would seem that there is no will to fix the municipality. “Even though we hope sincerely that Mr Mndebele can manage with the innumerable financial and administrative challenges that this municipality faces and that the municipality would benefit from some stability in its management, we remain painfully aware that prior mismanagement, financial incompetency and ever-escalating debts may present him with an unsolvable difficulty” stated Ciska, “only a change in Government can bring about a change in the manner that the Govan Mbeki Municipality is led. The DA is the only party with a proven track record of clean audits, honest and transparent governance and exceptional service delivery, such as can be seen in DA-run Midvaal Municipality and Gauteng Metros.” Govan Mbeki Municipality is in dire need of someone that can turn the ship around. Will Simon Felani Mndebele be the answer? Will the ANC allow him to do his job? Only time will tell.

psychologist and an audiologist. • Over 160 of the Centre’s Project A learners have registered at tertiary institutions since 2011 with an average of 62% of them following STEM related careers. Deserving learners are guaranteed financial support for tertiary studies. • A fleet of mobile laboratories visits schools to expose learners to Science experiments. • Awarded by ABSA for the Best ECD Childhood Development Centre in Mpumalanga. • Over 150 teachers are now qualified in various Mathematics, Science and Technology qualifications, some of whom are pursuing studies up to PhD level. • Over 25 000 visitors were hosted at the Sasol Techno X exhibition in Mpumalanga during 2015 and 2017.” Mr Gumbi was humble in thanking all his colleagues and attendees at the AGM. The meeting was well attended and guests thoroughly enjoyed the informative session. After the meeting was finished, a Q & A and networking session was utilised to shed more light on aspects of interest. - Ané Prinsloo

Ds Marius Britz “Beroep?” vra die vrou by die staatshospitaal se toelatingstoonbank my. “Werkloos”, sê ek. “Mediese fonds?” vra sy my. “Nee, geen,” antwoord ek. “Ek kan dit nie bekostig nie.” Maar sy stel nie belang in my treurmare oor my mediese fonds nie. Party in rystoele. Andere met kieries. Sommige sonder tande. Ou mense. Jong mense. “Nei, ek is mos wie pregnant, ek kom net virrie checkup,” antwoord

sy. Nou kyk altwee na my.

Ek is nou “my lovie” en “skattie”. Ons deel so baie. Ons wil net gelukkig wees. As ek na vyf uur van my wagbeurt wil-wil mismoedig raak, hou die twee engele weerskante van my my arms in die lug soos Aäron en Hur die arms van Moses. Ek

“Nei lovie, hy is somme nou by jou!”, verseker hulle my. “Eat this, it will make you strong,” beveel sy my.

The Flying Lions “Roarily” dissappoints Friday the weather rolled in black clouds over Secunda. Anticipation was in the air as The Puma Energy Flying Lions landed at the Secunda Airfield… will the show go on? Rain fell hard and hit like bullets, visibility was less than the minimum requirement and the wind was blowing

at hurricane speeds as the pilots all gathered in the Aviation Junction office enjoying a coffee waiting for the weather to pass. At 17:45 there was a unanimous vote to rather be safe than sorry and cancelled the much-anticipated aerobatic air show.

The next morning, Saturday (29 October), the team arrived at the airfield at 08:30. With the weather cleared up and the sun that smiled down on the pilots and their aircraft it was time to get ready for the morning’s show. Scully Levin (No 1), Arnie Meneghelli (No 2), Ellis Levin (No 3) and Sean Thackwray (No 4) were roaring, like lions, to go just as their name

Arrive Alive a huge success at the start of the holidays On Friday, 28 September, at Sasol Secunda Junxion an amazing Arrive Alive Campaign was hosted. Emergency services set up different simulations and charities were present as well. The wind blew, the sun shone with a blistering heat and the music kept the atmosphere light. A simulated car crash was a focus point and a few people thought it was a real crash and informed authorities. Even the Bulletin’s Editor was phoned the previous night by a staff member about the car crash simulation! Delta1 Rescue Diving borrowed a tank from the GMM Fire Brigade. The rescue divers simulated a rescue dive and explained to the Bulletin what it takes to be a rescue diver: the training, the circumstances, confined spaces they must dive in and the mental mindset one should have doing this type of work on a daily basis. Chaplain Brad Blake was also present at the event to explain his role and how he can assist in a situation. A Coca Cola truck was present with a DJ and played some upbeat music to keep passers by entertained. Along with the Coca Cola truck was the Blue

Ribbon truck and with every bread they sold, they presented their clients with something special. Little Paws Big Hearts had a stall selling activated charcoal which assists a dog owner should their dog be poisoned. These activated charcoal packs will save a dog owner time, should their

dog be poisoned, to transport their dog to the vet in time. Please keep this in mind as dog poisoning is rising in the area. The ladies from Geldenhuys Attorneys were also present to explain to people what they do and what they specialise in. Other parties that were

present and need a big thank you too were: Govan Mbeki Municipality’s Fire Brigade, Govan Mbeki Municipality’s Traffic Department, Avbob, Lion Security, Roman Alarms, JTR, GTR, Car Doctor, Langamed, Sectri Autobody and the Bulletin.

Both are highly skilled and aggressive athletes and the clash promises fireworks in the hex on the night. The co-main event of the evening promises to be another action-packed bout for the interim Fightstar feather weight title. On Saturday, 29 September, Paul “Piksteel” Ronge took on Stevo Law at Fightstar 35 held at the Zambezi Action Sports Arena. The two fighters took to taunting each other on social media and built up quite a hype around their fight. They called each other out saying lets get fighting. Stevo actually asked for a fight against Paul Ronge and he responded as he always does “I’ll fight anyone, anywhere, anytime!” The crowd went wild as the fighters made their way to the cage. Piksteel started as the crowd favourite and Stevo a favourite from season two. It was three, three minute rounds in the fight. The fight started at a fast pace with both fighters refusing to give an inch. Stevo tried the first kick of the fight but missed. Paul responded with his own missed kick. The fighters were testing the ground. After a feeble punch Stevo tried to take Paul down to the ground, pushing Paul against the side of the cage, stepping inside a kick from Paul but into trouble.

After the quick start to the fight Paul Ronge put Stevo Law in a relentless

guillotine choke. Paul ended the first main card fight of the evening in 1

minute and 42 seconds in the first round. Congratulations Paul!

Rally drama set stage for Ermelo The Lake Umuzi Rally was full of drama and excitement this past weekend. Guy Botterill and navigator, Simon Vacy-Lyle, entered the race as favourites to win the rally. AC Potgieter and navigator, Nico Swartz, were hot on their heels in the race for the championship. The first stage was won by Team AC with Team Guy only 1 second slower. Team Van Wyk were not far behind, trailing Team Guy by 15 seconds. Overall winners, Eland and Coetzee, finished 6th with his Subaru Impreza. Stage 2 was won by Team Eland. They really turned on the heat and were challenging the R2N class drivers in their 1600’s on every stage. Team AC managed to increase their lead by 9 seconds over rival Guy with his cousin JJ Potgieter moving to fourth place in the R2N class. Team Eland started to turn on the heat and managed to close the gap between them and race leader Team AC. Chris Coertse with navigator, Greg Godrich (from Secunda), slipped back in the ranks as well as the Daughter and Father team (Team Lunetic), Lune Snyman and her Father Edward Strydom. Natie Booysen in his yellow branded car had a 3 minute penalty. Richard Leeke and navigator, Henry Köhne, had to retire when their car’s engine overheated. Team Van der Merwe also had to retire. Team Strydom lost a wheel and had to be transported back to Park Feme for repairs. They were ready the next day. The night stage was cancelled after heavy rains. The turf in the area makes it impossible to drive after heavy rains. It was also deemed unsafe. Saturday morning saw the sun shining with no clouds and a cold wind blowing. The stages dried up quickly and the day was set for a competitive day of racing. The first race of the day saw Team Eland winning the stage again with Team Botterill taking second and Team Potgieter (VW Polo) finishing third. The overall leaderboard reshuffled with AC Potgieter in first (R2N class), Eland (Open) in second with a meagre 4,4 sec behind. AC was followed by Guy (R2N) a further 5 sec behind. The top three in the overall race was within 10 seconds of each other. The national championship is now

balancing on 10 seconds. Eland increased his lead over the next few stages with his Subaru but the real race was between Championship contenders Botterill/Vacy-Lyle and Potgieter/Swartz. The stage at TW Stene (Billy) saw Botterill/Vacy-Lyle claw themselves back into the lead in the R2N class with a 2,2 second lead over Potgieter/ Swartz. The unthinkable happened in stage 10 on Tjorrie Kruger’s farm. Botterill/VacyLyle clipped a bank and rolled their Toyota Etios. This was the end for them as they had to retire. Fortunately they were unhurt thanks to all the safety features of the car. The super stages at Janneman van der Merwe’s farms proved to be a spectator’s delight with two teams driving against each other as well as the clock. Team Boertjie (Potgieter/du Toit) took first in both stages after consistently good driving during the race. They moved into 4th overall behind Eland, Potgieter and van Wyk. All that AC Potgieter had to do in the final stage was to finish with a good time. He did and clinched the muchneeded class win. Overall standings were Eland/Coetzee

in first, Potgieter/Swartz second and Vacy-Lyle/Köhler finished third overall. In the national championship (R2N class) on the leaderboard were Potgieter/Swartz first, Vacy-Lyle/Köhler second and the surprise in third place were Potgieter/du Toit. The stage is now set for an absolute thriller at the Ermelo rally with the leaderboard tied. Whoever wins between Potgieter/Swartz and Botterill/VacyLyle at the Ermelo rally will take the championship. Natie Booysen took first place in the Classic Cars class. Local drivers/ navigators also did well in the rally. Navigator, Godrich and driver, Chris Coertse, ended 5th overall and Simms/ Thomson and Lune Snyman/Strydom ended 12th and 13th respectively. Save the date: 26 and 27 October Ermelo rally promises to be a tight race.
