Foul play at hand? On Saturday, 1 June, a tragic incident took place. The body of a young man was found between the buildings of Secunda Square and Lewis Stores. It would appear that the young man had been beaten in the days before and succumbed to his injuries. The homeless regularly use this spot to sleep and this fact is well known to everyone moving in that area. The young man, Dirkie Arnold, was found under his blankets by his friends. When he did not wake up, they checked on him and found that he was no longer alive. His body was found against the wall where he slept. His face was swollen and black and blue from a beating and his arm also showed the same signs and evidence of that brutal beating. At that point in time the only comment given by the police was that they would know more after the autopsy report was released. The whole incident started off as a mystery, but as soon as the Bulletin started to investigate, the plot thickened. On scene the Bulletin spoke to his friends and family. It was evident that this was foul play. Certain community forums’ names kept popping up by eyewitnesses and those witnesses stated that that was not the first time that that had happened. They also claimed that it happened on a regular basis. These eyewitnesses told the Bulletin that these community forums, on a regular basis, patrol the area where they sleep, beat them and swear at them. The witnesses all said the same thing and explained what happened as follows: “We have a problem here. We have a problem here because of those CPF sometimes they used to come here and treat us badly, sometimes they are calling us skelms, sometimes they are calling us k… what do want here in the street? When we try to explain to them they say we do not have any rights and beat us. It is not just the CPF but AfriForum, Huntrex and also that makoti from the police too. When we ask them why they beat this guy like this they say “jy k… you

like to speak too much. He’s around k..s that’s why we are busy beating him. What you want to do? He run away and then they f… up my friend with the donkie p!$l.” The Bulletin spoke to a number of people and it is quite clear that those involved are unwilling to comment for fear of implicating themselves. In no uncertain terms did the eyewitnesses say that if their identities were made known they would be next. Afriforum said the following in a statement: “Afriforum is aware of the allegations of assault in the area where community members are involved. Afriforum condemns these types of incidents in the strongest terms and should this be found to be true, Afriforum believes that the law should take its course to ensure that no one is above the law.” (Translated from Afrikaans statement) The following statement was received from the CPF Chairman, Bjon Wright: “As CPF Chairman I hereby just want to express my condolences to the family of the deceased Dirk Arnold. This is an unforeseen incident that does not form part of the CPF code of conduct. An inquest was opened with SAPS in connection with the deceased Dirk Arnold and we are still awaiting feedback from the post-mortem report to determine the cause of death. In connection with the allegations of the assault, it forms part of the current investigation and it is clear that the individuals that were involved acted on their own as this does not form part of the CPF actions. As head of the CPF I will assist the SAPS with all enquiries personally and will personally supply a statement and will testify in a court of LAW against the vigilantes that operated outside the CPF code of conduct and this is not the way that the CPF operates as the CPF is only there as the eyes and the ears to the SAPS. More feedback will be supplied as soon as the post-mortem report is available.” Colonel Mbhebe from provincial SAPS

said the following to the Bulletin: “On Saturday morning an inquest docket was opened after a body of a 25-yearold male was found next to Lewis Store. It is alleged that the previous night, Friday, his friends living with him on the streets brought him to the police station, using a trolley as he could not walk, requesting for assistance to call for an ambulance due to the difficulties he had in breathing. An ambulance was called and he was taken to Evander Hospital. It is alleged that later he came out of hospital and asked the family member who was at the hospital to take him back. He was taken back to Secunda old mall where he was sleeping. With regard to allegations of assault, no assault case has been reported to Secunda SAPS. An inquest docket has been opened so the post-mortem will reveal the cause of death. The investigation is continuing.” According to the information at our disposal, the post-mortem will be conducted on Wednesday, 5 June. The Bulletin has learnt from reliable sources that this post-mortem will be treated as high priority and help has been called in from Gauteng. The Bulletin conducted further investigations into this matter and it surfaced that at least three people are implicated. The names of these individuals are known to the Bulletin and will be made available to the investigating officer as soon as possible. It is also clear to the Bulletin that vigilantism has infiltrated certain groups in our area and The Bulletin will work tirelessly with those groups to eradicate and expose this unacceptable behaviour. Social media, in typical fashion, exploded with allegations, accusations and theories as to who the culprits may or may not be. The Bulletin would like to warn people not to speculate regarding the possible perpetrators, but rather to hand the information to the investigating officers. The Bulletin expresses our sincere

snippets Masoyi vigilantism suspects too appear in court Three men, aged between 35 and 47, as well as a 47-year-old woman, will appear at the Kabokweni Magistrate’s Court on Monday, 3 June, facing two counts of murder and two counts of arson. Their appearance comes after they were arrested over the weekend for their alleged involvement in the murder of a Pastor and his nephew, aged 35 and 25, respectively, as well as the torching of their houses at Mganduzweni, near White River late in April. The pair were burnt to death by members of the community accusing them of having killed two young siblings aged seven and six, whose lifeless bodies were found in a ditch, in the morning of 24 April, a day after they went missing from their parental home in the area. They were killed after they were reportedly fingered by a sangoma as being responsible for the killing of the siblings. A 22-year-old man, Tshepiso Mokoena, believed to have been instrumental in the disappearance and murder of the young girls, as well as that of a 20-yearold woman, Khensani Sambo was arrested on Tuesday, 28 May. The suspect, who is reportedly related to the young girls, claimed that on the fateful day, he had taken the two victims and handed them over to some people, who then murdered them. Mokoena, briefly appeared at the Kabokweni Magistrate’s Court for the murder of Sambo and was remanded in custody. He will reappear at the same court on 5 June. Police investigations are ongoing and more people are expected to be

arrested. The Provincial Commissioner of the South African Police Service in Mpumalanga, Lieutenant General Mondli Zuma, condemned acts of vigilantism by members of the community as they have the potential of having innocent people falling victims to the uncontrollable ire of the community. Man arrested for alleged murder of young girls at Masoyi A 22-year-old man believed to be responsible for the murder of two young girls, aged six and seven, whose bodies were found in a ditch, on the morning of 24 April, at Mganduzweni Trust in Masoyi, near White River, was arrested on Tuesday, 28 May. The two girls had last been seen the previous day, 23 April, playing near their parental home. Contrary to popular belief by some community members at the time that some body parts were missing, no single body part was found to be missing from the girls, except for the fact that the younger girl had allegedly been raped. After that, a sangoma was reportedly consulted by members of the community, who in turn falsely accused two men, a local Pastor and his nephew, as the ones responsible for the siblings’ demise. After the consultation, the community burnt the two men to death and torched their houses as well in an apparent act of vigilantism. In another gruesome incident, the same suspect was found to be responsible for the murder of 20-yearold Khensani Sambo, who was reported as missing on 26 March, at Shabalala Trust, near Hazyview. A police investigation was launched and it soon pointed towards the suspect, hence the arrest. He pointed out the place where the body had been dumped and indeed it was found, albeit at an advanced stage of decomposition. On the very same day after the police had left, some community members burnt the suspect’s house down, hence an arson case is also being investigated. The suspect who is reportedly related to the young girls claimed that on the fateful day, he had taken the two victims and handed them over to other people. However, a police investigation is underway to validate those claims. Essentially if the information by the suspect is found to be true after verification, it means that the Pastor and his nephew, aged 36 and 24, were killed for no apparent reason at all. The suspect, Tshepiso Mokoena briefly appeared at the Kabokweni Magistrate’s Court for the murder of Sambo and was remanded in custody and will reappear in court on 5 June. The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Mondli Zuma, condemned acts of vigilantism by members of the community as they have the potential of having innocent people falling victims to the uncontrollable ire of the community. “We have always maintained that mob justice, is not only illegal, but inherently has the potential of having innocent people suffering the brunt of the community and usually end up being killed”, said General Zuma. Court update The case will be remanded to tomorrow, 4 June, the Masoyi Periodical Court. Two of the four accused provisionally had charges withdrawn against them. Tobias Simelane aged 44 and Getrude Ndubane, aged 47, were remanded

7 June 2019 in custody pending formal bail application. Three dead on the R40 road near Hazyview. Three people have died around 07H00 on Monday, 3 June, on the R40 Road towards Hazyview when a light delivery vehicle (bakkie) overturned. The three died at the scene. One person with critical injuries was airlifted to Rob Ferreira Hospital in Mbombela. Other four were seriously injured while 17 other people walked away with injuries ranging from mild to moderate. They are receiving treatment at Matikwane and Themba hospitals in Bushbuckridge and Kabokweni respectively. The cause of the crash is not yet known. The case of culpable homicide has been registered with the police. Meanwhile, Mpumalanga Community Safety, Security and Liaison MEC Gabisile Shabalala visited the crash scene this morning. Without perjuring the cause of the crash, the MEC has appealed to motorists to use the road with great caution. She says this will contribute greatly towards reducing death and injury as a result of road crashes. The MEC pleaded with the road users to also abide by the rules. “Motorists should abide by the rules. Those who violate the rules should face the full might of the law,” said the MEC. Meanwhile Shabalala is sending condolences to the bereaved families. She has also wished those who were injured a speedy recovery. Arrest of suspect linked to Masoyi murders welcomed Mpumalanga Community Safety, Security and Liaison MEC, Ms Gabisile Shabalala has welcomed the arrest of a suspect linked to the murder of two children in Mganduzweni Trust in Masoyi area. The 22-year-old suspect was nabbed by the police on Tuesday, 28 May, following the murder of the two girls, aged six and seven, in April this year. The suspect is also believed to be related to the two deceased children. The bodies of the two girls were later found dumped in a ditch after their disappearance while playing near their parental home in the area. The death of the two children had previously sparked incidences of vigilantism which led to the death of two people whose houses were also torched by angry community members. The same suspect is also believed to have had a hand in killing of a 20-yearold woman, Khensani Sambo, who was reported as missing in March at Shabalala Trust near Hazyview. A police investigation was launched and it soon pointed towards the suspect, hence the arrest. He pointed out at the exact spot where the deceased’s body was found. The community reacted to this development by setting the suspect’s house on fire. MEC Shabalala has applauded the SAPS for progress made so far. She has further encouraged the police to do all in their power to crack the case. The MEC believes that the urgent finalisation of the cases will act as a deterrent to other criminals. “Furthermore, our police should meticulously investigate these cases so all those who are involved are accordingly punished. We must guard against monsters who are at times found in our own homes. All community members must be vigilant and protect each other’s children.

New budget causes raucous With the election over and done, everyone has calmed down and forgotten about most of the problems, or rather they are trying to. The truth still remains that the Govan Mbeki Municipality is in considerable debt with Rand Water and Eskom. In the municipal meeting on Wednesday, 29 May, the Executive Mayor, Thandi Ngxonono, announced the new Mayoral Committee and also announced that instead of six members. there would be seven. The following member were welcomed to the MMC: Ben Makola - Finance, Sakhile Mahlangu – Technical and Engineering Services: Water and Sanitation, Dan Nhlapo - Technical and Engineering Services: Roads and Electricity, Nomkhosi Zulu – Special Projects, Anthony Makhaye – Community Services, Ethel Nkosi – Planning and Development and Betty Ndaba – Corporate Services. These members will be on a three-month trial basis. The MMC was not that much of a concern as the approval of the 2019/2020 budget. Opposition parties opposed this budget but were outvoted by the ANC led council. The following statement was received from Cllr Ciska Jordaan of the Democratic Alliance: “The DA in Govan Mbeki has vehemently opposed the approval of the 2019/2020 budget that has been adopted by the ANC-led council on 29 May. Over and above the ESKOM and Rand Water debt that plagues this municipality, the unfunded budget contains a R309 million deficit – which is currently predicted to remain unfunded at least for the next 3 financial years. It becomes more and more evident with the turn of each financial year that the IDP/Budget consultations are done with the public merely for compliance sake. The community has often and clearly expressed that it does not support what the Executive Mayor has ironically called “the people’s budget” in her speech. In addition to this, no word has been communicated to the council about the financial turnaround strategy that would improve generation of revenue compiled by the Imbizo held at Badplaas and discussions with the national or provincial treasury on how this municipality will keep head above water and deliver services to its residents. It is only logical that the public should have been consulted about this strategy and that the budget as well as the IDP be informed by this important document which the ANC proudly speaks of but can never provide when demanded to do so. The council has unfairly chosen to raise electricity tariffs at the roof of what has been suggested by NERSA. Property rate tariffs have also been raised while many residents have been waiting for the outcome of their valuation objections since 2016. The item on the purchase of a mayoral vehicle was withdrawn from the council agenda since it can be procured without the approval of the council, based on the gazetted upper limits describing benefits of political office bearers. Blatantly ignoring the dire financial circumstances that the municipality finds itself in, quotations on the procurement of such a vehicle suggests that the Executive Mayor can look forward to a luxurious SUV vehicle costing the public upwards of a million Rand. Being heavily concerned by the

financial state of Govan Mbeki, the DA attempted to avoid the procurement of this vehicle by making various counter proposals including providing the Executive Mayor with transport by means of the fleet that the municipality already has in its possession – to no avail. The Speaker of Council, Nhlakanipho Zuma, unfortunately responded to these proposals that she is entitled to her gazetted benefits and wouldn’t engage in further arguments on the matter. The DA had maintained its position that in the best interest of the residents of Govan Mbeki they cannot support an unfunded budget with unnecessary items such as the mayoral vehicle, exorbitant employee costs amounting to 24.6% of the total budget and no concrete plan to raise the municipality from the almost immeasurable mountain of debt that continues to threaten leaving residents without basic services such as water and electricity. However, the majority ANC in Govan Mbeki would not hear comprehensive, ethical reasoning and voted for the approval of the budget regardless of the manifold valid concerns that have been raised by the DA in the council. The DA Caucus in Govan Mbeki hopes for a constructive response to the letter that was written by the DA in the Provincial Legislature to the new CoGTA MEC, Mandla Msibi, requesting his urgent intervention in municipalities like Govan Mbeki and Victor Khanye regarding their financial unsustainability and growing debts towards service providers like ESKOM and Rand Water.” The DA was not the only party that was upset. T.S. Mofokeng, Chief Whip of the EFF, released the following: “It is with great concern for all of us in Govan Mbeki as part the rainbow nation that we are being so undermined by the ruling party. All efforts put by oppositional parties for the benefit of the community in these areas are put under the carpet or not entertained at all. The Local Government: Municipal Systems Act, no. 32 of 2000 and Regulations stipulates as follows: Chapter 4 is mainly dealing with how the Community Participation must be taken care off. Section 16 Development of culture of community Participation. The Prescript of these Law is flawed by Municipality officials and ANC politicians who specifically dealing with the I. D. P. issues. Subsection that are violated are as follows 1@ Roman figures i, ii, iii, _five. (b) Roman figures i, ii. The entire Chapter 4 Sections 16,17,18,19,20,21 including subsections are not adhered to or they are totally rejected by those officials and just dictates their veterans or unpopular mechanism, ANC Councillors and Mayoral commit rubber stamps all the poison as just cause they are majority party. Chapter 5 Section 23,24,25 and Section 26 that is the Core components of integrated development plans, 27 which deals with Framework for integrated development planning are also flouted proudly so by Captaincy of the Sinking Ship and EFF is rejecting all these flawed plans populated in this institute Govan GMM. Cllr Aranda Nel-Buitendag from the FF+ also released the following statement: “The FF+ is against the proposed 2019/2020 budget. How can you approve a budget with “NO” money? After the ruling party had

approved the proposed budget, the Executive Mayor appointed a 7th MMC to her team. Govan Mbeki only posted these IDP Budget meetings recently in a local newspaper, while the meeting was already in session. Meetings were held in a short time and they did not even consider the feedback from the community on said Budget. Cllr Nel-Buitendag from the FF+ feels that the municipality is punishing the community to pay for their mistakes. There is no recovery plan in place but the municipality wants to only punish the community - those who pay their municipal bills. Cllr NelBuitendag said those who are poor will be only become poorer and there will be an increase of illegal electricity connections. The average payer (middle class income), pays their bills and the high cost of this IDP Budget will also affect the average payer to a poorer state and no service delivery to the community. Property Rates are already high, but Govan Mbeki fails the residents due to poor service delivery, sewer overflows, potholes, no streetlights and the list goes on… This will cause degrading of properties’ value. Cllr Nel-Buitendag also mentioned that the IDP Budget shows 37% of the total revenue is spent on salaries. Why? The interest of outstanding debt is 8 times more than in previous years. There is no proposal in this IDP budget

plan for job creation and this will lead to more criminal acts in Govan Mbeki Municipality.” With all the debt the municipality finds itself in, it seems like, as with any naughty child that relies on their parents to bail them out of financial responsibility, the community is turned into the parent and the municipality just continues falling deeper into debt. This causes the community to suffer more and pay for mistakes that will take years to recover from. – Ané Prinsloo

Ds Marius Britz Een van my vreugdes as radio-omroeper is my Sondagaandprogram Andantè. Ek kon

Wie sou werklik verstaan as diè wat daar was, daaroor sou praat?

Waarom kan ‘n Psalm soos Psalm 23 nog steeds so geweldige impak hê by ‘n sterfbed, ‘n begrafnis, ‘n huwelik, ‘n feesgeleentheid, ‘n skoolopening? Waarin lê die trefkrag van sy woorde? Ek meen dit is omdat die emosies,

WE SET THE TREND OTHERS FOLLOW

Nou kan ek net sê met Piet se song: “byebye my darling, it’s time to go.” Goeienag, generaal. Ek wens dit was nie waar nie.

The deadliest of drugs... It appears as if the supply of alcohol is unabated at functions, gatherings, events and the like to underaged persons. All the good intentions, rules, notices and appointing persons to guard against the transgressions of serving alcohol to minors, are at best, not adhered to by the particular liquor licence holder. This non-adherence to the rules and regulations increases the likelihood of increasing the habit-forming practice to consume this deadly drug. This is moreover the first drug, besides the prescribed medicine, that children are exposed to i.e. a glass of wine at dinner, a sip of a toast at a wedding and or function, the father’s beer at a braai, etcetera. Supplementary is that alcohol, in all its appearances, is the most socially acceptable drug on the market and the most easily accessible. This habit of taking a drink after or at work is even promoted, although clandestine, in most of the soapies, which we watch in the company

of our children and therefore by silently condoning this behaviour as acceptable, when a certain level of social standing is reached. Some staggering and frightening statistics are: Alcohol is three times as harmful cocaine or tobacco. Alcohol kills more people than all other drugs combined. Alcohol is more easily accessible than most other drugs. Alcohol directly causes a variety of diseases. Alcohol is more addictive than many illicit drugs. Alcohol is at No. 2 on a very short list of the most addictive substances in the world. Alcohol is the most harmful drug in the world today. Alcohol is the #1 “gateway drug.” Alcohol, not drugs, is a leading cause of death each year. We read and hear about Nyaope, Cannabis, Heroine, Marijuana, Tic; the stealing of doctor’s prescription to

obtain Opioid, Fentanyl, OxyContin, the list is ad nauseam. The facts of teenage injuries, car accidents, violence and sexual assault, including rape, are shocking, to say the least. Even with this knowledge, some parents and the general public as a whole, still has a tendency to believe alcohol is ok, not dangerous and an acceptable form of relaxation. Alcohol distributors and bartenders do not look like drug dealers who sell heroin and cocaine in dark and suspicious alleys. Alcohol is different than other illicit substances that we know that can cause overdose deaths, alcohol can also kill our teenagers, although slowly by deteriorating of the body. An easy target market for this behaviour and life changing drug is teenagers, rebellious nature towards the well-meant constrains of parental discipline, peer pressure and crowd acceptances. This is no different from regular drug dealers who depend on the same selected group of consumers to buy

their products. Remember, the entity that makes alcohol more dangerous than other drugs may, is its abundance and accessibility. It can be purchased in a huge number of public places and can consumed both on some of these premises and at home. Considering how easily the underaged, can get hooked on alcohol, is it not time that we commence by reporting, to the correct authorities, when we witness the selling and distribution of this life changing drug, to the underaged persons? The rules and conditions when granting liquor licences to establishments are very strict and the SAPS would welcome the information of any transgression related to the misuse of the privileges, conditions and rules as contained in the licence owner’s document. And selling and or supplying alcohol to the underaged is surely NOT one of the liquor license conditions. ALCOHOL IS MORE ADDICTIVE THAN MANY ILLICIT DRUGS - Aart Reedijk

Mukumbura Shellhole hosts Moth’s MMA TO ADVERTISE CALL

Annalie 082 906 0546

Mukumbura Shellhole in Secunda once more was host to the Moth’s Motor Association Bike Riders (MMA) on Saturday. The MMA’s inception came about in the recognition that there is a considerable quantity of ex-military personnel, veterans, with the motorcycle as the common denominator and who would more than likely qualify as Moths. The MMA was established on September 06, 2008 with Rules and Standing Orders approved by GHQ Durban, and by May 17, 2009. The “bikers” were now on the road with a patch proudly displaying MMA on their backs. The veterans heard by word of mouth of the “new” unit and the MMA expanded rapidly throughout the network of RSA Moths’ shellholes. In 2010 a small group of Pretoria Moths were seen on the roads with their black and gold MMA patches proudly displayed and so the Platinum “chapter” of the MMA was born on the 13th February 2011. MMA bikers told the Bulletin that this was the 5th time this yearly event

was organised by the Mukumbura Shellhole and it is one of the most organised and appreciated invitation on their yearly visits calendar. Approximately 40 riders of the MMA, in regalia attire, attended this event, they emanated from afar as the Westrand, Eastrand, Gauteng South and Vereeniging chapters. The MMA riders from Secunda were also present. The visitors were cordially welcomed to the Shellhole by the Old Bill, Brian Wickens and he expressed his gratitude for their ongoing support of this annual occurrence. It is worth noting that the MMA is an association of Moths with a common interest in biking, that is; First a Moth, then a Biker, hence the membership prerequisite that one must be a Moth to become an MMA member. The Road Captain and the chairperson ride in front of the riders and are responsible for the safety and discipline of the bikers. Fines are implemented for misbehaviour and road ordinance transgressions during the ride to and from the venue. - Aart Redijk

Daar is slegs 200 kaartjies beskikbaar.

Royal Family KIDS MTB race “When the spirits are low, when the day appears dark, when work becomes monotonous, when hope hardly seems worth having, just mount a bicycle, and go out for a spin on the road, without thought on anything but the ride you are taking” – Arthur Conan Doyle On Saturday, 1 June, Royal Family KIDS hosted the inaugural Royal Challenge Mountain bike (MTB) race on the grounds of PDPS. On the cold morning, the sun smiled down on the riders through the clouds. The team of Royal Family KIDS did not expect as great a turnout. There were three races on the day: 5 km, 20 km and 59 km. A total of 322 riders competed in the three different races! The routes looked gruelling, but not so for the seasoned MTB rider. The terrain did ensure that the racers had some challenges along the way. The day also held some amazing fun for the whole family. There were food stalls with Boerewors rolls, pancakes and many other delicious foods to enjoy. There were horseback rides for the kids and other fun activities too. Congratulations to Brand du Plessis and Lawrence Scott who won the 59 km and 20 km respectively.

Royal Family Kids is an international organisation that was established by Wayne and Diane Tesch in 1985. This international organisation supports and hosts weeklong camps for foster and abused children. Today we have our own branch in Secunda. The MTB race is hosted to raise funds for the yearly one-week (5 days) camp that specifically identified children attend. On these camps, the children are treated like royalty. There are formal dinners, birthday parties and even a carnival! Every morning will be set aside for book club. Book club teaches the children about the Bible and is also an open discussion, should anyone have questions. This year’s theme will be David. The weeklong camp focusses on love and care for children who are less fortunate. For the first 2 years the camp had 20 children attending, and this year the team is aiming to take 40 children along on the weeklong celebration of their lives. If you would like to get involved or donate to this cause, please feel contact Sonja Holloway on 082 874 5812 or visit www.rfksecunda.org - Ané Prinsloo
