To Budget or not to Budget

The 2018/2019 budget is approved! Or not! The view differs from ruling party to opposition. During the council meeting held on Tuesday 29 May, chaos erupted as opposition parties voiced their dissatisfaction and disapproval of the proposed budget and refused to participate in the approval or discussion of the budget. The end result is that all the opposition parties left the council before any items on the agenda had been discussed. The EFF asked the speaker to remove item A49/05/2018 (Medium-term revenue and expenditure framework (budget) for the 2018/2019 financial and two outer years). This is the item that referred to the budget. They refused to participate in any of the items of the council meeting if the item were not removed from the start. The speaker refused and claimed that “we are not on the item yet.” The EFF then walked out of the meeting. The council meeting then proceeded until point four on the agenda. Point four was the “State of the municipality” address by the executive mayor. According to the opposition parties, this state of the municipality address was wrought with incorrect claims and selfglorifying statements by the Mayor Thandi Ngxonono. In response to the mayor’s speech, Cllr Ciska Jordaan, Caucus leader of the DA said “GMM is currently a model city of disgrace and a center of disappointment!” thus echoing the voices of most of the residents in Govan Mbeki Municipal area. In her speech, Ciska made the following statements: • A deficit has been budgeted for with no solution to compensate for the deficit. • Electricity and water losses are not included in the budget making the expected income and expenditure unrealistic. • Vehicles for both the mayor and
speaker are included in the original budget to which the opposition has objected severely. • Various MFMA sections are not complied with. • Only 7% of the budget is allocated towards repairs and maintenance. • At the public participation meetings, with regards to the budget and IDP (integrated development plan), the public has rejected both the budget and IDP in all areas of GMM. The public demanded proper consultation and a budget that is possible. The DA then proceeded to leave the council chambers followed by the FF+ and Sapromo. The remaining ANC members continued in their usual fashion with the meeting approving the budget. Thus the question: Is the budget approved or not? The standing orders of council states there should be a quorum at all times. Once there is no longer a quorum then the council can decide to wait for a further 20 minutes to form a quorum or to reconvene. It is all in the numbers. ANC holds 36 seats, DA 15 seats, EFF 9 seats, the FF+ 2 seats and Sapromo 1. The total councilors being 63 and a quorum is then 33 councilors. So it should be easy maths. The ANC holds the majority and they are more than 33 if all the ANC councillors attend but it was not the case, 9 ANC councilors have refused to participate in all council activities until their demands are met and did not attend the meeting. This is the ANC dilemma. How to circumvent the fact that there were only 27 councillors in council as 9 ANC councillors did not attend the council in protest. “The ANC has manipulated the standing orders to suit their own agenda,” said Ciska, “They will try and twist the standing orders any way they can. Through Sasol Khanyisa the company is prioritising the inclusion of Black Sasol Inzalo shareholders and Sasol Limited BEE Ordinary (SOLBE1) shareholders who elected to retain their SOLBE1 shares were afforded an opportunity to participate in Sasol Khanyisa and receive bonus SOLBE1 shares in this regard (unless they rejected their free share allocation from 16 April to 11 May 2018). Qualifying Sasol employees will also participate in Sasol Khanyisa Employee Share Options Plan (Khanyisa ESOP). The key qualifying criteria for employees is:
South Africans, which includes public shareholders and eligible employees, in the ownership of Sasol South Africa, which is a major operating subsidiary of Sasol Limited. • Sasol employees who participated in the Sasol Inzalo Employee Scheme, and who are permanently employed as at 1 June 2018, will participate in Phase 1 and are eligible for R100 000 rights to Sasol Ordinary shares which will vest in 2021; • All Black (African, Indian, Coloured) who are permanently employed as at 1 June 2018, will also participate in Phase 2 and are eligible for 1240 Sasol Khanyisa rights to shares which will vest in June 2028 or earlier of settlement of funding obligation;

When confronted with the fact that they don’t give notice of meetings as per standing orders they would just continue stating that the standing orders are just a guide (as per Cllr Dan Nhlapo), now they quote the standing orders as a rule again.” The speaker, Cllr Nhlakanipo Zuma said “according to the standing orders, a councillor or an official can raise the fact that there is no quorum, then a headcount must be done. This was not done.” The speaker referred to rule 5.3.1 of the standing orders that states “If at any time during a Council meeting it is brought to the attention of the speaker that the meeting may no longer form a quorum, the speaker shall halt proceedings in order to perform a head count.” Zuma said that there was a quorum at the start of the meeting and therefore it still existed when they approved the budget. Both the FF+ and the EFF have also expressed their concerns about the budget. Cllr Aranda Nel Buitendag (FF+) said that the budget did not make provisions for the Eskom and Rand Water debts and that the shortfall is unacceptable. The issues of the mayor and speaker’s cars are also not acceptable. Cllr Humphrey Dube of the EFF said
that the IDP does not speak to the people. “This IDP is for them [the ANC] just to have us rubber stamp it. It does not address any needs of the community!” Humphrey further said “it is only meant for a few individuals that want to secure tenders for themselves out of this IDP.” The next step for the ANC would be to submit their ‘approved’ budget to the National Treasury. According to the MFMA (Municipal Finance Management Act), this must be done within 7 days of acceptance. As for the opposition parties, they are adamant that the budget has not been approved. They have even hinted that they still have some aces up their sleeves. The result of not submitting an approved budget is quite severe. The MFMA calls for intervention by the provincial government or even places the municipality under administration. James Masango, member of the Provincial Legislator and previous DA provincial leader, made calls to the provincial leadership for intervention every time the Eskom monstrous debt rears its head, only to be told that the provincial legislator will not intervene for an Eskom debt alone. Only time will tell what the future holds for GMM financial status. The question still remains though: Is the budget approved or not?
One person sustained minor injuries after three vehicles collided on the N17 between Leandra and Devon on Saturday afternoon. When #Langamed and other emergency services arrived on the scene, they found the three vehicles on the side of the road. One occupant was taken to a local hospital for further care. The driver of the bakkie claimed that he was travelling towards Springs when one of the other vehicles swerved over into his lane and collided with his bakkie. The driver of the third vehicle attempted to avoid the collision and crashed up an embankment. The exact cause of the collision is still unclear and will be subjected to further investigation.

CCMA’s first-time ruling that whites may strike because of race Trade union Solidarity achieved a huge victory in its dispute at the Commission for Conciliation, Mediation and Arbitration (CCMA) against Sasol on white employees’ exclusion from Sasol’s new empowerment scheme, Khanyisa. “In this historic finding, the CCMA found that employees are permitted to strike because of the exclusion based on race from the Sasol employee share scheme,” Deon Reyneke, Deputy General Secretary at Solidarity, said. This followed after Sasol announced at the end of last year that its existing employee empowerment scheme, Inzalo, which came to an end on 18 May 2018, would be replaced by a new empowerment scheme, Khanyisa. However, this employee share transaction does not make provision for white employees at all.
According to Reyneke, the new scheme consists of two phases, the second phase of which only applies to workers of the designated group. “This scheme makes a clear distinction between two categories of employees, which in our opinion is unfair. We have received formal feedback from Sasol, stating that it would be contrary to true and meaningful transformation should white people also share in Khanyisa,” Reyneke said. Reyneke said that in its dispute at the CCMA the trade union argued that white employees can go on strike to obtain similar benefits. Reyneke also said that since January this year, Sasol had been trying to invalidate the trade union as well as its members’ grievances by means of technical arguments. “Sasol has contended that white
employees may not go on strike as the matter concerned a dispute of rights and that the courts are thus the appropriate forum to deal with the dispute,” Reyneke said. However, in the light of all the arguments, the Commissioner found that Solidarity’s dispute should be classified as a matter of common interest which should therefore be further investigated by the CCMA. “Sasol tried to come up with legal gymnastics in an attempt to gain time. However, this win paves the way for us as far as the dispute itself is concerned,” Reyneke further indicated. “We hope Sasol will get new insights during the upcoming mediation process, and that it will take white workers’ grievances to heart so a settlement that will include all employees can be reached,” Reyneke concluded.

Voorbeelde van mense wie se dood die wêreld diep geraak het, is daar baie. Ayrton Senna was die groot Brasiliaanse renmotorheld, wat die Brasiliane hoop en trots gegee in ‘n donker tyd in hulle geskiedenis. Sy dood in ‘n F1-ongeluk in 1994 het ‘n hele nasie in rou gedompel. So ook Evita Peron, die Argentiniese presidentsvrou. Moeder Teresa. Prinses Diana, Elvis Presley, noem maar op. Mense wat onteenseglik ander se lewens aangeraak het. Nader aan die huis is daar mense soos Johannes Kerkorrel en Gè Korsten, wie se dood derduisende aanhangers geskok en verbysterd gelaat het, en van hulle kultusfigure ná hulle dood gemaak het. In die Bybel lees ons van Simson, ‘n merkwaardige man met geweldige krag en ‘n nog groter humeur. As hy hom vererg, bars die Filistyne. As hy ‘n

En miskien sou jy jou minder aan stories gesteur het. ‘n Leuen wat gefluister word, trek baie vinniger en verder as die waarheid wat kliphard geroep word. So kan baie mense getuig van ‘n gebabbel en gerugte wat hulle diep, diep, seergemaak het. In so mate dat hulle hulself onttrek het van alles en almal, en emosioneel siek geword het. As jy terugkyk, besef hoe lagwekkend dit eintlik was dat jy jou gesteur
het aan sekere mense se opinies. En jy sou dalk met jou oë groter oop deur die lewe gegaan het. En agtergekom het wie werklik jou vriende is, en wie jy eerder moet vermy. Ek meen ook mens sou baie harder daarteen gewaak het om jou humeur te verloor. Soms kry jy koue rillings as jy dink aan al die kere toe jy te haastig reageer het, te vinnig ‘n mening uitgespreek het. Of te ongeduldig was, of bevooroordeeld was teenoor mense wat dit glad nie verdien het nie. En dan: elkeen van ons sou meer kon lag. ‘n Oudkollega van my van Secunda was oral gewild en bekend, nie net oor sy diep menslikheid nie, maar oor die manier waarop hy gelag het. Jy kon hom myle vêr hoor lag, en almal om hom het saamgelag. Hy was ‘n ligstraal in vele mense se lewens met sy aansteeklike lag. Vandag nog bewonder ek mense wat hartlik kan lag, uit hulle maag uit, sonder dat iemand noodwendig ‘n grap vertel het. En dan laastens: jy sou dalk beter na jouself gekyk het, meer geoefen het, gesonder geëet het, gewerk het aan jou stresvlakke, meer ontspan het, meer nuwe dinge probeer het, vreemde horisonne ontdek het. Kortom, as jy toè geweet het wat jy noú weet, sou jy dalk anders gelèèf het, in plaas van net bestaan het. Doen dit vandag nog! En dan sal jou dood, soos diè van Simson en al die ander, mense laat huil.

Fire causes nine-car pileup A wildfire next to the R546 between Evander and Embalenhle caused a massive nine-car accident on Sunday 3 June. The wind was blowing west to east, pushing the thick smoke across the road. Visibility quickly became extremely limited. Cars collided in the smoke and as more cars drove into the smoke, they in turn collided with the stationary vehicles. It is unclear if the first accident occurred as a result of someone stopping or if two cars collided whilst still moving. One vehicle on the side of the road caught fire and was completely destroyed in the subsequent blaze. Fortunately the quick actions of Jelani Security and the GMM Fire services ensured that the fire did not spread to the adjacent cars, although they did sustain heat damage. 19 people sustained injuries in the accident and were transported by Langamed and other services. Winter is normally the fire season on the Highveld. The veld becomes dry and highly flammable, and as the season progresses towards July and August, high winds tend to hamper the efforts of fire fighters to extinguish the flames. Fires also tend to flame up out of control in a very short time. There is legislation governing fires and preventative fires on open and
farm land such as Act No.101 of 1998: National Veld and Forest Fire Act, 1998 (This act can be accessed by following the link: http://www. dwaf.gov.za/Documents/Forestry/ Tact101.pdf). Veld fires should only be made when the risk of the fire becoming out of control is low and when there are no strong winds for example. Smoke inhalation is a serious concern for those in the path of a wildfire. Excessive exposure to smoke can lead to significant respiratory problems and other medical issues, and can even result in death. In fact, smoke inhalation is the most common cause of death in a fire situation. As wildfires can move swiftly and their smoke can hang for miles, you are at increased risk of smoke exposure and inhalation problems, even if the fire isn’t nearby. It is important to know what to do in the event you or a household member suffers ill effects from wildfire smoke. Understanding the proper first-aid techniques for helping a victim can mean the difference between life and death. Wildfire smoke can affect the lungs, eyes, and even your skin. Common symptoms of smoke inhalation may include: • Difficulty breathing • Frequent coughing
• Breath that smells smoky • Black residue in nose or mouth • Red, irritated, or watery eyes • Irritated, itchy skin
Recognizing these signs early in yourself and others will help victims get the prompt attention they need to successfully survive the situation.

Arrested… Blood requested Blood levels continue to be low at the South African National Blood Services. The current blood supply level is at 3 days. Less than 1% of South Africans are active blood donors. A unit of blood only lasts 42 days after donation and, for this reason, it is important for blood donors to donate regularly. Donors can give blood as often as every eight weeks. Every unit of blood can save a minimum of three lives as blood is separated into red blood cells,
plasma, and platelets. SANBS aims to collect 3000 units of blood per day to ensure a safe and sufficient blood supply in the health care system SANBS TEKSA will be hosting their annual Arrested, Blood requested, drive on the 16th of June. The blood drive proves to be one of the calendar highlights and is enjoyed by all. This year will be no exception as the drive will be held in Secunda Mall. About 15 people will be “jailed” and will conjure up their
friends, family, and colleagues to bail them out with a blood donation. It will take 10 donations to see an early release of the prisoners. Please come and join the SANBS and donate much-needed blood. Generally, you can donate if you are healthy and lead a low-risk lifestyle. “Healthy” means that you feel well and can perform normal activities. If you have a chronic condition, such as diabetes, “healthy” also means that you are being treated and the condition is under control.
“Risky behaviour”, such as having sex with someone you don’t know or injecting yourself with drugs, means that you have been at risk of contracting transfusion transmissible infections such as HIV and Hepatitis B and C. SANBS rely on your honesty and ask that you do NOT donate if you have engaged in risky behaviour You must consider your blood safe for transfusion to a patient. Remember 16 June, 09H00 till 15H00! Thick Queens plus-size fashion display Thick Queens hosted a plus-size fashion display on Saturday 2 June at Lillian Ngoyi Hall in Secunda. Nicholas Mashiane, owner of the empowering brand, was happy to say that the team behind the event “brought their A-game” to produce a show that he was proud of. “Despite the fact that there were a lot of other events taking place that weekend, the turnout was great,” he said. “We also had support from people who are outside the TEKS area.” The audience was made up of supporters from Pretoria, Johannesburg, the Vaal area, Standerton and Middleburg. “It showed that people actually notice us out there,” Mashiane said. Thick Queens began as a humble Facebook page in 2015 when Mashiane was a contestant in the Mr South Africa pageant. Today, the page
boasts an impressive 17 000 likes. “The concept began as a fundraiser,” He explained. Thick Queens then extended into a fashion line, which was one of the four local lines that exhibited their works in the fashion show. Beads by Tez, Heavens Couture and Kel More were the other three. “The intention was to have local designers dominating the fashion show by 60%, and other designers were to make up 40% of the show,” Mashiane said. On the interesting topic of a fashion show that catered exclusively to plus sized women, Mashiane put a lot of thought into the idea. “The first fashion show in history was in Europe, so it was based on European standards of beauty. But we are in Africa, and the body types here differ dramatically,” he said. “There is no need to imitate their standards.” Mashiane uses his line and fashion
show as a way to empower women who are often sidelined in the sphere of style. “It is about restoring the confidence of women, they need to realise that they don’t need anyone’s approval,” he declared. He also admitted that a plus size fashion show was a relatively new concept, as most shows would include one or two plussize models, but for the most part, still focussed on smaller women. Surprisingly, the fashion show does not currently have formal sponsorship,
which is one of the goals for Thick Queens’ future. Mashiane also said that over the years, he hopes to gain more and more local support for the brand and event. For now, a Thick Queens summer collection is in the pipeline. “I’d like to thank my team, the designers, models, performers and all the people who came to see the show,” he said. Mashiane was also grateful for the media coverage that the occasion received, with a special mention of RSTV.

Crime snippets Business robbery in Leandra Leandra was struck by another business robbery on Friday 1 June. Pick ‘n’ Pay was the target this time around, and police have arrested five men whom they suspect are a part of a gang. Police received a tip-off from a resident of Leandra when he noticed the suspicious presence of some men at a staff-only entrance at the back of the store. An undisclosed sum of money and cellphones were stolen from the shop. When police responded, they found a white Toyota Avanza, a red Toyota Run X, a Hyundai and a Corolla parked close to the store. When they arrived, the two latter vehicles fled the scene. As the police gave chase, the other two vehicles fled as well. The two occupants of the Avanza were apprehended and after some time, the Run X was spotted in eMbalenhle. When eMbalenhle police officers tried to stop the vehicle, it fled once more. After giving chase, police eventually caught up, after which the three occupants of the vehicle attempted to run away on foot but were caught. The five suspects are facing charges of business robbery and unlawful possession of a firearm.

Multi stakeholder session offers hope for change Sasol hosted a Multi Stakeholder Session on Friday 1 June at Sasol Recreation Club in Secunda. Members of Govan Mbeki Community Forum (GMCF) flocked to the bordering gates of the venue in support of their representatives who would be present in the session. The meeting was also attended by the executive mayor of GMM, Thandi Ngxonono and representatives from various community structures including taxi associations, traditional healers’ associations, community forums and religious associations. These structures represented the issues of unemployment, skills development, access to business opportunities, education, environmental affairs and safety and security. The purpose of the session was, in the words of Maureen Mboshane, to “accept and acknowledge that there are challenges we face as a community, and to co-create a solution.” The biggest problem cited by Mboshane and the executive mayor, and with which the other stakeholders agreed, was unemployment. “The majority of inmates in our prison system are our youth, and we’re not happy about it,” the mayor said. This, she believed, was a result of youth unemployment rates. In agreement with this statement, Mboshane went on to say that the energy of the youth
needed to be channelled towards positive avenues. To address the challenges that GMM faces, the first call of action of the meeting was to elect an Interim Committee which would represent the community. By the end of the session, it was decided that this committee would be elected on the basis of each challenge that needs to be addressed. As such, three representatives were nominated under each key issue. The final elections were proposed to take place within three months. “As the municipality, we have the responsibility to create an economic environment that is conducive enough to attract business investment so that we may capitalise on labour opportunities for our people,” Ngxonono said. The interim committee is set to be one of the driving forces in such a responsibility. “We need to put our heads together and decide what mitigating plans or strategies do we have to attack these problems,” Mboshane said. It is apt the GMCF was present at the session, since they have become wellknown for their continuous protest against unemployment in GMM. Ashley Dubazane, who representing the forum in the session, said that he believed things were looking up and that the session was a way forward regarding the challenges that GMCF has been tackling.

Sasol mining hands over 20 more houses On Thursday 31 May, Sasol Mining, in partnership with First National Bank and the Department of Human Settlements, hosted the seventh Sasol Mining housing hand-over in Govan Mbeki Municipal area. The handover brings the total number of houses handed over in eMbalenhle to 101 and 39 in Secunda. Sasol Mining recognises the importance of decent housing for its employees. These are homes of an adequate size that have the essential basic infrastructure such as water sanitation and electricity. The provision of housing to Sasol Mining employees is a continuous process that is also in accordance with the Social and Labour Plan of the Mining Charter. “Sasol Mining has embarked on a housing project with the objective of promoting good health and welfare for its employees. This was done to ensure sustainable local economic development and to promote home ownership among Sasol employees within the formal housing sector,” said Lucky Kgatle, Senior Vice President of Sasol Mining. Executive mayor Thandi Ngxonono was also present to congratulate the new homeowners. Noting how young they were, Ngxonono emphasised the responsibility that the homeowners would be embarking. “You are young and it is beautiful that
you get to start this part of your lives so soon. You come from homes with rules, and now it is time for you to define your own rules and cultures,”
she said The new homeowners beamed when the ribbons at their gates were untied and they walked into their pristine
houses. The homes are set on the quiet outskirts of Secunda, where a lively community is beginning to form.

Secunda Stoeiklub het op 23 Mei 2018 ‘n stoeivertoning gehou by Laerskool Kruinpark. Elma Webb het die reëlings met die skool getref en afrigter Nico van den Berg en stoeiers vanaf Secunda Stoeiklub het vir al die belangstellendes gewys wat stoei is en toe het die leerlinge, seuns en meisies, kans gekry om te stoei op die mat. Die moets en moenies was aan almal verduidelik en onder toesig van afrigter Nico van den Berg het hulle kans gekry om te stoei. Dit was ‘n baie geslaagde middag, waar stoei blootstelling by die skool gekry het.
Dankie aan Hennie Bezuidenhout wat die vervoer van die mat asook die skool wat die veld beskikbaar gestel het en al die ander persone wat gehelp het die middag. Pumaki Rugby en Mini Netbal by Kruinpark Die Kruinpark Pumaki en Mini-Netbal Sportdag is die 26ste Mei aangebied op Kruinpark se gronde! Dit was ‘n uiters suksesvolle dag met omtrent 5000 mense wat die dag bygewoon het! Die dag is baie goed ge-organiseer en het alles glad verloop. Behalwe vir die vroegoggend ontwrigting met die ongeluk wat plaasgevind het, was dit vinnig uitsorteer en het die dag vlot verloop. Die ongeluk was toe mense met ‘n motor deur die palisade van die skool gejaag het. Die skole wat deelgeneem het was, Kruinpark, Highveld Ridge, Goedehoop, TP Stratten, Secunda, Kinross, Trichardt, HM Swart, Standerton, Curro Secunda, Hoëveld en Marietjie van Niekerk. Almal is dit eens dat die dag baie lekker was en sien uit na die volgende een.

Lake Umuzi Soccer Challenge The very popular lake Umuzi Soccer Challenge continued over the past weekend with 16 teams competing. The enthusiasm of the boys was electrifying as they competed for a win. The crowds cheered them on as they played. The parents were especially vocal as they encouraged their boys to play their best. There is even a girls’ team. All participants are under 12 years. Mr Jacob Mtakwende said “Thank you to all the parents that came in their numbers to support the teams. O/16A wen teen Ligbron 20-17. Die O/16B span verloor ongelukkig 25-12 teen HTS Witbank asook die 2de span wat 40-14 teen Ligbron verloor. Die eerste span vermorsel Rob Ferreira met 68-0. Die O/14A, O/15A, O/16A asook die eerste span speel eerskomende Saterdag in die Mpumalanga grootskole swemifinale.

Final Countdown to Comrades The countdown to the 2018 Comrades Marathon has begun. Long hours of training were put in and now it is only the race to look forward to. The Comrades 2018 will be held on Sunday the 10th of June, starting at 05:30 and will finish at 17:30. The 2018 Comrades is a down run of 90.18km and it will start from the City Hall in Pietermaritzburg running down Chief Albert Luthuli street heading east. Not only will there be runners but athletes with disabilities will also be included in the race, some of whom will race in wheelchairs. There will be 44 refreshment stations to keep the athletes hydrated and 8 dedicated medical and physiotherapy stations along the route. The finish line of the 2018 Comrades Marathon will be at the Moses Mabhida Stadium in Durban. The Bulletin and the community would like to wish all the athletes who are participating all the best and may you have a safe journey. Members of the Sasol Marathon Club who will be competing in the Comrades Marathon this year. A few runners were absent when the photo was taken.

Arro rally next Saturday at Holfontein Farm Round 2 of WOMZA/ARRO National Rally Championship will be held this coming Saturday the 9th of June in Secunda. This year’s event will see man and machine battle 8 gravel stages over 115km of which two will be run at night in and around the Holfontein Farm next to the N17. The Central Service Park and Rally HQ for the event will be on the Holfontein Farm. The rally will start at 10h30 with a Ceremonial Start at the new Terranova Village Mall in Trichardt where all the cars will be grouped together before the official start of the rally. The first gravel stage will take place 11h00 at the ‘’Flat Track’’ where two cars will challenge each other to see who is the quickest around the 3.23km Super Special Stage. The remainder of the stages will take place on Holfontein farm. Local Secunda drivers such as Natie Booysen, Jonathan Simms, Kosie Van Der Merwe, Ricardo Van Der Walt and AC Potgieter will be in action.
