GMM financial woes continues “GMM finances are not in order” “...a complete failure that is confusing the community by billing them too high” according to Cllr Hlolweni. It looks like residents of Govan Mbeki Municipality will have to brace themselves for more bad service delivery as the worst is yet to come. This is according to a press statement received from councillor Sbu Hlolweni, leader of SAPROMO, a fairly new political party with one seat in GMM council. Even with GMM in apparent (and quite obvious) financial trouble, councillor Ethel Nkosi (ANC), MMC for Community Services, said that they were going to pass the resolution to buy uniforms for the bylaw enforcement officers whether other councillors like it or not. “The financial inaccuracy will impact the municipality negatively when it comes to the allocation of equitable share. This means the municipality may not get the amount of money it deserves from National Treasury this coming financial year,” Hlolweni added. It apparently all started when GMM decided to migrate from the old financial system to the new Municipal Standard Chart of Accounts (MSCOA) compliant system which has been “a complete failure that is confusing the community by billing them too high,” Hlolweni said on Friday. The key objectives of the new MSCOA financial system, was to “have a National Standard for uniform recording and classification of municipal budget and financial information at a transactional level

by providing a Standardized Chart of Accounts”. In more understanding terms the aim was to “improve data quality and credibility”, to “achieve a greater level of standardization”, to “develop uniform data sets for whole-of-government reporting”, to “standardize and align the local government accountability cycle, to “improve transparency, accountability and governance through uniform recording” and to “enable deeper data analysis and sector comparisons”. This according to GMM’s 5-year Integrated Development Plan that was released in 2017.

MMC for Community Services, said that they were going to pass the resolution to buy uniforms for the bylaw enforcement officers whether other councilors like it or not. According to Hlolweni, GMM management said that the service provider met all the requirements needed by MSCOA and recommend by the National Treasury. He also said that SAPROMO learnt that

Sasol paid R10 million for the services upfront and that council ever since terminated the contract with the said provider. It is not clear as to whether the service provider is going to be charged for costing the municipality and the residents millions. “SAPROMO is therefore preparing a motion that will request the council to establish a committee consisting of councillors from different parties to investigate this matter and make recommendations to the council. We hope that this motion will appear on the agenda of the next council meeting and that the recommendations of such a committee will be implemented,” Hlolweni said. “We hope that the political principals of this council will learn a lesson to consult and do thorough deliberations before engaging into any system. We find ourselves in this situation because we fail to work as an unity in this municipal council. Members work to please political ambitions rather than the members of the community. The council always strives to do things for compliance, rather than working to improve lives of ordinary members of the community and thus council always strives to achieve the minimum,” Hlolweni added. Councillor Hlolweni was called into order when he mentioned that decisions are taken by a group of councillors without consultation.

“When things are bad the ruling party calls for unity, but when it comes to decision making, they utter stinking words and sow divisions,” Hlolweni said. “We are waiting the response from National Treasury, since the council sent inaccurate financial statements to the Treasury after recommending a failing service provider to GMM,” Hlolweni said. If National Treasury doesn’t supply the necessary money, “it simply means that the municipality will fail again to deliver adequate services to the people of GMM,” according to Hlolweni. •SAPROMO’s Secretary General, King Sibusiso Mahlangu, was shot and killed on 29 August last year. He was reportedly on his way back from a Practical Radical Economic Transformation launch in Nkomazi. •GMM held a council meeting on Tuesday, 30 Feb. During the council meeting it became evident that the financial report in the agenda is based on inaccurate figures. After some debate the Democratic Alliance asked for a caucus. When the council reconvened, the DA made a proposal to suspend the council sitting until accurate reports can be provided. The ANC chose to use their majority and voted to accept the inaccurate reports as reports of council. The DA then decided not to be part of the decision and staged a walkout.

Environmental enthusiasts could hardly wait to start cleaning the Duck pond and its surrounding areas on Saturday. Although not many joined Going Green Secunda’s first Community Cleanup Day, the area got cleaned up regardless. Going Green Secunda is a fresh initiative of two individuals, Kheya Samuels and Henry Smith, to clean up the pigsty of a town, something that is a common sight all over Govan Mbeki Municipal area (who also happened to scoop up the Best Performing Municipality Award in the 2016 Greenest Municipality competition). Afriforum also reached out, offerering their help and also sponsored hot dogs and cold drinks to everyone who helped. Apart from them only a few residents showed up. “I am not disappointed and I’m grateful that Afriforum supports this initiative. We will run this project until Secunda

is clean and by that time, we have hopefully educated residents on how important recycling is,” Kheya said. She feels so strongly about the environment that Kheya left her job as an Assistant Manager in retail late last year to pursue her passion after she saw a post on social media where someone wanted to know where they can recycle. “It was an impulsive decision, but I don’t regret it, I love nature and enjoy everything God gave us for free,” Kheya said. She made contact with Henry Smith, whose part-time business of picking up refuse has bloomed since GMM failed to deliver proper service, and Going Green Secunda was started. They currently recycle plastic, paper, tins and cans, cardboard and everything that is recyclable, but is looking to also focus on non-recyclable items at a later stage. The waste goes into special sacks, usually used to store maize (streepsak). “The sacks are awesome for sorting and they are also recyclable, we use them over and over again. Henry organized them,” Kheya said. The waste will then get sorted in Henry’s backyard and after being sorted it goes to local recycling sites. “Sorting is really unromantic,” Kheya, who apparently goes through lots of shower gel, laughed. They have to use recyclers close by as council has high expectations and you have to gather a certain amount in order to qualify to recycle for them.

A future plan is to approach hotels, restaurants and guest houses to recycle their waste. “I want to open a recycle plant in Secunda which will get the town cleaned up while providing much needed job opportunities at the same time,” Kheya added. Hendriëtte de Bruyn, Secunda resident, stopped to drop off bottles and other items she has gathered for months. “My children live in Canada and they recycle everything, I’m just following their example,”she said. Two other residents that was part of the team, was Hildegaard Liebel and her 8-year old daughter, Mia Pretorius who said she supports the day because she wants a cleaner earth. How does Kheya feel that it’s on the community’s shoulders to clean up? “Someone has to do something, imagine what this place will look like if we don’t even attempt to live more eco-friendly. We have to start now, it’s not too late.” With GMM not doing their part in refuse removal, residents are urged to support this environmental project before the town starts to look worse. Going Green Secunda will tackle a different designated area once a month. If you have missed this first opportunity to make a difference, you can lend a hand in March with their next cleanup day. If you want to recycle at home, you may also come and drop off your waste as well.

National Police Day Celebrated Mpumalanga Police converged on Sasol Club grounds in Embalenhle on Saturday to celebrate the national Police day. National Police day is celebrated to remember the sacrifices that the men and women in blue make daily in their quest to provide a safe and secure environment for all people living in South Africa. On 27 January 1995 the South African Police Service Act, 1995 (Act No 68 of 1995) was promulgated. On 27 January 2005 the SAPS celebrated its 10th Anniversary as a service to the South African Democracy. As of that year 27 January is celebrated as National Police Day. National Police Days are also celebrated in countries across the world, such as Russia, the USA, Singapore, England, Wales and Australia, annually giving recognition to the services rendered by their respective policing agencies. The national part of the event was held last week Friday, at the Mpumalanga Stadium in KwaZulu-Natal, where representatives from the provinces including Head Office attended. From there the event is cascaded down to the provinces to celebrate in their respective uniqueness. It is therefore, in that spirit, that the Provincial Commissioner of the Police in Mpumalanga, Lieutenant General Mondli Zuma deemed it fit to host the Provincial version of the event and

New Vehicles for the stations and clusters on display at the national police Day also roll out Operation Fiela Reclaim II. Operation Fiela Reclaim II is a multidisciplinary, inter-departmental and an integrated operation with the aim of asserting the authority of the state and creating a safe and secure environment for a conducive climate for economic and social stability. The new Mobile Police Station, handing over of a water tanker, new vehicles to stations and units to enhance service delivery as well as the welcoming of 281 new Constables were all done at the event. The new mobile unit is a first for Mpumalanga and all 10 clusters will have one. Each mobile unit has a secure holding cell and will be

assigned a dedicated vehicle. A number of dignitaries also attended the day such as our own Cllr Flora Maboa-Boltman (Executive Mayor, Govan Mbeki Municipality), Major general PT Phala (Deputy Provincial Commissioner, Visible Policing), Ms M Mboshane (Vice President Communications, Sasol), Mr K Pillay (Provincial Board CPF Chairperson), Inkhosi M Mnisis (Member of the executive Committee, House of traditional leaders) and Lieutenant General BM Zuma (Provincial Commissioner of Mpumalanga). ‘n Rukkie later stap Kobus by sy

afdelingshoof se kantoor in. Kort-kort is daar iemand by hom. Lyk my jy ken al my grappe, sê sy kantoormaat.

Jong, lyk my iets drasties moet in Springbokrugby gebeur. Ek wonder of Rassie ‘n beter job sal doen as afrigter?

Children, smoking and the law

A woman showed another driver middle finger after this driver pointed out that it is illegal to smoke with children in the car. The white Toyota Yaris, with three adults and 2 children were driving in Helen Joseph road just after 16:00 in the afternoon. “I was driving behind the Yaris and saw two small girls, not buckled up, on the back seat. An adult woman was sitting next to them. I could see the cigarette smoke blowing in the kids faces. I overtook them and when we were in front of Highveld Park High school I pulled up next to them. That is when I saw the woman driving was also smoking. There was another occupant in the car but I can’t be sure that she was smoking. I told them that you don’t smoke with children in the car, they passed me while showing me middle

finger,” the driver of the other car said. Her name is known to the Bulletin, but she wants to stay anonymous. “I myself am a smoker, but nothing irritates me more than smokers not respecting other people, smoking in front of children and putting out their buts wherever they smoke. If you don’t have respect for yourself, at least respect someone who don’t smoke,” she said. “You don’t smoke in front of children, they tend to follow examples. You don’t smoke in front of non-smokers or the elderly, it is called respect. If you want to smoke, make sure it is a hazard to you only and please put your buts in a dustbin, even if you smoke outside. It is disgusting seeing buds lying around everywhere,” the anonymous driver said.

Alexandra’s travels The Bollywood Experience

By Alexandra Wuzyk Pink dusk is settling on Mumbai, like a foggy blanket. We walk through twisting dusty alleys, under washing lines and creeping plant growth. It's my first night in India. We flag down a rickshaw which sends us buzzing along, zig-zagging side to side, stopping at-the-verylast-minute for dogs, bikes, cars, and pedestrians who couldn't care less about the crazy traffic around them. The movie house is a big ugly peach-coloured rectangle, falling apart at the edges. It is plastered in posters of lightskinned indians with dramatic expressions, titles in twisting hindi characters. We're late for the showing, and as we walk into the huge dark cinema hall people are whistling; a slow motion close up of the hero flashes onto the screen and I realize the crowd is cheering for him. The movie is a typical special

agent action flick, but displaced into an eastern context. In Ikrit, Syria, 40 nurses – 25 Indian and 15 Pakistani – are held hostage in their own hospital by Abu Usman head of the ISC terrorist organisation. The United States will launch an airstrike within 7 days to kill Usman. 'Tiger' our protaganist, and his squad of RAW special agents embarks on a secret mission to rescue the nurses before the airstrike takes place. We fall head first into hand to hand combat sequences, motorbike chases, the introduction of a sexy female spy character, maniac shooting and spectacular explosions. On the day of the airstrike, at the last moment we see the squad emerging successfully - only, no! Tiger is trapped in the headquarters - and we see a spectacular explosion behind the escape vehicle. India and pakistan share an unusual moment of unity; despite their conflict the indian spy squad has collaborated with a pakistani squad save innocent lives from both countries; both hindu and muslim. The school bus of laughing hugging hostages cross the syrian border; out of one car window, the indian flag protrudes, loud and proud, out of the opposite, pakistan's flag flutters in the wind -slow motion- flags flying together - and the crowd cheers wildly, loving it.

My host is a script writer here in Mumbai, and it's him who translates the Hindi for me, interspersing the story with a lot of insider trivia about the bollywood industry here. Who's who, and what Mr Tiger was like in real life when he worked with him on a soda commercial, film budgets, facts. The audience is still anxious over Tigers death when we cut 'One Year Later' - and see him laughing in a phone booth What! He's alive? The camera shows how he escaped the blast at the last minute (theme music blares) and the audience is thrilled, whistling at their hero's clever escape. Actually, the audience watches the entire movie like a sports match, cheering goals (slow motion backflips out of car collisions). Everyone is so openly enjoying themselves. They whistle at the slow motion machine gun sequences, laugh at the fat man who reaches for a broom instead of a gun, roar their approval when Tiger emerges from a poison gas chamber with his shirt tied around his face - conveniently exposing his bodybuilders physique. The movie is two and a half hours of suspense, plot twists and action with excellent cinematography and production quality - a lot of fun to watch, but it's the wonderful audience that puts a big fat smile on my face.

Other dangers 1. Cancer 2. Reproductive issues 3. Early menopause 4. Heart disease 5. Reduced athletic abilities 6. Brittle bones 7. Damaged gums and teeth 8. Stained nails and fingers 9. Uneven skin tone 10. Wrinkles 11. Psoriasis 12. Sagging arms and breasts

What is Valentine’s Day in Contemporary Times? W hile Valentine’s Day is celebrated in most countries, different cultures have developed their own traditions for this festival. In some parts of the world Valentine’s Day is observed as a day for expressing love between family members and friends, rather than that of romantic couples. Some traditions include leaving lollies and gifts for children and others include acts of appreciation between friends. Valentine’s Day is most commonly associated with romantic love, with millions of Valentine’s Day cards being exchanged each year. Gifts of flowers or a single red rose are sent with romantic messages to loved ones and couples spend special time together. Valentine’s Day gift hampers are also a popular gift and typically include flowers, champagne and chocolates. Many couples choose to celebrate

Valentine’s Day with dinner, a picnic or special homecooked meal. Many restaurants offer Valentine’s Day dinner promotions and food is often presented with symbols of love like hearts and flowers. Another popular Valentine’s Day activity is to indulge in a luxury hotel stay in a beautiful location, allowing a couple to get away from it all and enjoy some quality time together. Marriage proposals are also popular on Valentine’s Day, and it is often chosen as the perfect day to express their love and commitment. Some marriage

proposals are delivered very creatively, such as after climbing to the top of a mountain, or posting a message on a billboard. Whatever the method, marriage proposals made on Valentine’s Day are generally romantic and memorable. Spoil your loved one at work or home with a “Roses Only” Valentine’s Day romantic arrangement of flowers or a gourmet gift hamper. A Valentine’s Day gift hamper is the ultimate gift, with flowers, champagne and chocolates to delight your love.

Verliefdheid is blind

Dit was my gelukkige einde, my sprokie wat

My hart was stukkend, ek wou nie weer my gesig by die skool wys nie.

Daar is egter ‘n troos..... die betrokke seun is nou ‘n man. Oorgewig, bles en nog steeds enkellopend.

Sasol wants to build relationship Sasol held a Media Engagement session at Sasol Club on Friday where they asked several media houses to build a stronger relationship. Journalists from several publications were present and could snack on festive food while learning more of all the good projects that Sasol runs. Journalists were told that even though they can publish what they want, they must please keep objectivity in mind. Sasol said that they see the media as their stakeholders and that they as a company are “extremely committed to this relationship.” The function started with a safety moment and different Sasol community projects and programs were discussed. After all the formalities, the media were assured to “relax and enjoy the day”. Journalists were taken into another room where they had a 3d visual video session where they could see the plant. It is quite amazing, even if you have seen the plants many times before this is a whole different experience where you have a 360degree view and are able to “climb” into reactors and see what is happening inside. Everyone received a gift pack with lots of useful goodies. 2 Mini busses transported journalist to the scenes of community projects and treated them with lunch afterwards.

The good, the bad and the ugly While traveling to Embalenhle for the police day, the Editor of the Bulletin came across a small truck in the field close to Osizweni. The truck was loaded with rubbish bags. After observing them for some time he approached them to find out what they were doing. To his utter suprize he found that they were actually cleaning the field. They mentioned that Sasol’s Ikusasa project is the one responsible. They just work for them! But we at the Bulletin would like to differ. They were happy doing their job! If we could get everyone to take so much pride in doing their job, then South Africa will truly prosper. Well done to Richard and his team.
