ore than 11 000 megalitres of water from the Hazelmere Dam, in Verulam had to be dumped this week to prevent the collapse of the incomplete dam wall. This happened while parts of the dam’s supply area in KwaDukuza, Maphumulo and Ndwedwe local municipalities experienced water outages due to several infrastructural and power issues. According to Shami Harichunder, corporate stakeholder manager at Umgeni Water, a total of 11 608 megalitres of water had to be released from Hazelmere since last Saturday, into the uMdloti River on the North Coast. Harichunder said a decision was taken to institute water releases from the dam on an emergency basis after it filled up to 62% of its storage capacity last Friday. The high water level, which was due to persistent rains over the past two weeks, saw roads and camping areas around the dam flooded. “The releases were necessary to maintain a safe operating level, set at 53% in the interim, pending completion of the raising of the wall project,”Harichunder said. He said, as of Thursday, January 13, the level of Hazelmere Dam reached 55, 82% following successful releases of water from Saturday. “A decision has been taken by Umgeni Water to stop further water releases from this dam as its current level of 55,82% does not pose a risk to the under-construction dam wall.” However, Harichunder said should excessive rain be experienced in the catchments again, they will have to release more water. “The current inflow into the dam has reduced by approximately 70%, which is one of the factors that informed the decision to halt releases. “However, good rains have brought with it high levels of turbidity in raw water, caused by water quality in the catchments. “High turbidity levels require intense monitoring and adjustments in the treatment process in order to ensure compliance with South African National Standards 241: 2015 for drinking water quality.” Speaking about the construction of the wall, Harichunder said the project was commissioned and managed by the Department of Water and Sanitation. “It is expected to be completed in the third or fourth quarter of 2022.” He said once completed, the raised wall will more than double the storage capacity of the dam and will drastically reduce the risk of water shortages in parts of eThekwini and iLembe District. Meanwhile, some areas in the iLembe District have experiences water challenges over the past few days. While the problems are not related to the dumping of water from Hazelmere Dam, Umgeni Water has experienced challenges at some of their bulk infrastructure, according to the iLembe District Municipality. In a statement, iLembe notified ratepayers and residents of problems with water supply in the KwaDukuza, Maphumulo and Ndwedwe local municipalities. Umgeni Water is the bulk water services provider to this district and it operates and manages bulk infrastructure in the local municipalities. In KwaDukuza, Umgeni Water reported that production at Hazelmere Dam started dropping on Tuesday as a result of filter failures. “In an effort to augment supply to Honolulu Reservoir in eTete to the greater Groutville area, Umgeni then changed supply from the Hazelmere Dam to

The municipality said while the filters have been fixed by a contractor, there is still not enough water to cover all areas as it will take time to build levels at the Honolulu Reser-

As a result some areas were left either without water or experienced low pressure. iLembe said Umgeni Water is also experiencing supply challenges in Maphumulo at the command pump station in Okhalweni, Ward 10. A time frame for the resolution of these challenges had not been given at the time of publication.

“There were tons of onions and potatoes also washed up. It looks like a farm was flooded up country and the produce and livestock all washed into the river and down to the beach.” He said while the carcasses were already rotting, people were seen picking some of the produce that appeared salvageable.

A man was shot and killed execution style near Ballito, on Monday morning. KZN SAPS spokesperson, Lieutenant Colonel Nqobile Gwala said, Umhlali SAPS police officers received a complaint of an unknown man who was found at the sand mining yards in the Ballito. On arrival police noticed the body of an unknown man believed to be in his thirties with his hands tied behind his back, dressed in a navy blue T-shirt, navy blue shorts and black takkies, she said. “The victim sustained gunshot wounds to the head and body. “The victim is unidentified at this stage and police are still at the scene busy with investigations,” she said on Monday morning. According to Reaction Unit South Africa (Rusa), who also responded to the scene, the man’s hand were bound with cable ties. “He appears to have sustained two gunshot wounds and blunt force trauma to his head,” Rusa said in a statement. Two spent 9mm cartridges were found near the body. “The motive for the execution style murder could not be confirmed,” Rusa said.

Man shot and killed execution style near Ballito

JYOTHI LALDAS he Tugela Mouth Beach in Mandeni has been closed until further notice. The beach was closed by the by the Mandeni Municipality due to mounds of debris washing up on the shores. This was caused by the flooding of the Tugela River Mouth brought on by excessive rain in Ladysmith and surrounding areas. The beach, a popular fishing spot on the North Coast, will remain closed until the municipality completes clean up operations on the shores. According to the municipality, clean up operations are still underway. Municipal manager Sizwe Khuzwayo issued a notice to the public saying beachgoers are advised not to swim or go into Tugela Mouth Beach. “The municipality’s amenities section has decided to close the beach due to the flooding of Tugela Mouth and other associated facilities within the precinct. “The activities will include picnicking, reli-

‘Attacks overwhelm traditional leaders’ CHRIS NDALISO

amily feuds and land disputes are some of the reasons for the murder of izinduna (headmen) and amakhosi (chiefs) in KwaZulu-Natal. This is according to provincial Cogta MEC Sipho Hlomuka, who held a meeting with traditional leaders at KwaDukuza town hall last Tuesday. Various issues affecting traditional leadership in the province were discussed, including the attack and murder of amakhosi and izinduna in various parts of the province. “You all know that the provincial house of traditional leaders is overwhelmed by the attacks and assassination of amakhosi and izinduna. In November 2021 two amakhosi were murdered in the King Cetshwayo Municipality in separate incidents. “These incidents occurred within four days where unknown men attacked and killed acting chief Mzomuhle Zondi at his home in November 10. Three days later we received the news of the murder of chief Hlanganani Biyela

in the same municipality. These incidents are disturbing because they show that humanity is diminishing, and it is the different tribal areas’ duty to defend traditional leadership,” said Hlomuka. He said in a meeting between the department, police and the traditional leaders held in Mayville last week, the police said that there were 42 reported attacks dating back to 2012. Hlomuka said 25 people have been arrested in connection with these cases. “Most crucially is that according to the police investigations, the motive for the murder of traditional leaders is the scramble for chieftaincy positions, land and family feuds,” he said. In a meeting in September 2021, amakhosi proposed the house of traditional leadership meetings be taken to all municipalities, with the aim of allowing all amakhosi and izinduna an opportunity to voice their views on how to solve issues affecting the house of traditional leaders. Attempts to get comment from the KZN house of traditional leaders were unsuccessful. Chief Simphiwe Zuma of Impendle

KwaNxamalala said one of the solutions to the problem was for government to provide bodyguards for amakhosi. “This is my view, but I know government will say there is no money for that. The least that could be done is to increase the earnings of amakhosi so that they can be able to hire a bodyguard at least whenever they leave their homesteads for duty calls or other reasons. “According to what I have heard, conflicts between izinduna and amakhosi sometimes lead to planned ambushes and killings. There is likely to be physical confrontation when induna feel unfairly targeted by inkosi, so conflict resolution training is also needed for that reason,” said Zuma. He said families sometimes get into conflict among themselves when a person chosen as inkosi is not favoured by some in the family. “That can lead to the other party hatching a plan on how to eliminate the unfavoured person. This ... is my view and is informed by some of the incidents that are happening around us in our respective traditional communities,” he said.

‘He was assassinated’ CHRIS NDALISO Financial resources will be required to recreate the accident scene that is reported to have killed Chief Albert Luthuli in 1967. His granddaughter, Zanele Hlatshwayo, said the family wanted proof that Luthuli was not killed by a train. She said the autopsy report presented at the time was not consistent with a body that was hit by a train. “My grandfather was not hit by a train, but was assassinated. All we need is to prove this so that we can find some form of closure as a family. “We have had several meetings as a family on how we can get the matter reinvestigated and last year the NPA had said they had a challenge with the budget to carry out the investigation. “The assassins carried his (Luthuli’s) body onto the rail line to make it look like a train accident. “I know this because in the early 90s an old Afrikaner gentleman visited my late grandmother and told her that he had witnessed a couple of men carrying my grandfather and putting him on the railway line. I believe he was dead by then because the train that is claimed to have hit him was stationary, according to the man,” said Hlatshwayo. She said her grandmother Nokukhanya, who died in 1996 at the age of 92, did not pursue that, and she did not record it with the authorities because it was pre-94 so she was scared that she could be arrested or even worse. “The white man was scared too, hence my grandmother’s decision to keep the information to herself and my mother also did the same. That was in the early 90s when the man came to my grandmother and there was no way that we could risk exposing an old woman living in an isolated area to such danger. “Anything could have happened had the family pursued the matter. “My view is that they killed my grandfather and planted his body on the rail line ... once the stage of confirming the actual cause of death is done, then it will be up to the powers that be to find the killers, but the main wish now is to prove that it was not a train that killed him,” said Hlatshwayo. She said the man who approached her grandmother with the information worked at the station. She said last year the NPA had said there was no budget as they had to recreate the crash scene, which would entail significant costs as this would also require get-

Chief Albert Luthuli. ting the old train that had allegedly killed her grandfather. “The truth must come out because he (Luthuli) was not deaf so how is it that he could not see or hear an oncoming train? We will find a bit of closure once his cause of death is established. “He used to walk from his store to the sugarcane fields across the bridge every day, so that was his routine. We never spoke about the white man who visited my grandmother, and we don’t know what his motive was, but I think he was pushed by a guilty conscience. “It’s an old man who used to work at the Gledhow train station just before Stanger,” she said. Luthuli’s daughter, Dr Albertina, said the family needed closure and that they understood that it could be “a bit complicated” to investigate a case of this nature given the 55-year lapse. News24 reported on Monday that the NPA was busy with a “thorough investigation” in order to determine whether the inquest into former ANC leader Chief Albert Luthuli’s death should be reopened. Justice and Correctional Services Minister Ronald Lamola reportedly said it was incumbent on the investigators and prosecutors to ensure the quality of the evidence gathered was of such a nature it was complete and admissible, to comply with the interests of justice, by enabling the presiding officer to have a full and detailed picture from which to draw inferences. He said for the past four months the prosecutors have been waiting for the procurement of an expert to reconstruct the crime scene to determine whether there were prospects to reopen the inquest into Luthuli’s death.

Nightmare in Nepal JYOTHI LALDAS

D

espite a harrowing experience in Nepal with her money and passport being taken away from her, a KwaZulu-Natal woman has not been deterred from working abroad. Melissa Lederle (24), who has a Master’s degree in political science from Stellenbosch University, was given the opportunity to serve an international relations internship with a nongovernmental organisation in Kathmandu, Nepal, last year. However, less than three months in, during early November 2021, the experience became a nightmare when her boss accused her and her colleagues of conspiring against him and he locked them out of their accommodation without any of their belongings, money or passports. Speaking to the Weekly, Lederle shared her experience. “I was nervous and excited to go on this new adventure. Once I arrived in Nepal, I began to build my new life, having signed a six-month contract with a possible extension. I became close with three of my colleagues from Brazil, America and France, and we worked well together. “Just under a month in, the work we were doing was recognised and I was given an economic diplomacy position.” She began writing and designing policies and projects and this, she said, was when she recognised the first red flag from her boss. “I had been communicating with a colleague over e-mail about an upcom-

The next day, our boss came to our house and casually mentioned he had approved the project ... It was then that I realised our e-mails were being monitored.” She said one Friday night she and her American colleague decided to go to a local expat bar. “The next day, my three colleagues and I decided we would meet up with two Brazilian diplomats we had made friends with a few weeks earlier.”

She said after a full day of sightseeing and socialising, they headed to their accommodation at around 9.30 pm. “The guard refused to let us in, stating that I had to phone our boss before entering.” Lederle made the call and asked why they were not being allowed in. “He said that we had been out all night and day, conspiring against him by walking around telling people what he and his organisation were doing. He

said he would not let us in. “I explicitly stated many times that our passports, money and belongings were all in the house and it was illegal to hold someone’s passport hostage.” She said they then left, making their way to the Brazilian diplomats’ house. “They were kind enough to take all four of us in. The next day, Sunday, we were going to phone our respective embassies for help. South Africa does not have an embassy in Nepal, but a consu-

late. I called the emergency line of the South African consulate and explained the whole situation. I was told the situation did not require an urgent response and instead to call back on Monday after 11 am Nepal time. “The American and Brazilian embassies were efficient and understood the dangerous and urgent situation we had found ourselves in.” She said for the next few days, she received threatening texts from her boss and his wife. “Many accused us of conspiring with ‘America’ against his organisation and others threatened us to not go to the police.” Lederle said after three days, an American embassy consul and agent were able to escort them into their accommodation to retrieve their belongings and passports. She said a frightening scene unfolded when her boss pulled their belongings from the diplomatic vehicle. “At that moment, it was one of the scariest things I had done. I realised how wild the situation had got and the relief I felt in the car driving out.” She said she is grateful for the help from the American and Brazilian embassies of Nepal. Lederle said despite the abrupt end to her time in Nepal, it is a beautiful place to visit and even live. “Yes, I was scared at the time, but after returning home, I have had time to reflect. “This has not deterred me from wanting to work for NGOs. It has only increased my drive and passion to address issues of climate justice, poverty and sustainability around the world,” she said.

A serious pickup: JAC T8 d/c 4x2 GORDON HALL

J

AC has nothing to do with Jack and Jill fetching water, Jack of all trades or even Jack be nimble. It is actually the trademark of Jianghuai Automobile Company, a Chinese public entity founded in 1964. T8, the subject of this review, is a full-size (5325 x 1880 x 1830 mm) dual-cab pickup available in 4x2 and 4x4 configurations. Primary selling points are solid construction, minimal gadgetry and good value. The first version, being phased out, is fitted with a 1.9-litre turbodiesel and six-speed manual transmission. Its replacement, released in South Africa this past August, boasts a slightly stronger 2.0 motor and extra features. The only visible difference is “2.0 CTI” lettering on the tailgate. The real changes go deeper. The 1.9 variant develops 100 kW and 320 Nm while offering Xenon headlights, LED lamps at the back, reversing camera and parking sensors, imitation leather upholstery, seven-inch touchscreen with USB and Bluetooth, manual air conditioning, running boards, bin bar, ABS with EBD, central locking, two airbags and 18” alloy wheels. Recommended retail prices are R402 400 for 4x2 and R452 400 for 4x4. Two-litre models, priced R10 000 higher, offer somewhat more. The engine develops 104 kW and 320 Nm so there’s negligible difference in performance apart from spinning over at about 100 rpm less (2500 vs. 2600) when cruising at 120 km/h. Additions, however, include ESC, hill start assistance, hydraulic brake

Why, then, consider a 1.9 although you might be able to haggle a little if the extra features don’t light your fire? Don’t-likes: •Only the front passenger gets a climb-in handle that would be useful on the other doors too, •Although HVAC and music controls are straightforward, the trip computer and other menu functions are difficult to work with, •The alarms for not doing up your seatbelt, even while manoeuvring around your yard, and for “overspeed” are loud and intrusive. Practicalities: Its loading deck is at 89 cm and the bin is nicely sized - 1520 mm square by 470 deep, to accommodate a payload of 900 kg including driver. Back seat riders have plenty of head- and knee space although foot room, under a fully lowered driver’s seat, is limited. The backrest angle, while not perfect, is set more comfortably than most rivals. Facilities include three head restraints, two-and-a-half belts, two map pockets, grab handles and medium sized door bins. There are no ISOFix fittings and only a front-mounted courtesy light. Jack and tools occupy compartments under the seat. Front chairs adjust

mechanically, the steering wheel has height setting and offers music and speech remotes on 1.9 models while adding cruise control on 2.0s. Facilities include two cup holders, 12-volt and USB in a lidded compartment, a large armrest box, decently sized cubby and narrow door bins with bottle holders. This is a serious pickup, meaning no girly makeup mirror for the driver. Headroom is plentiful with this tester enjoying a full fist-width of air between scalp and hood lining. Fit and finish is neat and tidy although picky buyers might complain that door and dash surfaces are all hard. Fact is this machine is designed, first and foremost, for work. Gearing is set for pulling rather than landspeed record-breaking, it carries a respectable load and it’s aimed at a

pragmatic market. The Mandeni Municipality invites bids from suitably qualified and experienced service providers to form part of A Maximum Panel of (5) Service Providers to Supply, Install, Service and Repair of Air conditioners for a Period of 3 Years as and when Required by the Mandeni Municipality”

Bids are to be completed in accordance with the conditions attached to the Bid document and must be sealed in an envelope and marked: “Bid Number 16/21/22: A Maximum Panel of (5) Service Providers to Supply, Install, Service and Repair of Air conditioners for a Period of 3 Years as and when Required by the Mandeni Municipality” and must be deposited in the tender box situated at the reception: Civic Centre, 2 Kingfisher Road, Mandeni not later than 12h00, on Friday, 18th February 2022 at which time bids will be opened in public. The Municipal watch displayed on the Municipal wall at the reception will ONLY determine closing time. The name and address of the bidder must be clearly written at the back of the sealed envelope containing the bid. Late bids or bids received by way of post, facsimile or e-mail will, under no circumstances, be considered. ONLY bidders registered on the Central Supplier Database (CSD) will be considered and must provide proof of registration.
