hank you. Thank you to everyone in the military, to those who have served, and their families. Military families are unquestionably the support team behind their service members. This publication was created with families in mind to provide them with the resources to help make their transition to a duty station in Maryland a little easier. The most recent four generations of my family have served in the military. The hats in the photo above represent their service. We’re a divided family with two USNA graduates and two Army soldiers. My son had always told us he wanted to go into the Army, and I thought he was saying that to get out of college, so I told him that he could do whatever he wanted after college graduation. He signed up right after graduation. I shouldn’t have been surprised.
I don’t think my son’s basic training, followed by additional specialized training, was easy. I actually got handwritten letters describing his days, and he can tell some really good stories. He has learned a lot and the Army proved to be a good thing for him. But I’m so thankful that he was never put in harm’s way. From the entire team at Chesapeake Family Media, thank you for all of your years of service, and we hope that this guide will be helpful to you.

The Hughes family is stationed at Patuxent River Naval Base in California, MD. This was their first duty station in 2002 as just husband and wife. Now it will be their last duty station as a family of 4 when Dad retires in 2025 having served for 24 years. They enjoy attending local events in their small community (pumpkin patches, fairs, and local restaurants), and they love going to the Naval Academy and Ravens games. They especially love heading to the DC area to try new restaurants.
The Johnson family is stationed with the U.S. Coast Guard in Huntingtown, MD. Moving around has brought challenges but built resilience. They love exploring new things including shark teeth at Calvert Cliffs or Flag Ponds. They are currently on a mission to fill their National Parks Passport so they travel around frequently. They also really enjoy the Navy Rec Center and Calvert Marine Museum.

A Comprehensive Guide to Local Resources for Maryland's Military Families
ife in the military can be strenuous for those enlisted and their families. With frequent relocations and other job-imposed challenges, military families constantly seek resources from their local community to help them through each journey phase. Maryland is well known for its eleven military bases, including the prestigious Naval Academy in Anne Arundel County, Joint Base Andrews in Prince George’s County, and the Walter Reed National Naval Medical Center in Montgomery County. For the many military families located in these areas, there are a plethora of resources available to those in need. Military OneSource is a nationwide online database provided by the Department of Defense. For specific information, statewide searches yield local military bases and websites with further community resources.

Anne Arundel County
Anne Arundel County is home to a significant percentage of military families, and there are numerous options for service members to seek resources for their families. The Veterans Services Coordination Center aids military veterans and their families regarding post-service care. It is a one-stop service provided by Anne Arundel County’s Department of Aging and Disabilities in partnership with the Veterans Affairs Commission. The Anne Arundel County Public Library is also a large community supporter of military families. They provide lists of online military resources and host many events designed specifically for the local military community. The library also features many publications to assist with job-seeking, financial aid, and other pre- and post-deployment concerns. Ancestry databases are available to search, as well as children’s books geared towards military kids.

The Fleet and Family Support Center Annapolis provides resources and programs for Navy families. There are staffhosted workshops on military life, career-building, and other skills-related classes. Family programs provided include new parent education, families with special needs, and families struggling with abuse. Short-term clinical counseling is also provided free of charge to help navigate and cope with the stresses of military life. Financial and crisis counseling are also available.
Prince George’s County Prince George’s County is home to Joint Base Andrews, which also provides local resources for military families in the county. Youth programs include sports, instructional classes, social programs, before and after-school care, and summer day camps. There are five on-site classrooms, computer labs, a dance studio, a movie theater, an indoor gymnasium, and an outdoor basketball court. Eligible youth and teens ages 6-18 can use the facility annually with a paid membership. Fee-based classes and team sports include dance, taekwondo, gymnastics, piano, baseball, and more. Chapel services are also available on base to religious members of various faiths for programmed and confidential services. The Force Support Squadron hosts various community events throughout the year, including social and networking opportunities, holiday functions, monthly workshops, arts and crafts, tactical fitness, and more. The Military and Family Readiness Center on base helps families make the transition a bit easier. Programs are free to eligible members and are offered both on-base and virtually.
Montgomery County The National Naval Medical Center, located in Montgomery
County, caters to the health and wellness of service members and their families with a goal to be the “world’s premier military medical center for health, readiness, education, and research.” While providing a variety of health services, they also provide educational resources as well as onboarding and readiness tools pertinent to the local community and nationwide, including local housing, parental resources, local commuting, childcare, and schools within the community. Most of these tools can be found on their website, but there are also various programs available at the facility, such as support groups (health and military related). Home Front is a local television station featured on County Cable Montgomery that is accessible online. Each episode features local military stories and community services. For those needing temporary local housing, Navy Lodge is a nationwide military lodging service with three Maryland locations, including Bethesda and Annapolis. With many amenities and pet-friendly rooms, this option provides military families with the comforts of a hotel and the resources and accessibility of the military. Wherever the military takes your family, whether it is a firsttime deployment, relocation, or retirement, there are many tools and resources available to help ease the burdens. Your community values your service and sacrifices and wants to be there to help you in return. Learn about your community and get involved. Ask for help when needed, and always know there are others like you in need of support. At every phase of the journey, for every age, and all unique needs, resources are available. Take a hint from military folks who’ve been stationed here and visit some of the Old Line State’s top sights. We’ve included insider tips to help you maximize your time in Maryland.
American Visionary Art Museum
Baltimore, avam.org The American Visionary Art Museum is one of Baltimore’s most eclectic art museums and one of the most kid-friendly. Self-taught artists created all the works on display. Children love to take selfies in the bird’s nest balcony, press buttons to activate kinetic sculptures, and admire the Giant Golden Hand. Insider tip: Arrive before the museum opens for metered street parking near the entrance.

Antietam National Battlefield Sharpsburg, nps.gov/anti/index.htm Maryland’s best-known Civil War battlefield was the setting for the bloodiest single day in U.S. history. While the Union emerged victorious, the cost was high. However, victory at Antietam gave President Lincoln his sought-after opportunity to issue the preliminary Emancipation Proclamation. Assateague State Park and Assateague Island National Seashore

Marguerite Henry’s Misty of Chincoteague novels ensured the ponies’ fame, but there’s nothing like seeing them in real life. Insider tips: Visit the National Park Service Visitor Center on Marsh View Lane for a National Seashore map and pony sighting information. Be sure to bring insect repellent.
B&O Railroad Museum
Baltimore, borail.org The B&O is a must-see for all train buffs. A restored roundhouse is filled with historic locomotives. Rolling stock, a train restoration facility, and an outstanding array of railroad artifacts round out the collection. Inviting, kid-friendly spots abound both inside and outside the museum. Insider tips: Train rides and special events sell out early. The B&O Railroad Museum is a Blue Star Museum (arts.gov). Active duty military and their families can visit free of charge from Armed Services Day through Labor Day.

s a Maryland native, it’s not easy to pinpoint the blue-crab-loving state’s identity. The good news? Maryland is a military-friendly state, especially in areas like Annapolis, Fort Meade, Bethesda, and Severn, to name a few. As part of your warm welcome, here are ways to prepare yourself environmentally and culturally for a smooth transition for you and your family.
Surviving the Wide-Ranging Weather
One of the most perplexing aspects of Maryland life is the weather. Overall, Maryland summers are warm and can be incredibly humid. Winters are mild, with the coldest weather occurring in late January and early February. Be prepared for the expected and bizarre weather. For example, the days leading up to Halloween this year were in the seventies or above in most parts of Maryland. Last winter, BWI airport saw 0.2 inches of snow compared to a 19.3-inch yearly average. This snow range leads to slow

snow removal in many of our state’s areas. Uncertain weather outcomes also give rise to schools declaring a snow day ahead of a storm, only to experience a “rain” day. Maryland offers a variety of events to meet citizens’ passions for water, seafood, history, sports, and art. Maryland Renaissance Festival Held in Crownsville the last weekend of August until late October, the Maryland Renaissance Festival features 200+ professional performers, more than 140 artisans exhibiting crafts, plenty of meat on sticks, and various other delectable foods and beverages. There’s an arena with armored jousting, our state’s official sport since 1962. It’s one of the nation’s largest, single-day sporting events. The infield party is epic. These events are just the beginning. f you are new to the area, you probably want to make sure your kids are set up to succeed at school or a childcare facility. While some families may already have the resources to find the perfect fit, others may need to learn more before enrolling their children in a school program or system. Between unpacking, meeting new neighbors, and exploring the Chesapeake Bay area, it may feel like you have a lot on

your to-do list. We’ve gathered helpful information to ensure your kids transition smoothly to Maryland.
Schools and Childcare: Discover Your Options
There are many different types of schools in Maryland. While every public school has unique benefits and drawbacks, you can rest assured that kids receive a strong education. Overall, a report revealed that Maryland is ranked 8th in the United
States for public school quality, based on standardized test results, graduation rates, safety, and more. While public school is a reliable option, there are many types of schools in Maryland, including private schools, charter schools, magnet schools, Christian, Parochial, and Montessori schools. Maryland has many great educational options, and we recommend researching each to find the best fit for your child. Once you’ve decided on the right route, it’s time to pick or determine your school.
Finding Your Public School
If you choose to use a public school, you’ll find you still have several options. Within public schools, some choose to enroll their children in charter schools. These schools are funded by taxes, meaning they don’t charge tuition for students, but are still independently run. This can allow charter schools to utilize unique curricula that may be better fitted to your child. While charter schools can be a good option, they are limited in location and the number of students supported. To attend a charter, your student may have to travel further away or complete an intensive application process. Charter school options can be found using the Maryland Charter School Directory. Additionally within the public school system in counties like Anne Arundel, Howard, and Prince George’s, there are options with Magnet Programs and Gifted & Talented Curriculum that are tailored to specific interests like performing arts, STEM, and technology. If you decide to send your child to a traditional public school, your next step will be to determine what school you are zoned for. Where your child attends public school depends entirely on where you are located. To determine where you are zoned, you’ll first need to find your county or address. GreatSchools provides a resource allowing you to simply enter your new address and find the school your child will attend. If you already know your county, you can research the school district and find the specific school your student is slated for. For instance, if you are in Anne Arundel County, the school district will help you find your specific school. Each county offers its own school locator.
Get to Know Your New School
Once you know the school your child will attend, we recommend connecting with your school’s principal or counselor. They will be able to provide you and your child with a tour and an overview of what their school has to offer. In some cases, if you are hoping to have your child take
specific classes or be involved in specific extra-curricular activities, you can request your child be transferred to another school within the district. Transfers are not always possible, but still an option if the school you are zoned for isn’t a perfect fit. After you have finalized your school decision, your school counselor can help you connect with other parents or families to ensure you are started on the right foot.
Exploring Private School Options
Private schools, which are paid for semesterly or yearly by attendees, can offer students a diverse range of experiences. Some private schools in Maryland offer smaller class sizes or specialized attention in extracurriculars. While private schools have advantages, they can be more expensive and may have less oversight. If you decide to enroll your child in a private school, then we suggest researching various schools and scheduling tours of each facility. To find schools that may be a good option for you, take a look at Chesapeake Family Life’s directory of private schools. There are a variety of schools around Baltimore, Annapolis, and Washington D.C. to suit any location. Some schools follow religious doctrines, have specialized academic focus, or offer students other unique educational experiences. We highly recommend interviewing each school to determine the right fit. Many schools also offer tours, which can help you understand what their facility offers. You can also chat with other teachers and parents to make sure you are making the best decision.
Early Childhood Care
If your child is too young to attend elementary or secondary school, then you’re likely looking for early childhood care options. There are several great options available in Maryland. Headstart and Early Headstart programs provide care for children under 5. These are federally funded programs designed to assist low-income families. Pre-school and nursery programs encompass a variety of private options for young children. Many preschool programs are partially supported by religious organizations or nonprofits. Some offer unique experiences for young ones, such as additional field trips, half-day schedules, focus on faith, and more. Montessori schools, a popular choice in Maryland, focus on student-led learning instead of a guided curriculum. Students enrolled in these schools may spend significant time in nature or have additional time to pursue electives or chosen curricula. Registered Family Child Care includes at-home daycares that have been registered with the state and are run by professionals. Depending on the license, they may be able to care for 8 or 12 children. This option is typically more affordable but may have some limitations given the smaller

facility. When choosing the right facility for your child, we recommend looking at how the business is reviewed, what curriculum or schedule they follow, and what qualifications the staff has. You can also get a sense of how the facility operates by taking a tour and evaluating the cleanliness, child interactions with staff, and chatting with other parents. Once you find the type of facility you are interested in, take some time to explore Chesapeake Family Life’s extensive preschool directory.
Maryland EXCELS
Outside of normal, state-mandated licensing requirements in Maryland, the state also offers a higher rating system. Maryland EXCELS is a quality rating system for child care and early education programs. Programs that earn the seal of approval from Maryland EXCELS are ranked as having some of the highest quality in the state of Maryland. You can determine what programs have approval by going to the Maryland EXCELS website.
Resources for Special Needs Students
If your child has special needs, the state of Maryland must ensure those needs are met. If the student has already been evaluated and has an IEP, then they will be provided with a FAPE (Free Appropriate Public Education) in consultation with the parent. The school will ensure the child has accommodations appropriate for their needs. Educational laws related to special needs only apply to public schools; private schools are not required to provide accommodations for all students. While certain private schools may have special education programs, it’s important to thoroughly understand what the school will be able to provide your child. In many cases, students with special needs will be best served in Maryland public schools. If your child requires a non-traditional academic setting, every county offers additional programs that can help students with unique needs, be it social or life skills. Once you determine the county you are in, you’ll be able to find their alternative programs. If your child has not yet been evaluated for special needs but needs to be, your new school can get the process rolling. Time for School! Moving can be stressful, but you can take comfort in knowing that Maryland has many amazing schools and childcare facilities. By taking the time to vet and learn about your options, your child will find the perfect place. Getting to Know Maryland's Resources for Children with Disabilities
aring for a child or family member with a disability or special needs means having to regularly face unique challenges and make difficult decisions. There’s no guidebook for exactly what to do. The State of Maryland, however, provides critical resources that can help guide parents through an individual’s childhood and beyond. One of the first and most important milestones in someone’s life is the start of their educational journey, which will span their childhood and beyond. For parents of a child with a disability, the choice of when, where, and how to educate them is a complex and potentially confusing decision—but the help of national and state organizations can make it easier.
Maryland State Department of Education
Perhaps the largest and most influential organization impacting a student is the Maryland State Department of Education (MSDE). MSDE is a Maryland agency that “offers a continuum of support and, most importantly, focuses on equipping school districts with the tools they need to offer a rigorous education aligned to grade-level standards,” says Raven Hill, Executive Associate of MSDE’s Early Intervention and Special Education Services. For families with a disabled child entering school, MSDE offers several avenues to help further the student’s education and knowledge. While certain supports are disabilityspecific, such as the Autism Waiver that Hill says provides “therapeutic services and support to eligible children and

inception in the 1975 Education for All Handicapped Children Act (EHA) is the expansion of focus to not just the individual’s current state, but to their entire life. Services that help support and shape a child’s knowledge and life skills from birth on are a part of what is called an “early intervention” system. In recent years, MSDE has placed a heavy focus on the role of early intervention and its effects on student outcomes and has found promising results: “Approximately twothirds of students who receive early intervention services in the state of Maryland through an Individualized Family Support Plan (IFSP) do not require the interventions of an Individualized Education Program (IEP) once they are in third grade,” says Hill. This evidence has significantly expanded the presence of IEPs while also aiming attention toward the early life of a child with a disability. MSDE even took it a step further by creating a whole new system that provides critical guidance and support when families need it. youth with autism,” most of MSDE’s initiatives are offered to all students with any kind of disability.
Early Intervention
One of the most significant ways specialized education programs have expanded and strengthened since their

Additionally, the system makes medical care for families with a disabled child even easier with its new referral system. “As a state, we understand the vital role that early intervention plays in student success—as such, we have made the referral process more streamlined through the Maryland Infants and
Toddlers Portal, which allows any member of a child’s care team to make a referral for support online or through a call to their local Infants and Toddlers program.” While these supports are focused on early childhood, MSDE provides fantastic resources to school-aged children with disabilities as well. “For our school-aged students, we are also strengthening the supports needed to ensure that students with disabilities continue to be educated in their least restrictive environment,” Hill explains. “This includes an increased focus on Multi-Tiered Systems of Support, a banning of seclusion in public schools, and building teacher capacity to educate students with the most significant cognitive disabilities inside of the general education classroom.”
Maryland Elevates
One of the initiatives helping to close the educational gap between students with and without a disability is the Maryland Elevates Grant Program. The mission of this program is to “narrow the school readiness gap” according to MSDE. Maryland Elevates centers its strategies to help families reach this goal into five priority areas: • Early Childhood for Children with Developmental Delays and Disabilities • Secondary Transition for Youth with Disabilities • Access, Equity, Progress • Innovative Supports for Youth with Sensory Impairments
• Families as Informed Partners in Special Education. • The areas span an individual’s entire educational career and also provide support after they graduate to help them live independently.
Patty Center
Outside of school, MSDE also provides technical assistance, support, and guidance to families through its network of Patty Centers, formerly named Family Support Centers. Among the Patty Center’s many initiatives to support disabled individuals and their families is its goal to “increase parental involvement in the early intervention and special education decision-making process,” as well as to “Increase collaborative relationships through information and training,” according to their website. Patty Centers offer various services to help accomplish these goals, including home visits for home services, parent and adult education, quality infant/toddler care, and more. Parenting a child with disabilities or caring for a school-aged individual often comes with many questions and few answers, but with the resources offered by MSDE and the state as a whole, you can relax knowing you have people on your side. Comprehensive Guide to Academic, Social Emotional, and Mental Health Resources
T
he start of a school year is always a time of transition and students may need additional support services. For many, this period of transition is further amplified by the current state of our ongoing attempts to live, learn, and adapt through the COVID era. Parents and their children may find themselves in need of support services for a wide range of topics pertaining to academic, social emotional, or mental health related concerns. Fortunately our area is ripe with providers who are skilled at offering additional support to children, parents, and families as needed.

In-School Support
With regards to in-school support, a good place to begin is often with your school counselor. Not only are they the most familiar with your child (aside from you as the parent or caregiver of course) but they are also able to help identify areas in need of further assistance for each child as an individual. This could be offering academic support, 504 or IEP planning, methods of calming fears, concerns, or anxieties about returning to the classroom setting or reconnecting with peers, and various other areas of concern. The school is also a great way to find referrals for any specific need that may be better met off
school property. If your child is in need of academic support, such as tutoring, there are a myriad of options available as well. The Parents Place of Maryland is composed of families, professionals, and community leaders who strive to offer resources, support, and information to parents of children with disabilities and special health care needs. They offer a variety of support groups, programs, and resources for families and individuals.
Mental Health Support
Mental health is something that should be discussed year round, but during times of transition and uncertainty, struggles with anxiety, depression, and other mental health concerns may become more prevalent. There are numerous providers available both in network and out of network. Finding a therapist, counselor, or mental health practitioner is a personal venture and often depends on a variety of things including methodology, scheduling, insurance, cost, location, and of course personal fit. Below are just a few practices to help begin your search. Psychology Today allows you to search for providers with criteria such as location and insurance.

Maryland Psych Centers offer psychiatric services.
Basic Needs Support
Meeting basic needs can be stressful especially during times of financial distress. Systems of Care provides referrals for food, housing, utilities, crisis or emergency services, mentoring, parent training and education, eligibility screening for benefits and more.
