Winter Wonders: Embracing the Chill and Beating the Blues in Maryland
Y
ikes, it’s January already. Every year the fall just flies by, and before I know it, it’s January and cold, and the days are short. And yep, I get grumpy. My daughter and I were just discussing the gloomy Maryland winters. But here’s the thing: it doesn’t last long and isn’t that terrible. Especially if you go and do something. Climb out from under your blanket, get dressed in layers, and go have some fun. Even though you might have earmuffs on, it will be good to feel the sun on your face. Go ice skating and then have some hot chocolate. Take a walk. Our state and county parks have some beautiful trails and beaches. The picture above was taken on a Saturday in December at Beverly Triton Nature Park. It was a beautiful, if chilly day. We saw a pair of eagles, a blue heron, some bufflehead, and only 2 other groups of people out walking.
There are some great playgrounds to explore in the winter. chesapeakefamily. com/?s=winter+playgrounds Kinder Farm Park in Millersville has farm animals to watch and a very fun playground. Robinson Nature Center, Columbia, has a little bit of everything. Trails to explore, a beautiful nature playspace that includes wooden structures to climb over, logs to climb in, tree swings and an outdoor kitchen should keep kids busy for a while. So if you see me and I’m grumpy please tell me to go take a walk. I’ll be better by March.

opportunity to set up a booth and sell their products. KIDS Fest will be held on Saturday, February 24 from noon - 3 p.m. at the Pip Moyer Recreation Center in Annapolis. Children ages 6-16 are welcome to apply

Program partnerships with both Maryland’s Historically Black Colleges and Universities and community colleges provide an additional level of collaboration and support for members, in addition to alignment with skilled trades and apprenticeship programs to facilitate transition into continued education or the workforce. “Anne Arundel County is proud to host service year participants in various positions across our county agencies,” said County Executive Pittman. “Service instills a sense of social responsibility and encourages people to actively contribute to the wellbeing of their community.” Participants
Fostering Civic Skills and Engagement Anne Arundel County Hosts Service Year Program

nne Arundel County will serve as a host site for Governor Wes Moore’s Service Year Option and Maryland Corps. In partnership with the Maryland Department of Service and Civic Innovation, seven members from the inaugural Service Year Option and Maryland Corps classes have been selected to work in multiple County agencies, including the Office of the County Executive. The Service Year Option is a service opportunity for young adults who recently completed high school. Members earn at least $15 an hour and work at least 30 hours a week. Members gain both hard and soft skills through a service placement aligned with their area of interest, in addition to working with support coaches to develop and refine their post-service plans—

Tom Ni joined the Office of the County Executive’s Communications and Government Relations teams and will support the creation of communications materials and assist with legislative efforts. Virginia Allen, Beverly Webb, and Kayla Wittsack joined the Anne Arundel County Department of Aging and Disabilities. Working with the County’s eight senior activity centers, they will help create and facilitate activities for center members, and assist with day-to-day operations. Kristina Perry Alexander joined the Resilience Authority of Annapolis and Anne Arundel County. She will support the Resilience Authority with project management and development responsibilities and promote climate-resilient infrastructure throughout the county. Jordan Ledbetter and Coleman Munoz joined the Office of Central Service’s Fleet Administration Division. After completing training, both will become entry-level automotive mechanics and assist with the mechanical repair and maintenance of over 3,000 cars and trucks. This includes police vehicles, ambulances, fire trucks, senior citizen vans, dump trucks, and snow plows. Expanding Service and Volunteerism
The Maryland Department of Service and Civic Innovation, in its first year, is expanding service and volunteerism statewide, creating new pathways of service to meet community needs, enhancing workforce development, and promoting preparedness for both higher and vocational education. Roles at the host sites can range from academic tutoring, assisting in healthcare facilities, and advancing public safety to taking up environment conservation projects. “We’re beyond excited to roll out these programs,” said Paul Monteiro, Maryland’s Secretary of Service and Civic Innovation. “They’re not just about offering opportunities but linking service, education, and job readiness into a unified, powerful experience.” After their service year, participants in both programs will earn a completion award of $6,000 that may be accessed as a direct payment or as a deposit into a Maryland 529 Education Account for those pursuing their studies.

New Policy from U.S. Education and Health Departments Supports Children with Disabilities in Early Childhood Programs
T
he U.S. Department of Education and U.S. Department of Health and Human Services (the Departments) have released an updated joint-policy statement on supporting the inclusion of children with disabilities in early childhood programs. “Our nation’s youngest learners – including those with disabilities – deserve access to high quality early childhood programs that nurture their potential and provide a strong foundation for future success,” said U.S. Secretary of Education Miguel Cardona. “Today, the U.S. Department of Education and the U.S. Department of Health and Human Services strengthen our shared commitment to break down barriers for young children with disabilities and Raise the Bar for inclusivity in our early childhood programs.”

Over 61 million adults in the U.S. have a disability, and nearly one out of every six children is estimated to have a developmental delay. The Departments’ shared vision is to build a culture of inclusion for individuals with disabilities beginning at birth, continuing in early childhood programs and schools, and into communities and workplaces. “Inclusion in high-quality, evidence-based early childhood programs sets the stage for continued inclusion through school years and beyond. Setting high expectations for early inclusion paves the way for children with disabilities to reach their goals and to learn, live, and thrive in school and in their communities,” said Assistant Secretary for the U.S. Department of Education’s Office of Special Education and Rehabilitative Services Glenna WrightGallo. “All children benefit from inclusive early childhood settings that provide enriching learning experiences. It is incumbent upon leaders, at all levels of government, to work together to ensure that children with disabilities and their families are welcomed and supported in all early childhood settings,” said Acting Assistant Secretary for Children and Families Jeff Hild. The statement reiterates expectations for inclusive early childhood settings and updates recommendations for state and local agencies that implement Individuals with Disabilities Education Act (IDEA) programs, Head Start, childcare, home visiting, preschool, and public schools to increase inclusive early learning opportunities for all children. Additionally, the statement includes evidence-based models and exemplars of inclusion and resources for programs and others to support high-quality individualized programming and inclusion of children with disabilities in early childhood programs.

Downs Park in Pasadena

D
owns Park in Pasadena was a farm until 1913 when tobacco importer Baltimore’s H.R. Mayo Thom bought the land as a summer estate, called Rocky Beach Farm, for his family. The land changed hands again in 1977 when Anne Arundel County purchased 236 acres to be used as a park. Now the park offers something for everyone. Paved trails through the woods are great for beginning bike riders, strollers, and dog walking. A huge playground with a climbing tower will keep older kids busy, while smaller structures and swings will keep preschoolers entertained. There is a large outdoor amphitheater adjacent to the playground for concerts and other entertainment.
Downs Park makes good use of its shoreline on the Chesapeake Bay, with benches along the overlook for casual relaxation, a cartop boat launch, fishing pier and dog beach that provide the public with various water activities and access points. Basketball courts, a youth camping area, bee hives, and a wedding garden are additional amenities. Don’t miss the Visitors Center which overlooks the bay. Inside you will find displays of native animals that roam the park. There are also models of working ships that sailed the bay. And kids can test their knowledge of local critters with the Wise Owl Quiz Board. —Donna Jefferson

W
e’ve all seen it humorized in pop culture. Babies at play, and parents asking what preschool waiting lists their peer’s child is on. Cue the parents’ deer-in-headlights look when they hear of the elite school their kid must attend, or else their future is doomed. Luckily, you don’t need to have a preschool picked out before your child’s first word. There are several tips for navigating the somewhat overwhelming decision of where your child will go. Here are the 5Ws — who, what, where, when and why — of preschool prep. Before we dig into advice for picking the right school for your child, it’s vital first to establish the importance of attending preschool. Preschool is important for a child’s development. It lays the foundation for their overall growth. It supports cognitive, emotional, social, and academic growth, setting the stage for future learning success. Several studies found that children who attend preschool have more school success and better life outcomes than those who don’t. The Perry Preschool Project, which took place from 1962 to 1967, involved 123 preschools. These preschools had risk factors for school failure. The participants were split into two groups. One group attended a good preschool program that used HighScope’s active learning method. Active learning is when students have direct, hands-on experiences with people, objects, events, and ideas. The other group received no preschool education. A documentary followed the participants throughout their lives, proving the significance of early childhood education.

Most preschools are designed for kids ages two to five. Preschools can fill up quickly, so you can’t start researching too early. Dual-working parents who need full-time support — or close to it — should start the process when their child is about one year old. We advise beginning the process at least one year from your child’s anticipated start date. Determine your area’s cut-off date. In Anne Arundel County, it’s September 1. Meaning, your child must be the age of their classmates by that date.
Word of mouth can be a great first step for creating a list of school options. Ask your neighbors where their kids go or went. Take advantage of Facebook groups to ask what parents like best about their preschools. When you hear about a school multiple times, it’s a good
one to highlight for deeper research and visits. Facebook groups can help gather information, but what works for your neighbor may not work for your family. Frequently, parents neglect thorough research. To find the right school for your family, you must visit the schools and talk to teachers and other parents. Don’t underestimate the importance of quality teachers and their longevity. Inquire about the turnover rate because teachers who stick around are a great sign that it’s a positive environment. A valuable tool for your search is Chesapeake Family’s “Preschool & Kindergarten Directory”. This is the biggest question of all and a deeply personal decision for parents. It’s important to realize that each preschool can be very different. They all have their own vibe, energy, and expectations from families. You can breathe a sigh of relief, though. There are an infinite amount of school options, and you will find a great fit for your child and family. The best advice for success? Research,
Before you get too far into researching, it’s important to think about your priorities. Is it cost? Depending on the support needed, i.e., the number of days and hours per week, preschool can be incredibly expensive. It can be worthwhile talking to an accountant about education tax deductions. With the Child and Dependent Care Credit, qualified parents or guardians can deduct preschool, nursery school, and pre-K costs. Another priority might be proximity. As a mother of three, I’m fortunate our preschool is less than a three-minute drive. It’s been a big stress reliever, not worrying about traffic for drop off or pick up. Getting toddlers ready for the day also takes longer than you think. Proximity is less likely to impact the nap schedules of younger siblings. Lastly, you’ll have more time to get work, errands, or household chores completed. The teaching styles and educational priorities are also essential to consider. Do you want a heavy focus on literacy or a prioritization of socialemotional development? Is outdoor playtime important, music education, or classmate diversity? There’s no wrong answer, and it’s just the beginning of what to look for.

ow do you keep kids motivated to finish out the last months of the school year strong? Packing lunches, doing nightly homework, studying for spelling tests, and scrambling about during the morning rush; the thrill of a new school year has worn off, and kids start to drag their feet a little more on school mornings as they return for the start of the second semester.

Let your child know you have high expectations for them throughout the year, not just the first semester. Work with your child to set goals for success and reward them for meeting their goals. Some kids may need an academic goal, while others need goals such as no tardies for the quarter or turning all assignments in on time. Communicate with your child’s teacher to develop some beneficial goals for your child. Rewards could include a special outing as a family, going out for ice cream, picking out a special toy, or extra screen time.
One thing that can have a huge
impact on your child’s excitement about school is their parents’ interest. When your child returns home from school, ask him about his day, his friends, and the highs and lows of
the day. Listen attentively and ask questions. When it is homework
time, be available to help and answer questions. When parents are excited and interested in the goings on at school, kids will be too.
Encourage your child to get a good
night’s rest, eat a healthy breakfast, and focus on good study habits. An after-school routine to complete homework and chores will help your child fall back into the school schedule after winter break. Set aside time for free time as well. Host a playdate, have a movie night, go to the park if the weather allows, and schedule time for fun and relaxation so kids don’t get too bored with their routine.
Kids involved in school activities tend to be more excited about school. Encourage your child to join clubs
and after-school activities where they
will be around school friends. Parents can also get involved at the school to break up the mid-year blues. When kids see their parents working at
the school, it shows them that you value their time there. Check with your school to see what volunteer opportunities are available.
As parents who are tired of packing lunches and reminding children to put their shoes on for the fifth time
in one morning, it can be hard to stay positive. However, a positive attitude can go a long way for parents and kids. Focus on the excitement of learning, seeing friends, and upcoming events to encourage your child that school is still as fun as it was back in August. Your positive attitude will become contagious, and your child will get excited about school again too.
If the mid-year blues are still getting to your child, don’t hesitate to contact your child’s teacher to discuss a plan to get your child back on track. Soon enough, the days will begin to get longer, the temperatures warmer, and school will be out for summer once again.

Luminis Health Advances Obstetrics Services in Prince George’s County
W
omen’s healthcare comes closer to home for residents in Prince George’s County. The Maryland Health Care Commission voted to approve Luminis Health Doctors Community Medical Center’s (LHDCMC) request to add obstetrics services to its comprehensive women's health program on the Lanham campus. Prince George’s County has the second highest birth rate in the State of Maryland, yet there are very few options for women to deliver their babies in the County. LHDCMC is the only acute care hospital in northern Prince George’s County, serving over a half million residents. “This approval is a momentous occasion for Prince Georgians – and a critical milestone on our journey to create a comprehensive women’s health hub in the County,” said Tori Bayless, CEO of Luminis Health. “This new program serves as a beacon of hope, aiming to shrink health disparities that have disproportionately impacted Black and Brown women here in Maryland and across our country. We are grateful for the support and partnership of our communities and Prince George’s County leadership as we continue on this path.” To accommodate the obstetrics services, LHDCMC will build a new patient care pavilion for state-of-the-art women’s and surgical services. The four-story pavilion, part of a multiphased capital improvement project starting in 2024, will feature a family birth center that includes: • • • •
Private rooms for labor and delivery and post-delivery suites Two dedicated C-Section operating rooms Level II Special Care Nursery Access to family planning, lactation, mental health, and other supports maternal care
The family birth center is scheduled to open in 2028, and once fully operational, 2,000 babies are expected to be delivered each year. By bringing these services under one roof, LHDCMC seeks to provide easier access, improve coordination of care, and strengthen the overall patient experience. “It is unacceptable that 8 out of 10 women have to deliver their baby outside of Prince George’s County because of a lack of obstetrical and other healthcare services,” said Deneen Richmond, president of LHDCMC. “It’s particularly alarming because the maternal mortality rate for Black women in Prince George’s County is 50 percent higher than the national average. As part of Vision 2030, Luminis Health’s 10-year strategic plan, we are committed to eliminating maternal and infant mortality by creating a healthcare environment that benefits all women.” The full campus expansion and renovation, of which the obstetrics services are a key component, will take place over the next six years. The entire project is expected to cost more than $300 million. Luminis Health plans to make a significant investment to fund the project, and is also seeking county, state, federal, and philanthropic support. The expansion will create 100+ full-time positions, including physicians, nurses, technicians, social workers and support staff. “As we approach the 50th anniversary of LHDCMC, our commitment to Prince George’s County is stronger now than when we first opened our doors in 1975. These initiatives are a significant step forward in the journey of fulfilling Luminis Health’s mission of enhancing the health of the people and communities we serve,” said Richmond.

Family-Friendly Ocean City in the Off-Season by Nancy Parode
A
summer trip to Ocean City, Maryland, is a tradition for many Chesapeake Bay area families. My Maryland friends speak fondly about childhood vacations at this historic beach town. On a recent weekend visit to Ocean City, I discovered that you can have as much fun in OC during the off-season as you can during the summer — all it takes is a bit of advance planning and a weather-appropriate wardrobe. You’ll save some money, too. Beaches and Boardwalk
While it might be too chilly for a bathing suit or shorts, Ocean City’s sandy beaches and famous boardwalk still offer plenty of off-season opportunities for family fun. Walk on the beach, build a sandcastle, or ride a bicycle on the boardwalk. If you want to rent a bicycle, Bike World usually opens on pleasant off-season weekends (call ahead). Several Ocean City hotels rent bicycles to guests. Guests of the Ashore Resort & Beach Club can borrow bikes. Ocean City has no bicycle use restrictions during the off-season except during Sunfest (mid-October) and Springfest (early May), so you’re free to

explore as your schedule permits. Remember to sample some of Ocean City’s famous snacks and treats when you get to the boardwalk. Ocean City Life-Saving Station Museum
Ocean City’s beaches attracted vacationers as early as 1869. Volunteer life-saving teams were unable to keep up with water rescues along the coast. In 1878, Congress created the U.S Life-Saving Service, replacing volunteers with life-saving stations staffed by paid employees. The Ocean City LifeSaving Station Museum, housed in the city’s 1878 life-saving station, chronicles the history of life-saving efforts in Ocean City, showcases local marine life, and displays memorabilia from Ocean City’s past. Don’t miss this informative, eclectic museum. Indoor Fun for Active Families
Most Ocean City outdoor attractions shut down during the off-season, but your family can stay active and busy indoors. Old Pro Golf’s two indoor mini golf courses are great places to wait out the rain. The 68th Street course features an Undersea
family fun!
Adventure theme, while the 136th Street location (closed Mondays) takes you to a Safari Village. The Carousel Oceanfront Hotel & Condos’ indoor ice rink is open to the public on most off-season weekends. The Carousel hosts hockey conventions during the winter months; the rink is reserved for hockey teams during conventions. Call the front desk for the ice rink’s updated schedule. Shows and Concerts at the Performing Arts Center

Dolle’s Candyland has been making saltwater taffy and other tasty treats at its original location since 1910. The fourth generation of Dolles continues the candy making tradition Rudolph Dolle Sr. began. Dolles’ Boardwalk, West Ocean City, and Berlin, Maryland, locations are open during the offseason; closing hours vary.
Ocean City Ghost Walks

Chesapeake Ghosts’ storytellers conduct Haunted Ocean City Ghost Walks on off-season Friday and Saturday evenings beginning in March. The tour begins near the Ocean City LifeSaving Station Museum and loops through the city’s historic district. If tales of paranormal events and hauntings intrigue you, this spooky walk is sure to entertain. (Note: This tour includes descriptions of murders and deaths.)
Ocean City hotel rates drop drastically in the off-season. Outdoor pools will be closed, so you’ll need to find a hotel with an indoor pool if your family enjoys swimming. Ocean City has many pet-friendly hotels. Expect to pay a pet fee if you bring Fido along. Ask about parking fees when you book your room. Aloft Ocean City, on the Bayside, has an indoor pool. One dog under 40 pounds stays free in your room, making this hotel popular with dog-lovers. The recently renovated, pet-friendly Ashore Resort & Beach Club is on the ocean just north of 100th Street. Some rooms have “standing” (small) balconies. The oceanfront Tide Room restaurant is spacious and welcoming. The daily resort fee covers parking and use of bicycles. The Residence Inn by Marriott has an indoor pool and allows up to two dogs per room. Rooms in this award-winning Bayfront hotel include kitchenettes or full kitchens and balconies.
OC’s Iconic Snacks
If you’re new to Ocean City, now’s the time to sample some of the boardwalk’s famous snacks. Thrashers French Fries still makes French fries according to founder J. T. Thrasher’s original — and secret — recipe. Stand in line with your fellow off-season travelers and find out why Thrashers customers have been lining up for fried spuds since 1929. Dumser’s Dairyland isn’t as old as Thrashers (Gladys Dumser opened her ice cream stand in 1939), but it’s still a favorite with locals and visitors. Owner Donald Timmons still uses Mrs. Dumser’s original ice cream recipes. The results are downright delicious. Three locations (49th Street, 123rd Street, and West Ocean City) are open during the off-season; Boardwalk locations’ hours vary. Fishers Popcorn’s Boardwalk and West Ocean City locations are open all year long (limited hours on weekdays) in case you need a popcorn fix. Flavors range from kettle popcorn and

ENVIRONMENTAL ACTION FOR STUDENTS Students who are concerned about environmental issues can learn how they can turn their interests into action at the Anne Arundel Youth Environmental Action Summit, Feb 10 from 8:45 a.m. - 3 p.m. at Anne Arundel Community College. The summit is free to High School and College students and will include lunch for all participants. At the summit participants will have the opportunity to tour the Environmental Center, participate in panels to learn about career opportunities, volunteer options, student organizers, and meet with environmental innovators. Hands-on activities will show students how their actions can create meaningful change. Community environmental organizations will be on hand to answer questions and detail their volunteer and employment opportunities. The goal is for students to learn more about the environmental community and to organize projects at their school and in their communities. Pre-registration is requiredbefore Feb. 1, 2024..
