SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

SPRINGFIELD – The Illinois Supreme Court heard arguments Tuesday in a pair of cases that test the authority of local courts to hold criminal suspects behind bars while they await trial.

The cases come almost one year to the day after the court allowed a new law abolishing the use of cash bail in Illinois to take effect.

That law, known as the Pretrial Fairness Act, was part of the broader SAFE-T Act criminal justice reform package that state lawmakers passed in 2021 amid racial unrest that erupted nationwide following the killing of George Floyd at the hands of Minneapolis police the previous summer.

maine’s attorney James DiQuattro said the conditions for Watkins-Romaine’s release were decided at the original bail hearing and the only condition his client failed to meet was the posting of a cash bond, a requirement that had since been abolished. Therefore, he said, the only issue at the second hearing in December should have been the other conditions for his release.

But Assistant Attorney General Jeremy Sawyer argued that the PFA put an entirely new process in place. Once Watkins-Romaine petitioned for release under terms of the new law, he said, prosecutors responded properly by demonstrating continued detention was justified under the standards of the new law.

According to Cook County Jail records, Watkins-Romaine remains in custody awaiting trial.

Under the PFA, most criminal defendants are allowed to remain free pending trial, subject to conditions that courts may impose. But the decision to hold other defendants in jail pending trial is based on factors such as the danger the individual poses to the community and the risk that they will flee justice, rather than their ability to pay a cash bond.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The law was originally supposed to take effect Jan. 1, 2023, but the Supreme Court delayed its implementation while it considered a constitutional challenge filed by state’s attorneys and sheriffs in more than 60 counties.

The second case the court heard Tuesday concerned Christian Mikolaitis, 19, of Elwood, who was arrested in December 2023 and charged with attempted first-degree murder and aggravated battery with a deadly weapon for allegedly stabbing another individual during a drug deal.

Prosecutors filed a petition to hold Mikolaitis pending trial, arguing that he continued to pose a real and present danger to the victim. But they did not make an argument as to why conditions of release could not mitigate the risk he posed.

Mikolaitis’ attorney argued that he should be released on conditions, including electronic monitoring. They also informed the court he had been prescribed antipsychotic medication to treat his depression, anxiety and bipolar disorder.

The lower court ordered Mikolaitis to be held pending trial, finding he posed a threat to the victim and concluding there were no conditions it could attach to his release that would mitigate the threat.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

The first appeal the court heard Tuesday centered on the new law’s early implementation. It involved a Chicago man who was charged with attempted murder and jailed just before the new law took effect, but who later petitioned for release once cash bail officially ended.

Damarco Watkins-Romaine is accused firing more than a dozen shots into a vehicle on a freeway in November 2022, hitting the female driver five times. According to published reports, he was first arrested in January 2023 and was released pending DNA and fingerprint analysis.

That analysis later tied Watkins-Romaine directly to the vehicle from which the shots were fired. He turned himself in to police on Aug. 31 and a judge set his bond at $350,000. He was also ordered to surrender his Firearm Owner’s Identification card, along with any firearms in his possession. The court also ordered that if he did post bond, he would be subject to electronic monitoring.

On appeal, David Holland, of the State Appellate Defender’s Office, argued that under the law, the state carries a burden to prove that pretrial release would be unsafe – that there are no conditions of release available to mitigate the threat posed by the defendant. And if the state is allowed to avoid that responsibility by not even addressing the question in court, he said, the new law would be no different than the old bail law.

“Our legislature did not contemplate a detention hearing where the state can stand mute on the very element of proof that differentiates the old bail statute from the new,” he said.

But Assistant Attorney General Mitchell Ness, arguing for the state, said there was plenty of evidence on the record to satisfy all the elements of the new law’s standards for pretrial detention, and it should not matter whether that evidence came from prosecutors or some other source.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

When we temporarily closed our doors in July, it wasn’t just to get new equipment or rebrand. It was a moment to reflect. Over the past two years, we’ve faced challenges we never expected, and I realized how quickly the world—and downtown communities across the U.S.—are changing. They are leaving small businesses behind.

In 2022, when we first opened in the heart of downtown DC, we hoped people would embrace us as part of their community. We opened when other corporate owned restaurants left, determined to bring something sweet to an otherwise difficult time. But even with amazing baked goods and friendly smiles, there were days when we watched people pass by, choosing new places instead of local businesses like ours.

I remember one week when only 20 customers walked through our doors. Even so, we opened again the next week, and I made sure to pay my employees so they could keep their jobs, despite the challenges we faced. That’s what small

businesses do—we show up, even when it’s hard, because we believe in our communities. And we hold on to the hope that our communities believe in us, too.

I left a wonderful career in white-collar crimes law with the federal government to build this bakery—a true entrepreneur’s dream. But that dream should never become a nightmare. Across the country, small businesses like mine are holding on by a thread, while foot traffic fades and people are drawn to new ventures. Many of us are quietly struggling, even as we provide jobs, pay taxes, and keep local economies alive.

While we were closed, I noticed something else. I watched as restaurants and small businesses, desperate for foot traffic, begged influencers to review them, hoping it would bring people through their doors. It was disheartening. Has it really come to the point where we need an outsider’s approval to remind people that local spots matter? It felt like we were back in high school, waiting for the “cool kids” to tell us what’s worthy of our time and attention.

But why should we need an influencer to validate what’s already great in our own cities and towns? Businesses like mine—small, local, and deeply rooted in their communities—depend on you, not outsiders. We’re not just here to sell cakes. We’re here to be part of the fabric of our neighborhoods.

Many of you will read this and nod your heads, thinking, “She’s right.” But the truth is—I don’t want to be right. I want to be proven wrong. I want to see the commitment to small businesses revived, not just for DC Sweet Potato Cake but for all the little guys across America who took a bet on your desire to have us here.

With DEI programs being rolled back and the memory of George Floyd fading from the forefront, it’s easy to see how quickly disparity can return when we stop paying attention. It’s as if the further we move from those pivotal moments, the easier it becomes to forget the commitments we once made—to stand for equity, to support our communities, and to invest in businesses that reflect those values.

In this game of entrepreneurship, I’ve never leaned on my womanhood or my Blackness to guilt anyone into supporting me. But I won’t shy away from reminding you that businesses like mine—small, Black-owned, and local— matter. So many of us are being quietly pushed out, not just because of rising costs but because people have stopped voting with their dollars.

As we reopen our doors, we’re filled with hope. Hope that you’ll remember the little bakery that chose to stay when so many others left. Hope that you’ll choose to support us, not just because we’re local, but because we’re a part of what makes this city—and this country—special.

The husband-and-wife team fully restored the former flour mill built in the 1860s into a unique destination along the highly traveled Shawnee Hills Wine Trail in Southern Illinois.

Montgomery’s Place, Carterville Award for Rehabilitation

For her fourth major preservation project in her hometown, Carterville native Jennifer Spence imaginatively renovated the long-neglected Montgomery’s Place building to create a welcoming restaurant, event space, bar and coffee shop. Spence transformed what was once an eyesore in the Southern Illinois city’s downtown into a bustling local business and unique community gathering space that celebrates the building’s century-old original features and Carterville’s history.

Historic Lawson House, Chicago Award for Rehabilitation & Richard H. Driehaus Legacy Award

Holsten Real Estate Development Corporation and Holsten Human Capital Development, NFP, led a massive rehabilitation of the former Lawson House, a 24-story Art-Deco skyscraper in downtown Chicago originally built as a single-room occupancy facility for the YMCA. Today, the Lawson House provides more than 400 apartment units and social services for low-income residents, many of whom have previously experienced homelessness.

Ramova Theatre, Chicago Award for Adaptive Use

After sitting empty for nearly 40 years, the Ramova Theatre in Chicago’s Bridgeport neighborhood has reopened following an extensive rehabilitation led by husband-and-wife team Tyler and Emily Nevius. The historic former movie theater, built in 1929, has been adaptively reused as a concert hall, craft brewery, taproom and grill to host live performances as well as educational programs for the community.

The City of Woodstock completed an extensive rehabilitation of the historic Old McHenry County Courthouse and Sheriff’s House, returning the deteriorating local landmark to a lively downtown attraction. Old Courthouse Center is now a multi-use, fully accessible development that includes a restaurant, retail spaces and events venue. Once again, it serves as a hub of economic activity in the heart of the Woodstock Square National Historic District.

The 2024 Landmarks Illinois Richard H. Driehaus Foundation Preservation Awards Ceremony will take place from 6 to 9 p.m. on Friday, October 18, 2024, at Apollo’s 2000, 2875 W. Cermak Road in Chicago. The event will feature a sit-down awards ceremony and cocktail reception.

Governor Pritzker Awards $15 Million in Funding for the Job Training and Economic Development Program

CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced $15 million in funding for 33 organizations across Illinois for the Job Training and Economic Development Program (JTED). JTED provides workforce training and wrap-around services to help bolster equitable workforce recovery for Illinoisans struggling to gain meaningful employment. As part of Illinois’ workforce recovery efforts, JTED grants focus on helping increase employment among workers and industries hardest hit by COVID-19.

“As we continue to bounce back from the pandemic, my administration remains committed to an equitable workforce recovery that uplifts every worker and industry,” said Governor JB Pritzker. “With an additional $15 million in funding for the Job Training and Economic Development Program, we’re providing even more Illinoisans with the skills and support they need to succeed. This second round of funding will address the economic impacts experienced by employers and individuals who are underemployed, unemployed, or underrepresented, who have one or more barriers to employment which are identified as risk factors. Priority populations include immigrants and refugees, justice-involved individuals, and rural residents.

JTED funding will continue to focus on hard hit sectors which have seen a labor shortage since the onset of the pandemic – such as manufacturing, agriculture, information technology, transportation distribution and logistics, architecture and construction, health care, and hospitality and tourism.

The State’s JTED model boosts access to education, training and support services needed for vulnerable residents to successfully re-enter the labor force. Additionally, JTED offers flexible funding through Barrier Reduction services for individuals that have emergency costs for basic needs.

Through the first round of the JTED program, the State of Illinois invested $20 million in 44 community-based organizations that are currently serving 2,466 unemployed, underemployed, or underrepresented Illinoisans, with a special training focus on industries hardest-hit by the pandemic.

BLOOD DONATIONS critical as new sickle cell treatments bring hope

Individuals awaiting gene therapy often need ongoing blood transfusions for several months to help maintain stable hemoglobin levels and bone marrow health. While gene therapy offers hope for the future, accessibility remains limited due to a number of factors including age restrictions, patient health history and cost. Currently, bone marrow (mostly offered in pediatric settings) and stem cell transplants are the only known cures for sickle cell disease. Blood Donor Eligibility

A blood donor card or driver’s license or two other forms of identification are required at check-in.
