W

hile staggering unemployment rates continue to spell doom for African American males who are either unemployed or underemployed, there may be hope at the end of the rainbow through entrepreneurship and community support. The U.S. Census American Community Survey reports that the unemployment rate for Black males in Chicago triples the national average at 21 percent as more Black males in the city are unemployed and looking for work.

Jamica Quillin, the diversity & inclusion manager of strategic partnerships for the Federal Reserve Bank of Chicago and the program manager for Financial Services Pipeline (FSP) said, “the huge lack of diversity that exists within the Chicagoland financial services industry will have a negative effect on future competiveness and equity in the Chicago region.” FSP conducted a 200-page study which reported that jobs for Black males may decline in the financial services industry within five years if additional hiring methods aren’t developed to prevent it. As Black males find themselves in job search mode, FSP serves as a

pipeline to increase job opportunities for youth. FSP recently held a 2017 Intern Career Conference on July 13, which brought in more than 100 Black male interns at the Federal Reserve Bank of Chicago located on 230 S. LaSalle Street. The conference targeted interns who are in the early stages of their careers and who may be seeking long-term opportunities in the financial services industry. FSP is also developing a Preparation and Community Presence

EDUCATION CHICAGO CONFERENCE TO INVOLVE ADULTS IN PREVENTING BULLYING IN SCHOOLS A new initiative by a Chicago group seeks to involve adults in combating bullying in schools, in order to curb violence among youths. The initiative will be discussed at the 2017 Chicago Bullying Conference at the National Louis University on October 13th from 9 a.m. - 4 p.m. Hosted by the Bullying Prevention and Awareness 365 and the university, the conference is expected to attract approximately 250 renowned educators, paraprofessionals, authors, parents and anti-bullying activists from various parts of the country. The theme of the Chicago Conference is “The Collective Roles of Adults in Bullying Prevention and Students’ Well-Being.” Chicago educator and author Dorothy J. Thompson, who is coordinating the conference, said it will “create awareness on how to identify, address and intervene in bullying situations to promote student safety.”

HEALTH FDA Sets Inaugural Meeting of First-Ever Patient Engagement Advisory Committee For the first time, an FDA advisory committee will focus on patient-related issues. On Oct. 11-12, 2017, FDA will hold the inaugural meeting of the new Patient Engagement Advisory Committee (PEAC). The topic will be the challenges of clinical trial design, conduct, and reporting identified by patients. FDA chose this subject because patients often have concerns about participating in clinical trials or drop out once they have enrolled in a trial. Inconsistent or minimal participation in clinical trials can make it difficult to reach reliable conclusions or to determine the level of benefit for patients. It also can take longer to bring technological advances to the patients who need them.

A large part of the problem, she added, is that the financial sector is a very broad industry and many candidates don’t know what’s available to them. “You may not think about getting into IT, human resources, wealth management, financial investments or even accounting,” she said. “But we are developing a domain that focuses on recruitment and hiring to increase professional hiring for African Americans and increase early exposure through internships,” she continued. FSP Initiative members include: Ariel Investments, Bank of America, Illinois State Treasurer’s Office and others. Quillin said FSP also plans to partner with different educational programs that can offer pathways to a career in the financial services industry. While FSP is opening doors for Black males and other youth in the financial services industry, Congressman Danny Davis and other community leaders are setting their sights on addressing a host of issues that affect African American men and boys. Davis, along with the other leaders will host, “The State of the African American Male” conference in September. The conference will serve as an opportunity to address urgent issues related to the Black male population. Many people are expressing grave concern regarding issues, problems, status and behavior of many African-American men

and boys, Davis said in a statement. He added he’s working in collaboration with Annetta Wilson, and Sankofa Safe Child Initiative, Habilitative Systems Inc., The Westside Black elected officials, Fathers and Families who Care, Westside Ministers Coalition, Chicago Area Boy Scouts of America, Chicago City Colleges, Iheartmedia, WVON Radio and a large number of other social service agencies, programs and the University of Illinois at Chicago to address some of these issues. Davis said the group plans to hold the conference at the University of Illinois at Chicago on September 8-9. While community leaders are searching for solutions, 21 year-old entrepreneur Kahil Moore said young Black men should also look towards owning their own businesses as an option. “Entrepreneurship is an extremely viable option for Black men in Chicago,” Moore said. “It teaches you valuable lessons that can be applied to everyday situations. “I believe a person’s strongest qualities emerge when they’re backs are pushed against the wall. LAW & POLITICS Illinois Legislative Black Caucus Foundation Launches Internship Program The Illinois Legislative Black Caucus Foundation recently announced the start of its interns, Keith Davies and Jada Rice in addition to its summer fellow, Cartecia Lawrence. “This is our first summer having interns in the history of our organization, and we couldn’t have had better candidates. Keith and Jada both are hard workers and have a history of achievement,” said Larry Luster, Executive Director of the Illinois Legislative Black Caucus Foundation. “As our organization continues to move forward, we want to extend educational opportunities to train our future leaders.” The ILBCF summer internship goals are to ensure each intern gains an understanding of issues that are affecting the black community and learns how to address those concerns through advocacy. Interns are responsible for creating, developing and hosting a series of outreach events with aim of giving them the skills to take these skills with them during their professional journey. The ILBCF is also proud to introduce its summer fellow, Cartecia Lawrence, a graduate of the University of Wisconsin-Madison where she double majored in Legal Studies and Afro-American Studies. “Developing the fellowship program has been one of my goals for some time,” comments Senator Kimberly Lightford, chairman of the Illinois Legislative Black Caucus, “I am proud that this vision has come into fruition. Foster endorsement marked Cheney as the only Democratic candidate to be endorsed by a member of the Illinois Congressional Delegation Carole Cheney, a leading Democratic candidate for the Illinois 6th Congressional District, announced on July 24, 2017, that she has received the endorsement of Congressman Bill Foster (IL-11). The Illinois Department of Human Services (IDHS), along with several other state agencies and councils, hosted a celebratory event to honor the 27th anniversary of the 1990 Americans with Disabilities Act (ADA) at the James R. Thompson Center. The interactive and informative event included an art exhibit, entertainment by performers with disabilities, ADA informational workshops, and exhibits from federal, state, and local organizations. “At IDHS we are committed to a simple motto that many know well, ‘treating people the way we wish to be treated.’ On July 20th we commemorate and celebrate a living doctrine that does just that,” said IDHS Secretary James Dimas. “The Americans with Disabilities Act has been empowering individuals with disabilities to be treated the way we all wish to be treated by enabling them to reach their employment, education, and independent living goals for 27 years. Please join me in celebrating this landmark legislation.” The ADA celebration included presentations from IDHS Division of Rehabilitation Services Director Quinetta Wade and Illinois Tollway Authority Director Greg Bedalov. ADA informational workshops informed job seekers and employers about the benefits of the ADA, and entertainers with disabilities performed for those in attendance. The entire event was free, accessible and opened to the public. To further encourage all Illinoisans to reaffirm the principles of equality and inclusion, Governor Bruce Rauner proclaimed July 20, 2017 the Americans with Disabilities Act Day.

BARBARA BOUTTE DIES AT 86

B

arbara Gonzaque Boutte, who was renowned for her involvement in a host of social service and civil rights organizations died at her home in Markham, Illinois on July 17. She was 86. Boutte succumbed after a long battle with Multiple Myeloma, a form of blood cancer. She was the widow of the late Alvin J. Boutte, CEO of Indecorp and President of Independence Bank of Chicago. Barbara Boutte, affectionately known as “BeBe” was born Barbara Theresa Gonzaque on August 5, 1930 in Alexandria, Louisiana. Her parents instilled in her a love of music, dancing and the arts as she grew up surrounded with music, musicians and dance. Even before attending school, she exhibited a rare musical talent on the piano and artistry that made her a lifelong music lover. She began performing in music and dance recitals at an early age. This prepared her for her lifelong commitment to Music Ministry. She attended elementary school in New Orleans and in Alexandria and high school in Opelousas. She matriculated to Xavier University in New Orleans where she earned a degree in Music Education. While at Xavier she sang in Barbara Gonzaque various operas and performed nationally in the University Choir. In her freshman year at Xavier, While she helped her husband in the business, she Barbara Boutte met fellow student Alvin Boutte, remained devoted to her passion, music. Barbara a Pharmacy-major, who was also a basketball Boutte pursued her artistic and musical passion by player and an aspiring entrepreneur. They dated providing piano accompaniment to several wellthroughout their college years and married in their known vocal talents and teaching music and art. She senior year. Like many young men at the time, he eventually became a Chicago Public Schools teacher enlisted in the Army after graduation where he was in her late 40’s. As her husband pivoted from his one of the first African Americans to be selected for business as a pharmacist and made his historic Officer’s Training School at Fort Polk, LA. Man March. Alvin Boutte´ often hosted meetings at his home with civil rights leaders where Barbara Boutté was a hostess. One of Barbara Boutte’s final public outings was the dedication of the Rev. Dr. Martin Luther King Jr. Living Memorial, located in Marquette Park at 3201 West Marquette Road. After moving to Chatham, the family joined the Parish of St. Dorothy under the leadership of Father George Clements. Later the family moved and joined St. Clotilde which remained her home parish until her death. She served in a leadership capacity on their School Board, their Leadership Committee, the Women’s Club, chairing several church fundraisers while singing in the choir, playing both the organ and piano for Mass and other church functions. For years, she served on the National Committee for the Sainthood of now St. Katherine Drexel, the matriarch of Xavier University of Louisiana. Barbara Boutte’ participated in community-based, faith-based and national organizations which reflected her compassion for others, as well as her love of music and the arts. For over 40 years, she held leadership roles in the Pharmacist’s Auxiliary, Chicago State TaGGers, March of Dimes, Good Samaritans, Women’s Auxiliary of Provident Hospital, Kennedy King Choir, Proscenium Players, Women’s Division of UNCF, Association of University Women, Bravo Chapter of Lyric Opera, Xavier University of Louisiana Alumni Association, Holy Ghost Alumni Association, and the Chicago Musicians Association and was a tireless fundraiser. She was instrumental in raising funds to build the New Provident Hospital, the 63rd Street YMCA and worked tirelessly year-round to ensure the Annual Ebony Fashion Show’s UNCF fundraising efforts would be successful. Barbara Boutte remained an ardent supporter of her alma mater throughout her life and as a show of support, the Bouttés donated large sums toward the growth of the University’s Pharmacy Program. In lieu of flowers, the family requests that donations be made to the Cancer Support Center in Barbara Boutté’s name.

Nordstrom Celebrates A One-Of-A-Kind Anniversary Sale SEATTLE- Leading fashion specialty retailer Nordstrom, Inc. has announced the launch of its 2017 Anniversary Sale marketing campaign, which debuted recently in the U.S. and Canada. The company partnered with six artists, designers and stylemakers as brand ambassadors for the sale, which is taking place now through August 6. John Templeton, founder of the now 14-year-old National Black Business Month in August, sees the work of Black Wealth 2020 as a continuum of Dr. King’s vision. Templeton contends the prophecy spoken by King the night before his death must still come to fruition. “King said he wasn’t going to get to the promise land with us. But we as a people will get to the promise land. And people have forgotten that,” Templeton says. Over the past 49 years since the assassination of Dr. King, other Black economic strategies have popped up and fizzled out. For this movement, Black Wealth 2020 members say the strategy for sustainability is built in, including the following elements:

community,” says USBC President Ron Busby. “It’s not about one organization or about one individual leading the conversation, but once the mission was set and the three goals were established we can now go back to our collective constituencies and say this is what’s important.” Youth involvement: National Bankers President Grant says the participation of youth is key. Black Wealth 2020 has begun incorporating and mentoring youth economic leaders in their monthly meetings. “In my study of history, going back to ancient times, I can’t think of any major movement that was a societal changing movement that wasn’t driven by the energy of youth,” Grant says. Shared Leadership: “In the past, movements have been tied to one individual. And as soon as there is some issue, and perhaps maybe death, often times what happens on the demise of that individual is the organization goes through a down spin and it in many instances ends up being discarded,” says Dr.

Unique structure: The umbrella structure of Black Wealth 2020 also lends to unity, accountability and sustainability. “This is not just one organization, but this is a series of organizations that have come under one banner and will be about empowering Black people,” Weaver says. The urgent need for economic growth: “It’s a fact that more than half of all African- Americans in our country rent. It’s a fact that a homeowner’s net worth is 36

times that of a renter. And it’s a fact that the median income for an African-American household is $35,000 compared to the national average of $53,000,” says Marcia Griffin of HomeFree USA. “This is an unacceptable situation for our people, and Black Wealth 2020 initiatives are critical in reversing these statistics and rebuilding wealth in the Black community.” Clear and positive vision: “This is not an anti-White movement, this is not a reactionary movement. This is a very positive affirmation Despite the name, representatives of the Black Wealth 2020 movement say they have vision well beyond only three years from now. “One of our founders thought we should call ourselves Black Wealth 2020 and Beyond. While we were definitely in favor of that concept, we felt the name was a little cumbersome,” Jim Winston chuckles. “So our goal, of course, is to continue beyond 2020. Building wealth in the African-American community is not an item that has a time line on it or a deadline on it...We just wanted to give ourselves a target where we can see some substantial improvements in that time frame.”

GENERAL ASSIGNMENT REPORTER The Chicago Citizen Newspaper Group Inc. is seeking a part-time General Assignment Reporter to gather and write about news in and around the Chicagoland area. The Citizen is the largest chain of black-owned newspapers in the Midwest. It is comprised of five weekly publications. For 51 years, the Citizen has been an integral part of the community and covers neighborhoods such Chatham, South Shore, Englewood, Hyde Park, areas in the South Suburbs as well as many other neighborhoods. The ideal candidate will have the ability to gather, write and report on news in communities encompassing the Citizen’s coverage areas. The ability to research and write thought provoking stories, conduct interviews, find sources to discuss topics that affect readers in a clear, concise and accurate manner is an essential function of the position. The ideal candidate should possess the ability to identify excellent photo opportunities as well as take photos that accompany stories the General Assignment Reporter submits. Completing weekly assignments as well as assisting with the completion of one in-house column efficiently, with accuracy and on tight deadlines is a must. Applicants should be proficient in using Microsoft Office, Email, Smart phones as well as writing captions and catchy headlines for articles. A Bachelor of Science/Bachelor of Arts Degree in Communications, a Bachelor of Arts Degree in Journalism, or a related degree and at least six months work experience in writing for a print publication serving as a general assignment reporter is preferred.
