After health difficulties forced her to retire early, 61-year-old Mary Sproulls has struggled to support herself and her developmentally disabled adult son on her small monthly disability check. This winter, her cupboards were nearly empty when she noticed a phone number in the monthly newsletter circulated by her health insurance provider, Harmony Health Plan, which serves Medicaid and Medicare recipients in Illinois. The phone number offered help with utilities, housing and food. She called the phone number and was surprised that, within a few minutes, the operator had located a food pantry close to where Sproulls lives in the South Shore neighborhood of Chicago. The next morning, Sproulls received three days worth of food and a list of other resources. “Thank God for that. I called that number and it worked,” said Sproulls, who has continued to rely on local food pantries since that phone call. “It changed my life tremendously.” Sproulls had called the Community Assistance Line (CAL), which has been staffed and operated by Harmony Health Plan since 2015, and which connects both members

he National Urban League played a pivotal role in the 20th-Century Freedom Movement and grew out of the spontaneous grassroots movement for freedom and opportunity that came to be called the Black Migrations, according to iamempowered. com. In a time where black homeownership is “endangered,” according to the National Association of Real Estate Brokers (NAREB), the National Urban League is still helping blacks build generational wealth through homeownership. Cy Richardson, who is the National Urban League Senior Vice President for Economics and Housing Programs, said the National Urban League has been a long-time provider of home-ownership preparation, home-ownership education and housecounseling service for over 20 years. “We are permanently committed to opening up first time home ownership for communities of color,” Richardson said. “It is predominantly the way to build into generational wealth in American society.” Richardson explained that there has been some retrenchment and fall back for African Americans in home ownership. So, he said the National Urban League decided to double down on their commitment for social compact around the ability to own a home sustainably and responsibly, which results in the wealth of generational assets. “Our acknowledgement of homeownership is a key accelerator and narrows the nation’s wealth gap, which is something we have to be more intentional in talking about,” Richardson said.

EDUCATION The Thurgood Marshall Center Trust (TMCT) is celebrating the 63rd anniversary of passage of the historic Brown vs Board of Education case that ended centuries of ‘separate but equal’ education in the United States. The Center is hosting a fundraising Gala on Wednesday, May 17 to observe the seminal event and also announce the TMCT Call to Action: “Equal Education for All Based on the Brown Decision.” The event, to be held at the Thurgood Marshall Center for Service and Heritage, 1816 12th Street, NW, Washington, DC 20009, comes against the backdrop of a significant and troubling retrenchment of access to education for African America, Latino and other children. According to The Leadership Conference on Civil and Human Rights, beginning in the 1980s, courts turned against desegregation plans - denying new petitions to desegregate schools, ending previous court imposed plans and even striking down voluntary plans created by local school districts.

HEALTH Trotter Bill expands HIV testing for at-risk mothers SPRINGFIELD – Legislation intended to offer additional HIV testing for at risk pregnant woman in their third trimester passed an important Senate committee recently. House Bill 2800 equips pregnant women with the another opportunity to know their HIV status during the prenatal stage to make informed decisions that will benefit them and in return reduce the risk of spreading the disease. The measure adds on to the Perinatal HIV Prevention Act by furthering efforts to provide vital information to pregnant at risk women. “This is a significant piece of legislation that passed out of the Public Health Committee. It is vital that we increase HIV testing for at-risk pregnant woman in their third trimester as opposed to only testing in the first trimester to prevent the spread of disease. Too often we see the need to do more good in improvised communities as far as HIV testing is concerned and we ignore it, but no more. By offering additional prenatal testing, we decrease the chance of transmission to the infant,” said State Senator Donne Trotter (D-Chicago).

LAW AND POLITICS Steans Sponsors House Bill 40

SPRINGFIELD – Recent rollbacks to women’s rights led State Senator Heather Steans (D-Chicago) to sponsor House Bill 40 to ensure that Illinois will remain a state where women can safely and legally exercise their right to choose. House Bill 40 removes the “trigger” provision from a 1975 Illinois law that would reinstate previous state policy banning abortion in the event that Roe v. Wade is overturned by the U.S. Supreme Court. Additionally the legislation will allow abortion coverage for individuals on Medicaid or covered by State Employee Health Insurance plans. “I hope that Gov. Rauner will stick to his word and sign HB 40,” Steans said.

Our View: Oberweis’ bill imperils public’s right to know

Legislation to allow the dissemination of public notices only on the internet in Illinois is a radical departure from the proven public notice system that all other states use. As a result, the public’s right to know would suffer. The bill should be defeated. Dissemination of information to citizens through publication of public notices protects the public’s right to know. Through public notices, units of government inform the public about what they are doing or proposing which, in turn, helps the pubic effectively engage in the democratic process. The cost for public notices is minimal to each unit of government, usually less than a 10th of a percent of the budget. Legislation that took effect five years ago goes further. The Illinois Legislature unanimously approved a bill requiring newspapers to post all public notices they print on a public, free-access centralized website at no additional cost to government. That website is PublicNoticeIllinois.com. The system works well. Newspapers disseminate public notices and then certify that governments have complied with public notice laws. The public is served efficiently, in print and online. However, some people want to change it. Senate Bill 2032 would allow units of government to bypass publishing notices in local newspapers and, instead, post public notices on their own websites or on a state-run website. State Sen. Jim Oberweis, R-Sugar Grove, introduced the bill in February; a Senate committee is reviewing it. Lt. Gov. Evelyn Sanguinetti is a strong supporter; a task force she headed issued a report in December 2015 that favors the concept of “modernizing public notices.” Frankly, we are appalled by their cavalier attitude toward public notices and government transparency. As a respected, independent third party, newspapers reliably transmit this information in print and online. Newspapers for centuries have played a key role in the legal process of public notices by publishing, certifying and archiving them. It’s a long proven process.

By contrast, government is unreliable.

The Citizens Advocacy Center reviewed Illinois local governments’ track record for posting notices online in three basic areas – public meeting notices, public meeting agendas and approved minutes from public meetings – as required by law through the Open Meetings Act. Of more than 750 websites surveyed, only 73 percent of governments complied with posting meeting notices, 57 percent complied with posting an agenda and a mere 48 percent complied with posting approved meeting minutes. That’s unacceptable. What can the public expect if local governments bypass newspapers and post public notices online? The same dismal record of noncompliance and lawbreaking. That would be a terrible blow to transparency. We are unconvinced that public notices, if placed only on government-controlled websites, would have anything close to the same readership they have now. Senate Bill 2032 is a radical departure from the proven public notice system that all other states use. Government would inevitably become less transparent, especially for people who aren’t online. And the public’s right to know, rather than being protected, would be diminished. Politicians like Oberweis and Sanguinetti ought to know better. They should realize that public notices in Illinois were “modernized” more than five years ago through legislation establishing the centralized website, which is PNI. The bill should be defeated. Five Key questions when choosing a broker to sell your home CHICAGO, May 4, 2017 – When it’s time to sell their home, most Americans have their eye on the bottom line. RE/MAX brokers say sellers want to know, first and foremost, how much their home is worth, what commission the broker will charge and how much they might have to spend to get the home ready to sell. “Those are vital questions, but they aren’t the only ones,” said Jack Kreider, executive vice president and regional director of RE/MAX Northern Illinois. Choosing a broker can be confusing because most of us sell a home only every 10 to 15 years, and the real estate business has seen dramatic changes over the last decade thanks to the internet. According to Kreider, the secret to success lays in choosing a broker whose approach to selling homes meshes with a seller’s goals and preferences, and the way to make that happen is to ask the right questions. Based on interviews with RE/MAX brokers, here are five questions that sellers should definitely ask when selecting a selling broker. 1. What is an appropriate listing price? Whatever the ultimate sales price, the listing price is a vital important starting point, noted Mary Reuter Kenney of RE/MAX Excels in Geneva, Ill. “Some sellers and some brokers may be tempted to start with an elevated list price hoping to find an eager buyer, but if the list price is too high, it can keep buyers away. The longer a home sits on the market, the lower its eventual selling price is likely to be, so a realistic list price is essential. Sellers should ask a broker to present a list price recommendation based on the recent sales prices of comparable homes in the area, while also keeping the impact of current competition in mind.” 2. What are the expenses, besides commission, that sellers will face? “Many sellers aren’t aware that there are selling expenses beyond the broker’s commission,” said Kyra

Pych of RE/MAX in the Village, Realtors, Oak Park, Ill. “Those fees will vary depending on local custom, so even with experienced sellers, I go through all that with them: costs for title search, for the lot survey, for attorney fees, transfer taxes and other things. In some cases, those fees can determine whether or not a seller must bring money to the closing table, so they need the full picture,” she said. 3. How will you market my home, especially online? Because more than 90 percent of buyers use the internet as part of their home search, effective online marketing is vital these days. “Sellers need to understand how a prospective broker approaches internet marketing,” said Karen Danenberg of RE/MAX Suburban in Buffalo Grove,

Sellers should understand from the beginning what information they will be getting and how frequently and just what is expected of them.” 5. What is the broker’s approach to preparing a home for sale? Some brokers focus on maximizing value. That can mean a fair amount of pre-listing preparation for the seller but also a higher sales price. Other brokers are more willing to price a home to reflect its current condition if the buyer lacks the time or the resources to make cosmetic improvements. Jennie McLaughlin of RE/MAX Hub City in Rochelle, Ill., said she is among those who emphasize making the homes she lists more salable, both in terms of exterior curb appeal and interior appearance. “Curb appeal is extremely important because it defines the first impression that buyers have of the property. Inside the home, it isn’t always necessary to invest a lot of money, but getting the home clean and decluttered can pay huge dividends, not only in a better sales price but also in a faster sale,” she said.

Iona Calhoun School of Ballet Partners with Iconic South Side Church

Chicago - Christ Universal Temple recently opened the Christ Universal Temple School of Performing Arts for 6- to 12-year-old aspiring dancers. The 12-week session will focus on the fine art of ballet and will be taught by instructors from the Iona Calhoun School of Ballet. Classes will be held every Wednesday from 6 p.m. to 8 p.m. through July 26 at The Temple, located on 11901 South Ashland on Chicago’s South Side. The Temple School of Performing Arts is the brainchild of Dr. Hareder McDowell, the director of The Temple’s youth’s ministry, and music director Martin Woods. McDowell says the school will offer families a timely opportunity to engage with professional artists directly in the South Side church. “With so many of our schools losing their arts programs, it’s so important to offer children valuable artistic and cultural learning experiences that they will be able to carry with them into adulthood, ” states McDowell. Senior Minister The Rev. Dr. Derrick B. Wells underscores the need to capture the attention of his younger church members now by providing opportunities and activities that will encourage them to visit the church more often than just on Sundays.

“We are happy to see so many young people accompany their parents on Sundays, and we welcome the opportunity to be an important part of their lives as individuals. We offer many worthwhile services designed specifically to expand and improve upon our children’s outlook on the future. The Temple School of Performing Arts is our newest and most ambitious to date.” The summer dance program with the Iona Calhoun School of Ballet will serve as the inaugural session for the performing arts school. L

eadership is often defined as influence, and everyone has influence. One of the responsibilities of effective leaders is the ability to see into the distant future with clarity and vision. Effective leaders develop this essential ability and eventually master the skills necessary to envision a preferred future and lead into an enlarged territory. Repeatedly in scripture, we see the vision that God gave just out of reach of the person or people to whom the vision was given. Often times, life seems to imitate this same motif where the vision that God gives us seems to be just out of our reach. That it is just beyond our reach can become a source of discouragement and disappointment for some. However, it should be reassuring for you and I to know that just because the vision is out of reach, it does not mean that it is not for us. As Joshua was preparing to lead into the Promised Land, a word of reassurance was delivered to him. The word was reassurance that just as God had been with Moses, God would also be with him. Joshua was reminded that he should be strong and courageous and that he should not be afraid or dismayed. It can be hard to believe in the possibility of the promise because we have difficulty seeing the possibilities that God put in us. We convince ourselves that God has made a mistake in calling us up to bat. Leadership and vision go hand-in-hand. When we have leadership without vision, we get lost without a place to go. When we have vision without leadership, we get people excited about a place we cannot take them. It is in the place of our greatest uncertainty that God will speak and helps us to see the potential to our greatest improvement.

Families face loss of loved ones everyday, but sometimes the extended tragedy happens after the person dies. According to a 2014 New York Life survey, 77 percent of women reported feeling secure about their finances before the death of their spouse, but they were faced with a very different picture afterwards. The 2014 New York Life survey reported that “68 percent of women experienced significant life changes after the death of their spouse with financial concerns at the top of the list, and 59 percent of women said they didn’t have enough life insurance in place to feel financially secure.” Henry Benjamin, who has served as an Allstate Insurance Agent for 31 years, said what most people do not

understand is that when the death of the male spouse takes place, women not only lose their best friend, but they also lose half of the income. “When you look at the hardship that women face after the spouse is deceased, it’s unbelievable,” Benjamin said. “When you look at it in terms of the numbers, the woman has to find another husband, reduce her lifestyle, move from the neighborhood that she loves or the worse, which is move back with her kids.” That is what happens when a person doesn’t buy life insurance,” he said. Benjamin added no one knows who is going to die first between the male and the female or the wife and the husband, but statistics show women live longer than men. “You should want to protect your family by buying life insurance so when you’re no longer there, your

family is protected,” Benjamin added. He continued to say if a family is blessed enough to buy a home, but is forced to give it back to the bank after their significant other passes away, then they are missing the boat. “We want to be in the position to buy the house, but at the same time, plan so in the event of the unforeseen, the family can stay in the school environment and the particular neighborhood just by buying life insurance,” Benjamin said. “This is something the African American communities just haven’t gravitated to.” He said there are various reasons

why African Americans continue to lack quality life insurance, but the main reason is their lack of education. “Number one is a lack of education,” Benjamin said. “They also don’t have the economical means and we haven’t been taught from a family perspective. Our parents should turn around and help us [during] the planning stage. So, I think from the home environment... if we turned around at the dinner table and begin to discuss these things, then when you get to home ownership you’re going to make sure during an unforeseen incident, your wife and children will still be able to maintain that same standard of living.”

DuSable High School’s 82nd anniversary celebration will salute DuSable’s Men of Distinction

The DuSable High School Alumni Coalition for Action invites all classes, past and present, as well as the general public to this scholarship fundraiser which will benefit the DuSable campus’ small high schools. DuSable High School’s 82nd anniversary celebration will honor some of the men of distinction the school has produced since opening in 1935. Honoree Timuel Black, whose expertise is often called upon by the Chicago news media regarding historical matters, was a member of the school’s first graduation class in 1937. Black also taught at DuSable for a period of time. Some of the other honorees are Judge William Cousins, politician Howard Brookins, community activist Kublai Toure, educator Reuben Crawford, banking specialist Lawrence Allen, recording artist Marshall Thompson and jazz guitarist George Freeman. The DuSable Alumni Coalition for Action’s last gala featured “Powerful Women.” Other galas have featured themes such as “DuSable’s Landmark Status,” which the DuSable High School Alumni Coalition for Action fought hard to win before it became official in 2013. (StatePoint) Since the credit card made its debut as an alternative to cash over 50 years ago, more Americans are using debit or credit cards as a primary payment method than ever before. In addition to the convenience and simplicity of using a card, another reason they have become increasingly popular is because they offer certain protections for consumers. Under the Fair Credit Billing Act, your maximum liability for fraudulent credit card transactions is $50 and many credit cards promise zero liability for all fraudulent transactions. While similar protections apply to fraudulent debit card transactions under the Electronic Funds Transfer Act, it’s important to remember that a stolen debit card, however, impacts your bank account balance as soon as the fraudulent transaction occurs. This can lead to other problems, like overdrafts and bounced checks. For all these reasons, consumers should pay careful attention to their statements to ensure all the transactions taking place are legitimate, advise experts. To understand how you are protected, it’s a good idea to check with your bank to understand their policy on customer liability and to inquire if they offer solutions you can use to protect your card if it’s lost or stolen. While some card issuers have evolved cards to offer security chips, as well as have created phone apps to protect

against unauthorized charges and monitor purchase activity in real time, some banks are taking extra steps to make debit card usage more secure by putting even more technology in the hands of their customers.

For example, Ally Bank’s Card Controls app -- available at no cost to both checking and money market customers with active debit cards and Android or Apple phones -was designed to give customers more control at their fingertips. Chicago State University Hires New Interim President By Christopher Shuttlesworth

Rachel W. Lindsey was announced as Chicago State University’s (CSU) new Interim President on May 9, 2017 at Chicago State University, located on 9501 S. King Drive. Lindsey, who is under a 10-month contract, discussed her vision and goals for the future of the university, addressed the rumors of CSU possibly merging with another university and also introduced Paul Vallas as the newly appointed Chief Administrative Officer. “I left retirement to take the responsibility of preparing CSU for the permanent President,” Lindsey said. “I should point out that I never had a day of regret about retiring but it is my deep and abiding passion for CSU’s potential, students, faculty and staff that caused me to come out of retirement.” Lindsey said everyone knows that Chicago State University has had challenges with enrollment, and right now Vallas and her are both working to put systems in place to improve the enrollment. She also acknowledged CSU’s financial troubles, stating that the school is focused on reviewing its financial processes and making any changes that may be necessary.

“First we have to make sure people understand that we are not closed,” Lindsey said. “I had someone say to me recently ‘oh, I thought the university was closed.’ So, the first thing we have to do is make sure to let the people know that we are not closed. We need to do a better job of communicating to people about the kinds of successes in terms of opportunities that Chicago State can provide.” She continued to say that CSU needs to work on its public image and do a better job of making sure that people understand the breath of the programs that are offered to the students. Lindsey also addressed the rumors of Chicago State University possibly merging with another university and said that the Chancellor of the University of Illinois in Chicago told her that the school has absolutely no intention of taking over Chicago State University, adding people have to believe in CSU. “We have to believe, the community has to believe,” Lindsey said. “There are so many examples of how individuals ended up doing things that no one thought they would be able to do. It’s simply because they believed and we need to demonstrate our selfconfidence.”

Your help is needed in locating photos of Illinois veterans By Illinois Press Association When the Vietnam Veterans Memorial in Washington, D.C. was finished in 1983, the wall listed approximately 58,000 servicemen and women who had either died in action or went missing in action during the Vietnam War. Because of a fire at a government storage facility in 1973, the U.S. military lost millions of personnel records, including many of those who were listed on the wall. Although the military and other organizations made efforts to recover lost data, 24,000 veterans listed on the wall had no photo in their military records in 2013. Thanks to a coordinated effort among Illinois newspapers, nearly 100 photos of Illinois veterans have been located and submitted to the Wall of Faces (available at: http://www.vvmf.org/wall-offaces/); however, as of May 1, 2017, Illinois still has 528 servicemembers who do not have a photo in the Vietnam Veterans Memorial Fund's database. We need your help. Adjacent to this article is a list of servicemen and/or women from Cook County that do not have a photo on the Wall of Faces. Do you know any of them? Did you go to high school or serve with one of these men or women? Check your photo archives and yearbooks. Talk to neighbors and former classmates. Please help honor these veterans by putting a face to the name. According to the VVMF, the wall was constructed to remind everyone that the names on the wall "represent unique people with hopes, dreams and desirespeople who were loved and who are missed every day by someone they left behind." "It is important for us to honor these people who served and sacrificed for their country. But, we should also remember that they

were people, just like us. They enjoyed crazy adventures with high school friends. They had crushes, fell in love and got married. Some even had children. They were people with spe-

cial talents and many goals. There are so many stories on The Wall-stories of people as diverse as our nation itself." Please help honor these young men and women who

gave their lives in Southeast Asia. The first step to telling their stories is to locate their photos. If you locate a missing photo of a veteran, submit the photo to The Chicago

With the weather improving in Spring, homebuyers who may be looking to secure a new mortgage, might find information in this special section helpful. Here’s what the experts are saying about mortgages and getting the most out of your hard-earned dollars.

BEFORE BUYING A HOME, LEARN THE LINGO! (StatePoint) Buying a home for the first time? You may discover that one of the biggest obstacles is learning the lingo. Homebuying can be overwhelming and perhaps a bit intimidating if you aren’t familiar with the terminology. To help aspiring homeowners gain confidence in the homebuying process, the experts at Freddie Mac are sharing a guide with some top terms you’ll hear. • Pre-approval letter. A letter from your lender telling you how much home you can afford and the maximum amount you are qualified to borrow. Having a preapproval letter while shopping can help you move faster, and with greater confidence in competitive markets. • Appraisal. After you make an offer on a home, your lender will order an appraisal to get a professional opinion on its value. This is a necessary step in getting financing secured, as it validates the worth to you and your lender. • Closing costs. In addition to a home’s price, a buyer must pay “closing costs.” This is the cost to complete the real estate transaction. This includes points, taxes, title insurance, financing costs, items that must be prepaid or escrowed and other costs. Closing costs are generally two to five percent of your home purchase price. • Escrow. The holding of money or documents by a neutral third party before closing, escrow can also refer to an account held by the lender or servicer into which a homeowner pays taxes and insurance. • Mortgage rate. The interest rate you pay to borrow money for your house. The lower, the better. • Fixed-rate mortgages. A mortgage with an interest rate that doesn’t change during the term of the loan, and is typically 15 or 30 years. • APR. The annual percentage rate, commonly referred to as “APR,” is a broader measure of your cost for borrowing money and includes the interest rate, points, broker fees and other credit charges you’ll be required to pay. Because these costs are rolled in, the APR is usually higher than your interest rate.

• Credit Score. A number ranging from 350 to 800 based on an analysis of your credit files. Your score plays a significant role when securing a mortgage, as it helps lenders determine the likelihood that you’ll repay future debts. The higher your score, the more options that may be available to you, including lower interest rates. • Private Mortgage Insurance (PMI). If you make a down payment of less than 20 percent on your conventional loan, your lender will require PMI. PMI serves as an added insurance policy protecting the lender if you’re unable to pay your mortgage, and it can be cancelled from your payment once you reach 20 percent equity in your home.
