M
ore than 2,000 people have been shot in Chicago this year, which is 206 fewer victims than in 2016, according to the Chicago Tribune. As a result of the crisis, some community organizations are fed up with Chicago’s gun violence. The Rainbow Covenant Economic Development Center, located in the Austin community, held a town hall meeting on July 24, 2017 to collaborate with other organizations and develop strategies to solve Chicago’s gun violence epidemic. Spokesperson Karen Clark, who is an Englewood resident, said one of the reasons why Chicago’s gun violence epidemic can’t drastically disappear is due to a divide among community organizations and leaders. “Where I live at it is five aldermen in the [Englewood] community but Englewood is number
2 for most gun violence deaths in Chicago,” Clark said. “So, the five aldermen need to work together not only in their ward, but for the entire Englewood community.” Clark noted that she invited all 50 city aldermen including Mayor Rahm Emanuel, but only one alderman came to support the organizations’ meeting. She added, “We decided to do the town hall meeting so that we could become better together with the different agencies, organizations and communities that are standing for change,” Clark said. “We were stirring up the pot to allow people to open up their minds and start to think and become more aware of the gun violence.” Tio Hardiman, who is the former Ceasefire CEO, said as an African American man who was raised in the heart of the ghetto, he believes that African American men must take a non-traditional approach toward

briefly EDUCATION CHICAGO CONFERENCE TO INVOLVE ADULTS IN PREVENTING BULLYING IN SCHOOLS A new initiative by a Chicago group seeks to involve adults in combating bullying in schools, in order to curb violence among youths. The initiative will be discussed at the 2017 Chicago Bullying Conference at the National Louis University on October 13th from 9 a.m. - 4 p.m. Hosted by the Bullying Prevention and Awareness 365 and the university, the conference is expected to attract approximately 250 renowned educators, paraprofessionals, authors, parents and anti-bullying activists from various parts of the country. The theme of the Chicago Conference is “The Collective Roles of Adults in Bullying Prevention and Students’ Well-Being.” Chicago educator and author Dorothy J. Thompson, who is coordinating the conference, said it will “create awareness on how to identify, address and intervene in bullying situations to promote student safety.”

stopping gun violence in Chicago. “It’s time for African American men to come together and confront their own people,” Hardiman said. “It’s time to address your cousins, sons and nephews in a serious way. I’m not against the police, but you can put most of the police, politicians and community groups in one room for 48 hours and they’re still not going to find a solution to Chicago’s gun violence.” He continued to explain that community organizations and citizens must work harder to prevent gun violence in their neighborhoods instead of just responding to the situation after it occurs. The Rev. Rodney Brown encouraged more
citizens to educate themselves on the issue of gun violence and not get caught up in the politics of the issue. “People are trying to turn this issue into something that it’s not just for political gain and economic reasons,” Brown said. “But we need to be more aware of the citizenry about the issue and vote for people who understand them and not get caught up in the games people play because they keep hurting the community.” Clark said the town hall meeting was the beginning of a number of meetings that the organizations are planning in order to solve Chicago’s gun violence crisis. For the first time, an FDA advisory committee will focus on patient-related issues. On Oct. 11-12, 2017, FDA will hold the inaugural meeting of the new Patient Engagement Advisory Committee (PEAC). The topic will be the challenges of clinical trial design, conduct, and reporting identified by patients. FDA chose this subject because patients often have concerns about participating in clinical trials or drop out once they have enrolled in a trial. Inconsistent or minimal participation in clinical trials can make it difficult to reach reliable conclusions or to determine the level of benefit for patients. It also can take longer to bring technological advances to the patients who need them.
LAW & POLITICS Illinois Legislative Black Caucus Foundation Launches Internship Program The Illinois Legislative Black Caucus Foundation recently announced the start of its interns, Keith Davies and Jada Rice in addition to its summer fellow, Cartecia Lawrence. “This is our first summer having interns in the history of our organization, and we couldn’t have had better candidates. Keith and Jada both are hard workers and have a history of achievement,” said Larry Luster, Executive Director of the Illinois Legislative Black Caucus Foundation. “As our organization continues to move forward, we want to extend educational opportunities to train our future leaders.” The ILBCF summer internship goals are to ensure each intern gains an understanding of issues that are affecting the black community and learns how to address those concerns through advocacy. Interns are responsible for creating, developing and hosting a series of outreach events with aim of giving them the skills to take these skills with them during their professional journey. The ILBCF is also proud to introduce its summer fellow, Cartecia Lawrence, a graduate of the University of Wisconsin-Madison where she double majored in Legal Studies and Afro-American Studies. “Developing the fellowship program has been one of my goals for some time,” comments Senator Kimberly Lightford, chairman of the Illinois Legislative Black Caucus, “I am proud that this vision has come into fruition. BARBARA BOUTTE DIES AT 86
B
arbara Gonzaque Boutte, who was renowned for her involvement in a host of social service and civil rights organizations died at her home in Markham, Illinois on July 17. She was 86. Boutte succumbed after a long battle with Multiple Myeloma, a form of blood cancer. She was the widow of the late Alvin J. Boutte, CEO of Indecorp and President of Independence Bank of Chicago. Barbara Boutte, affectionately known as “BeBe” was born Barbara Theresa Gonzaque on August 5, 1930 in Alexandria, Louisiana. Her parents instilled in her a love of music, dancing and the arts as she grew up surrounded with music, musicians and dance. Even before attending school, she exhibited a rare musical talent on the piano and artistry that made her a lifelong music lover. She began performing in music and dance recitals at an early age. This prepared her for her lifelong commitment to Music Ministry. She attended elementary school in New Orleans and in Alexandria and high school in Opelousas. She matriculated to Xavier University in New Orleans where she earned a degree in Music Education. While at Xavier she sang in Barbara Gonzaque various operas and performed nationally in the University Choir. In her freshman year at Xavier, While she helped her husband in the business, she Barbara Boutte met fellow student Alvin Boutte, remained devoted to her passion, music. Barbara a Pharmacy-major, who was also a basketball Boutte pursued her artistic and musical passion by player and an aspiring entrepreneur. They dated providing piano accompaniment to several wellthroughout their college years and married in their known vocal talents and teaching music and art. She senior year. Like many young men at the time, he eventually became a Chicago Public Schools teacher enlisted in the Army after graduation where he was in her late 40’s. As her husband pivoted from his one of the first African Americans to be selected for business as a pharmacist and made his historic Officer’s Training School at Fort Polk, LA. After his ascension to become president of Independence discharge, the couple moved to Chicago with their Bank, she was a strong supporter and partner. He two daughters. The Bouttes worked side by side and established credited his success to the devotion and backing of his wife. a drug store chain (Independent Drug Stores, Inc.). The Bouttes were ardent financial supporters of The pharmacy thrived because of the couple’s hard the Civil Rights Movement including The Million work, dedication and commitment to the business.
Man March. Alvin Boutte´ often hosted meetings at his home with civil rights leaders where Barbara Boutté was a hostess. One of Barbara Boutte’s final public outings was the dedication of the Rev. Dr. Martin Luther King Jr. Living Memorial, located in Marquette Park at 3201 West Marquette Road. After moving to Chatham, the family joined the Parish of St. Dorothy under the leadership of Father George Clements. Later the family moved and joined St. Clotilde which remained her home parish until her death. She served in a leadership capacity on their School Board, their Leadership Committee, the Women’s Club, chairing several church fundraisers while singing in the choir, playing both the organ and piano for Mass and other church functions. For years, she served on the National Committee for the Sainthood of now St. Katherine Drexel, the matriarch of Xavier University of Louisiana. Barbara Boutte’ participated in community-based, faith-based and national organizations which reflected her compassion for others, as well as her love of music and the arts. For over 40 years, she held leadership roles in the Pharmacist’s Auxiliary, Chicago State TaGGers, March of Dimes, Good Samaritans, Women’s Auxiliary of Provident Hospital, Kennedy King Choir, Proscenium Players, Women’s Division of UNCF, Association of University Women, Bravo Chapter of Lyric Opera, Xavier University of Louisiana Alumni Association, Holy Ghost Alumni Association, and the Chicago Musicians Association and was a tireless fundraiser. She was instrumental in raising funds to build the New Provident Hospital, the 63rd Street YMCA and worked tirelessly year-round to ensure the Annual Ebony Fashion Show’s UNCF fundraising efforts would be successful. Barbara Boutte remained an ardent supporter of her alma mater throughout her life and as a show of support, the Bouttés donated large sums toward the growth of the University’s Pharmacy Program. In lieu of flowers, the family requests that donations be made to the Cancer Support Center in Barbara Boutté’s name.

nce it is determined that the policy will lapse prematurely, you have a number of options. • You may choose to increase the premiums enough to prevent the anticipated lapse and maintain the original face amount. Before doing so, you would need to request that the carrier send you an in-force Henry Benjamin illustration projecting what the higher premium payments would be, assuming that the current market conditions and interest rates remain stable. However, this may not be your best choice because there is no protection against additional premium increases. Also, insurers now offer better performing insurance products than the original policy, which have guaranteed no-lapse features. • If policy design permits, you may keep paying the current premiums but reduce the death benefit enough so that the policy will not lapse. The problem here is that you may want to maintain the original face amount
(death benefit) because it fits your family’s needs. Therefore, you may need to buy additional life insurance through a second policy and there is no guarantee that you may not be forced to again lower the face amount on the original policy. • You may elect to buy new life insurance that might be a better deal for you. There are new universal life products available with guaranteed no-lapse features and shortened, level pay options. For example, you could purchase a policy designed with the following features: • Death Benefit guaranteed to 120 years of age. • Premiums guaranteed to be level and not to increase. • Pay for only 20 years - after 20 years premiums drop to zero. Be careful not to surrender the old policy until the new policy is in place. Remember, as with your investment portfolio, there are no shortcuts to this evaluation and a professional life insurance broker should be consulted to analyze your
life insurance policy performance and make recommendations when necessary. Are you aware that as you get older, the actual cost of insurance increases each year and if a policy is underfunded the cost of insurance will begin to cannibalize the cash value of the policy? As a result, it is possible that a universal life policy can run out of cash-value and lapse without benefit, unless the policyholder pays additional premiums into the policy. CAROLE CHENEY ANNOUNCES CONGRESSMAN BILL FOSTER ENDORSEMENT
Foster endorsement marked Cheney as the only Democratic candidate to be endorsed by a member of the Illinois Congressional Delegation Carole Cheney, a leading Democratic candidate for the Illinois 6th Congressional District, announced on July 24, 2017, that she has received the endorsement of Congressman Bill Foster (IL-11). Cheney is currently the only primary candidate to be endorsed by a sitting member of the Illinois Congressional Delegation. “Carole Cheney is up to the task of leading the way for Illinois’ 6th District,” said Congressman Bill Foster. “She is a fighter and a tireless advocate who will always prioritize her constituents first. “Carole is a success story. Illinois celebrates 27th anniversary of the Americans with Disabilities Act
The Illinois Department of Human Services (IDHS), along with several other state agencies and councils, hosted a celebratory event to honor the 27th anniversary of the 1990 Americans with Disabilities Act (ADA) at the James R. Thompson Center. The interactive and informative event included an art exhibit, entertainment by performers with disabilities, ADA informational workshops, and exhibits from federal, state, and local organizations. “At IDHS we are committed to a simple motto that many know well, ‘treating people the way we wish to be treated.’ On July 20th we commemorate and celebrate a living doctrine that does just that,” said IDHS Secretary James Dimas. “The Americans with Disabilities Act has been empowering individuals with disabilities to be treated the way we all wish to be treated by enabling them to reach their employment, education, and independent living goals for 27 years. Please join me in celebrating this landmark legislation.” The ADA celebration included presentations from IDHS Division of Rehabilitation Services Director Quinetta Wade and Illinois Tollway Authority Director Greg Bedalov. ADA informational workshops informed job seekers and employers about the benefits of the ADA, and entertainers with disabilities performed for those in attendance. The entire event was free, accessible and opened to the public. To further encourage all Illinoisans to reaffirm the principles of equality and inclusion, Governor Bruce Rauner proclaimed July 20, 2017 the Americans with Disabilities Act Day.

Paul Simon Chicago Job Corps Center is celebrating 52 years of educating; training and helping youth obtain career field jobs in carpentry, bricking, computer technician and material handling and distribution. The nationwide 127 job core center is administered by the United States Department of Labor and is open year round to youth ages 16-24. “This is a self-pace base learning program where you can earn a high school diploma or a GED in the career technical training programs,” said Beth C. Allen, who is a Business & Community Liaison for Paul Simon Chicago Job Corps Center. “So, when students complete the program we offer job placement assistance for college and military bound students.” Allen explained that each student who enters into the program is tested for numeracy and literacy even if they are high school or college educated. “We want to test the students’ skills to see what their reading and math levels are,” she said. “If they come in with a high school diploma and test at a 9.0 and higher, then
they can go into their selected trade.” Allen said during the program, students participate in nonviolence discussions about bullying and domestic violence. Also, the Job Corps Center collaborates with the City of Colleges to serve more than 300 students who are experiencing financial needs. The city colleges involved with the center include Richard J. Daley College, KennedyKing College, Malcolm X College, OliveHarvey College, Harry S Truman College, Harold Washington College, and Wilbur Wright College. “If a student graduates high school and they want to decide their next step and don’t have financial money to attend college, they can choose the job core program,” Allen said. “Our center has a partnership with the City of Chicago Colleges so the students can graduate from the job core program, stay here on campus and reap the benefits of a job-core student.” The Paul Simon Chicago Job Corps Center currently has more than 100 immediate openings for its program.
