GET SMART ABOUT COLLEGE PLANNING
College Illinois!® offers tips to help parents, grandparents of young children prepare for future
CHICAGO – In partnership with Money Smart Week®, going on now through April 29, the College Illinois!® 529 Prepaid Tuition Program is reminding parents and grandparents about the importance of planning today for the future costs of college, providing strategies to help them limit — or even eliminate — future student debt. “When parents and grandparents prepay and save with a plan that allows them to purchase semesters of tuition ahead of time, it gives the student a much better chance to graduate with little or even with no student debt,” said Sandra Houston, director of College Illinois! “By purchasing something tangible — fully paid college semesters — parents can feel the sense of relief that comes with helping to set their children up for future success.” College Illinois! is an important option in helping to reduce the growing

Planning for college? Since its inception, College Illinois! has helped more than 35,000 students pay for college and has paid out more than $850 million in plan benefits.
Sheila Chalmers-Currin has been elected as the first female African American Village President in Matteson, Illinois. Chalmers-Currin filed for the position on December 19, 2016 because she felt there were necessary changes needed to be implemented in Matteson, according to patch.com. She said some of the challenges for Matteson include the re-develop of Lincoln Mall, the reestablishment of Matteson’s main grocery store and new developments of youth and senior
programs. “There are some challenges,” Chalmers-Currin said. “But right now, I’m extremely excited about the possibilities with moving the Village forward. That is what I’ve placed my platform on, which is to move and build on what I’ve already started.” Chalmers-Currin, who has served as a Village trustee for eight years, said she is already planning job opportunities and mentor programs for Matteson youth. “Some of the things I find important is our

amount of debt students face. Graduates of Illinois colleges and universities in 2015 who borrowed to finance their education had an average student loan debt of about $29,000, according to the Institute for College Access and Success. College Illinois! is a tax-advantaged solution that allows parents and grandparents to lock in the cost of college at today’s plan rates. That means that no matter how high tuition rates climb by the time their child or grandchild is ready to attend college, tuition and mandatory fees will already be covered for the schools in their plan. Plus, the value of College Illinois! benefits can be used at almost any private or out-of-state college or university. “College Illinois! has been great,” said Glenview parent Bob Mahon, who opened accounts for each of his three daughters when they were born. “The cost of college for me is really just room, books and board. College Illinois! was a simple and frictionless way to cover the cost of educating my family. I’m very happy that I participated.” Houston notes that what’s most important is for parents to start planning for the cost of college with whatever they can afford, as soon as possible – even right after their children are born. It’s never too early for parents to start planning for college, especially since the younger a child is when they purchase a College Illinois! prepaid plan, the more they’ll save. Houston offers additional tips for college planning: • Turn a tax refund into savings. Parents and grandparents who just received a tax refund can begin to build a legacy for their children and grandchildren by making it the monetary cornerstone of their college plan. • Choose a plan that works best. College Illinois! offers plans to fit almost any budget,
allowing parents to explore payment options and to set up the perfect plan to meet their financial needs. • Plan now for tax benefits for 2017. As a qualified 529 plan, College Illinois! offers significant tax benefits.* • Consider giving the gift of college tuition. College Illinois! makes it easy for relatives and friends to open or contribute to a College Illinois! Prepaid Tuition plan with customizable gift certificates. Within limits, a gift giving exemption and a state income tax deduction apply.* • Attend a Money Smart Week workshop. Money Smart Week events promote financial education. Find an event in your area that interests you by visiting www. moneysmartweek.org/events. As part of Money Smart Week, you can attend a College Illinois! information sessions on one of the following days: o April 26, 6 p.m.: Plainfield Library 15025 South Illinois St., Plainfield o April 27, 7 p.m.: Franklin Park Library - 10311 Grand Ave, Franklin Park Since its inception, College Illinois! has helped more than 35,000 students pay for college and has paid out more than $850 million in plan benefits. Currently, College Illinois! is offering a price reduction of up to $200 on qualifying plans when purchased now through April 28, 2017. General enrollment is open through May 31, 2017. Newborn enrollment, for children born between September 1, 2016 and August 31, 2017, runs through August 31, 2017. *The College Illinois! BLACK CAUCUS ANALYZES CIVIL RIGHTS IN THE TRUMP ERA AT FORUM By Lauren Victoria Burke (NNPA Newswire Contributor) As lawmakers, community stakeholders and activists protest against current White House policies, members of the Congressional Black Caucus (CBC) hosted a summit on the future of civil rights under the Trump Administration. There was no shortage of blunt talk during the panel discussion, which lasted nearly two hours. White House policies on police reform, education, voting and immigration were discussed in detail. “In my humble opinion the greatest threat to civil rights is the current administration,” said Roy Austin, the former director of the Office of Urban Affairs, Justice and Opportunity under the Obama Administration. “In record time, the current administration has not only shown a willingness to not defend civil rights, but also an intent to violate civil rights, and at a minimum, an attempt to make it easier for others to violate civil rights. Austin continued: “No marginalized group… is safe from what the current administration has already done or appears to be planning to do. Everything we have fought for, and some have died for, is at risk.” Others on the panel echoed the same views on a variety of issues from the “Muslim travel ban” to police reform. President Donald Trump’s Attorney General Jeff Sessions, recently, ordered a review of all the police reform agreements in what will likely be the beginning of decreased federal oversight by the Department of Justice on police departments. The two-page memo was an order to review

youth and senior programs,” Chalmers-Currin said. “I have already started looking into how we will develop a youth program here in the Village so our youth will not only be able to have mentors, but have jobs in the community. Also, I’m looking for a registry for seniors who are home alone and need people to check in on them. This way, we can have people call them or to just check on them to know if they are okay.” Chalmers-Currin, who has lived in Matteson for more than 30 years, said she has never considered herself a politician.
“I’ve always considered myself a community advocate,” she said. “Most of the times, that is how individuals get involved in politics and I believe that when you want to be a part of your community then you join in and get involved.” Chalmers-Currin said she served as Matteson’s Fire Commissioner for 10 years in the 1990’s and as the Illinois’ first female African American Police Commissioner as well. “When you run for local government, it is local and it is close and it is a community that is full of your neighbors,” Chalmers-Currin said.

“So, it’s extremely important that you keep that neighboring feeling as we move forward.” She said being the first female African American Village President is a tremendous challenge in one light because you want to do your very best. But she said on the other hand, you also want to keep your heart with the community and do everything you can to move the Village forward. “I have no problem with being the first in several situations,” Chalmers-Currin said. “So, I’m looking forward in what I can achieve and what can be achieved for the community.”

Stratton Passes Legislation to Study State’s Law Enforcement Records
As advocates nationally look to reform the criminal justice system, Juliana Stratton, D-Chicago, recently passed legislation out of the House that would study Illinois law enforcement’s antiquated system of record keeping. “Within the criminal justice system, there are so many moving parts, so it’s important to take a step back and take a snapshot of where we are right now,” Stratton said. “We need to look at the efficiency of our record system and as more local systems move towards electronic records to what extent is an over-reliance on paper slowing down the system as a whole?” The Stratton-introduced House Bill 3879 calls for the state to identify the law enforcement agencies still operating on paper systems. Even in 2017, many law enforcement agencies still have not moved to digital or electronic storage. The study would identify all law enforcement agencies who do not have electronic records to better allow policymakers to create a pathway for these counties to digitize their records in the future. “Even in 2017, many law enforcement agencies still have not moved to digital or electronic storage or information sharing,” Stratton continued. “Having a more efficient system is one factor for creating a more just system.” House Bill 3879 passed unanimously in the House and now heads to the Senate.
SSC Court Reporting Student Wins 1st Place in NCRA Contest
In honor of 2017 Court Reporting & Captioning Week, the National Court Reporting Association’s (NCRA) Student Committee challenged court reporting students to transcribe as many tests as possible during the week to qualify for a prize. First place was awarded to Angela Patla, a student at South Suburban College, Oak Forest, IL. Robyn Broyles a student at GateWay Community College, Phoenix, Ariz., earned second place, and Evie Morris, a student at the Court Reporting Institute of St. Louis, Mo., earned third place. Under the contest’s rules, participants did not have to pass the tests, simply transcribe them. The first place winner Patla will be awarded a copy of NCRA’s RPR Study Guide, Broyles will have one leg of the RPR Skills Test covered, and Morris will receive a $25 Starbucks gift card. Students who participated in the challenge were also required to submit a test verification form signed by both the student and a teacher. “When I heard of the contest, I was debating on whether or not I should go for it. Winning the RPR Study Guide book was definitely something that pushed me in doing the contest,” said Patla, who won top honors by transcribing 31 tests during the competition. May is Drowning Prevention Month in Illinois
Illinois DCFS recently released two audio and two video public service announcements (PSAs) aimed to educate the public about the importance of actively watching kids when they are in or near water to prevent accidental drowning deaths. According to the CDC, drowning ranks fifth among the leading causes of unintentional injury and death in the US, and is the second leading cause of injury death for children ages 1 to 14 years. More children between the ages of 1 and 4 die from drowning than any other cause of death except birth defects. In 2016, 21 Illinois children under the age of 18 lost their lives due to accidental drowning: 13 in pools, three in bathtubs, two in lakes, two in rivers and one in a drainage ditch. For more water safety tips, including posters and coloring books for children, visit www.DCFS.Illinois.gov.
Illinois Family Institute (IFI) stands in strong opposition to the legalization of marijuana. For decades, authorities within our cultural institutions have recognized the many harms of marijuana use for “recreation” and intoxication. Medical, scientific, education, law enforcement and clergy professionals worked together to warn society, especially our young people, of the dangers associated with getting high, of addiction and of lifechanging consequences. These warning have not expired. “We are alarmed that certain state lawmakers from Chicago want to legalize marijuana in Illinois despite the overwhelming evidence of adverse outcomes in Colorado and Washington state,” said David E. Smith, IFI Executive Director. “There are so many reasons to be concerned about marijuana legalization. Colorado is now ranked first in the nation for “past month” use for children between the ages of 12-17. This is 74 percent higher than the national average. Do we really want some of our children to be among these numbers?” “There are also good reasons to be
concerned about Illinois highway safety if marijuana is legalized. In the two years after Colorado’s legalization, marijuanarelated traffic deaths increased 62 percent. A staggering 21 percent of drivers involved in all traffic fatalities in Colorado tested positive for marijuana. Do we really want this in Illinois?” “In 2014, the year Colorado’s retail marijuana businesses began operating, marijuana-related hospitalizations increased 20 percent and emergency room visits increased 25 percent. The costs to taxpayers, as first responders and medical responses increase, are dramatic.” ”And we can’t ignore the relationship between marijuana use and psychotic incidents. The news has been filled with these tragedies.” Smith concluded by asking lawmakers to seriously consider these questions. Does Illinois really want to legalize a product which will only lead to a more stoned, distracted, apathetic and violent population? This policy will lead to more people buzzed at home, at construction sites, in operating rooms, in classrooms, and on our roads, he said.
”And we can’t ignore the relationship between marijuana use and psychotic incidents. The news has been filled with these tragedies.”

the oversight decisions by the Department of Justice during the Obama Administration. A Washington Post study in 2016 revealed that in 2015 Blacks were shot and killed by police at 2.5 times the rate of Whites. “The backstop that has been the civil rights enforcement of the federal government is no more,” said Catherine Lhamon, the chair of the U.S. Commission on Civil Rights. On March 22, seven members of the CBC met with President Trump and handed him the report titled, “We Have A Lot To Lose: Solutions to Advance Black Families in the 21st Century.” They challenged him on issues of policing, economics, jobs and education and how federal policies impact Black communities. A week before their meeting, another Black Caucus members, Baltimore Rep. Elijah Cummings (D-Md.) met with President Trump to talk about prescription drug prices and also challenged him on the way he has repeatedly linked Black communities with mayhem and violence. Also joining the forum were Gavin Grimm, plaintiff in the transgender rights case, Grimm v. Gloucester County School Board; Ron Davis, the
former Director of the Office of Community Oriented Policing Services at the Department of Justice; Chief Hassan Aden, member of the steering committee for Law Enforcement Leaders to Reduce Crime and Incarceration and former Chief of Police of the Greenville Police Department; Chiraag Bains, a senior fellow at Harvard Law School Criminal Justice Policy Program; and Joe Rich, the co-director of the Fair Housing and Community Development Project for the Lawyers’ Committee for Civil Rights Under Law. The Capitol Hill forum was hosted by Reps. John Conyers (D-Mich.), Bobby Scott (D-Va.) and CBC Chairman Cedric Richmond (D-La.). Reps. Joyce Beatty (D-OH) Eddie Bernice Johnson (D-Texas), Sheila Jackson Lee (D-Texas) and Al Lawson (D-Fla.) also attended. Members of the CBC have become some of the most persistent critics of President Trump since his inauguration in January. ANNUAL STATE BUSINESS TAX BURDEN RANKINGS RELEASED Chicago, IL, - As the Illinois legislature grapples with a growing budget deficit, a new nationwide study of state business tax burden by Anderson Economic Group shows that Illinois’ business tax burden is in the middle of the pack nationally, but higher than those in neighboring states. The study found that 9.4 percent of Illinois business profits went toward state and local taxes in 2015 (the most recent year for which data are available), placing the state at 30th out of 51 states including the District of Columbia. Meanwhile, Indiana had the fifth lowest tax burden of any state, with 7.0 percent of business profits going toward taxes. Ohio had the 9th lowest burden at 7.3 percent, and Wisconsin finished in 24th place at 8.7 percent. Anderson Economic Group’s 2017 Business Tax Burden Rankings is the eighth edition of an annual comprehensive report on the business tax burdens of all 50 states and the District of Columbia. The report shows Oklahoma, Oregon, and North Carolina leading the nation with the lowest business tax burdens, and Maine, Wyoming and North Dakota with the highest burdens. The rport considers more than just corporate income taxes, addressing 11 different categories of taxes paid by business. Of these, property and sales taxes are the largest taxes borne by businesses. “Some tax rankings order states based on the rate for a single tax or on a particular tax policy preference,” said Jason Horwitz, AEG director of economics and public policy. “We estimate the actual amount of tax revenue collected from businesses across all types of business taxes.” The rankings are based on an objective measure of business tax burden that allow employers, policymakers, and investors to compare business tax burdens in different states using a published and consistent methodology, and fully disclosed data sources.

Obama talks with students at first public event since leaving White House Continued from page 1 By Mark Peters
Former President Barack Obama returned to the University of Chicago to discuss a key priority for his time after the White House— helping to inspire and prepare the next generation of civic leaders. On Monday, the former president gathered on stage at UChicago’s Reva and David Logan Center with students from around Chicago for his first public event since ending his second term in January. In a wide-ranging conversation, Obama talked about his own introduction to public service as a community organizer on Chicago’s South Side and asked students from schools including UChicago and Kenwood Academy about their own involvement in civic engagement and how to create new ways for their peers to participate. Obama was introduced by UChicago secondyear student Richard Omoniyi-Shoyoola, and the student panel included UChicago third-year Max Freedman. “I’m spending a lot of time thinking: What is the most important thing I can do for my next job?” Obama said. “And what I’m convinced of is that although there are all kinds of issues I care about and all kinds of issues I intend to work on, the single-most important thing I can do is to help, in any way I can, prepare the next generation of leadership to
take up the baton and take their own crack at changing the world.” The event was a homecoming for Obama, who taught constitutional law, voting rights, and racism and the law at the University of Chicago Law School for more than a decade before being elected to the U.S. Senate in 2004. He took the stage and asked the crowd of mostly local students: “So what’s been going on while I’ve been gone?” But the nearly 90-minute discussion didn’t touch on current events. Instead, the former president spent most of the time asking questions of the young people, while talking about his own climb from community organizer to U.S. president. Obama also highlighted certain problems he sees such as the gerrymandering of Congressional districts and the influence of money in politics. “I have been encouraged everywhere I go in the United States—but also everywhere around the world—to see how sharp and astute and tolerant and thoughtful and entrepreneurial our young people are,” Obama said. “So the question then becomes: What are the ways in which we can create pathways for them to take leadership, for them to get involved?” At one point, the former president and Max Freedman, a third-year student at UChicago, explored how to get people of different views talking to each other rather than just talking
with those who have similar views. Freedman, a College Republican who worked in Iowa during last year’s caucuses, talked about an “empathy gap” that currently exists and the challenges that former U.S. Sen. Richard Lugar, R-Indiana, faced for serving as a mentor to Obama. “It’s not just that we’re reading different news, but we don’t talk to each other anymore,” Freedman said. “Civic engagement at some point will require a level of civility.” At the end, the former president took questions from the young men and women gathered on stage, dispensing advice as they face their own challenges as they work to become involved in civic life. Obama drew laughs as he advised one panel member to leave his clipboard at home when doing community surveys. Nothing causes people to run faster than when they see a clipboard, he joked. The former president also reflected on his own political journey, something Obama said he is doing a lot of lately, as he writes a book on it. One insight is don’t do something just because it’s the next step. Obama said that approach was a major reason why he failed in his first run for Congress on Chicago’s South Side. “Worry less about what you want to be, and worry more about what you want to do,” he said.

Survey reveals surprising fashion shopping habits among Generation Z vs. Millennial consumers SANTA MONICA, Calif-PRNewswire/ -- Dealspotr, a leading crowdsourcing platform for savings, recently conducted an online survey of shoppers to better understand their fashion shopping habits and preferences. The survey included 303 respondents across age groups, including Generation Z (20 and under), Millennial (21 to 35), Generation X (36 to 52), and Baby Boomers (53 and above). Key survey findings Generation Z shoppers are the most likely to “webroom” or browse online then go in-store to buy apparel. Fulfilling purchases on phones is still less popular than buying in-store or via computer or tablet. Overall, Amazon is by a far the most popular way to buy fashion now. Among Generation Z shoppers, H&M leads as the most popular retailer, with Forever 21 following close behind. American Eagle and Urban Outfitters are disproportionately popular among Generation Z shoppers. Department stores are unpopular among Generation Z and Millennial shoppers, with Target being the notable exception. Luxury department stores overall performed very poorly, with Neiman Marcus and Bloomingdale’s ranking near the bottom of shopper preferences. The exception was Nordstromwhich was popular among Generation X and Baby Boomer shoppers.
Dealspotr’s annual fashion shopping habits survey found that Generation Z shoppers were more likely to browse for fashion on their phones and via websites, but fulfill purchases in-store.

FORGIVENESS
A
n important discipline for each of us to practice is forgiveness. Forgiveness is vital to our lives and our thinking in order to move forward in our purpose. Once when talking about forgiveness, Oprah Winfrey said, “Forgiveness is giving up the hope that the past could have been any different, it’s accepting the past for what it was, and using this moment and this time to help yourself move forward.” Inner peace can be reached only when we consistently practice forgiveness. Forgiveness helps us release the emotional ties that sometimes exist when we feel discouraged, heart-broken, disappointed, and hopeless. The willingness to forgive is often rooted in our ability to work through the process. According to Jesus, the process of forgiveness requires that we do it repeatedly. This consistent process of repeating helps to shape the nature and tone of our thinking. Thoughts become things, and influences what enters our lives. Accordingly, thinking is the gateway to emotion and emotion is the gateway to action. Other people or maybe even adverse circumstances may have been at the root of your pain, however, we are the ones who control whether we allow that pain to go on. Forgiveness of self and others is important because as long as we neglect to forgive we remain tied to that person and the pain the experience represents to us. When you forgive, you not only release the other person or condition, you also set yourself free from all of the agony and you give yourself permission to heal. You can get beyond the pain if you decide to move on. You do not have to be held captive by what was done to you in the past and you do not have to feel compelled to punish them or get even in order to get better. A writer stated, “Forgiveness wipes the slate clean, so that other things can come in.” How many times should you forgive? Until you are completely over it!

EVENT OF THE WEEK
As Americans all across the country join forces for National Volunteer Week, going on now through April 29, there are many opportunities right here in Chicago to support a cause, serve the community and make a difference. One volunteer effort making an impact here in Chicago and around the world is Operation Christmas Child, a project of Samaritan’s Purse. The project collects shoeboxes—filled with school supplies, hygiene items and fun toys—and delivers them to children in need around the world. For many of these children, the gift-filled shoebox is the first gift they have ever received. Each year, millions of children in need in more than 100 countries find hope in a simple shoebox gift, many of whom are affected by war, disease, disaster, poverty and famine. In 2016, Operation Christmas Child volunteers made it possible for nearly 11.5 million children to receive a shoebox gift. This year, Operation Christmas Child hopes to send enough gift-filled shoeboxes to reach another 12 million children, a feat unattainable without the more than nine thousand local volunteers who serve yearround across the country. To learn more about the volunteer opportunities available in the Chicago area or to apply, visit samaritanspurse.org/volunteerwithOCC or call 612-359-7025.
