Hastings denounces the Trump administration’s push to kill privacy rights TINLEY PARK- Illinois residents’ cybersecurity could soon be at risk due to the Trump administration’s push to kill privacy regulations passed by the Federal Communication Commission last fall. The resolution passed the U.S. Senate 50 to 48 with a mostly partisan vote to end regulations that would require Internet service providers like Verizon, Comcast and AT&T to give explicit consent before sharing consumers’ web-browsing data and personal information with advertisers and other-third party companies. Senator Michael E. Hastings is outraged at the Trump administration’s blatant attempt to disregard Illinois residents’

cybersecurity, according to a released statement. “Trump’s administration just picked the interests of Internet service providers over the rights of our citizens,” Hastings said. “The way we use the Internet has evolved. We pay bills, buy groceries and receive our news online. Area residents should be able to pay their bills online without worrying a stranger has access to their personal data and records.” Advocates from the ACLU, Public Knowledge and Free Press have criticized this move as a violation of free speech. Hastings is working at the state level to update Internet safety laws. His initiative, Senate Bill 1502, would require commercial

websites that collect personal information to notify customers of the information they have collected as well as any third parties with whom they may have disclosed personal information with. “The need for state-level cybersecurity regulations is more important than ever,” Hastings said. “As the federal government continues their mission to erode the rights and privacy of our citizens, I will do whatever I can do in Illinois to protect residents’ privacy and security.” Senate Bill 1502 passed the Senate’s Judiciary Committee with bipartisan support. Hastings hopes this measure will pass the full Senate within the next month.

FTC TAKES ACTION AGAINST ‘YO-YO SCAMS’ IN THE AUTO INDUSTRY By Charlene Crowell (NNPA Newswire Columnist)

When it comes to purchasing and financing a vehicle, Black and Latino consumers—more often than other racial or ethnic groups—are frequently targets of deceptive advertising and abusive financing practices. In recent days, two law enforcement agencies have acted to curb yo-yo scams and other abusive and deceptive practices of auto dealer groups. The separate actions link a shared consumer abuse that occurs from Los Angeles to New York. A settlement announced in mid-March between the Federal Trade Commission (FTC) and Sage Automotive, which has dealers throughout the Los Angeles area, requires Sage to stop yo-yo scams and deceptive financing and advertising practices. Sage will also pay more than $3.6 million to be returned to consumers who were harmed by these illegal actions. This enforcement action is the first-time that the FTC has taken action on yo-yo scams. Yo-yo scam occurs when a car dealer sends a consumer home thinking that the financing is final, but then later tells the consumer that he or she has to agree to a new financing contract or return the car. Often, dealers tell the consumer that the down payment is non-refundable, the car traded-in has been sold, and/or threatens to have the consumer prosecuted for theft, if the car is not returned. According to FTC’s complaint, Sage frequently engaged in yo-yo scams, falsely told consumers that their money or trade-ins would not be returned, and threatened consumers with criminal prosecution or repossession if they did not sign new, more expensive finance contracts than they were initially promised. By targeting financially challenged consumers and consumers with limited English language skills with false promises of low prices, low down payments and low monthly payments, Sage also packed unauthorized add-on products into contracts. The end result for many customers was that they drove off with a more costly financing contract than originally understood. The FTC stated, in filing the complaint, “The car-buying process is a two-way street. The FTC expects dealers to honor their contractual obligations, and will pursue those who use yo-yo financing tactics and pack unwanted costly addons onto consumers’ contracts.” “These practices are not new, but the increased regulatory attention is new and is very welcome,” noted Chris Kukla, an EVP with the Center for Responsible Lending. “We urge the FTC to continue to use their authority to

create a level playing field in the auto sales and lending market. This will ensure that legitimate dealers can fairly compete for business and that consumers will be treated fairly and honestly.” On March 16, the New York City Department of Consumer Affairs (DCA) announced charges against Queens-based Major World. Major World’s dealerships and its principals are charged with using deceptive and illegal practices to profit from low-income and nonEnglish speaking consumers. These actions violate the city’s own Consumer Protection Law. “Our city’s working families, so many of whom are immigrants and often struggle to make ends meet, rely on their cars to go to work and school,” said DCA Commissioner Lorelei Salas. “Buying that car is usually one of the largest purchases a family makes and it sickens me that Major World, who claims to treat its customers like family, so deceptively traps hardworking New Yorkers into auto loans they can’t afford. Here in New York City, we are leveraging all the tools we have to curb this burgeoning national crisis.” Major World’s deception includes: Advertising Deceptively to Lure Vulnerable Consumers Inflating the Price with Non-Existent Accessories Falsifying the Consumer Credit Applications and Failing to: Disclose and even conceal financing terms; Provide contracts in Spanish after negotiating in Spanish; and Sell roadworthy vehicles DCA is seeking revocation of Major World’s licenses to operate second-hand automobile dealerships in New York City and nearly $2 million in restitution and fines from Major World on behalf of 25 known consumers who were harmed by its deceptive and unlawful practices. Further, the agency believes that given Major World’s footprint in the area, the small number of consumers who may have been harmed may be a fraction of the number of people likely harmed by their predatory business practices. “These recent actions should send a signal to auto dealers that these deceptive and abusive practices need to end,” added Kukla. “Federal, state and local law enforcement agencies need to continue to use their authority to root out these practices once and for all.” Charlene Crowell is the Center for Responsible Lending’s deputy communications director. Legislators announce bill to limit charter school expansion

State Rep. Will Guzzardi and other lawmakers announced plans to push a new law that would significantly limit the growth of charter school operations in financially distressed school districts, citing the immediate, wrenching financial crisis at the Chicago Public Schools (CPS), which could face early closure June 1. At a press conference Monday, Rep. Guzzardi, Rep. Mary Flowers, Rep. Luis Arroyo, Sen. Omar Aquino, Ald. Milly Santiago (31) and Ald. Gilbert Villegas (36) urged the Illinois General Assembly to pass HB 3567 to establish a moratorium on new charter operations in financially distressed school districts. The Illinois State Board of Education (ISBE) uses its School District Financial Profile to evaluate the fiscal health of districts around the state. HB 3567 would put a moratorium on charter expansion in districts labeled “financial early warning” or “financial watch,” the two lowest tiers. Roughly 90 districts around the state fall into those categories, including Chicago Public Schools. This bill would not affect currently operating charter schools, but would prevent new campuses from opening. Ald. Villegas cited the struggle in recent months among local leaders and community organizations to try to halt the expansion of a Noble charter school on the Northwest Side. “The Governor has dismissed any real efforts at addressing CPS’ governance and revenue issues,” said Ald. Santiago. ”His rhetoric and actions are dangerous and jeopardize students’ education. This bill provides protections and a tangible opportunity to establish effective solutions to the over-expansion of charter operations. I urge the Mayor and his Board of Education to support this measure and protect the district.”

Illinois Department of Veterans’ Affairs Honors 35 Vietnam War Veterans

Vietnam War Veterans were recently honored and thanked for their service during the Vietnam War at the Illinois Department of Veterans’ Affairs Veterans Home in LaSalle, Illinois. During the ceremony, a total of 35 Veterans were honored with a 50-year commemoration pin and certificate. This national commemoration was authorized by Congress, established under the Secretary of Defense, and launched by the President as follows: In 2007, the 110th Congress incorporated language in H.R. 4986 authorizing the Secretary of Defense to conduct a program commemorating the 50th anniversary of the Vietnam War. “The celebration is to thank and honor veterans of the Vietnam War, including personnel who were held as prisoners of war, or listed as missing in action, for their service and sacrifice on behalf of the United States, and to thank and honor the families of these veterans,” said IDVA Director Erica Jeffries. “These veterans put their lives on the line for us. They deserve our recognition and respect for the sacrifices they undertook for our nation.” The Commemoration honors all United States veterans who served on active duty in the U.S. Armed Forces at any time between November 1, 1955 and May 15, 1975, regardless of location. The Department of Veterans Affairs estimates that today there are 7 million living Vietnam veterans and 9 million families of those who served in this time frame. We make no distinction between veterans who served in-country, in-theater, or who were stationed elsewhere during the Vietnam War period. All were called to serve and the overwhelming majority of these veterans served honorably and admirably.

Mulroe works to move emissions testing centers back to Chicago

Chicago residents may no longer be forced to drive to the suburbs for their vehicle emissions testing based on new legislation sponsored by State Senator John Mulroe (D-Chicago). After emissions test sites closed in the Chicagoland area in November, Mulroe introduced legislation to require the Illinois Environmental Protection Agency to locate vehicle emissions inspections stations within a five-mile radius of those subject to testing. “By closing emissions testing facilities in Chicago, the Illinois Environmental Protection Agency has created an undue burden on Chicago residents to meet the emission testing requirement” Mulroe said. “Getting a vehicle’s emissions tested can already be a time-consuming task in and of itself. We should not add to that by forcing Chicagoans to driver further to fulfill this obligation.” The Illinois Vehicle Emissions Testing Program was established by federal law to improve air quality and public health in large cities. Current state law requires emissions test sites to be located within a 12-mile radius of vehicle owners subject to testing. Cars manufactured in 1996 or later must have its emissions tested after it is 4 years old. “The goal of the emissions testing is to reduce air pollution from vehicles,” Mulroe said. “We shouldn’t be increasing pollution by forcing individuals to drive further from their homes for testing.”

New Research Highlights Solar Jobs Expansion in Local Communities Nationwide WASHINGTON, D.C. — The Solar Foundation recently released data on the number of solar jobs in every state, metropolitan area, county, and congressional district, revealing the impact of the nation’s historic solar jobs boom down to the local level. This data can be found on an interactive Solar Jobs Map available at SolarStates.org. The new Solar Jobs Map is part of the data collection effort for The Solar Foundation’s Solar Jobs Census 2016, the seventh annual report on solar employment in the United States. In addition to the map, The Solar Foundation produced 50 state-level fact sheets and released an analysis of the economic impact of the solar labor market nationwide and in five states: California, Florida, New York, Ohio, and Texas. The Solar Jobs Census 2016 found that employment increased by a historic 25 percent nationwide from 2015 to 2016, for a total of 260,077 solar workers. This growth occurred across all regions of the country -- the number of solar jobs increased in 44 of the 50 states from 2015 to 2016. In 21 of the 50 states, solar jobs grew by 50 percent or more. Metropolitan areas across the nation also saw historic solar jobs growth from 2015 to 2016, as the data in the Solar Jobs Map shows. For example, solar jobs in the Cleveland, Ohio metropolitan area doubled, for a total of 1,632 solar workers in 2016. The number of jobs in the San Antonio, Texas metro area increased by 146 percent to 1,767 solar workers.

Jobs in the Albuquerque, New Mexico metro area increased 78 percent to 1,771 solar workers. Jobs in Tampa-St. Petersburg-Clearwater, Florida increased 40 percent to 1,215 solar workers. The Atlanta, Georgia metro area had 2,406 solar workers, a 15 percent increase from 2015; and jobs in the Milwaukee, Wisconsin metro area increased 20 percent to 1,033 solar workers. “The solar industry is generating well-paying jobs everywhere from Detroit to Miami to Salt Lake City, and in states from Ohio to Texas to South Carolina,” said Andrea Luecke, President and Executive Director of The Solar Foundation. “America’s solar energy boom adds tens of billions of dollars to our economy each year, all while providing an affordable, reliable, and local energy source.” In 2016, The Solar Foundation found that with 260,077 solar workers nationwide, the solar industry produced $62.5 billion in direct sales. The solar industry’s broader labor impact that includes direct, indirect, and induced jobs amounted to nearly 789,000 U.S. jobs. These jobs paid more than $50 billion in salaries, wages, and benefits and produced $154 billion in total economic activity for the United States in 2016. The Solar Jobs Census 2016 was part of the U.S. Department of Energy’s U.S. Energy and Employment Report (USEER) data collection effort that included more than 500,000 telephone calls and over 60,000 emails to energy establishments in the U.S. between October and November 2016. This resulted in a total of 3,888 full completions for establishments involved in solar activity in the United States. Michelle Alexander, Ruby Sales, and Rev. William Barber headline 50th Anniversary of Beyond Vietnam New York City, NY – More than halfway through President Donald Trump’s first 100 days in office, Civil Rights activists of the past and present headlined an event at The Riverside Church in the City of New York where they commemorated Rev. Dr. Martin Luther King, Jr. and drew sharp contrasts between his legacy and current U.S. policy. April 4, 2017 marked the 50th anniversary of Dr. King’s controversial Beyond Vietnam: A Time to Break Silence speech, delivered at The Riverside Church exactly one year before his assassination. Dr. King was assassinated on April 4, 1968 at aged 39. In the speech, Dr. King denounced America’s triple sins of racism, poverty, and militarism. This event at The Riverside Church included an evening of conversation with Michelle Alexander and Ruby Sales on yesterday, April 4, 2017. “In Beyond Vietnam, Dr. King not only denounced a controversial war, he exposed to the country the underlying social evils of racism, poverty, and militarism which, if unaddressed, would continue to erode the soul of our nation,” said Rev. Dr. Amy Butler, Senior Minister of The Riverside Church in a released statement. “...The strident message of Beyond Vietnam is a reminder that people of faith and good conscience must step up and lead the way,” he said. Many historians have cited Beyond Vietnam as a turning point in Dr. King’s ministry that lead to a rapid decline in his popularity and his assassination. The speech was written by Dr. Vincent Harding, a longtime confidant and advisor of Dr. King, who went on to be a professor at Iliff School of Theology and founded the Veterans of Hope Project.

Dr. Harding possessed a spiritual and courageous insightfulness,” said the Rev. Dr. Thomas Wolfe, President, Iliff School of Theology. “He saw himself as a servant of the civil rights movement. Many people, even many within the movement, saw this speech as extremely controversial. Despite the resistance to connecting the movement to the war, he drafted the speech because it reflected the heart of Dr. King’s message and all that was at stake for the soul of America. This speech will continue to inspire and be the voice of generations to come.” The event commemorating Beyond Vietnam featured Michelle Alexander and Ruby Sales in conversation in the Nave of The Riverside Church where King delivered the sermon and was co-hosted by Iliff School of Theology, Veterans of Hope, and Union Theological Seminary. Alexander, visiting professor at Union Theological Seminary, is author of The New Jim Crow, which examines the continued legacy of discrimination and injustice that Dr. King confronted. Ruby Sales is a Civil Rights icon who worked in the Student Nonviolenct Coordinating Committee (SNCC) and went on to found The SpiritHouse Project. These event kicked off a yearlong Beyond the Dream: Living King’s Legacy initiative by The Riverside Church, spanning the 50th anniversaries of Beyond Vietnam and Dr. King’s assassination. STOP COMPARING YOURSELF TO OTHERS! YOU WERE MADE TO STAND OUT

ave you ever compared yourself to someone else? If you have, you’re not alone. It’s natural for us to want to know where we rank or how we stack up. Unfortunately, when you compare yourself to others one of two things usually occurs: either you regard the other person as being better than you and you feel discouraged (sometimes motivated), or you regard yourself as being better than the other person, and you become puffed up (sometimes egotistical). Neither of which supports your spiritual growth. Pointless comparisons do little more than help you take your eye off the prize...being all that God created YOU to be. “Who am I that you are mindful of me, that you hear me when I call” (Psalm 8 - NRSV). Here the psalmist sings about the majesty of how we are made and how important we are to God. He points us back to the origins of the divine potential that has been placed within each one of us. Though there may be an avalanche of evidence in the midst of our lineage, culture, neighborhood, or family, the psalmist’s words give credence to the notion that we have been set apart for a dynamic purpose. Like the prodigal son, it takes courage, conviction, and faith to come to yourself and be what God called you to be. The only thing that matters is, are you better today than you were yesterday? “I praise you because I am fearfully and wonderfully made. CHICAGO, IL - According to the Alzheimer’s Association 2017 Alzheimer’s Disease Facts and Figures report, there are 588,000 people providing unpaid care to someone with Alzheimer’s or dementia in Illinois. The level of assistance provided by caregivers of people with Alzheimer’s or other dementias tends to be extensive. As symptoms worsen and the amount of care needed continues to increase, caregivers report stress, anxiety and even depression at high rates. In honor of National Stress Awareness Month, the Alzheimer’s Association, Greater Illinois Chapter offers tips to help manage stress throughout the role of caregiving. Know what community resources are available. Adult day programs, in-home assistance, visiting nurses and meal delivery are just some of the services that can help you manage daily tasks. Use the online Community Resource Finder or contact your local Alzheimer’s Association office for assistance in finding Alzheimer’s care resources in your community. Get help and find support. The online Care Team Calendar helps you organize friends and family who want to help provide care and support. A 24/7 Helpline (800.272.3900), ALZConnected

online community and local support groups are all good sources for finding comfort and reassurance. If stress becomes overwhelming, seek professional help. Use relaxation techniques. There are several simple relaxation techniques that can help relieve stress. Try more than one to find which works best for you. Techniques include: Visualization (mentally picturing a place or situation that is peaceful and calm) Meditation (which can be as simple as dedicating 15 minutes a day to letting go of all stressful thoughts) Breathing exercises (slowing your breathing and focusing on taking deep breaths) Progressive muscle relaxation (tightening and then relaxing each muscle group, starting at one end of your body and working your way to the other end) Get moving. Physical activity — in any form — can help reduce stress and improve overall wellbeing. Even 10 minutes of exercise a day can help. Take a walk. Do an activity you love, such as gardening or dancing. Find time for yourself. Consider taking advantage of respite care so you can spend time doing something you enjoy. Respite care provides caregivers with

a temporary rest from caregiving, while the person with Alzheimer’s disease continues to receive care in a safe environment. Become an educated caregiver. As the disease progresses, new caregiving skills may be necessary. The Alzheimer’s Association offers programs in-person, online and over the phone to help you better understand and cope with the behaviors and personality changes that often accompany Alzheimer’s. You may also find it helpful to talk to other care partners and caregivers about how they are coping with the challenges of the disease and uncertainty about the future. Take care of yourself. Visit your doctor regularly. Try to eat well, exercise and get plenty of rest. Making sure that you are healthy can help you be a better caregiver. Make legal and financial plans. Putting legal and financial plans in place after an Alzheimer’s diagnosis is important so that the person with the disease can participate. Having future plans in place can provide comfort to the entire family.
