ILLINOIS HAS A NEW BUDGET, BUT SOCIAL SERVICE ORGANIZATIONS STILL LACK STATE FUNDING By Christopher Shuttlesworth

awmakers in Illinois may have passed a new state budget after overriding Governor Bruce Rauner’s veto, but Lutheran Social Services of Illinois (LSSI), one of the largest statewide nonprofit social service organizations, says it’s still paying a price for Illinois’ recent budget crisis. The crisis took a toll on social service organizations like LSSI where today it still lacks state funding. In trying to compensate for the state’s inability to pay unpaid bills for LSSI programs, LSSI Chief Executive Officer Mark Stutrud said in a 2016 press release that the organization was relying heavily on a bank line of credit as well as on the organization’s own resources. During the crisis and without a budget, LSSI had to make vital program cuts and stopped providing services to 4,700 people so the organization could still offer most of its other social service programs. Barb Kraeger Hailey, who is the Director of Communications and Advancement at LSSI said the majority of the programs and staff cuts mainly affected senior

homecare programs. Hailey added the nonprofit social service organization was employing 1,700 people back in January, 2016, but was forced to cut 750 employees and 30 homecare programs. Still outstanding is $6 million dollars in state funding that remains owed to LSSI. “We made those program cuts,” Hailey said. “It was very difficult to do that and it was a thorough and painful process. But we really had to look for what was there for the long-term health of the organization to be able to continue to provide the majority of the services that we provide.” Hailey said since 2016, LSSI has restructured the organization and has managed to employ 1,000 staff members to ensure that most of the mental health, foster-care and other programs remain in place. The majority of the programs that LSSI closed were directly linked to programs that weren’t receiving any money at all from the state. Currently, Illinois’ unpaid bills are estimated to be at $15 billion, but Abdon Pallasch, director of communications for Illinois Comptroller Susana Mendoza said the Governor’s Office of Management and Budget is planning to see how much of

the potential $6 billion from the General Assembly’s FY18 budget will be borrowed to pay

off Illinois’ bill backlog and millions of dollars still owed to nonprofit organizations like LSSI. The override vote for the state budget passed on a 71-42 vote with 61 Democrats and 10 Republicans all voting in favor of the new budget on July 6. The budget package increases the personal income tax rate from 3.75% to 4.95%, and the corporate income tax rate from 5.25% to 7%. The new tax levels are estimated to increase revenues by $4.8 billion per year. But in a released statement, Governor Bruce Rainer said, “This budget puts Illinois on track for major future tax increases and will lead us to becoming the highest taxed state in America in the coming years. “The package of legislation doesn’t balance out the budget and failed to address Illinois’ fiscal and economic crisis,” Rauner added, This will, “make it worse in the long run,” he said. “It does not make nearly sufficient spending reductions, does not pay down our debt, and holds schools hostage to force a Chicago bailout. “The state budget will never be balanced or stay balanced unless its economy grows faster than its government spending,” he continued. Illinois took a similar tax-hike-withoutreform approach in 2011 and by 2015, state revenues were up $13 billion, according to Illinois Policy Institute’s website. But 60 percent of the state revenue was consumed by $6 billion in pension costs and $1 billion in state employee insurance cost. This ultimately forced newly

appointed Governor Bruce Rauner and Illinois House Speaker Michael Madigan to approve $1.3 billion in fund sweeps and $300 million in cuts to education, social services and other programs. Illinois Policy Institute Chief Executive Officer John Tillman said Madigan’s current budget plan and nearly $5 billion tax hike still continues the same policies that created the present crisis. “The budget lacks any material reforms to the state’s out-of-control spending, which is the root cause of the long-simmering crisis,” Tillman said. “It has fake savings that will never materialize, while the tax hike will take $1,000 per year from the average Illinois household.” A 2017 study conducted by Fabrizio, Lee & Associates showed that 60 percent of Illinoisans believe that state taxes are currently too high and 80 percent wanted Illinois state lawmakers to pass major structural reforms before passing any type of tax increase. Illinois citizens are “fed up with elitists’ tax hikes, out-of-control spending and poor governance,” Tillman said. “They know that the legislators who passed this phony budget have achieved nothing, except to make the lives and livelihoods of ordinary Illinoisans more difficult, more expensive and more burdensome.” But Sam Salustro, who is the Illinois Communications Director for the Democratic Governors Association said, “Illinois is definitely worse off under Rauner. Schools are being short-changed, universities are on the brink of failure and social services are collapsing. Not only are people not getting services, but people are actually losing their jobs,” he said.

“Today’s American Dream Act” Offers Path to Good Jobs, Education and Homeownership By Congresswoman Robin Kelly (D-Ill.)

T

hese are dark times in Washington. It’s no secret that President Trump and his team are working overtime to turn back the clock on our rights and divest from our communities. If you want to know where the President stands on the welfare of the African American community, look no further than his immoral budget. It eliminates programs that feed hungry kids, support veterans and help families buy their own home. Republicans are slamming the doors of opportunity for our youth. For people of color, those doors appear to be barricaded, chained and padlocked. We must resist. We must reverse their damage and prevent them from doing it again. Let’s push forward and throw wide the doors of opportunity for all. President Barack Obama led our recovery from the worst economic recession since the Great Depression. Together, Congresswoman Robin Kelly (D-Ill.) we saved our economy and created more than 14 million jobs, more than ten times the number created under the previous President George W. Bush. But today, we are seeing that jobs are being lost; wages aren’t keeping up and bills are piling up. Tragically, my Republican colleagues’ solution is more tax credits for the super-rich. My solution is different. It’s called the “Today’s American Dream Act” and will empower families with the security of a good job, a good education, home ownership and access to healthcare. I introduced this comprehensive, 25-section bill so our young people can live the American Dream by training them for good jobs, creating more good jobs and innovating the future. Business leaders, especially in the technology and advanced manufacturing sectors, regularly tell me that they have thousands of open jobs, but don’t have the qualified candidates. For example, Manufacturing Renaissance Chicago reports that there are 15,000 unfilled advanced manufacturing jobs in Chicagoland; these jobs pay an average annual salary of $70,000. My bill would help people get the training they need for good-paying jobs by investing in apprenticeships, training and re-training programs and expanded student aid for career and technical

education. Additionally, my “Community College to Career Fund Act” would partner businesses with our remarkable community colleges to develop curriculums that turn students into career-ready graduates. If we used these programs to fill just 10 percent of Chicagoland’s open manufacturing jobs, we’d add $105 million in wages to our communities each and every year. Filling open jobs with properly trained workers is a strong first step. We also need to create more jobs by investing in small businesses, funding local incubators and rewarding companies for expanding into new markets. I can tell you that our young people are ready and eager to get to work. In April, I hosted my fourth annual Youth Jobs Fair. More than 300 young people came, resume in hand, looking for a job. Let’s create jobs for them so they build the American Dream for themselves and their families. We also need to invest in tomorrow, by investing in the sciencetechnology-engineeringmathematic (STEM) fields. Right now, STEM jobs are driving our economy and continue to grow. According to the Level Playing Field Institute, there will be 1.4 million new tech jobs by 2020 but 70 percent will be unfilled. Despite the massive need for qualified computer science professionals, just a quarter of all high schools offer Advanced Placement (AP) computer science classes. Many of these schools aren’t in African American communities. In fact, just 13 percent of students who took the AP computer science test were African American or Latino. It’s time to invest in STEM teachers so our young people—Black, White, Latino, Asian American or Native American—can innovate the future! The “Today’s American Dream Act” would provide aid to STEM teachers who are dedicated to educating the next generation of Mark Zuckerbergs. Taken together, the “Today’s American Dream Act” will train our young people for the opportunities of today and prepare them for the possibilities of tomorrow. It’s time to pass the “Today’s American Dream Act” and throw wide the doors of opportunity. Congresswoman Robin Kelly represents Illinois’ 2nd Congressional District. 7th Annual College Changes Everything Conference Will Address Efforts To Equip All Students For Postsecondary Success Now that Illinois has a budget and higher education is funded, it is more important than ever that Illinois renews its collective efforts to improve postsecondary access and success for the state’s new, continuing, and future college students. On July 20th, Illinois educators, government, business and non-profit leaders, other professionals and students will come together for the seventh annual College Changes Everything® (CCE) Conference, the state’s premier higher education conference focused on improving efforts to make college possible for all Illinois students. The state’s two-year budget delay created significant obstacles for institutions, families and students—with many students scrambling to find alternative ways to pay for college, leaving the state, or simply dropping out. Yet research shows that a high quality postsecondary credential or degree impacts not only future income, but health and happiness quotients. Moreover, with 8 of 10 Illinois employers requiring such credentials, an educated populace is a key economic driver for the state. “Our students are our future, and getting them on—or back on—track to attend and graduate must be a priority for Illinois,” said Eric Zarnikow, executive director of the Illinois Student Assistance Commission (ISAC), the agency that sponsors the CCE Conference in collaboration with other partners. ISAC also helped develop the College Changes Everything® college access movement, designed in part to help advance the state’s goal of increasing the proportion of adults in Illinois with high-quality degrees and credentials to 60% by the year 2025. To achieve this goal, Illinois must improve postsecondary success for a variety of student populations, and this year’s CCE Conference asks participants to consider the varying needs of these populations as well as their barriers to success. Workshops and discussions will focus on equitable practices in college access and career readiness, ways to reduce or eliminate opportunity gaps for underrepresented students, and how we can engage all students in ways that are inclusive, culturally responsive, and socially just.

Collins, Mah to urge governor to sign religious garb discrimination ban

State Senator Jacqueline Collins, D-Chicago, held a press conference on July 13, 2017 to call Illinois Governor Bruce Rainer to sign Senate Bill 1697 which makes it a civil rights violation for an employer to impose any condition that requires a person to forgo any sincerely held religious practice or attire. The press conference was held at Mosque Foundation, located on 7360 E 93rd St. in Bridgeview. Collins was joined at the Mosque Foundation by the bill’s House sponsor, state Rep. Theresa Mah, D-Chicago and representatives of The Council of Islamic Organizations of Greater Chicago, Arab-American Family Services and The Mosque Foundation. “Fighting prejudice isn’t as simple as getting a bill signed into law,” Collins said. “But prohibiting discrimination – protecting opportunity and supporting each American’s God-given rights – is the first small step in fighting prejudice,” Collins said in a released statement. “The First Amendment of the United States Constitution is clear that our country is meant to be a place with freedom of religion and cultural customs,” said Mah. “We all come from different backgrounds and choose to worship how we please. I am calling on the governor to sign this bill into law, because it is important that we are sensitive to the rights of others and do not interfere with practices that are sacred to these people, especially in a safe space like the work place.” Turner Hosts Illinois Farm Bureau

Residents Receive Fresh Corn

State Rep. Arthur Turner, D-Chicago, and Alderman Walter Burnett, Jr., D-Chicago, hosted the Illinois Farm Bureau on July 13, 2017, to distribute fresh corn to local residents which was grown in Illinois. The Fresh Corn Distribution was located at St. Matthew United Methodist Church (1000 N. Orleans). “Illinois is the second largest producer of corn in the nation, but many people do not have the opportunity to taste fresh corn,” Turner said. “Thanks to the Illinois Farm Bureau, anyone who stopped by had the opportunity to get free, freshly picked corn from Illinois.” Corn that was distributed by the Illinois Farm Bureau was picked earlier in the day before being distributed to Chicago residents.

60 Percent of Employers Plan to Hire Full-time, Permanent Employees in the Second Half of 2017 CHICAGO and ATLANTA - Are you one of the 27 percent of workers who plan to change jobs in the back half of the year? The odds of landing one – and getting paid more - are in your favor, according to CareerBuilder’s 2017 Midyear Job Forecast. The nationwide study reveals a significant year-over-year jump in the percentage of companies hiring full-time, part-time and temporary or contract workers from July 1 through December 31. More than half of employers anticipate offering higher starting salaries for new employees and the majority indicates that bigger paychecks won’t just be for high-skilled workers, they will extend to entry-level workers as well. In the second half of 2017: 60 percent of employers plan to hire full-time, permanent workers, up from 50 percent last year 36 percent of employers plan to hire part-time, permanent employees, up from 29 percent last year 46 percent of employers plan to hire temporary or contract workers, up from 32 percent last year “Events dominating national headlines have had a polarizing effect in the U.S., but most employers remain confident in their outlook for financial growth and plans for hiring,” said Matt Ferguson, CEO of CareerBuilder and co-author of The Talent Equation. “Job seekers stand to benefit not only from having more options, but also from the growing intensity in the competition for talent. Employers are moving quickly to recruit candidates and they are willing to pay more across job levels. They are also placing a greater emphasis on candidates having a positive experience when they apply to their firms. The current climate puts job seekers in a more advantageous position.” The national surveys, which were conducted online by Harris Poll on behalf of CareerBuilder from May 24 to June 16, 2017, included representative samples of 2,369 hiring managers and human resource managers and 3,642 full-time U.S. workers across industries and company sizes in the private sector. How much of a pay increase can new and current employees expect? Looking at a subset of human resources managers, 72 percent feel they have to start paying higher wages because the market has become increasingly competitive for talent. The majority say this also applies to entry-level workers: 24 percent say they have to pay more even if the entry-level worker has no college or training 17 percent say they have to pay more, but only if the entry-level worker has a college degree 19 percent say they have to pay more, but only if the entry-level worker has at least some college or training Among all employers (hiring managers and human resources managers), 53 percent report they plan to offer higher starting salaries for new employees over the next six months, a big jump from 39 percent in the same period last year. Nearly one third (32 percent) plan to increase starting salaries on job offers by 5 percent or more. Twothirds of employers (66 percent) plan to increase compensation for current employees before year end and 34 percent anticipate an increase of 5 percent or more.

What are the hot areas for hiring? Information technology (72 percent) is leading the industries hiring in the back half of the year, coming in 12 percentage points higher than the national average for plans to add full-time, permanent headcount. Manufacturing (66 percent), health care1 (64 percent) and financial services (62 percent) are also expected to outperform the national average. Looking across industries, some of the most indemand roles employers say they will be recruiting for during this timeframe are those tied to: Skilled trades – 15 percent Software as a service – 14 percent Cybersecurity – 13 percent Sales enablement – 13 percent Talent management – 13 percent Providing a good user experience – 12 percent Managing and interpreting Big Data – 11 percent Creating digital strategies – 11 percent Social marketing – 10 percent E-commerce – 10 percent

Developing apps – 10 percent Healthy living – 9 percent Which region is hiring the most? All regions are showing a year-over-year gain in the percentage of employers expecting to hire fulltime, permanent employees in the back half of the year. The West leads with 67 percent of employers planning to add headcount, while the South remains on par with the national average. The Northeast and Midwest came in below the national average, but are reporting healthy increases over last year. West – 67 percent are hiring, up from 53 percent last year South – 61 percent are hiring, up from 50 percent last year Northeast – 56 percent are hiring, up from 49 percent last year Midwest – 53 percent are hiring, up from 46 percent last year How do small, medium and large companies compare in plans for hiring? Full-time, permanent hiring over the next six months is also expected to increase across company sizes. Midsize firms are leading the pack in the percentage of employers hiring, while small businesses are reporting the biggest year-over-year growth. 50 or fewer employees – 37 percent hiring, up from 27 percent last year 51 to 250 employees – 67 percent hiring, up from 53 percent last year 251 to 500 employees – 72 percent hiring, up from 64 percent last year 501 to 1,000 employees – 75 percent hiring, up from 69 percent last year 1,001 or more employees – 67 percent hiring, up from 61 percent last year What is the outlook for Q3? Nearly half of employers (47 percent) plan to add full-time, permanent employees in the third quarter, up from 34 percent last year. Seven percent expect to downsize staffs, relatively unchanged from 8 percent in Q3 2016. Forty-three percent anticipate no change and 3 percent are undecided. Survey Methodology

This survey was conducted online within the U.S. by Harris Poll on behalf of CareerBuilder among 2,369 hiring and human resource managers ages 18 and over (employed full-time, not selfemployed, non-government including 221 HR managers) and 3,462 employees ages 18 and over (employed full-time, not self-employed, non-government) between May 24 and June 16, 2017(percentages for some questions are based on a subset, based on their responses to certain questions). With pure probability samples of 2,369 and 3,462, one could say with a 95 percent probability that the overall results have sampling errors of +/- 2.01 and +/- 1.67 percentage points, respectively. Sampling error for data from subsamples is higher and varies.

kay, here it is another insider secret to the life insurance industry. I’m going to explain to you why yours and so many other Universal Life insurance policies are failing. You might ask why they are failing. It’s easy to see how a UL policy will fail the person who bought it when they get a letter in the mail that say, that they owe more money. MOVING BEYOND YOUR COMFORT ZONE

Do you desire to become the best version of yourself? In order to do so, you will have to take some risks and get outside your comfort zone. What is the comfort zone? The comfort zone is our self-styled abode of contentment, satisfaction, and familiarity. It is a place where we often find ourselves with the least amount of pressure and creative tension to move from where we are to where we desire to be. The comfort zone is not a bad place and like many things, it has its pros and cons. A comfort zone is anything that keeps anxiety and uncertainty in check and at bay. Conversely, those things that make us physically and mentally uncomfortable, fall outside of our comfort zone. Simply put, our comfort zone is the behavioral space where our activities and behaviors fall into a set routine, a set pattern, and predictably, a set outcome. So here is the challenge, the state of relative comfort that we find ourselves in whenever we are in the comfort zone gives us the ability to only produce so much. As a Bateke proverb states, “We learn to cut down trees by cutting down trees.” Many of us want something different, yet we may not be willing to grow on from the place that makes us the most comfortable. We want better health but we won’t exercise and change the way we eat. We want the right relationships but we won’t improve the working relationship we have with ourselves. We want a pay raise but we won’t give more effort at the job. We want more customers but our business may only be comfortable giving people what they used to need. We often want to stay with the familiar, the place that gives us the greatest amount of certainty. The Darren B. Easterling Center for Restorative Justice hosts Redefine Your Legacy The Darren B. Easterling Center for Restorative Justice will host it’s “Redefine Your Legacy” event on Saturday, July 22, 2017. The inaugural reception will be hosted by former FOX news anchor and current Chicago Police Department, Communications Director Robin Robinson to benefit the Darren B. Easterling Center for Restorative Practices (the Center). The event is being held at CityPoint Loft located at 110 E. 23rd Street and will serve to bring together community and organizational leaders, survivors of violent crimes as well as some innovative thinkers—all seeking to end the overwhelming cycle of violence in the city. Many of Chicago’s staunchest advocates in the areas of restorative justice and trauma and victim centered recovery, who are committed to ending the cycle of gun-violence, are expected to attend this opening event, which will include a jazz trio, cocktails, hearty hor d’oeuvres and a silent auction. The Center is a recent recipient of the 2017 Chicago Fund for Safe and Peaceful Communities grant to facilitate summer programming in one of Chicago’s most underserved communities. It Takes a Village: In addition to establishing your own garden, another way to plant is by getting involved with community gardens. Each year, Nature’s Path Food’s Gardens for Good program supports community gardens that make fresh, organic food more accessible in local neighborhoods. Three $15,000 grants are available to gardens that demonstrate high community support and a viable plan for the urban agriculture project. 4.Plant Right: Potting your plants takes a few simple steps. Put some gravel in the bottom of your container to help with drainage and fill with soil, tamping it a bit. Leave 1 inch at the top for watering. Tamp the soil after the plants are in place and water gently. 5. Portable Planters: An advantage of container gardens is that they allow you to easily move them in and out of the sun. If your plants seem to dry out in one window area, you can try different areas to adjust to what works best. 6. Grow Up: Small spaces make it ideal to grow vertically, which means planting tall plants like squash, cucumbers, beans and tomatoes.

7. Drain Gain: Whatever container you choose for your garden, remember drainage holes are essential. Without proper drainage, soil can become waterlogged and plants may die. The holes need to be large enough to allow excess water to drain out. 8. Water Wise: Hand water every morning. Once the plants are large and summer is hot, they will probably need watering in the evening, too. A little afternoon shade can keep them from drying out too quickly. 9. Soil Smart: A common mistake urban gardeners make is not making sure their soil is good quality. While those made with pesticides promise great results, they are loaded with chemicals. Go for organic soil and grow well from the beginning. 10. Have Fun: Gardening not only results in food or flowers, it is a great way to relieve stress, have fun and get in touch with nature. Just because you live in an apartment doesn’t mean you can’t experience the joy of eating what you grow. GENERAL ASSIGNMENT REPORTER The Chicago Citizen Newspaper Group Inc. is seeking a part-time General Assignment Reporter to gather and write about news in and around the Chicagoland area. The Citizen is the largest chain of black-owned newspapers in the Midwest. It is comprised of five weekly publications. For 51 years, the Citizen has been an integral part of the community and covers neighborhoods such Chatham, South Shore, Englewood, Hyde Park, areas in the South Suburbs as General Assignment well as many other neighborhoods. The ideal candidate will have the ability toReporter gather, write and report on news in communities encompassing the Citizen’s coverage areas. The ability to research and write thought provoking stories, conduct interviews, find sources to discuss topics that affect readers in a clear, concise and accurate manner is an essential function of the position. The ideal candidate should possess the ability to identify excellent photo opportunities as well as take photos that accompany stories the General Assignment Reporter submits. Completing weekly assignments as well as assisting with the completion of one in-house column efficiently, with accuracy and on tight deadlines is a must. Applicants should be proficient in using Microsoft Office, Email, Smart phones as well as writing captions and catchy headlines for articles. A Bachelor of Science/Bachelor of Arts Degree in Communications, a Bachelor of Arts Degree in Journalism, or a related degree and at least six months work experience in writing for a print publication serving as a general assignment reporter is preferred. w Design

Design all five newspapers on a weekly basis or as needed on deadline based on a production schedule which is in harmony with the business goals of the operation; Design newspaper templates each week or as requested for upcoming issues of the Citizen Newspapers; Design special editions for the Citizen’s five newspapers based on an editorial calendar or as needed; Maintain the Citizen’s website and social media sites as requested; Graphic Designs ad The ability to independently oversee and manage both pre and post-production operations of the corporation’s five newspapers as required.
