The artistic expression that was born out of the racial and civil unrest as a result of the death of George Floyd is the focus of the coffee table book, “Board Up Chicago: Storefront Images Days After the George Floyd Riots.” The book includes more than 200 images of the way artists used their gifts and talents to create artwork that reflected their feelings. It was created by Chris Slaughter, an attorney, and his son, Zachary, a high school freshman. Chris said he was driving around after the civil unrest and noticed the artwork on boarded up buildings. Zachary had recently purchased a camera, so they drove around and took pictures of the artwork that was on boarded up storefronts. “This was really just a way to spend time with my kid. It wasn’t about making a book or doing anything with the photos,” Chris said. Because of quarantine due to COVID-19, Chris hadn’t been able to spend much time with Zachary. All of the activities they may have participated in, were closed. “In this project, a lot of the time we spent in the car, driving, not necessarily knowing where the art was,” Chris said. “I may have suspected where some businesses that could possibly
be boarded up were located, but that doesn’t mean somebody came and drew on them or wrote on them or did anything on them.” On the first day, Chris and Zachary spent about 12 hours driving and taking photos of the artwork. Chris said when Zachary sent him the images, that was when he knew they had to do something with the photos. “It wasn’t until that evening when Zachary downloaded the images and sent them to me and I saw them all together, that I was thinking I needed to do something more with this,” Chris said. Half of the pictures were taken by Chris and the other half were taken by Zachary. Chris said after the first day, he went out and took pictures and covered some areas they didn’t photograph initially. Zachary said it was fun and it was something he’d never really done before. “I’ve never spent that much time on one specific thing either. So, it was kind of a new experience and I had a good time,” Zachary said. Chris said what the book doesn’t show is all of the hours spent going to places where there were boarded up storefronts and there was nothing on them. He said he was struck by the artwork he saw and how moving they were. “Ultimately, it was like we got opinions about the current social
state from the whole city. There’s all communities represented. Images from Blacks and whites and the gay community and images in Spanish and even one with some Asian lettering in it. We were able to get a sample of the city and I think that’s valuable. Everybody chimed in,” Chris said. Zachary said he was struck by the artwork and by the level of talent the artists possessed. “I’d obviously seen graffiti around Chicago before, but I’d never seen graffiti like that. That much and it was amazing that people took time out of their day to do that,” Zachary said. “I hope people get the idea to persevere through what’s going on. Keep on pushing through. And, that the system that is going wrong, needs to change.” Chris said he hopes that people aren’t paralyzed by fear in the time that we are in, action is needed. “We need thoughtful consideration, but we need to act. The status quo is not working,” he said. “For me, even in the midst of the destruction and loss of property and damage and even those that lost their depth, the overall message on those boarded businesses was about unity, love, justice.” The book is available for purchase on Amazon and costs $49.99. American Lung Association announces anti-vaping push State lawmaker touts need for better education on e-cigarettes BY REBECCA ANZEL Capitol News Illinois ranzel@capitolnewsillinois.com
Springfield — The American Lung Association recently announced a “comprehensive” plan to tackle electronic tobacco use by the nation’s high schoolers. Education, community advocacy and research are the main pillars of the association’s strategy and are methods used by tobacco opponents to curb traditional cigarette use among the age group. “As the school year resumes, more students may experience social pressure to vape, while others may begin to vape in response to
stress, including stress related to COVID-19,” Kristina Hamilton, the American Lung Association’s advocacy director, said in a written statement. “We’re already facing what the surgeon general refers to as a ‘youth vaping epidemic.’” A U.S. Centers for Disease Control and Prevention survey found half of youth in the U.S. used an e-cigarette, vape pen or hookah in 2019. That trend of increasing electronic tobacco use is on par with Illinois high school student usage. Approximately 8,000 students begin using a vape pen every day, the CDC found, resulting in more than one in four high schoolers and one in 10 middle schoolers vaping at least once per month. The Lung Association launched a public awareness campaign to inform parents and adult leaders about

e-cigarette facts and trends as well as strategies for speaking with students about why they should not use such products. Officials also announced a Vape-Free Schools initiative “to help school administrators and educators address the surge of youth vaping through guidance in implementing a comprehensive tobacco use policy,” according to the association. Instead of suspension, it suggests educators develop a substitute discipline policy and offer a tobacco cessation program. “Our communities need support, and...the American Lung Association is proud to offer Illinois schools, parents and students proven approaches to end youth vaping in our communities and state,” Hamilton said in a written statement. The advocacy group
also said it plans to promote legislation to include electronic tobacco products in the Smoke Free Illinois Act, which bans smoking in virtually all public places. State Sen. Julie Morrison, a Democrat from Lake Forest, said she will introduce a measure in the 2021 legislative session to encourage youth to avoid e-tobacco products. “We were doing so well on changing the culture of smoking, and now we have gone backward — especially the younger generation,” she said in a written statement. “While the implementation of Tobacco 21 was a major step forward in limiting the availability to tobacco products to children, there must be more education about the negative effects of e-cigarettes, so kids don’t seek to get these products in illegal ways.”

Black-Jewish Unity Week Celebrates Shared History, Combats Bigotry In celebration of the relationship between America’s Black and Jewish communities, and in opposition to antisemitism and racism, the National Urban League and American Jewish Committee recently partnered to designate the week of September 7th as Black-Jewish Unity Week. The hashtag #BlackJewishUnity was used to promote the unity week’s themes and programs to strengthen Black-Jewish understanding and joint advocacy. “American Jews have been among the staunchest allies of Black Americans since the Great Migrations,” National Urban League President and CEO Marc H. Morial said, noting that one of the founders and first chairman of the board of the National Urban League was the prominent Jewish American economist
Edwin R.A. Seligman. “Michael Schwerner and Andrew Goodman, who fought for civil rights and died alongside James Chaney, are among the most revered martyrs of our movement.” David Harris, AJC’s CEO, said, “Black and Jewish Americans share a special responsibility and burden to stand together against hate, racism, antisemitism, ignorance, and intolerance.” A key objective of Black-Jewish Unity Week was to urge Congress to pass the National Opposition to Hate, Assaults, and Threats to Equality (NO HATE) Act, which would improve hate crime reporting through law enforcement trainings, the creation of reporting hotlines, increasing resources to liaise with affected communities, and public educational forums on hate crimes. “Hate crimes are on the rise all over the
country,” Morial said. “Yet a shocking number of cities are failing to report these crimes to the FBI, hindering the nation’s ability to address this increase.” Harris said, “Jews have for too long been the primary target for religiously-motivated hate crimes, while African Americans are by far the most targeted for racially-motivated crimes. When we stand together against bigotry and hate, we stand stronger.” Leaders of the Congressional Black Caucus and the Congressional Caucus on Black-Jewish Relations introduced a resolution officially designating the week in honor of mutual understanding and recognition of the joint need to combat antisemitism and racism. The organizations jointly observed the week
with a series of events aimed at fostering a deeper cultural and historical understanding and appreciation between the two communities. Daniel Elbaum, AJC’s Chief Advocacy Officer, appeared on National Urban League’s “For the Movement” podcast, and Clint Odom, National Urban League’s Senior Vice President for Policy and Advocacy, was a a guest on AJC’s podcast, “People of the Pod.” Morial and Harris appeared together on a joint NUL and AJC Advocacy Anywhere Zoom Event on September 8. Using the hashtag #BlackJewishUnity, the organizations promoted educational and entertaining features, including book and film recommendations and moments from Black and Jewish history.
Contract supports Chicago’s commitment to ensure all city-owned buildings and operations are powered by 100% renewable energy by 2025 Chicago Mayor Lori E. Lightfoot, in partnership with the Chicago Department of Assets, Information and Services (AIS), recently announced a new Request for Proposals (RFP) to procure a renewable energy supply contract for city-owned buildings. Through the procurement of a renewable energy supply contract, the city aims to stabilize municipal energy costs, stimulate the local green economy, create high-quality green jobs, improve air quality and environmental impacts across the region, and reinforce Chicago’s commitment to addressing climate change. “Chicago is at the forefront of large cities leading the way to mitigate climate change, and a shift to renewable energy for the city is another exemplary step in our efforts,” said Mayor Lightfoot. “It is crucial for local municipalities to take their own measures in combatting climate change especially at a time when
the federal government chooses to ignore the very real impacts it causes.” The contract will provide all cityowned buildings, streetlights and other facilities with reliable, renewable electricity supply for at least five years beginning in 2022. The current cost of powering just city-owned buildings with energy is around $40 million annually, resulting in an estimated renewable electricity supply contract of $200 million for the vendor. The solicitation of a renewable energy supply contract is another step forward in the city’s commitment to ensure all city-owned buildings and operations are powered by 100% renewable energy by 2025. Additionally, the contract will lead to the creation of new renewable generation facilities in the region, leading to job creation and air quality benefits, and supplying the city at least 50% of its electricity supply by 2025. “The city is looking forward to
securing a renewable energy supplier that will help Chicago achieve its goal of 100% renewable energy by 2025,” said AIS Commissioner David Reynolds. “It is especially important for the city to give a boost to the local green economy, create green jobs and expand renewable energy infrastructure in all of our communities.” As part of additional efforts to reach the city’s 2025 commitments, AIS has purchased 95,000 Green-e Certified Renewable Energy Certificates (RECs) from Midwestern wind farms – a critical step in helping the city transition all municipal buildings to renewable energy sources within the next five years. The initial REC purchase secures a renewable energy supply for several of Chicago’s most iconic municipal buildings including City Hall, the Chicago Cultural Center and Harold Washington Library for all of 2019 electricity use. The purchase covers
nearly 180 facilities citywide including many neighborhood buildings such as libraries and fire stations. “Chicago is taking an important step towards reaching its 100% renewable energy commitment,” said Kyra Woods, Sierra Club’s Ready for 100 Chicago Coordinator. “Last year, Sierra Club stood with partners of the Ready for 100 Chicago Collective to call for a bold and principled energy commitment that addresses local climate, economic, and health burdens across our city. With strong follow through, policies like this can help anchor our city’s energy transition in local benefits such as career and business development, as well as affordable clean energy options for residents.” Once a new contract is established, the city anticipates providing other municipal entities, including sister agencies, with the ability to execute their own contracts with the city’s
selected provider using the commercial framework established by the city’s RFP process. The renewable energy supply RFP is live on chicago.gov/bids. Applications are due by November 6, 2020, and the city plans to announce the chosen vendor for this contract in January 2021. Lastly, Chicago is one of 25 cities selected to participate in the Bloomberg Philanthropies American Cities Climate Challenge, an effort that helps cities take strong action to reduce pollution that contributes to climate change and impacts public health. As part of the Climate Challenge, Chicago has pledged to taking bold actions to reduce emissions from its building and transportation sectors. This includes pursuing strategies to equitably achieve Chicago’s climate goals, including its 100% renewable energy commitments for municipal buildings by 2025 and communitywide by 2035.
OP-ED: Trump Regime vs. The Icc: The Wrong Side Of “Sovereignty” BY THOMAS L. KNAPP
In June, US President Donald Trump signed an executive order providing for sanctions against persons who “have directly engaged in any effort by the [International Criminal Court] to investigate, arrest, detain, or prosecute any United States personnel without the consent of the United States.” On September 2, The US regime imposed such sanctions on two ICC officials: Fatou Bensouda, the court’s chief prosecutor, and Phakiso Mochchoko, head of its Jurisdiction, Complementarity and Cooperation Division.” Their offense? Investigating allegations of US war crimes in Afghanistan. Such investigations, says White
House Press Secretary Kayleigh McEnany, “are an attack on the rights of the American people and threaten to infringe upon our national sovereignty.” US Secretary of State Mike Pompeo thunders that the US regime “will not tolerate [the ICC’s] illegitimate attempts to subject Americans to its jurisdiction.” There certainly are questions of sovereignty and jurisdiction here, but Pompeo and Company are on the wrong side of those questions. Afghanistan’s US-installed, US-allied regime ratified the Rome Statute in 2003, thereby placing war crimes committed on its territory, and the persons accused of committing those crimes, under the court’s jurisdiction.
Like it or not, that assignment of jurisdiction is an exercise of Afghan sovereignty. Mike Pompeo wouldn’t object to a Czech police officer arresting an American driver accused of running a red light and hitting a pedestrian in Prague, or to a Czech court trying the case. Donald Trump wouldn’t sign an executive order sanctioning Thailand’s Revenue Department or Central Tax Court for charging and trying an American who resides in Bangkok for evasion of that regime’s taxes. The basis of the modern Westphalian Model nation-state is the notion of each state’s sovereignty within its borders. That sovereignty includes www.citizennewspapergroup.com
the power to assign jurisdiction to courts to investigate and try crimes committed within those borders. Refusal to cooperate with the ICC’s investigations, or to extradite Americans charged with war crimes, absent US ratification of the Rome Statute, are also problematic. Protecting accused war criminals and denying victims their day in court just isn’t a very good look on any regime. But at least those positions would be arguable from a sovereignty standpoint. This isn’t. Sanctioning the court’s officials for exercising their assigned jurisdiction is a violation of Afghan sovereignty, not an exercise of US sovereignty. Of course, the US government
could avoid entanglements with the ICC simply and easily, by ending its practice of invading countries halfway around the world, occupying those countries for decades at a time, and covering the world with military bases and troops to staff them. If Trump and Pompeo don’t want US military personnel to do the time, they should stop sending US military personnel abroad to do the crimes. Thomas L. Global optimism remains stagnant with concerns divided among generations and countries Consumers globally report high levels of concern about the pandemic and its impact on their lives. The overwhelming majority of global respondents said they believe we will see more pandemic events like this in the future. 69% of Americans surveyed expressed concern about a second wave hitting later in 2020, while in the UK, Mexico, Spain and Brazil, at least three in four respondents expressed similar views. 70% of surveyed Americans said COVID-19 has made them more concerned about the safety and health of themselves and their families, consistent with July. 88% of Brazilians and 54% of Germans surveyed agreed. There is consumer optimism, however, with one-third of responding Americans who believe the U.S. economy will recover in 2021. Compared to other countries, respondents in India and China were the most optimistic about their national economies recovering in 2020. Globally, the data suggest there is a generation gap. Consumers’ opinions about the impact of the pandemic vary widely across age groups: * 69% of millennials (ages 25-39) are concerned about their job security and 60% said the pandemic has taken a toll on their mental health, higher than all other age groups. * Baby Boomers (ages 55-70+) are the most pessimistic on economic recovery, with seven in ten reporting they believe their nation’s economy will continue to see an economic downturn or significant recession. * Generation Z (ages 18-24) is the most optimistic about the economy, with more than half noting they believe the economy will recover to its pre-COVID-19 state in the next few months. Many employees have high expectations for transparency and flexibility from their employers In the midst of the COVID-19 pandemic, more than half (52%) of Americans surveyed

reported that they trust their employer. At the same time, their expectations about the measures needed to feel comfortable returning to a workplace remained high across August and July. 64% of Americans surveyed said employers need to clearly communicate what is being done to sanitize the workplace (63% in July), and more than half indicated interest in technology-driven solutions like systems for reserving spaces to avoid crowded ‘hot spots’ in the workplace. Some participating consumers seem to be feeling the fatigue of “working from home” feeling more like “living at work.” The percentage of responding Americans indicating they would like to continue to work remotely at least occasionally declined from more than 80% in July to 67% in August, and half said they wanted remote work to be their primary way of working (down 15 points from July). India had the highest percentage (33%) of respondents preferring to exclusively work remotely. Roughly one in three Americans surveyed cited mental health as the number one factor affecting their preference for their future working environment; nearly half of respondents in India and Brazil agreed. Other U.S. findings among those surveyed: * Skills: Nearly one in three Americans report taking more online training or education as a result of COVID-19. * Back to school: More than half of Americans are worried that sending students back in person will lead to further outbreaks. At the same time, four in ten are concerned that their child(ren) will fall behind in their education if schools do not reopen this year. 47% of feel strongly that their employer should provide special accommodations for childcare needs (41% in July). New patterns for shopping and visiting venues in the U.S. reveal opportunities for businesses to provide options that meet consumers where they are During the pandemic, American consumers have been experimenting with new types of shopping services and tools – even across the technological generation gap. 44% of those surveyed have tried or would like to try placing an order via mobile app (30% pre-pandemic), 46% ordering online with curbside pickup (18% pre-pandemic), and 30% virtually trying on an outfit (9% pre-pandemic). Walt Disney World Resort Reimagines Holiday Traditions in 2020 A reimagined holiday celebration will begin Nov. 6, 2020, at Walt Disney World Resort, with the four theme parks, Disney Springs and Disney resort hotels decked for the season. Through Dec. 30, guests will discover seasonal food and drinks at The Most Magical Place on Earth, as well as special merchandise and enchanting new entertainment experiences.
