CHAMPAIGN, Ill. – Committed to advancing local services and improving infrastructure in her communities, State Rep. Carol Ammons, D-Urbana, is celebrating recent funding for Champaign County’s Apollo Industrial Park made possible by Ammons’ support for Governor Pritzker’s Regional Site Readiness Program.

The Champaign County Economic Development Corporation will use the $150,000 award to study wastewater engineering for 301 acres at Apollo Industrial Park, which is home to distribution hubs of over 26 businesses, inauding FedEx and Caterpillar. Wastewater engineering involves designing and constructing water treatment and sewage systems to remove pollutants from water before it is returned to streams, rivers, or used for irrigation.
Ammons voted YES for House Bill 4582 and House Bill 3551 in the last legislative session, which authorized the Department of Commerce and Economic Opportunity (DCEO) to implement the Regional Site Readiness Program for infrastructure improvements to prepare areas around Illinois for future development.

Natalie E. Norfus is a Diversity, Equity and Inclusion Expert, founder of The Norfus Firm and host of the What’s the DEIL podcast. Norfus said that the acronym DEI has been villainized and weaponized, but that villainization and weaponization doesn’t dig into what DEI actually is.
She said a lot of headlines are talking about companies walking back their DEI initiative, without getting to the substance of what is actually happening. She said some companies are keeping the substance of their DEI initiatives, supporting employees and making sure the workplace is inclusive, while not being as vocal calling it DEI.

“As a DEI Expert, I don’t care what you’re calling it, as long as you’re getting to the substance of it and ensuring that you’re making room for different perspectives, the rules are clear and fair, there are practices in place to help people feel like they’re valued, and that’s really at its core, what we’re try ing to get at in the workplace,” she said.
Norfus said that organizations should be transparent about shifts in their DEI policy. She said when companies and organizations are making statements about walking back DEI they should be clear with their employees about what they mean by those words. She said something as simple as telling employees the company cares about their experience in the workplace, and that they don’t want to get caught up in political terms.
She said, that way, employees know the company cares about their experience in the workplace and not to take the shift and change in language to mean the company does not care about the employee or their experience. She said it would set the right tone in communicating changes.
Norfus said as a DEI practitioner, she saw the narrative of DEI get away from its initial intent. She said it was difficult for DEI professionals because they were working from different definitions of what the term meant. She said she thinks if there was a firm standard or definition of what DEI means in the workplace, there could have been control of the narrative.
Norfus said none of her clients have completely given up or said they were backing away from their DEI efforts. She did
say she has heard from people that they do not know where their companies stands, which can create stress. She said training programs that help develop more inclusive leaders using tip sheets and fact sheets are still perfectly legal. She can see where the companies might change the title of the training, but not doing it altogether would hurt their business.
“You need to have leaders who know how to lead to get things done. If your leaders are not trained how to lead or manage, you’re going to have a lot of other issues that have nothing to do with politics or the law,” she said.
Norfus said that she understands that it is upsetting for people, especially those who have government jobs, see executive orders come out and the rhetoric that goes with it. She said people should understand that the executive order on DEI is unlawful, and it is already being challenged. In early February, the city of Baltimore filed a lawsuit over the executive order, which halted federal diversity, equity and inclusion programs.
“This happens all the time where people try to go beyond the authority they have, someone sues and a court says you don’t have the right to do that and I expect that is what will happen here,” she said.
She suggested that employees should educate themselves on the process, use their voice to speak up about it with data-backed positioning, and to make sure they are aware of all the different ways their company communicates information. She said that employees should stay aware of what’s going on in the organization so that they know when they should be speaking up.
On her What’s the DEIL podcast, Norfus’ first episode focused on why DEI still matters in 2025 and there has been follow up episodes focusing on how policy changes in DEI might affect employees and what leaders should do. In subsequent weeks, Norfus has done more episodes about the narrative around DEI, as well as posting resources on social media every day. Her goal is to provide a more balanced view of what is going on.
“Until you don’t need humans to do work, you do, and humans want DEI practices. There’s a lot of data about that,” she said.

Rep. Robin Kelly Introduces Bipartisan Legislation to Prevent Preterm Births
WASHINGTON – U.S. Rep. Robin Kelly (IL-02) introduced bipartisan legislation to prevent preterm births with U.S. Reps. Mariannette Miller-Meeks (IA-01), Lizzie Fletcher (TX-07), Buddy Carter (GA-01), Shontel Brown (OH-11) and Jen Kiggans (VA-02). The Prematurity Research Expansion and Education for Mothers who deliver Infants Early (PREEMIE) Reauthorization Act of 2025 will improve pregnancy outcomes and infant health by continuing federal research, education and intervention activities to reduce preterm birth and infant mortality.
The PREEMIE Reauthorization was included in last year’s spending bill before the health provisions were removed at the eleventh hour.
The preterm rate in the U.S. has worsened from 2013 to 2023, increasing from 9.8% to 10.4%. Inequities in healthcare contribute to higher preterm births for Black and Indigenous mothers. In 2023, 22 states had a preterm birth rate higher than the national average, including Illinois, Georgia, Texas, Ohio and Virginia. A baby born before 37 weeks of gestation is at higher risk of death and physical or intellectual disabilities.

Gov. Pritzker, Illinois EPA Announce $58 Million in Grant Funding for Electric Public Transit Buses
Pace and RTA/CTA to receive funding from Volkswagen settlement for new electric buses
MARKHAM -- Governor JB Pritzker joined the Illinois Environmental Protection Agency (EPA), as well as officials from Pace and the Regional Transportation Authority (RTA), to celebrate the award of two grants totaling $58 million (Pace, $27 million; RTA on behalf of CTA, $31 million). The funding will be used to purchase all-electric Class 8 public transit buses –replacing older, higher-emitting buses with 57 new, advanced technology, zero-emission buses (27 Pace buses and 30 CTA buses). The projects are funded through the State’s allocation from the Volkswagen (VW) Settlement.
“Illinoisans of all backgrounds depend on Pace and the CTA. Whether commuting to work, visiting friends and family, or running their everyday errands – the convenience and efficiency of these systems is absolutely essential to their everyday
lives,” said Governor JB Pritzker. “Pace has added 27 new, fully electric buses – along with 30 that will join the CTA fleet. This is an investment that will help us meet our climate goals, create opportunity for our people, and further connect our communities. Electric buses are vital to the future of transit – clean, reliable, and convenient – and I’m excited to be taking a step toward that future today.”
Grant awards cover 75% of the eligible cost per electric transit bus, with Pace providing $9 million, and the RTA funding $10 million toward the project, for a total investment of 77 million.

Illinois State Legislative Session Kicks Off with Focus on Alzheimer’s and Dementia Support
“Emissions from diesel powered transit buses negatively impact air quality in the communities they serve and the region as a whole,” said Illinois EPA Acting Director James Jennings. “Through the VW settlement funding and additional cost-sharing commitments from both Pace and RTA/CTA, these projects represent a $77 million investment in clean transportation that will benefit communities throughout the Chicago area.”

In July 2024, Governor Pritzker visited the Markham Pace campus with the Illinois Department of Transportation for a ribbon-cutting in celebration of the State’s commitment to expanded charging infrastructure. The contribution included $7.1M in Rebuild Illinois funding and an overall state commitment of around $34M. The funds were used to build expanded charging infrastructure, in support of the conversion to a new electrified Pace bus fleet.
“This investment will provide climate-friendly transit options that improve mobility and quality of life for people across the region,” said Acting Illinois Department of Transportation Secretary Gia Biagi. “Under Governor Pritzker’s leadership, we are working closely with our transit partners to make our entire transportation system safe, reliable, and green.”

Honda Battle of the Bands Rocks SoFi Stadium with Epic West Coast Debut

The Honorable Joseph Robinette Biden Jr. (Born November 20, 1942) the fortysix President of the United States of America, on January 19, 2025 Posthumously Pardons the Honorable Marcus Mosiah Garvey (Born August 17, 1887, Died June 10, 1940).
He gave deserving posthumous justice, for the Jamaican born, founder and first elected President General (August 1920) of the Universal Negro Improvement Association and African Communities League (UNIA & ACL founded July 20, 1914) with this pardon.
The first reasons he deserved a Pardon was that for twenty-eight years the Honorable Marcus Mosiah Garvey served as an honest, truthful, self-less, elected, not self appointed, leader of the UNIA & ACL.
Secondly, the UNIA & ACL has the highest beneficent values as a social, friendly, humanitarian, charitable, educational, institutional, constructive and expansive society" (UNIA & ACL Constitutions Preamble), believing in the brotherhood and sisterhood of men and women and the "Fatherhood of God".
Thirdly, his work world-wide guiding Africans and People of African descent into a confraternity of 400 million, is now 1.7 billion people who still need his teachings to inspire us. He was not a man of hate but dedicated to promoting pride, love, and nationhood, leading to the first and largest mass movement of Black people in the United States, earning him the title for centuries to come, as the "Father of Black Nationalism."
He organized six million Black people into the UNIA & ACL under the motto of One God One Aim One Destiny, before he was wrongly imprisoned, which is more than 15th U.S. President Abraham Lincoln (Born February 12, 1809, Died April 15, 1865) emancipated from enslavement with his signing of the Emancipation Proclamation January 1, 1863, and the 14th Amendment to the US Constitution.
Encouraging President Joe Biden to sign this Pardon, less than a week before he left office, were many known and unknown men and women who are among those who for over 40 years have campaigned, wrote research papers, circulated petitions and marched on the streets in major cities of the United States to prove his innocents and earn his Pardon.I will start with my mentor the Antigua born, Dr. Charles L. James (Born April 26, 1905, Died August 16, 1990) the highest graduate of the first class of the 'Course of African Philosophy' taught directly by the Honorable Marcus Mosiah Garvey in 1937.
In 1947 Dr. James co-founded the Isaiah Morter Division 401, then in 1974 he formed another Division of the UNIA & ACL in Chicago called the Garvey/Nkrumah Memorial Progressive Progressive Division 429 which he served as President and I as his student of
African Philosophy, until his last days.
student of the 'Course of African Philosophy, I can imagine: four-hundred million Africans and people of African descent would be crying tears of joy; at over 1400 Liberty-Halls filled with Division and Chapter members of the UNIA & ACL world wide waving their red, black and green flags; Church-bells would be heard ringing from every African Orthodox Church and Cathedral in every country; a Twenty-One-Gun Salute often reserved for heads of state by the Universal African Legions firing canons in cities with large African populations; out of universal respect, every private and public school, academy, college and university housing black youth would be closed; the next business day of the week January 20th would be treated like a national holiday with parades in every major city; and his loyal and faithful 2nd wife Amy Jacques Garvey and their two little boys, Marcus Garvey lll, and Julius Winston Garvey would be ushered into a waiting motorcade driven by the women of the Universal African Motor Corps.
Lastly, the two sons, the late Hon. Marcus Garvey Jr. (Born September 17, 1930, Died December 8, 2020) UNIA & ACL President General, and the youngest son, Dr. Julius Winston Garvey, have never stopped trying to gain a Posthumous Pardon for their father.
Likewise, hats off to U.S. Rep. Yvette D. Clark (D-NY) for all the efforts with House Resolution 148 and that she has made and will make along with Dr. Julius Garvey to get an exoneration for the Honorable Marcus Mosiah Garvey. As momentum continues to grow with more and more desiring to clear his father’s name, Dr. Garvey counts on U.S. Rep. Yvette Clarke and the rest of us to continue in this noble work with him.
With the tint of criminality lifted off of him by the Pardon from the President of the United States, and the Prime Minister of Jamaica where he was also once falsely arrested, showing in both cases he was wrongfully arrested and imprisoned, a new course and direction will produce a different reality to what we see today.
I met him in 1975 shortly before he succeeded President General Thomas W. Harvey and then go on to serve as President General from 1978 until his passing at age eighty-five in 1990.
As the Editor of the 'Garvey's Voice' newspaper published in Chicago, Mr. James replicated the 'Negro World' and 'Black Man Magazine' once published by the Honorable Marcus Mosiah Garvey. He put regular reports in the paper that mentioned all efforts towards the exoneration and pardon of the Honorable Marcus Mosiah Garvey and his philosophy.
The 'Garvey's Voice' reported how Senator Jesse Helms (born Oct. 18, 1921, died July 4, 2008) wrote about connecting the call for a Reverend Dr. Martin Luther King Jr. National holiday with a Pardon for the Honorable Marcus Mosiah Garvey (Amendment number 2339). Around October 18, 1983 Helms wrote, "Among the many things that were done in connection with the King debate, I submitted an amendment, which unfortunately was rejected to posthumously recommend granting a pardon to Marcus Garvey."
Excerpts from the Congressional record shows Senator Helms for whatever reason, writing in section 3. - "Since Marcus Garvey is known as the Father of Black Nationalism; and Since Marcus Garvey was a major leader in the development in the United States of Black consciousness; and Since the conviction of Marcus Garvey in 1923 occurred in an atmosphere charged with emotionalism and publicity; and Since the excessiveness of the sentence was recognized by President Coolidge in 1927 in commuting that sentence; "Therefore, let it be stated that it is the sense of Congress that the President should remove this cloud over the reputation of Marcus Garvey by granting a full pardon of any crimes of which he may have been convicted."
That was followed by Congressman John Conyers and Congressman Charles Rangel submitted a resolution for the exoneration of the Honorable Marcus Mosiah Garvey.
The City Commission of the City of Lauderhill submitted a resolution for his (Marcus Garvey) pardon/exhoneration. The Court of Common Council of the city of Hartford submitted a resolution for his pardon/exoneration. The youngest son, Dr. Garvey (Born August 16, 1933present), a cardiothoracic and vascular surgeon, organized the Justice4Garvey (there is a book published by the same name) movement around 2016, aimed at getting his father posthumously exonerated, while also keeping intact the unwavering pride of the Garvey name.

First, the Honorable Marcus Mosiah Grarvey's second generation of students of the course of African Philosophy taught by students from 1937 will be reminded of what he said about his mission from the 'High God' and look in the Holy Bible, Matthew Chapter 28: 19-20, "Therefore go and make disciples of all nations, baptizing them in the name of the father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you. And surely, I am with you always, to the very end of the age."
I can imagine preparations for an International Convention in Africa, by the Honorable Marcus Mosiah Garvey's students and his grand children as great and broadly participated in as was done at the first International convention in the year 1920.
We will have to put together a $2,000,000,000 budget to launch the program of African Redemption, African Unification and the fulfilling of the slogan, "Africa For The Africans, Those At Home And those Abroad.” Our UNIA & ACL membership will have to rise to 200 million members working in 20,000 UNIA & ACL Divisions in the next 10 years, headed by men and women who embrace unadulterated Garveyism.

StatePoint) Afterschool programs help children and youth thrive in school and in life. They provide homework help, opportunities to get active, and access to healthy snacks and meals. They help children develop friendships, meet mentors, learn about STEM (science, technology, engineering and math), explore college and careers, and engage in community service. Through these activities, and more, afterschool programs help youth build the skills they need to succeed.
A million people across the United States are celebrating afterschool programs this fall, and rallying for more resources for them, as part of Lights On Afterschool 2024. More than 8,000 Lights On Afterschool events are taking place in every part of the country. In California, students are displaying wiggle robots, paintings and block-builds they created. In Colorado, parents are jotting down their dreams for their children and putting them in a Dream Box. In Florida, students are sharing what they learned about the migration of monarch butterflies. In Indiana, students are showing the PSAs they created about how substance use has affected their lives.
As a testament to the importance
of afterschool programming, some big names are lending their support.
Superstar Usher is serving as honorary chair of Lights On Afterschool this year, organized once again by the Afterschool Alliance.
“Afterschool programs keep kids safe, inspire them to learn, and give working families peace of mind that their children are safe, supervised and learning after school. Lights On Afterschool is a chance to showcase the skills students hone and the talents they develop at these programs,” said Afterschool Alliance executive director, Jodi Grant.

This year, Lights On Afterschool comes as funding for programs across the nation, provided from federal pandemic relief, winds down. These funds have helped afterschool programs meet rising costs and provide support for millions of youth. In recent years, Congress has failed to significantly increase funding for 21st Century Community Learning Centers, the chief federal funding stream for afterschool and summer learning programs.
“There aren’t nearly enough afterschool programs to meet the soaring demand,” Grant added. “For every child in an afterschool program in our country, four more are waiting to get in. We urgently need greater investments from all sectors so all students can benefit from the essential supports afterschool programs provide.”
