For the last 60 years, the Chicago International Film Festival has been showcasing cinematic talent and providing access to films from across the world. In 1997, the Black Perspectives program was founded in collaboration with Spike Lee as a way to spotlight diverse films from African Americans and the African diaspora. Black Perspectives is continuing its tradition with programming from Oct. 16th through the 27th.

MANLEY VISITS NHBW JOLIET HEADQUARTERS ON 4TH ANNUAL COMMUNITY DAY

ROMEOVILLE, Ill. – On Saturday, Sept. 12, state Rep. Natalie Manley, D-Joliet, visited the National Hook-Up of Black Women (NHBW) Joliet’s 4th Annual Community Day and received a tour of their building. Outside, members of the community could access voter registration, health, job, and legal services, alongside food and children’s activities.

Manley viewed NHBW’s library and learned about the Male Associate Arm’s “Real Men Read” program. This program allows men to volunteer to be positive role models by sharing the benefits of reading with children. “NHBW’s dedication to improving children’s literacy is crucial, especially in a time when picking up the iPad or phone and watching videos is so much easier than reaching for a book,” said Manley.

Manley also viewed NHBW’s expanded Project 100 Food Pantry, which provides the local community with free food distribution on the 2nd and 4th Tuesday of the month at their 1705 Richards St. location. “Thank you to Chapter President Debra Upshaw, National President and CEO Bettye Gavin, and all of NHBW Joliet for another successful Community Day and their unwavering dedication to the community,” said Manley.

NOW OPEN IN DOWNTOWN CHICAGO FOR THE NOVEMBER 5 PRESIDENTIAL GENERAL ELECTION

Early Voting for the November 5, 2024 Presidential General Election is now open in Downtown Chicago at the Voting Supersite (191 N. Clark) and Chicago Board of Elections Offices (69 W. Washington, 6th Floor).

Through October 27, these two sites will be open Weekdays from 9 a.m. to 6 p.m.; Saturdays from 9 a.m. to 5 p.m.; and Sundays from 10 a.m. to 4 p.m. From October 28 through November 4, these two sites will be open for an extra hour on Weekdays from 9 a.m. to 7 p.m., with the same hours for weekends. The Supersite will be open on Election Day (Nov. 5) from 6 a.m. to 7 p.m.

Early Voting in all 50 Wards in Chicago will begin on Monday, October 21 at 9:00am through Election Day (Nov. 5). All 50 Ward Early Voting sites will also be open as vote centers on Election Day from 6 a.m. to 7 p.m.

“Now that there are 33 days until the Presidential Election, we urge Chicago voters to make a plan to vote now. Any voter in Chicago can now come downtown to vote early, if they want to get a head start on their civic duty,” said Marisel Hernandez, Chairwoman, Chicago Board of Election Commissioners.

Voters can still apply to Vote By Mail for the upcoming election, as well as apply online to join the Permanent Vote By Mail Roster and receive their ballot ahead of their preferred elections. Vote By Mail applications remains open until 5 p.m. on Oct. 31.

Black Perspectives Set For October 16th Through October 27th

Amir George, Black Perspectives program festival programmer, said the slate of films this year celebrate the richness and diversity of African Americans and Black storytellers that are making art across the world. He, along with a team of seven other people, helped curate the film for the festival.

George said that because of the work Black Perspectives does to showcase emerging and established African American filmmakers, it has world premiered films by Ava DuVernay, Lee Daniels and George Tillman. Black Perspectives also featured a tribute and awarded established film artists like Viola Davis, Forrest Whitaker and Sidney Poitier. This year, Andre Holland will be honored for his artistic achievement.

“The Piano Lesson” stars John David Washington and is directed by Malcolm Washington. The film will screen at 6:30 p.m. Wednesday, Oct. 16th at The Music Box Theatre, located at 3733 N. Southport, and at 2 p.m. on Thursday, Oct. 17th, at AMC Newcity, located at 1500 N. Clybourn Ave. Malcolm will be receiving a breakthrough award and John David will be receiving a spotlight award. George said as an August Wilson fan, he was excited to see the play turned into a film.

“The performances are incredible. It’s one of those movies that deals with so many things, as far as tradition, family and legacy. It’s a very powerful piece of art that I think everyone should have a chance to experience,” George said.

A showing of the film, “The Spook Who Sat By the Door,” will take place at 6:30 p.m. on Sunday, Oct. 20th, at the Logan Center for the Arts, located at 915 E. 60th St., and at 7:30 p.m. on Wednesday, Oct. 23rd, at the Chicago History Museum, located at 1601 N. Clark. The 1973 film has been restored and Pemon Rami, J.A. Preston and David Lamieux are scheduled to

attend the Oct. 20th showing.

George said that a lot of the films are only accessible during the film festival, which gives people an opportunity to see films they might never see again. George said the intention to give Black filmmakers and stories attention through Black Perspectives is necessary and urgent.

George’s favorite film at the festival is “Dahomey,” which is a documentary about sculptures taken from Benin and put in museums in France and being brought back to Benin.

“It’s just a powerful story about art and who gets access to art and the role culture plays in our history,” George said.

“Dahomey” will be shown at 12:30 p.m. on Sunday, Oct. 20th, at the Gene Siskel Film Center, located at 164 N. State St., and at 1 p.m. on Friday, Oct. 25th, at AMC Newcity, 1500 N. Clybourn.

Assessor’s Office Receives National Achievement Awards

Cook County, Ill. -- The Cook County Assessor’s Office (CCAO) has been recognized with two 2024 Achievement Awards from the National Association of Counties (NACo). The awards honor innovative, effective county government programs that strengthen services for residents.

The CCAO’s Affordable Housing Special Assessment Program (AHSAP) incentivizes the rehabilitation and new construction of multi-family residential properties to create, maintain and preserve affordable housing in Cook County. As the first program of its kind in the country, AHSAP provides a blueprint for other jurisdictions concerned about affordability and housing supply.

Through the initiative for Strategic Engagement to Encourage Employee Retention and Recruitment, an Engagement Committee was developed to enable employees to engage and connect with colleagues though strategic activities that included learning and development, social activities, and conversations with leadership. Now in its second year, the Committee has hosted over 15 events both virtually and in-person, functioning as a valuable tool for improving workplace culture and morale.

“I am proud of both of these excellent programs for earning national recognition, as well as showcasing the many departments within the office – from Human Resources to Policy – in which our employees are thinking creatively about the public service they perform,” said Cook County Assessor Fritz Kaegi. “My deepest congratulations to every employee involved with either initiative.”

Each year, NACo’s Achievement Awards recognize outstanding programming in 18 categories aligned with the vast, comprehensive services counties provide. Launched in 1970, the program is designed to celebrate innovation in county government. Each nominated program is judged on its own merits and not against other applications.

MAYOR BRANDON JOHNSON LAUNCHES “A DAY IN THE WARD”

CHICAGO – Mayor Brandon Johnson joined elected officials, community partners, clergy, and the Little Village community today in launching “A Day in the Ward,” the first in a series of community engagement events aimed at fostering deeper collaboration between the City of Chicago and neighborhoods across Chicago. This initiative will showcase the City’s investments in local communities, providing a platform for residents to connect directly with City leaders and experience the breadth of resources the City has to offer.

Through “A Day in the Ward,” Mayor Johnson, deputy mayors, and local alderpersons will meet with community organizations, businesses, faith leaders, and residents. These engagements are designed not only to highlight ongoing efforts to improve public safety, youth programs

MAYOR BRANDON JOHNSON AND THE CITY OF CHICAGO ANNOUNCE $1.5 BILLION REFINANCING PLAN TO ACHIEVE $110 MILLION IN DEBT SAVINGS

CHICAGO – The Finance Committee recently approved an ordinance granting the City of Chicago authorization to issue $1.5 billion in General Obligation (GO) bonds and for the Sales Tax Securitization Corporation (STSC) to issue STSC bonds to refinance or tender certain outstanding City GO bonds and STSC bonds. The combined refinancing and tender are expected to generate approximately $110 million in present value savings based on current market conditions. The STSC was created in 2017 and has higher bond ratings than the City’s GO bonds. The primary purpose of STSC bonds is to refinance GO bonds, and further lower the City’s debt service costs.

The $1.5 billion GO/STSC ordinance to be considered by the City Council on Wednesday, October 9, 2024, adheres to best practices of responsible debt management. The ordinance specifically stipulates that the entire $1.5 billion amount can only be used for cost-saving refinancing purposes. Any other use of bond proceeds would require an amendment passed by City Council. The bond proceeds cannot be used for operating costs. The authorization allows for up to $1.5 billion of bonds, but the City will not issue the full amount unless the transaction provides debt service savings.

“The City of Chicago is committed to finding innovative and responsible ways to meet our financial challenges while prioritizing the long-term stability of our

budget,” Mayor Brandon Johnson said. “This refinancing plan represents another important step in creating a stronger financial foundation for our city—one that benefits all Chicagoans.”

Much like a homeowner refinancing a mortgage, the City will issue new bonds at lower interest rates to replace higher-interest bonds that are currently outstanding in order to achieve cost savings. On January 1, 2025, $850 million of the City’s GO bonds will be callable (i.e.: eligible to be refinanced through a call action). In addition, the City plans to use a tender process to purchase approximately $500 million of GO and STSC bonds and refinance those bonds for savings. Under this plan of finance, outstanding debt that carries an average interest rate of 5.62 percent will be replaced with new debt with a much lower cost in the range of 3.75 percent.

The City has executed many refinancings in the past, including separate refinancings of Midway Airport, wastewater system, and water system debt earlier this year in order to achieve cost savings for those respective City enterprises.

The refinancing is pending City Council approval. The City and STSC anticipate issuing the bonds as early as late October 2024. The minority underwriter representation on the GO/STSC refinancing transaction is targeted to be over 40 percent, which is commensurate with previous transactions.

Everyone needs to consider having a power-of-attorney aka POA in place. Why? There may come a time in your life when you are not capable of making decisions for yourself. POA’s provide you with an opportunity, while you are of sound mind and body, to delegate a person to make medical and/or financial decisions on your behalf.

It cannot be stressed enough how important it is to get a POA in place if you are not married. If married, without an POA, your spouse can make decisions for you, should you become incapable of making decisions yourself. However, if you do not have a spouse and by accident or illness you become incapable of making decisions, what will be your fate? Too often singles in long-term relationships would want their partner to make decisions for them; however, without a POA this is unlikely.

It is said, “an ounce of prevention is worth a ton of cure.” I hope that you and your spouse or partner make the decision today to put POA’s in place. It’s always better to have it and not need it, than…you know the rest.

While anyone can be a victim, elderly people are often targeted, as they are presumed to have more savings. Slow Down

From romance scams to debt and IRS scams, many scammers use emotional appeals to scare or charm their victims into giving up personal information or their money. Before acting, take a deep breath and speak to a trusted friend or relative who may be able to help you spot a potential scam. Remember that the IRS initiates contact only through the U.S. mail, not via email, text or social media.

You can also do a bit of investigative work yourself. For example, if you receive an email claiming to be your bank or another institution asking you to click on a link, first make sure the request is legitimate. Do the return address and URL look right? Are there spelling errors? If you’re contacted by text or with a phone call, look up the number of the bank or company and call them back directly, not with the number provided. Be Choosy

As you age, it’s common to enlist friends and family to help you make financial decisions and with everyday administrative tasks, like paying your taxes or your bills. Select who has access to your sensitive documents and online accounts carefully.

Also, never leave bills, statements and other identifying information lying around. You may want to invest in a paper shredder or a file cabinet with a lock so you can dispose of and store documents carefully. You should also ensure all your online accounts have strong passwords that are known only to you.

Finally, consider setting up automatic bill payments. This not only has the benefit of keeping you up-to-date on pay-

ments and helping you avoid late fees, it will also reduce the amount of sensitive paperwork you have in your home and receive by mail.
