State Fiscal Failures Put CSU Accreditation Status at Risk
he Illinois Budget crisis continues to adversely affect some of our states social services and valued state institutions. Chicago State University continues to be victimized as a result of Governor Bruce Rauner’s inability and willingness to get a budget passed. On June 30th, the Higher Learning Commission sanctioned CSU and placed the university on Notice due to the current financial challenges the university is facing. The Higher Learning Commission is the agency that oversees Illinois public colleges and universities. It has the authority to give or take away a schools accreditation status. This is especially important because students attending a non-accredited school cannot get federal financial aid nor can they transfer class credits to a college or university that is accredited.

Aldermen Leslie Hairston and Jason Ervin Support Additional Community Input on Police Reform Aldermen Leslie Hairston (5th) and Jason Ervin (28th), are working together on a final police accountability ordinance that preserves and makes stronger the tenets of the Independent Citizen Police Monitor and FAIR COPS ordinances they both introduced in City Council earlier this year. Hairston’s ordinance abolishes the Independent Police Review Authority and establishes, in its place, a credible civilian agency to investigate police misconduct and ensures the ICPM will have the powers it needs to perform high quality investigations, and be accountable to the public, unbiased, fully transparent, rigorous and independent. Ervin’s ordinance calls for establishing an auditor for the Police Department within the
Chicago Inspector General’s office. To be effective and transformational, both require community oversight and a dedicated funding source. To get real community input they are joining their colleagues on the Chicago City Council Progressive Reform Caucus to hold a series of public meetings throughout the city on the urgent topic of police reform and accountability. “Given the enormity and seriousness of this problem, it is unreasonable to think that real reform can take place in a day or two,” explains Hairston. “This is going to take time, and we have to take the time in order to get it right.” “I’m pleased to be joining my colleagues to work together on this critical effort,” says Alderman Ervin. “Our constituents

1 New Medical Director Named at Harmony Health Plan Harmony Health Plan, Inc., a subsidiary of WellCare Health Plans, Inc. (NYSE: WCG), announced it has named Robin L. Jones, M.D., as medical director. Dr. Jones oversees the plan’s medical strategy and clinical direction of medical services and quality improvement affecting Illinois Medicaid members enrolled in Harmony Health Plan and Medicare members enrolled in WellCare plans. “Dr. Jones is an accomplished health care executive and a physician leader with broad experience in clinical medicine and government health plan operations,” said Dr. Robert Hilliard, Jr., president, Harmony Health Plan. “Her leadership is instrumental in delivering improved health outcomes for our members with the effective care integration of WellCare pharmacy operations, quality improvement initiatives, utilization, case and disease management,

She completed a postdoctoral internship and residency in obstetrics and gynecology at State University of New York at Buffalo. She is a board-certified obstetrician and gynecologist licensed in Illinois, and a member of both the American Congress of Obstetricians and Gynecologists, and the Illinois Department of Public
Health Perinatal Advisory Committee. As of March 31, 2016, WellCare and Harmony Health Plan serve approximately 207,000 members in Illinois, including 164,000 Medicaid members, 15,000 Medicare Advantage members and 28,000 Medicare Prescription Drug Plan members.
The Chicago Urban League Commemorates 100 Years The Chicago Urban League recently began a year-long commemoration of its 100th anniversary. To honor the milestone, the organization is kicking the Centennial year off with a free community cookout in Washington Park on July 23rd from Noon-3:00 p.m., and a call for individuals to collectively pledge 100,000 volunteer hours across the community throughout the year. Reflecting back a century ago, it is manifestly clear that the work of the Chicago Urban League has played a profoundly significant role in the evolution of the city’s landscape. The League was one of the first affiliates of the National Urban League organized in the United States to address the needs of African Americans migrating from the rural South to the northern cities in unprecedented numbers at the height of the Great Migration. Holding their first organizing meeting at the Wabash Avenue Y.M.C.A. in 1916, an interracial group of community, civic, and business notables set out with one main mission in mind – to create an organization to bring about social and economic justice to Chicago’s African American population. The organization’s history can be seen as a consistent leader in confronting issues of discrimination and racism from redlining and school segregation to inequitable transit infrastructures and the suburbanization of employment. As one of the largest affiliates in the nation, the Chicago organization remains a leader in the Urban League movement, committed to the fundamental principles upon which it was founded. However, today, African Americans in Chicago and around the country find themselves in conditions that continue to worsen in every leading socioeconomic indicator such as employment, educational outcomes and crime. “In the 50 years since the Civil Rights Act was enacted, African Americans still struggle with the same core issues: employment, education, housing, income stability,” said Chicago Urban League president and CEO Shari Runner. “The League has consistently demonstrated that we are a movement that incites change and is committed to working with community members and partners across the city to address the root causes

of inequality, apply best practices and improve the future for our youth, our communities and the entire city of Chicago.” Next month, the League will unveil a comprehensive 10-year plan designed to improve the most underserved communities, as identified in the organization’s research study, The Impact of Chicago’s Racial Residential Segregation on Residence, Housing and Transportation. The plan is built on three principles: 1) education as the foundation for future success; 2) employment as the foundation for poverty reduction and financial security; and 3) asset building as the foundation for sustainable wealth creation. Importantly, the League is also tackling gun trafficking and gun violence, symptoms of inequality that increasingly impacts the health and well-being of our communities. “The Chicago Urban League has survived and thrived for 100 years by remaining true to our core values and mission,” continued Runner. “This
has allowed us to make substantial impact, and as we step into the League’s second century of service, we are taking an intentional, focused and outcome driven approach to enacting transformational change. We are going to make sure that the work we do is not in vain. Illinois Commerce Commission to Host Cybersecurity Policy Session CHICAGO – The Illinois Commerce Commission is hosting a Cybersecurity policy session on Thursday, July 21 from 10:00am-3:00pm. of those businesses.” In getting the word out about the program to local communities, Moin said they always partner with local and national entities like the NAACP and the National Urban League, particularly where the membership is primarily AfricanAmerican. “It’s important to partner with these organizations…they are the community ambassadors,” she said. “I can show up in a market and the small business owners are not going to know me, but they may know someone from the NAACP or the Urban League.” The program is based on the broadly held view of leading experts that greater access to this combination of education, capital and support services is the best way to address barriers to growth. “The easiest way to describe the program is that it’s a practical hands-on business education on your business,” said Sonia Moin, program manager at Boston-based Initiative for a Competitive Inner City – or ICIC, which has partnered with Goldman Sachs on the “10,000 Small Businesses” program. “In the room, the small business owners learn from other business owners who are facing similar challenges including growth opportunities, access to capital and [hiring practices].” Moin said that the program curriculum, designed by Babson College, one of the top entrepreneurship colleges in the country, enables participants to immediately apply the lessons they’ve learned that day in a real world business environment. The “10,000 Small Businesses” program is currently operating in Cleveland, Chicago, Dallas, Detroit, Houston, Long Beach, Los Angeles, Miami, New Orleans, New York City, Philadelphia, Rhode Island, and Salt Lake City. Approximately 62 percent of small businesses in the United States
have four or fewer employees and the Goldman Sachs initiative offers enormous and largely untapped potential in creating new jobs and generating economic development, according to a recent report titled “The State of Small Business in America” by Babson College. “We all benefit if we are able to foster a vibrant entrepreneurial ecosystem that best supports ongoing small business growth and job creation in America,” Babson College President Kerry Healey said in a statement. “Public and private sectors must work together to support small businesses, which comprise 99 percent of all U.S. employer firms and which account for more than half of the private sector’s net new jobs over the past two decades.” More than 1,800 businesses across the United States were surveyed for the report. Most were “10,000 Small Businesses” participants, who reported that obtaining capital remains a big hurdle. The study also found that small businesses are four times more likely to go to a bank for capital needs. Looking across all sources of capital, survey respondents apply for a median amount of $100,000, but receive only 40 percent of what they seek. Business owners say that they need more flexible loan terms. Further, business owners find regulation both difficult and time-consuming. On average, four hours per week is spent dealing with government regulations and tax compliance, which totals over 200 hours per year. With the launch of ”10,000 Small Businesses” at Babson College, which is the program’s national cohort, business owners from all 50 states now have the opportunity to participate, Moin said. This model of the program is delivered through a blend of online and in-person sessions and is intended for business owners located beyond the reasonable driving distance of a
locally delivered program. “The program helps to address the challenges faced by all small business owners, and our goal and the goal of all of our partners is to make them aware this resource exists and the impact it can have on their business,” Moin said. “Many small business owners say they don’t have the time to dedicate to a program such as this, but we try to convince them why the return on investment is important, if they want their business to grow. It’s important to step away from the business in order to work on the business.” To date, over 6,500 small businesses have been served across 31 sites. More than 99 percent of participants graduate and more than half of the businesses reported increased revenues and expanded work forces within 18 months of graduation. Ideal candidates are small business owners with more than $150,000 in revenue and have been in operation for at least two years. Qualifying businesses also must demonstrate that they employ four or more workers and have a scalable business model and a commitment to grow and hire locally. The initiative has a wealth of success stories with Moin pointing out how one of the small business owners who graduated from the program saw her revenue increase by 658 percent, enabling her business to add 110 new jobs. Another small business owner who recently graduated from the program saw a 120 percent increase in revenue, helping to add 17 new jobs. “We’re getting the results we want,” Moin said. “On average, when our alumni graduate, in six months, approximately 69 percent of them report growing revenue and 48 percent of them report that they’ve added jobs.” For more information or to apply for the program, visit www.10KSBApply.com.

Dermatologists Share Tips to Stop Nail Biting Breaking a nail is one thing. Breaking a nail-biting habit is another, say member dermatologists from the American Academy of Dermatology. Nail biting typically begins in childhood and can continue through adulthood, and the side effects can be more than cosmetic, say dermatologists. How to Stop Biting Your Nails “Chronic nail biting can cause serious problems,” said board-certified dermatologist Margaret E. Parsons, MD, FAAD, associate clinical professor of dermatology, University of California, Davis. “In addition to making the skin around your nails feel sore, repeated nail biting can damage the tissue that makes nails grow, resulting in abnormal-looking nails. It can also leave you vulnerable to infection as you pass harmful bacteria and viruses from your mouth to your fingers and from your nails to your face and mouth.” To help patients kick the habit, Dr. Parsons recommends the following tips: Keep your nails trimmed short: Having less nail provides less to bite and is less tempting.
Apply bitter-tasting nail polish to your nails: Available over-the-counter, this safe but awful-tasting formula discourages many people from biting their nails. Get regular manicures: Spending money to keep your nails looking attractive may make you less likely to bite them. Alternatively, you can also cover your nails with tape or stickers or wear gloves to prevent biting. Replace the nail-biting habit with a good habit: When you feel like biting your nails, try playing with a stress ball instead. This will help keep your hands busy and away from your mouth. Identify your triggers: These could be physical triggers, such as the presence of hangnails, or other triggers, such as boredom, stress or anxiety. By figuring out what causes you to bite your nails, you can figure out how to avoid these situations and develop a plan to stop. Just knowing when you’re inclined to bite may help solve the problem. Try to gradually stop biting your nails: Some doctors recommend taking a
gradual approach to break the habit. Try to stop biting one set of nails, such as your thumb nails, first. When that’s successful, eliminate your pinky nails, pointer nails, or even an entire hand. The goal is to get to the point where you no longer bite any of your nails. “For some people, nail biting may be a sign of a more serious psychological or emotional problem,” said Dr. Parsons. “If you’ve repeatedly tried to quit and the problem persists, consult a doctor. If you bite your nails and develop a skin or nail infection, consult a board-certified dermatologist.” These tips are demonstrated in “Nail-Biting: Tips to Stop,” a video posted to the Academy website and the Academy’s YouTube channel. TWO FIRST-GENERATION COLLEGE STUDENTS ACCEPTED TO HIGHLY SELECTIVE THIRD ANNUAL BEATING THE ODDS SUMMIT AT THE WHITE HOUSE On Tuesday, July 19, Nia Hill and Christopher Wilson, both involved in local non-profit Chicago Scholars and rising first-generation college students, attended Beating the Odds Summit at the White House. Beating the Odds Summit is an event hosted by Michelle Obama as part of her Reach Higher initiative to celebrate college-bound students who have overcome great odds to get to where they are today. Hill and Wilson were in the company of Christopher Wilson about 130 carefully selected students from across the country who represent urban, rural, foster, homeless, special needs and under-represented youth who have overcome substantial obstacles to persist through high school and make it to a post-secondary institution. At the summit, students were celebrated for their tremendous accomplishments and had the opportunity to hear advice from the First Lady as well as major White House and
Department of Education representatives, staff from organizations like Google and influencers such as Tyler Oakley and Jidenna. Students also participated in workshops and panels led by the Department of Education, author and BridgeEdU CEO Wes Moore and other leaders in K-12 and post-secondary education. For a consistently superior cut, experts say average consumers should look for commercial grade products. “Homeowners can also benefit from the performance and reliability a true com mercial mower offers,” says Lloyd von Scheliha, product manager at Exmark, a lead ing manufacturer of lawn care equipment. “You’ll get lawn care done faster and it will look better in the end. Your mower will also last longer and require less maintenance.” Homeowners should be advised however that the term “commercial grade” is thrown around a lot these days in advertising. If you’re in the market for a new mower, you should understand what commercial grade really means before making a purchase. “Take a look at the equipment your local landscape professionals are using and you`ll get a good feel for what commercial mow ers look like,” says von Scheliha. He says homeowners should con sider the following: * Your mower should offer superi or durability to stand the test of time. Look for fabricated cutting decks, which are stiffer, stronger and more durable than stamped decks — even reinforced models. The durability advantage should extend to the components as well. * Productivity and maneuverabili ty in a mower offer average consumers time savings, reducing the time that’s needed to cut a lawn, and then do trim work. Consider a zeroturn mower, which delivers a finished appearance more quickly than other mower types. * Even a commercial mower will deliver superior results longer if you perform routine maintenance. Always consult your owner’s manual to determine what specific maintenance is necessary for your machine. Cleaning, sharpening or replacing blades as they dull, replacing belts as they become worn, oil and filter changes, and other specific mainte nance as outlined in your owner’s manual, will improve equipment performance and longevity.
