Cook County Assessor Fritz Kaegi is taking on property tax reform in Illinois. Kaegi said the way property has been assessed in previous administrations has led to inequities in the process and it’s put a burden on people who have less money. When it comes to the assessment piece, the Cook County Assessor’s Office puts a market value on every piece of property in the county, including commercial and residential properties. What the Cook County Assessor’s Office does not determine, is how much tax has to be collected and how is it spread across the residents living in the county. “Our assessments are about the equity, about how we divide that up amongst us, within communities. Some of the greatest disparities are across communities and we cannot solve that, but I raised my voice to call that out,” he said. Kaegi said the assessments are how the county divides up all of the money school districts and bodies of government have to collect. He said there’s a lot of work that needs to be done, adding there’s about $15 billion in property taxes that have to be collected by more than 1,000 different levels of government in Cook County, which he says, is mostly for schools. “It’s our assessments that are used to divide that obligation amongst the people who live there,” he continued. Kaegi said when it comes to assessments, every property owner is interconnected with everyone in their community because they are dividing up the pie amongst themselves. “So, if one person is not correctly assessed, then if they’re underassessed, other people are picking up the tab for them, but if they’re over-assessed, they’re picking up the tab for others,” he stated. Kaegi said the way that property tax is supposed to be assessed is by figuring out the market value of the property. He said when this is not done, it creates a disparity. “The minute we start to deviate from those market values, to confer a favor on someone, basically when we do that—everyone else is picking up the tab there,” he said. Kaegi added third party research has shown that many different processes that—each in their own way— tended to punish people who have less money, punish people who are Black and brown, punish people who have a more modestly-valued home and punished people who were not savvy in www.citizennewspapergroup.com

working the system and these things, he said, led to disparities in property tax assessments. Kaegi said some of the reasons for this were gaps in the data needed to accurately estimate the value of the properties. Those gaps include the amount of income a commercial building earns from rent and the attributes, including square footage and amenities of a high-end property. When there are gaps in data associated with the amount of income a commercial building earns from rent, and gaps in data related to certain attributes such as square footage and amenities, this tends to favor the higher end properties that tend to be more under-assessed, Kaegi said. “That causes [the] more modest homeowner, the average homeowner, the Black and brown homeowner— to have to pick up more of the tab,” he said. Kaegi said there is a total commitment in the Cook County Assessor’s Office to use market value to assess all property, as well as a commitment to close all the data gaps. He pointed to the Data Modernization Bill, SB 1379. Kaegi worked with then-Illinois Senator Toi Hutchinson on the legislation in 2019. In June 2020, it was re-referred to the Rules Committee. Illinois State Representative Will Davis, D-30th Dist., is the sponsor of the bill on the House side. Kaegi added, “We have also really committed to getting the values right the first time. We measure ourselves

That’s the measure of how well we’re doing—making sure we get it right the first time, so that we’re serving that average person who’s not working the appeal system best as possible,” he said. Kaegi said reforms take four years to run their course because the Cook County Assessor’s Office is only allowed to reassess one-third of the county at a time, but “so far, in that one-third, we have righted the ship,” he said. “We’ve gotten accuracy to within industry standards in most of the townships,” he said. “And, the average homeowner’s really been helped by what we’re doing to the tune of hundreds or thousands of dollars.” Kaegi said as it currently stands, the North Suburbs have already been reassessed. The South and Western suburbs will be reassessed this year and the city of Chicago in 2021.

Randolph Pullman Porter Museum Receives COVID-19 Relief From Phi Beta Sigma Phi Beta Sigma Fraternity, Great Lakes Region recently launched a COVID-19 relief effort on August 25 to aid the National A. Philip Randolph Pullman Porter (NAPRPP) Museum. The Chicago institution is the only museum in the nation that honors Sigma Frat Brother A. Philip Randolph. COVID-19 has devastated thousands of small businesses and museums among them. The men of Sigma stepped up to do their part, by launching a regional membership drive for the museum. August 25, also marked the 95th anniversary of the Brotherhood of Sleeping Car Porters (BSCP), the first Black Labor Union, chartered under the American Federation of Labor— founded by esteemed Sigma fraternity brother A. Philip Randolph. The membership drive runs through December 2020, and will support the museum’s COVID-19 recovery. The unique institution is small — with a powerful influence that crosses age, racial and economic boundaries. Museum founder Dr. Lyn Hughes said, “yes, this is a regional focus, but is something that warrants national attention.” The month of August is not only the founding anniversary month for the BSCP, the first Black union founded by
A. Philip, the museum namesake, but it is also the anniversary month of the 1963 March on Washington, whose architect was none other than A. Philip Randolph, a premier labor organizer. What is even more interesting—the museum recently established the A. Philip Randolph Advocacy training program division. “That is of major significance to us,” says David A. Turner, director Great Lakes Regional of Phi Beta Sigma, “particularly during this time. Sigma’s Great Lakes Region is where the bulk of the civil unrest, largely organized by young people, has taken place,” Turner said. David Peterson, President of the of NAPRPP Museum, says, “Their hearts and spirits are in the right place, but they lack the organizing skill required to obtain the desired results.” It is documented over the years that A. Philip Randolph mentored and advised numerous budding organizers who ultimately gained national recognition for organizing. Children’s Online Learning Program ABCmouse to Pay $10 Million to Settle FTC Charges of Illegal Marketing and Billing Practices Online children’s education company Age of Learning, Inc., which operates ABCmouse, will pay $10 million and change its negative option marketing and billing practices to settle Federal Trade Commission charges that it made misrepresentations about cancellations and failed to disclose important information to consumers, leading tens of thousands of people to be renewed and charged for memberships without proper consent. The complaint also alleges the Southern California-based company unfairly billed ABCmouse users without their authorization and made it difficult for consumers to cancel their memberships, preventing consumers from avoiding additional charges. “ABCmouse didn’t clearly tell parents that their subscriptions would renew automatically, and then the company made it very difficult for them to cancel,” said Andrew Smith, director of the FTC’s Bureau of Con-
sumer Protection. “People are relying more than ever on remote learning and other online services, and companies need to be up-front about automatic renewals and get permission before charging customers.” Age of Learning operates a membership-based online learning tool called ABCmouse Early Learning Academy for children between two and eight years old. Users can access ABCmouse content on reading, math and other subjects through the company’s website or mobile app. According to the FTC’s complaint, the company failed to adequately disclose key membership terms when marketing ABCmouse to consumers from 2015 until at least 2018. Although ABCmouse advertised “Special Offer” 12-month memberships for $59.95, it failed to tell consumers that the plans would automatically renew indefinitely, leading them to incur additional charges. ABCmouse also offered consumers who enrolled in a 30-day
free trial membership the ability to extend their membership beyond the trial period at a cost of $39.95 for 12 months or $29.95 for 6 months. The company again failed to adequately disclose that consumers would be charged automatically and indefinitely when the initial period ended, the complaint alleges. The FTC also alleges ABCmouse failed to provide consumers with a simple way to stop the automatic renewals, despite promising “Easy Cancellation” at the time of enrollment. According to the complaint, consumers who tried to cancel by calling or emailing ABCmouse or submitting a customer support form were instead required to negotiate a lengthy and confusing process that often prevented many consumers from being able to complete their cancellations. In some cases, even consumers who completed the full cancellation process later discovered recurring charges for services they thought they had cancelled, the FTC alleges. www.citizennewspapergroup.com
Company records show that, between 2015 and 2018, hundreds of thousands of consumers who visited the ABCmouse cancellation path nevertheless remained subscribed. In addition to imposing a $10 million judgment against ABCmouse, the proposed settlement order bars the company from making any misrepresentations related to negative options, including that a good or service is offered on a “free,” “trial,” “sample,” “no obligation,” or similar plan, when a consumer must take action to avoid future charges. The order also requires ABCmouse to disclose important information to consumers when it offers negative option plans, such as what they must do to cancel the plan, the total amount they will be charged if they do not act to cancel, and the deadlines by which they must cancel to avoid unwanted charges. Next, the order requires ABCmouse to explain clearly key terms associated with negative option plan
offers before they get consumers’ billing information for any transaction. Finally, ABCmouse must obtain consumers’ informed consent before enrolling them in any automatic billing programs and must provide simple cancellation mechanisms. The Commission vote authorizing the staff to file the complaint and proposed order was 4-0-1, with Commissioner Rebecca Kelly Slaughter not participating and Commissioner Rohit Chopra issuing a separate statement. The complaint and proposed order were filed in the U.S. District Court for Central District of California. The Commission files a complaint when it has “reason to believe” that the named defendants are violating or are about to violate the law and it appears to the Commission that a proceeding is in the public interest. Stipulated final orders or injunctions, etc. have the force of law when approved and signed by the District Court judge.

IBM Study: Consumers’ COVID-19 outlook, optimism and preferences vary greatly across generations and geographies The August findings of an ongoing IBM (NYSE: IBM) Institute for Business Value (IBV) survey of global consumers reveal that across the globe individuals remain highly concerned about the impact of the COVID-19 pandemic on their daily lives, but there are clear differences in outlook across age groups and countries. Global optimism remains stagnant with concerns divided among generations and countries Consumers globally report high levels of concern about the pandemic and its impact on their lives. The overwhelming majority of global respondents said they believe we will see more pandemic events like this in the future. 69% of Americans surveyed expressed concern about a second wave hitting later in 2020, while in the UK, Mexico, Spain and Brazil, at least three in four respondents expressed similar views. 70% of surveyed Americans said COVID-19 has made them more concerned about the safety and health of themselves and their families, consistent with July. 88% of Brazilians and 54% of Germans surveyed agreed. There is consumer optimism, however, with one-third of responding Americans who believe the U.S. economy will recover in 2021. Compared to other countries, respondents in India and China were the most optimistic about their national economies recovering in 2020. Globally, the data suggest there is a generation gap. Consumers’ opinions about the impact of the pandemic vary widely across age groups: * 69% of millennials (ages 25-39) are concerned about their job security and 60% said the pandemic has taken a toll on their mental health, higher than all other age groups. * Baby Boomers (ages 55-70+) are the most pessimistic on economic recovery, with seven in ten reporting they believe their nation’s economy will continue to see an economic downturn or significant recession. * Generation Z (ages 18-24) is the most optimistic about the economy, with more than half noting they believe the economy will recover to its pre-COVID-19 state in the next few months. Many employees have high expectations for transparency and flexibility from their employers In the midst of the COVID-19 pandemic, more than half (52%) of Americans surveyed

reported that they trust their employer. At the same time, their expectations about the measures needed to feel comfortable returning to a workplace remained high across August and July. 64% of Americans surveyed said employers need to clearly communicate what is being done to sanitize the workplace (63% in July), and more than half indicated interest in technology-driven solutions like systems for reserving spaces to avoid crowded ‘hot spots’ in the workplace. Some participating consumers seem to be feeling the fatigue of “working from home” feeling more like “living at work.” The percentage of responding Americans indicating they would like to continue to work remotely at least occasionally declined from more than 80% in July to 67% in August, and half said they wanted remote work to be their primary way of working (down 15 points from July). India had the highest percentage (33%) of respondents preferring to exclusively work remotely. Roughly one in three Americans surveyed cited mental health as the number one factor affecting their preference for their future working environment; nearly half of respondents in India and Brazil agreed. Other U.S. findings among those surveyed: * Skills: Nearly one in three Americans report taking more online training or education as a result of COVID-19. * Back to school: More than half of Americans are worried that sending students back in person will lead to further outbreaks. At the same time, four in ten are concerned that their child(ren) will fall behind in their education if schools do not reopen this year. 47% of feel strongly that their employer should provide special accommodations for childcare needs (41% in July). New patterns for shopping and visiting venues in the U.S. reveal opportunities for businesses to provide options that meet consumers where they are During the pandemic, American consumers have been experimenting with new types of shopping services and tools – even across the technological generation gap. 44% of those surveyed have tried or would like to try placing an order via mobile app (30% pre-pandemic), 46% ordering online with curbside pickup (18% pre-pandemic), and 30% virtually trying on an outfit (9% pre-pandemic). But almost seven in ten Americans surveyed believe a COVID-19 vaccine will not be available until 2021 or later, and even when a vaccine is available, many consumers are not sure if they will be comfortable visiting many types of venues. Only 27% will definitely visit a shopping mall once a vaccine is available, 21% a movie theater and 18% a live sporting event. The IBV has surveyed more than 68,000 consumers since April and plans to continue polling the public in the months ahead. Later this fall, the IBV plans to release a report examining how more than 3,500 C-Suite executives globally are transforming their business to survive and thrive in the new normal across industries such as banking, retail, healthcare and technology.

I appreciate him donating his time to this cause, we both believe that the pen is mightier than the sword,” says Ice Cube. ‘A Contract with Black America’ was drafted following the death of George Floyd and recognition that the wealth gap between Black and White families is an
