Slaughter said more than 150 people attended the second annual walk to help support social and educational needs for the south suburban community. “Each year, Glenwood Academy serves over 150 children and their families providing exceptional educational opportunities, residential living, family support services, and advanced extra-curricular training,” she said. Slaughter further explained the purpose of hosting the annual walk. She said, “The event serves as our signature family fun walk and festival that brings together our entire community. Students and their families, the Glenwood Academy staff, neighbors, and community members raise funds to enable us to forever change the lives of our students, enhance the lives of their families, and improve the fabric of their communities.Glenwood Academy eradicates inequity, injustice, and poverty

through the power of education.” According to Slaughter, Glenwood Academy was founded in 1887 by Oscar L. Dudley and Robert Todd Lincoln, son of President Abraham Lincoln, with the mission to provide dependent children in Illinois with a training school and protective shelter. In 1890, Milton George donated his 300-acre farm in Glenwood, Illinois, where the campus still thrives today. Since its founding, Glenwood Academy has evolved to become an educational placement of choice that pays homage to the structure it was founded upon. For nearly 130 years, Glenwood Academy has served more than 18,000 deserving Chicagoland students. The festival featured food and drink vendors (such as Porkchop, Jerk World, El Sirloncito, and Daisy’s Fresh & Fruity), a DJ, face painter, balloon artist, Zumba, activities and games including a Cornhole tournament, raffles, and more. Slaughter said that all proceeds benefit the students and families of

Glenwood Academy. GOVERNMENTAL Affairs SSC Donor Drive Helps Local College Students The South Suburban College Foundation (SSCF) is seeking year-end gifts from those who wish to help make a difference in the lives of local college students in need of financial assistance. The SSCF Scholarship Donor Drive will continue through the end of the year, providing both a charitable gift opportunity and taxdeduction for all donors. The SSCF support provides scholarship assistance each year to many students who otherwise would be unlikely to begin or complete their college education. One-hundred percent (100%) of Donor Drive donations benefit scholarship and student assistance funds. Whether it is a high school graduate, an unemployed resident looking for a career change, or a single parent pursuing their college degree for the first time, the SSCF offers scholarship assistance to all students in need. Helping students achieve their college dream can give them the tools to improve their lives and their communities. Scholarship opportunities are critical for SSC students, especially in light of the continued budget impasse and resulting reduction of Monetary Award Program (MAP) grants for Illinois students. Many are struggling to balance family, employment, and school responsibilities while they are often unable to receive Financial Aid. NCBCP Celebrates 40 Years

The National Coalition on Black Civic Participation (NCBCP) hosted the 40th Anniversary of its founding (founded May 1976) during its 19th Annual Spirit of Democracy Awards Celebration recently. The group celebrated 40 years of leading Black civic engagement and voter empowerment during the awards celebration held in the Nation’s Capital on September 27th. National Coalition Honorees included: Civil Rights Pioneer Rev. Dr. C. T. Vivian; Virginia Governor Terry McAuliffe; NAACP Board Chair Rosylyn Brock; Nationwide Diversity Leader Gale King; Emerging AFL-CIO Labor Leader Carmen Berkley and others. NewsOne Host Roland Martin served as MC and Moderator. The Illinois Legislative Black Caucus Foundation (ILBCF) hosted a Criminal Justice Symposium recently to explore the disproportionate numbers of Blacks who are being incarcerated. Panelists included: State Representative Arthur Turner, State Representative 9th House District; Theresa Haley, president of the Illinois NAACP; Judge Walter Brandon, 20th Judicial Circuit Associate Judge; Former State Representative John Anthony, Department of Corrections and Samantha Gaddy, Department of Juvenile Justice. The symposium was held at Calvary Missionary Baptist Church in Alorton, Illinois. Cook County Assessor Joseph Berrios recently received an award from the Youth Outreach Services (YOS) for his staunch support of its intern program. The internship program teaches students communications skill, how to interact with others as well as how to assist taxpayers. Summer interns who participated in the program included: Kenna McPherson, Tyra Cleggett, Lisette Sandoval, Hanif Abdullah, Kyle Fuller, Kiante McClennon, Cinque Carson, Xavier James, Ryan Gibson, Everett Jennings, Zari Jones, Taylor Jones, Raven George, Mohammed Alam, and Lanell Jackson. 21st Ward Alderman Howard B. Brookins, Jr., Chairman Committee on Education and Child Development recently hosted a panel discussion on Violence and Education for the purpose of finding ways to keep children safe throughout the City of Chicago. Panel members included Chicago Police Department Superintendent Eddie Johnson, Chicago Public Schools Chief Education Officer Janice Jackson, Pam Bosley of Purpose Over Pain, and Bishop Larry Roberts of Trinity All Nations Church. The event was held on October 4th at Simeon High School, 8147 S. Vincennes.

ILLINOIS STATE BOARD OF ELECTIONS NEWS: Voting by personal appearance at an Early Voting Center began on Thursday, September 29, 2016, for the November 8, 2016 General Election. Election authorities in each county in the state have announced the locations of Early Voting Centers that will be open through November 7, 2016. Eligible voters will be able to vote at certain times and locations during the early voting period. In less populous counties, the County Clerk’s office often is the Early Voting location and may not be open on weekends. Dolton West School District 148 adopts $39.4 million balanced budget A $39.4 million spending plan is in place for Dolton West School District 148.Following a public hearing at the September 27, 2016 School Board meeting, the Board gave unanimous approval to the final, 2016-17 budget. The $39,426,633 budget includes a slight, 1.3 percent spending increase and a modest, 3.8 percent increase in revenues. The District is anticipating receiving $39,451,794 in local, state and federal revenues. “Through thoughtful planning and a passionate desire to significantly enhance our curricular programs, the Board of Education and the administration worked collaboratively to develop a financial plan that provides professional development opportunities for our staff and further improves the exceptional educational learning environment for all of our students,” said Dr. Kevin J. Nohelty, District 148 Chief School Business Official. On the revenue side, the budget includes an additional $900,000 in General State Aid funding and relatively minor increases in Federal Aid. The spending plan also reflects successfully negotiated

and fiscally responsible, multi-year labor contracts with the Dolton Education Association (DEA) and the Dolton Support Association (DSA). In addition, the budget incorporates capital improvements in alignment with the District’s five-year roofing plan, a projected, 4 percent increase in benefit costs and continued professional development opportunities for staff. The plan calls for no new long-term debt and a freeze on overall cumulative spending in supplies, purchased services and capital outlay, Dr. Nohelty said. “The community and the Board of Education can be confident the 2016-17 budget is balanced, fiscally sound and represents a solid financial plan that unequivocally enhances the educational opportunities for all of our students in District 148,” Nohelty said. District 148 is a pre-kindergarten through eighth grade school system with one early childhood center, three junior high schools and six elementary schools. The District serves families in sections of Dolton, Riverdale, Harvey and South Holland.

Blackonomics: What the Kaepernick Protest Tells Us About Black Power and Money By James Clingman (NNPA Newswire Columnist) Turnabout is fair play. Why can’t more of us see that economics is the key to our freedom and the answer to the problems we talk about all the time? This political year has and continues to bring this fact to light, but the Colin Kaepernick protest illuminates the issue of economics even more. Here is a guy who chose to exercise his right not to stand at the playing/singinQg of the National Anthem, and as a result folks have called him everything, but a child of God. Folks who have burned the flag have not received the kind of treatment Kaepernick has garnered. Now, as other football players have joined in to do similar acts of protest, the real deal— economics—comes to the forefront. Sponsors are exercising their rights to revoke their endorsements of these athletes. In other words, they are taking away their money in an effort to punish these players, the same thing they always do when a player says or does something they don’t like or agree with. It has happened to Black and White players alike. Opinions abound on what the players should do now, and it’s amazing that some of us tell them to keep it up no matter how much money they lose, but we are unwilling to do the same thing at our jobs. Yes, they make a whole lot more money than most of us do, but it’s all relative. Knowing that economics runs everything in this country and the world for that matter, Black folks in general and Black athletes in particular must exercise another basic right: Use money for leverage and punishment, the same way other entities do. What do I mean by that? Remember the incidents with Michael Vick, Adrian Peterson and Ray Rice? Several NFL sponsors notified the league that they would withdraw their support if the NFL did not address those issues by punishing those athletes in some form or another. The league saw dollar signs flying out of the window and

acted accordingly. Remember the state of Indiana law that gay people said was discriminatory toward them? Corporations threatened to move their firms out of the state if the law was not changed. Governor Mike Pence took care of that problem right away by changing the law. How about the latest issue in North Carolina with the transgender bathroom thing? The NCAA is sanctioning the state by pulling its tournaments, in all sports, out of North Carolina. The NBA has also refused to hold the All-Star game there. That’s money talking and Black folks better take notice and start using our economic clout to get what we want. Do you remember Craig Hodges, who played for the Chicago Bulls? He filed a federal lawsuit, against the NBA accusing the owners and operators of the NBA as co-conspirators in ”blackballing” him from the league because of his “outspoken political nature as an African-American man.” When the Bulls championship team went to the White House after an invitation from President George H.W. Bush, Hodges wore a dashiki and handed the President a letter that asked him to do more to end injustice toward the African-American community. Sound familiar? ”It’s well known through the league that there may be repercussions if you speak out too strongly on some sensitive issues,” said Buck Williams,

If Wall Street has taught investors anything in recent years, it’s how finicky the market can be. While there is never a “sure thing” when it comes to investing, analysts Qagree that biotech companies are still a solid opportunity. One company that is emerging head and shoulders above its counterparts is Endonovo Therapeutics (ENDV), a biotechnology company developing bioelectronics-based products and therapies for regenerative medicine. Analysts say that what makes this particular company so attractive is the fact that it is focusing on both the medical device field and as cell therapies. Endonovo’s devices are based on the Time-Varying Electromagnetic Field technology originally developed at NASA. The way it works is this: the technology uses electromagnetic pulses to deliver electrical stimulation to the nervous system and cells. These devices are non-invasive and non-implantable, and are used to prevent and treat vital organ failure by reducing inflammation and cell death at the same time while

promoting regeneration. In pre-clinical studies, Endonovo’s technology was found to be an innovative approach to treating acute inflammation, since others in the field typically use implantable electrodes to treat patients. The company is concentrating its efforts on treating inflammation in the liver, which, if validated, could change the landscape of medicine since inflammation is the root of all diseases. In addition, the company has plans to apply for orphan drug designation for its nextgeneration, off-the-shelf treatment of Graft-Versus-Host (GvHD) disease, using enhanced stem cells from the human umbilical cord. If Endonovo receives FDA approval to market its product, the company could easily reach a billion-dollar valuation. For those not familiar with GvHD, it is a rare condition in which immune cells in donor bone marrow or cord blood transplants attack the recipient of the transplant, causing a failure of the graft, and is a significant cause of morbidity and mortality among recipients.

Both Hodges and Abdul-Rauf were vilified and sanctioned by the NBA for having the courage to stay true to their social, religious, and ethical convictions. Unfortunately, they stood alone for the most part. Their teammates and even

Young CEO Creates a Win-Win at U.S. Cellular Field By Justice Moore

U.S. Cellular Field, commonly referred to as “The Cell” was born from a historical landmark, Comiskey Park. Comiskey Park was the original home of the Chicago White Sox, founded by Charles Comiskey in 1909. Starting in November, our White Sox home field will go by another name, Guaranteed Rate Field. Guaranteed Rate is one of the largest mortgage lenders in the country and is headquartered in Chicago. But a name change is not the only makeover the field will receive this year. Along with a new name, a new level of excitement is being created at the park. By incorporating non-traditional baseball activities starting with “Magnificent Coloring Day,” Lou Bertuca, the Illinois Sports Facilities Authority’s youngest Chief Executive Officer in history, is blending something old with something new at the field. “Magnificent Coloring Day,” a success in its own right, was recently held at U.S. Cellular Field, which is owned and developed by the Illinois Sports Facilities Authority (ISFA). The event featured Chance the Rapper, along with Skrillex, John Legend, Alicia Keys, Tyler the Creator, Lil

Wayne, 2 Chainz, Lil Uzi Vert and others. Kanye West, Common and Hannibal Buress each made surprise appearances. The first music festival held in over a decade at U.S. Cellular Field, “Magnificent Coloring Day,” lit up the park and broke attendance records by selling out the venue. “This music festival is the first musical concert that we’ve had in 14 years,” Bertuca said. “Going into next year, we want to have more than one. We don’t want to forget about what we do here. We’re a baseball stadium; our number one tenant (The Chicago White Sox) has been very cooperative in our mission. With that said, we need to find ways to grow revenue and diversify and we’ve been able to do that,” he stated. With Bertuca at the helm, the ISFA is making it a top priority to utilize the stadium as a hub for community-driven events promoting south side pride. “The city of Chicago has kids of all walks of life and they should all be able to come and see a baseball game, Bertuca stated, adding, “we’ve donated over 2500 tickets and counting to groups that deal with social services and schools, but we want those numbers to grow even more. We really want to leverage our resources here as much as possible

not only to generate revenue for the facility, but we really want to be good partners to the south side of Chicago.” Named after MLB hall of famer Luis Aparicio and growing up a Chicago White Sox fan, 31 year-old Lou Bertuca is playing a prophetic role as the ISFA’s CEO. During his tenure, he has implemented innovative ideas that are generating revenue for U.S. Cellular Field while also creating exposure for the venue. Bertuca wants Chicagoans that may have never been interested in visiting U.S. Cellular Field to have a reason to get a glimpse of what the venue has to offer. With events like “Magnificent Coloring Day,” Bertuca is showing no signs of slowing down. Continuing to innovate and change the way Chicagoans see “The Cell,” Bertuca is looking towards the future. “We’re changing our image here,” he stated. “We’re trying to set the stage for the next decade to do more special events. On November 9th, we have the NIU Huskies vs. University of Toledo,” another first for the venue. With recent successes at the park like “Magnificent Coloring Day,” the ISFA, under Bertuca’s leadership, is poised to hit another home run.

To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment. Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted. PROPOSED AMENDMENT TO ADD SECTION 11 TO ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 11. TRANSPORTATION FUNDS (a) No moneys, including bond proceeds, derived from taxes, fees, excises, or license taxes relating to registration, title, or operation or use of vehicles, or related to the use of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or to fuels used for propelling vehicles, or derived from taxes, fees, excises, or license taxes relating to any other transportation infrastructure or transportation operation, shall be expended for purposes other than as provided in subsections (b) and (c). (b) Transportation funds may be expended for the following: the costs of administering laws related to vehicles and transportation, including statutory refunds and adjustments provided in those laws; payment of highway obligations; costs for construction, reconstruction, maintenance, repair, and betterment of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or other forms of transportation; and other statutory highway purposes. Transportation funds may also be expended for the State or local share of highway funds to match federal aid highway funds, and expenses of grade separation of highways and railroad crossings, including protection of at-grade highways and railroad crossings, and, with respect to local governments, other transportation purposes as authorized by law. (c) The costs of administering laws related to vehicles and transportation shall be limited to direct program expenses related to the following: the enforcement of traffic, railroad, and motor carrier laws; the safety of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, or airports; and the construction, reconstruction, improvement, repair, maintenance, operation, and administration of highways, under any related provisions of law or any purpose related or incident to, including grade separation of highways and railroad crossings. The limitations to the costs of administering laws related to vehicles and transportation under this subsection (c) shall also include direct program expenses related to workers’ compensation claims for death or injury of employees of the State’s transportation agency; the acquisition of land and the erection of buildings for highway purposes, including the acquisition of highway rights-of-way or for investigations to determine the reasonable anticipated future highway needs; and the making of surveys, plans, specifications, and estimates for the construction and maintenance of flight strips and highways. The expenses related to the construction and maintenance of flight strips and highways under this subsection (c) are for the purpose of providing access to military and naval reservations, defense-industries, defense-industry sites, and sources of raw materials, including the replacement of existing highways and highway connections shut off from general use at military and naval reservations, defense-industries, and defense-industry sites, or the purchase of rights-of-way. (d) None of the revenues described in subsection (a) of this Section shall, by transfer, offset, or otherwise, be diverted to any purpose other than those described in subsections (b) and (c) of this Section. (e) If the General Assembly appropriates funds for a mode of transportation not described in this Section, the General Assembly must provide for a dedicated source of funding. (f) Federal funds may be spent for any purposes authorized by federal law.

EXPLANATION The proposed amendment adds a new Section to the Revenue Article of the Illinois Constitution that provides revenue generated from transportation related taxes and fees (referred to as “transportation funds”) shall be used exclusively for transportation related purposes. Transportation related taxes and fees include motor fuel taxes, vehicle registration fees, and other taxes and user fees dedicated to public highways, roads, streets, bridges, mass transit (buses and rail), ports, or airports. Under the proposed amendment, transportation funds may be used by the State or local governments only for the following purposes: (1) costs related to administering transportation and vehicle laws, including public safety purposes and the payment of obligations such as bonds; (2) the State or local share necessary to secure federal funds or for local government transportation purposes as authorized by law; (3) the construction, reconstruction, improvement, repair, maintenance, and operation of highways, mass transit, and railroad crossings; (4) expenses related to workers’ compensation claims for death or injury of transportation agency employees; and (5) to purchase land for building highways or buildings for to be used for highway purposes. This new Section is a limitation on the power of the General Assembly or a unit of local government to use, divert, or transfer transportation funds for a purpose other than transportation. It does not, and is not intended to, impact or change the way in which the State and local governments use sales taxes, including the sales and excise tax on motor fuel, or alter home rule powers granted under this Constitution. It does not seek to change the way in which the State funds programs administered by the Illinois Secretary of State, Illinois Department of Transportation, and operations by the Illinois State Police directly dedicated to the safety of roads, or entities or programs funded by units of local government. Further, the Section does not impact the expenditure of federal funds, which may be spent for any purpose authorized by federal law. Chicago Teens Celebrate After School Matters’ 25th Anniversary CHICAGO – Approximately 1,000 civic, corporate and community leaders attended the After School Matters® Annual Gala on Monday, September 19 at Chicago’s historic Navy Pier to celebrate 25 years of successfully providing after-school and summer programs to Chicago teenagers. Over the past 25 years, more than 200,000 teens have participated in the nonprofit organization’s hands-on, project-based after-school and summer programs in the arts, communications, science, sports and technology. This year alone, After School Matters provided 23,000 opportunities for Chicago teenagers to participate in the organization’s programs, which provide youth with an opportunity to explore and develop their talents while gaining critical skills for work, college and beyond. The Annual Gala, held in Navy Pier’s Lakeview Terrace and Aon Grand Ballroom, was presented by Blue Cross and Blue Shield of Illinois and hosted by the After School Matters Board of Directors. Gala Co-Chairs included Mellody Hobson and George Lucas, Denise and Matt Gibson, D’Rita and Robbie Robinson, and Dona and Sam Scott. Honorary Chairs included Mayor Rahm Emanuel and Ms. Amy Rule, and The Honorable Richard M. Daley. “Our responsibility to the youth of Chicago does not end when the school bell rings at the end of the day or the end of the year. Just last year, Cook County residents faced property tax hikes and a sales tax increase. Now Cook County Commissioners want consumers to pay even more for hundreds of items like soft drinks, juice, lemonade, teas, sports drinks, and energy drinks. This proposed tax would hit families especially hard, adding up to sixty-eight cents to every two-liter, and up to a dollar forty-four to every twelve-pack. Cook County residents and business owners shouldn’t foot the bill for the government’s budget deficit.
