TREASURER FRERICHS MAKES RECORD

$130 MILLION IN INVESTMENT EARNINGS FOR STATE PORTFOLIO DURING MAY

$90.9 million earned for cities, school districts through Illinois Funds

The State Treasurer’s Office made a record $130.1 million in investment earnings from the state investment portfolio in May, Illinois Treasurer Michael Frerichs announced.

Treasurer Frerichs is the state’s Chief Investment and Banking Officer. He is responsible for investing state revenue in the state investment portfolio. So far in Fiscal Year 2024, Frerichs’ Office has earned more than $1.3 billion for the state portfolio.

“Every dollar we earn in interest is a dollar that lawmakers don’t have to raise in taxes,” Frerichs said. “The State Treasurer’s Office cannot solve all of our problems, but we can be part of the solution.”

Also in May, nearly $90.9 million in gross investment earnings was earned for cities, villages, school districts, counties and other units of government that take part in the highly rated Illinois Funds local government investment pool the State Treasurer’s Office operates. So far in Fiscal Year 2024, the Office has earned more than $973.6 million for the Illinois Funds, which has received the highest rating of AAA from Fitch, a national credit ratings agency.

Pritzker Administration Announces Additional State-Supported Shelters for New Arrivals

STATE SUPPORTED SHELTERS ADD CAPACITY TO HOUSE UP TO 2,000 PEOPLE

CHICAGO — Additional State-supported shelters are beginning to serve New Arrivals in Chicago. Two new shelters, operating as part of the City of Chicago’s existing shelter system, will prioritize families as they transition to independent living. This is in addition to a State-supported shelter in Little Village, bringing the total of State-supported and funded shelters in Chicago to three, with a total combined capacity of 2,000 people.

These latest additions to shelter capacity advance the State’s commitment to a joint funding plan with Cook County and the City of Chicago to address the ongoing humanitarian crisis presented by the arrival of over 43,000 New Arrivals from the U.S. southern border.

Hyde Park Shelter

A former hotel shelter that was previously used to quarantine New Arrivals from measles is serving as a facility for standard shelter operations now that the outbreak has passed. The hotel has been retrofitted to serve as a more traditional shelter site.

Under the guidance of public health officials, the State-funded quarantine shelter was decommissioned for quarantine in early May, allowing the State to transition the site to a shelter for families, with a maximum capacity to house 750 people.

Midway Shelter

Buildout for the next State-supported shelter at a former hotel on the Southwest side of Chicago began last week. The plan is to begin moving in families in July. This shelter has a maximum capacity of 950 residents.

Little Village Shelter

In addition to the newest shelters, IDHS opened a State-supported shelter at a former CVS in Little Village at the beginning of the year. At this shelter, and at all New Arrivals shelters across Chicago, IDHS provides shelter residents with a variety of wraparound services and supports to enhance independence and onward movement. This shelter can house up to 300 people.

Addresses of the above shelters are not being shared broadly due to public safety and privacy considerations.

Grant Program Provides Resources To Black Entrepreneurs

Since the grant program began in 2021, it has provided nine businesses with much needed capital of $50,000 along with wraparound services, which include workshops, mentor pairing and educational resources.

Eligible businesses must be at minimum 90% Blackowned, in business for five years or less, and headquartered in the United States. The businesses must be owned by individuals 21 years or older. To be considered, applicants must submit a 90-120 second pitch video that explains why they should receive the $50,000 award for their business. This year’s winners and finalists will join an established network of entrepreneurs who have grown their businesses with the help of the program.

Rachna Patel, Vice President of Marketing for Famous Amos, said awardees are seeing their businesses scale in impactful ways since winning. In addition to the capital and resources, the awardees receive exposure in national and local media. One of the first award recipients, Vontelle, was able to secure an eyewear license deal with Nickelodeon and now they are being nationally distributed through America’s Best Contacts and Eyeglasses. An awardee from a previous cycle served as a judge for last year’s cycle.

“Not only are they involved in the program actively, as mentors themselves, but their businesses tremendously thrive,” she said.

Patel said the grant helps these entrepreneurs unlock doors and put these businesses one step closer to being able to thrive and be sustainable. The sustainability portion is really important because a lot of Black owned businesses in their early stages can struggle when it comes to having adequate resources to survive. Through the application pro-

cess, Ingredients for Success has been able to engage 10,000 business owners.

Patel talked about Wally Amos, the Founder of Famous Amos, who started the business in 1975. He was able to grow the business, but ended up selling it because of funding. With Ingredients for Success, Famous Amos is trying to ensure that business owners can build and grow their business as they reach the five-year mark and beyond.

Another success story is Eartha by Emir, a watch company that won in 2023. Since winning the award, the company has been able to launch a new collection. Patel said it is in those early stages that businesses really need the resources to help them thrive.

In 2023, the initiative began a partnership with the U.S. Black Chamber. The U.S. Chamber serves as a community partner and they will assist the entrepreneurs, including educational and pairing the business owners with a mentor.

ILLINOIS STATE POLICE BRINGS INTERDICTION FOR THE PROTECTION OF CHILDREN TRAINING TO ILLINOIS

SPRINGFIELD – The Illinois State Police (ISP) Division of Criminal Investigation Trafficking Enforcement Bureau, in partnership with the Texas Department of Public Safety, provided Interdiction for the Protection of Children (IPC) training this week for front-line officers to recognize signs a child may be a victim, at-risk of victimization, or missing.

“Human trafficking survivors are often children and vulnerable to exploitation or other victimization,” said ISP Director Brendan F. Kelly. “The Interdiction for the Protection of Children specialized training gives our officers the tools they need to identify at-risk and exploited children, and bring those committing these heinous crimes to justice.”

Officers are well trained and highly proficient in making observations of suspicious behaviors, leading to arrests and successful interdiction of illicit drug, weapon, and currency.

The IPC program builds on those skills and trains officers to identify and rescue endangered or exploited children, and recognize indicators of those who pose a high-risk threat to children.

Law enforcement agencies, the Illinois Department of Children and Family Services (DCFS), and child advocacy centers (CAC), attended the training, which uses a victim-centered approach to protect children and a proactive approach to identifying those who offend against children.

“Responding with an informed, caring and healing centered approach to the trauma that our children who have experienced human trafficking may be facing is of upmost importance to our team,” said DCFS Director, Heidi E. Mueller. “We are proud to be partnering with the ISP, CACs and local law enforcement to learn what we need to do to help our

children and provide them with the necessary resources they need to recover and begin healing.”

IPC training covers understanding victim and offender dynamics, legal obligations, authority, working with children, understanding indicators of trafficking and smuggling children, information sharing, identifying local, state, and federal resources, working with multi-disciplinary teams, social services, and non-governmental organizations. IPC uses a multi-disciplinary approach to training by including local, state, and federal governmental and non-governmental organizations as partners during training and operations.

A total of nine local law enforcement officers, 62 DCFS employees, 31 child advocates, and 86 ISP officers successfully completed the two-day basic course, followed by a three-day train-the-trainer IPC course, and will provide this training statewide to additional personnel across these agencies.

Human trafficking is the use of force, fraud, or coercion to compel a person into commercial sex acts, labor, or services against their will. ISP continues its multifaceted approach toward protecting those most vulnerable with its ongoing statewide human trafficking enforcement operations. Giannoulias Awards State Grants to Combat Carjackings, Car Thefts

Illinois Secretary of State Alexi Giannoulias announced more than $11 million in new grants to assist law enforcement agencies throughout the state in protecting against the surge in carjackings and vehicle thefts.

The Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Council, which Giannoulias’ office oversees, distributed grants to six law enforcement agencies that can start using the funds July 1. To fund the grants, the insurance industry provides $1 for every passenger vehicle it insures to the Secretary of State’s Office.

“These grants are a matter of public safety and provide our law

enforcement agencies with the personnel, tools and tech resources they need to help safeguard residents from the rise of violent carjackings and car thefts,” Giannoulias said. “For many of us, our vehicle serves as a lifeline. We depend on it for work, running errands, shuttling our kids around to practices and camps and visiting loved ones. To have it stolen can have terrible consequences for families and upend their lives. This taskforce plays a critical role by ensuring local, state, and federal law enforcement officers must work together to address these crimes.”

The additional funding has also enabled law enforcement agencies to work collaboratively with federal and local units to address instances of title fraud and investigate cases of fraudulent vehicle identification numbers (VIN) before vehicles can be resold or recover vehicles fraudulently sold.

Summertime Call for Increased Attention to Prevent Alzheimer’s Wandering

As summer approaches and more people engage in outdoor activities, it’s crucial to raise awareness about the risks of wandering for individuals with Alzheimer’s disease. Alzheimer’s can impair a person’s ability to recognize familiar places and faces, leading to wandering, which is not only common but potentially lifethreatening. The Alzheimer’s Association urges caregivers, family members, and the community to take preventive measures to ensure the safety of those affected.

“To stop crime you have to solve crime – and to solve crime you have to have resources,” said Illinois State Police Director Brendan F. Kelly. “This grant funding will allow the Illinois State Police to focus additional resources on catching those committing vehicle thefts, hijackings and other related violent crimes.”

“The Illinois Statewide Auto Theft Task Force (ISATT) would like to thank Secretary Giannoulias for his unwavering support in the fight against vehicular hijacking, catalytic converter theft, and vehicle theft,” said Illinois Secretary of State Police Lieutenant and Director of ISATT Adam Broshous. “His support has aided in the recovery of thousands of stolen vehicles and the prevented theft of untold thousands more. As vehicle crimes are often associated with violent crimes, these grants are making an impact on keeping our communities safer.”

Grant funding has also been used to expand operations to address cargo theft, where vehicles such as semitrucks are stolen for their goods. One task force recovered a stolen trailer containing medical supplies.

The Council’s prevention efforts have more than halved annual theft rates since 1991 from more than 75,000 stolen vehicles to less than 30,000 in 2021. While crime rates have surged in recent years due to economic disruption caused by the pandemic, the rates are still nowhere near what they were when the Council was created.

In 2022, the most recent vehicle theft data, there were 38,649 thefts statewide, an increase of more than 10,000 cases compared to the year prior. More than 22,000 of the thefts occurred in Chicago that year, where thefts doubled compared to 2021.

Understanding the Risk: Alzheimer’s disease can cause individuals to lose their sense of direction and familiarity, making them susceptible to wandering. Statistics show that six in 10 people living with dementia will wander at least once, with many doing so repeatedly. This behavior can occur at any stage of the disease, and its unpredictable nature adds significant stress for caregivers and family members.

Asking about the whereabouts of past friends and family.

Engaging in a hobby or chore without completing any tasks. Appearing lost in new or changed environments.

Feeling nervous or anxious in crowded areas.

Reasons for Wandering:

Confusion at certain times of the day or night.

Inability to recognize familiar people, places, and objects. Fear from misinterpreting sights and sounds.

Desire to fulfill past obligations.

Urge to search for an object.

Preventive Measures:

Identify the time of day the person is most likely to wander and plan activities during these times.

Involve the person in daily activities to maintain engagement.

From 2019 to 2022, the Council issued $24 million in grants and recovered $92 million worth of stolen vehicles, meaning the return on investment for stolen vehicle recovery is $4 for every $1 spent on grant funding.

The 11 members of the Council are dedicated to finding the best strategies to prevent carjackings, vehicle theft and recyclable metal theft.

On January 1, 2016 Silver Search legislation was passed in Illinois. Silver Search is a coordinated effort to bring awareness, education, and resources to help find and safely return people with Alzheimer’s or dementia that go missing. The Silver Search Task force was created to bring agencies and organizations together with the common goal of creating a Silver Search program and toolkit to assist in missing person cases involving those with Alzheimer’s or dementia. CHICAGO -- Governor JB Pritzker joined elected officials, early childhood advocates, and education leaders to sign Senate Bill 0001 into law, officially establishing Illinois’ new Department of Early Childhood. The new state agency, first proposed by Governor Pritzker in October 2023, will focus exclusively on early childhood programs and services for young children, improving equity and accessibility for families and caregivers.

“Our state-funded early childhood programs operate across three different state agencies, putting an unnecessary burden on those families looking for support and on those providing the support that’s needed,” said Governor JB Pritzker. “I am very proud to usher in the beginning of a new era for early childhood education and care in Illinois – as we create the Department of Early Childhood. Council encourages educators to involve kids in discussions about the industry from an early age, fostering open-mindedness and offering them a new perspective on the world around them.

I nspiring Young Minds with Interactive Learning Building safety awareness can start at an early age if implemented in a fun, productive way that captures children's interest. Parents and teachers can turn to interactive tools such as LEGO blocks and stickers to make the concept more approachable, accessible and engaging for young minds. The Code Council creates materials specifically for this purpose during Building Safety Month, an annual campaign that highlights the crucial role modern building codes and standards play in ensuring public safety, including Junior Building Inspector stickers and hard hats. Linking these tools to other educational materials can help bridge the gap between the activity and understanding building safety. Incorporating stories that relate to the children’s daily lives can simplify complex concepts, while using props and visual aids, like themed toys, can heighten engagement and enrich the experience. The Code Council effectively employs this approach through its mascot, CODiE the Cheetah.

That’s why Pete Roque, director of code enforcement at 4LEAF, wrote the children’s book “Code Enforcement Officer Lucas Cleans Up Our Street” with his son. The book introduces young readers to code enforcement while providing insights into how blight and substandard structures are dealt with daily.

Rachel Patterson, senior code enforcement officer for the City of Westminster, Colorado and secretary of the Code Council Colorado chapter, leverages Roque’s book as part of her curriculum, combining it with squishy building safety toys. “By using visuals, you can communicate with the kiddos in a way they can appreciate.”

Patterson aims to tell more building safety stories through her animated series, “Fiona the Fox,” which she developed with Roque. The series aims to inspire kids to understand and appreciate building safety and to consider what it means to be a good neighbor.

Building Safety Education Resources

As children grow, the approach to building safety education should develop with them. The Code Council has developed numerous programs to educate kids of all ages. The Technical Training Program offers high school students and aspiring young professionals an early start and a competitive edge in the field. Additionally, the "I Built This" series and Safety 2.0 programs offer high school outreach and training resources, respectively. For younger students, the Code Council’s Building Safety Month Kids Corner provides interactive resources, including an activity book. Completing these exercises earns kids a certificate as a Junior Code Official.

For older kids and teens interested in building safety and construction careers, there are hands-on programs to explore. The ACE Mentor Program of America connects high school students with design and construction industry experts. “The students actually get exposed to every aspect of the construction and building safety industry,” says Diana T.
