Daily News… WHO IS GETTING TRADE PORTFOLIO IN FRANCE? CONFUSION REIGNS No sooner had the new French government been unveiled Wednesday than confusion emerged over who exactly was given the foreign trade portfolio. Laurent Fabius, who kept his post as foreign minister in a streamlined cabinet put together after a drubbing at local polls Sunday prompted a major reshuffle, was awarded the extra responsibility of «international development». An official at his ministry, who wished to remain anonymous, told AFP foreign trade was part of that new responsibility. But the finance ministry also claimed the portfolio as it own, announcing that ousted foreign trade minister Nicole Bricq would formally hand over her portfolio to anti-globalisation firebrand Arnaud Montebourg on Thursday morning. Montebourg has been promoted as economy minister under new Prime Minister Manuel Valls, who himself was appointed to the premiership on Monday after the ruling Socialists suffered a stinging setback in municipal elections at the weekend. Until now, the foreign trade portfolio had been managed by the finance ministry and it would be a first since 1958 if it were handed over to the foreign ministry. Fabius, a former finance minister himself, has made «economic diplomacy» one of his priorities since he took over as France’s top diplomat in 2012. Montebourg, meanwhile, made headlines as industry minister under the previous government with his outspoken criticism of EU-backed austerity measures and of neighbour and ally Germany, which he has blamed for factory closures in France. Another foreign ministry official, who also wished to remain anonymous, tried to explain the confusion. «The decrees governing the allocation of ministers’ powers are being drawn up and it’s very delicate as parts of Bercy (the finance ministry) are going to come under the control of the foreign ministry,» the official said.

International News… POO DETECTIVE Fed up of dog dirt underfoot on its streets, a Spanish town has hired a detective to catch owners who fail to pick up after their pets. The mayor’s office in Colmenar Viejo, a historical town north of Madrid, said fines and warning signs had failed to coax some owners into picking up their dogs’ mess. So from next week dog-walkers will be spied on by a professional «Canine Detective» who will prowl the town to catch negligent dog owners red-handed. «This person, incognito, will watch the streets and public spaces in which most dog dirt has to be cleaned up,» the town hall said in a statement.
FRENCH STAND-UP COMIC Bad timing, jokes that fall flat or an audience that just doesn’t get it; such occupational hazards can lead to a slow, painful ‘stage death’ for the stand-up comic. French comedian Patrick Veisselier, however, has decided to risk all three from next week when he stages his one-man show «Patrick Le Chinois» («Patrick the Chinese Man»), performed entirely in Mandarin, a language he has never spoken before. Veisselier, who wrote the hour-long script himself before having it translated, has spent the past two months working eight hours a day with the help of a tutor to memorise it.
