Welcome to the March issue Finally we can start thinking about Spring, I love the start of winter but after about 3 weeks am ready for the nicer weather and longer days to come back! Not long and the clocks will go forward and we’ll enjoy the lighter evenings too. This month we have had our finance heads on looking at what it means financially to get married, the upcoming increase in funded childcare and Martin Lewis discusses mortgages. As well as the ‘boring’ financials we have a guide on how to spruce up your bathroom and Tim takes the Audi Q2 for a spin! There’s not much to report in the Hammond house from February, I feel like we have been hibernating! We have booked our summer holiday to visit our beloved Cornwall and also looking at a grown ups weekend away – a rarity since our little boy came along! As always we are looking for charities, community groups and events to feature in our local focus, so if you are involved in anything happening locally please get in touch to discuss further. NEWS LIVES helped a record 20,516 Lincolnshire patients in 2016
LIVES, a Lincolnshire based charity attending 999 medical emergencies, have experienced their busiest year on record by responding to more than 20,000 emergency calls from patients across Lincolnshire in 2016. This is an increase of more than 2,000 on the previous year and a testament to the hard work and dedication of LIVES volunteers. The trend of increasing calls is continuing into 2017 with LIVES responders exceptionally busy over the holiday period. Between 31st December 2016 and 2nd January 2017, LIVES volunteers attended over 300 emergency incidents which is nearly double the normal number of jobs. On average, LIVES responders attend nearly 60 calls per day and aim to get to the patient in eight to nine minutes to deliver immediate life-saving care, often before the arrival of an ambulance. Nikki Silver, CEO of LIVES commented, “Our responders make a huge contribution to their communities throughout the year, responding to emergency calls day or night and whatever the weather. We’re often the first people at the scene of an emergency and our actions save lives. Now, as the number of calls we attend grows, more than ever it is important for us to raise funds to allow our volunteers to continue their exceptional lifesaving work. We are very grateful for the public support that allows us to continue to offer immediate medical care throughout Lincolnshire, and we would not have been able to help over 20,000 people without our generous supporters.” Every year LIVES need to raise more than £1 million from public donations to keep their army of volunteers trained and equipped to be able to respond to any medical emergency across Lincolnshire. Windfalls for hospices
Two Boston charities have received an unexpected windfall from Boston Borough Council. Local hospices, St. Barnabas Hospice and Butterfly Hospice, each received £2,108.22 gained from the recycling of reclaimed metals removed after cremations. The metals, which are mostly used in coffin construction and some from surgical implants, such as replacement joints, have to be separated from ashes following cremations. The
crematorium then has a duty to dispose of this residual metal waste in the most environmentally friendly way possible, and it has joined a scheme for crematoria to recycle metal. Those participating typically donate any monies raised to death-care charities such as hospices, bereavement support and medical research. Both hospices will spend the money locally for the benefit of those requiring the services they offer.

Six public toilets now available in Boston town centre The number of public toilets in Boston town centre has doubled to six following the launch of a community toilet scheme making some shop loos available. The initiative by BTAC, Boston Town Area Committee, has been applauded by a national organisation. Mr Raymond Fowler, of the British Toilet Association, praised BTAC and the participating shops. In addition to the three public toilets at the Cattle Market, Central Park and Lincoln Lane the public can now also use toilets at Oldrids, St Botolph’s Church (the Stump) and the new Waterfall Plaza shopping centre. Signage indicating toilets at these locations can be used by the public will be displayed. Cllr Nigel Welton, chairman of BTAC, said: “There are very few towns these days which have so many toilets available for the public to use. These are conveniently placed to meet the needs of visitors, including those arriving by bus, shoppers and traders standing on the market. “I want to thank those businesses
which have come forward. They have recognised the potential for this project to increase footfall and trade. They all have attractions for shoppers and all, including the Stump, have cafes. I would be happy to hear from any other businesses who want to join this community scheme.” Public toilets are available at the Cattle Market, just outside the Central Park main entrance and Lincoln Lane from 8am to 6pm Monday to Saturday and from 10am to 4pm on Sundays. Subject to the scheme receiving approval from BTAC members at their meeting on Wednesday, January 11, toilets could also be available at Waterfall Plaza, in Bank Street, from 9am to 5pm Monday to Saturday, Oldrids from 9am to 5.30pm Monday to Saturday and 10am to 4pm Sunday and at the Stump every day from 8.30am to 4pm. Boston Marathon 2017 Last year’s first Boston Marathon recorded the fastest times for both men and women of all the Association of Running Clubs’ marathons in 2016. Ben Harris, from Retford, ran the 26.2 miles in two hours 40 minutes - an average speed of 10mph. Fiona Davies, from Rotherham, recorded two hours 54 minutes. This year Boston Marathon will be run on Bank Holiday Monday, April 17, the same day as the one in Boston USA. Already 500 runners have signed up for the Lincolnshire event, on what has been dubbed the flattest marathon course in the world. The event is expected to attract the maximum number of 800 entrants. Event secretary Harish Kurup
confirmed that the course will be the same as last year, starting in the Market Place, then out to Wrangle and finishing at the college. There will also be a half marathon again and a three km fun run

for the 12 to 18-year -olds. Chairman Richard Austin points out that the Boston Marathon is a great chance for local charities to raise funds. Individual runners can be sponsored. ll things Brexit centred on Boston when the all-party Commons select committee came to town. Boston Borough Councillors and staff are well used to the world’s media focusing their cameras on the town, and this visit was no exception. BBC, ITN, ITV, Sky, Channel 5, the Guardian, local radio and newspapers all descended to cover the factfinding visit chaired by Hilary Benn MP. It was the first in a nationwide tour by the select committee on exiting the EU, aimed at gathering information and opinion from grass roots. As a council we have continuously petitioned central Government to address the issues which rapid population change has caused, and our representations have led to this and other visits by those with influence. The select committee held three listening sessions in town – the first with borough and county councillors and officers, the police, the NHS and representatives from further education. The next session – these two held at Municipal Buildings with the borough council as host – was with representatives from the business sector. The final session, at the Len Medlock Centre, was with members of the public. Hilary Benn said, as a first session of the committee, it was a terrific day and people had spoken to MPs openly and honestly. We again made the point about the disparity between Boston’s official population, the actual population and the funding received to provide services for that population. There will be no mass exodus of Eastern Europeans from Boston and once the degree of control of immigration is decided we will
still continue to need a migrant workforce here. Boston has a low-wage economy but pressure on accommodation has driven rents up, so it was timely that latest National Housing Federation figures showed Boston to have one of the highest monthly private sector rents in the East Midlands and the lowest monthly earnings. These figures also show that the average annual earnings in Boston are £20,176 while the income required for an 80 per cent mortgage is £34,669. The public session saw groups, each with their own member of the select committee, debating three main questions: Why did Boston vote to leave the EU by such a large margin, how should migration be controlled once the UK leaves the EU and what are the risks and opportunities of Brexit for Boston. The responses are well versed: A protest vote against uncontrolled immigration – too many, too fast, pressures on services such as housing health and education, language barriers, street drinking, instructed by Brussels but forgotten by Westminster and the “remain” campaign, lack of adequate funding, recognition of the need for migrant labour in agriculture, horticulture and the health system. Some even told MPs that Lincoln absorbed too many resources at Boston’s cost. Hilary Benn told us that what we had to say would be reflected in the reports and help the committee to do its work.

Lasting Power of Attorney
T
hinking and talking about what would happen if our faculties deserted us is uncomfortable, yet it’s important to consider how much worse the situation would be if you had a stroke, serious accident or dementia without sorting it first. Analysis by Key Retirement Solutions has found that more than 11,500 families every year are having to go to court to appoint ‘deputies’ so relatives and friends can make decisions on behalf of ill or incapacitated people. This could be avoided by the person applying for Lasting Power of Attorney while they’re still healthy, saving their family from going through the long, arduous and potentially expensive process of applying to the Court of Protection for deputies. If you have difficulties that mean you can’t make decisions anymore, you will need help managing your finances. Lasting Power of Attorney (LPA) is a legal document where someone (while they still have mental capacity) nominates a trusted friend or relative to look after their affairs if they lost capacity. Through a Lasting Power of Attorney, you can set out how you wish them to handle your affairs to ensure you get the care, treatment and day-to-day routine that you want. And because you have to be healthy when you apply for an LPA,
you get to select the people who will be in charge of your affairs. An LPA is different from an ordinary power of attorney because: • you can make an LPA which looks after your health and care decisions, as well as one to look after your property and financial affairs • an LPA must be registered before it can be used • an LPA is intended for use by people who are at risk of losing their mental capacity Clare, an adviser with Citizens Advice Mid Lincolnshire told us “ You should make an LPA if you have been diagnosed with, or think you might develop, an illness which might prevent you from making decisions for yourself at some time in the future.” The kinds of illness which might prevent you from making decisions for yourself include: • dementia(e.g. Alzheimer’s) • mental health problems • brain injury • alcohol or drug misuse • the side-effects of medical treatment • any other illness or disability. Citizens Advice is urging everyone to consider making a Lasting Power of Attorney regardless of health or age. Anyone over 18 can set it up – you don’t need to be unwell and you must make an LPA whilst you are still capable of making decisions for yourself. The key point to remember is that you don’t suddenly give up control. You can choose whether it can be used either before, or only when, you lose mental capacity. There are three ways you can make an LPA. You can: • make a lasting power of attorney online at www.gov.uk/power-of-attorney • download the forms - you’ll need to fill

The School Games Mark is a national accredited award. It has been designed to provide schools with a Government backed award to publically demonstrate their level of engagement in the School Games and school sport. Hawthorn Tree Primary School is very pleased to have been awarded the Sainsbury School Games Silver Award for their work in PE and Sport during 2015/16, matching the level of award achieved last year. The award which is monitored by the Youth Sport Trust assesses PE provision in schools. The school gives pupils opportunities to develop their ability in PE through the curriculum, at a vast range of extracurricular activities offered at
breaks, lunchtimes and after school. This is complemented by pupils being given many opportunities to take part in competitions both within school and against other schools. Pupils are also involved in helping to run competitions and clubs. Staff development in PE and developing School Club links have also contributed to the level of award achieved.
Boston College Boston College’s Business Development department hosted an event on Wednesday 25th January, ‘The Age of Information and Technology.’ The event played host to over 60 employers and provided them with the opportunity to see how technology is shaping the business landscape and to discover how current businesses are using technology innovatively to benefit them. The guests had the chance to attend a sequence of short presentations from both global and local businesses, who explained how they use technology and the benefits of this. NatWest, Parkinson, EEF, Chattertons, Seeing Machines and Metsa all gave presentations relevant to technology in their sector. There was also the opportunity after the presentations for the visiting businesses to have a look at the 12 exhibits on display from businesses such as the NHS Talent Academy, EEF, Rolec, Metsa and even electric motor vehicle giants Tesla. The exhibits not only gave the chance to visiting businesses to have a look at their products and to network but also gave students from Boston College the opportunity to speak and learn from some of the industry’s big names. Tris Cox, a representative for Tesla said, “It has been very beneficial to see local businesses and the opportunities that have arose in how we could collaborate and work together. What are the Legal Differences?
G
etting married is an exciting time in life, however it does come with more legal implications than just a name change and ticking the married box on forms!
Banking If a married couple has a joint bank account, the money is owned jointly regardless of who put it into the account. On the death of one partner, the whole account immediately becomes the property of the other. Debts and overdrafts relating to a joint bank account will be the responsibility of both or either partner, irrespective of who incurred them.
Death and Inheritance When your married partner dies, you will inherit under the will of the dead partner if it makes provision for you. If either married partner dies without making a will, the other will inherit all or some of the estate.
Debts You are liable for any debts which are in your own
name only, but not for any debts which are just in your partner’s name. You may be responsible for the whole of debts in joint names and for other debts for which you have ‘joint and several’ legal responsibility. For example, in England and Wales, if you owe council tax, you and your partner will both be responsible for the debt, regardless of whether one of you contributes or not. If your partner has a debt for which you have acted as guarantor, you will also be held legally responsible for paying it. If you’re married, you will not be responsible for any financial obligations or debts that your partner had before you were married.
Home Owners Both married partners have a right to remain in the matrimonial home, regardless of who bought it or has a mortgage on it. This is
known as home rights. You will have the right to stay in the home until a court has ordered otherwise, for example, in the course of a separation or divorce settlement. If you and your partner are divorcing, the long-term right to ownership of your property can be decided alongside divorce proceedings. The court has the power to transfer property regardless of original ownership. However, if you are not separating legally, the court will only agree to transfer ownership of a property if it is in the best interests of your children. If you are the sole or joint owner of the home, your partner will not be able to sell it without your agreement. However, if your partner is the sole owner, you will need to register your home rights in order to protect your interests. Unless you register your home rights, you will not be able to prevent your partner from selling the home

Prenuptial and postnuptial agreements If you’re planning to marry or form a civil partnership with your new partner, you might want to protect your financial position by taking out a prenuptial agreement or a postnuptial agreement. These are legal documents that will set out what you’ve agreed. A postnup, which is taken out after a couple has married or become civil partners, is often used if one partner comes into an inheritance or buys a second property. It can also be used if there is a change in circumstances, for example if you have a baby.

What is the legal status of prenups and postnups?

In England, Wales or Northern Ireland, prenups and postnups are not fully legally binding, but they are taken into account by the courts if you divorce or dissolve your civil partnership. The court would want to know that: • You had both taken independent legal advice • There was full financial disclosure (that you were open with each other about your money) • Neither of you were pressured into signing the prenup • It was fair (what is ‘fair’ will depend on the circumstances of your case) If you and your partner are considering a prenup or postnup, take independent legal advice. You will need a solicitor to draft the agreement. This advice has been taken from Citizens Advice and The Money Advice Service. If you are unsure of your position seek advice from a fully trained solicitor.

Childcare Options 30 hours of free childcare - will my child get it? The doubling of free childcare to 30 hours is being rolled out by the Government across the country this year. But, it turns out, free may not mean entirely free...
So what is the free childcare deal? In a nutshell, many working parents of 3 to 4-year-olds in England will be eligible for 30 hours of free childcare - rather than the current 15 hours. But the first thing you need to know is that this is 30 hours free for only 38 weeks per year - not 52 weeks of the year. In theory, you may be able to spread the free childcare out over further weeks, but this will mean you’ll get fewer than 30 hours free childcare each week.
When will it start? The Government has been rolling out a pilot scheme in 8 English areas: Wigan, Staffordshire, Swindon, Portsmouth, Northumberland, York, Newham and Hertfordshire. The scheme is scheduled to go nationwide later this year (2017).
Will my child get it? Not necessarily as not everyone is eligible. But everyone will still receive the 15 hours free childcare that is currently available.
Eligibility rules for 30 hours free childcare: • Your child will be aged 3 or 4 when the scheme starts in your area • Both parents must be working - or the
sole parent is working in a lone parent family • Each parent earns, on average, a weekly minimum equivalent to 16 hours at National Minimum Wage or National Living Wage • Each parent must have an annual income of less than £100,000 • You live in England

How much is the equivalent of 16 hours at National Minimum Wage? It depends on your age. For this scheme, the minimum amount will always reflect the lowest hourly rate that a person of your age can legally be paid. Therefore, currently for a parent aged 21-24, you’d need to earn a weekly average of at least £111.20. For a parent aged 25+, you’d need to earn a weekly average of at least £115.20.
if the parent normally works but is temporarily away from the workplace, for example on statutory sick pay.
What if one parent in a couple isn’t working?
How do you apply for the 30 hours free childcare?
This is basically a scheme to help working parents, so families where one parent doesn’t work, or both parents don’t work, will usually not be eligible for these additional 15 hours. However, if one parent isn’t working because they’re an official carer (eg receiving benefits relating to being a carer) or they are receiving disability benefits, and the other parent is working, then the Government has stated it “intends to make provision” to support these families. There is also additional entitlement
You’ll be able to apply for both the 30hour scheme and the Tax-Free Childcare scheme through a joint online application being developed by HMRC. This is because the eligibility requirements for both schemes are aligned.
Will the Government increase the funding?
In November 2015, the then-Chancellor George Osborne announced in his Autumn Statement that the Government was going to invest further, increasing the hourly rate to an average of £4.88 from 2017. This information was up to date at the time of printing but is subject to change. Please speak to your childcare provider for up to date information.
Will all nurseries offer this? Most will - but some nurseries may not be able to offer the flexible 30 hours free childcare. There has been a lot of concern within the nursery industry that the grant supplied by the Government is not enough to cover the costs of the current scheme. According to educational charity the Pre-school Learning Alliance, the true cost to provide the childcare is typically £4.53 per hour. For the pilot schemes, the Government is allocating £4 an hour - an underfunding of 17%. (Initially, the Government had offered to pay £3.88 but this was increased after nursery providers in York battled for more funding).
Charging for extras... While nurseries can’t charge for the 30 hours, they can charge for other ‘extras’ or ask for contributions such as making a charge for meals provided. www.simplyboston.co.uk | SIMPLY BOSTON | 17

Horse Riding should come with a warning...start and you won’t want to stop by Horse Fanatic, Louise Hardwick
T
he well known phrase “daddy, I want a pony...” will never disappear. Whether you set eyes on your first shaggy pony in your local field, as a child or you became “hooked” at an older age, horses have an incredible way of settling in your soul. My story started as a toddler- when I met my first ride, Dusty. My little legs didn’t even reach the bottom of the saddle, yet I never felt scared. They say you are born with horses in your blood. I agree that I was. However, I remain a huge advocate for introducing horses, to people who previously have never felt the desire to ride. Horse riding has, thankfully, become increasingly accessible. The British Horse Society have worked tirelessly for years ( www.bhs.org.co.uk) to promote the sport It is essential when considering, your first horse riding experience, that you are aware of a few basic points • Always look for a BHS approved Riding School or BHS Registered Instructor. There are currently over 1000 approved centres and over 2000 registered instructors in the UK. • When you have chosen your approved riding school, be honest about your level of ability and any nerves you feel. (Before you meet your mount!) A good instructor wants to share the joy of riding with youand armed with all your facts, they can match you to a suitable horse. • It doesn’t matter whether you have the “correct” attire to start your experience. Clothes do not maketh the man- A sensible pair of shoes, with a slight
heel, a pair of jeans and a warm jacket will suffice. The centre will spend time with you, correctly fitting a riding hat. This will have a Kite mark inside, so you know it has been tested to current safety standards. • Use your judgement. Do the horses and ponies at the riding school; look generally happy and well cared for? Once you have considered all of the above, you are ready to go. Your first lesson, will likely be around 30mins. No matter how fit you think you are, I promise you, you will feel muscles you never knew you had.

So the addiction has started? I have no doubt, with the right instructor and right horse; you will be itching to get back on board. Regular lessons will not only improve your technically ability, they will start to develop the illusive “feel” that experienced riders talk of. “Feel” is when you have a rapport with your ride. You begin to understand the horses’ movement, his reactions to your movements and how you can work together. This is when you are likely to fall in love...I can’t describe the feeling. True rapport with a horse is a special thing. There are many options to pursue, all of which the BHS can assist you with. There are over 72,000 current members. Who are all as passionate, about their area within the sport. These include: leisure riding, Carriage Driving, Dressage, Show jumping, polo and riding for the disabled to name but a few popular ones The BHS will make you welcome, and you will find many opportunities to join other like minded members, at events, competitions or social gatherings. I could talk about this subject endlessly, but what I can summarise is; When you and your ride, feel as one, I guarantee, I know the smile on your face will be huge. Riding should not just be considered as a

The age ranges may be different, but you will see the same smile, on the toddlers face on their pony, as you will see on an Olympian, winning Gold at the Equestrian Games. That smile is the love of the horse. It doesn’t matter what level you achieve with horses, they pay it back tenfold. If you don’t believe me have a look at my pictures. T
he biggest single personal financial risk in 2017 is that mortgage rates will rise rapidly. This isn’t primarily about UK base rates, set by the bank of England, it’s far more about the City’s long term prediction of interest rates – which new cheap fixed and long term variable rate deals are set based upon. Mortgage rates are near all-time historic lows and have been for a couple of years, and we’ve got used to that. Yet there is a plausible chance that 2017 is the year that will change. We’ve already seen some cheap deals such as HSBC’s 0.99% two-year fix being pulled. The five-year swap rates have increased from 0.35% back in September to 0.9% now – and we’re already seeing longer fixes start to get more expensive on the back of this. Of course, there’s no certainty here. Yet UK rates are so cheap that even if things reversed and they dropped again, the likely gain to mortgage holders would be limited. But if they did rise, the cost could be huge. The savings available right now can be huge, like Kperat’s who emailed: “Fixed at 1.24% for 2 yrs, reduced term to 13 yrs without paying much more a month. Will be saving about £20,000 even after fees. Thanks.” So, this is my clarion call for ALL mortgage holders, to check NOW if you’re on the cheapest deal, and, if not sort, it. Here’s what to do to find your cheapest deal. How much could I save? If like many people, you’re on your lender’s standard variable rate (SVR) – the default rate most fixes and trackers revert to when the intro deal ends – then the savings can be huge. Most SVRs are at 4% or higher. Yet the cheapest two-year fix is just 1.2% (you’ll need a top credit score and it’s got a big fee). Five-year fixes start at around 1.8%. All, of course, depend on how much of your home’s value you’re borrowing. So, someone moving
a £150,000 mortgage from 4% SVR to a twoyear fix at 1.2% would save £4,000+ over two years, even after fees. Audi Q2 PROS ‘N’ CONS ➠ ➠ ➠ ➠ ➠
F
irst impressions when approaching the new Audi Q2 are good. Like all Audis, it manages to stand out, even if it doesn’t try anything spectacular design-wise. In the more daring ‘Vegas Yellow’, it makes quite a visual impact though, and is unmistakeably Audi in appearance. The large grill and muscular body are complimented by a sloping roof line and contrast C-pillar which – in S-Line trim at least – is nicely offset in metallic silver. Sadly, on the smallest alloy wheels it looks puny, so bigger is better there. The interior is more of the same, being almost identical to that which you’d find in the A3 hatchback. That’s no bad thing though, as Audi makes some of the most pleasant interior spaces on the market today, and feels decidedly upmarket if it’s kitted out with a range of technology options, such as the virtual cockpit. We tested the Audi Q2 in 150PS 1.4-litre petrol guise. It provides plenty enough power for all types of road, being capable of overtaking on motorways and A-roads, yet remaining suitably quiet when pottering through towns and villages. If your annual mileage is quite low, this is a fine engine to go for, as you’re unlikely to need anything more than this. While the engine is quiet, the S-Tronic automatic gearbox is a little jumpy at low speeds, and tends to put too much torque through the wheels when trying to move off. This results in some minor wheel-spin. The S-Tronic unit has never quite been up to the high level of BMW’s eight-speed unit, but it is far from a bad gearbox, and, when up to speed, works quickly and seamlessly. Our petrol test car was the S-Line, fitted with sports suspension and larger alloy wheels, and we found it to be slightly too firm for our liking. Being a ‘Q’, you get 26 | SIMPLY BOSTON | www.simplyboston.co.uk
into it expecting a smooth ride, but you get something more like a firm hatchback than a compact SUV. We suspect Audi’s excellent seating helps offset this a little. If the trade-off was entertaining cornering and impressive dynamics, we’d be content, but it isn’t exactly fun to drive either. The steering is rather numb and it doesn’t feel particularly settled going quicker around corners, though it doesn’t feel out of its comfort zone either. Audi was keen to point out that it doesn’t skimp on technology with the new Q2; it uses the same tech in the fresh compact SUV as it does in its higher-end products, like the TT sports car or Q7 SUV. The stunning virtual cockpit is an option once again, and you can also get such goodies, such as adaptive cruise control, heated seats, a power operated boot, and Audi’s parking assistance system. The problem is, almost these luxuries cost extra. Audi has made a big deal about the new Q2 starting at under £20,000, yet it also points out that it expects only 10 per cent of people to buy the lowest ‘SE’ trim level. The petrol model we tested came in at £5 over £34,000, and, even for a test car, that’s an astonishing amount of money. Look to spend between £25,000 and £30,000 and you’re probably on the right track with the new Audi Q2. It’s a highquality product and looks great, but it

doesn’t inspire us to spend more on it than a normal Audi A3, and the Q3 SUV isn’t far off price-wise. It doesn’t matter one bit what we think, because wealthy people love something a little bit different with a respected badge on its nose. It might not be perfect, but it will sell, and sell well.
