Welcome to the November issue So winter is here! We have had the fire on most evenings and there is definitely a chill in the air, but then, I do love a sharp frost and dazzling sunshine. It does seem impossible that we are just a few weeks away from Christmas though. Over the last month I have celebrated my (cough) thirty-sixth birthday, and how things change, three years ago I went shopping to London with friends and ended up spending most of the day, due to rain of course, in a bar. Roll on 3 years and as a family we headed down to London Zoo – both great in their own way and days I Escape to Norfolk - Pa ge 12 wouldn’t change for the world. Less about me and more about this issue, which is a jam-packed one! NEWS Grand Sluice is 250 Boston’s Grand Sluice, 250 years old this month (October), was the Boston Barrier of its day, designed and built by the foremost engineers of the age. A plaque and a new information board has been unveiled by the Lord Lieutenant of Lincolnshire, the board will tells the story of Grand Sluice and its importance for flood defence, land reclamation, navigation and the industrial expansion and dramatic population growth of Boston. In the true no-limits British engineering style of the day Grand Sluice was not built on the river. It was built on a green field site and then the river was brought to the sluice – diverted from its original course, tamed and canalised. Today houses occupy the wide and meandering course of the old river in the Fydell Street, Orchard Street and Castle Street areas. Most of Witham Way Country Park has been developed on one of the widest former stretches of river and marsh. Boston Borough Councillor Richard Austin has led the Grand Sluice 250th anniversary group. He said: “We couldn’t let this important date in the history of one of Boston’s most important developments pass by without notice.” It is possibly the earliest surviving tidal outfall sluice still in a substantially original state, and it continues to serve its original purpose.

Garden Waste As jobs in the garden wind down with the approach of winter, an assessment of Boston borough’s garden waste collection service shows it has been a success. Residents voted with their wallets and purses to keep the service going this year and 81.5 per cent of those who used the service before there was a charge took advantage of regular kerbside collection of their garden waste. Final garden waste collections for this growing season will be: Week commencing November 21 for those who have their brown bin emptied during their green bin collection week (last collection Friday, November 25). Week commencing November 28 for those who have their brown bin emptied during their blue bin collection week (last collection Friday, December 2). Collections resume next year, week commencing February 27, but please remember that those who have signed up for their 2016 collections will receive these until March 31. Details about how to register and pay for the new round of garden waste collections will be published shortly. If there are any changes to collection days from next spring, anyone affected will be notified during the winter break and we will be opening the window for payments well in advance of April to allow customers to pay. Cllr Michael Brookes, the council’s Cabinet member with responsibility for waste services, said: “The reasons for needing to charge to take away garden
waste are well documented – central Government austerity measures, the council’s budget gap and the fairness of only the users having to pay. “I want to thank all those who signed up and paid to save the service. It has been gratifying to know that people value the service, and I hope they will all require it again next year. “Collecting garden waste is the right thing to do for the environment. Long gone are the days when it was the acceptable thing to simply dump all waste into a giant hole in the ground, cover it over and forget about it. “When the council collects your garden waste you can be assured that it will be disposed of in the most environmentally friendly and economic way.” This year more than 5,000 tonnes of your garden waste was collected and processed to generate environmentallyfriendly compost. Residents are reminded that they must not put garden waste in their green or blue bins. This will contaminate waste bound for the Energy from Waste plant near Lincoln or for recycling. Contaminated bins will not be emptied. All your waste bins – garden, general waste and recycled materials - must be placed at the edge of your property with the handles facing outwards by 5.30am on the day of collection, or the night before. Bins should not be overfilled – for safe use of the tipping mechanism on the bin lorries, the bin lids must be shut prior to emptying. Please do
not compact waste as it makes it difficult to unload it and some may get left in the bin. If you generate additional waste that won’t fit in your green or blue bins, the council is happy to collect extra bagged household waste in black bags beside your bin or, if it is recycling, in the blue recycling bags which can be obtained at Municipal Buildings or from your collections crew. Additional garden waste that won’t fit in your brown bin cannot be collected in this way. Please advise the council before you put a larger number of black bags out so that it can advise the collection crews. The bin men have a lot of properties to get to each day, so It is the responsibility of customers to return their bins to their own storage area. They also appreciate a little thought so that access by the large bin lorry is not blocked to properties by thoughtlesslyparked vehicles. One badlyparked car can prevent a number of properties getting their bins emptied on time. Sometimes the bin men have opportunity to return the same day, in the hope the vehicle has moved, but this creates extra cost for everyone who pays council tax.

Home-Start Lincolnshire Takes Off With Official Launch Event Home-Start Lincolnshire held an official launch event at The Lincoln Hotel recently to celebrate the merger of 8 local Home-Starts within the county and share the fantastic work which continues to be carried out by our dedicated team of volunteers and staff, as well as future plans and projects. The event was packed out with government officials and local dignitaries, education, health professionals and many agencies and supporters from all over the county and beyond eager to hear the valuable support that Home-Start Lincolnshire are continuing to provide throughout the county for vulnerable families. Home-Start Lincolnshire believes early intervention
is key – getting the message out to local health care professionals, schools etc is vital - early referrals mean we can help prevent family circumstances developing into a crisis. Reaching the child by the supporting the parent early can provide the social and emotional foundation our local vulnerable children need. Delegates heard inspirational stories from volunteers and Family Support Co-ordinators about how Home-Start volunteers have made a positive impact to families in our local community. Chief Executive, Tracey Ruddock, explained how the charity is looking at innovative ways to ensure we meet the needs of the local community,
“Home-Start throughout Lincolnshire has an excellent track record in improving people’s lives. This merger has already proved great news for the people of Lincolnshire. Our new single charity has generated significant financial savings by working more efficiently and reducing duplication of tasks, whilst supporting even more local families and children in need of help. Our staff and volunteers are now making an even bigger difference to people’s lives throughout the county”. Home-Start Lincolnshire is now one of the largest local family support charities’ in the county, with over 500 volunteers
providing vital emotional support, practical help and parenting advice to families who are struggling. The core work of Home-Start offers home-visiting support to families through its amazing team of trained volunteers who work with parents to increase their confidence, reduce their isolation and support them to access services in the local community; ultimately to provide parents with the skills and confidence to give their children the best possible start in life. LCVS joins new project to help people back into work Job seekers in greater Lincolnshire can now access tailored support to help them get back into work thanks to a new project. Greater Lincolnshire MOVE ‘Moving On: Volunteering and Employability’ is a £2.1 million three-year Big Lottery Fund and European Social Fund (ESF) funded Building Better Opportunities project aiming to help people into paid work. Jennie Eaton, Greater Lincolnshire MOVE project coordinator,
said: “MOVE is not just about sending people on courses and then leaving them to it. “Jobseekers will have ongoing support from an advisor who will be there every step of the way to help them identify what they would like to do, how to do it and how to overcome hurdles that are standing in their way.

he countdown to Christmas is well and truly on, now that November is here. It’s a time of year that people look forward to for a number of different reasons. For businesses in a town such as Boston it is a vital trading season. Many operate on very fine profit margins, so a good, or bad, Christmas can have an impact on them for the rest of the approaching year. We all like to see shops familiar on the local landscape continuing to do business throughout the year. We rely on them being there when we need them – not just at Christmas. And that’s why I am asking shoppers to shop local for this festive season. Boston has a lot going for it if you are looking for value for money and something a little more individual from our independent traders. I am not pretending that we can compete on all levels with the cities. But on the plus side your local shops are on your doorstep, there is no need to drive miles at the worst time of the year to be on the roads, car parking is conveniently-situated and cheap, local shop staff are familiar and friendly and they have merchandise not available in the big national chain stores. Did you know, for instance, you can park all day on a Sunday in the Tunnard Street car park for just £1.20, and for just £2 all day Monday to Saturday? Even some of Boston’s biggest stores still offer individuality, while there are independent traders to be discovered by exploring off the main routes and venturing down the lanes and alleys where business has been conducted since medieval times. In addition, and if you are really searching for that elusive “something different” Boston Craft Market will stand on Thursdays all through November and December up to and including December 22. And don’t forget the regular stall market held in the Market Place every Wednesday and Saturday, come rain or shine. Just the place to be for all types of bargains and fresh fruit and veg. The town’s biggest Christmas
event happens on Thursday, November 24, when the town’s Christmas lights will be switched on at 6.30pm. Boston’s big night will again be different to most as it will incorporate the second of annual events leading up to a bigger event in 2020 to mark the 400th anniversary of the Mayflower’s voyage carrying the Pilgrim Fathers to America. “Pilgrims” from Boston, Lincolnshire, made the journey, establishing Boston, Massachusetts. This is a global celebration and local arts organisation, Transported, will bring the Illuminate event to the party. Plans for this year are, so far, a closely-guarded secret, but last year it was a magical illuminated parade of giant-sized Pilgrims, a model of the Mayflower and local children waving illuminated waves and fish they had made. The parades merged in the Market Place from two different directions and then the Christmas lights came on. It was a bit special. The Christmas Market on Thursday, November 24, will be open for business from noon to 8pm. From 3pm there will be face painting, fairground attractions, Santa’s Grotto, late-night shopping and free entertainment by singer Sarah Lowe, Boston Jive and Blackfriars Theatre. Blackfriars celebrates 50 years of entertainment in Boston this year and a staple at this time of year has always been the traditional pantomime – oh yes it has. This year’s is Robin Hood and the Babes in the Wood from December 9 to January 3. But Christmas at Blackfriars gets underway with White Christmas from BOS Musical Theatre Group from November 19 to November 26, Dicken’s classic A Christmas Carol from December 1 to December 3 and Snow White by the Vienna Festival Ballet on December 4. Bring the family, much is for free and enjoy Christmas time in Boston.

Bicker Preparatory School Recently, our Year 5 children took part in a two-day Bikeability training course. They were trained and then tested on their cycle handling skills, including signalling and road skills. Headteacher Mrs Julie Miles said, ‘The children thoroughly enjoyed the course and were all pleased with how much they learnt and progressed’. Wyberton Primary School and Little Oaks Nursery Wyberton Primary School, in the village of Wyberton, has had its exceptional performance recognised by Ofsted when it was graded outstanding, in all areas, at the recent inspection in July. The staff and governors are bursting with pride and are overjoyed with this outcome. Ofsted statistics report that only 18% of primary schools achieve the highest grading of outstanding and Wyberton Primary School are now officially in this small, very special group of schools. Ofsted reported ‘outstanding teaching throughout the school’ and teachers who are led by ‘leadership of the highest calibre’. The Executive Head Teacher, Helen Richardson, is delighted that Ofsted recognised that Wyberton Primary
School is a truly inspirational place to be and that our team ‘are united in their purpose within a culture of excellence’. She is equally pleased that Ofsted recognised that the children are highly talented, driven to do well and work hard, describing their attitudes to learning as being ‘exemplary’. The children are a credit to the school and the staff are extremely happy that this has been recognised by Ofsted. To add to the success of the primary school, Little Oaks Nursery, situated on the site of Wyberton Primary School and run by the school, was also judged to be outstanding. The nursery has been open for just over a year and this is a huge achievement. ‘We aspire to provide the best possible education, strive for the highest academic standards and have as much fun doing it as we can. Heacham became popular as a seaside resort with the Victorians due to the opening of the railway between King’s Lynn and Hunstanton in the early 1860s. North Beach has an amusement arcade, a cafe and a fish bar. There are also beach huts available for hire. Both beaches have public toilet facilities. South Beach has its own cafe, which serves meals throughout the year and sells beach goods. The beaches at Heacham are situated on the east banks of The Wash; this means it is one of the few beaches in eastern England where the sun sets over the sea instead of over the land. Many say Heacham village is the largest village in the UK and has all the facilities you would need on your doorstep – Tesco Local, Co-Op, Indian restaurant, Fish and Chip shop, cycle hire, 3 pubs and the Coasthopper bus route stops just 30 seconds from the front door if you do not wish to travel by car to see all the sights of the coast.

Loan Period changes and Fines Amnesty From the 1st October 2016 the standard loan period for books and talking books borrowed from Lincolnshire Libraries and Community Hubs will be changing from four weeks to three, allowing better customer selection. To ensure customers have time to adjust to the change in loan periods, an eight week fines
amnesty will be held from 1st October to 26th November 2016. This will cover the first two new loan periods and mean that customers won’t be penalised for forgetting about the new arrangements. Come back in and see us to discover all the stock and activities we now have to offer.

he choices you make at 16 will affect the university courses or type of job you can apply for later in life, so it’s important that you think now about your future career. You need to stay in learning or training until you’re 18 but you don’t need to stay in school. The important thing is that you continue to learn.
Your options are:

Having three or four beers to unwind after a hard day of studying may seem perfectly logical, but any unresolved stress that you have will just come flooding back after your buzz subsides. Plus, if you overindulge, you may have to deal with unpleasant side effects, like nausea and hangovers, later on. If you find yourself drinking regularly before noon, become anxious at the prospect of not drinking, or become unable to “just have one,” you may be developing alcohol dependence.

Renewable energy There are a number of ways you can generate your own energy at home from low or zero carbon ‘microgeneration’ technology, such as wood burning stoves, solar water heating systems, heat pumps and biomass boilers. Making your own energy instead of using mains gas and electricity reduces your carbon footprint. It also means you’re less dependent on sources of energy that are increasingly subject to global demand and are likely to have high and volatile prices in future. If you’re considering installing microgeneration technology in your home,
it’s important to take a long-term view. Renewable energy may be expensive to install, but the time it takes to get your money back on an investment in microgeneration should come down. In addition, the government has now launched the Renewable Heat Incentive, which pays you to generate renewable heat, meaning these technologies will become more cost-effective. It’s important, however, to ensure your property is suitable for the technology you choose, as not all properties have a suitable south-facing roof or a garden. Solar photovoltaic (PV) panels generate electricity, while solar thermal panels heat water. You can now get cashback on solar PV panels thanks to the Feed-in Tariff. Cashback applies to other electricity-generating technologies, such as wind and hydropower, but not to technologies generating heat, such as solar thermal panels.

Get a new boiler Replacing an old G-rated gas boiler which has no controls with a new condensing model, including a programmer, could trim up to £340 a year from the gas bill of a typical home. Not too long and it will have paid for itself!

3 large apples (chopped and peeled) Juice of one orange 1 tsp. mixed spice 2-3 tbsp. light brown sugar
350g Plain flour 200g butter 100g golden caster sugar Pinch of salt 1 egg 2 caps of vanilla extract

1tbsp olive oil 3 rashers bacon, chopped 1 onion, chopped 1 celery stick, chopped 1 leek, sliced
1l (32fl oz), chicken or vegetable stock 500g (1lb) frozen peas 2tbsp fresh mint, chopped Chopped cooked bacon, to garnish

Preheat the oven to 180c. Rub the flour and the butter together in a bowl until you have a breadcrumb like mixture. Stir in the sugar and the salt. After separating the egg, put the yolk and vanilla extract into the mixture and stir with a knife. Add 2 tablespoon of water one at a time, and mix with a knife until the mixture clumps together. Knead with your hands until smooth. Keep the pastry in the fridge for one hour. Put the apples in a bowl, put the orange juice, spice and sugar over the top. ITH... s now the perfect time to cut the cost of your mortgage? Rates are at historic lows - for the first time a two-year-fix is below 1% and a ten year fix is 2.39%. Many people can cut their mortgage costs by £1,000s. Yet after Brexit many are asking if could it get even cheaper. My mailbag’s been rammed with messages from nervous mortgage-holders wondering whether they should do anything with their mortgage due to the uncertain economy right now. I don’t have a crystal ball and don’t know what the future holds, but in short here’s my analysis on the situation… 1) Will fixes get cheaper? The rate at which fixes are set is based on complex ‘long-
How to find the cheapest mortgages For easy benchmarking, to see what’s out there, start with a comparison site that includes all deals, including ‘direct only’, those that aren’t offered by broker. These include my Mortgage Comparison at www.mse.me/mortgagebestbuys or sites such as TotallyMoney.com. Yet it’s not just the rate that counts: these days getting accepted isn’t easy. Both your credit score and whether you’re deemed able to afford the mortgage count. (The latter is often calculated as if interest rates are far higher than they are, so you can still pay if rates do rise.) Matching your characteristics to available mortgages is something a good mortgage broker can do that you can’t do yourself. But do ask if the broker will check all deals available to them and not just a panel of lenders. Also, check how much using a broker will cost and ensure you use a qualified one. Don’t ignore the fees The smaller your mortgage, the bigger the impact of fees, especially on smaller mortgages. A good way to compare mortgages is to divide the fee across the discount or fixed period. So a £1,200 fee on a two-year (i.e., 24-month) deal is £50 a month – add that to the monthly repayment. And if you use www.mse. me/mortgage bestbuys to compare, the ‘total cost’ function does this automatically for you. Fix or variable rate? The advantage of a fix is you get price and budgeting certainty that the rate won’t move for a set time. Variable deals move with UK interest rates – and
sometimes just at the provider’s whim. Generally, you pay a little more to fix, but not much. Ask yourself how much you think rates will rise over the period. If safety’s what counts for you, err on the side of fixing, and fixing for longer. Got savings? They could get you a better mortgage For this, you need to find your current loan-to-value (LTV), the proportion of the value you’re borrowing. E.g., £80k on a £100k
property is 80% LTV. At every 5% LTV threshold from 95% down to 60%, deals tend to get better, so a little extra can have a big impact on your rate. For example, if you’ve a £150,000 home, and want a £137,000 remortgage, that’s 91% LTV, and the top 5yr fix is 4.49%. Yet use £2,000 of savings to reduce the borrowing, and you’d then be at 90% LTV – where the top 5yr fix is 2.84%, saving c. £1,600/ year in payments.

Motoring The splendid VW Golf GTI has been in the motoring arena for over four decades, and its appeal is still red-hot.
Volkswagen Golf GTI PROS ‘N’ CONS ➠ ➠ ➠ ➠ ➠
T
he word ‘hot’ is significant here, because the Golf GTI is the original ‘hot-hatch’ and it has generated many copycats. This obviously means the VW Golf GTI isn’t the only one in the hot-hatchback division anymore, and it has to try even harder to thrash the (relatively) young new comers that try and knock it down from its perch. Curiously, key adversaries come from inside Volkswagen Group’s inner sanctum. These motors include Skoda’s Octavia vRS and SEAT’s Leon Cupra. Both cars are brilliant in every respect, apart from the absence of the ‘VW Golf GTI’ badge. And, to be blunt, they produce comparable performance for less cash. But, that’s because they are not the celebrity that is the Golf GTI – and Volkswagen knows motorists will fork out more for that reason alone. The modern day Golf GTI is just such awesome fun behind the wheel. It is a grin-making motor that makes every mile travelled an utter delight. Toss the Golf along motorways and it stays as planted as a 100-year-old oak tree at 70mph. The 2.0-litre TSI 220PS fivedoor version, on test here, has wads of power on tap, masses of grip, alert and
meticulous steering, and virtually no body roll. Regardless of this, the suspension is efficient enough to keep the hot-hatch comfy. So, as well as being a champ of commuting on the straight sections, picking its way along snaky country roads and making mincemeat of tight bends is where the VW Golf GTI really comes into its own. Under the hood, the 2.0-litre turbocharged petrol engine, adjoined to a six-speed manual gearbox, gets you from 0-62mph in 6.5 seconds on the way to a maximum speed of 152mph. Stimulating as these numbers are, they’re accompanied by extraordinarily meagre running costs. The GTI manages an average fuel consumption of 47.1mpg, while discharging only 139g/km of CO2 emissions. This mix of parsimony and performance makes the appeal of the present Golf GTI even more delicious. You can instantaneously tell a VW Golf GTI from a standard Golf by the larger 18-inch alloy wheels, the red styling on the lower front bumper, and the attractive roof spoiler. Peep inside and there’s a suggestion of retro, with the archetypal Golf GTI tartan upholstery and the gear knob formed to look like a golf ball. Regardless of the Volkswagen Golf GTI’s sporty standing in the automotive amphitheatre, the five-door car is as practical as any other hatchback. Well, on top of the rapidity, driving dynamics, economy, pragmatism and comfort, I’m pleased to say that the latest VW Golf GTI scored the maximum five-star rating possible under Euro NCAP crash safety assessments. So, what’s not to like about the modern day Volkswagen Golf GTI? It stirs the spirit as much as it ever did – and it still warrants the respect it first netted forty years ago.
