Resort has no beach for third summer Council powerless to bring harbour works to an end More and more businesses shutting down

WHAT A MESS One of the county’s top holiday resorts is facing a major crisis as it heads into its third summer without a beach and no end in sight to harbour works which have dragged on endlessly putting huge pressure on businesses operating in the area. Courtown Harbour is the key holiday destination in North Wexford and traditionally attracted tens of thousands of people to the area each summer. However, since harbour works began in the resort a number of years ago it has essentially been a holiday resort without a beach. Now Courtown is facing into yet another summer without its

main beach and worst still is the fact that no one can say when harbour works which have caused huge headaches for people trying to do business in the area will come to an end. Local councillor Robbie Ireton became emotional at a meeting of the Gorey District Council last week when he painted a picture of a holiday resort being destroyed, business people facing ruin and no one able to provide them with any answers. Now alarmingly it has come to light that the works could effectively go on forever and the local authority would have no legal way of bringing them to

an end. The problem is that the contractor involved ‘bought out the contract’ and took on all the risk involved in the project. That was very positive in terms of minimising the taxpayers’ exposure in the event of some major difficulty emerging in the course of the works but it is now proving disastrous for the local community as the disruptive work goes on and on and the local authority is powerless to put a finish date on it. Cllr. Anthony Donohoe said councillors had been told in January that the work would be finished in April and the situation was now emerging that

the contractor did not have to finish the work to any timescale. Cllr. Ireton said no work had been undertaken in Courtown since Christmas. ‘How many businesses will have to close before something is done?’ he asked. Cllr. Malcolm Byrne said that if the problem was on the quays in Wexford it would not be allowed to go on and he said the situation made the Council look foolish. Chairman Pip Breen said it was a disgrace and the District Director Annette O’Neill said the executive heard what the members were saying and shared their concerns’

Brendan brings it all back home It was a case of bringing it all back home for Brendan Howlin at the weekend when he presided at his first Labour party conference as party leader. The three day event took place in White’s Hotel and the high profile conference en-

sured that Wexford got plenty of national media profile on the back of the event. Delegates travelled from all over the country for the conference giving the town a major shot in the arm on the weekend between Easter and the May Bank Holiday.

In his key note speech on Saturday night Deputy Howlin, who has been a TD for Wexford for thirty years, placed a heavy emphasis on his Wexford roots telling a national television audience that he was born just ten minutes from the conference venue.

He told delegates that there was no place he would rather be than in Wexford, the place that made him the man he is today. He recalled attending the Faythe School as a pupil before later returning there as a teacher.

He learned his politics at the kitchen table from his late father John, a party activist and his mother Molly who ‘also had strong views’. This was the first labour conference since the party’s meltdown in last year’s general election and it provided dele-

gates with an opportunity to begin paying the way in policy terms for the next election. There was a strong presence of local delegates and party supporters in the conference venue throughout the weekend. .

'Official' Wexford travels for London Dinner There was a big official representation from Wexford when the London Wexford Association held their 63rd Annual Dinner Dance at The Clayton Crown Hotel, Cricklewood, London on Saturday night. There was a warm welcome extended to all at what was certainly a successful fun filled function which was well received and enjoyed by members of the association. Among the attendance was Mayor of Wexford, Cllr Frank Staples, Cllr Paddy Kavanagh Chairman of Wexford Co Council, Cllr Pip Breen Chairman of

Gorey Municipal District Council, Cllr Willie Fitzharris of New Ross Municipal District Council, Cllr Oliver Walsh Chair of Enniscorthy Municipal District Council, Cllr Robbie Ireton Gorey Distict Council and John Carley Director of Services Wexford Co Council. Special guests was Mr Paul Kehoe T.D Minister of State for Defence and Dermot O' Leary TV/Radio Presenter. His mum Marie and dad Seanie O' Leary hail from South Co Wexford. The Association has issued a big thanks to all who attended our function and to

all the sponsors especially Trevor Diviney from GCL for helping to sponsor the wine and to Justin Ffrench and all who donated raffle prizes all who support us throughout the year. Housing plan unveiled

Co. Council Diary Sterilising Robbie on his way to a toilet near you Robbie Ireton is a man of many talents and yet another string to his bow emerged at the April meeting of the Gorey District council. Indeed he could soon be appearing in TV commercials for toilet cleaning and disinfectant, such has been his success in cleaning up the mess left behind by others in his local area. Robbie was first called to swing in to action when a group of travellers took over the local playground in Courtown. When they left there was rather a mess left behind. It

was certainly no place for children so Robbie put on his wellington boots, grabbed a hose and chemicals and set about sterilising the entire area. Did the Council regularly sterilise other playgrounds, he wondered. ‘Well no’, said Ger Mackey, the man from the Council’s Environment Department. Well they should consider it, suggested Robbie because while the one in Courtown was now spic and span there were others that needed attention. But it’s not just playgrounds

that Mr Clean Ireton has taken in hand. The public toilet in Seamount is a credit to the local community, he told his colleagues. No doubt they carefully observed Robbie’s great efforts in the playground before setting about their cleaning tasks. But what about Bunclody. It’s in such a state that he wouldn’t even expect a dog to use the facilities there, he commented. Then he moved on to Morriscastle where he had questions about the management of the public convenience. That’s the home patch of Cllr.

Mary Farrell and she was none too pleased that Robbie was moving in on her convenience. The matter was in hand and being sorted and what exactly was Robbie talking about in any case, she asked. That was code for ‘I will look after my own toilet and I don’t need you sticking your nose in’ Mary didn’t have to use those words but everyone knew what she meant. But it will take more than a subtle hint to keep cool clean hero Robbie out of the Morriscastle convenience.

Council never inspects its own houses Wexford Co. Council spends tens of thousands of euro each year repairing houses vacated by tenants before they can be re-let. In some instances all the timbers in the attic have been removed to create an additional bedroom leaving the roof structure unsafe, while the building of sub-standard extensions and outdoor sheds is also commonplace. All this works takes place in contravention of the lease agreement which tenants sign with the Council but it goes undetected because the local authority never inspects the

houses it has leased to tenants. But the Council does inspect hundreds of properties in the private rental sector each year as part of its obligations under the private tenancies act. The revelation that the Council never inspects any of its houses came at a meeting of the Gorey Municipal District Council when a comprehensive report on its repairs programme was presented to members. A number of councillors suggested that the Council should inspect the houses with Joe

Sullivan saying that better supervision of the tenants would cut down on the number of houses being returned in a terrible state. Cllr Anthony Donohoe said that any resources put in to inspections would pay for themselves and even if inspections were to be carried out every two years the Council would not end up with houses where the roofs had been gutted. Housing Engineer Mick Doyle told councillors that the Council manages and maintains 4,300 dwellings and last year they dealt with just over

7,500 calls for maintenance. The largest number of calls relate to plumbing with electrical matters in second place. Cllr. Malcolm Byrne said tenants who are behind in their rents should have no repairs carried out unless they were essential and he said the local authority should do more to reward good tenants. And Cllr. John Hegarty said the Council should try to have tenants look after some issues themselves and not operate as a simple one stop shop to deal with everything.

Wexford Co. Council aims to provide an additional 2,787 social housing units as part of its three year housing supply plan to 2019. However, the comprehensive plan has met with a poor response from public representatives in Gorey who believe that the target set for North Wexford will not be achieved because of its reliance on means other than construction to meet its target in the area. Under the plan it is proposed to construct just 19 housing in the Gorey Municipal District over the term of the plan with acquisions through various devices from the private sector being relied on to provide the rest. A lack of Co. Council owed land in the area is restricting the Council’s ability to build houses in the area but councillors fear the authority will also have difficulty when it comes to the Council purchasing or

leasing houses from the private sector because there is currently a shortage of all types of housing units in North Wexford and this has pushed up prices. However, despite the reservations of members the Head of Housing, Padraig O’Gorman said he was confident the targets for the area would be achieved. Cllrs. Malcolm Byrne, Joe Sullivan and John Hegarty all expressed revelations about the ability of the plan to succeed in North Wexford while accepting it was well intentioned. The plan proposes the largest number of housing units for the Wexford District at 835, with 717 earmarked for Gorey and 618 for Enniscorthy and just one fewer for New Ross. However, in Wexford the number of houses to be constructed at 182 is much higher than in North Wexford. (19) or Enniscorthy (11).

Browne welcomes wastewater treatment upgrades Fianna Fáil TD for Wexford James Browne has welcomed confirmation that a major upgrade to Enniscorthy’s wastewater treatment services is to take place in the coming weeks. Deputy Browne made the comments after Irish Water confirmed that the contract has been signed for the Enniscorthy Wastewater Treatment Plant Upgrade Project. Deputy Browne said, “It’s positive to see that this project is set to progress in the coming weeks. It’s a welcome development and the €16.3m investment in Enniscorthy’s wastewater

treatment services will benefit the local community for decades to come. The works will provide increased infrastructural capacity and will help facilitate the future development of Enniscorthy. “Irish Water have assured me that while some disruption to local traffic will occur at times, it will be kept to a minimum as the works progress. I have received a commitment that the local community will be notified in advance of planned works in their areas and contact details will be provided should they have any queries or concerns.”

It was a long time coming, many years in fact and it suffered a number of false starts and stalls and for a time people thought it would never be completed. So there was as much a sense of relief as pride last week when members of the Gorey Municipal District Council gathered on the town's Avenue for the official opening

of the refurbished and upgraded street Chairman Pip Breen unveiled a special plaque to mark the occasion. The upgrade included the provision of provision of underground utility services, new road surface and upgraded footpaths in addition to new trees.

And those trees are to play an important role in the future life of the town with special anniversaries of local groups to be commemorated at the foot of individual trees. What a difference a year makes It was a case of ‘what a difference a year makes’ in Enniscorthy on Easter Monday. A year earlier when the centenary of the Rising was celebrated thousands of people packed into the streets of the town for the annual celebration. This year the event was much more low key, the attendance only a small fraction of the crowd a twelve

months earlier and of course there was no Air Corps fly past. But the commemoration did begin with the traditional mass in St. Aidan’s Cathedral followed by a parade and a wreath laying ceremony at Market Square. And for the first time this year there was also a wreath laying ceremony at the Patriots’ Flag, Abbey Square.

and the ceremonies concluded with a 1916 Era Battle Re-enactment, at Market Square and the presentation of a Time Capsule by Enniscorthy Historical Re-enactment Society, at the Athenaeum. Cultural events as part of Cruinniú na Cásca followed the ceremony in Enniscorthy..

In Wexford Town for Cruinniú na Cásca the celebrations centred around Wexford Arts Centre, where the gallery opened for the afternoon hosting free events for the public as part of the Creative Ireland Cruinniú na Cásca programme celebrating culture nationwide in association with Wexford County Council.

The programme provided a series of events for all, free of charge, to encourage creative engagement in the community. Visitors can browse the Living Arts Project 2017 Exhibition, created by artists with the children from the primary schools selected to participate in this year’s programme. The Cruinniú na Cásca Cabaret featured an eclectic mix of music and spoken word performances for family friendly entertainment.

GER WALSH At last there is hope for those seeking houses When the members of the current Co. Council we elected to their positions just short of three years ago they could hardly have imagined that the greatest issue they would have to deal with was a chronic shortage of housing. At that time the issue of ‘ghost’ and abandoned estates was top of the agenda. In every town and village there were half finished housing estates, empty houses and people living in locations which still had no roads or footpaths. In is astonishing how things changed in such a short space of time and over the past couple of years it has been houses, houses, houses above all else on the local political agenda. There are those who are very critical of the last government for its failure to foresee the problem and take action at an earlier stage. Some of that criticism is valid but not many, if any, local election candidates in 2014 stood on a platform of the urgent need to increase the housing supply so it is a problem which crept up on almost everyone. The difficulty was that when it was discovered the cash

was not available to take the steps on the scale that was necessary to deal with it. Over the past twelve months, as the scale of the crisis became apparent to everyone, plans have been put in place and we are at least on the road to some type of partial solution to the problem. However, those who think that some type of magic instant solution can be found are misguided. There are also those who argue for large scale social house building. This may or may not be a good idea, but a return to the building of hundreds of social houses in one location is not a policy favoured by planners, and for very good reasons. Putting too many social houses in the one area brings its own problems and there is plenty of evidence of the type of problems it creates in almost every town and village in the county. In the future social housing will come in many different forms. Yes there will be construction but it will be supported by the provision of homes by approved housing bodies, the Housing Assistance Programme (HAP) which provides rent support

for people in the private rental sector will be used, houses will be purchased, social houses will be provided as part of new private housing developments and private houses will be purchased for social needs. The Head of Housing at the Co. Council, Padraig O’Gorman, has presented a very detailed outline of how the authority will provide accommodation between now and 2019. The aim is to provide 2,787 units over the period which will go a substantial way to catering for the 3,268 applicants currently seeking housing supports from the Council. The manner in which the housing units are to be provided does not please everyone but if the plan reaches its target outgoing councillors will have a weight off their shoulders when they hit the campaign trail in two years’ time and nearly three thousand families will have some certainty about the roof over the heads. That would be a really good outcome and one which few thought possible a year ago.

Robbie the tree hugger Robbie Ireton became a bit of a social media sensation last year when he had a few things to say about ‘giant’ leaves falling from trees on Gorey’s Main Street. Robbie was worried about the fact that the leaves made pathways slippery and made conditions dangerous, particularly for the elderly. Tree lovers everywhere were up in arms over Robbie’s perceived attack on trees, with the belief gaining currency that he wanted the trees cut down. He never actually said he wanted the trees removed, but you could be forgiven for assuming he would have been glad to see the back of them. Last week when the new ‘Avenue’ in Gorey was opened, complete with its brand new trees--------they are twenty five years old actually----------Robbie was anxious to show that he really was no tree hater. 9 to 5 ladies silence George in entertaining production The Wexford Light Opera Society have another smash hit on their hands with their production of the Dolly Parton Musical 9 to 5 which is based on the 1980 movie of the same name. The show has been running at the National Opera House since the start of the week and concludes this weekend. Once again the talent and experience of the WLOS cast comes to life in this fast moving entertaining musical which centres on the downtrodden working

lives of three women Violet (Aileen Donohoe), Doralee (Sharon Clancy) and Judy (Maggs Jacob). All three work in Consolidated Industries which is presided over the sexist, lecherous and pompous Franklin Hart (George Lawlor). In a nutshell the story involves the hard-done-by trio of ladies fantasising over a joint about how they would get rid of their terrible boss. There is an accidental poisoning, threats to involve the police

and finally the women imprison Hart in his own house while his wife is away. When the boss is absent the ladies transform the working conditions at Consolidated Industries with longer breaks, better conditions and support services and productivity booms. Such is the success of their efforts that one of them is eventually appointed CEO while Hart is transferred to the Bolivia Office. There are splendid and strong

Perhaps the most striking feature of this particular production was the great success which Violet, Doralee and Judy had in silencing George Lawlor, at one stage leaving him hanging helplessly from the ceiling of his house Silencing George is a feat not achieved by many and for that alone the trio deserve some sort

of recognition. Perhaps even a civic reception! I noticed that one of Georgeâ&#x20AC;&#x2122;s Council sparring partners, Lisa McDonald, is a sponsor of the show, through her firm McDonald Solicitors . She will surely feel it was money well spent achieving as it did something on stage which they can never manage in the Council chamber--------the silencing of George. Kehoe encourages Wexford youth clubs to apply for funding Wexford, TD, Minister Paul Kehoe, has encouraged local youth clubs to apply for grants under a new €1.17 million fund announced by the Minister for Children and Youth Affairs, Dr Katherine Zappone. “This year’s Local Youth Club Grant Scheme will see €60,502 allocated to the Waterford/Wexford Education and Training Board for local volunteer led youth groups. “Youth groups and clubs across Wexford will soon be able to apply to the Waterford/Wexford

Education and Training Board (ETB) for funding under this scheme. “Youth clubs are part of the fabric of communities here in Wexford and must be supported. “Thanks to our recovering economy, the Government was able to increase this year’s funding for youth clubs by 10%. Fine Gael is determined to ensure that we target the benefits of our economic recovery at those who need it most. “When we support youth groups, the whole community

can benefit. The aim is to enhance the lives of our young people by developing their skills and talents and harnessing their energy in a positive way. This of course also benefits the wider communities in which these young people live. “The scheme is open to approximately 1,600 youth groups and clubs, with an estimated 90,000 club members around the country. So I strongly encourage Wexford groups and clubs to apply for this funding to ensure that our local communities can

Oyster Lane Workshop a Great Success Oyster Lane Theatre Group held their annual performance workshop for kids recently and it was a great weekend for all involved. Over 30 children attended who all went home singing and dancing to various songs. The workshop saw a range of talented tutors teach the young members across the two days. Jonny Smith and Sinead Reck choreographed numbers from musicals such as ‘Footloose’ and ‘Newsies’

while Trish Goggins tested their vocal abilities as singing tutor. Paul Walsh and Aoife Beaumont-Howell tested their acting skills as they played various games with them and taught them a range of skills useful for the stage. And finally, Ryan Kavanagh joined the panel of tutors this year as he choreographed a hip hop piece and taught it to the kids. It was a thoroughly enjoyable weekend and once again

proved to be a hugely successful fundraiser for Oyster Lane as they prepare to bring the Broadway smash hit ‘Footloose’ to the Dun Mhuire stage this coming October. Last month at their AGM, the Wexford-based musical society announced that they would be putting on ‘Footloose’ on 23rd28th October of this year. They recently announced their production team for the show which is full of talent and ex-

pertise. Imelda McDonagh is returning to the society to direct the show after previously leading the show-stopping ‘Hairspray’ two years ago. Founding members Suzanne O’Leary and Patrick Clancy are returning as resident choreographer and musical director respectively. Mark Redmond will also be returning as set designer and lighting designer with society Chairperson, Greg O’Leary as stage manager.

Councillors in Gorey have expressed concern about the amount of Co. Council cash being provided to a private company to run festivals in Wexford town. While festivals in Gorey have to be funded from the local Municipal District allocation the Council provides tens of thousands of euro to a private company in Wexford town which runs the events on a for profit basis. Cllr. Anthony Donohoe said funding of up to €100,000 was being provided to events such as the Winter Wonderland Festival and the Spiegel Tent which were operated by a private commercial company. The District Director for Gorey, Annette O’Neill, who is also the Council Head of Finance said she was not aware of the detail of funding for events in Wexford but she told Cllr. Donohoe that she would not

be in favour of funding someone in Gorey who wanted to run a festival on a commercial basis. Cllr. Malcom Byrne said he had repeatedly raised concerns about the scale of the Council’s Arts funding which went to Wexford town. Cllr. Donohoe said it was not just arts funding involved. These events were being funded under a range of headings including as part of the Council economic development programme. Cllr. John Hegarty said the basis for funding events in Wexford town was that they attracted in people from outside the county and the Spiegel tent had been used as part of an extension to the Wexford Festival Opera. Gorey should plan to widen the attraction of its festival and then seek central funds to support them, he suggested.
