What is Juneteenth Day and Why Do We Celebrate?

Juneteenth is a holiday marking the end of slavery in the United States. In the confusion and turmoil as the Civil war drew to a close, many blacks did not immediately learn of General Robert E. Lee’s April, 1865 surrender to Union General Ulysses S. Grant in Virginia. In fact, Texans fought on through May, when they finally learned that the war had truly ended. When Union Army General Gordon Granger landed at the Texas Port City of Galveston to take command of the military district of Texas, one of his first actions after landing in June, 1865, was to read General Order #3 to the people of Galveston.

General Granger read, “The people of Texas are informed...all slaves are

free. This involves an absolute equality of personal rights and rights of property between former masters and slaves Thus, June 19th (Juneteenth) - became the emancipation date of those long suffering for freedom, the newly freed slaves of Texas. This tradition of celebration has remained strong well into the 21st century and is celebrated in many states throughout the nation. Juneteenth is honored like the Fourth of July, with prayer services, inspirational speeches, reading of the Emancipation Proclamation, stories from former slaves, picnics, games, rodeos, dances and festivals.

The celebration of Juneteenth is a multi-cultural recognition of the

triumph of the human spirit over the cruelty of slavery. For AfricanAmericans, it is a tribute to the strength, endurance and faith of

their ancestors. For all of America it is a reminder that none of us is free until all of us are free!

The Establishment of the Lansing Juneteenth Celebration

The Lansing Juneteenth Celebration began in 1993, from the vision of Gordon Haskins, a long time member of Mask Memorial CME Church who was originally from Douglasville, TX. Gordon Haskins had a vision that someday the history of Juneteenth would be communicated and celebrated in Lansing, MI as it is celebrated in the state of Texas. Gordon knew in order for this to happen he would need to seek out individuals with talented organizational skills. He needed someone capable of conducting the research on the history of Juneteenth in order for his vision to come to life. Therefore, he sought the assistance of Debra Plummer.

Debra Plummer (a Lansing native), had recently moved back to the Lansing area after living in Milwaukee, WI and Fullerton, CA for more than 15 years. When Gordon asked Debra if she knew what Juneteenth was about, she replied yes. Her knowledge of the celebration came after attending a Juneteenth program in Milwaukee, WI and from several friends living in the south who also celebrate the holiday. Gordon shared his vision with Debra Plummer and requested her to assist with organizing the first Juneteenth Celebration.

This small but robust celebration was held at Mask Memorial CME church. The keynote speaker for the event was from Linden, TX. After seeing the interest of severalm individuals and the success of the program Debra put together a committee to conduct more research. The goal of the group was to teach the history of the holiday. The original Juneteenth Committee consisted of

the following members from Mask Memorial CME Church: Gordon Haskins, Debra Plummer, Mary Plummer, Marilyn Plummer, Marsha Plummer, Jim Hughes, Charles Johnson, Jerrye Wynne Scates, Rodney Shepard, Daulton Tansil, Edwin Thompson and Earl Chapman. The pastor of Mask Memorial CME church at that time was Rev. Sterling O. Littlejohn. The first eight festivals, (19932001) were held on the church grounds of Mask Memorial CME Church. Located on South Waverly Rd., in Lansing, MI. The goal of the committee was to make sure the food, sports, speakers and activities reflected those from the traditional celebrations of 1865.

the Juneteenth committee: Julian Vandyke, Sonya Lewis, Shirley Carter and Diondai Brown-Whitfield. The current committee consists of 21 members with several of the original committee members still participating in the event.

Due to the increase in attendance and interest in the celebration, the Committee began to look for local parks which could accommodate the celebration. On June 30, 2001 the celebration was moved to the Riverfront Park in downtown Lansing.

The 2002-2005 Juneteenth Celebration was held at Benjamin Davis Park located in South Lansing. In June of 2006 the Lansing Juneteenth Celebration moved to St. Joseph Park where the event is still being celebrated. During the tenure of Rev. Lyndon B. Ford (July 2002-July 2004), the committee opened membership up to include community representation to serve as committee members. The following individuals requested to be a part of

In 2004 the committee began operating with two CoChairpersons. While Debra continued her education (earning a Master’s Degree), Marilyn Plummer and Rev. A. Richard Doss served as co-chairs from July 2004 until July 2010. In July of 2010 Rev. A. Richard Doss was assigned new pastoral duties in River Rouge, MI. Currently, Marilyn Plummer is the Chairperson. One of the greatest accomplishments for the Lansing Juneteenth Committee was when the Juneteenth National Freedom Day legislation was signed into law on June 17, 2005 as P.A. 48.

Marilyn Plummer worked diligently on behalf of the Juneteenth Committee along with Rev. A. Richard Doss and Rev. Michael Murphy to make this a reality.

“In June, 2005, Michigan Governor Jennifer M. Granholm signed legislation officially designating the third Saturday in June as Juneteenth National Freedom Day in Michigan. Senate Bill 384 (PA48) was sponsored by Senator Martha G. Scott. Michigan is the 18th state to officially recognize Juneteenth as a state holiday.”

The motto of the Lansing Juneteenth Committee is “Redefining & Transforming ourselves into the Betterment of the Community”. The mission of the Lansing Juneteenth Committee as stated on the website is to commemorate the ending of slavery in the United States by celebrating the joys of liberty, educating the community about our heritage and by promoting positive cultural interaction. Our promotion of positive intercultural interaction through education is embraced by two noteworthy projects. Under the direction of Julian Vandyke (Artist) the creation of the Juneteenth Coloring and Activity Storybook was published in 2004. The Annual Essay/Scholarship Program encourages young people to learn by researching and writing. This increases the awareness and understanding of the history of Juneteenth at the middle and high school levels. Scholarships are given annually to Middle and High School students who meet the criteria for responding to questions in relation to Juneteenth History. The Juneteenth Education sub-committee under the leadership of Sonya Lewis plays an integral part in reaching the Middle and High School levels to teach more about the history of Juneteenth. The Lansing Juneteenth Celebration is a project of Progressive Empowerment Education Resource ServicesP.E.E.R.S. 501(c)(3).

The Lansing Juneteenth Committee welcomes you to the Lansing Juneteenth Celebration in Lansing, Michigan for the 31st annual Juneteenth Celebration. Come and celebrate an African-American Freedom Holiday!

What is Juneteenth? We have learned much over the years of what happened back on June 19, Galveston, TX. Through continued research it has been described this way by NJOF!

The enslaved people in Texas didn’t get the word that they were free until June 19, 1865. The state’s Government simply chose not to be in compliance with Federal law and opted instead to conceal the Executive mandate by coalescing with the elite plantation owners, who for the most part was the aristocracy of the time, known as The Planter Society, to facilitate the harvesting of their cotton. Freedom was not known until Major General Gordon Granger arrived in Galveston, TX on June 18th with more than 4,000 United States Colored Troops USCT. On June 19th, 1865, Granger issued General No.3 advising all, that slaves had been freed by the Emancipation Proclamation and it was posted on the door of Reedy Chapel. Thus, began what is now known as Juneteenth. Juneteenth also emphasizes education and achievement internationally. It is a day, a week, and in some areas a month marked with celebrations, guest speakers, picnics, and family gatherings. It is a time for reflection and rejoicing. It is a time for assessment, self-improvement, and planning for the future. (NJOF)

The Lansing Juneteenth Committee/PEERS (Progressive Empowerment Education Resources, Inc.) our non-profit 501c3 organization is a proud member of NJOF and helped with the advocacy in Michigan’s recognition of Juneteenth in June, 2005 under former Governor Jennifer Granholm, PA 48 (SB384). On June 17, 2021 President Biden signed legislation creating Juneteenth National Freedom Day or the Juneteenth National Holiday! We have come a long way and are still energized as we prepare to celebrate our 31st year! So let the fun begin! On Saturday, June 8, 2024 with our Negro League Tribute Game as we welcome Detroit’s Finest in the game, the Pony Express -VS- Fire in the Hole! Enjoy a competitive ballgame, food and merchant vendors. All going down at the Gier Park Ballfield, on Lansing’s Northside of the city. This is truly a community affair as Mr. Gregory Eaton throws the First Pitch, Fred Ford and Van Loggins are the game announcers, and Rev. DeBorah Holt Foster honors the game by singing the Black National Anthem, let’s get ready, Play Ball!

Next is the Capitol City Kickoff Ceremony recognizing the 31st annual Juneteenth Celebration and the 20th Annual State observance of Juneteenth in Lansing, Michigan. The ceremony announcement of award winners of the 2024 Mrs. Vivian Riddle Lansing Juneteenth Essay Completion & Scholarship Program. Our Emcee none other than the dazzling Ms. Rachelle Legrand, Studio 10 TV Host with WILX. Featuring

Keynote Speaker, Teresa A. Caine Bingman, Esq. She is quickly becoming known as a “Social Justice Warrior.”

Attorney Bingman owns and operates the Law Offices of Teresa A. Bingman. Attorney Bingman litigates various legal issues and provides governmental and business consulting services. She served as Deputy Legal Counsel and Cabinet Secretary for former Michigan Governor Jennifer M. Granholm and has also served as an Assistant Attorney General. Championing urban and criminal justice legal and policy issues since starting her legal career in 1988. In July 2020, Mayor Andy Schor retained Bingman as the lead expert consultant to work with a group of city leaders, community activists, leaders and influencers to develop a plan and structure for the Mayor’s Racial Justice and Equity Alliance (MRJEA). Our Special musical feature will be the MSU Gospel Choir accompanied by Rev. Anthony Taylor. Don’t you love the upbeat spirt of our young people!

Moving right along to the Freedom Festival at St. Joseph Park or St. Joe as the locals call it! Beginning Friday, June 14th at 4pm the stage opens with DJ Host, DJ Magic (Mike Sims) playing the tunes. Let’s get moving with Hustle/Line dancing with Yvonne Curtis Mayors and closing out with DJ Genesis along with musical guests featuring R&B and

Hip Hop until Dusk! The Freedom Festival continues on Saturday, June 15th. Beginning with the 5K Run Walk/Roll at 8:30 am at the Sexton High School Track. Spearheaded by Ramon Brunson and the Run Tha City 517 and ending at St. Joe Park! Next also on Saturday morning, is the Juneteenth African American Parade stepping off at 11am at the J.W. Sexton High School. A great turnout of community involvement led by our Lansing Police Department Motorcycle Unit, two Grand Marshals, Community Activist, Mitzi Allen and Boys & Girls Club President, Carmen Turner. The history of the parade begins with recognizing the late Rev. Dr. Michael C. Murphy, the founder of Lansing’s African American Parade. The parade route runs through a Westside neighborhood and ends at St. Joe Park, Lansing. Upon arriving at St. Joe Park, the bands continue to play and the crowd surrounds the stage as the African tradition of drumming by Saleem Shabazz fills the air! An African Ceremonial opening includes “Calling to the Ancestors” and “Pouring of Libations” with Dr. Willie Davis and Pastor Pj Anderson. The Children’s Activity Area is filled

with plenty of activities for them from face painting, the bounce house, story time, games, giveaways and the annual Bike Raffle in addition to the playground equipment in the same area! A child’s dream of fun, fun, fun!

Some special features include the Juneteenth/NAACP Lansing Branch Job & Community Resource Fair, The Health Fair, Exhibitors, Food and Merchant Vendors. The air is filled with musical tunes rendering from DJ Swift (Eric Smith) and DJ Magic (Mike Sims). It just makes you want to dance! So, let’s dance, Hustle/Line dancing with Shelia Carter in the afternoon and Capitol City Hustler Sterling Armstrong in the early evening. Music categories ranging from Gospel, R&B/Blues and Jazz! This year’s musical headliner is Alexander Zonjic & Friends featuring Smooth Jazz at 7:30 pm. The evening ends at dusk with a big Bang firework show!

Michigan Celebrates Juneteenth State Holiday

Just in time for the Juneteenth celebration, Governor Jennifer M. Granholm signed legislation honoring two important pieces of African-American history. Senate Bill 384 (PA 48) officially designates the third Saturday in June as Juneteenth National Freedom Day and November 26 as Sojourner Truth Day in Michigan. “I am honored to officially declare Juneteenth National Freedom Day and Sojourner Truth Day in Michigan,” said Granholm. “These days will call us each year to celebrate freedom and to honor the heroic men and women who fought to ensure that the

principles of liberty and equality apply to everyone.”The governor signed the bill on June 17, 2005. Juneteenth is the oldest known celebration commemorating the end of slavery in America. The first festivities, held 150 years ago on June 19, 1865 in Galveston, Texas, were a spontaneous celebration of the news that Abraham Lincoln had signed the Emancipation Proclamation, giving slaves their freedom. However, the news did not reach Texas until more than two years after Lincoln’s actions, but the delay didn’t dampen the festivities.

Michigan is the 18th state to officially recognize Juneteenth as a state holiday. Celebrations are held in communities across Michigan the weekend of June 19. “Juneteenth is a celebration of African- American history and culture,” said Senator Martha G. Scott who sponsored the legislation. “It is important that we promote understanding, freedom and a strong sense of community.” Sojourner Truth was born a slave in the late 18th century. After escaping the bonds of slavery, Truth became a tireless advocate for freedom and equality, once meeting with President Lincoln

in her quest for economic opportunities for newly freed slaves. Truth settled in Battle Creek in 1858 where she began a job placement program to match former slaves with job openings in the area. “Sojourner Truth is a hero in my community, and this recognition is long overdue,” said Senator Mark Schauer, who has long advocated for a day honoring the legendary woman. “Because of this new law, each November 26 will be set aside for us to remember Sojourner Truth’s courage and eloquence on behalf of the rights and dignity of all people.”

This celebration not only honors our shared heritage but also promotes unity, education, and wellness.

The Westside Neighborhood Association appreciates that Juneteenth commemorates the emancipation of enslaved African Americans in the United States. On June 19, 1865, Union General Gordon Granger arrived in Galveston, Texas, and proclaimed that all enslaved people were free. This momentous occasion marked the end of slavery and the beginning of a new era of freedom and equality.

The Westside Neighborhood is honored to have the Juneteenth Parade and 5K Run weaving through our streets, symbolizing the journey from bondage to liberation. These events remind us of the resilience, courage, and hope that define our shared history. As the nation prepares to commemorate Juneteenth on June 19, 2024, it’s an appropriate time to reflect on our freedoms. Juneteenth is also known as Freedom Day or Emancipation Day, marking the momentous occasion when enslaved African Americans in Texas ultimately

learned of their freedom from slavery in 1865; more than two years after the Emancipation Proclamation was signed.

Juneteenth represents a pivotal moment in the ongoing struggle for justice, equality, and freedom for all Americans.

As a Circuit Court Judge, I am keenly aware of the importance of upholding the principles of equality and fairness in the judicial system and ensuring that the rights of all individuals are protected under the law.

As we celebrate Juneteenth 2024, let it serve as a reminder of the progress that has been made in the fight for

equality and justice, while also acknowledging the work that still lies ahead. Juneteenth is a time for reflection, remembrance, and celebration of the resilience and strength of the African American community in the face of centuries of oppression and discrimination.

As the nation continues to grapple with issues of systemic racism, inequality, and injustice, Juneteenth being a national holiday, serves as a powerful reminder of the need to confront these challenges head-on and work together towards a more just and equitable society for all. As a Circuit Court Judge, I am committed to upholding the principles of fairness and justice

for every individual in every case that comes before me. It’s important that the judiciary ensure that the rights of all individuals are protected under the law.

This Juneteenth I call upon all Americans to honor the struggles and triumphs of those who came before us, and recommit ourselves to the ongoing fight for justice, equality, and freedom for all Americans. Juneteenth is not just a day of celebration, it’s an American holiday that calls on us to take action within our own communities to ignite that positive light within us and commit again to building a more just and equitable society for future generations.

the annual homecoming and alumni parades, supporting the school’s coat closet, and raising funds to support the band and graduating seniors with essential needs. Each fall Mitzi, as a member of the Westside Neighborhood Association, welcomes students at Sexton and Riddle Elementary on the first day of school. Mitzi’s dedication to community engagement traces back to her childhood, where she accompanied her grandmother to Lansing Model Cities meetings during the 1960s, witnessing firsthand the power of citizen involvement in urban revitalization efforts.

Growing up in a neighborhood full of children, where neighbors became friends and were treated like extended family; it was a natural fit that Mitzi embrace initiatives like the Westside Neighborhood Association (WNA), where she became an active member under the leadership of the late Rudy Wilson. Mitzi took her grassroots activism seriously; bravely picketing outside a known drug house to force them to

shut down or relocate. With equal gutsy conviction in WNA Mitzi welcomes new neighbors, organizes candidate forums, plans neighborhood block parties, leads clean-up efforts for neighborhood parks, plants flowers throughout the neighborhood, chairs the Crime and Safety Committee, and participates in the Neighborhood Watch Program.

Her passion for preserving the rich African American history of the Westside led her to organize informative walks highlighting achievements made by Blacks in our city. In 2019, she documented African Americans from the Westside of Lansing who broke the color barrier by becoming the first to achieve acclaim in diverse fields. In recent years she has become a neighborhood tour guide, conducting informational tours highlighting unique homes and landmarks, including the iconic Sears & Roebuck Homes of the Westside. Over the years she has befriended many and modeled the true meaning of neighbor.

Mitzi retired after 37 years of public service with the State of Michigan

advocating for individuals with developmental disabilities. As owner of OC’s Cleaning Service, Mitzi’s entrepreneurial spirit shines through. With a long list of satisfied customers, she is most proud of providing the post-construction cleaning of the General Motors Delta Plant and Welcoming Center.

Mitzi’s green thumb and love for gardening led her to complete the MSU Extension Master Gardener Program. Volunteering countless horticultural hours, two of her favorite activities are planting the flower beds at the state capitol and the Governor’s residence. Additionally, she is also a dedicated mother to three daughters and grandmother to two grandsons. As a member of New Mount Calvary Baptist church, she serves on the culinary state and works on events that feed the homeless. Her hobbies include reading, gardening, repurposing eclectic finds and walking. 2024 Grand Marshals | Ms. Carmen Y. Moultrie-Turner

Carmen Y. Moultrie-Turner is the President of the Boys & Girls Club of Lansing located in Lansing, Michigan. Named President/Chief Executive Officer in July 2001, she oversees the daily operations of the Club.

Carmen was born in Rome, Georgia. She and her family moved to Detroit when she was four years old. Carmen lived in Detroit until 1982 when she was accepted at Michigan State University (MSU). Carmen graduated with a B.A.

from MSU where she majored in Marketing/Communications.

After graduation, Carmen returned to Detroit to take a position in corporate America at NBD Bank (now Chase Bank) in their Management Training Program. She continued at NBD for seven years and through hard work, was promoted to Branch Manager for the Wayne State University office.

After leaving NBD, she began working at Aurora Mental Health Hospital in Detroit where her focus was working with mentally challenged youth. After two years of inpatient care, she was then promoted to coordinating a partial day outpatient program for youth ages 16 to 21. She was mentored by her then supervisor with plans to move up in the company, but GOD had other plans.

Carmen worked with the program for over ten years before deciding to return to Lansing, after her divorce, to accept the CEO

Position.

Carmen has always been active in the community and local organizations wherever she has lived. Beyond being very active in her church, she also participates or has memberships in: Delta Sigma Theta Sorority, Inc., the Lansing Rotary Club Board of Directors, Lansing Rotary Foundation Board of Directors, Blue Cross Blue Shield Advisory Committee, Capital Area United Way’s Agency Relations Committee, Capital Region Community Foundation Board, MCAN Board of Directors, CAPCAN Board of Directors, MLK Commission, Boys & Girls Clubs of America State Ambassador, and Commissioner for Delta Township Parks & Recreation and BGCA Training and Professional Development Advisory Committee

In 2006 the Uplift Our Youth Foundation awarded Carmen the “Youth Advocate of the Year” Award, she also received the

Award and was also nominated for the 2011 Tribute to Women Award. As well as, Boys & Girls Clubs of America’s Advocate for Youth Award, Davis-Dunning’s Humanitarian Award, Greater Lansing Area NANBPW Club, Inc. Community Service Award, Lansing Chamber Community Service Award and Chums Incorporated, Lansing Chapter Service Award.

Carmen faced her own challenges during her tenure, including the death of both her parents. She never lost sight of what was important-her daughters. She has always put them first, and they have directly influenced how she approached her career and the value she placed in the community. Her oldest is an alumna from the University of Notre Dame and the youngest completed her bachelors and master’s degrees from Harvard University. Carmen’s love for family and commitment to making a positive impact is

• Parade will begin at 11:00 am moving northbound from the front of Sexton HS (102 S. McPherson Avenue, Lansing), turning RIGHT at the end of the drive onto Michigan Avenue headed eastward.

• Advancing one block the parade will make a RIGHT TURN onto Jenison.

• Parade continues southbound on Jenison arriving at Lenawee Street, then makes a RIGHT TURN onto Lenawee Street.

• Parade now continues westbound on Lenawee Street (headed towards West Street).

• Parade continues westbound on Lenawee Street towards St. Joe Park (Passing Everett Drive; Passing Verlinden).

• Parade makes a slight LEFT (curve-turn) from Lenawee Street onto Hillsdale:

• The Parade will continue on Hillsdale and advance towards the opening of St. Joe Park, turning RIGHT into the park .

The Relationship between Juneteenth and Watch Night Services

The relationship between Juneteenth and Freedom‘s Eve, another name for Watch Night Service, is significant. On December 31, 1862, the enslaved and freed Blacks gathered in churches to await the news that the Emancipation Proclamation had become law. Although the information did not reach Galveston, Texas, the home of Juneteenth, until much later, on January 1, 1863, all enslaved people were declared legally free. And such shouting, praising God, testifying, and singing continue in many churches across the nation on New Year’s Eve. Not only for being officially set free but also to show appreciation to God for bringing us hrough another year. “God has spoken. Let the church say amen.“
