THE END OF THE HOLIDAYS FOR MANY COMES ON JAN. 6. Outside of religious reasons, Little Christmas, the Feast of the Epiphany or just the Three Kings, as we called it in my home when I was growing up, was usually one last day of merriment and gift-giving. That was until extremists decided to attack the U.S. Capitol on the same day last year. Like many Americans, I watched in disbelief as a mob of Donald Trump supporters brought deadly violence to democracy’s hallowed home. Admittedly, there wasn’t much left in me to celebrate Three Kings. This special little holiday that gave me an excuse to treat my own children with one last wish of peace and joy lost out to an attack on our electoral system. The anniversary of the insurrection came last week. While some Republican politicians – including in New York state – have been downplaying the attempted coup, there is no doubt that this heinous act will be regarded on the same level as the attack on Pearl Harbor and 9/11. Three Kings almost came as an afterthought. Some might argue that I best get this sorted out by going to church and that prayer too is in order. Well, I have been praying and those requests to the almighty aren’t just for a return to the peace and joy of the holidays. I’ve petitioned for healing the divide that brought our nation to this point. Perhaps next year we’ll be in a better place as those kings return once again to remind us that “goodwill towards men” isn’t just a biblical quote left to be squandered over politics.

Eric Adams officially became the 110th mayor of New York City on Jan. 1, just minutes after the New Year’s ball drop in Times Square. And he wasted no time getting right to work. On his first day, Adams

took the subway to his office – and reported a crime in progress to police along the way. Though long retired from the beat, his officer instincts don’t seem to have gone away. Adams’ first challenge emerged quickly as he grappled with the decision on whether to keep public schools open

amid surging COVID-19 cases and hospitalizations, particularly among children. He said the city would not return to remote learning and defended his position as teachers protested for remote options and lawmakers urged him to at least temporarily go virtual.

THE MEN OF RIKERS The crisis at Rikers Island, a jail complex that has been in decay and disarray for years, seemed to come to a head in 2021. The complex has seen a rising population, deteriorating conditions and a short supply of personnel. In 2021, 15 people died while incarcerated on – or shortly after leaving – Rikers. New York magazine commemorated their lives in its most recent issue.

Adams then appeared alongside Gov. Kathy Hochul to announce new efforts to address both crime and homelessness in the city’s subways, an early indication that the animosity that colored the previous governor and mayor’s relationship will have no place in the Adams administration. And in a further new development representing a shift from his predecessor, Adams greeted the city’s first major snowfall with a 6:45 a.m. press conference at a Department of Sanitation facility. No more late morning starts for the City Hall press corps it seems.

Hochul became the first woman to deliver a State of the State address in New York as she laid out her agenda for the year. Giving her speech in the Assembly chamber – a return to tradition and a change from her predecessor – Hochul highlighted a number of new initiatives, including a five-year, $25 billion dollar housing plan to build or preserve 100,000 affordable housing units, as well as 10,000 supportive housing units, a variety of proposals to address gun violence and a pledge to bring back cocktails to go. Overall, her policies and tone garnered praise from Democratic lawmakers, although some criticized her for not going far enough on progressive

issues. Next comes her executive budget proposal, where her plans will take more concrete shape.

CHARGES DROPPED AGAINST CUOMO

In the latest instance of prosecutors seeking no criminal charges against the former governor, Albany District Attorney David Soares said he is dropping the groping case against Andrew Cuomo. The Albany case made it further than any other county investigation, with an actual complaint filed and judicial proceedings beginning. The groping allegation made by state staffer Brittany Commisso was the most egregious of the the sexual harrassment accounts, and the most likely to have resulted in criminal charges. But from the beginning, prosecution was viewed as unlikely since misdemeanors like the one Cuomo faced rarely went to court because they are hard to prove before a jury. With Soares’ decision, Cuomo now is unlikely to face any criminal liability

for his alleged sexual harassment, but still could end up in civil court.

ONE STEP CLOSER TO GERRYMANDERING

The inaugural state Independent Redistricting Commission concluded its work without really concluding its work. Tasked with sending a set of bipartisan maps to lawmakers to approve, the commission once again found itself divided along party lines, with the five Democratic commissioners proposing and voting for one set, and the five Republicans another. Their contentious final meeting contained accusations about who was responsible for the devolution of negotiations, although commissioners still managed to find considerable common ground when it came to congressional district lines. Lawmakers must now vote on both sets of maps, but it’s more likely now that Democrats in the state Legislature will simply scrap the proposals and draw their own lines.

MONDAY 1/10 State lawmakers head back to work for three days of legislating.

Bail reform is in the eye of the beholder The state has released the first full year of data on bail reform, and it has both opponents and supporters claiming the numbers prove their points. Supporters have pointed to the low percentage of those released pretrial under bail reform – under 4% – who have been rearrested for violent felonies as evidence reform is working. Opponents meanwhile decry the high raw number – over 3,400 – as proof that lawmakers must make changes to the current bail system. The stark disparity was on display on Jan. 4, when dueling virtual press conferences scheduled for the same time took very different approaches to criminal justice issues. On one side, Rep. Tom Suozzi, a Democratic candidate for governor, decried recent spikes in violent crime like murder. “We’ve got a really serious problem in our state,” Suozzi said. “I don’t think it’s been talked about enough.” He didn’t attribute recent crime increases to any one particular factor, but he made sure to prominently highlight what he considered the negative effects of bail reform. At the same time, criminal justice reform advocates – joined by new Manhattan District Attorney Alvin Bragg – held their own press conference to promote parole reform. Specifically, they

touted legislation that would enable incarcerated people over 55 who have served at least 15 years to become eligible for parole and another bill that would make it easier for anyone eligible to get paroled. The dueling press conferences offered very different pictures of New York – one where too many people are dangerously released and one where the state is not releasing enough people who should have that opportunity. “I think typically, it’s not really about facts,” state Sen. Julia Salazar of Brooklyn told City & State. “It’s about competing narratives about public safety.” She said that the bail data is far from complete, in part because there are no analyses to compare it to past years before bail reform, but contended that the available information doesn’t suggest bail reform poses a significant public safety threat. The debate over the relative success of bail reform played out in opinion pages and Twitter as well. The New York Post published an editorial criticizing Assembly Speaker Carl Heastie over bail reform, pointing to the anecdotal evidence of its failure on Dec. 29. I ATE LIKE ERIC ADAMS FOR A WEEK By Caitlin Dorman In 2016, New York City Mayor Eric Adams woke up blind, went to the doctor and discovered he had diabetes. It’s a story Adams likes to tell because there’s a happy ending: after radically altering his lifestyle and committing to an aggressively healthy, plant-based diet, Adams reversed his diagnosis. While plenty of people are curious about what the city’s first vegan mayor’s plans are for keeping New Yorkers healthy, I was curious to learn more about what it’s like to eat like Adams on a day-to-day basis. Even if it all went up in flames, I figured I could gain a new appreciation for the kind of discipline it takes to be a New Yorker who doesn’t eat bagels. Using Adams’ cookbook, “Healthy At Last: A PlantBased Approach to Preventing and Reversing Diabetes and Other Chronic Illnesses,” as my guide, along with a well-placed source/food guru on his staff, I embarked on a weeklong project to do my absolute best to eat like Adams. Following Adams’ diet, as described in “Healthy At Last,” means skipping meat, fish, dairy, eggs or as Adams puts it: “nothing that has a face and a mother.” It also involves avoiding processed foods, salt, sugar and cooking with or adding oil to your food – Adams says he sautés his food with broth, wine or water. Eating mostly fruits, vegetables, legumes and whole grains is the ultimate goal.

Oatmeal with sliced peaches and a few lightly salted nuts for breakfast, a depressing bowl of chickpeas with rice vinegar and dried herbs, and then dinner was a recipe from “Healthy At Last,” a sliced polenta and black bean dish that was actually delicious! As bland as the lunch chickpeas were, the worst part of the day was waking up to find my partner had purchased rolled oats for our oatmeal – Adams only eats steel cut. Steel cut oats are less processed, but I like to imagine the mayor demands a cereal as chiseled as he is.

One cup of Oatly yogurt with sliced banana for breakfast, a triumphant return to chickpeas for lunch (this time with some chopped up celery, fresh parsley and a lot of lemon juice), and then dinner is … a vegan Chipotle burrito bowl. Sure, it was vegan, but its high salt content left me feeling as though I had betrayed Adams, a feeling that stuck with me longer than my Chipotle food baby.

A single banana for breakfast because I’m in my minimalist era, leftover polenta and beans for lunch, but things fall apart at dinner after I crash a friend’s barbecue. All I could eat were two skewers of grilled zucchini and to add insult to injury they were absolutely slathered in olive oil.

For breakfast my partner tried to prepare a smoothie based on a recipe shared on Adams’ Twitter. I say he tried because he also objectively failed. The smoothie looked like dirt and it tasted like dirt. A veggie bowl with pumpkin, kale, zucchini and quinoa, some apple and parsnip soup and a few chickpea fries served for lunch at a vegan restaurant. Canned corn, a package of Tex-Mex flavored shredded jackfruit and some avocado and nutritional yeast (Adams calls it “nooch”) for dinner.

Another smoothie to start off the day but this time it’s edible! Lunch is another veggie bowl, made up of brown rice, roasted butternut squash, peppers, onions and more nooch. Dinner is more brown rice with some seitan and steamed broccoli that I was too cowardly to try sautéing with water.

A hearty vegan lentil soup from the cafe around the corner for breakfast, a random medley of kidney beans, kale and jalapenos for lunch, and back to the vegan restaurant for a dinner of raw vegetable sushi and a chai smoothie. I was craving some kind of dessert and after consulting my bible (“Healthy At Last”) learned that Adams will eat a singular date when he’s looking to satiate his sweet tooth. Except sometimes that’s actually too much sugar for him, so he’ll cut the date in half and save the rest for later. I was impressed by how delicious my medjool date was, but I must confess I did not cut it in half.

One peach and an apple for breakfast as things get down to the wire, and leftover kidney bean medley for lunch. Dinner was some lentil rotini pasta with vegan pesto from the farmers market, which contained loads of olive oil and probably salt (Eric forgive me) and a side of roasted sweet potato topped with nooch. The very last thing I ate before the clock struck midnight was a carton of fresh blueberries. Sadly, I never got around to eating Adams’ dessert of choice, which happens to also be his preferred last meal on Earth: his homemade ice cream, which contains frozen banana, peanut butter and cacao powder. Sounds like I really missed out.

State of collaboration

the official audience for her State of the State address and will ultimately vote on many of the proposals that Hochul unveiled. Democratic lawmakers – who have supermajorities in the state Senate and Assembly – praised her speech and the collaborative spirit that Hochul said she wants to define relations between the legislative and executive branches in the upcoming months. “It is good to have partners in government who understand fundamentally that there are things that we can do together,” state Senate Majority Leader Andrea Stewart-Cousins told reporters after Hochul’s speech. Many of the 200 or so proposals in the State of the State will come down to negotiations between the governor and state lawmakers in the weeks before the April 1 state budget deadline, including her proposal to replace the much-criticized state Joint Commission on Public Ethics. However, the fate of a gubernatorial proposal to limit statewide officials to two four-year terms is firmly within the control of state legislators because it would require an amendment to the state constitution, which must be passed by two successive legislatures before it would go to voters as a ballot referendum, which could happen as soon as late 2023. Hochul also wants lawmakers to launch a fresh effort to amend the state constitution to allow same-day voting registration and no-excuse absentee voting – ideas rejected by the electorate last year following an advertising blitz funded by the political right. Voters might also have a chance to weigh in on another issue this year. Hochul wants to boost the state’s resilience to

climate change by adding $1 billion to a $3 billion environmental bond act – an idea she first announced weeks ago – which is expected to go before voters in November after being delayed earlier in the pandemic. “This is a threat to our way of life – here and now – and that’s why we must, and will, implement an ambitious agenda to meet this moment.” A 2020 Siena College poll found broad support among registered voters for the proposed bond act. An influx of federal funding over the past year has left the state in a relatively good fiscal position, but Hochul

KATHY HOCHUL has a lot of power as governor, but she is going to need more than a little help from her friends if she wants to make good on a variety of policy proposals outlined in her State of the State address. The speech she gave on Jan. 5 included lots of ideas that she could enact through executive actions or a state budget process where she will have outsized power over state lawmakers. Some of the most prominent proposals in the State of the State address, however, will require action from people outside her control, whether they are local officials, state lawmakers, federal leaders or the voting public. Their support would help Hochul enact her legislative agenda while also changing Albany following the recent scandals that led to the downfall of her infamously heavy-handed predecessor. Hochul has branded herself as a collaborator above all else – but that also means her agenda is dependent on others’ cooperation to enact her greater vision for the Empire State. “What I am proposing is a whole new era for New York,” Hochul said in her speech delivered from within the Assembly chamber in the state Capitol. “The days of governors disregarding the rightful role of this Legislature are over. The days of the governor of New York and mayor of New York City wasting time on petty rivalries are over. The days of New Yorkers questioning whether their government is actually working for them are over.” The most important partners for the governor are arguably the state lawmakers. They were

said a statewide expansion of pre-kindergarten programs for 3- and 4-year-olds depends on federal lawmakers. U.S. Senate Majority Leader Chuck Schumer and the rest of the state’s congressional delegation will be key to securing the necessary funding, according to a briefing book released by the Hochul administration that detailed her State of the State proposals. “In the event the federal government does not step in, Governor Hochul has a plan to meaningfully expand the availability of childcare to New York’s working families,” reads the briefing book.

Federal funding is also important to other parts of her agenda, including plans to extend the Second Avenue subway and a range of renewable energy projects. New York City Mayor Eric Adams, meanwhile, will likely have a lot of influence on addressing recent increases in certain violent crimes. “Going forward, we will double down on practical, proven law enforcement strategies to combat gun violence,” Hochul said. “Working with Mayor Adams and (Lt. Gov. Brian Benjamin), who I’ve asked to take the lead for our administration, we will form a new

consortium between the New York State Police, the NYPD and other law enforcement agencies, including neighboring states to trace guns used in crimes and stop the flow of guns into our state.” The notoriously dysfunctional relationship between former Gov. Andrew Cuomo and former New York City Mayor Bill de Blasio demonstrated how politics can interfere with the working relationship between top leaders, a dynamic that Hochul has repeatedly said she will try to avoid. The State of the State gave the broad strokes of Hochul’s legislative agenda, but law-

makers, activists, lobbyists and many others will have to wait until later this month to see specific legislative language in her proposed budget. That means another week or two of suspense about how Hochul intends on making good on her vows to enact transformative changes on a range of fronts. She is already saying she wants to share the credit for any success, which makes a lot of sense considering how her plans to deal with some tricky issues depend on the goodwill of the few people in New York state who can match her gubernatorial power.

OME PEOPLE OF faith hear messages from God in their church. Others might hear an inner voice at a sacred holy site or in the home where they grew up. Adrienne Adams heard something like a vocational affirmation the first time she walked into the New York City Council chamber. “Many people never find their purpose in life,” Adams told City & State in a recent interview. “I walked in that place and I looked around me and I got a chill. And my spirit said, ‘Welcome home.’” Elected to represent Southeast Queens in City Council District 28 in 2017, Adams is by all accounts a deeply spiritual person. Her faith and her church – the Greater Allen A.M.E. Cathedral in Jamaica – has sustained her through the COVID-19 pandemic, a season of immense loss in New York City and in Adams’ own life. That season, however, has now coincided with Adams’ ascension to the office of City Council speaker. The race for City Council speaker – an internal majority vote of the council traditionally muddied by heaps of external influence – officially ended last week with 49 of 51 council members voting for Adams. Unofficially, Adams clinched the seat late last year when she secured endorsements from major labor unions, Queens and Bronx power brokers and, eventually, public backing from 32 other new and returning council members. Despite not being talked about as a top contender earlier in the race, Adams emerged in the chaotic last few weeks as a candidate who was well liked by colleagues new and old, and who had the respect – if not yet the support – of incoming Mayor Eric Adams (no relation). Though the two Adamses align on some key policy issues and Adrienne endorsed Eric

but it resembles the neighborhoods Adams now represents, including Jamaica, Rochdale Village, Richmond Hill and South Ozone Park – predominantly Black middle-class areas where the number of homeowners rivals the number of renters. Though she attributes her early interest in public service to her membership in Alpha Kappa Alpha – the nation’s first Black sorority – while at Spelman College, Adams spent the first few decades of her career in the private sector as a corporate trainer at several telecommunications companies as well as a short stint at Goldman Sachs. When she left corporate America without another job lined up, it was a sorority sister who convinced Adams to come to her first meeting of Queens Community Board 12. “I was hooked after the first meeting,” Adams said. Adams joined the community board in 2009 and served as chair of its education committee, a position where she staked out a hard line against school co-location, the Bloomberg-era effort to house multiple schools into the same building. At the same time as it was creating new privately managed charter schools, the city was closing low-performing existing schools. “I went to every (Panel for Education Policy) meeting as education chair, from Staten Island to Brooklyn to the Bronx to Queens, and I watched children begging the panel to keep their schools open while the panel looked down at

their BlackBerrys,” Adams said. Rodney Pride, who worked with Adams on the community board at the time, said that issues like equity in education brought out a fierce side of Adams. “Adrienne can move from a demure type of individual to a beast,” he said. “She can really transform.” But despite Adams’ advocacy, closings and co-locations continued. “It was heartbreaking to watch,” she said. In 2012, when Adams was elected chair of Community Board 12, the board was in “chaos,” as multiple people described it. “I remember attending that meeting as a staffer, and prior to her being chair, sometimes those meetings would run well into midnight,” said Council Member Selvena Brooks-Powers, whose council district neighbors the 28th. Adams swiftly implemented changes. Committee chairs were assembled and told they had to come up with agendas for their meetings – and stick to time limits. Robert’s Rules of Order were adopted and sessions were typically preceded by some “parliamentary nugget” – explaining the anatomy of a point of order, for example – to keep members informed. “We turned that thing around,” Adams said of the community board. “It started with organizational skills, management skills, operational skills, but primarily listening skills. The same types of skills that I will use to lead this body.” Is the City Council in need of the kind of

in the primary, surrogates of Eric Adams pushed aggressively in those last weeks for members to support Council Member Francisco Moya, also of Queens. But drawing on her reputation as an experienced, fair leader and a push for the first-ever majority female council to elect a female speaker, Adrienne Adams continued her campaign without the incoming mayor’s behind-the-scenes support. Endorsements from a decisive majority of council members prompted the new mayor to publicly congratulate Adams, and Moya to drop out. Adams is making history as the first Black speaker of the City Council. She’s also the first speaker since 2001 to represent a district not in Manhattan. In some ways, Adams’ under-the-radar campaign and historic victory in the speaker race mirrors the style she has crafted in her decade-plus in politics and public service. To hear her colleagues tell it, Adrienne Adams is neither firebrand nor egoist, but a stalwart professional with a “listen first, speak later” philosophy. Those may not be the makings of the outspoken progressive champion who some council members had hoped to elevate. It remains to be seen how starkly she’ll stand in contrast with Eric Adams – with whom she shares not just a name but a Southeast Queens upbringing, a high school alma mater and a relatively moderate streak on issues like public safety. Spokespeople for Eric Adams did not respond to a request for comment. Nonetheless, some new and returning members are hopeful that Adrienne Adams will bring a no-nonsense, open-eared competency to the council – the kind of efficient and transparent leadership that members like Adams herself complained was lacking under outgoing speaker Corey Johnson. “She knows that being a leader means knowing you first must listen to all stakeholders. She’s a sponge. Deliberate and thoughtful,” Council Member Justin Brannan of Bay Ridge, Brooklyn, an early leader in the speaker race who dropped out to support Adams, wrote over text. “Of course I especially love Double A because she doesn’t suffer fools gladly, and her bullshit detector is finely tuned.”

The council may not be in chaos, but it is facing an influx of nearly three dozen new members and remains in limbo between virtual and in-person proceedings. “The reality is that the council right now has to adapt, like many other workplaces, to a different environment,” said Ali Rasoulinejad, who served as chief of staff to former Council Member I. Daneek Miller of Queens. “If there was somebody who is best equipped to bring the council into 2022, I would imagine it’s the Fortune 500 human resource guru.” If anything is sure about the council’s new speaker, it’s that the body’s 50 other members will have her ear. Current and former colleagues describe Adams as someone who above all else prizes listening to all voices in the room. “I know that as speaker, she’s going to be inclusive, she’s going to listen to the voices of all of her members,” Brooks-Powers said. “She is someone who has a gentle touch,” said Republican Minority Leader Joe Borelli of Staten Island, who leads a conference of five members. “But those that speak to her know she has a very tough side to her.” The five Republican members were not among

the 33 who endorsed Adams over Moya in mid-December, but all voted for her for speaker last week. Marjorie Velázquez, the new council member in the Bronx’s District 13, was one of the 33 members to endorse Adams and also referenced her reputation as a listener. A few hours after speaking to City & State one

day late last year, Velázquez called back to mention that Adams had just reached out to her unprompted to ask what COVID-19 testing lines looked like in District 13. Adams told the council member to call if her district needed anything. “This is how we get shit done,” Velázquez said with excitement. In describing her leadership style, Adams preaches the same “listen to everyone” philosophy that her colleagues praise her for. But in a City Council that is increasingly politically diverse – adding democratic socialists as well as new Republican members – listening is only half the battle. The real challenge for the speaker will be making decisions after all those voices are heard and defending those decisions to a mayor who might be at odds with them. “BREATHE BEFORE YOU ACT” After Adams caught the political bug at Community Board 12, then-Queens Borough President Melinda Katz appointed her to the board of the Queens Public Library. Then-Gov. Andrew Cuomo later appointed her to the local planning committee of the Jamaica Downtown Revitalization Initiative. In 2016, Adams set her sights beyond the community board, declaring her candidacy for James Sanders’ state Senate seat. Adams lost the primary election to Sanders, even with the backing of the Queens Democratic establishment.

Adams didn’t have to wait long for her next moment. In 2017, she ran for and won New York City Council Member Ruben Wills’ vacated seat. (She then fended off Wills’ attempt to regain his seat in the 2021 Democratic primary.) In her first term, Adams has sponsored legislation protecting fast food workers from firing without just cause, requiring reporting on risk factors for sexual harassment at city agencies, and recently, expanding the powers of the Civilian Complaint Review Board. She has advocated for legalizing basement apartments after the damage the remnants of Hurricane Ida wrought in her district, and called for increased transit investment. (She and neighboring council members have butted heads with the de Blasio administration on where and how to implement new bus lanes and busways, however.) Adams was also one of several City Council members who sued to block the implementation of ranked-choice voting in New York City in 2020. She argued that the new system wasn’t being rolled out with enough education and could disenfranchise people of color in particular. Through a spokesperson, Adams declined to comment on whether her opinion on ranked-choice voting has changed after the election. But it’s public safety issues for which Adams has arguably received the most attention. Tapped to head the council’s Committee on Public Safety in December 2020, Adams emerged as one of the body’s power players on police issues at a time when progressive swaths of the city were calling out for widespread reforms following a summer of protests against police brutality and systemic racism. Adams has sponsored police accountability reforms like requiring reporting on demographic data of drivers at traffic stops and criticized the management of the NYPD’s Special Victims Division at one of several oversight hearings she’s led. At one of her early hearings, she denounced then-Commissioner Dermot Shea for failing to show. “I just really want to acknowledge that once again we’re not joined by Commissioner Shea,” Adams said in a February 2021 hearing. “He didn’t come to our hearing after the protests, or our hearing in December on racism in the police department, or our hearing last month on police reform.” Like most Democrats in the council, Adams calls for increased oversight of the police and emphasizes the need for reform.

HOW ADRIENNE The compromise candidate’s win came after Mayor Eric Adams picked someone else. By Jeff Coltin THE VICTORY RALLY lacked energy – but can you blame them? New York City Council Member Adrienne Adams had gotten just about every one of her soon-to-becolleagues (and soon-to-bevoters) on a Zoom at noon on Dec. 19 to confirm her win in the race for City Council speaker. But they were worn out from two weeks of desperate negotiations and enough political intrigue to last a year. “We’ve come together because we’ve realized the cost of being apart is far too great,” Adams said to those gathered. And it took them a long while to come together. The 61-year-old from Jamaica, Queens, after all, seemed like an unlikely speaker. She didn’t really elicit strong feelings from her future colleagues – nobody disliked her, but few really loved her either. And she wasn’t Mayor Eric Adams’ preferred pick – which ended up being the catalyst that helped Adrienne Adams win. The push to make Council Member Francisco Moya the speaker started on Dec. 6. It was a “blitzkrieg,” a source said in one of the scores of conversations with dozens of people that City & State had about the speaker race – most anonymously, so they could speak freely about private discussions. Eric Adams was still on vacation in Ghana, but word quickly spread by calls and text that he wanted to see Moya as

speaker. Many members and outside stakeholders in the council had been waiting for months for a clearer message from the ascendent mayor. While Adams had been claiming he wouldn’t put his finger on the scales in the race, few believed him. Their skepticism was justified. Adams had politically palatable options to choose from, among the seven candidates: Moya, Adrienne Adams and Justin Brannan had all publicly endorsed him in the primary, and even though Keith Powers hadn’t endorsed, the mayor didn’t have a problem with him. (By that point, Gale Brewer wasn’t considered a top contender, and Adams had made it clear he did not want Carlina Rivera or Diana Ayala, both of whom he felt would clash with his toughon-crime agenda.) But Eric Adams got behind Moya, and only Moya, in large part because of his identity as the son of immigrants from Ecuador. Eric Adams’ Latino allies – most prominently outgoing Bronx Borough President Ruben Diaz Jr. – had been emphasizing the importance of getting Latino leadership in highlevel positions. Latinos didn’t hold any citywide or statewide elected positions. But the push for Moya failed. More than anything, Moya had not put in the work to build up support or goodwill among his future colleagues. There was also a widespread feeling that Moya’s side was trying to muscle its way to victory by overstating their level of support – when not a

On top of that he was a man, and for the first time, the Council would be majority female. “If it had been anybody else, Adams’ push would have worked,” one member said. By Friday night, Dec. 10, Adrienne Adams had emerged as the candidate

But Adams hadn’t burned any bridges either, and had no enemies. She had run a slow and steady race – maybe too slow – but that became an

Essentially, Adrienne Adams had powerful outside supporters. 32BJ SEIU’s Kyle Bragg and District Council 37’s Henry Garrido in particular got behind Adrienne Adams and

whipped support for her. She also had Queens Borough President Donovan Richards working the phones, and later Rep. Greg Meeks, the Queens Democratic leader. With the majority of Bronx members opposed to Moya, Bronx Democratic Leader Jamaal Bailey also got on board bringing along a block of committed votes. Narrowed down to two candidates, the race between Moya and Adams continued. In a body of 51 members, a candidate needs 26 committed votes to declare victory – and on Dec. 14, both candidates claimed they would have those votes. But neither published a full list of the names of those members supporting them. Without that proof, both candidates could have been exaggerating, or overcounting. In this behindthe-scenes race, many members were scared of being on the losing side, and were eager to play nice with both candidates. But it seemed clear by this point that momentum was behind Adams – and that if Moya couldn’t seal the deal with the mayor’s support within a week, that his chances of winning were only diminishing. Stories placed in the New York Post by Eric Adams allies that suggested an Adrienne Adams win would empower progressives were seen as a sign of desperation. On Dec. 17, Adrienne Adams released a list of 33 supporters – including herself – that were behind her, and the race was all but official. Moya backed down, and so did Eric Adams. It was the earliest the speaker race had been decided in modern history, but it didn’t come easy.

But Adams doesn’t go as far as the progressives who call for slashing the police budget, and advocates for a more gradual redistribution of responsibilities from the NYPD. Adams was one of several Black City Council members who advocated for striking a balance between aiming to reduce violence and misconduct by the police, while still emphasizing the importance of an NYPD presence in their districts. “When those with privilege put down their torches and return home, our Black, Latino and Asian communities will remain,” Adams said in the summer of 2020, after the passage of a budget that reform advocates argued didn’t reduce the NYPD’s budget enough. At other times, Adams has said that police reforms proposed by the council don’t go far enough. She was one of a handful of Democrats who voted against the Right to Know Act in 2017, saying the requirements for cops to identify themselves with business cards – but only in certain interactions with the public – fall short. “I live walking distance to where Sean Bell was murdered,” she explained when taking her vote in 2017, referencing the 2006 killing of the 23-year-old in Queens by plainclothes NYPD officers. “The bill doesn’t go far enough for the mothers. It doesn’t go far enough for the families. It doesn’t go far enough for those that look like me.” Recently, Adams introduced a bill that would increase penalties for sexual harassment and assault committed against correction officers. “Some folks don’t like for me to talk about this, because COs are supposed to be demonized,” Adams said in a recent interview on the local politics podcast “FAQ NYC,” mentioning instances of groping, molesting and more that female correction officers on Rikers have detailed to her. Some describe Adams as a lawmaker who keeps her cards close to her vest. “Some people – God bless them, and I love working with them – they’re firebrands and you know exactly where they are because they’re really, really out there,” said Democratic political consultant Amelia Adams (no relation to Adrienne, or Eric). “Not to say that (Adrienne) is not taking on issues, but I think she’s always really trying to get as many perspectives on an issue before really weighing in on something. Some people like that, some peo-

ple don’t like that. I think it’s always good to breathe before you act.” Adams won’t have much breathing room before confronting issues that are already dividing the new mayor and sections of the new City Council. The first fight between the mayor and council emerged before Eric Adams’ swearing in, when the new mayor said that he would move violent inmates of city jails back into punitive segregation – a term used synonymously with “solitary con-

finement” by the city Board of Correction – after former Mayor Bill de Blasio had moved them out. Twenty-nine new and returning City Council members signed a letter calling on Eric Adams to reverse his “pro-solitary position.” The letter was signed by progressives and some (relatively) more moderate Democrats. Adrienne Adams was not among them. She didn’t go into detail about why she chose not to sign the letter, but told City & State that solitary is an “inhumane apparatus.” “I happen to believe that when it comes to violent offenders, New York is far too sophisticated to continue to operate the way that we operate in our penal system,” she said of the solitary issue, suggesting that there have to be rehabilitative-focused alternatives to solitary confinement. Much is made during the speaker race of how the speaker will strike a balance between serving as a check on the mayoral administration and working as its partner, and the solitary confinement debate seemed like an early indicator. So far, Adrienne Adams appears uneager to take a hard line against

Though the two attended Queens’ Bayside High School together in the 1970s, their relationship doesn’t really stretch that far back. “Eric and I didn’t necessarily travel in the same spaces,” Adams recalled. “I was very active in high school. I was a cheerleader, I was in gospel choir, I was in concert chorus, I was a general officer captain, one of the leaders, quote-unquote, for gym or whatever,” she said. “I loved – loved – Bayside High. Loved it. So my world revolved around Bayside High. Eric’s world revolved around Bay-

You just had a diverse crowd.”

You’ll see,” Barron said when explaining his vote. “With the support of this speaker and the governor, (Eric Adams) will turn Black and brown

A SEASON OF GRIEF Both Adrienne and Eric Adams will have their terms continually challenged by the COVID-19 pandemic. Eric Adams swaggered into his first week on the job with a promise to send New York back to work and move on from wallowing in the challenges the pandemic brought. Last fall, Adrienne Adams eyed a more cautious measure, asking Gov. Kathy Hochul to renew a moratorium on in-person government meetings due to the threat of the delta variant at the time. “Unfortunately, all roads lead to the pandemic,” she said when asked about her priorities. “It’s impacted every aspect of our lives, from education to transportation, health care, housing, homelessness. All roads lead from this thing called COVID-19.” The pandemic has coincided with what Adams called the “most significant season of my life,” a season that came with repeated loss. In May 2020, Adams’ father died from complications from COVID-19 after testing positive for the virus during its outbreak in March. “Coronavirus then was a death sentence, even though we refused to believe it,” Adams said of the call she and her sister received that her father, who had a preexisting condition, had tested positive. Nine months later, Adams’ mother, who lived in South Carolina, died unexpectedly. “She was in excellent health,” Adams said. “Had it not been for my faith, once again, and leaning on that strength that my mother and father instilled in me – and as my angels on my right shoulder and left shoulder still instill in me – I probably would have remained in the fetal position,” Adams said from her home office, with her Bible and a photo of her mother by her side. Adams describes God as the “center of her life,” noting that that was not just the way she and her sister were raised, but the way that she and her husband raised the four – now grown – children they share. “I first always give thanks because I’m awake again,” Adams said of her approach to each day. “And it didn’t have to be that way.”

HE DIVERSITY IN the 2022 New York City Council is barrier-breaking, history-making and, already, kind of old news. For months, we’ve known that the 51 members elected to represent the five boroughs were set to be the first majority-female class, the largest contingent of Asian American members in history and the first to welcome a Muslim member. Those wins for representation were hard fought and, many argue, years late. Now, it’s time to see what the council’s new diversity looks like in action. “I think that it’s a real opportunity to kind of look at how we make government more responsive to the needs of the majority,” former City Council Speaker Melissa Mark-Viverito told City & State. “Obviously the city is majority of color, but it’s (also) majority women. The policies and the budgets and the direction that we go in has to be inclusive of all of that experience.” The backgrounds of the 35 incoming members – including repeat members Gale Brewer, Charles Barron and Darlene Mealy – will, unsurprisingly, inform how they pursue the city’s greatest policy challenges. The new council includes teachers, tenants’ rights attorneys, single mothers, former council staffers, administration alums and immigrants on both sides of the aisle. As The New York Times put it, the City Council is about to “look more like New York.” “We’ve always had them from the different neighborhoods, but now you’re going to see people who have kind of had the lived experiences from those neighborhoods be represented at the City Council,” said Yvette Buckner, a political consultant and vice chair on the board of 21 in ’21, the organization that focused on electing more women to the council this year. Buckner suggested that the city should expect a focus on COVID-19 recovery right out of the gate. “People who were in neighborhoods where there was no hospital during COVID, I think you’re going to see them say, ‘Why don’t we have better health care and a hospital in my neighborhood?’ I think we’re going to see dollars and thoughts and ideas just being (spread) differently than they were previously.” Political diversity, too, will define the new council. The 51-member body will work alongside, and sometimes at odds with, the incoming moderate Democratic mayor, Eric Adams. Joining the council’s ranks are two members of the Democratic Socialists of America, Tiffany Cabán and Alexa Avilés. Those members – and a growing contingent of progressives, just shy of socialist Demo-

crats – campaigned on issues that would pull the body leftward, including defunding the New York City Police Department and halting the construction of new jails. At the same time, a growing minority will be tugging from the right. The 2022 council welcomes three new Republican members, giving Minority Leader Joseph Borelli a caucus of five – and that doesn’t even include the several conservative and moderate Democratic members who often vote with Republicans. Though slight, the minority party – and the larger Common-Sense Caucus – may not be big enough to block most bills from passing, but they’ll have a bigger platform from which they can speak out against the most progressive leanings of the council. ANDREW CUOMO The former guv’s resignation in disgrace – following intense outside pressure – was supposed to be just the beginning of his consequences. But it’s looking more and more likely that’ll be the end of it. Albany prosecutors dropped the criminal case against him (though he still had to make a court appearance). He will also have no charges from the Nassau County, Manhattan and Westchester County DAs.

New York knows how to ring in a new year. In the first week of 2022, Eric Adams was sworn in as mayor of New York City, Gov. Kathy Hochul became the first female governor to deliver what was broadly praised as a triumphant State of the State address and Adrienne Adams was elected the first Black New York City Council speaker. Let’s allow those three to soak in the wins while they can. They’ve got a tough few years ahead.
