MANY NEW YORK REPORTERS have come across Chuck Schumer at some point in their careers over the past half-century. I first met the senator in the late 1990s while covering his well-known Sunday press conferences. The pressers were often about new legislation to help New Yorkers, which was great when the local papers had nothing else going on to fill their Monday editions. As sleepy journalists on a Sunday, most of us grew to appreciate Schumer’s energy and the coordination of his conferences, often held outdoors on a midtown street corner near the senator’s office – and not really drawing too much attention from passersby. Well, that’s New York. Perhaps some recognized Schumer and, knowing him, realized it was just the senator doing what he does. Rebecca C. Lewis, who wrote this week’s cover story on the new Senate majority leader, was first introduced to Schumer when he spoke at her Long Island high school graduation ceremony, and again when she graduated from Fordham University in 2017. Then fate put Lewis in the company of so many other journalists before her, when she met Schumer outside the subway stop at the Citigroup building in Manhattan for an interview on Jan. 17 – another Sunday. It was consistent with Schumer’s way of working when others are off enjoying their weekend. He’ll need that energy more than ever, as he now works on delivering even more for his home state. As Lewis found, both personally and in her reporting, Schumer doesn’t appear to be slowing down.

BIDEN MAKES IT OFFICIAL
After months of former President Donald Trump questioning the results of the 2020 election, President Joe Biden was sworn into office along with Vice President Kamala Harris. He immediately signed a number of executive orders that undid several Trump actions, including
rescinding the travel ban on majority Muslim countries and rejoining the Paris Agreement. On the same day, U.S. Sen. Charles Schumer officially became the new majority leader, taking over from Sen. Mitch McConnell after three new Democratic senators were sworn in. Schumer now leads a Senate split 50-50, where Harris will act as the tie-breaking vote.
CUOMO OFFERS DUELING BUDGET PROPOSALS
A day before the inauguration, Gov. Andrew Cuomo laid out his executive budget proposal – or rather, he offered two alternatives depending on the amount of federal aid the state receives from Congress. Cuomo is pressuring the Biden administration and

Congress to deliver $15 billion to New York to close its budget gap. He even vaguely threatened a lawsuit over inadequate aid, which officials later said referred to ongoing litigation over the federal cap on state and local tax deductions. With that money, Cuomo said he could not only avoid budget cuts, but use it to invest in a variety of policy proposals, including providing low-cost broadband to undercovered areas of the state. But Cuomo also proposed an alternative if the state only receives $6 billion, which he considered to be a worstcase scenario. Under that plan, the state would slash $2 billion in education funding, $600 million from Medicaid and $900 million in other across-the-board cuts. Cuomo proposed a temporary tax hike on the state’s wealthiest residents, although only if New York doesn’t get that $15 billion. Although it seemed like a shift for the governor who resisted state lawmakers’ and legislative leaders’ calls to tax the rich, the proposed surcharge would only last a few years and even be reimbursable.

issues are causing the state major headaches. New York City Mayor Bill de Blasio warned that the city would run out of vaccines before a new shipment arrives and canceled over 20,000 appointments due to the growing scarcity. Erie County officials also canceled thousands of appointments. At least part of the problem can be traced back to the state receiving tens of thousands fewer doses than it expected from the federal government in the past week, which meant it could distribute fewer doses than expected around the state. Cuomo wrote a letter to vaccine producer Pfizer asking to buy doses directly from the company, but the Biden administration does not support the idea. Cuomo warned that the state is also about to run out of vaccines and said that vaccination efforts will need to be handled on a “weekto-week” basis due to the supply problems.

HUNTS POINT WORKS STRIKE
Workers at the Hunts Point Produce Market in the Bronx – which handles the majority of New York City’s produce – have been on strike since Jan. 17 after contract negotiations fell apart. The workers, who are members of Teamsters Local 202, are asking for a $1 raise and improved health benefits, which the market owners have not agreed to. The owners said the fiscal impact of the pandemic made the demands impossible to meet. But the striking workers argued that they deserve a wage increase after risking their health to keep New York City fed. The strike has attracted a number of different lawmakers who joined strikers in solidarity, including Rep. Alexandria Ocasio-Cortez and New York City Public Advocate Jumaane Williams.

What Biden means for New York’s finances Gov. Andrew Cuomo is demanding that New York state receive $15 billion out of the $350 billion for state and local governments in the $1.9 trillion relief package that President Joe Biden has said he wants to see Congress pass in his first 100 days in office. Anything less than $6 billion in new federal funding would trigger significant reductions in state spending on education, health care and social services, according to the governor’s proposed budget. Such funding, however, is just one part of the total federal assistance that the governor is seeking in the coming months. The governor has said the state’s long-term fiscal stability depends on repealing the $10,000 federal cap on state and local tax deductions, which he said has cost the state billions of dollars in tax revenues since it passed as part of the Tax Cuts and Jobs Act of 2017. Billions in additional funding hinge on the federal government approving an extension of the federal Highway Trust Fund before it expires this fall, according to Cuomo. While not directly a part of the budget, presidential approval of several state initiatives could have a big impact on the state’s recovery. Those would include the ongoing efforts to implement congestion pricing in New York City, which could raise $1 billion per year for the beleaguered MTA. Presidential support could also be key for jump-starting long-awaited

plans to build the new Gateway rail tunnel under the Hudson River. Then there’s the pandemic. The governor’s budget memorandum highlighted efforts to save the state billions of dollars by getting the Federal Emergency Management Agency to cover 100% of the state’s emergency expenses related to the pandemic. Cuomo has also said that the success of the vaccine distribution program would require Biden to release additional supplies to New York while leveraging the Defense Production Act to compel manufacturers to produce more vaccines and other supplies needed to bring the pandemic to an end this year. The budget proposed by the governor will not work without some level of federal largesse. State aid to local governments could be reduced beyond the 5% cut they will get in the current fiscal year if the state does not receive at least $6 billion in new federal funding. While it remains to be seen just how much help Biden and now-U.S. Senate Majority Leader Charles Schumer can deliver to New York state, the governor was clearly feeling big things were coming as he waited for the Trump era to end. “Sometimes the stars line up for change,” Cuomo said Tuesday. “I believe the stars are lined up for change, but we have to do it. EET THE INCOMING deputy secretary of the U.S. Department of Transportation, and the woman who can compensate for Mayor Pete’s lack of transportation policy experience. If you have walked, driven or biked down a New York City street in the last few years, you might already be familiar with her work, even if you don’t realize it. And if you’re an alternative transportation enthusiast, you’ve got reason to hope she’ll bring her pedestrian and bike-friendly policies to Washington. Here’s what you need to know about what she’ll bring to the Biden administration.

She led the New York City Department of Transportation as Commissioner for seven years, and only officially stepped down last month, with an “unannounced new role” on the horizon that many (correctly) speculated would be in the Biden-Harris cabinet.

Some people thought she was a contender for the top position in the U.S. DOT, which ultimately went to former South Bend, Indiana Mayor Pete Buttigieg. While some expressed dismay at the nomination, complaining that running Indiana’s fourth-largest city and proposing to his husband in an airport doesn’t make him a transportation expert, politicians in the cabinet always have deputies doing the real work anyway.

She could really help New York City from her new role, from sending more federal aid to the MTA, to congestion pricing, the Gateway project, the BQE and beyond.

You can knock her for a hobbled Vision Zero (New York City still had upwards of 200 road fatalities in 2020), but she’s not the only one to blame for that (cough cough Hizzoner).

celebrating 50 years in office You’re the longest-serving legislator in state history. Career politicians can get a bad rap. Wanna stick up for ’em? You don’t want a whole Legislature made up of people who’ve been here for decades, but it is handy to have one or two of us around who remember Gov. Nelson Rockefeller, the New York City fiscal crisis in the 1970s, or any number of other things. What was different about the state Legislature when you first arrived in 1971? At that time, if the Democratic leader in the Assembly or Senate wanted to round up votes on something he would
go to the Democratic county leaders. It always struck me like in medieval Europe when the king would go to dukes and barons to produce troops for whatever war. When did that begin to change? After the Watergate landslide – when we went from being in the minority in the Assembly to having a majority – we had a large number of legislators who had been elected who were much more progressive, much more independent. A lot of the legislative staff budget, which had been parceled out to county leaders for no-show jobs, instead got dispersed to the members. They could
hire staff and work on legislation and work on serving their constituents, and the Assembly started to pay the rent on district offices. All of these things were novel ideas, and made a very profound change in how the Assembly operated. If the sponsor of a bill demands the committee vote, the committee has to put it on an agenda and vote on it. Before 1975, there was no such rule. What does your decadeslong effort to establish a state-level single-payer health care system say about getting things
done in Albany? Nothing has the powerful lineup of opposing interests that the New York Health Act does, but I think it has more momentum this year than ever before. Major ideas often take some working out by understanding and listening to people’s comments and making changes that accommodate concerns. I expect a Biden administration will be a lot more cooperative. How do you think this new class of lawmakers will shake things up? Apart from having more Democratic freshmen than we’ve had since at least 1974, they are much more

n December, by an overwhelming margin, 605 employees at Housing Works housing units, thrift stores, healthcare, and other locations throughout New York City finally won their campaign to join the RWDSU. It was one of the biggest union organizing wins anywhere in 2020, and it meant that Housing Works workers will finally be able to address the issues they faced including poor pay and benefits, unmanageable caseloads, lack of training, discrimination and harassment and health and safety problems. Finally, through a union contract and a voice on the job, these workers will be able to improve their jobs, their lives, and the care received by Housing Works clients. The workers’ win shows their tenacity and dedication. They never wavered in this unnecessarily long process, which was stalled by their employer at every turn. They stayed strong as their employer continued to do everything possible to delay the union election, hoping to squash the

workers’ momentum and eventually smother the organizing drive. The fact that these workers stood together and won is inspiring and joyous, and stands as a testament to what working people can accomplish when they are united. The fact that it took two years, amidst countless delays and obstacles put up by their employer, can only be described as a shame. It shouldn’t take workers who overwhelmingly want to exercise their right to join a union two years to accomplish their goal. Employers shouldn’t be allowed to continually game the system to try to squeeze the life out of organizing drives by their workers. Legislation passed in the House last year, the Protecting the Right to Organize Act, known as the PRO Act, would help ensure that workers aren’t denied their rights and that employers aren’t allowed to abuse the system to run out the clock on organizing drives. The PRO Act would amend labor laws to give workers more power during disputes at
diverse, progressive and, by and large, younger. I’m delighted. The midpoint in seniority in the Assembly Democratic conference is people who took their seat in 2015. That’s a lot of junior members. You got a good story about now-U.S. Senate Majority Leader Charles Schumer? The morning after he won his primary in 1974, I called him. He expected I was calling to congratulate him. I asked when his birthday was because I wanted to verify that I took office as a younger 23-year-old than he would. And that was indeed the case. – Zach Williams
work, add penalties for companies that retaliate against workers who organize and grant some hundreds of thousands of workers collectivebargaining rights they don’t currently have. It would also weaken anti-worker “right-to-work” laws in 27 states that hurt unions. With a Republican Senate and Trump in the White House, the PRO Act was considered dead on arrival. With the arrival of President Biden and a Democratic Congress in 2021, passage of the PRO Act is possible. After decades of the playing field leaning further and further to employers’ favor, now is an opportunity to restore some balance in the fight for workers’ rights and give more workers a chance at winning a union voice. The huge victory at Housing Works showed the power workers have when they stand united, but it also showed the need to level the playing field between workers and their employers when it comes to union and worker rights. When workers want to join a union, it shouldn’t take years. Workers should be free to exercise their rights without employer interference, intimidation, and delay. The PRO Act needs to be a top legislative priority in 2021, so that more workers can win union representation and better lives for themselves and their families.

HE DAY AFTER Trump-supporting insurrectionists stormed the U.S. Capitol on Jan. 6, U.S. Sen. Charles Schumer shocked members of Queens Community Board 2 by appearing at their Zoom meeting. “When we set this call up, we did not know what the events of yesterday would be,” Schumer apologetically said to explain why he would only be online for 20 minutes instead of the usual 45 minutes he spends at community board meetings. Never mind that the nation was in the midst of national crisis, the president was just days away from his second impeachment and Schumer – then the U.S. Senate minority leader, whose Democratic Party had just won control of the chamber – was poised to become one of the three most powerful lawmakers in the country. The surprise community board appearance embodies Schumer’s brand of politics and governance. Despite his national prominence and power, Schumer still visits all 62 counties in New York every year. He continues to regularly hold his trademark Sunday press conferences around the state on niche problems and obscure local issues. As a man singularly dedicated to all things New York, from how U.S. Department of Agriculture regulations affect Greek yogurt production upstate to spotty mail service in Westchester, Schumer’s ascension to Senate majority leader – the first from the Empire State – means he’ll have the power to deliver for his home state better than he ever has. Despite decades in politics Schumer, age 70, has in many ways tried to remain true to his political roots as a 20-something Assembly member known for physically filling in potholes. Already, Schumer is delivering for New York, announcing before inauguration day that he had secured from the incoming Biden administration an additional $2 billion in federal disaster aid for the state to help cover coronavirus expenses. “I can’t overstate how phenomenal this is for our state,” Lt. Gov. Kathy Hochul told City & State. “I mean, Chuck Schumer is beloved in New York City – or he’s well known. People from Buffalo think he’s from Buffalo – he spends so much time in every corner of the state.” Schumer is well versed in upstate issues, but he is decidedly not from Buffalo. The first Jewish Senate majority leader grew up in Sheepshead Bay, Brooklyn, where he graduated from James Madison, the same public high school attended by Sen. Bernie Sanders and former Supreme Court Justice Ruth Bader Ginsburg. Except for college and law school at Harvard, Schumer never left Brooklyn. He lives in Park Slope, and his congressional district was inherited by Anthony Weiner when Schumer upset former Republican Sen. Al D’Amato in 1998. New York magazine has called Schumer’s way of speaking “Brooklynese.” While some progressive activists have questioned his leadership of the opposition during the Trump era, mainstream Democrats say Schumer is an effective pragmatist who rose to his new position by working with colleagues and obtaining tangible results. “Chuck has always been a very, very skillful political person,” said Rep. Jerry Nadler, a Democrat from Manhattan’s West Side who has known Schumer since college and worked with him when both were young Assembly members. “He’s always also been able to get people’s confidence, and he’s deserved it, because he’s always earned it and shown it.” Decades of grassroots politicking and Washington dealmaking has finally led to where Schumer is today. “This is definitely ‘man, or person, meets moment,’” Democratic consultant Bruce Gyory said. “He’s really a master legislator. He’s very good at crafting meaningful compromises that

advance the ball.� Gyory specifically mentioned the comprehensive immigration reform that Schumer helped usher through Congress in 2013 as just one key example of Schumer’s legislative prowess in action. Now, those skills will serve not only the nation, but his home state as well. Schumer became minority leader in 2017 after Senate Democrats elevated him from Democratic Policy Committee chair. During that time, his ability to increase federal investment in programs important to New York, such as mass transit, health care or clean energy, was severely constricted by having a Republican majority in the Senate and, for all of that time, either a Republican-led House or a Republican president. Now, having a Democratic House of Representatives – with many high-ranking New Yorkers in other leadership positions, including Democratic Caucus Chair Rep. Hakeem Jeffries – and a Democrat in the White House, may allow him to deliver on progressive priorities and New York’s needs. “This has been the zenith of New York’s institutional influence in the Congress,� Gyory said. Schumer regularly
announces the gains he’s made for New York in the Senate – many of the first press releases of 2021 detailed the funds he won in the end of year spending bill passed in December. And as majority leader, with all the new responsibilities and national attention that will bring during turbulent times, Schumer doesn’t expect to pay any less attention to his home state and its needs. “Ever since I was an assemblyman, I fought for New York every single day,� Schumer told City & State, speaking through a mask that bore the names of cities across the state. “And I’m going to use the clout I have, of course, to help the country, but also help New York.� New York has many different needs including combatting COVID-19 and closing a state-estimated $15 billion budget gap. Schumer’s first priority – balanced with confirming President Joe Biden’s cabinet picks and holding an impeachment trial for former President Donald Trump – is passing a new stimulus bill that includes state and local aid for New York and its municipalities. That includes relief for struggling restaurants and funding for churches – es-
pecially in marginalized communities – that have been doing social work during the pandemic. President Joe Biden has proposed a $1.9 trillion package, which Schumer said could deliver more than $50 billion to the state. “I would expect New York’s going to do very well in that proposal,� Schumer said, adding that he’s working to ensure that the struggling Metropolitan Transportation Authority gets what it needs from Biden’s proposed $20 billion for mass transit. The agency has received $4 billion so far in coronavirus relief bills, but still faces an additional $8 billion shortfall. State Senate Majority Leader Andrea Stewart-Cousins expressed optimism about what Schumer’s ascension will mean for New York. “I know what I am looking for is for a line of communication to be open,� Stewart-Cousins said when asked about her hopes for a Schumer-led U.S. Senate. And she expects that to be the case with the senator, who she said is intimately aware of the problems facing New York. “We don’t have to try and get on the same page in terms of the actual policy,� Stewart-Cousins said.

In his 50 years in public office, Schumer has gained a reputation as someone who works his staffers as hard as he works himself – which is to say, the grind never stops. His office has churned out alumni that can be found all over the political arena, from elected office to government appointments to influential consultant firms. Here are just a few of the graduates from the Schumer school of politics in New York.
ANTHONY WEINER The once rising star was also one of Schumer’s top proteges before his two-time fall from grace. A former Schumer aide, Weiner replaced him in Congress when Schumer ran his successful 1998 campaign to unseat then-Sen. Al D’Amato, a Republican, in the Senate. Their relationship reportedly soured over the years, and Schumer declined to endorse in Weiner’s 2013 New York City mayoral run – when his second sexting scandal broke. Weiner is completely out of the political sphere – for now – and works as the CEO of a manufacturing company at Brooklyn Navy Yards.
JOSH ISAY Isay managed Schumer’s successful campaign for Senate in 1998. After Schumer took office, Isay served as his first chief of staff in the Senate. After leaving Schumer’s office, Isay co-founded the consulting firm SKDK, one of the premiere public affairs and political consulting firms in New York. It has also become the home of many former Schumer aides after they leave government.
RISA HELLER Now a coveted public relations guru in New York City, Heller served as Schumer’s communications director for over two years in the mid-2000s. Since taking her leave, Heller founded her own communications firm with high-profile clients – including Ivanka Trump, a move that raised some eyebrows.

Andrew Cuomo, in his budget address Jan. 19, once again called on the federal government to provide $15 billion in direct aid to the state to close the full projected budget gap, lest New York be forced to cut spending and raise new taxes. The state Division of Budget released details based on receiving $6 billion from the federal government – the worst-case scenario estimate – but Cuomo asserted the full $15 billion is a “fair� ask from federal lawmakers that would allow him to pursue a

variety of programs and agenda items he detailed as his alternate budget proposal. Cuomo also threatened to sue if Congress doesn’t provide all $15 billion. The executive budget proposal that presumes only $6 billion in aid split over two years is balanced in part by a temporary 2% tax hike on the state’s highest earners, estimated to bring in $1.5 billion, which Cuomo’s budget director Robert Mujica said would be nixed with full federal funding. However, Stewart-Cousins and Assembly Speaker Carl Heastie have both expressed interest in a new millionaire’s tax independent of new financial aid, reiterating

that stance after Cuomo’s budget address. “While we desperately need help from the incoming Biden Administration and our federal partners,� Heastie said in a statement, “we must also ask the wealthy to do more.� Members of the state Legislature have myriad proposals on new taxes on the wealthy, including a new tax on billionaires’ capital gains and a tax on second homes. Cuomo has previously expressed disappointment with Schumer, notably attacking the senator near the outset of the ongoing coronavirus crisis over the first coronavirus relief package, which gave New York far less per case of COVID-19 than less-impacted states and forced Cuomo to delay proposed cuts to Medicaid in order to get billions in federal aid. “I say to Sen. Schumer, it would be nice if he passed a piece of legislation that actually helped the state of New York,� Cuomo, who has always had a cool relationship with the state’s senior senator, said in early April. Christina Greer, a professor of political science at Fordham University, said she hopes that Schumer’s new position will lead to a better working relationship

In 2013, New York City Mayor Bill de Blasio picked her to be commissioner of the city Department of Transportation, where she remained until last year. with the governor. “There are many times that Gov. Cuomo abdicates his responsibility, because he says, ‘Oh, well, it’s the federal government,’” Greer said. “So I’m really hoping that, with Chuck Schumer in charge, Andrew Cuomo can get the resources he needs, so he can actually move this conversation forward.” Cuomo has faulted the federal government for many deaths in the state’s nursing homes and has criticized the slow and disorganized national rollout of testing, procurement of protective equipment and vaccination. And he has in recent months lamented the lack of support that New York has received from the federal government. “We’ve established that the state’s short term $15 billion economic deficit must be addressed by Washington and the inarguable truth that Washington has assaulted New York for the past four years and that we must demand justice and fairness from Washington finally,” Cuomo said during his State of the State address. Cuomo is not Schumer’s only intra-party critic in New York. Although the senator enjoys net-positive public approval ratings, particularly among Democrats, some in his party’s left wing cite his prodigious fundraising to argue he is too close to Wall Street and complain that he has been too moderate. “Extreme caution is being used because we understand who these folks have been, that they haven’t prioritized the progressive policies that most Americans are calling for,” Jawanza Williams, director of organizing at VOCAL-NY, a progressive advocacy organization, said of establishment politicians such as Schumer. Williams recently took part in a protest near Schumer’s Brooklyn apartment demanding he help pass the Green New Deal and Medicare for All. Political observers have speculated that Schumer may face a left-wing challenge in the 2022 Democratic primary, possibly from Rep. Alexandria Ocasio-Cortez. “Folks are prepared to primary if he does not prioritize passing progressive policy, protecting our democracy and meeting people’s immediate, concrete, material needs,” Williams said. But for now, New York’s senior senator is focused on using his power to deliver on a host of urgent social needs that were ignored by the federal government under Trump. Schumer’s to-do list is much longer than that first stimulus package, in particular with an eye toward infrastructure. During his campaign, Biden made a $2 trillion climate change mitigation and infrastructure investment package a key component of his economic plan. Schumer expressed optimism that the long-delayed Gateway tunnel project to build new commuter rail tunnels under the Hudson River will finally get the go-ahead from the Biden administration. “That’s been a dream of mine, I’ve worked

very hard to bring that together,” Schumer said. “All they have to do is sign a piece of paper and it starts going forward.” Schumer added that transit across the state, not just downstate, is in dire need of funds. He said that expanding broadband in poor rural and urban areas of the state is another top priority for him, as well as bringing new, green infrastructure in addition to repairing roads, bridges and sewers. Schumer told the Syracuse Post-Standard that he plans to propose a $1 trillion infrastructure package that would include many of these priorities, including money to transform the crumbling Interstate 81 in Syracuse, a long-percolating issue in Central New York. Another high priority is the repeal of the $10,000 cap on state and local tax, known as SALT, deductions that passed as part of President Donald Trump’s 2017 tax overhaul. The change harmed Democratic states with higher tax loads, such New York, and state leaders have been advocating for repeal ever since. “SALT is very important,” Schumer said. “And we hope that our Republican colleagues will work with

us, but we have to get that done.” Historically, congressional leaders have delivered for their home states. “It’s very beneficial for all New Yorkers to have a majority leader or (House) speaker from our home state, regardless of one’s partisan allegiance, because of the tremendous legislative power and influence this affords, and extraordinary ability to bring home the bacon,” said Luke Perry, a professor of government at Utica College. In 2019, Senate Republican Leader Mitch McConnell, then majority leader, announced he got $1 billion in federal funding and new tax breaks for Kentucky with large sums for construction projects and tax breaks for spirit distillers – which also helped him before his 2020 reelection. Former Senate Majority Leader Trent Lott of Mississippi used to be called the “King of Pork Barrel Spending” because of the lucrative federal contracts he delivered to his home state during his time in power. Lyndon Johnson helped pass the 1958 National Aeronautics and Space Actwhile in the role and helped ensure that Texas was home to much of the space program. Others in New York have ideas of what that
might translate into, aside from the priorities that Schumer has himself laid out. Hochul said she expects that Schumer’s ascension will be good news for cleaning up the Great Lakes. Perry said he expects to see increased investment and development of Rome Laboratory – a research and development lab for the U.S. Air Force – and Griffiss Business and Technology Park, which are economic hubs in the upstate city of Rome. Gyory said research and education institutions tend to do very well in states that are home to congressional leaders. Stewart-Cousins said she hopes to see new federal attention paid to providing affordable housing, which is a big issue throughout downstate. “I don’t even know what the federal government is willing to do in terms of investing in housing,” Stewart-Cousins said. But Schumer is taking leadership in a Senate with a 50-50 split, where Vice President Kamala Harris will serve as the tie-breaking vote. This gives Schumer very little wiggle room for when it comes to passing spending bills and legislation. It’s unclear whether Schumer will employ workarounds that would avoid Republican filibusters and allow massive budget-related legislation without a single GOP vote – something Sen. Bernie Sanders is advocating for as the new chair of the Finance Committee. And flat-out eliminating the filibuster – something Schumer has not taken a position on – is unlikely to happen. “I’m really hoping that Schumer rises to the occasion, and doesn’t abdicate some of his powers just because he thinks he can work with Republican sycophants,” Greer said. But even then, just one errant Democrat could stand in the way of policy that would benefit New York, and Schumer will likely need to work to ensure his coalition remains solid. Because the Senate has a bias toward sparsely populated, rural states, and therefore toward Republicans, the Democratic majority includes red-state moderates. Many eyes are on Sen. Joe Manchin in particular, a conservative Democrat from West Virginia, and the leverage he could now have in deciding key legislation. “Look, we’re all going to have to work together as a team,” Schumer said. “And so far we’ve had good unity.” Although Greer expressed some skepticism that Schumer will be able to give the same degree of attention to New York with his new responsibilities, Hochul had no such concerns. “I tell you, I will still expect to see him, if there’s a flooded street because of an ice jam in West Seneca New York, even with his title, he’ll still be standing there with his boots on,” Hochul said. “He never missed a beat, even as minority leader… And I think that’s something we should not take for granted.”

career, President Joe Biden has never been shy about his fondness for rail transit. As a U.S. senator from Delaware, he traveled to and from Washington, D.C., by train. Transportation advocates are hopeful that “Amtrak Joe,” as he was known during his days as a legislator, can use the levers of the federal government to push New York’s transportation agenda forward. New York has many transportation needs, and none more urgent than the fiscal crisis at the Metropolitan Transportation Authority. Just last month, Congress allocated $4 billion in emergency relief for the authority, but another round of federal aid would go a long way toward
helping the system cover its operating costs during the pandemic as well as advance much-needed capital investments. “The president-elect is a longtime champion of mass transit, and so are incoming Senate Majority Leader Chuck Schumer and House Speaker Nancy Pelosi,” MTA Chair and CEO Patrick Foye told City & State in a statement. “Having this kind of support, and hopefully the funding we will need in coming years, should allow us to maintain vital service as New York recovers, close significant projected deficits from 2022 through 2024, and jump-start projects that will help improve our system for decades to come.” The MTA is certainly not the only urban transportation system hurting
right now, and the country as a whole has critical infrastructure needs, which could help garner the bipartisan support needed to approve major transportation funding. “People in Texas need flood control, people all over the country need road and bridge repairs and so forth,” said Nicole Gelinas, a senior fellow at the Manhattan Institute, a conservative think tank. “State budgets are suffering around the country, so they will need money for these infrastructure projects. I would be looking for some kind of bipartisan push on infrastructure by the first six months of the Biden administration.” In addition to having a rail enthusiast in the Oval Office, Democrats now control both chambers of Congress, with New York’s senior senator serving as majority

leader. After shepherding through last month’s coronavirus relief package, Schumer has already told transportation advocates that he intends to deliver additional federal aid to the MTA. On the campaign trail, Biden pledged to spend $2 trillion on roads, bridges and other transportation projects. And with Schumer atop the Senate, it would be extremely likely that a major infrastructure bill would include funding for the Gateway tunnel, a proposed $30 billion project that would include adding a passenger rail tunnel under the Hudson River. In 2018, thenPresident Donald Trump pulled his support for Gateway, leaving the tunnel in a lurch. Biden’s campaign platform included the tunnel as part of a plan to
reduce by half the travel time between New York and Washington, D.C. “President-elect Biden has prioritized infrastructure – and the Hudson Tunnel project specifically – and we look forward to working with his administration and Congress to make the project a reality,” said Stephen Sigmund, chief spokesperson for the Gateway Program Development Corp. The Biden administration could begin by approving the project’s environmental impact statement, raising the priority rating for the project and releasing billions of dollars that have already been made available to Amtrak’s Northeast Corridor. Additional funding, however, would require congressional action, either through the Capital Investment
Grants Program, or new legislation. Congestion pricing, which was approved by the state Legislature in 2019, is another initiative that stalled under the Trump administration – for unclear reasons related to the environmental review. “What is the real hold up with congestion pricing?” Gelinas asked. “Now that the Trump administration is going away, will those federal approvals come through or not? I think we need a lot more clarity on what’s been holding it up.” Although the MTA announced in November that it might not be able to implement congestion pricing until 2023, advocates are hopeful that the Biden administration will at least fasttrack the environmental approval. “I am hoping that (the process) will

transportation advocates are optimistic about his presidency. “Our organization advocates not just for robust transportation, but clean
transportation, and the transition from diesel to electric buses,” Reynolds said. Given the fiscal mire that state, local and transit system budgets are stuck in, they all need major federal transportation and infrastructure funding passed this year. “If it doesn’t happen now, it’s never going to happen,” Gelinas said.

Will the MTA be able to shrink its chronic deficits without derailing New York’s recovery?
The MTA is accumulating unprecedented debt, and federal aid won’t solve the whole problem.

N THE WANING MONTHS OF 2020, COVID-19 cases were rising in New York and mass transit ridership was still nowhere near pre-pandemic levels. Patrick Foye, the chair and CEO of the Metropolitan Transportation Authority, warned that the system would need $12 billion in emergency relief in order to avoid severe service cuts and thousands of layoffs. In December, Congress came through with $4 billion in the federal stimulus package, averting that worst-case scenario, at least for the time being. But even if the Biden administration can deliver another round of federal aid, structural problems that predate the pandemic all but guarantee that the MTA will continue to run significant budget deficits for years to come. “The concern before the pandemic started was the same old story about unsustainable growth in operating costs compared to the growth in the operating revenues,” said Nicole Gelinas, a senior fellow at the Manhattan Institute, a conservative think tank. “In the $17 billion budget that (the MTA) put in place last February, they were basically running close to a half-a-billiondollar annual operating deficit – and that was set to grow over the next few years.” For an agency that depends on fares for around half of its revenue – and government subsidies and economically sensitive taxes for the rest – the pandemic could not have come at a worse moment. To fund its operations, the MTA borrowed $2.9 billion from the Federal Reserve’s emergency credit line, which it now plans to convert to long-term debt. The agency’s credit rating was downgraded multiple times over the course of 2020. “(The agency) is approaching now 25% of the expense budget each year that will have to go to cover debt service,” said David Jones, president of the Community Service Society of New York and an MTA board member. “That’s higher than any institution I’ve heard of.” The challenge the agency now faces is how to stabilize its operating budget while maintaining the most essential parts of the
system without neglecting critical investments. Its four-year $51.5 billion capital plan, which was approved just a couple of months before the pandemic hit, has been, by and large, put on hold, and additional congressional assistance may be needed if it is to move forward with important system upgrades, such as modernizing subway signals, and repairing and replacing the tracks. “There is no question that the MTA is the lifeblood of the region’s economy, so we have to keep one eye on that capital investment, and we know that part of what they are doing to try to keep the operating budget solvent is dipping into what they had planned to invest in the capital program,” said Andrew Rein, president of the Citizens Budget Commission, a nonpartisan fiscal monitor. “They are in a dire fiscal situation on the operating budget side, and their capital plan is at risk of underinvestment.” With ridership down around 70% during the pandemic, some analysts believe that it will be necessary for the system to “right-size” service in response to the decreased usage. The authority itself has alluded to that possibility in the past. “We’re going to have to match our service structure and service level to equal rider demand,” Robert Foran, the authority’s chief financial officer, said in November. Although the vast majority of New Yorkers rely on mass transit in some way, cuts to bus and subway service disproportionately affect low-wage workers of color who can’t afford a car or lack the ability to work remotely. “The No. 1 priority of the MTA – and the governor who controls it – must be maintaining the frequency of bus and subway service,” said Danny Pearlstein, policy and communications director at Riders Alliance, a transit advocacy organization. “The bus and subway … are a lifeline for millions of New Yorkers, so if there are ways, like the MTA is doing now, to right-size service on commuter rail, that makes sense.” To shrink chronic budget gaps, the MTA will have to streamline operations. The authority has looked to increase administrative efficiencies in the Metro-North Railroad and

Hundreds of thousands of Americans have died, and the number is still climbing. The new Biden administration has vowed to do better – by listening to those who’ve spent years studying infectious diseases. ¶ It’s crucial to welcome new kids on the block, and incorporate their fresh perspectives and big ideas. But it’s equally important to recognize expertise, and to respect those who have made their mistakes, and learned from them. A pioneer in advocating for housing as health care, Ted Houghton helped the concept become part of Gov. Andrew Cuomo’s Medicaid redesign. “A conversation entirely focused on medical treatments turned into a massive new funding stream for supportive housing,” he recalls. “It was truly gratifying to see hospital executives who’d never heard of it before saying, ‘We need more supportive housing!’” Houghton’s career has included stints with nonprofits and city and state government, types of work he says inform each other.
As a leading voice for more than 40,000 union workers, John Hutchings is among the labor leaders speaking out against wage theft and unsafe conditions at construction sites across the state. In reflecting on how the landscape has changed in recent decades, he says: “From an organizing and political aspect, politics have gone away from a more institutional, top-down approach to a more grassroots, activist model.”

A longtime political consultant, Steve Kramer got into the business at an early age. “I’ve worked on a campaign every year since I was 6. When I was 9, the mayor came to our house for dinner. As executive director of the New York City Mayor’s Office of Special Projects and Community Events, Matero created an annual women’s mentoring event at Gracie Mansion, where female lawmakers and commissioners would bring their mentees with them to network. Her advice to young people: “Your EQ is just as important as your IQ.”

For anyone considering a career in community outreach, Marci McCall offers this advice: “This work feeds your soul – and it doesn’t get better than that.” Her job now involves educating the public on staying safe during the pandemic, an effort that included the opening of the first drive-through coronavirus testing site in New Rochelle. “Outreach work gives me the opportunity to pay it forward every day,” she says.
As Planned Parenthood of Greater New York’s chief equity and engagement officer, Merle McGee oversees the organization’s education, the Project Street Beat mobile health center, and community engagement initiatives with equity and justice in mind. Relationships fostered over 25 years have enabled her successes – and the successes of others. As McGee puts it: “It’s through these relationships I continue to stretch and deepen my practice as a leader.”

A former deputy press secretary to New York City Mayor Michael Bloomberg, Dawn S. Walker also brought experience in higher education to her current role with SUNY in Brooklyn. She counsels those entering the communications and public relations professions to do their homework and ask questions, as they’ll need to have all the facts to do their job effectively. Most important, she adds: “Never work for an organization whose mission and work you do not believe in.”
An expert on state liquor laws, Scott Wexler has had many victories during his decades in government relations. But interacting with government on behalf of clients on public health and safety issues during a crisis – specifically, the current pandemic and Superstorm Sandy – have proved most compelling. Or, as he puts it: “All successes are satisfying, but helping New Yorkers at our most difficult times tops the list.”

A onetime public health educator, Dennis Whalen’s career in government included a stint as director of state operations under Gov. David Paterson. These days, he advocates on behalf of the hospital and physician network Northwell Health. “Working in government is not something that you settle for – it is something to which you should aspire,” says Whalen, calling the experience an invaluable one.
The long, ultimately successful effort in 2008 and 2009 to get rid of residency requirements for members of District Council 37 counts as Wanda Williams’s proudest professional achievement. The repeal allowed 45,000 union members to live outside of New York City’s five boroughs after two years at work. “Members of DC37 who were homeless, lacked affordable housing options, and struggled to make ends meet on a city salary were able to move,” Williams says.

A business-oriented attorney, Eric S. Now she is chief program officer at JCCA, which delivers child welfare and mental health services to New York’s most vulnerable children and their families.
