THIS WEEK’S ISSUE offers a comprehensive look at the most powerful people in New York City, and it couldn’t come at a better time. Local and state governments are battling to recover from COVID-19, which has claimed about 20,000 lives in New York City alone. There is also the city’s budget crisis, which must be addressed without delay and with financial support from the federal government. City & State’s latest New York City Power 100, our annual list of the city’s most politically influential people, includes those working on the solutions that will help the five boroughs recover from the pandemic. Also in this issue are analyses written by Jeff Coltin on New York City’s mayoral and comptroller races, both of which will decide who fills these key government positions in a post-pandemic future. His mayoral piece includes a roundup of the 10 top candidates out of at least 38 who have filed to run. While the comptroller race may not seem as sexy, Coltin points out that “if you want to set yourself up to run for mayor, you’ve got to win this race first.” The comptroller race has 10 candidates so far, including six who seem to be serious contenders. These elements have come together to make this issue a must-have resource on the city’s power players, who will be working hard on its recovery as we look to better times ahead.

RACIAL DISPARITIES IN VACCINATIONS

New York City has, at long last, released demographic data on vaccinations, and it revealed stark racial disparities. Only 11% of vaccine recipients were Black, while Black residents make up 22% of the city’s population. Similarly, 15% of vaccines went to Latinos, who make up 29% of the population. Meanwhile, 48% of recipients were white, while they are only about one-third of the city’s population. Public health officials and racial justice

advocates have raised concerns for weeks about equity in the vaccination process, and the new numbers confirm their fears that Black and Latino New Yorkers, who have been disproportionately impacted by the pandemic, were being left out of the vaccination process. The trend has been a common one across the country, in part due to higher levels of vaccine hesitancy in Black communities, but also for other factors that have prevented people from getting an appointment. New York City Mayor Bill de Blasio said the best

way to fix the disparity was to have more vaccines available – which depends on the federal government – and to improve outreach and trust among those who have been reluctant to get the two shots. At the state level, Gov. Andrew Cuomo has not yet released vaccination demographic data, though he has said that he plans to. However, he did further expand vaccine eligibility to include restaurant workers, taxi drivers and people with developmental disabilities since more doses are coming from the federal government. But the governor left it up to localities to decide if they have the supply and means to actually make appointments available to those new groups. Some leaders in the Hudson Valley said they were awaiting further guidance and aid from the state before moving forward. And in Erie County, officials have said that much of February will simply be spent rescheduling canceled appointments from a vaccine shortage in January.

CAREFREE CUOMO Last Saturday’s New York Post cover excerpted Gov. Andrew Cuomo’s comments on COVID-19 nursing home deaths last week, when he said “Who cares? They died.” Cuomo was defending how the state counts those deaths, arguing that it’s not where nursing home residents died that matters, but the fact that they died. But the issue is a volatile one for Cuomo, so he probably should have guessed the Post would make a headline out of this soundbite.

On the heels of the bombshell report on nursing home deaths, Cuomo drew fresh criticism when a New York Times piece revealed that the governor had sidelined experts in the state Department of Health not only during the preparations for the vaccine rollout, but throughout the pandemic. According to the story, many health department officials learned of policy changes only when Cuomo announced them at press conferences. And he reportedly shelved existing and in-the-works mass vaccination plans – which frustrated county leaders – and instead turned to politically connected hospital executives, outside consultants and Albany lobbyists to help craft the vaccine rollout plan. Morale in the department has reportedly been low, and contributed to a spate of high-ranking health officials leaving. Meanwhile, every state Senate Republican called on state Health Commissioner Dr. Howard Zucker to step down over the nursing home death revelations, and Democrats criticized him behind closed doors.

an alleged cover-up, the city has once again made national news for police brutality. This time, body camera footage showed police handcuffing and pepper-spraying a 9-yearold girl. Police had been responding to a domestic disturbance between the girl and her mother. The footage, released just days after the incident as part of a bid to increase transparency in the police department, sparked immediate outrage. One officer has since been suspended, and two others were placed on administrative leave.

‘WALKING WHILE TRANS’ BAN REPEALED

New York has repealed a law commonly referred to as the “walking while trans” ban. The 1976 statute prohibited “loitering for the purpose of prostitution,” but transgender activists have said it has more commonly been used to harass and arrest trans women just for the way they looked. Advocates have been

trying to repeal the law for years and view the recent passage as a major equal rights victory. The legislation also seals the convictions of those who had been charged with crimes related to the law.

FIRST RANKEDCHOICE ELECTION

New York City got its first taste of ranked-choice voting, even if the new system likely won’t get fully utilized. In the Council District 24 special election in Queens, voters were allowed to rank up to five of the eight candidates running in order of preference. Former City Council Member James Gennaro wound up with about 60% of first-choice votes on election night, well surpassing the 50% threshold to prevent the initiation of instant runoff counting. There are still absentee ballots that must be counted, but it’s unlikely that Gennaro will dip below 50% of the vote, which means he’s all but assured to win without any additional rounds of counting.

Why New York couldn’t get rich quick with GameStop New York state, it seems, had skin in the game when it came to the recent GameStop trading saga that took the world by storm. Fueled by members of the WallStreetBets forum on Reddit, stocks in many beleaguered companies like GameStop, AMC, BlackBerry and others rose dramatically over the past couple weeks – and have since crashed. The New York State Common Retirement Fund had 496,600 shares of GameStop, according to its most recent quarterly filing with the U.S. Securities and Exchange Commission. The pension fund had reported holding 647,500 shares in a March 2020 asset list. Those 150,900 shares, had the fund held them, would have been worth almost $73 million at the stock’s peak of $483 per share. After the recent drop, they’d be worth around $13.5 million. And reporting from The Journal News showed that the state might’ve sold up to 600,000 shares of GameStop in the past 10 months – a figure that a spokesperson from the state Comptroller’s Office refused to confirm. The hundreds of thousands of active and retired New York state and local government employees who participate in the fund probably watched the stock price go higher and thought the same thing – sell, sell, sell. But it turns out it’s not that

A spokesperson at the comptroller’s office said the pension fund doesn’t actually hold shares of GameStop in the same way that most people do when they buy and sell on free trading platforms like Robinhood. Rather, the pension fund owns a portion of GameStop – and many other companies – through index funds, which track a broader market like the S&P 500, for example. If Apple makes up 10% of the value of the Nasdaq, and you buy a Nasdaq index fund, then it’ll be like 10% of your investment is in Apple. Index funds are typically used by pension funds because the stock market tends to go up at a fairly predictable rate over longer time frames – 10 years, 20 years, 50 years. Plus, if one company does poorly, owning an index fund means the impact of that drop is minimized. According to the comptroller’s office, the Common Retirement Fund’s domestic equities are 88% passive, or held in these index funds, and 12% are considered “active” investments where money managers buy and sell individual stocks. That means those shareholdings aren’t typically influenced by the behavior of an individual stock, even when it comes to one that had such a meteoric rise like GameStop. – Nuha Dolby

A Q&A with the MTA’s new Chief Accessibility Officer

QUEMUEL ARROYO You’re coming on as the agency’s first chief accessibility officer. What does that mean for you? It is an absolute honor for me to have this role ... As a New Yorker with a disability, I know personally the trials and tribulations that so many New Yorkers face when trying to get around the city and really access all that the city has to offer. Particularly as a New Yorker who was not born with a disability – I’m able to see both sides of the narrative. The biggest shift that we’ve seen over the last five, maybe eight years, in government as it pertains to the Americans with Disabilities

Act, has been the understanding that the only way to change is by bringing on people with disabilities, bringing them to the table, and really having that voice be heard. Now you see that manifesting at the MTA where Pat (Foye) and the leadership have created an opportunity for someone to sit here on an executive level, and build on the hard work that has already been going on in New York City transit to understand disabilities and provide access for all New Yorkers. What does your own typical commute look like? I am an Access-A-Ride

user. Before the pandemic, I loved riding the bus, because on Sunday – I live in Harlem – it was the best way to see all these beautiful women decked out in their Sunday hats and gear. That was always fun. Unfortunately, that doesn’t happen now. But I live in Harlem, and I don’t have access to an accessible station near me, but I do enjoy the half-mile walk over to the 125th Street station where I can catch the A train. And that would normally be how I would get down here to the office (in Lower Manhattan). Unfortunately, the snow on the sidewalk, the snow that is prohibiting

a person in a wheelchair to cross the street and get to where they need to go, prevented me from doing that this morning. So I did rely on my paratransit services to get to the office today. What are the first steps that need to be taken to accelerate the building of elevators, escalators and other accessibility features at subway stations? I need to listen. I need to make my rounds with the agency chiefs and the heads of the organizations and departments, and understand what work has been done. Because

I know a lot of work has already been put into this, I need to understand where they’re at today. And where I see gaps, it’s on me to fill in those holes. And I’ll do that by creating relationships throughout the organization. This is the first time that the MTA has someone at the 1,000-foot level overseeing the entire organism. That view will allow me to see where the missed connections might exist, or what teams could leverage the work of another team to really create that congruence throughout the organization so that we have a shared accessibility agenda. – Annie McDonough

The political players who are saving their city. New York City is beset by grave threats. Deaths from COVID-19 have been rising for weeks. The pandemic has hobbled the local economy. And following months of political turmoil, it’s unclear whether the federal government will do enough to help the city recover. Yet there are signs that the city will bounce back – as it always does. Vaccination efforts are slowly picking up the pace. Although much more remains to be done, public officials and nonprofit and private-sector leaders have taken concrete steps to confront systemic racism in the wake of last year’s Black Lives Matter protests. And voters will soon have a chance to elect a new mayor – as well as a new comptroller, several new borough presidents and dozens of new City Council members – and a robust debate is underway about who is best positioned to lead the city into 2022. Of course, no one person singlehandedly determines the city’s trajectory. The New York City Power 100 highlights many of the standout politicians and political players who are stepping up to save their city.

U.S. Senate Majority Leader Chuck Schumer suddenly has a lot on his plate this year after the Georgia runoffs flipped control of the Senate to Democrats. He already scored $54 billion for the state in December’s COVID-19 relief package, including $4 billion for the MTA and $15 billion for theaters and music venues. State and local aid could arrive even sooner, and Schumer is already reminding Biden of his commitment to the Gateway Program.

Gov. Andrew Cuomo became a star thanks to his nationally televised coronavirus briefings. He took control of the state’s – and New York City’s – pandemic response, providing daily updates on positivity rates and hospital capacity that were hailed as a model for transparency. But while Cuomo received an Emmy and a book deal, his lack of transparency regarding nursing home deaths, and a growing number of state health officials heading for the exits, have undercut his reputation as an effective manager during the public health crisis.

Some people are eager to forget about the Trump era, but Attorney General Letitia James is engrossed in the president’s affairs as well as those of his family members. New York’s state’s top law enforcement officer launched probes into whether the Trump Organization inflated assets to get loans and tax benefits, interviewed Eric Trump in October, and expanded that inquiry to include tax write-offs on consulting fees that Ivanka Trump received. James also lent support to help the Biden administration begin undoing several Trump initiatives.

Hakeem Jeffries is viewed as a potential speaker-inwaiting once Nancy Pelosi retires, but his caucus lost several seats, leaving Democrats with a razorthin majority. The Brooklyn Congress member’s top priorities will be tamping down intraparty feuds between progressives and moderates while reining in the prosocialism rhetoric of members like Rep. Alexandria OcasioCortez. He’s already advising mayoral candidates and could play kingmaker in a chaotic primary.

8 Scott Stringer NEW YORK CITY COMPTROLLER

New York City Comptroller Scott Stringer has seemingly been running for mayor since 2013, but he risks being overshadowed by new rivals seeking the progressive mantle. Yet Stringer can tout endorsements from a multiracial coalition of young elected officials, Upper West Side stalwarts, and influential unions including the CWA. He’s hired Micah Lasher to run his campaign and Jefrey Pollock to run his polling and won’t be shy about criticizing Mayor Bill de Blasio.

Brooklyn Borough President Eric Adams started running for mayor early, and it seems to have paid off. A former police officer running to the right of term-limited Mayor Bill de Blasio, he’s courting blue-collar voters – and will be formidable if he can keep the gaffes to a minimum.

10 Richard Carranza NEW YORK CITY SCHOOLS CHANCELLOR

The second-hardest job in the city may well be schools chancellor. Richard Carranza had to make agonizing decisions on school closures and reopenings while implementing plans on the fly to teach students remotely. Principals and teachers revolted over slapdash school reopenings this fall, while parents assailed the abrupt closure of schools in November before the mayor eventually reopened elementary schools. Carranza is also in a contentious fight over the future of the city’s gifted and talented programs.

New York City’s public hospitals have been the front-line defenses against a COVID-19 pandemic that has sickened hundreds of thousands of New Yorkers. Dr. Mitchell Katz scrambled to build up a medical supply stockpile and was entrusted by the mayor to lead the city’s contact tracing program, despite a history of the health department handling such efforts. With COVID-19 rates rising again this fall and winter, public hospitals have canceled elective surgeries while vaccinating health care workers.

MTA Labor Coaltion Urges Support to Increase Penalites for Spitting on an MTA Employee January 29, 2021 Dear Senators and Assembly Members: We are writing to you about an unacceptable plague of abuse inflicted upon subway, bus, and commuter railroad workers. As union presidents, we represent the overwhelming majority of the 70,000 employees at the Metropolitan Transportation Authority in the NYC Transit, Metro-North Railroad and Long Island Rail Road divisions. Every year, hundreds of transit workers are spat upon. It’s one of the most vile and disgusting forms of abuse imaginable. It’s even more harrowing and traumatizing because of the pandemic and the risk of being infected with COVID-19. Amazingly, spitting is considered harassment under the law. It’s a violation like parking your car at an expired meter. The police can’t make an arrest unless they actually witness a spitting incident, which never happens. Our members were spat upon more than 200 times last year and the year before. Think about that. Roughly four times a week, someone walks up to a conductor or a bus operator or cleaner – and spits on them. Why? Because there are no real consequences or deterrent for this disgusting behavior. Current law does not give transit workers the respect and protection they need and deserve. You can change that. The Governor’s proposed budget includes a penal law amendment that would make spitting on a transit or commuter railroad worker aggravated harassment, a misdemeanor, potentially punishable by months in jail. We strongly support the amendment. On behalf of our hardworking members, we are asking you to sign onto this proposal and enact it. Johnson announced in September he was suffering from depression and wouldn’t seek the mayoralty, reconfiguring the calculus of the race. When thousands of New Yorkers marched following George Floyd’s death at the hands of police, the NYPD met protesters with brutal tactics including kettling. Dermot Shea, appointed commissioner in late 2019, denied using the practice and claimed protesters intended to burn property. But officers’ misconduct led activists to call for cuts to the NYPD budget (the Council shifted $1 billion) and a Department of Investigation report found cops “heightened tensions” and used excessive force.

19 Cyrus Vance Jr. Manhattan District Attorney Cyrus Vance is likely a lame duck and declined to prosecute Donald Trump’s children in 2012, but he may be the one person who can now hold the former president accountable for his actions. While an impeachment conviction seems unlikely in Washington, Vance’s office has been slowly gathering evidence in a criminal probe of Trump’s personal and corporate tax returns. Vance’s prosecutors let slip in court papers they were examining possible tax, bank, and insurance fraud charges – which are not subject to a presidential pardon.

New York City Public Advocate Jumaane Williams has long led the way on social justice, so it was no surprise to see him demanding better data on COVID-19 rates among Black and Latino people and calling for reusable personal protective equipment for health care workers. He used his bully pulpit to explain why George Floyd demonstrators were so fed up with police misconduct. Williams chided the mayor for not closing businesses fast enough, and he still made time to single out the city’s worst landlords.

Rep. Jerry Nadler has been grappling with one crisis after another. In 2019, he took up articles of impeachment against President Donald Trump and served as impeachment manager in the Senate, which voted to acquit. Then, after COVID-19 hit, Nadler sought to stem the spread in federal jails, obtain federal aid, and make it easier for households to apply for bankruptcy. With Democrats controlling Washington, the veteran Congress member is looking to turn the page on the Trump era.

Maloney later probed those election delays, hauling Postmaster General Louis DeJoy into an oversight hearing in September.

Rep. Nydia Velázquez worked feverishly on Capitol Hill to ensure that unemployed workers and small business owners whose livelihoods were devastated by the coronavirus pandemic received relief. The Brooklyn Congress member, who announced early on that she had likely contracted COVID-19, went back to work introducing a Puerto Rico self-determination bill, drawing attention to COVID-19 outbreaks in federal prisons, and tracking Paycheck Protection Program fraud to make sure large corporations aren’t scooping up aid meant for smaller ones.

New York City Mayor Bill de Blasio’s longest-serving top aide was promoted at the start of the pandemic to a new role as deputy mayor, which includes the proviso that she’s second in line of succession if the mayor can’t do his job. Emma Wolfe certainly knows the rigors of the office. She liaised with other governmental agencies, managed a diverse and sometimes divided staff, and plotted the mayor’s political strategies with less sleep than the mayor gets.

New York City First Deputy Mayor Dean Fuleihan helped guide the mayor while making several tough decisions during the coronavirus crisis. Fuleihan made a plan to close schools in March and shift the city’s 1.1 million students to a remote learning program. Then he made the case to borrow billions to close a $9 billion budget hole. By October the former budget chief canceled a $900 million retroactive payment to teachers to stave off municipal layoffs.

And these mayoral candidates definitely have the city’s attention.

O

NE MEASURE OF political power is how often your opinion is solicited on certain matters. And these days, nobody is getting asked more questions than the crop of candidates running for New York City mayor in 2021. “How will you reduce segregation in the city’s school system?” “Do you think the NYPD budget should be reduced?” “What’s your favorite movie set in New York City?” Once the calendar turned to the new year, the hopefuls started speaking at several online forums per week. By the end of January, that turned to two Zooms per day, and there’s no sign of slowing down. “Long time no see,” New York City Comptroller Scott Stringer said to his fellow candidates before a recent forum, a sarcastic twinkle in his eye. “I missed you guys.” “Has it been 24 hours?” Kathryn Garcia, another contender, joked. There are, at last count, 38 people who have signed up to run for mayor, but just 10 of them are viable enough to be considered on this list. Two of them, Stringer and Brooklyn Borough President Eric Adams, derive their political power from their lofty day jobs. The others have the power of potential. Much like the latest Silicon Valley stock, they may not have much to show right now, but their future growth could be enormous, and a lot of New Yorkers are eager to invest. Most of them have left their jobs to run for mayor full time, but each candidate is used to wielding some level of political power already. Shaun Donovan was the director of then-President Barack Obama’s Office of Management and Budget. Garcia was the city’s sanitation commissioner and became Mayor Bill de Blasio’s go-to crisis manager, whether the issue was public housing or food distribution. Ray McGuire was a Master of the Universe on Wall Street, working mergers and acquisitions at Citigroup by day and serving on nonprofit boards by night. New York City Council Member Carlos Menchaca blocked the Industry City rezoning. Dianne Morales ran her own nonprofit as the executive director and CEO of Phipps Neighborhoods,

an organization that fights poverty by providing educational, career-readiness and financial counseling programs. Loree Sutton was de Blasio’s first veterans affairs commissioner. Maya Wiley was de Blasio’s top lawyer and has spoken to massive audiences as an MSNBC legal analyst. And Andrew Yang raised millions of dollars while running for president and influenced the national conversation as a political upstart. Now, they’re all focused on the same goal: winning the June 22 Democratic primary. Of course, they’re already winning in certain ways. Thousands or even millions of dollars are pouring in from around the country to support them. They’re hiring staffers to help spread their message to primary voters. And yes, they’re being asked for their opinions, endlessly. This power is fleeting. Just ask City Council Speaker Corey Johnson or Bronx Borough President Ruben Diaz Jr., all but forgotten by the local press after they abandoned their respective mayoral runs – despite their powerful positions. Only one candidate will be picked once the votes are counted and the instant runoff has played out. Also-rans from the last open mayoral election in 2013, like Christine Quinn and Bill Thompson, ended up with plum jobs soon after, but they weren’t mayor of The Greatest City in the World. De Blasio earned that honor more than seven years ago, but lately, the title has seemed more like a burden. When the mayor was asked on a recent episode of WNYC’s “The Brian Lehrer Show” to give a word of advice to his successor, whoever that may be, he recommended that they take questions from their constituents. “You’ve got to constantly hear the voices of people,” he said, whether that’s from public radio callers or from town hall attendees. This way, he said, you get to “see how much people care.” It was funny advice to the crop of candidates. After all, taking questions from the people seems to be the only thing they’re doing right now, in forums and endorsement meetings and neighborhood walkthroughs. For now, they all get to act like the mayor. But after the election, only one of them will still have New Yorkers’ attention.

Much like the latest Silicon Valley stock, they may not have much to show right now, but their future growth could be enormous, and a lot of New Yorkers are eager to invest.

The mayor’s development agenda took a back seat to the urgent demands of the pandemic while a stark budget could limit revenue for his housing plan. Yet Deputy Mayor Vicki Been managed to finance 30,000 affordable homes, struck a deal to repair 1,700 public housing units, and put the Gowanus rezoning on track. But a wave of renter evictions, an unemployment rate around 11%, and hollowed out business districts pose ongoing challenges.

Melanie Hartzog changed posts from budget director to the deputy mayor overseeing public health matters in City Hall’s latest game of administrative musical chairs in October. As new hospitalizations topped 200 per day in December, Hartzog took the helm of a new COVID-19 Vaccine Command Center to ensure shots are distributed to health care and nursing home workers, and is leading a vaccination campaign to get the public on board.

Kyle Bragg spent much of the pandemic ensuring his building service workers, who can be essential lifelines to older residents, stay safe on the job, and that contracted airport workers continue working at JFK and LaGuardia despite travel slowdowns. Bragg is also looking to expand future opportunities for his members by negotiating with the developers of a $2 billion Flushing waterfront project and opposing a surcharge on second homes in the city.

The No. 1-ranked lobbyist has close ties throughout the de Blasio administration and the City Council (two alums work for Speaker Corey Johnson) and the deep knowledge of the city’s inner workings that only comes with years of government relations experience. She’ll have to work her magic again heading into 2022, developing relationships with scores of candidates running for local office and working with a new administration on behalf of her many clients.

The former community board district manager cited a desire to continue serving his South Bronx constituents, but he might also have a shot at being the next council speaker.

In response to the city’s abrupt pandemic downturn that led to the loss of a million jobs, Kathryn Wylde mobilized business leaders to meet the mayor in July and discuss solutions. But when she wasn’t satisfied with his response to those recommendations, Wylde solicited CEOs to write an open letter demanding he immediately address quality of life issues. With little sign of change, Wylde’s deep-pocketed members are seeking a bigger say in who becomes the next mayor.

The stimulus allowed Foye and Sarah Feinberg, who oversees New York City’s subways, to halt thousands of layoffs temporarily, postpone a fare hike, and avert drastic service cuts. The MTA also celebrated on New Year’s Eve with the unveiling of Moynihan Train Hall.

Michael McMahon’s position as a liberalminded prosecutor in a conservative borough means he sometimes upsets everyone. His release of the “autonomous zone” bar owner who hit a sheriff with his Jeep despite facing multiple felonies earned condemnation from the mayor, the governor and the Legal Aid Society. McMahon did disclose thousands of records of police misconduct, but essentially cleared an officer accused of planting marijuana in the cupholder of a driver despite footage of the incident.

New York City’s first lady, Chirlane McCray, has never approached her position as a ceremonial role, instead taking on high-profile projects and serving as a trusted confidante for her husband, Mayor Bill de Blasio. However, her ThriveNYC program mental health initiative has been a target for criticism, the Task Force on Racial Equity and Inclusion she co-chairs has yet to produce any results, and following her husband’s stumbles over the past year she opted against running for Brooklyn borough president.

They made a deal to stave off layoffs through June 2021, although concerns about early retirement packages loom.

The construction industry has been pummeled by the coronavirus pandemic, with new construction filings down 22% from last year amounting to a 10-year low with little hope for a quick rebound. Yet Gary LaBarbera has helped craft worker safety measures to keep projects moving, launched a new apprenticeship program, supported new projects like a natural gas power plant in Queens and the Crown Heights towers, and secured a long-sought state prevailing wage law that will go into effect next year.

Two years after helping flip the state Senate in 2018, Democratic campaign consultant Harry Giannoulis celebrated another successful election cycle. He had to wait a little longer this year, but when all the mail-in ballots were counted, Democrats held a veto-proof supermajority. Now the Parkside Group co-founder and his team will be tracking the state’s supposedly less partisan redistricting effort as well as scores of City Council, borough and citywide primary races.

The pandemic put a pause on the mayor’s neighborhood rezoning plan. But Marisa Lago led a September restart of the land use review process, reviving the administration’s proposal for the Gowanus rezoning. Other projects weren’t as lucky. The City Planning Commission approved the Industry City rezoning, but it failed after opposition in the City Council, while a vote for a Flushing waterfront district was delayed again. Daniel Nigro is the commissioner of the nation’s largest fire department. Under his watch, FDNY firefighters and emergency technicians have been on the front lines of the coronavirus pandemic, exposing themselves to the virus to help New Yorkers in need. In March, 170 FDNY members contracted the coronavirus, and by December 5,700 had been infected and 12 had died. Nigro’s challenge will be encouraging vaccinations after 55% of firefighters internally surveyed said they don’t plan to take the vaccine.

The head of New York City’s rankand-file police union spent the summer defending his officers after police violently confronted George Floyd demonstrators, while also opposing a push to make police disciplinary records public. Patrick Lynch then went on to endorse President Donald Trump and speak at the Republican National Convention, saying Democrats “froze in the face of riots.” While he said he has no regrets about the endorsement, some officers are questioning his decision after the siege at the Capitol.

If you want to set yourself up for mayor, you run for comptroller first.

L

ET’S BE HONEST – New York City comptroller

isn’t everybody’s first choice. After Michelle Caruso-Cabrera’s high-profile yet unsuccessful challenge to Rep. Alexandria Ocasio-Cortez in the 2020 Democratic congressional primary, her recent decision to run for comptroller looks like somebody seeking a consolation prize. Of course, she’s not alone. Zach Iscol was running for mayor for months before he decided to drop out and run for comptroller instead. But he’s just following the example of the current comptroller, Scott Stringer, who was well into a 2013 mayoral run before deciding he would run for comptroller instead. Now eight years later, Stringer is following the well-worn path of city comptrollers running for mayor. Of the past nine city comptrollers, only one of them (Elizabeth Holtzman, the lone woman to hold the office) did not subsequently run for mayor. But if you want to set yourself up to run for mayor, you’ve got to win this race first. And with less than five months to go until

the June Democratic primary, 10 candidates have filed paperwork to run. Six of them seem to be serious contenders at this point: state Sens. Brian Benjamin and Kevin Parker, City Council Member Brad Lander, Assembly Member David Weprin, Caruso-Cabrera, who was previously a financial journalist, and Iscol, a former Marine who founded a media company. Comptroller is, of course, a financial job. The office conducts audits of city agencies and is responsible for the city’s five public pension funds, with their nearly $240 billion in assets. But with a staff of about 800 people, it’s also a management job. The comptroller isn’t sitting at a desk with a calculator all day – they have people to do that for them. And of course, it’s a political job, up for election every four years and given the mandate as a fiscal watchdog to officially criticize the sitting mayor and all aspects of their sprawling government – a responsibility that Stringer in particular has cherished. It’s a truly powerful office. And There are arguably six serious comptroller candidates including Zach Iscol, left, and, from top to bottom right: state Sen. even running for it lends the contenders an air of serious credibility. The online forums for the candidates have so far lacked the occasional fun questions that the mayoral candidates get. Mayor is a serious job, but the winner will also have to hold groundhogs and eat hot dogs. The comptroller? They need to make sure the pension funds don’t crater. And stakeholders are vetting the candidates hard. But who is the best fit for this fiscal/management/ political job? The top six candidates all pitched themselves to the city’s chambers of commerce at a Feb. 2 forum hosted by the Five Borough Chamber Alliance. Benjamin, Lander, Parker and Weprin all hold office, but Weprin insisted he was “the only one that’s directly been involved in dealing with budget deficits,” since he chaired the New York City Council Finance Committee after the 2008 financial crisis. Lander said he understood city contracting, since he ran a nonprofit before being elected to the council. Iscol said he’d work well with the next mayor, since he had been running alongside all the other candidates until recently. Parker said he’s got the right experience, having worked for the state comptroller before entering politics. Benjamin talked about his experience serving on the board of Brown University, which recently divested from fossil fuels. And Caruso-Cabrera argued her experience as a financial journalist imparted her with the right historical context for the job. “I have spent my life covering financial crises,” she said. Will any of it matter? The candidates are running campaigns, not filling out an auditing exam. Stringer’s top qualification in 2013 may have been that he was not Eliot Spitzer, the disgraced former governor who thought the office would be a good spot to launch a political comeback. That race had only two candidates, but this year’s contest promises to be far more crowded. And why not? It’s a pretty good second choice.

Their suffering spurred Tony Utano to fight for trains and stations to be disinfected and safe, threaten a work slowdown if the MTA slashed jobs, and sue to block the MTA from closing station booths. He’s also pushing for transit workers to receive the next round of COVID-19 vaccine doses.

The New York Immigration Coalition embraces life after Trump. BY JEFF COLTIN

EDNESDAY, JAN. 20, the last day of Donald Trump’s presidency, was the end of an era for the New York Immigration Coalition. “Trump started his administration back four years ago by attacking the immigrant communities, and specifically launching the Muslim ban,” New York Immigration Coalition interim co-Executive Director Murad Awawdeh told City & State, referring to the January 2017 executive order suspending travel visas from seven majority-Muslim countries. And from there, it was four years of “nonstop attacks,” Awawdeh said. “We’ve been in kind of this very aggressive defense mode since Trump came into office. We fought back. We won some and we lost some against his administration.” Trump’s presidency was defined in large part by his animosity toward certain immigrants. Incidents and policies can be recalled with a cruel shorthand. “Build the wall.” “Kids in cages.” “Public charge.” “Shithole countries.” The New York Immigration Coalition, the state’s umbrella organization representing more than 200 immigrants’ rights groups, responded to each crisis as it came. And as immigrants’ rights were thrust into the public eye, the organization grew. In the year before Trump took office, the nonprofit brought in $4.2 million. Four years later, its revenue had more than doubled, to $8.9 million. So what is the New York Immigration Coalition supposed to do now that President Joe Biden has taken office with the promise of a much more conciliatory tone toward immigrants’ rights advocates and their issues? Release some tension, first of all. “Today, America’s immigrants breathe a sigh of relief,” Awawdeh and interim co-Executive Director Rovika Rajkishun wrote in an Inauguration Day letter. But then, after four years of defense, it’s time to start playing

offense. The organization can now advocate for structural and systemic changes to the immigration system and a path to citizenship for the state’s undocumented immigrants in front of a Democratic-controlled White House, Senate and House of Representatives. Maybe they will be able to craft a bill that advocates would actually like. But like cigarette smoke that’s stained the walls, the memory of Trump is lasting. “We’re still facing the anxiety of a Trump administration,” Awawdeh said. And that will last until Biden and Congress pass laws regarding immigration, rather than relying on executive orders. “We can’t settle on temporary solutions,” he said. “We’ve fought like hell over the past four years and we’re going to fight harder in the next four to get our communities the protections that they need through legislation.” Awawdeh was born and raised in Brooklyn, but his parents and older siblings are Palestinian immigrants. He had been with the organization for seven years before being named interim co-executive director in August. Awawdeh, who previously worked on advocacy and strategy, leads the organization with Rajkishun, an immigrant from Guyana, who had previously worked in fundraising and communications. While national politics often grabs most of the headlines, the New York Immigration Coalition also has a local legislative agenda, including turning a state language access executive order into law and funding immigrant legal services. And now that Trump is out, the coalition may have some time to focus on pushing long-delayed priorities, like allowing noncitizen residents to vote in New York City elections, past the finish line. “This has been a long time coming,” Awawdeh said. “We do see it as the next big fight that we have in the city right now.”

The outdated law prohibited “loitering for the purpose of prostitution,” but advocates said the provision was frequently used to target trans women of color for the crime of *checks notes* existing in public. The bill championed by Assembly Member Amy Paulin and state Sen. Brad Hoylman was a victory for LGBTQ equality, pure and simple.

There’s been debate over whether it’s fair for the New York City Department of Sanitation to describe itself as a paramilitary organization. Sure, they’re highly structured, and their top leaders wear little gold stars on their collars, but the trash collectors aren’t planning to overthrow the government … yet.
