COMPETITION FROM RIDE-HAILING COMPANIES like Uber and Lyft has been brutal for taxicab drivers, both yellow and green. Just last week came news that the first green cab driver was turning in her keys. “I’m almost 51 years old, and I have some hope of maybe doing something else with my life,” a fed-up Nancy Reynoso told The City. One option that may be worth considering for keeping other drivers from giving up, and which could possibly revitalize the cab industry, would be to go green in another sense: electric vehicles. While an expensive option – the average price for electric vehicles is more than $55,000 – the investment wouldn’t be as risky as when drivers bought previously higher priced medallions that plummeted in value after Uber and Lyft began to take over the roads. Drivers need to be assured they’ll get a return on their investment if they buy or lease an electric vehicle. A yellow Tesla taxi I noticed parked off Columbus Circle in December stopped passersby in their tracks. Some, including myself, even snapped some pictures. The driver behind the wheel was all smiles. It was a sign that taking cabs to the next level, without gasoline and a bit of style, could put the industry back on the road to recovery.

THE GOP GOES TO LONG ISLAND Returning to the site of sweeping electoral victories in 2021, the state Republican Party held its nominating convention on Long Island to decide who would get its official backing in the June primary. The designation
for governor was the main event of the two-day affair, although the result came as no surprise. Rep. Lee Zeldin won with overwhelming support from the assembled state committee members, leaving fellow competitors Harry Wilson, Rob Astorino and Andrew Giuliani to

THE RACE TO DIVEST
Both New York City and state entities have begun to divest from Russian businesses and otherwise target Russian oligarchs in the state as Russia continues to attack Ukraine. Gov. Kathy Hochul said the state would review its dealings and stop any with organizations that have Russian ties. State Comptroller Tom DiNapoli will review divesting the state pension fund from Russian businesses, and several New York City municipal worker pension funds already started that process. The New York City Police Department pension fund plans to divest $42 million in Russian investments, while the New York City Employees’ Retirement System will get rid of about $31 million in Russian assets.

drawn congressional and state legislative districts conceived by Democrats. In an early win for Democrats, a state judge ruled that he won’t delay the upcoming elections as the case plays out and will allow petitioning – which began March 1 – to continue uninterrupted. But Republicans had their own small victories in the first court appearance as well, with the judge agreeing to an expedited discovery process and directing Democratic officials to comply with the GOP’s investigation into whether lawmakers drew the lines constitutionally.
MASKS COME OFF IN SCHOOLS
Across the state, kids were taking off their masks when attending class. Hochul announced that she would lift the statewide

mask mandate for schools starting on March 2 as kids returned from winter break. The decision came in the wake of new guidance from the Centers for Disease Control and Prevention that said areas with low enough transmission rates for COVID-19 no longer needed to have indoor mask mandates, including in classrooms. Hochul left the door open for counties and cities to make their own decisions on masking practices. In New York City, Mayor Eric Adams made a similar move shortly after the governor, announcing that masks in public schools could come off on March 7 so long as reported positive cases remained low. However, children under 5 will remain masked even as the rest of the public school population won’t have to wear them.

State Senate passes sexual harassment protections In New York, a staff member of an elected official could be the target of sexual harassment and face difficulty suing their employer due to a legal loophole. They have a three-year window to take legal action. They might fear for their job prospects, fear retaliation or they might fear a fine if they speak up about the harassment. Those barriers began to lift last week. A collection of bills aimed at strengthening protections against sexual harassment passed the state Senate, marking a victory after years of advocacy to change the workplace culture in Albany and around the state. The Sexual Harassment Working Group, founded by former legislative staffers in 2018 to combat abuse in Albany, was a major advocate for the legislation. “Closing the ‘license to harass’ loophole is quietly momentous. … It’s hard to understate just how important and necessary this is,” said Erica Vladimer, a co-founder of the Sexual Harassment Working Group. That bill, sponsored by state Sen. Andrew Gounardes and Assembly Member Yuh-Line Niou, has passed both chambers of the state Legislature. It would close the loophole by stipulating that the state, town or city represented qualifies as the employer of elected officials and their staffs, meaning those entities can be held liable for ha-

rassment. Previously, municipalities had occasionally argued that they were not technically employers of public officials, allowing them to avoid accountability. When staff of former Assembly Member Vito Lopez accused him of sexual harassment and sued the Assembly, for example, a judge dismissed their claim, saying the state was not technically Lopez’s employer. The other bills the state Senate passed included ones that targeted fines against victims for breaking a nondisclosure agreement, created a free hotline for victims of sexual harassment, ensured that victims’ future job opportunities were not impacted when they report harassment and protected victims from workplace retaliation in the form of releasing personnel records. Another bill extended the statute of limitations to report harassment to six years. “Three years is simply not enough time for an employee to share their story … when they feel ready to,” Gounardes said on the Senate floor when discussing the bill to extend the statute of limitations for reporting abuse. This must be a very emotional time for you. How are you feeling personally? I’m feeling extremely sad, frustrated and angry. I’m trying to do the best that I can from where I’m sitting right now. I think (Russian President Vladimir) Putin has gone completely off the wall. He was always a tyrant, but I think he’s absolutely insane at this point. He’s trying to bring back the Soviet Union. I’m afraid that if he takes over the entire Ukraine, he is going to go further, starting with the Baltic countries. He believes those places are an extension of Russia. He wants to unite them and install a puppet government in these places. The Ukrainian people do not want to live in the Soviet Union again. They want freedom. They want to have Western values. What are some of the specific efforts that you’re involved in now?
I just had a call with Rep. (Nicole) Malliotakis to discuss what we can do to give people clarity about their refugee status if they’re located in Ukraine and what they need to do to get out. These matters will have to be taken up by Congress members and their federal partners. All we can do is guide concerned family members of Ukrainians to let them know which Congress persons to reach out to. In terms of humanitarian aid, we’ve been getting a lot of calls from people who want to donate supplies and money. I know from speaking to people on the ground who have set up some refugee camps that the main issue they’re having right now is supplies. There are supplies that are located on certain borders, like in Poland, but they’re having a hard time releasing them. I’m organizing a drive through the Jewish emergency medical services nonprofit Hatzalah for supplies that will

be flown to Ukraine and other refugees around the world. I’m recommending people donate to vetted organizations that I listed in a recent tweet. What are you hearing from friends and others in Ukraine who are there right now? How are they coping? So the majority of the people that I’m connected with in Ukraine are in western Ukraine. They’re in my hometown of Chernivtsi, which is not being bombed right now and is essentially being used as a big refugee camp. A lot of people from Kyiv and the territories that are being bombed are escaping into those towns. I spoke to a former classmate who is there, a member of the government in Chernivtsi, and one of the chief rabbis of Ukraine who has been transporting people out of danger zones. Tell me about growing up in Ukraine, prior to emigrating here in 1996 when you were 12 years old. We came as refugees. First my aunts came, then my grandmother came, and then my parents and siblings and I came with the rest of the family years later. We came here for freedom, for a better life, for the American dream. This is a place we escaped to. I was born into the Soviet Union, and there was a lot of antisemitism at that time. I grew up under communist rule. It was very hard to get food. You had to stand in lines to buy a loaf of bread or a bottle of milk. There was nothing on the shelves. There was no free speech. Any media we had was state sponsored. So it was, you know, difficult times during the Soviet Union. What are your memories of 2014 when Russia seized the Crimean Peninsula from Ukraine? It was an absolutely awful, awful time, and there was a lot of Russian propaganda going around that we are seeing come up again now. How have you seen Russian propaganda play a role in the current crisis? There has been Russian statesponsored TV right here in New York City. They are trying to convince

Ukrainians that America is using Ukraine to start a war with Russia and that Ukraine becoming a part of NATO would create more legitimate security concerns. There was a kindergarten bombed in Ukraine, and the Russian news channels are saying that the kindergarten was bombed by Ukrainians. The Russians are killing civilians, and then blaming it on Ukraine to get the people of Ukraine mad at Ukraine. I think it’s a very small minority of people compared to those who are supporting Ukraine, but I do see people sharing the propaganda on social media, and this is what my friends in Ukraine are saying as well. I’ve actually been contacted by some people who are angry about the beliefs I’ve been expressing condemning the violence being carried out by Russia. Putin claimed that this military effort was part of a “denazification” of Ukraine, a statement that drew widespread backlash. What was your reaction to that? Calling the president of Ukraine, Volodymyr Zelenskyy, a “Nazi” is absolutely preposterous. Members of his family died in the Holocaust. He’s by no means a Nazi. Putin is trying to brainwash the people of Ukraine and Russia. There has been a lot of discussion in recent days about Republican Party politics regarding Russia, namely that former President Donald Trump – who you are aligned with and who still holds a lot of sway in the GOP – has praised Putin. What was your reaction to Trump calling Putin a “genius” following his declaration of the two Ukrainian territories’ independence? I think the media is misinterpreting what Trump is saying. I don’t think that calling Putin a genius is showing him support or saying that he’s a good guy. I think that calling him a genius is saying he’s got a strategy. He’s got a smart plan. Knowing Trump and the way he does some of his messaging, which I think people tend to misinterpret, and you know, understandably so, I think that’s not what he means to say.

But this isn’t something new. He has praised Putin for years. I think that people need to get over it. I think Trump is not the president anymore. We have a different president. His name is President Biden. And I think we need to focus on what he’s doing and what he’s not doing, not what President Trump is tweeting or saying.

How do you feel about the Biden administration’s dealings with Russia? I think that we have a president who’s asleep. I think that if we had stronger leadership that we would not be in this situation to begin with. Obviously, I don’t have a crystal ball. This is just my opinion. But I think that if President Biden did what members of Congress encouraged him to do a month ago, he would have implemented sanctions then and had President Putin see him as the leader of the free world like he should, I don’t think Putin would have started this war to begin with. But I think because he sees President Biden as so weak, he felt emboldened to start this attack. And if you look at the disastrous pullout we had from the Afghanistan war, you could understand why Putin was so emboldened.

Will Russia sic its hackers on New York? State and local leaders are bolstering cybersecurity defenses at key agencies against potential threats. By Annie McDonough

EORGE LATIMER IS pretty sure that Westchester County’s critical infrastructure isn’t at the top of the Kremlin’s list of targets for cyberwarfare. But as cybersecurity experts and federal leaders warned of an increased threat of cyberattacks on Western targets – including local governments – following Russian President Vladimir Putin’s invasion of Ukraine, the Westchester County executive isn’t taking any chances. “The Ukrainian situation has, I think, raised the stakes in people’s minds,” Latimer told City & State. “Do I think they’re going to pick Westchester County out of the crowd? I don’t know. But you can’t assume anything. I think we’re heading into a period of time of greater jeopardy, greater vigilance.” Following Russia’s provocations and now invasion of Ukraine, local and state officials have talked about bolstering the defenses of critical infrastructure and other high-interest targets, including transportation networks, power grids and financial institutions. “Pretty much anything that they can do that will cause disruption and perhaps damage,” said Justin Cappos, a professor in the computer science and engineering department at New York University, when asked what kinds of systems attackers would want to target. “Imagine dropping a bomb on something as part of a war, the kinds of things you’d want to target for that – water treatment facilities and power dams and other systems like that.” The U.S. Cybersecurity and Infrastructure Security Agency issued guidance im-

ploring public and private institutions to be on high alert. “While there are no specific or credible cyber threats to the U.S. homeland at this time, Russia’s unprovoked attack on Ukraine, which has involved cyber-attacks on Ukrainian government and critical infrastructure organizations, may impact organizations both within and beyond the region, particularly in the wake of sanctions imposed by the United States and our Allies,” according to the agency’s website. “Every organization – large and small – must be prepared to respond to disruptive cyber activity.” On Feb. 22, Gov. Kathy Hochul, New York City Mayor Eric Adams and several other local mayors announced a new joint cybersecurity command center that will pool resources and coordinate responses to threats between the state and local governments. A day later, Latimer held a press conference announcing a new cybersecurity task force

that will facilitate civilian and private sector involvement with the county’s cyberdefense efforts. Both initiatives were in the works before Russia’s invasion of Ukraine, but dedicating more money and attention to cybersecurity was something experts have told governments they can never do enough of, even outside of the threat of a revived Cold War. And both initiatives build on existing cybersecurity defenses. But like Latimer, Hochul pointed to the state’s new joint defense center as particularly timely given the heightened cyberthreat landscape. “Given the increasingly volatile geopolitical circumstances with Russia and Ukraine … we can no longer act independently,” Hochul said on Feb. 22. The governor outlined the vast landscape of targets that foreign actors seeking both money and political disruption would want to target, including the New York Power Au-

thority, the Metropolitan Transportation Authority and the Port Authority of New York and New Jersey. “You think about all your transactions. You know, how you access money, how you pay your bills, how you make purchases and medical records,” she said. “They’re all vulnerable to cyberattacks if we don’t take precautionary measures.” Those targets were already vulnerable to cyberattacks, and some have already been victims. From major pipelines to local schools, bad actors can profit from all sorts of organizations by holding their data ransom or disrupting their operations. The MTA’s computer systems were breached last year by a group thought to have links to the Chinese government; The New York Times reported at the time that no employee or customer information was compromised and vital operations weren’t disrupted. And on Feb. 25, New York’s public eth-

ics agency – the state Joint Commission on Public Ethics – reported a cyberattack that it dubbed “malicious” and forced the agency’s disclosure filing systems to be taken offline as a precaution. “We do not have any information at this time about who may have been behind the cyberattack, and although we do not know yet if there was an actual breach of user or other agency information, we will be working with law enforcement, including the New York State Police and the Office of the Attorney General, as well as the Department of State’s Consumer Protection Division, to further investigate this incident and meet all legal obligations triggered when a system breach occurs,” the agency said in a statement. New York City is on alert too. “Russia’s invasion of Ukraine raises the threat of cyberattacks on New York City, our country’s most-populated city and capital of finance, media, and culture,” Robin Levine, a spokesperson for the city Office of Technology and Innovation, said in an emailed statement. “We are closely monitoring developing events in Ukraine and working closely with public and private partners to identify and mitigate any cyber threats to our city’s critical infrastructure and essential services.” Along with unveiling the state’s new Joint Security Operations Center, Hochul announced funding to help the state and local governments prevent and respond to attacks, including any carried out by Russia or other foreign actors. The state will invest $62 million in cybersecurity, hiring 70 new cybersecurity professionals, along with a plan to put together another $30 million to help local governments invest in cybersecurity, she said. “The best time to have done this would have been about five years ago,” Cappos said of the state’s new operations center and investments, noting that a plan to hire new cybersecurity staffers won’t necessarily prevent an attack from striking tomorrow. “But in some sense, it’s better late than never.” As mounting tensions between Russia and Ukraine came to a head, Russia continued to wage its yearslong cyberoffensive against Ukraine. In addition to misinformation campaigns, Ukraine’s government and
financial institutions have been targeted with denial-of-service attacks and data-destroying “wiper” attacks. The immediate damage of those attacks was in Ukraine, but attacks linked to Russia have targeted the United States before. The SolarWinds and Colonial Pipeline cyberattacks were two of the more prominent ones in recent history. And the devastating 2017 attack known as NotPetya targeted Ukraine computer systems but caused spillover financial damage in the United States and elsewhere; the United States later attributed that attack to the Russian government. Some cybersecurity experts warned that the United States and Ukraine’s other allies should be on the lookout for new offensives if the Kremlin lashes out in response to sanctions the West placed on Russia. James Lewis, a former diplomat and now director of the Strategic Technologies Program at the Center for Strategic and International Studies, said attacks originating from Russia have typically been carried out not directly by the Russian government but by hackers working with the government’s tacit approval. “It’s independent actors, but it’s independent actors who are operating with the blessing of the Kremlin,” Lewis said. For these cybercriminals, the main motive for launching these kinds of attacks has been money, Lewis said. Last year, the federal government reported an increase of so-
phisticated ransomware attacks against a range of critical infrastructure sectors. But cyberattacks can also cause political and economic disruption that the Russian government has a shared interest in seeing. “If the sanctions start to hurt Putin, he’ll be tempted to do that,” Lewis said, when asked whether we might see the Kremlin more directly carry out cyberattacks on U.S. critical infrastructure and other targets, or direct independent actors to do so. Three of the state authorities that Hochul mentioned as potential targets – the MTA, the New York Power Authority and the Port Authority – either did not respond to emails from City & State or declined to comment when asked about what would make them vulnerable to Russian attacks. Neither public nor private institutions have much to gain from sharing details about their own vulnerabilities when it comes to cybercrime. But what makes those assets attractive targets is clear. “They’re trying to target and hack things that will cause the maximum amount of disruption,” Cappos said of Russian hackers. Latimer, the Westchester County executive, said the risk of damage still exists at the local level. “Every government has certain assets that provide essential services, and if those essential services go down, it creates a major problem. The county runs an airport. The county runs a sewage treatment system. We’re not the only one that does,” Latimer said. “If a bad actor can figure out how to shut down one of those services or get into our financial system, they can cause tremendous havoc.” Governments, private companies and other organizations wanting to bolster their defenses in the wake of warnings about increased threats can look to the federal government’s guidance, which included confirming incident response protocols, ensuring the use of tools like multifactor authentication and keeping software up to date.

Lifting the lamp New York is home to the largest Ukrainian population in the U.S., and the state is now preparing for the arrival of Ukrainians fleeing war. By Sara Dorn

MID THE RUSSIAN invasion of Ukraine, hundreds of thousands of people have fled in a matter of days for nearby European countries, and they’re expected to fan out around the globe if the crisis is not resolved. Ukrainian citizens who were in the U.S. temporarily on special visas when the invasion began on Feb. 24 are seeking an extension of their statuses to stay here longer. It will likely be weeks, or even months, before Ukrainian refugees seek shelter in the U.S., experts said, but already local and state government leaders, along with a coalition of refugee aid organizations, are preparing for their arrival in New York. “Just as the Statue of Liberty stands tall in our harbor, New York stands ready to welcome Ukrainian refugees,” Gov. Kathy Hochul said on Feb. 24. “We remain engaged with the Biden administration and we will be prepared to accept and support those who seek shelter in our state.”
New York City Mayor Eric Adams also called on the Biden administration to “use every tool at their disposal” to protect Ukrainians who are currently in the U.S., including DACA recipients and students, and aid Ukrainians abroad who seek refuge here. New York City is home to the largest Ukrainian community in the U.S., with more than 150,000 Ukrainians living here. Ukrainian American community organizations, including nonprofit and religious leaders, have been fielding panicked calls from Ukrainians in the U.S. in recent days who are seeking information about how they can get their family members overseas safely to New York. “As soon as the bombs started happening, we went right into our pre-planning notes about what to do during this time, and that was to immediately call for some kind of Temporary Protection Status for people who are here in this country,” Andrij Dobriansky, spokesperson for the Ukrainian Congress Committee of

New York City Council Member Inna Vernikov, who emigrated from Ukraine to the U.S. in 1996 at the age of 12, has also been working as an informational liaison for Ukrainians in New York who are concerned about their relatives overseas. She has been coordinating with refugee camps in Moldova and Chernivtsi, Ukraine, her hometown near the Romanian border, which she said has been spared of attacks. Refugee coordinators are “working 24/7, very hard to resettle (people), to get them food, shelter and medicine, or to get people to hospitals who need medical care,” she said. Historically, New York takes in more refugees than most other states. As of March 2, 2,297 of the 76,000 Afghan refugees evacuated to the U.S. since troops withdrew in August have resettled in New York, according to the state Office of Temporary and Disability Assistance, which houses the New York State Enhanced Services to Refugees Program. The program was created in 2017 as a
stopgap to federal funding cuts for refugee services made by then-President Donald Trump’s administration. The agency coordinates with refugee assistance organizations that provide entrants with social services upon their arrival, including the International Institute of Buffalo. The institute coordinates resettlements with the U.S. State Department and connects refugees with services, such as English language learning and job placement as well as helping families navigate the school system and find housing. “From a humanitarian perspective, I am very hopeful we won’t have a Ukrainian refugee population coming to the United States ... you want to hope a refugee population can return home. That’s always the ultimate hope,” Jenny Rizzo-Choi, interim executive director of the International Institute of Buffalo, told City & State, adding that she does not expect to see Ukrainian refugees in Buffalo “immediately” because evacuation efforts require extensive coordination with the

United Nations. “Camps have to be set up for processing people. It usually takes one or two years for a population that has left its homeland to be processed and screened and ready for resettlement.” Afghan refugees were evacuated and resettled much quicker in the U.S. due to the abruptness of the U.S. military exit and the unique responsibility the U.S. had to protect Afghan asylum-seekers who had been aiding U.S. military efforts for years and came under immediate threat from the Taliban when troops left. Many Afghans who came to the U.S. as part of Operation Allies Welcome are under temporary “parole” status that allows noncitizens under threat to come here immediately. Concerns have been raised that the U.S. is not approving enough applications for Afghan asylum-seekers. Among those whose applications have been approved, some have received employment authorization documents from the U.S. government that contain errors, delaying their delivery. Hochul’s hometown of Buffalo, and other municipalities upstate, are a hub for refugee communities in New York, with significant populations of Congolese and Syrian refugees, in addition to Afghan refugees. Buffalo has taken in 497 Afghan refugees, second to Syracuse, where 522 Afghan refugees have resettled, officials said. Anticipating the influx of Afghan refugees last year, Hochul increased the state’s refugee services budget from $3 million to $5 million in December. But funding was cut back to $2 million in this year’s proposed 2022-2023 budget, introduced by Hochul in January, and lawmakers and advocates who were pushing for an increase to the refugee funding before the Russian invasion said the war gave new significance to their request. Assembly Member Jonathan Rivera was one of dozens of lawmakers who wrote to state Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie on Feb. 17, urging an additional $4 million for refugee services. He said the war in Ukraine was “a moment to truly see in real time, on a planetwide stage, that there are people desperately in need. And what we can do in New York state to help them is this,” Rivera told City & State. A spokesperson for Hochul said this year marked the first time the governor’s executive budget had included funding for the “enhanced services to refugees program,” adding that the Legislature “has the ability to add spending to the budget for this purpose, as they did in FY 2022, and we look forward to a discussion about this and other priorities in the days ahead,” Hochul spokesperson Avi Small said in a statement to City & State.

TATE OFFICIALS HAVE a new target for sanctions following Russia’s invasion of Ukraine. Gov. Kathy Hochul has pushed state agencies to curb their business with Russian entities and other elected officials said they wanted to divest state pension money from the country. The state Department of Financial Services has reminded Wall Street about how best to follow the sanctions. Pricey Manhattan apartments have become the latest front in a worldwide effort to isolate Russian President Vladimir Putin and the oligarchs who help keep him in power as he continues his attacks on Ukraine. The invasion has inspired a wave of solidarity from New Yorkers to aid Ukraine. Many of the moves have been symbolic in nature, like lighting the Empire State Building in the colors of the Ukrainian flag. Other actions were more concrete, such as adding to the growing financial pressure on the Kremlin. New York oversees banks tasked with implementing sanctions and state divestments that could deprive the country of tens of millions of dollars as its economy flounders. New legislation backed by Albany lawmakers took aim at the luxury Manhattan apartments used by Russian elites to stash their money. “We will drive down their economy,” Hochul said about Russia on March 2 at St. George Ukrainian Catholic Church in Manhattan. “And that is how we’ll bring them to their knees.” Hochul and other officials said New York must act even though the U.S. is not at war with Russia, and since foreign policy is typically above their pay grade. “New York is home to the largest population of Ukrainians in the United States – they are our family and an attack on them is an attack on us all,” Hochul said in a Feb. 27 press release that highlighted measures to cut state ties to Russian businesses. “We will make our statements and values known and show solidarity with Ukraine as we rebuke this assault on democracy.” The similar sizes of the New York and Russian economies suggest the Empire State could inflict some substantial financial blows to Moscow. Some of the anger among New Yorkers followed years of reports about how Russian oligarchs spent hundreds of millions of dollars on luxury apartments in Manhattan. “These oligarchs have found safe haven here to essentially launder money that they

stole from the Russian people,” Manhattan Borough President Mark Levine, who called on the federal government to seize such properties, told City & State. Three properties bought by Russian billionaire Roman Abramovich for more than $90 million were a few examples highlighted by the New York Post’s reporting, in addition to other Manhattan properties bought by people close to Putin. Abramovich gained massive wealth, like other prominent oligarchs, by buying state assets after the fall of the Soviet Union, which resulted in the independence of Ukraine in 1991. There are a few barriers to seizing oligarchs’ stateside assets despite what might be publicly known about their closeness to Putin. Owning luxury properties is not
against the law, though buying them with laundered money is illegal and could result in forfeiture. Some oligarchs like Abramovich are not the direct target of sanctions. The people on the sanction list often hide their ownership of properties through a variety of legal maneuvers, including getting a family member or a limited liability company to buy an asset on their behalf. Then there is the sheer scope of the problem. “It’s not solely related to the U.S. and in Manhattan,” Justine Walker, head of global sanctions and risk at the Association of Certified Anti-Money Laundering Specialists, said in an interview. “It is an issue everywhere globally.” However, with Wall Street, New York has enormous authority to make sure banks

keep an eye out for suspicious activity that would indicate money laundering or efforts to evade sanctions by oligarchs, businesses, the Russian government or its allies. “I would say as the premier state financial regulators, (the Department of Financial Services) has a leadership role to play,” former Superintendent Linda Lacewell told City & State. Her recently confirmed successor, Adrienne Harris, issued guidance on Feb. 25 that highlighted how regulated entities need to update their screening processes for illegal activity. More vigilance was also needed on the cybersecurity and cryptocurrency fronts as well, she added, given how they might be used to undermine countries friendly to Ukraine. Any future legal action by the depart-
ment against the Russian war effort would add to the recent history of the state going after international bad actors. Deutsche Bank was fined $425 million in 2017 by the department for its role in helping launder $10 billion out of Russia. In another case in 2018, the French investment bank Société Générale SA was fined $420 million. The U.S. Department of Justice, the Federal Reserve Board, the Treasury Department’s Office of Foreign Assets Control and the Manhattan district attorney’s
office worked together to crack down on illegal transactions to Iran, Sudan, Cuba and Libya from 2003 to 2013. “I don’t see it as stepping on toes at all,” Maria Vullo, who was the superintendent of the department at the time, told City & State about the role of state agencies versus the federal government in fighting money laundering and enforcing sanctions. “That overlap is for the protection of our national security.” State lawmakers have mobilized in the expanding efforts to flush out any oligarch

wealth hidden in Manhattan. “Money laundering, tax avoidance, evasion of sanctions and systemic code violations have been protected for too long in New York by the veil of (limited liability companies’) anonymity,” Assembly Member Emily Gallagher of Brooklyn said in a Feb. 28 press release. Legislation introduced by Gallagher and state Sen. Brad Hoylman of Manhattan would broaden the reporting requirements of who owns real estate and place that information in a public database. More transparency could in turn help banks, experts said. “The whole point is that these financial institutions understand who they are dealing with,” Robert Rhatigan, a Washington, D.C.-based attorney specializing in regulatory issues. “You can’t assess whether or not someone’s
engaged in money laundering if you don’t understand who they are.” An earlier volley came from a Hudson Valley legislator inspired by the 1980s divestment movement against apartheid South Africa. “The international condemnation that came with severe economic consequences was effective, ultimately, in helping bring about change,” state Sen. Elijah Reichlin-Melnick of Rockland County told City & State. “I’ve got a lot of constituents whose families came over in the wake of the Holocaust from the Ukraine, and obviously people are concerned. This is what they left to avoid.” His legislation would require state Comptroller Thomas DiNapoli to create a list of people and businesses who would be barred from contracting with the Empire State because of their
Moscow ties. The comptroller would also have to pull investments in Russia from its nearly $300 billion pension fund. DiNapoli announced on March 1 that his office would cease making new investments in the country while evaluating its current portfolio. His office held an estimated $110.8 million in “direct holdings and commingled funds in Russian companies,” according to a press release. “While American sanctions already prohibit investments in many Russian companies, I believe it is prudent to freeze purchases in all Russian companies due to the situation’s unpredictability and the likelihood that conditions will deteriorate,” DiNapoli said in the press release. The move came two days after Hochul issued a sweeping executive order that required state agencies

“to the extent practicable” to terminate any investments or business with “any institution or company that is determined to be a Russian or supporting entity.” State officials said they were keeping their efforts in perspective considering the battlefield realities between Ukraine and its powerful neighbor. “Nobody thinks that sanctioning Russia will cause them to turn their tanks around and go back to the border,” Reichlin-Melnick said. “The question is what kind of longterm price do they pay for this intervention?” He and other state legislators still have to get their bills through the state Senate and Assembly. Divestment initiatives announced by Hochul and DiNapoli will also presumably take weeks to implement, though spokespeople for the two officials could not confirm an exact timeline before publication. Still, the loss of more than $100 million from New York state or pricey pieds-à-terre in New York City added to the reasons for the Kremlin to abandon its deadly attack on Ukraine sooner rather than later. Events are moving fast on the battlefield while the U.S. and other countries continue taking actions against Russia that fall short of joining the actual war. Such mea-
sures accompanied other forms of solidarity offered in the most New York of ways. LBGTQ people and others demonstrated their support for Ukraine at a rally outside the Stonewall Inn, where the modern gay rights movement began. Hochul had the Empire State Building and other landmarks lit up in the Ukrainian national colors of blue and gold. At least one Manhattan baker even changed the colors of black and white cookies to blue and gold as part of the Empire State’s support for the Ukrainian war effort. While some people and groups on the political right – former President Donald Trump most notably – have expressed sympathy for the Russian version of events since the invasion began, more New Yorkers have crossed ideological lines to declare their support for Albany Democrats’ efforts to deploy the financial, regulatory and legislative might of the Empire State against Russia. “These are unprecedented times,” Assembly Minority Leader William Barclay, a Republican, said in a text message about Hochul’s executive order. “I’m supportive of this and anything else as a way of pushing back on Russian aggression.” – with reporting by Sara Dorn

STATE ATTORNEY GENERAL State Attorney General Letitia James’ civil investigation into former President Donald Trump’s family business heated up at the start of the year, as her office has sought to question him and his children as his legal team filed its own lawsuit to stop the probe. The Trump case is just one of many for James – she also commissioned the report substantiating multiple accusations of sexual harassment leveled against former Gov. Andrew Cuomo and taken opioid manufacturers to task over the opioid epidemic.
2 CHIEF JUDGE State Court of Appeals Janet DiFiore helms New York’s highest court and manages the state’s vast court system. That position has come with many challenges throughout the COVID-19 pandemic, including overseeing the transition from in-person to virtual proceedings. DiFiore has also led new efforts to reimagine the court system, tapping numerous legal experts to find solutions to reduce
racial disparities in New York courts, improve technology and address other operational issues.
3 ALVIN BRAGG MANHATTAN DISTRICT ATTORNEY Alvin Bragg won one of the most heated races in New
York City last year, beating out seven other candidates vying to become Manhattan district attorney in the Democratic primary. He is now the first Black person to serve as the borough’s district attorney, taking over high-profile cases like a major investigation into former President Donald Trump’s family business. Soon after taking office, Bragg committed to reducing racial disparities in the criminal justice system by directing staff to stop prosecuting some low-level crimes like subway fare evasion.

PURDUE PHARMA’S BANKRUPTCY DEAL Judge: U.S. District Court
Judge Colleen McMahon Appellants: The Department of Justice’s U.S. Trustee Program, California, Connecticut, Delaware, Maryland, Oregon, Rhode Island, Vermont, Washington and the District of Columbia Last year, Purdue Pharma negotiated a settlement with state, local and tribal governments that would protect the company from opioid lawsuits in exchange for $4.5 billion in payments to address the opioid crisis. But eight states and other entities appealed the case, arguing that the Sackler family, who owned Purdue Pharma, should not be insulated from those opioid claims. U.S. District Court Judge Colleen McMahon rejected the settlement in December. By March, Purdue Pharma reached a new settlement with the holdout states. NEW YORK’S GUN LAW IN PERIL Judges: U.S. Supreme Court Attorney for Petitioner: Paul Clement Attorney for Respondent: State Solicitor General Barbara Underwood New York’s gun law restricting licenses to carry
handguns won’t likely survive, at least based on the questions asked by the conservative-leaning U.S. Supreme Court when they heard arguments for the case in November.
