I’VE ALWAYS TOLD MY CHILDREN THAT NOTHING IS FOREVER. However, I didn’t expect the news that the Biden administration has plans to close the Veterans Affairs hospitals in Manhattan and Brooklyn, as reported by the New York Post last week. Rep. Nicole Malliotakis told the Post she and the veterans she represents on Staten Island were “mad as hell” over the plan. The plan also calls for reduced services at a VA clinic on Staten Island, while a hospital in the Bronx would not be affected. Under the Biden plan, another provider would step in with inpatient medical and surgical services, as well as emergency department services in Brooklyn. Manhattan would get an urgent care facility for veterans, also run by another provider. The VA, despite its flaws, consistently provides for those who served in active military, naval or air service and didn’t receive a dishonorable discharge. My mother was a doctor at the Manhattan VA for 18 years, and at her funeral in 1999, almost two dozen veterans came to pay their respects. I didn’t expect them or know them, but it was comforting knowing how grateful they were to her, other VA medical personnel and the vital services they got from the institution. VA staff aren’t working for some random health care provider. They exclusively see and treat the same veterans – including some year after year – as part of a promise to provide them lifetime health care for their sacrifices. It’s a commitment that cannot be compromised, and one which a contracted provider may not fully understand or embrace. Can you blame anyone for being mad as hell?

New York City Mayor Eric Adams has officially moved the Big Apple a little closer to some semblance of post-pandemic normal by lifting both mask mandates in schools and vaccine requirements to

With less than a month before the state budget is due, some key issues of debate between lawmakers and the governor have begun to take shape. Notably, universal child care has emerged as a potential point of contention between the state Legislature and the Executive Chamber. Gov. Kathy Hochul did not include any new funding to implement such a program. However, both the state Senate and the Assembly are expected to include more than $3 billion to expand child care in the state, pegged as particularly crucial now as parents begin to return to working in person. Although the state Legislature and the governor seemed to agree on many aspects of the budget when she released her own financial plan, this likely represents the first of at least a few potential high-profile disagreements.

shot has drawn intense scrutiny for the apparent lies told by the officers involved. Police recently stopped a teenage rapper Camrin Williams, who goes by C Blu, for a random search. The teen had been released without bail previously on an illegal gun possession charge. Per the police account, C Blu would not comply with requests, kept his hands in his pockets and resisted the search, resulting in the gun in his possession going off. But a judge ruled the testimony was unreliable as surveillance footage showed C Blu calmly complying with the search, which the judge said was illegal in the first place. Still, Adams stood by the cops in question after using the case as an example to roll back bail reform. He maintained that the teen got shot because he had an illegal weapon and that the officers were not at fault, despite the video evidence and judicial ruling.

NEW LEGAL POT POLICIES
A year after New York legalized recreational pot for adults, the agency in charge of regulating the new marketplace has come out with new policies that promise to deliver on ambitious social and racial equity pledges. With retail sales expected to begin late this year, the state Cannabis Control Board has adopted new rules that would give people who have past marijuana convictions – or their family members – first dibs on licenses. The plan for now is to reserve at least the first 100 of them for people that fit that criteria to help those the state punished for participating in the illegal legacy market enter the new legal one. It is also meant to avoid shortcomings in other states that attempted to aid social equity applicants who did not have the money to back their businesses or were beaten out by big corporations.

MONDAY 3/14 State legislators begin a two-day workweek in Albany.
Don’t bother giving NYCHA your money New York City Council Member Rafael Salamanca Jr. had enough. He allocated $3 million from the city budget to the New York City Housing Authority in the summer of 2017 for secure doors at the Melrose Houses in his South Bronx district. Five years later, the project hasn’t been done. And NYCHA says it won’t be until 2024. “I strongly advise my colleagues: if you want a project completed, do not give money to NYCHA from your capital dollars,” Salamanca said. “Because you’re going to go through the frustration that I’ve been going through for years. The City Council Committee on Public Housing held a preliminary budget hearing on March 8. And while NYCHA leaders like Chair and CEO Greg Russ tried to keep the focus on the need for more funding, council members were more interested in where the money that’s already been given to NYCHA is going. “It’s unacceptable how you guys operate,” Salamanca said. “You’re here talking to us that you need $40 billion from the federal government to fix all these capital needs. And here you have a council member who has allocated funding for fiscal year ’18. And the work still has not been completed.” Salamanca is one of the longest-tenured council members, having first taken office in 2016.

The Democratic supermajorities are expected to pass one-house resolutions outlining their fiscal priorities ahead of the April 1 budget deadline.
But his newer colleagues faced the same issues, with council members including Althea Stevens, Ari Kagan and Kevin Riley railing NYCHA for a lack of accountability as they used the budget hearing to ask about the status of capital projects at public housing developments in their districts. “Who suffers? Our tenants,” when funded projects take years to get done, Council Member Charles Barron said. “What (funding) you have, you have to maximize on that, because our people are hurting.” Russ was apologetic and promised change and clear accountability. “I’ll be candid: This has really been difficult. It’s unsatisfactory,” Russ said. “I don’t like having the relationship where you don’t feel like you know or understand what’s happening with this money.” But that will be fixed in this calendar year by the housing authority creating a new project management system for capital projects, Russ said. “There’s going to be a way to contact someone and say ‘Hey, what the hell is going on.’” NYCHA will also be launching an online capital projects tracker “in the next one to two months,” where the public can see where money is being spent on projects like boiler repairs or playground rehabilitations. – Jeff Coltin

A Q&A with lieutenant governor candidate

What is the historical significance of your own candidacy? I’m cognizant of the symbolism of my candidacy. I was elected as the first Dominican descent woman in the state of New York back in 2001. I served as a district leader, City Council member, the first Latina as deputy borough president here in Brooklyn under Eric Adams. I was the first one to go to high school and college in my family. This is the message of a first-generation American like Tom. (Editor’s note: Tom Suozzi is the son of Italian immigrant and fellow former Glen Cove Mayor Joseph Suozzi.) What do you think is the proper role of the
lieutenant governor and what would you do with it if elected? This isn’t about sitting and cutting ribbons. This is about doing what New Yorkers need. Tom has been very clear on what that agenda is – making sure we have changes to bail reform, understanding that we have to lower taxes and the opportunity to be able to improve our schools statewide. Some elected officials defend their personal ethics by saying they did nothing illegal. Do you hold yourself to a higher standard than just meeting the letter of the law? The letter of the law, everyone should follow.
The opportunities to be able to have what would be those ethical issues addressed in Albany are very important and critical to the public’s trust in government. I know that my last campaign was a tumultuous campaign. I don’t know if you’ve read about that campaign. That campaign had what would be a difficult path where my treasurer left in the middle of that campaign. There is money that I still owe that I will have to pay back and I intend on paying back. So I understand what it is to hold myself to the letter of the law. Why do you think Latinos have voted
Republican in greater numbers in recent elections? Latinos do care about immigration, but it is not the only issue. Economic insecurity is impacting Latinos. The issue of understanding where their child is, are they safe? Those are the issues that impact them. Latinos care about public safety, lowering their taxes. They are middle class. They are working class. If every one of them were to stop working tomorrow, what would we have in the state? That’s an interesting point about the importance of Latino workers. Some of them are undocumented and didn’t qualify for

orkers at the REI outdoor sports retail store in Soho have joined the RWDSU, becoming part of a national moment of workers standing up for themselves and demanding a voice at work. Starbucks employees, workers in the tech, new media, and video game industries, and employees at Amazon facilities; all are seizing this moment to improve their jobs and their lives through union membership. Last Fall, we saw the “Striketober” wave, where over 100,000 American workers participated in or prepared for strikes as workers’ leverage increased during the ongoing pandemic. We are seeing this increased activism because workers are demanding better, and declaring that they are worth more than corporate behemoths have been giving them. Low wages and poor treatment have spurred on the “Great Resignation,” which has caused a labor shortage as working people have stood up and said they’ve had enough. The 116 retail workers at the REI store in Soho demanded better. They knew that joining the

RWDSU could help them deal with workplace issues including pay, a one-year wait for health insurance, scheduling problems, and understaffing. Like so many other working people, they stood up and demanded change at their jobs. However, like so many other working people, they faced an employer willing to do anything to stop their campaign, rather than addressing their concerns and creating a better workplace. REI touts itself as a “progressive employer” who closes its stores on Black Friday, invests in outdoors organizations, and above all, puts “purpose above profits.” However, when the workers’ started their union organizing campaign, REI, which claims to be a “different kind of company,” started behaving much like many other companies who have gone to great lengths to crush workers’ union campaigns — including behemoths like Amazon and Wal-Mart. REI hired union-busting lawyer “consultants” to design and execute a classic union-busting campaign. They halted promotion opportunities for workers and held
some COVID-19 relief programs. Would you support more money for the Excluded Workers Fund to benefit them via the upcoming state budget? Throwing more money at the problem is not enough. It’s not the answer. It’s not a solution. How is that helping the 16 year-old who’s trying to support his family by earning a living? The fund would give them cash ... It’s cash relief. It’s not a career. People want to see public safety restored. So people could go to work. People want to work. They don’t want cash relief. That is temporary. – Zach Williams
lengthy mandatory meetings where they spread misinformation about the union. And — in a unique, unprecedented new flourish — REI management produced a 25-minute anti-union podcast. It was all designed to intimidate and frighten workers. We saw a similar situation in New York last year, when “progressive” employer Housing Works, a nonprofit employing over 600 new RWDSU members in NYC, engaged in the same kind of union-busting tactics. Fortunately, workers at both REI and Housing Works saw through the lies and misinformation, and with the aid of RWDSU organizers, were prepared for the union-busting onslaught. But the fact that these companies — espousing progressive values in progressive NYC — thought they could behave this way is frustrating, troubling, and outrageous. Workers in America are waking up to the fact they deserve better. And unions like the RWDSU are fighting to help their voices be heard. But as long as employers feel comfortable lying to employees and intimidating them, it’s going to be an uphill battle for too many workers. We all need to speak out against union-busting dirty tricks, and we need to support these workers as they fight for better jobs and better lives. This is their moment, and with our help, it can grow into a flourishing movement.

Brad Lander, progressives’ only hope?

The swagless dad from Park Slope is taking on the comptroller’s office with verve, but it’s hard to compete with Eric Adams for the spotlight.

HILE THE REST of the Democrats in New York’s political world were at the Sheraton near Times Square waiting for a speech from New York City Mayor Eric Adams at the state Democratic convention, the city comptroller, Brad Lander, was ordering a latte. Grande. The workers at the Astor Place Starbucks in Manhattan were working to unionize, and he was there to show his support for their effort. It was the kind of thing that Lander has done for years – first working in community development, and then serving for 12 years as a City Council member. But now something was different: He’s a citywide progressive leader – and he has money behind him. The barista called out the name he gave for his order: “Union Yes!” and Lander gave a “Woo!” grabbing the cup. “Thank you guys for organizing,” he said to the four workers behind the counter. “I’m New York City Comptroller Brad Lander, and what the comptroller does is manages the pension funds for New York City employees. And that means we have about $180 million of Starbucks securities in our pension funds.” “That’s a lot of money,” a barista said. “That’s a lot of money,” Lander agreed. Adams has visited and spotlighted service workers too as he’s encouraged white-collar New Yorkers to get back to the office now that the danger of COVID-19 has receded. Because if they’re not working, then the ecosystem of workers serving them – the “low-skilled workers, my cooks, my dishwashers, my messengers, my shoe-shine

people, those who work in Dunkin’ Donuts” – aren’t working either. (Adams later corrected himself to “low-wage workers,” saying he once worked as a dishwasher.) Lander is standing behind the workers in his own way, backing the unionization effort. And he’s been a lot less gung-ho than Adams when it comes to getting bodies back in offices. So Lander senses some contradictions in the rhetoric of his politically moderate counterpart, who is eager to raise the alarm on crime in the city. “To go as he did from one day saying, ‘Swagger yourself back onto the subways and get to work,’ and then the next day, being like, ‘The subways are in crisis! We should be afraid of them!’ That isn’t the posture that helps,” Lander said at the Starbucks. The comptroller is quick with the caveats to give himself political cover. A 7.5% increase in crime is serious, he said, and he doesn’t want to trivialize that – but he doesn’t want to overdramatize it either. Lander doesn’t fault anyone for feeling afraid: “But we don’t make good public policy out of our fears and anxieties,” he said. “And it is the job of leaders to help people pause and see the big picture.” Lander is trying to be that kind of leader, a steady hand that New Yorkers can trust to rein in the intractable mayor. That’s partly the job description of the comptroller, and partly who Lander is, and always has been: an earnest, policy-minded Park Slope liberal with an aw shucks attitude. Lander is now one of the most prominent progressives in a city led by a mayor who’s taken to calling himself the Biden of Brooklyn for his middle of the road appeal. But the comptroller always plays second fiddle, especially at the beginning of his term. Lander’s relationship with Adams will likely define his tenure as comptroller, and Lander will need to find the right balance of cooperation and criticism to remain credible – especially if he wants to be the next mayor. After visiting Starbucks, Lander stooped into his plug-in hybrid minivan and headed back to the office. While Adams took the stage before hundreds of Democrats at the convention. “You do not stand for me, I stand for you,” he said to the standing ovation that welcomed him. He wasn’t on the ballot and he wasn’t endorsing anyone, but the message was clear: We want to hear what this guy has to say. Lander was happy to be miles away. His pick for governor, New York City Public Advocate Jumaane Williams, knew he wasn’t
going to get enough votes on the floor of the convention to make the Democratic primary ballot. So Lander didn’t go, and half-joked how relieved he was that he wouldn’t have to stand up in front of the whole convention hall and nominate Williams in front of a hostile crowd. Instead, he’d be hitting the streets with Williams in the coming weeks, gathering signatures to get his friend on the ballot through the petitioning process. “The people who should decide who makes the ballot are voters,” Chloe Chik, a Lander spokesperson, elaborated later. “Not Albany insiders in a hotel ballroom.”

ANDER IS SWAGLESS. Boring. Endearingly awkward. A dad, not just in the biological sense, but in the spiritual sense. Which makes for quite the contrast with Adams, the self-appointed Mayor of Swag City, known for his sharp dressing and brash confidence. And if you don’t like it? He’s the mayor. If you don’t like Lander? He’ll apologize. As a leading advocate for banning single-use plastic bags, Lander dressed up as a plastic bag monster one Halloween. And for the holiday last year, the soon-to-be comptroller dressed the part – as a Nintendo 64 controller. When Eric Adams showed up at the Coney Island Polar Bear Plunge on a past New Year’s Day, he turned heads with his muscular physique. This year, Lander came to Coney Island and scraped his nose diving into the shallow water. His shirt stayed on the whole time. Does Lander have swagger? He laughed
when asked. “I do kickbox a couple times a week in the morning. And I love the city. And I like finding new restaurants to go out to,” he said, his voice getting increasingly tortured, as it became clear these things do not add up to swag. “The energy of the city, we all do want to feed on. And I feel it and I’m energized by it. But I’m not a late night club guy. I won’t compete with the mayor on wardrobe. Luckily there’s room in this city for people to love it in a lot of different ways.” The contrast hasn’t gone unnoticed. “For some folks, they’re calling him Dad and Eric is what, the cool uncle? He’ll bring you to get your ear pierced,” joked André Richardson, a political consultant and founder of Paragon Strategies. But that’s good politics for somebody in Lander’s position. “I don’t want the person that’s watching the city’s finances to have swagger. I’m not looking for that in a comptroller. And I don’t know that we’ve ever had it in recent history.” His 2021 comptroller campaign embraced it, marketing him as “Dad Lander” on Twitter and in a TV ad featuring his real-life daughter, Rosa, groaning over his bad jokes. That message worked – along with years of planning and key endorsements from The New York Times and Rep. Alexandria Ocasio-Cortez. Lander won the Democratic primary with 31% of the first round vote, beating a crowded field including the apparent front-runner, then-New York City Council Speaker Corey Johnson, who had support from just about every major labor union in the city. Lander easily won the general election in November with 70% of the vote, and took over on Jan. 1, succeed-

ing Scott Stringer, who was term-limited out of the job after eight years. Stringer, and former Comptroller John Liu before him, in some ways paved the way for Lander in the position. They weren’t just a little bit geeky – they were progressives who could challenge their respective mayors from the left. But Lander may be more of a true believer. “Scott held his finger up in the air, felt the wind and was very good at predicting where it was going,” one elected official, who requested anonymity to discuss former colleagues, joked. “Brad was probably the wind that Scott Stringer was detecting.” Lander’s politics have always leaned to the left. Lander, now 52, grew up in a Jewish family in Creve Coeur, Missouri, and joined the Democratic Socialists of America in 1987 while an undergraduate at the University of Chicago (he doesn’t attend meetings and hasn’t been endorsed by NYC-DSA –
but he says he still pays his dues). He got a masters in anthropology from University College London, and in 1992, the Midwesterner followed his then-girlfriend (and now wife) Meg Barnette to New York, where she was studying law at NYU. He got a job at the Fifth Avenue Committee, a community development corporation and nonprofit housing developer. There, he had to think about the interplay between Wall Street and nonprofit service providers – something he’s still dealing with decades later. A look through press clips shows Lander then sounding much as he does now, as the city’s self-declared “chief accountability officer.” In 1997, criticizing the low pay, part-time jobs at Atlantic Mall; in 2003 asking Fourth Avenue landowners to pay their fair share. In 2009, he ran for City Council and won, with major backing from the Working Families Party and boosted by The New York Times, who endorsed him

to succeed Bill de Blasio in the district centered on Park Slope. Within three months he launched the Progressive Caucus with Melissa Mark-Viverito. Later, he created its political arm, the Progressive Caucus Alliance, and helped Mark-Viverito secure victory in the 2013 speaker race. Lander remained one of the more influential members in the council, maturing into somewhat of a middle-aged statesman of the city’s progressive left and paving the way for his victory in the comptroller race. Former City Council chief of staff Ramon Martinez met Lander in 2006, when he was advocating for reform to the affordable housing tax abatement program known as 421-a. More than 15 years later, Lander is still advocating for reforms, calling it “an obscene tax giveaway for market rate housing.” “Groundhog Day again,” Martinez joked. “He’s a person that you can have a dialogue with. A persistent organizer who sweats the policy details. We were not always on the same page. But (Lander was) definitely one I respected.” But even as Lander nurtured his reputation as a policy hound, he also annoyed the hell out of some people, eliciting groans on both sides of City Hall. He was holier-than-thou, expecting everyone else to live up to standards he himself didn’t live up to. After taking thousands of dollars in campaign donations from real estate developers over multiple election cycles, he pledged not to take money from certain lobbyists and developers for his comptroller campaign. But then he claimed to be the only candidate doing so, even though Johnson had taken a more comprehensive pledge and let fewer offending donations through than Lander did. He sponsored the Reckless Driver Accountability Act, but he himself was caught racking up more than 100 vehicle and traffic violations in his Toyota Prius over eight years. The man who had been performatively arrested to advocate for more school zone speed cameras was caught speeding by those same cameras seven times in less than 18 months. Lander also faced criticisms from colleagues on the council for what some considered a paternalistic attitude, particularly toward members of color. He earned a reputation for bringing legislation that he wanted to see passed to other members of color, hoping they would be the lead sponsor. “I did not appreciate white supremacy,” said one member of color who served with Lander who asked for anonymity to discuss a powerful colleague. “He would come to me with a lot of bill ideas and try to get me to sponsor (leg-

islation) that he would have got credit for and I refused him. … I’m talented enough to pass my own legislation.” His relationship with Mark-Viverito grew tense after the Times called him a “kingmaker” and reported that some were calling him “the shadow speaker” – a narrative which Lander pushed back against in 1281-word Facebook post, guessing that it wouldn’t have been said if Mark-Viverito were a white man. Allies insist that, like so many well-meaning white liberals, he had some blind spots on race, but is learning. And multiple sources credited Lander for going out on a limb, in many cases, to endorse progressive candidates of color in difficult races – for example, his support of Williams’ campaign for governor. But racial politics are unavoidable as Lander plays chief critic to Eric Adams. He can easily appear to be positioning himself as the upstanding white man, looking down his nose at the Black mayor who came up from the working class and doesn’t care for The New York Times, or its readers. It’s hard to imagine now, but Rudy Giuliani ran for mayor against David Dinkins partly on his reputation as an ethically unparalleled federal prosecutor. “There’s always a racial aspect to New York City,” Williams said about the tensions that may arise. But he emphasized that he as public advocate and Lander as comptroller have charter mandated roles to play. “I think every New Yorker really wants the same thing. And our job is to break down the barriers that are preventing that from happening. And they have been happening for a very long time.”

ITY & STATE talked to Lander in his new office in the Manhattan Municipal Building overlooking City Hall. It’s a huge upgrade to the cramped offices and small staff of a City Council member. From the sprawling quarters, he oversees a staff of about 800 who conduct audits, manage the city’s pension funds, review city contracts and more. But everyone has to deal with the inefficiencies of government. Six weeks into the job, maps, paintings and framed newspaper clippings still line the floor, leaning against the wall, as they wait to be hung. The conversation shifts very quickly to Adams, and their differences in political perspective. “I find him very compelling in the way that other New Yorkers do,” Land-

er said, in awe of the mayor’s recent speech at an interfaith breakfast at the New York Public Library. “He was as good as I’ve ever seen him. … But then it’s so funny to do that, ‘The lion doesn’t care about the opinion of the sheep.’” (Adams’ exact quote was: “lions don’t lose sleep over the opinion of the sheep” – a paraphrase of a quote popularized by the TV show “Game of Thrones.”) Lander continued: “And all the people are clapping and I’m like – aren’t the sheep who you’re supposed to be concerned about, you ministers and priests and rabbis? The sheep, those are your parishioners, and the lions are out to get them! You could have good lions and bad lions I guess, but …” That’s what seems to irk Lander about Adams – the way he speaks off the cuff, shooting from the hip with quips that seem to place him above and beyond the will of the voters. Lander would never say something like that – every utterance is couched beneath layers of “well’s” and “to be sure’s,” caveats and carveouts. As far as major endorsers, and voters go, there aren’t many who supported both Lander and Adams in the 2021 primaries.
Map their results, and you get mirror images. Lander’s support lies in Manhattan, western Queens and northern Brooklyn. Adams’ support lies everywhere else. So those that backed Lander, from AOC to the WFP, are counting on him to hold the mayor to account from a progressive perspective – especially as Williams, who already occupies a weaker position in the public advocate’s office, is focused on running for governor. But that doesn’t mean Lander should be fighting Adams every day for four – or eight – years. “I feel really good knowing that he and Jumaane are in the watchdog roles, if we have a mayor like Adams,” said Whitney Hu, a former Lander council staffer who’s now director of civic engagement and research at Churches United For Fair Housing. “Brad is also no stranger to working with Eric Adams in Brooklyn. … I hope he understands when it’s time to push and time to sound the alarm and when it’s time to play the insider game.” Representatives for Adams did not respond to a request for comment on his relationship with Lander, but Lander said it’s important to look for “areas of alignment,” like grant-

ing voting rights in city elections to many noncitizens, which they both agreed on. And Adams invited Lander to a press conference touting a pay raise for Uber and Lyft drivers – something born out of a law Lander sponsored as a City Council member. Adams praised Lander at that February press conference, emphasizing that they two agreed on more than they disagreed. “On the idea that working people in New York City deserve a city government that is on their side?” Lander said at the presser – “that is a place where there is no daylight.” Lander is wary of falling into the “so badly broken down” relationship of their predecessors, Stringer and former Mayor Bill de Blasio. Stringer saw de Blasio as a political rival, and even considered challenging his mayor’s reelection in 2017. So in his first two months in office, Lander has been surgical in public rebukes of the mayor, but all seem to have taken the form of reining him in, urging cautions on moves that Lander saw as rash. He urged the state Legislature to reject Adams’ request to increase the city’s debt limit by $19 billion, saying it’s too much, too soon,

when the city can borrow enough for infrastructure projects already. He and Williams sent a joint letter to Adams urging the mayor’s office to put specific benchmarks in place for reinstating COVID-era policies such as vaccine mandates. He said that Adams’ preliminary budget didn’t put enough money into the reserves. And while Lander withheld any criticism of earlier Adams administration appointments that raised eyebrows, such as appointing his own brother Bernard to lead his security team, the mayor’s pattern of giving jobs to socially conservative Christian pastors who held anti-LGBTQ views earned him a minor rebuke from Lander, who was “deeply concerned.” This balance of cooperation and criticism is simply the comptroller’s job, Lander explained. There are collaborative tasks laid out by the city charter, like contract registering and auditing agencies, “and if you want to solve problems where there’s joint work on task, you better be able to work together,” he said. “It is also a charter requirement to be independent, to call things as you see it, to tell the truth.” The relationship with Adams could be the biggest challenge facing Lander as comptroller, but it isn’t the only one. The progressive also needs to maintain the trust of voters and pensioners as he oversees $275 billion in assets. “The nature of the comptroller’s office is that its strength is always in its credibility. So it can be a challenge for someone who comes in from a very ideological position to temper that ideology to reinforce the pragmatism of that office,” political consultant Doug Forand of Red Horse Strategies told City & State. “That’s the challenge that Brad is going to face. In the council, he was able to like – you can talk about ideology, full bond, you can take positions. Comptroller, the nuts and bolts of government, and you don’t get to do that.” Is it odd for Lander – who has publicly railed against “business elites” – to now be in a position where he’s rooting for corporate profits? Lander took a long pause before answering. “I like the opportunity to root for corporate profits in companies that are rising to the systemic challenges of climate change and inequality,” he said. “We need people to have good jobs. … Sure it’s more fun for everyone, and me too, to root for a small businessperson, an entrepreneur of color who starts something up than a big cor-

porate conglomerate, but obviously large companies are a really important part of the economy. And they absolutely can operate fairly.” That means antitrust laws, and worker representatives on corporate boards, Lander said, noting that he endorsed Massachusetts Sen. Elizabeth Warren in the 2020 Democratic presidential primary. Does Lander call himself a capitalist? “I don’t know how helpful the labels are,” he said. He believes in a strong public role in health care through “Medicare for All,” and an increase in forms of social housing like community land trusts, “but the majority of the economy’s going to be in private sector hands. I guess that’s being in favor of a mixed market social economy. Or a mixed economy social democracy.”

F THAT RHETORIC sounds familiar? De Blasio, Lander’s Park Slope predecessor, rode it all the way to Gracie Mansion. Will Lander try to do the same and run for mayor? “That’s an unwritten responsibility of city comptroller,” joked Liu, who served as comptroller from 2010 to 2013 and unsuccessfully ran for mayor. The biggest obstacle there isn’t Adams, but his close ally, Williams. If all citywide officials are reelected in their current roles, they’ll be term-limited out in 2029. Williams clearly has his eyes on higher office, as he’s currently running for governor. And that also gives the friends an out when asked whether they’d ever run against each other. “My plan is to be governor at that moment in time,” Williams said. Williams’ run is a long shot, and it’s more than likely he’ll stay in his current role for years. But a whole lot could change by the time the city is looking for Adams’ successor. “In politics, tomorrow is a century,” Williams said. And Lander? He’s certainly keeping the door open for a mayoral run. He’s going to focus on being a good comptroller for now. “I’ll be excited about whatever makes sense to build from that,” he said. So he turned again to his policy chops, his nerdy focus. The swagless dadness of being comptroller. “If you love the wonky undersides of government, you love getting under the hood and trying to make it work better, it’s very satisfying,” he said of the job. “You probably won’t get the kind of viral videos or headlines about speeding up nonprofit procurement that you might about other issues, but it just makes a really big difference in a lot of people’s lives.”

Certified slowdown Gov. Kathy Hochul wants to help clear the backlog of MWBE approvals with additional funding.
W
HEN GOV. KATHY HOCHUL gave her State of the State address, she spoke about rebuilding New York’s economy. One way she said that would help was to make it easier for New York’s minority- and women-owned business enterprises, often referred to as MWBEs, to be certified with the state. A proposal in her briefing book included allocating up to $11 million to improve the efficiency and timeliness of processing applications from businesses seeking that designation. This came just weeks after she told the state’s MWBE community some thrilling news: In 2021, the state had reached its contract target goal by giving 30.5% of its contracts to MWBE firms and awarding them $3 billion in state contracts. “We surpassed our nation’s leading goal of 30% utilization,” Hochul told the attendees at an MWBE forum. “We’re at 30.5%, I believe it is. Yes, we did it. We did it together.” The news was equally exciting for many involved with the state’s MWBE program, such as Hope Knight, the president and CEO-designate of Empire State Development, which oversees the MWBE program. “We were striving to achieve the goal, so we were ecstatic about it,” Knight said. “I think there was a lot of interest in seeing whether or not we would or would not reach the goal, but we did. And we did it in a year of unprecedented economic chal-
lenges, due to COVID-19. So, we’re especially proud of that.” Now, with the possibility of using $11 million, which Knight confirmed would help process certifications as well as create a new unit meant to process appeals, the state might be able meet its MWBE goal again in 2022. There are some challenges standing in the way, including the ongoing pandemic, which did not stop the program last year but could still cause ripple effects in the MWBE community. Lourdes Zapata, the president and CEO of the South Bronx Overall Economic Development Corp., said the pandemic harmed MWBE firms, which tend to be smaller than other businesses. And because of that, those firms could continue to struggle as long as COVID-19 is slowing down the state’s growth. “I think we’re going to see the ramifications of COVID,” she said. “The labor issue is affecting all businesses, not just minority- and women-owned businesses, but for-profit businesses in general facing labor shortages. All of those challenges that come with labor being able to find qualified folks, being able to pay those competitive salaries that you’re going to need to pay to attract employees are magnified when you’re talking about smaller firms that already are having challenges competing with the big guys.” There were other problems that emerged as a result of the pandemic, such as supply chain issues, inflation and the labor shortage.

Phil Andrews, the president of the Long Island African American Chamber of Commerce, said one example of the labor shortage being an obstacle was that there were not enough state workers to clear the backlog in getting such firms certified. Knight confirmed that was an issue but said Empire State Development would be able to address the problems with additional funding. The construction industry got the most MWBE state contracts, making up about two-thirds of the state’s MWBE utilization last year. With the need for improved infra-
structure and other construction demands, this sector could be kept busy this year. Lu Engineers, a Rochester-based engineering firm that was certified as an MWBE in 2017, told City & State that the labor shortage in its industry was not a new problem. “In our industry, we are affected by labor shortages, but not much else,” said Marketing Director Judy Beckwith. “Professional engineers are in high demand, as are experienced construction inspectors, but these issues are always ongoing and should not hold the state back from reaching these goals in 2022.” According to Zacha Tuttle – an MWBE specialist at the Women’s Enterprise Development Center, which serves Westchester and the Hudson Valley region – the pandemic has not slowed down anything. “(New York) reached (its goal) last year, and a lot of things wouldn’t be as bad as they were in 2021, as far as the supply chain demand,” she said. “You never know, but I do think the state is making all these resources more accessible to people; they’re probably going to certify even more businesses.” Tuttle added that not enough business owners fully grasp the importance of having an MWBE certification and how to make sure their MWBE applications would not be incomplete. While her role is to help them, she said there needed to be more resources and more awareness of people like her who can help minority- and women-owned businesses.
Andrews would like to see a pipeline to develop smaller firms so they could have access to capital and technical assistance that would help them evolve and compete with larger firms. He also said minority firms were hurt the most from the pandemic because of poor access to capital. Despite the improvements that still need to be done, there was optimism that the state would reach its MWBE contract goal again this year. “I do think that the table has already been set,” Zapata said. “The expectations are there. I think Gov. Hochul is right on the money in trying to help our businesses get through the certification process. I think the focus is there, and there’s going to be a lot of work to do to try to get there.” Optimism was particularly strong in regard to the state’s aim to fix its infrastructure – and the business opportunities that will come with the many related projects. “There will be increased opportunity to engage new firms with more opportunities,” Beckwith said. “The new state budget has targeted infrastructure that, along with the federal infrastructure bill, will see a positive impact on the economy and have a positive impact on both the design, engineering and construction sectors.” Knight said the state will continue to build on what it has accomplished through its MWBE program. “There is also tremendous opportunity to do business with the state,” she said. “And we will continue to advance.”

Persevering through the pandemic

These long-standing MWBEs learned to overcome adversity in the past couple years.
INORITY- AND women-owned businesses dot the many regions of New York state. Some have been in business for more than 20 years, others just over a decade, and they are owned and run by women, minorities or both. They are New York’s long-standing MWBEs. Many were able to start their businesses smoothly, growing and developing in their industries over the years to become reliable enough to maintain a sustainable clientele. Some even caught the attention of state agencies and educational institutions, which helped these MWBEs remain successful after they secured their MWBE state certifications. But like all other businesses, these companies faced an uncertain future two years ago when the COVID-19 pandemic started. Some of the MWBEs listed below were left with little to no clientele when the first shelter in place order was issued in March 2020. This led to some employees being let go or furloughed. Some of these MWBEs had to reinvent themselves to fit the needs of a population largely under quarantine, while others saw increased demand for their work. Two years later, these eight MWBEs have bounced back as business returns to normal. These MWBEs learned a lot during this daunting period for their company and their employees, perhaps enough to endure any future difficulties.

DRB BUSINESS INTERIORS Saratoga Springs OWNER: Dorothy RogersBullis Drb Business Interiors has been in business since 2009 and offers over 200 pieces of furniture for professional environments. The company designs the pieces, assists clients in making selections and handles the installation process. Drb had its tough moments during the pandemic, when it reduced its team from 15 people to less than 10. But it looks like Drb has plans to hire new employees, with owner Dorothy RogersBullis optimistic about the company’s future. “Never stop on a hill,” she tells herself and her team.
B&W SUPPLY Ithaca OWNERS: Becky Benjamin, Hoyt Benjamin Jr., Chase Benjamin Since 1976, this family-owned business has been providing food businesses with everything from restaurant equipment to paper and janitorial supplies. Its products can be found in catalogs such as Carlisle Companies for utensils and kitchen supplies, Garland Group for gas equipment and Pitco for fryers. B&W also has a showroom in Ithaca. During the pandemic, B&W had to make an adjustment by selling in-demand items, like personal protective equipment and restaurant takeout containers instead of larger equipment. The Benjamin family believes their future is bright and that they will continue to survive and serve their customers.

COMPULINK Manhattan CEO AND FOUNDER: Rafael Arboleda For over 15 years, Compulink has been providing information technology services to government agencies, nonprofits, commercial businesses and others. The company was fortunate to be active when the pandemic began as government clients needed help transitioning to virtual work. However, as marketing coordinator Liam Hanvey explained, “As the pandemic progressed, we were one of the first industries to be affected by global supply chain shortages, the effects of which are still being felt today.” The good news, though, is that Compulink has rapidly adapted to the “new normal” and is expanding its services to its clients with the newest IT products available.
IMPROVE Chappaqua OWNER: Nona Ullman Giving technical support to school districts, higher education institutions and other government agencies all over the state and the country since 2005, one would think Improve would not have struggled when COVID-19 hit. But instead, as owner Nona Ullman said, their work “ground to a halt,” despite all the school districts moving lessons and classroom management completely online. But as federal aid trickled down, Improve’s team became very busy, and it continued to develop business with major New York clients, such as the State University of New York.
MAEDA CONSTRUCTION INC. Staatsburg OWNER: Robert Drost Putnam County’s Maeda Construction primarily does commercial and industrial projects, along with some affordable housing projects. The pandemic shut down many construction projects in New York, which hurt Maeda. Luckily, an approved Paycheck Protection Program loan gave the business “some room to breathe for a little while,” owner Robert Drost said. Doing private work was not easy since Maeda could not get concrete deliveries without a note from the city or town where it was working. Drost said the company is back and running at 100%, and COVID-19 taught them to “trim the fat” and not go overboard with expenses.

MINORITECH INC. Rochester OWNERS: John Marcaida, Richard Marcaida and Patricia Marcaida Patience, perseverance and persistence – that’s what it took for this engineering company to find nationwide success. Created by Emma Briones, a Filipina immigrant who first began working for Kodak, the name MinoriTech refers to her minority and technology background. Now, it is her children – John Marcaida, Richard Marcaida and Patricia Marcaida – who are running everything. These past two years have not been easy, but having a diversified client base as well as a wide range of products and numerous suppliers has helped keep MinoriTech afloat. Government financial assistance also helped, and things are looking up. MinoriTech was able to hire a part-time customer service representative, and it is hoping to continue to grow both in Western New York and New York City.
Since 1986, MicroKnowledge has been training nonprofits, credit unions and state government departments with the latest technology, along with technology consulting and providing documentation services. The business has been serving both New York and the rest of the country and has been certified as an MWBE for nearly
30 years. But that did not insulate MicroKnowledge from struggling during the pandemic. In March and April 2020, the company lost 75% of its clientele. Fortunately, MicroKnowledge pivoted. It trained state employees in database tracing for New York’s COVID-19 initiative, which meant while it didn’t trace the virus itself, it helped workers learn to do the tracing. These days, business is back to normal, and as its President Kathleen Pingelski said, it’s all about asking: Where is the new business challenge?
NEW YORK AMSTERDAM NEWS Manhattan OWNER: Elinor Tatum For over 100 years, the New York Amsterdam News has been one of the most respected Black newspapers, not only in New York City, but the entire country. Like so many news publications during the pandemic, it faced uncertainty when the whole city had to go into lockdown in March 2020. Luckily, Publisher Elinor Tatum made sure the New York Amsterdam News adjusted quickly. “We immediately went to a remote model,” she said. “Never missing an edition. Continued to print the paper as well as launch a new website and (creating) a new daily newsletter. While very challenging, it was a time of great creativity and team building in a very different way.” For the future, the New York Amsterdam News, New York City’s oldest Black newspaper, will continue to expand and grow its audiences while leveraging its philanthropic opportunities to ensure its sustainability and growth.

NYC lags behind state on MWBEs Just 3.8% of city contracting dollars were given to certified firms led by minorities and women.
W
HEN GOV. KATHY HOCHUL announced the state had reached its 30% goal for minority- and women-owned business enterprises last year, Albany had a lot to be pleased about. But that news also came as a reminder that New York City has a lot of catching up to do. In fiscal year 2021, New York City awarded only 3.8% of city contract money to MWBE firms, and 84% of the city’s MWBEs “do not have access to city spending,” according to the city comptroller’s office. Although New York City’s certified MWBE firms have tripled since 2015 – from 4,000 to 11,000 – only about 2,000 firms have received contracts from the city. So why was the state able to reach its MWBE goal but the city struggled? Both the city and state have different laws for certifying MWBEs. The state has Article 15-A, which requires state agencies to make sure MWBEs meet their employment and participation goals. Lourdes Zapata, who was the executive vice president of the Division of Minority and Women’s Business Development at Empire State Development, said that’s where the difference lies. “It is very much a top-to-bottom approach and requirement in terms of MWBE engagement,” said Zapata, who now is the president and CEO of the South Bronx Overall Economic Development Corp. “The agencies at the city level are very decentralized, and so there’s not one person within city government that has the City Hall leverage to re-

quire city agencies to engage MWBEs in any real significant amount.” Phil Andrews, the president of the Long Island African American Chamber of Commerce, agreed that city agencies needed to be held accountable. “There are a lot of agencies where people are maybe sitting behind a desk and not allocating the money to minority firms,” he said. “But I think (the money) definitely needs to be strictly monitored (so) that each agency reaches its goals.” The city has had several challenges during the past six months: Along with the pandemic, there is also the concern of inflation, which is at a 40-year high, labor shortages and supply chain issues. Those issues have particularly hurt the construction industry. Louis Coletti, the president and CEO of the Building Trades Employers’ Association, said on top of the current issues, MWBEs struggled to obtain contracts from the city. “MWBE contractors historically have not competed for the $40 billion to $50 billion project labor agreement money that’s out there between the city of New York and some of the airport work,” he said. “What COVID has done has just exacerbated the problem. The cash flow is horrible; opportunities are scarcer. So I think meeting the MWBE goal is going to be quite a challenge.” But now, New York City has a new mayor, and Eric Adams has said that he will make the city’s MWBE program a major focus of his administration. What could the mayor do to make improvements? Zapata said adding some senior-level oversight and authority
would probably be the most effective. “City government, like state government, is a slow-moving ship. To get it to move is going to take a lot of power and a lot of pressure,” she said. “The bureaucracy is certainly moving in that direction. But it does require a lot of leverage and the kind of authority to make sure the agencies understand what the rules are and they apply it.” Wallace Ford, a professor at Medgar Evers College, would like to see a mentoring program where MWBEs support each other in building their businesses. He also said the city should help facilitate those relationships and offer business opportunities, fiscal support for smaller businesses as well as technical assistance or partnerships. “It’s not just about doing it because it’s the good thing to do,” he said about the city giving more contracts to MWBEs “It’s an economic generator with spinoff effects that are incalculable.” Magalie Austin, director of the Mayor’s Office of M/WBEs, told City & State: “Mayor Eric Adams has articulated his ongoing commitment to ensuring that there’s true and transparent accountability in the City’s MWBE program, providing customized support to M/WBEs wherever possible, leveraging technology where needed to advance our shared goals, and collaborating with partners at the State level wherever feasible to maximize M/WBE certification and utilization outcomes. “Mayor Adams has been clear that he unequivocally supports growing the City’s M/WBE program.”

Shining stars of the MWBE world
HILE SOME MINORITY- and women-owned business enterprises have been around for many years and have made their mark along the way, some businesses are only beginning to take off a few years after being certified as an MWBE by the state. Sentry Management Solutions, which offers management of nonemergency medical transportation, and R.F. Wilkins Consultants, a business development and managing firm, are relatively new to the world of MWBEs. Both are less than 10 years old, and they are achieving success at a brisk rate – despite the pandemic. The past two years have not been easy for both businesses. R.F. Wilkins fought hard and didn’t lay off any of its employees, while Sentry had to demand that the city provide COVID-19 vaccines to its drivers – like it did for taxi drivers. Fortunately, business is returning to both companies, and in a big way. Sentry has obtained a major contract with the Metropolitan Transportation Authority while R.F. Wilkins keeps expanding its clientele and business opportunities. Both MWBEs are stories of survival and innovation during one of the state’s most turbulent times.
SENTRY MANAGEMENT SOLUTIONS Located in the Bronx, Sentry is an MWBE that obtained a major state contract despite being less than a decade old. Last year, Sentry was awarded a three-year, $162 million contract with the MTA to provide rides for the paratransit Access-A-Ride service. The award also included an option of two more years at a total of $125 million, bringing the grand total to $287 million. Sentry began in 2016 when Steven Rivera, its founder and CEO, noticed a disconnect between transportation providers and health insurance plans transporting patients to and from hospitals and doctor visits. With that, Rivera created Sentry – named after the guardians in The Legend of Zelda video games. Working with local taxi companies to transport medical patients, Sentry has been able to make both the drivers and health insurance companies work together in reducing the costs for those patients. Some of the drivers even obtained Medicaid provider IDs, which boosted businesses for the local taxi companies, often minority owned, and

kept them in business as Uber and Lyft became more popular. Business began to boom in 2019, only to halt dramatically once the pandemic hit, particularly because patients turned to telehealth for their appointments. Business has slowly returned, but it is the $162 million MTA award that has “brought life back into the company,” Rivera said. This is because Sentry now will work with local companies in driving senior citizens and people with disabilities not just to medical appointments, but to stores, banks and other places through Access-A-Ride. “This is right up our alley,” Rivera said. “We were shocked to make history. The key here in being successful is to lead the way for other MWBEs. This could bring positive outcomes to community businesses.”
R.F. WILKINS CONSULTANTS Many businesses start from scratch and become the go-to for government contracts in a short period of time. One of them is R.F. Wilkins Consultants, a business development and management firm. It began in 2011 when Francilia Wilkins Rahim, the company’s CEO and founder, began working with nonprofits, small businesses and government agencies in fundraising, project management and eventually, creating dashboards. She did
this without any resources or funding from others, and she has been able to have her company work with big names such as Google and Local Initiatives Support Corp. “We never tapped into outside capital before late 2019,” she said. “We got our first line of capital from Chase (to develop the technology side of their services). Right after, everything shut down. Everybody just froze.” Surviving through COVID-19 was daunting, but she made the decision to not fire anyone and then brainstormed with her employees on what they could do next. Concerned with what was happening in Black communities during the pandemic, R.F. Wilkins began working with the Black Business Collaborative and even created a Brownsville Collaborative that looked at health equity and fiscal equity for community members. All this was done pro bono. Paycheck Protection Program loans also helped the firm survive. Once the shutdown was lifted, major contracts flooded back and the future’s looking good. R.F. Wilkins Consultants has been adding more staff and is planning a major economic development announcement with the city of New York, expected sometime in March. The project would support small businesses and MWBEs with its business model and operations.
