More than 1,000 people marched over the Brooklyn Bridge on March 6 on behalf of CUNY.
FLORIDA GOV. RON DESANTIS RELEASED A CAMPAIGN AD LAST WEEK that featured New Yorkers who have fled down south with no regrets and are now having a wonderful time bashing New York as they enjoy the beaches of the Sunshine State. But now they’re the ones missing out on the warmer springtime temperatures and people getting outside for all kinds of outdoor activities. New York City Mayor Eric Adams already has touted the return of New York baseball and lifted the vaccine mandate for athletes and entertainers to further the city’s recovery. Adams has been on to something pushing for tourists to return to New York City as it’s emerging from the coronavirus pandemic. COVID-19 and the mandates put in place to curb rates of infection kept visitors away over the course of the pandemic, and now, with a recovery in play, it’s time to come on back. The Mayor of Fun can take this one step further by running his own TV ads reminding New Yorkers who’ve left the city what they’re missing. A special ad could be targeted at those so-called former New Yorkers, letting them know that those of us they left behind – we won’t hold it against them that they went away. Adams can just shoot footage of all the fun he’s having frequenting the city’s best restaurants and being seen at the hottest nightclubs with very clear messaging: Once you’ve had enough of the Florida sun and all those “New York style” businesses professing they make good pizza and bagels, you’re more than welcome to come home to enjoy the real thing. Florida is a vacation destination, a winter home for snowbirds and haven for the wealthy – not necessarily a replacement for the five boroughs.

The fallout from Gov. Kathy Hochul’s leaked criminal justice plan has continued. After legislative leaders and many lawmakers reacted negatively to the proposal to roll back bail reforms in some instances, the Hochul administration finally went on the defensive. The governor for the first time confirmed the veracity of the leaked document, though she still initially declined to comment on it. Lt. Gov. Brian Benjamin also drew scrutiny for how he handled press questions about bail – dodging reporters after an event where he had no scheduled Q&A. He later took questions, defending the bail proposal and insisting the changes would be minor. Then, both Hochul and Benjamin came out with an op-ed in support of their position on bail. Meanwhile, Hochul got hit from both the left and the right from her primary opponents, with New York City Public Advocate Jumaane Williams saying bail changes would harm New Yorkers, while Rep. Tom Suozzi argued that the governor didn’t go far enough in her proposed rollbacks.

New York got an early victory over New Jersey in the fight over the fate of the Waterfront Commission of New York Harbor. Originally created to fight mob activities at the city’s ports, New Jersey now wants to pull out of the dual-state commission, an action New York hopes to prevent. So they took the case to court in an attempt for a judicial ruling preventing the commission’s dissolution. And New York just won a

preliminary injunction from the U.S. Supreme Court that stops New Jersey from its plan to unilaterally demolish the commission and instead have state law enforcement police the harbors on its side of the river. Though New Jersey could still emerge the final victors, New York claimed the first win of the court battle and ensured the commission’s continued existence past March 28, when our neighbors across the Hudson intended to put their plan into action.

The Democratic Socialists of America’s New York City chapter is throwing its support behind Assembly candidate Keron Alleyne, entering into a political alliance with longtime Brooklyn power brokers Charles and Inez Barron and their Black socialist organization Operation POWER. He’s running in the June Democratic Party primary for Assembly District 60 in East New York, Brooklyn. That’ll be a rematch against Assembly Member Nikki Lucas, who was just elected in a February special election in which she handily defeated Alleyne 80% to 18%. Alleyne, 31, has worked at the children’s services nonprofit Global Kids, but is also a political protege of the Barrons, and co-chair of Operation POWER, which the husband and wife political team founded in 1997. He is a relatively late addition to the DSA’s slate of six new state legislative candidates and six incumbents. Alleyne will be added to the For the Many slate and get donations from the multicandidate committee, as well as canvassing support from DSA volunteers. It’s a sought-after endorsement, since all five state legislative candidates backed by DSA won in 2020. The organization saw less success in the 2021 New York City Council primaries, where just two of six endorsed candidates won. At the same time, DSA has

been a magnet for criticism on everything from police funding debates to foreign policy statements, and the organization has been publicly chastised as of late by City Council Member Kristin Richardson Jordan, an ally of Charles Barron’s, for not supporting her successful run or the campaigns of her Black radical allies in Harlem. So the DSA is framing this latest endorsement of Alleyne as coalition-building within a multiracial, working-class movement. “We’re really excited to be aligning with a Black socialist organization, Operation POWER,” NYC-DSA co-Chair Sumathy Kumar, told City & State. “It’s an opportunity to build something like the Rainbow Coalition back again,” she said, referring to the alignment of various race-based socialist organizations in Chicago in 1969. Kumar denied that DSA was responding to any criticisms of a lack of coalition-building with the endorsement, but was deferential to Operation POWER and the Barrons’ movement. “We’re really excited to learn from them and working with them – people who have been in the fight much longer than the DSA,” she said. “To me, it’s an opportunity to work with an organized base of Black socialists and find out the connections between our base of organization and theirs.” – Jeff Coltin

Why should Georgia gubernatorial candidate Stacey Abrams have all the fun as president of United Earth on “Star Trek: Discovery”? The producers of the latest iteration of the long-running science fiction franchise learned she was a diehard Trek fan and beamed her aboard for a cameo in the Season 4 finale. Abrams slipped into the role just like other high-profile fans who made surprise appearances on “Star Trek.” Anyone remember Mick Fleetwood as a fish-headed Antedian dignitary on “Star Trek: The Next Generation”? City & State loves TV and film cameos, and it’s no secret that New York politics has at least one “Star Trek” devotee: Assembly Speaker Carl Heastie. He’s even sat in the captain’s chair during a visit to the “Star Trek” set tour in Ticonderoga. So raise shields, arm photon torpedoes and set a course for Hollywood at warp speed as we do a casting call for elected officials we’d love to see pop up on an upcoming episode.

When you were growing up, what were your career ambitions? My original career ambition was to be a veterinarian which is obviously quite different from what I do now. I can’t really name the year that changed, but I was quite an animal lover. I worked on a ranch and a farm when I was a kid. I am a vegetarian. I was very much raised by people who thought you should do good in the world and you should try to make change and make a difference. Once I discovered what was required to become a veterinarian, it might have deterred me, but my orientation and work was
always toward activism and community-based work. It’s Women’s History Month, and you are the acting fire commissioner. Is the qualifier “acting” a challenge for you? It is not a challenge for me. In part, because my feeling is you can’t think of “acting” in your day-today job. There is no such thing as “acting” when they call you in the middle of the night, when you have to go to the hospital. There is no such thing as “acting” when you have to go to a graduation and promote people. So, for me I really try to think of my job as what am I supposed to do.

What the fire department deserves from me on that front is being the full commissioner. My feeling was I have to do the job as long as I am in it. Despite recent efforts, the fire department still lags considerably behind the police department in terms of female recruitment and racial diversity. What do you attribute that to? I actually went back and studied this before I got here. It was actually the public external efforts to change the police department that started about 20-25 years before the fire department’s. So, if you track them side by side, you can actually
see where the police started and how far they got along the way. If we continue on the same trajectory, we should be there as well, granted 20 years behind. And that’s tough for us. We want to shorten that gap and try to catch up. You inherited a situation where EMS personnel make less than firefighters. You made some progress on EMS pay with the last contract. But what are the structural challenges to real parity? Economic justice to me is a key issue and to see it in the agency in the future is very important to me. I went to every
EMS station at the height of the pandemic in March and April and saw firsthand the impact it was having on EMS – the truly brutal long days, with heart attack after heart attack and seeing so many people pass away. That image stuck with me and I couldn’t let it go. We have to do something about this. We certainly are not there yet. Parity is my goal. My most recent work with the last contract doesn’t get us there, but I hope it shows a down payment on my commitment because it is the largest increase that they have ever seen in their contract. We want people to make EMS a career. – Bob Hennelly

Closer to free CUNY? How various budget proposals would affect the city’s university system. By Sara Dorn

T
HE CITY UNIVERSITY of New York looks to be getting some extra financial relief from this year’s New York City and state budgets, which education advocates and lawmakers said was the first step in inching closer to their goal of making tuition free again. Both Gov. Kathy Hochul and New York City Mayor Eric Adams proposed increases in funding for CUNY in their preliminary fiscal year 2023 budgets that are being negotiated in the City Council and state Legislature. Hochul’s budget proposal included a $789 million increase compared to last year, while Adams proposed a $47 million increase, according to his preliminary financial plan. The additional money is part of a political sea change in Albany, at City Hall and on the national level. For years, CUNY students and staff have raised alarms about crumbling facilities, a lack of course options and oversized classes. City and state lawmakers have repeatedly sparred about which budget will cover the funding shortfalls. As public funding for the university system has dwindled over time on a per student basis when accounting for enrollment growth and inflation, students have increasingly picked up the tab. Tuition now covers 20% of the university system’s budget, according to the faculty and staff union, the Professional Staff Congress. While the university system noted that 68% of CUNY students still attend tuition-free, students, staff and advocates have fought for years to return to the tuition-free model that the Free Academy, the predecessor to the City College of New York, was founded on in 1847. In 2015, a coalition of students, advocacy groups, unions and political organizations formed the CUNY Rising Alliance to push for a New Deal for CUNY, a list of funding demands for the state that would get rid of tuition, allow the university to hire more staff and invest in capital renovations. The Working Families Party, Make the Road New York and the Democratic Socialists of America all backed it. Last year, the movement was given a boost when the Professional Staff Congress signed on to the effort. State lawmakers also introduced legislation last year, sponsored by state Sen. Andrew Gounardes and Assembly Member Karines Reyes, to provide free tuition to all students, set minimum faculty and counselor staffing levels and boost pay for adjunct professors. This year, Gounardes said Hochul agreed to work toward many of the goals laid out in the bill through the budget process, which has to be completed by the April 1 deadline. “We are coming out of a period where New York has experienced a decade or

more of austerity, and a lot of areas have been cut to the bone,” Gounardes told City & State. “And I think what we’re trying to do in this new era of state leadership is … to put ourselves on a path toward restoring everything that was lost and then some.” Gounardes and Reyes were among many state and city leaders behind the effort who attended a CUNY school. City Council Member Justin Brannan, who sponsored a nonbinding resolution echoing the demands made by CUNY Rising Alliance, attended the College of Staten Island. As state budget negotiations have heated up, CUNY Rising Alliance has hosted dozens of protests, including a march attended by hundreds of people on the Brooklyn Bridge earlier this month. While serving as Brooklyn borough president, Adams marched in 2020 to advocate for more public funding to offset the cost of CUNY tuition. Hochul’s budget included a total of $8.1 billion for higher education, an 8.3% increase compared to the fiscal year 2022 budget. Overall, Hochul proposed an overall

budget of $1.6 billion for CUNY senior colleges, a $170 million increase. She budgeted $89 million more for SUNY and CUNY debt service, and an additional $8 million for community colleges. Hochul’s budget also included several new investments, such as $150 million to expand the Tuition Assistance Program to cover an estimated 75,000 additional students who are enrolled in six or more credits at SUNY, CUNY or any independent, nonprofit college. The existing program typically only covers full-time students. The preliminary budget also included a new $53 million allocation to hire 540 full-time faculty at CUNY, $48 million for fringe benefits and $4.8 million for child care centers at the eight CUNY campuses that currently lack one. A CUNY spokesperson lauded Hochul’s proposed funding increases, and said in a statement: “It is notable that Governor Hochul’s first executive budget adds millions for our University including an increase to hire more faculty, an increase in financial

aid to support more students, including those going part-time and increased funding for opportunity programs that help the students with greatest need.” The Assembly and state Senate’s counterproposals took Hochul’s spending increases a step further, including a $200 million uptick in operating support funds for CUNY, an additional $35 million for new full-time faculty and extra $60 million for base aid to CUNY community colleges. The Assembly also wanted to require a five-year capital plan for CUNY as part of the executive budget and increase funding for community colleges by $60 million, according to a summary of its one-house budget proposal. Notably, Hochul’s budget included just $1 million for mental health services at CUNY. The Assembly proposed an additional $28.8 million on top of that. “There really isn’t a substitute for having an actual vibrant, funded, well-staffed mental health practice on campus,” Professional Staff Congress President James Davis told City & State. “We have these offices on our campuses and they’ve just been depleted of full-time staff.” The state Senate’s budget proposal would increase funding for CUNY by $500 million, including $153 million for new full-time faculty and $59.6 million to to “fully close the TAP gap,” which refers to the difference between Tuition Assistance Program awards and actual tuition price for students, something the staff union has been raising alarms about for years. “The gap between what the state pays for TAP at SUNY and CUNY and the actual cost of tuition at SUNY and CUNY has left colleges grappling with a $139 million total shortfall in funding statewide ($65 million for SUNY and $74 million for CUNY),” the union wrote in 2019. “As this gap has grown – and continues to grow – students are feeling that loss in funding in their classrooms and counseling centers.” Adams proposed a baseline $981.3 million fiscal year 2023 budget at CUNY, a $53 million increase over last year. But CUNY is not immune from Adams’ plans to cut spending at most city agencies by 3%. When accounting for the proposed $14.6 million in cuts, along with $5 million in expenditure increases, the final CUNY budget would be $971.7 million in fiscal year 2023, a $46.8 million increase. “There is nothing efficient about undermining CUNY when the communities served by CUNY are in such great need. I believe we must double down on our investments to CUNY to fuel our economic recovery. (We) can’t cut our way to prosperity. Recovery requires real investment,” Brannan wrote in an email to City & State.

THE CITY UNIVERSITY OF NEW YORK is the largest urban public university system in the U.S., describing itself as “a transformative engine of social mobility that is a critical component of the lifeblood of New York City.” CUNY Chancellor Félix V. Matos Rodríguez came to the job in May 2019, already well-versed in what the university does to help its diverse body of students achieve academic success. Before becoming chancellor, Matos Rodríguez spent about five years as president of Queens College and another five years prior to that as president of Hostos Community College in the Bronx. Matos Rodríguez started with CUNY at Hunter College in 2000, where he taught Black and Puerto Rican/Latino studies and served as the director of the Center for Puerto Rican Studies. Matos Rodríguez has built a reputation for supporting accessibility and inclusion. Now, as the first Latino and person of color to serve as CUNY’s chancellor, Matos Rodríguez, who within his inner circle goes by “Felo,” has been helping CUNY’s 25 campuses through the coronavirus pandemic and is now focusing on the university’s recovery. City & State Editor-in-Chief Ralph R. Ortega, who also worked as an adjunct professor at the Craig Newmark Graduate School of Journalism, sat down with Matos Rodríguez for an hourlong interview to discuss growing up in Puerto Rico, his work as a Cabinet secretary on the island and the challenges of leading CUNY during the pandemic. Would you please discuss what it has been like for you to be the first Latino chancellor of CUNY? It’s an honor and a great sense of responsibility. For me, I see it as part of this long-term investment that CUNY has made in the Latino community here in New York. Because if you if you look back at my career, I came into the CUNY system not to be chancellor but to be a faculty member at Hunter and to direct the Center for Puerto Rican Studies, which is an investment that this university had done in promoting an archive and documentation and a space for policy issues to be discussed
about the Puerto Rican and then the growing Latino community. Then years later, I go (on) to become the president of Hostos, which is another example of how CUNY has responded to the needs of the Latino community here in New York. So I see the opportunity to be chancellor in some ways as part of a journey that is anchored around investments that CUNY has made for the Latino community here in New York, and investments that CUNY has made also with other communities in the city. I hope that that investment in diversity that CUNY has been connected with continues to show itself in the leadership of the university,
let it be the chancellor, the presidents and my team. Please then talk about your upbringing in Puerto Rico and how it has influenced you. If you read my resume of education and accomplishments, all that is due to the fact that the CUNY of Puerto Rico – the University of Puerto Rico – opened its doors to two students of very humble means: my mom and my dad. It allowed my dad to become an engineer. My mom was going to be a teacher until I was born, so that sort of derailed the teaching plans, but we had grown up in Puerto Rico with more opportunities than
my mom and dad had. It’s that story of social mobility, which is so much CUNY’s story here in New York. I benefited from that in Puerto Rico. So, when I looked at where I wanted to be as an academic – I had the opportunity to come to CUNY as a faculty member – it seemed like a no-brainer, because I saw my mom and my dad in my students. I wanted to be part of this, of creating more stories like the one I’ve had, to benefit from that social mobility that a public higher ed institution provided for my parents, which in turn, ended up giving me this great possibility. That’s one of the biggest sort of connections between my upbringing and why I’m at CUNY. The other thing that I’ll share with you is that I was very fortunate. My mom and my dad were single children. I knew three of my great grandparents. So we’re very close to them. Growing up, I was used to being in a place where stories about the past were being told and retold. And I think that has something to do with me becoming a historian later on in life. I feel incredibly blessed that I had that connection, that gift. One of my greatgrandmother’s, I actually got to know her well. What an incredible sense of perspective that you get from that side of the family. That’s why for me, the connection to the CUNY mission is so key because I see, when I go visit the campuses, when I go engage the students, I see my dad’s face, I see my mom’s face. It’s great to be able to go to bed at night knowing that you’re part of that transformation and stories. May 1 will mark your third anniversary as chancellor. What was it like for you taking on the job as chancellor barely a year before COVID-19 struck? So you get a new chancellor and there was a sense of expectation in the system, you know, after a long search and a long interim period. The fact that I came

from within the system sort of provided some initial comfort – that the learning curve was less steep in a way. Again, I feel very fortunate that I also came into the job having been president of the two largest sectors that comprise our school – the community college and the four-year school. Traditionally, people just operate in one sector. My CUNY career allowed me to have a more complete view of the system. For me, the CUNY story of success – and this is not just the chancellor speaking, I can give you rankings and studies to be objective, if you believe that the chancellor is being hyperbolic – is that we top any public system in the country on social mobility, anchored on two things. One, we’re affordable. Sixty-six percent of our students do not pay tuition. The second, 75% or so graduate debt-free from the federal government. There are challenges there, because we serve some families that come from very poor backgrounds. But again, we are probably the most affordable of any system in the country, with great faculty and staff. Where did you see a need for improvement then? The one area where I thought we were weaker was in connecting our students to the world of work. When you think that half of our students are the first members of their families going to college, I think we have an extra responsibility to make sure that those students from the earliest opportunities are thinking about possibilities, and then expose them to those possibilities. For the ones that already have a sense of where they want to go careerwise, it might be just about validating that path. For the ones who
are trying to figure it out, it’s to provide choices so they can find that path. CUNY had not done a good job consistently on that whole career engagement part, which so many people are focusing on right now. It’s one of the things that I wanted to emphasize coming in as chancellor. There’s no greater need. If that was important in 2019, now that we’re trying to recover out of the pandemic, it’s even more important. That was a big priority for the system, and we’ve done some work on it. But it’s become even more important now. I am so delighted the governor has recognized that in her budget. She put money into CUNY for workforce projects and for paid internships and apprenticeships, which came from our requests. And the mayor is doing the same thing. How prepared were you then, as chancellor,
to handle the onset of the pandemic? One thing that people might not know is that when I was in Puerto Rico, I was the commissioner for social services. That department is the local disaster response entity until (the Federal Emergency Management Agency) and the federal government steps in. It also operates the shelters, often located in the public schools. So I had a lot of training, and we had a great team in the department. You have a checklist when you have an emergency and a certain kind of adrenaline that kicks in. I think that that came handy with navigating COVID in the sense of what we needed to prioritize.
that mean? People went remote, particularly at the beginning of the pandemic when New York was at the epicenter. We didn’t have as many tools to be able to keep people safe. We had to pivot that way. We provided resources for students, including laptops and personal hot spots if they didn’t have broadband at home. We had to be part of the way that the city and the state responded. We had to vacate our dorms in case they needed more capacity for the hospitals. We provided some of the first vaccination sites. I’m very proud that of all the people vaccinated, about three-quarters of a million were vaccinated on our CUNY campuses. We were part of the city’s emergency response.
What immediate steps did you take? First, it was making sure we had environments where everybody’s safe. What does

for in-person learning? The first thing was to lead with the rationale for your actions. In our case, the Centers for Disease Control (and Prevention) has been our guide. We also have been having conversations on feedback that we get from the state Department of Health and the city Department of Health. I think it’s important to communicate why you made the choices that you made, and the rationale for them, knowing that the individual levels of risk tolerance are very different and unique. It’s going to be very difficult to meet everybody on their level. But if at least you’re straightforward about the rationale and what the CDC is saying about the math, where we are in terms of the numbers in the city, the data that we have from our own testing on the campuses, that goes a long way when not you’re not going
to be able to have everybody totally supportive of whatever decisions you make. I think that we are fortunate that we are in a city where most measures taken were more easily embraced than in other parts of the country. I like to think that we’re part of that educational story, working with our students, faculty and staff. The other part to it is the great lesson in humbleness. This whole experience has taught us that you need to be providing the best answers that you can with the information that you have, but also being very humble about it. I might be needing to come back to you in a couple of weeks or a couple of months with maybe a different plan because we have additional information and we change strategy. People always want certainty from the get-go. People want that roadmap. One thing that COVID has taught us is that adapting is part of the way you deal with this horrible virus. You are now a member of New York City Mayor Eric Adams’ COVID-19 recovery task force. Can you talk about what it has been like working with the task force so far? What the mayor is doing, which is consistent with some of the things that I saw as part of his transition team, is getting the best feedback from different sectors of the city. I was very, very glad to see how comprehensive our last call was with the individuals and the organizations that have been part of this task force. An inventory was taken about what’s happening. There was even talk about what’s needed. It’s feedback from the different sectors with suggestions and
solutions for the mayor. And this is from health people, education people, people from the small-business community and people from the nonprofits that provide social services. The mayor cast a very wide net and always tied to the mayor’s developing style. But we also have to get stuff done, even as we consult and we engage people. You have to consider some of those things in decisions in the K-12 system with the masking, among other things. It’s been good for me to see how things are panning out in other sectors of the city. So I benefited from that exchange. Also the focus was, “We need to get back on recovery mode.” Speaking of that recovery, how is CUNY putting to use some of the federal aid that it received recently? We’re very thankful for the federal money and the leadership of the New York senatorial and congressional delegation in fighting for those funds, which we’re using to invest in building sustainable capacity in online programs. We’re using $8 million from the federal money to create the next generation of fully online programs with our School of Professional Studies, which is among the top 10 in the country in online programs, taking the lead. CUNY students can either be part of the entire program, or they can take courses in that program. The pandemic showed that there’s going to be a growing need for this more flexible modality of instruction. One of the reasons why we wanted SPS to be the leader is because it has won awards for the training of faculty to teach in this sector. Wherever there is modality, we want to make
sure that the quality of the instruction and the experience is first-rate. And so that’s why I’m very, very excited about the fact that we can use federal dollars to do a jump-start of that – (it) is music to my ears. Lastly, what’s been your most rewarding experience thus far as chancellor? So let me begin by saying that one of the things that’s most challenging about being chancellor is not being on campus. I have been all my professional life, either a faculty member or administrator on campus. I get incredible energy and encouragement walking through campuses. You meet the students. You meet the staff. You meet the faculty. And you know, you get some complaints, but you always get an inspirational story. There is always someone to immediately tell you they are doing something very interesting, whether it be a student or faculty member, and it reminds you of the mission and why we’re here. That’s why I’ve been trying to visit a lot of the schools in a systematic way, because it’s a way for me to reconnect with that. So, the most rewarding are those personal stories when I go to a campus and I meet a student, or I meet an alum, that you know if CUNY had not been (there) for them, they probably would not have been able to go to school, or they would have an incredible burden that was financial or an investment of time. To see them succeed, to see them fulfill their educational dreams, and to see the multiplying effect that has on their families, their neighbors and communities – that is the biggest adrenaline rush.■

S PLACES WHERE individuals gather from across the globe, institutions of higher education are shaped by the world around them, even as they shape the next generation. Over the past year, college and university presidents in New York dealt with a number of issues that extend far beyond the borders of the classroom. Higher education leaders have adapted to reinstating in-person teaching while revising earlier COVID-19 public safety measures. They’ve addressed urgent calls to combat racism and climate change both on and off campus. And they’ve continued to provide students with the skills they need to thrive in an ever-changing economy. Many moved to meet these challenges while collaborating with stu-

dent bodies, local communities and government officials. It was also a year that swore off passivity on important issues in favor of speaking up and out. Jim Malatras was forced out as chancellor of the State University of New York following criticisms of his involvement in several scandals that felled his former boss, then-Gov. Andrew Cuomo. A number of institutions made strides in empowering leaders of color. Others advocated aggressively for adequate funding and increased access for low-income students. City & State’s Higher Education Power 100, which was researched and written by City & State’s Julia Santiago, reflects these challenges and triumphs as it recognizes the individuals who are redefining what it means to be a leader in higher education.

1 FÉLIX V. MATOS RODRÍGUEZ CHANCELLOR City University of New York Since becoming the first Latino chancellor of CUNY in 2019, Félix V. Matos Rodríguez has been a champion for diversity in education for both faculty and students. Matos Rodríguez oversaw the school’s new initiative to bolster its STEM programs for Latino students, and at the onset of the COVID-19 pandemic, CUNY purchased hundreds of laptops and tablets to make the transition to online learning accessible for all students and created the Chancellor’s Emergency Relief Fund. The chancellor co-chaired New York City
Mayor Eric Adams’ transition team, and in February, Matos Rodríguez was named to the mayor’s COVID-19 Recovery Roundtable and Health Equity Task Force.

MERRYL TISCH CHAIR SUNY Board of Trustees Merryl Tisch has long been one of New York’s leading educational policymakers. Before her appointment as chair of the SUNY board of trustees in 2019, Tisch was vice chair of the board and also spent seven years as chancellor of the state Board of Regents. Tisch has argued against the cap on charter
schools in New York City and advocated throughout the COVID-19 pandemic for providing SUNY students with increased access to mental health services. Tisch, along with SUNY Vice Chair Cesar Perales, is also overseeing a “global search” for a new chancellor for the 64-school system following the exit of Jim Malatras.

But Stanley, who led SUNY Oswego for more than a quarter century, instead moved up the career ladder, taking on the role of interim chancellor of the entire 64-school SUNY system in January after the hasty exit of Jim Malatras. Toby Ann Stavisky became the first woman to chair the state Senate Higher Education Committee in 2019 and has used the post to advocate for adequate funding and keeping tuition increases in check, especially in the wake of the COVID-19 pandemic. In November, she supported a $1.1 million donation to Queens College in support of contemporary Asian art and a program focusing on mental health connecting SUNY New Paltz and the University of Puerto Rico.
10 SARAH MANGELSDORF PRESIDENT University of Rochester Since becoming president of the University of Rochester in 2019, Sarah Mangelsdorf has worked on increasing access to quality education for all students. The university,
which is the area’s largest employer, raised the minimum wage for all staff members to $15 per hour in November as part of its larger initiative to combat poverty and racism in the region. Last May, the university created the University Coalition for Student Mental Health and Wellness per Mangelsdorf’s recommendation, to increase the availability of mental health resources on campus.
11 HARVEY STENGER PRESIDENT Binghamton University Harvey Stenger has led Binghamton University for over a decade, with a focus on boosting its research capabilities. In February, the school maintained its status as a top-ranked research institution, according to a list from The Carnegie Classification of Institutions of Higher Education. The school is also part of a federally funded coalition investing in battery research. In the fall, Stenger marked the opening of the university’s Harriet Tubman Center for Freedom and Equity.

In recent years, he has advocated for coronavirus protections for his members and increased staffing at SUNY hospitals, and this year, he’s calling for a $250 million increase in funding for SUNY beyond the governor’s proposal after years of budget cuts.

29 DARRYL WILLIAMS SUPERINTENDENT U.S. Military Academy at West Point Darryl Williams graduated from West Point in the early 1980s and went on to become the military academy’s first Black superintendent four decades later in 2018. Since becoming the head of the U.S. Army service academy, he has put an emphasis on developing leaders of character while tackling a number of schoolwide issues, from sexual assault to racial justice. Last year, the Rev. Brian J. Shanley became the 18th president of St. John’s University, where he has focused on increasing equity in education, citing the Vincentian principle of service to the poor. Shanley has also focused on expanding the university’s athletic facilities to enhance student engagement. In November, the university unveiled the new Institute for Critical Race and Ethnic Studies, a research center that aims to create partnerships both inside and outside of the university to study and combat systemic racism.
The City College of New York Vincent Boudreau is the president of The City College of New York, where he previously was the founding dean of the institution’s Colin Powell School for Civic and Global Leadership. Boudreau, who initially held his post in an interim capacity, has endeavored to improve funding for the school. The college’s Center for CoInnovation and Medical Technology recently was chosen to receive a $750,000 grant from the U.S. Economic Development Administration in order to spur medical innovation and create jobs in the Greater Harlem area.

Under her leadership, Adelphi has launched over 30 new academic programs and has met a 94% career placement rate for undergraduates. Riordan also established the Office of Diversity, Equity and Inclusion at Adelphi which has initiated a new training program for all faculty and staff. In December, she was named to Nassau County Executive Bruce Blakeman’s transition team.
36 KAROL MASON PRESIDENT John Jay College of Criminal Justice Prior to joining John Jay College of Criminal Justice in 2017, Karol Mason ran the Office of Justice Programs in the U.S. Department of Justice. Mason is an expert on juvenile justice and bail reform, and her John Jay colleagues often weigh in on local criminal justice debates. The college was recently awarded $47.7 million by the U.S. Department of Education to expand STEM opportunities for Latino students and $2.6 million to study the effectiveness of New York City’s gun violence interruption initiatives.

During a state Senate committee hearing on the quality, equity and affordability of public higher education last November, Murphy listed a number of initiatives the agency took during the coronavirus pandemic, including efforts to ensure that teacher and health professional licensing continued.
39 ALAN KADISH PRESIDENT Touro University Dr. Alan Kadish’s efforts since becoming president of Touro College in 2010 culminated in a major milestone – the institution in New York is now officially Touro University. Touro, which was formed a little over a half century ago as a Jewish institution, now serves some 19,000 students at 35 schools in five states, including New York Medical College. The university also unveiled plans in January to create a new 243,305-squarefoot campus in Times Square.

DRIVING DIVERSITY ON CA Conversations about diversity and inclusion have been pushed to the forefront in recent years, as academic institutions react to the Black Lives Matter movement, the rise in hate crimes against Asian Americans and health care disparities highlighted by the coronavirus pandemic. A growing number of institutions have taken concrete actions, including empowering college and university officials to encourage diversity and creating safer and more inclusive learning environments for all students. Here are a few examples of innovative initiatives and academic efforts underway emphasizing diversity, equity and inclusion in New York.
ANGELA ANTONIKOWSKI CHIEF OFFICER OF HEALTH EQUITY, DIVERSITY AND INCLUSION Albany Medical Center In 2020, Angela Antonikowski became the first chief officer of health equity, diversity and inclusion at Albany Medical Center as well as associate
dean for student wellness. Antonikowski, who specializes in pediatrics and psychology, is increasing bias training and staff development to promote racial, LGBTQ and veteran groups, and student equity. “As a psychologist, I know far too often that without identification of barriers and clear planning, the best efforts will not be sustained,” Antonikowski told the Times Union last year. “Creating an environment in which diversity is seen as an asset is the hallmark of an equity-minded institution.”
ANNE C. BAILEY DIRECTOR, HARRIET TUBMAN CENTER FOR FREEDOM AND EQUITY Binghamton University Anne C. Bailey is the director of the Harriet Tubman Center for Freedom and Equity, which was opened at Binghamton University last year. The center has undertaken efforts to assist underrepresented students, issued recommendations through its Truth and Reconciliation Commission
and proposed several memorials to mark the history of slavery. At Binghamton University, Bailey also teaches history and has authored studies on racial inequity, including a piece in The New York Times’ 1619 Project on forgotten slave auction sites in the United States.

CHANG & SUMIE OKAZAKI ASSOCIATE PROFESSOR NYU Silver School of Social Work PROFESSOR OF APPLIED PSYCHOLOGY NYU Steinhardt Ever since the COVID-19 virus was found to have originated from China, Asian Americans have experienced unjust and violent racist attacks in the United States. To understand how Asian Americans were affected, NYU professors Doris F. Chang and Sumie Okazaki
launched a nationwide study. The two set out to explore the social climate during the pandemic and its impact on the physical and mental health of Asian American adults. Bringing awareness to anti-Asian hate is important to the two professors, as many of these incidents go unreported or unseen. Chang teaches at the NYU Silver School of Social Work, where she focuses on closing the gap in large health disparities that minorities face. Okazaki is a professor of applied psychology at NYU Steinhardt

Gov. Kathy Hochul and then-New York City Public Advocate Letitia James as speakers while partnering on a study with the New York City Commission on Gender Equity. Last year, the two John Jay College of Criminal Justice professors relaunched the organization as

the Initiative for Gender Equity in the Public Sector, a move intended to broaden its inclusivity. Last year, the pair published a study that explored various New York City legislative efforts toward gender equity to help redirect and improve policy efforts.
BRIAN HARPER VICE PRESIDENT FOR EQUITY AND INCLUSION New York Institute of Technology Dr. Brian Harper became New York Institute of Technology’s first vice president for equity and inclusion in 2020. Since then, he has been promoting activities and strategies that create a more inclusive environment. Harper, who is also a professor and retained his role as the school’s chief medical officer, is informed by the racial inequalities he has seen firsthand in the medical field as a physician. “Ultimately, we would like to institute this, such that all departments and all the colleges take on
diversity, equity and inclusion as something that they incorporate as a matter of routine into their operations,” Harper told Diverse: Issues in Higher Education last year.
CHRISTINA VARGAS CHIEF DIVERSITY OFFICER Suffolk County Community College Suffolk County Community College was recently designated by the U.S. Department of Education as an official Hispanic-serving institution, thanks to the many Hispanic students who attend the two-year school. “Latinx/ Hispanic students serve as important role models and leaders throughout the college, for example, within student government, clubs and organizations, as peer mentors and orientation leaders,” Christina Vargas, the school’s chief diversity officer and Title IX coordinator, said this year when the community college was recognized by Hispanic Outlook on Education
Magazine as the top SUNY school for Hispanic students.
AMY STUART WELLS DIRECTOR OF THE REIMAGINING EDUCATION SUMMER INSTITUTE Teachers College, Columbia University The Reimagining Education Summer Institute at Teachers College, Columbia University runs a learning program in culturally responsive and relevant critical thinking topics for educators each summer for the past six years. The program has gone from having 130 participants to well over 1,000. Every July, for a week, educators from all levels gather and acquire new skills in leading and learning about how to promote a racially just society. “In this year of postpandemic possibilities we need to reimagine education for a racially just society more than ever,” Amy Stuart Wells, the director of the Reimagining Education Summer Institute, said last year. – Julia Santiago

Since stepping into the position of president of Lehman College last July, Fernando Delgado has been focused on advancing the success of Lehman’s many first-generation students – as he was once one himself. The college was recognized last year as one of 35 “Fulbright Hispanic-Serving Institution Leaders” by the U.S. Department of State. Delgado also worked with The Bronx Institute at Lehman College to win a $12.2 million grant to connect low-income students with educational opportunities.

Kevin C. Weinman was announced as Marist College’s president last summer, a return home of sorts for a native New Yorker who grew up in New Jersey. Weinman, who previously served as chief financial and administrative officer at Amherst College, took the reins in October aiming to maintain as much in-person learning as possible during the COVID-19 pandemic. Also, addressing mental health needs and combating sexual abuse at the college are among his top priorities. Weinman also kicked off Marist's largest hiring effort with the goal of increasing the diversity of the faculty and staff.
Henry Foley became the president of the New York Institute of Technology in 2017, bringing his wide experience and knowledge in economic development and research to the school, which has campuses on Long Island and in Manhattan. Foley has sought to increase the university’s global outreach and management of resources. The institute’s School of Architecture & Design recently secured philanthropic support for its digital fabrication and robotic matter labs, and graduate programs.

This year, she brought on Emma Wolfe, a former top adviser to then-New York City Mayor Bill de Blasio, as senior adviser to the president.

49 TY STONE PRESIDENT Jefferson Community College Ty Stone isn’t just a leader in higher education – she’s a driver of economic growth too. The president of Jefferson Community College since 2017, Stone also co-chairs the North Country Regional Economic Development Council and has been laserfocused on job growth in her upstate community. The college’s plans to revive its downtown area, which were scrapped in 2020, were recently reinstated. The plan includes renovating an old
nightclub into an educational facility and hub for students, in part as a way to recover from the coronavirus pandemic.
50 ELIZABETH BRADLEY PRESIDENT Vassar College Since Elizabeth Bradley came on as president of Vassar College in 2017, she has expanded its reach beyond its campus in Poughkeepsie. She has forged partnerships overseas in China, India and Rwanda, while collaborating closer to home with Columbia University on a joint, fiveyear master’s of public health program. Bradley was named to the state’s New York Forward Reopening Advisory Board during the coronavirus pandemic, and in January, she became a director of the American Association of Colleges and Universities.

51 DAVID HARRIS PRESIDENT Union College Since 2018, David Harris has focused on advancing the Union College Challenge – an effort to encourage students to participate in something they have never done before. Harris has also overseen the college’s plan to bridge together the liberal arts with engineering. During the COVID-19 pandemic, Harris created task forces and programs to accommodate students with remote learning and campus safety policies. The college recently began working with the Schuler Education Foundation to invest up to $40 million to fund the tuition of low-income students.
52 CRISTLE COLLINS JUDD PRESIDENT Sarah Lawrence College Cristle Collins Judd is wrapping up her first term leading Sarah Lawrence College, and last summer,
she was extended for a sixyear term. She has not only boosted the private liberal arts college’s campus – completing a $200 million capital campaign in 2019, building a new campus center and a theater – but also spearheaded a civic engagement initiative with its neighbors in Westchester County. The community engagement effort was funded by a $1.2 million grant from The Andrew W. Mellon Foundation, where Judd previously served as a senior program officer.
53 DONALD CHRISTIAN PRESIDENT SUNY New Paltz After more than a decade serving as the president of SUNY New Paltz, Donald Christian is set to retire from the position in June. Throughout his time as president, Christian oversaw initiatives to expand the school’s programs to meet student interests, including new STEM and 3D printing programs. The school drew attention for using its technology to print over 24,000 face shields during the coronavirus pandemic.

NYU Tandon’s current freshman class has over double the number of women than the national average in engineering, and women make up a quarter of the school’s faculty. Tandon is now planning to launch a new program for robotics and innovation.

Last year, the Bayside, Queens, CUNY community college received $430,000 from the state’s Workforce Development Initiative fund towards the school’s Certified Recovery Peer Advocate program. The program helps individuals seeking to recover from substance abuse enter the workforce. In December, the school celebrated the opening of a new campus building that marks its first expansion in 60 years.

Diane Recinos was named the president of Berkeley College in March, and she brings a deep understanding of the institution, having been a part of its administration for nearly three decades. Prior to her appointment, Recinos held roles as Berkeley’s interim president and as senior vice president of student success, a role in which she was in charge of campus operations, marketing and offices of disability and veteran services. The school educates some 3,800 students online and at campuses in Manhattan and New Jersey.

The Graduate Center’s current president, Robin L. Garrell, followed the lead of Mina Rees, another female scientist who became the founding dean in 1962. The Graduate Center over the years has awarded more than 15,000 degrees, and it had around 3,500 doctoral and master’s students as of 2019.

Since becoming the president of Mercy College in 2014, Timothy Hall has been advancing equity for minority and low-income students. Mercy College is known for its Personalized Achievement Contract mentoring program, in which students are paired with experts who give advice on academic, professional and social aspects. Under Hall’s leadership, the freshman class retention rate has risen by 10%. Last year, Hall made sure that transparency was prioritized and resources were available during the COVID-19 pandemic.

New Borough President Antonio Reynoso admitted to parking with an expired city parking permit, as well as to driving with an expired registration. It’s not a secret that the NYPD conducted surveillance of Muslims in New York City after 9/11, a controversial practice that was extensively documented in the media and resulted in three lawsuits.
