Public school kids in New York City will all be expected to be in their classrooms this fall.

BACK TO SCHOOL IN NYC

In a major decision for New York City, Mayor Bill de Blasio announced that public schools in the city will be 100% open in the fall with no remote option. Currently, although schools have been open for in-person learning, the city has

allowed students to continue learning remotely if they or their parents had concerns about returning to the classroom with the pandemic ongoing. But with vaccines getting approved for younger teens and children and consistently low positivity rates, de Blasio said that

kids need to return to the classroom if the city wants to begin achieving a full recovery. But many parents, particularly parents of color, have long expressed wariness at the prospect of sending their kids back to the classroom, even if they don’t like remote learning options. Asked about the prospect at the state level, Gov. Andrew Cuomo indicated that there will be a uniform approach to school reopenings and said the state is on track to have all schools fully reopened by the fall. He didn’t say whether removing the remote option, as New Jersey recently announced as well, is something he is considering.

Floyd’s killing set off a wave of protests across the country and triggered policing reforms in New York. One year later, as the push for more changes continues, the lasting impact of Floyd’s murder on New York is clearer than ever.

Mateo attacked Sliwa, who leads in the only polling done in the race so far, as a “liar” and a “comedian,” and even mentioned Sliwa’s many rescue cats. Sliwa went after Mateo for his past support of Democratic candidates.

The state Senate moved on several pieces of legislation, at least partially driven by recent scandals surrounding the governor, to further strengthen the state’s sexual harassment laws and to reform the government ethics agency the Joint Commission on Public Ethics, or JCOPE. Asked about the reforms to the commission he helped establish several years ago, Cuomo called JCOPE “meaningless” and that reform would be ineffective without a constitutional amendment, which has also been proposed in the

Legislature. Meanwhile, a much anticipated bill that would allow gig workers to unionize effectively died before arrival as most stakeholders came out in opposition to the proposal before it was even introduced.

TURMOIL IN THE MORALES CAMPAIGN

Diane Morales’ campaign for mayor of New York City was rocked with internal turmoil the past week that led to her missing a candidate forum hosted by the Rev. Al Sharpton and to several members of her team resigning or getting fired. Her campaign manager and senior policy adviser both

departed the campaign after Morales allegedly failed to address claims of racism, harassment and employee abuse. Morales has said that two of those fired were staffers who were at the root of the complaints, but another four were leaders in the effort to unionize campaign staff. Although several have called on Morales to suspend her campaign, and even to drop out of the race entirely, she said she has no intention of doing either as she downplayed the strife. Members of her campaign staff are still looking to unionize, and attention on their efforts has increased significantly since news of trouble in the Morales camp first broke.

John Liu: The unlikely endorser Before state Sen. John Liu, a trailblazing Asian American lawmaker, endorsed Andrew Yang as his first choice to be the next mayor of New York City on May 24, it didn’t look like Yang was going to be his candidate. Liu had praised Brooklyn Borough President Eric Adams’ outreach in Asian American communities, but when asked about Yang he told The New York Times in March: “I’m going to limit my comments to things I will positively say about specific candidates.” He told City & State in an interview last month that concerns raised by hundreds of progressive Asian American New Yorkers about Yang in a letter were “legitimate” and “not surprising.” But Liu conceded that Yang represented “a voice that needs to be both heard and seen,” and he was energizing Asian American voters in New York City. So, some were surprised when Liu endorsed Yang this week. Liu’s influence as New York City’s first Asian American elected to the City Council, as a former citywide official as comptroller and as a state senator from New York City is likely to boost Yang’s candidacy in the city’s growing Asian American community, which is 14% of the city’s population. A source close to Liu said they do not think Yang was the state senator’s first choice. But as an Asian American lawmaker –

who ran for mayor but finished fourth in the 2013 Democratic primary – he recognized the significance of Yang’s candidacy to Asian New Yorkers. “(Liu) more than anyone else recognizes the historic significance of this moment as an Asian American in New York City politics because he was seen at one point as a potential mayor of this city and part of that was galvanizing Asian Americans who felt he would help raise the visibility of our community,” said the source close to Liu, who spoke on the condition of anonymity to speak freely about Liu’s thinking. “Even though he’s not in the same position now, I think (Liu) feels the same goal is still there for him to really raise the visibility of our community and – like many Asian Americans – there’s some lingering hope that Andrew being mayor may help us as a community to get out of the margins and into the center of New York City politics.” The source said Scott Stringer, who had been the candidate of the progressive left until allegations of sexual abuse prompted progressive lawmakers and the Working Familes Party to rescind their endorsements, may have been Liu’s first pick, but said Stringer’s downfall as the “progressive champion” has left politicians with no choice but to back Yang or Adams. “It’s a rock and a hard place. A Q&A with state Sen.

Individuals should not be adversely affected for the rest of their lives for one of their worst moments.

Tell me about your “clean slate” bill and how sealing and expunging someone’s record would work. The principle behind this bill is that individuals should not be adversely affected for the rest of their lives for one of their worst moments. We have 2.3 million New Yorkers with conviction records that prevent them from participating in our economy, from getting housing and educational opportunities. They’re living with this burden even after they have served all of their time and have paid all of their dues to society. And so what automatic sealing and expungement does

is it removes that burden and that barrier to these opportunities, and it would work in a twostep process. The first is automatically sealing (one’s record) either one year or three years after the end of someone serving their time. For misdemeanors, it’s one year, and for felonies, it’s three years. And then at five years for misdemeanors, and seven years for certain felonies, it (the records) would be automatically expunged. How does the clean slate bill help the state as a whole? The bill is the morally right thing to do. If

we are truly a society about rehabilitation and redemption, this is the right thing to do. But it’s not just the morally right thing to do. This is about a true economic recovery for the entire state. We can’t say that we’re trying to bounce back from COVID-19, and we want more people to work, and we want to bring more people into the business ecosystem but for the 2.3 million New Yorkers with conviction records say, “Thanks, but no, thanks.” This is a jobs bill. This is a housing bill. This is an education bill.

Republican lawmakers have criticized the bill for concealing what they consider to be valuable information to employers and landlords. Your thoughts? I say this is a public safety bill as well. ... If you have not committed another crime – that is a prerequisite in this bill – you’ve been a committed member of the community, not committing offenses. You’ve already served your time, but you have this record that is preventing you from getting housing; it’s preventing you from getting a decent

job; it’s preventing you from getting financial aid for school, you are going to turn, in some cases, to what you know and to some of the worst elements in our community. I’d also note that there are some exceptions in this bill that would still grant access, in many instances, to the records for particularly sensitive industries where the state has deemed it a requirement for you to be fingerprinted. On a recent afternoon in Flushing, Queens, Assembly Member Ron Kim filtered through Main Street’s crowded sidewalks with his 6-yearold daughter in tow, talking with small-business owners. The weekday crowds showed promise of an economic revival in the neighborhood, where roughly 1 in 10 people contracted COVID-19 over the past year. Later in the tour of the blocks he grew up on, Kim paused outside a seafood restaurant on 40th Road, a quieter street off the main thoroughfare. This is where 38-yearold Yang Song died in 2017 when the New York City Police Department’s vice squad arrived to arrest her for allegedly engaging in sex work, Kim said. Song had been arrested for prostitution before, but as police banged on the door during that night’s raid, Song either fell or jumped from the fourth-floor balcony. Kim, whose family immigrated to Flushing from South Korea when he was 7 and who still lives in the neighborhood with his wife and three daughters, has spent a fair bit of time on this stretch of 40th Road. Organizations like Red Canary Song, created after Song’s death to advocate for immigrant sex workers, have held memorials at the site, including a memorable vigil Kim attended on a cold November night in 2019. “He was freezing his butt off with the rest of us,” said Pauline Park, a Korean American progressive activist and chair of the New York Association for Gender Rights Advocacy, a transgender advocacy organization. “He’s not some limousine liberal who shows up for a drive-by photo op.” Decriminalizing sex work is one of a handful of issues that Kim cites as his top priorities in Albany. Unlike some lawmakers who might be inclined to opine on every major policy proposal favored by their party or its ideological wing, Kim sticks to just a few. This also includes taxing the rich and closing the wealth gap, and fighting the rise in anti-Asian hate crimes with what he calls a “decarceral” approach. It’s no coincidence that many of these issues are especially relevant to Flushing and the rest of Queens. Flushing is roughly 70% Asian American, including a large Chinese American population and a smaller Korean American population, according to the 2010 census. It’s been the site of recent violent anti-Asian attacks that are a part of a larger rise in hate crimes against Asian Americans. And while any progressive Democrat will extol the importance of tackling the wealth

gap, Kim noted that a 2018 report showed that income inequality among Asian Americans was higher and growing faster than any other major racial or ethnic group. But those aren’t the issues that Ron Kim’s name has recently been associated with. Instead, it was Kim’s criticism of Gov. Andrew Cuomo’s handling of COVID-19 nursing home deaths that attracted national attention in February. It’s not hard to find someone to publicly criticize Cuomo today, but at that time, the

Kim turned his attention to nursing homes as another priority this session and succeeded, alongside state Sen. Alessandra Biaggi, in passing a repeal of the legal immunity granted to nursing homes and other health care facilities during the pandemic. The issue hits close to home for Kim, whose uncle Son Kim died of a presumed COVID19 case in a nursing home last year. After criticizing Cuomo over the nursing home issue, Kim called out the governor, detailing to multiple news outlets a phone call he received in which he said Cuomo yelled at him and threatened to destroy his career. Cuomo denied that he yelled or threatened Kim’s career. In taking aim at Cuomo’s management style and treatment of lawmakers, Kim ended up opening the floodgates to a rush of reports and recollections of the governor’s alleged bullying. Not long after, for-

mer Cuomo staffer Lindsey Boylan, who is a candidate for Manhattan borough president, became the first person to publicly accuse the governor of sexual assault and harassment. Cuomo now faces accusations of sexual harassment from 10 women, some of whom also alleged sexual assault. Cuomo has denied the assault accusations and said he never acted inappropriately, but offered a broad apology for verbally making any female staffers uncomfortable. State Attorney General Letitia James is investigating those accusations. The Assembly has opened an impeachment inquiry, and the FBI and U.S. attorney’s office in the Eastern District of New York are probing the handling of COVID-19 in nursing homes by Cuomo’s COVID-19 task force. Although Kim’s media notoriety has come from the Cuomo incident, Kim has also developed a reputation as a leading progressive on a number of other issues, such as increasing taxes on investment income. Nonetheless, he recently endorsed Andrew Yang, who has opposed higher taxes on the rich, in the New York City mayoral race. Yang, who would be New York City’s first Asian American mayor, is likely to do well in Kim’s district, but he is mistrusted by most of Kim’s allies in the left wing of the Democratic Party. Now, Kim’s challenge is to navigate the demands of the progressive left while still maintaining the support of his district and New York’s Asian American communities.

IM’S FIGHT WITH Cuomo over COVID-19 nursing home deaths all stemmed from a February video conference call among Secretary to the Governor Melissa DeRosa and Democratic lawmakers in which DeRosa apologized for keeping the true count of deaths of residents in nursing homes and long-term care facilities quiet for months. New York had been reporting roughly 8,500 such deaths, but had only been counting deaths that actually occurred in the facilities themselves and not later in hospitals. The real count was more than 15,000 deaths. DeRosa apologized for the state not providing more information, saying they “froze” after an inquiry from then-President Donald Trump’s Department of Justice because they feared the higher number would be “used against us.” In the New York Post article that reported this meeting, Kim commented that it looked

like the administration was admitting “they were trying to dodge having any incriminating evidence” that could get it in trouble with the DOJ. Soon after, Kim said he received the threatening call from Cuomo, in which Kim said the governor demanded that Kim issue a statement clarifying his remarks to the Post. This wasn’t the first time Kim had clashed with the governor. After Kim shared his recollection of the call, Cuomo accused him of reviving an old dispute over a 2015 law regulating the nail salon industry. “There’s been a long, hostile relationship with Assemblyman Kim,” Cuomo said in February. In 2015, after the state passed a law protecting nail salon workers from labor abuse and wage theft, The New York Times reported that Kim began to withdraw his support for the law after receiving donations from nail salon owners. Kim disputed the report, and today maintains that he opposed emergency regulations enforced by the governor’s office and the enforcement of the law on nail salon owners – many owned by Asian Americans – but not other types of “appearance enhancement” establishments, as the law was supposed to do. Nonetheless, Cuomo took the recent dustup over nursing homes as an opportunity to revive the nail salon issue and accused Kim of engaging in a pay-for-play scheme. “I do believe Ron Kim acted unethically, if not illegally,” Cuomo said. “I do believe he has a continuing racket where he raises money from the owners of the salons who opposed the salon bill.” State Sen. John Liu, who Kim first worked for in the early 2000s when Liu was a member of the New York City Council, remembered the issue differently. “I wasn’t in elected office at the time, but my recollection was the bill ultimately became rather different from the original intent and completely sidelined stakeholders, including salon owners,” he said. Democratic Assembly Member Dan Quart, who sits next to Kim in the Assembly chamber, applauded his friend’s actions in speaking out against Cuomo this year. “The governor’s language about Ron was malicious and deeply unfair,” Quart said. Representatives for Cuomo did not comment for this story. Now, roughly three months later, Cuomo is in a weakened position, even if his removal from office doesn’t seem imminent. Kim led the charge to repeal immunity for nursing homes and was, unsurprisingly, among the first Democrats to call for Cuomo to resign. He’s still pushing for more transparency in how nursing homes are operated in New York, and said he’s confident that with investigations by the Assembly, state Attorney General Letitia James and the federal government, Cuomo will face accountability. “I think it’s no longer about Andrew Cuomo, the individual, but it’s about what we have to do to make sure that we don’t repeat the same

type of mistakes,” Kim said. “And right now, there is zero accountability.”

ON KIM, RON’S uncle who died in a nursing home last year, was also the man who sponsored his family to immigrate from South Korea when Ron was 7 years old. At that time, in the mid-1980s, Kim said his parents still had hope in the American dream, opening a grocery store on the Upper East Side. They opened several different stores, but eventually declared bankruptcy. “For many years, I saw them, my parents, live in debt to family, and it was very tough for them to get by,” Kim said. “As a teenager, the knee-jerk reaction was to, like, be angry at your parents, like, ‘Oh, they don’t speak English, they’re not integrated or assimilated into America,’ and almost felt the shame as a teenager.” After going to college and “connecting the dots better,” Kim said he saw that the system was rigged against people like his parents. It was that experience that triggered a career in public service. Kim’s parents were able to put together money to send their son to Riverdale Country School in the Bronx, renting an apartment in Riverdale where Kim lived during the week, though he usually spent weekends at home in Flushing. Though scholarships were available for the private school, his family wasn’t aware that they were even an option. Kim received a full scholarship to Hamilton College in

Central New York, where he played football, and later earned a master’s degree in public administration from Baruch College in Manhattan. Kim got his first exposure to politics as an intern in then-Council Member Liu’s office, a position he was offered after showing up to Liu’s office with a list of complaints from Flushing residents. A traditional career of moving through the political and governmental ranks followed, with stints working for then-Assembly Member Mark Weprin, the New York City Department of Buildings and the Department of Small Business Services, then-Council Speaker Christine Quinn, and as regional director for government and community affairs for Govs. Eliot Spitzer and David Paterson. Despite walking that traditional path through Democratic politics, Kim got his first taste of what happens when you deviate from the path when he launched a failed run for Liu’s open council seat in 2009, without the support of the Queens County Democratic Party. Although he ran successfully for his current Assembly seat three years later, with the backing of labor groups and the Democratic Party, Kim said he has increasingly distanced himself from the Democratic establishment. A major turning point for him was his wife Alison Tan’s 2017 challenge to Council Member Peter Koo from Flushing, who Kim frequently butts heads with. (Koo and Kim represent some of the same areas in the City Council and the Assembly,

respectively, including much of Flushing, Linden Hill and Murray Hill.) “After witnessing how she was treated and talked down to by the establishment, that’s when I realized this whole facade of playing by the rules is flawed and designed to really suppress upand-coming immigrants, women of color and people from marginalized communities who should be part of the process, not feel excluded,” Kim said. At the time, Tan said that the Queens County Democrats wouldn’t meet with her to discuss her platform, and Kim suggested that the party was angered by her decision to challenge Koo. “The county took his side during that process, telling my wife that Peter is the most popular and everybody loves Peter. ‘Why would you challenge him?’ Just soft bullying going on,” Kim said. The Queens County Democratic Party did not respond to a request for comment. Koo declined to comment for this story but said in 2017 that he and Kim used to be friends, until Tan ran against him. Until 2012, Koo was registered as a Republican, and actually won his council seat in 2009 on the Republican line. He was reelected in the same district in 2013 as a Democrat. Kim and Koo have split on local policy issues, including the Flushing busway that went into effect earlier this year, with Kim advocating for the transit-friendly policy and Koo arguing that it would hurt struggling local businesses by making it harder for people to patronize Main Street businesses by car. Today, the issues Kim has carved out as

priorities are not only of particular importance to his northeast Queens district, but also ones in which he displays some of those progressive ideals. In addition to his push for decriminalizing sex work, Kim advocates a controversial approach to dealing with the rise in anti-Asian hate crimes in New York City. In the first three months of this year, 33 incidents were reported to the NYPD, up from 28 in all of 2020 and three in 2019. “The immediate reaction is so much anger,” Kim said in response to one recent attack on a 61-year-old Chinese immigrant who was collecting cans in Harlem. “I almost felt like, as a community, we’ve had enough. How much more shit do we need to take as the Asian community?” While some want to respond by fortifying the police department and punishing the attackers, Kim is focusing on improving social conditions for those who are vulnerable to attacks and for the perpetrators. “It’s easy to reduce it as an individual being so violent and being born as this horrible human being,” Kim said. “That way, we can just go give some money to the police and say, ‘Yeah, we just have to crack down on those violent offenders,’ which most of the time tend to be young Black and brown men.” The better long-term solution, Kim said, is investing in areas like public education and housing, a lack of which could make it easier for people to cycle through the criminal justice system and commit violent acts. On this point, Kim diverges from other Asian American politicians, including former Assembly Member and current City Council candidate Ellen Young (who nonetheless serves as Kim’s senior adviser), and his preferred candidate for mayor, Andrew Yang. Yang has called for more funding for the NYPD’s Asian Hate Crime Task Force, to the dismay of Asian American activists on the left. Kim also appears to split with Yang on other issues affecting his constituents, like the proliferation of unlicensed street vendors. Along with the busway on Flushing’s Main Street, this is one of the complaints that Timothy Chuang, owner of New York Tung Ren Tang, a Chinese medicine

store, and co-chair of the Flushing Business Improvement District, shared with Kim recently. “When you pass by here, you can see all illegal vendors,” Chuang said outside his store on a recent weekday afternoon. “They don’t need to pay anything. No rent, no tax.” The threat of competition from street vendors has been a frequent complaint among small-business owners, and while Yang has called for more enforcement against unlicensed vendors, Kim wants to stop pitting them against one another. “It’s also clear that there’s problems with rent and leases with our developers and landlords, but they’re demonizing the street vendors,” Kim said of those business owners. It’s issues like this that have made Kim’s endorsement of Yang puzzling for some on the left who are overwhelmingly complimentary of Kim’s work in the Assembly. Jason Wu, co-chair of Gapimny, an organization that provides educational and cultural programming for queer and transgender Asians and Pacific Islanders, complimented Kim for his advocacy of decriminalizing sex work and taxing the wealthy. But on his endorsement of Yang, Wu said simply, “I don’t understand it.” Others have echoed this confusion. JooHyun Kang, the outgoing executive director of Communities United for Police Reform, tweeted in response to a recent video Kim posted of Yang speaking about Asian representation, “Ron, I respect you. I think I get where ur coming from. But as you know, race representation isn’t enough,” she wrote. “Dangerous that he (Yang) erases/undermines poor & working class Asians by relying on racist ‘model minority’ tropes that push assimilation & meritocracy myths. He’s gotta do better.” Kim has repeatedly suggested that he can move Yang further left. “I’ve spent hours walking the streets with Andrew, showing him migrant workers, sex workers, the place where (a) sex worker died after being raided by a police officer,” Kim said. “To see him interact, to see him talking to people and recognizing their pain, I know that he understands and he empathizes. And he’s willing to change his stance on issues that walks us toward more of a humanizing future.” Despite his political profile growing this year, if there are any future plans for seeking higher elected office, Kim won’t discuss them. Previous campaigns for City Council and public advocate in 2019 proved unsuccessful, though Kim has undeniably made a name for himself in state politics. For now, Kim’s focus is on his Assembly work, where he won’t be letting up on his scrutiny of nursing homes. “Thanks to Speaker Carl Heastie, I’ve just been appointed as the chair of the Committee on Aging,” Kim said. “This is my first session as the chair, and I’m exactly where I need to be right now.”

Elected officials in Queens could soon better reflect the borough’s diverse population.

TATE SEN. JOHN LIU first ran for a New York City Council seat in District 20, which includes Flushing, Queens, in 1997. The white incumbent, Julia Harrison, called Asian Americans “colonizers” a year earlier. Harrison won that election despite outrage over her comments, but four years later, Liu took over her seat, becoming the city’s first Asian American City Council member. It was an inflection point signaling a demographic shift in the once mostly white borough, which received an influx of foreign-born population after changes in the U.S. immigration policy. Census data shows Queens is now 47% foreign-born. More languages are spoken there than anywhere else on Earth, according to the Endangered Language Alliance. Yet today, some racially diverse parts of Queens do not have elected leadership at the city level that matches those demographics. Despite the borough being 53% people of color, eight of its 13 City Council members are white. Jackson Heights, with large Ecuadorian, Colombian, Bangladeshi, Nepali and Indian immigrant populations, has only had white council members. The borough’s community boards have also been criticized for their lack of diversity, partly due to the fact that for decades they did not have term limits. According to a 2019 analysis by Queens Daily Eagle and Measure of America, Latinos were underrepresented by 25% or more in at least three community boards, and Asian Americans

were underrepresented in 10 of the borough’s 14 boards. Those numbers improved this April, when Queens Borough President Donovan Richards appointed 110 new members, 25% of whom are Latino, 25% Black and 26% Asian American. In the Assembly, the numbers are more aligned with the population; seven members are white, five are Black, three are Asian American and two are Latina. The borough’s delegation in Congress is diverse: Only Rep. Carolyn Maloney, who represents Astoria, Long Island City and parts of Manhattan and Brooklyn, is white. “It takes people a while to get pulled into the political system when (immigrants) show up in the United States,” said Andrew Beveridge, a demographics expert and a professor at Queens College. According to Beveridge and other experts, reasons for the lag between local population shifts and political representation include the city’s large noncitizen population, the Queens Democratic machine and its grip on the borough’s politics, and a lack of civic outreach among immigrant communities. That might change this year, as 35 of the city’s 51 City Council seats will have no incumbents running due to term limits. Drashti Brahmbhatt, an Indian American who grew up in Jackson Heights and Sunnyside, organizes with the Queens Democratic Socialists of America on their electoral working group, sees the borough’s racial representation as well as its politics changing in the upcoming election cycle. “I think the tide is shifting and will shift more,” she said.

A large share of Queensites are noncitizens and unable to vote. Data from the 2019 American Community Survey showed that 1.8 million of the borough’s 2.25 million residents are of voting age. Brahmbhatt said her parents were undocumented for 30 years but now have green cards and are on the path to citizenship. “It’s people like my parents who run Queens,” said Brahmbhatt, who describes her upbringing as working class. “My dad works at a convenience store, he is the person who people see every day and yet he doesn’t have the right to say something and change the conditions he’s living in.” She advocates expanding the vote to undocumented people, and individuals who are incarcerated. “Down ballot, I’ve only had white male elected officials,” said Jaslin Kaur, 25, who is running to represent District 23, which includes Glen Oaks, Bayside, Little Neck and Queens Village on the City Council. That seat opened only when Council Member Barry Grodenchik announced he would not be seeking reelection. Prior to Grodenchik’s run in 2015, the seat was held by Mark Weprin, whose term directly followed his brother, David Weprin, both white. (Their father, Saul Weprin, was once Assembly speaker.) The Queens County Democratic Committee has also been an impediment his-

torically, according to some observers. “It takes a long time to penetrate the party’s structure,” Beveridge said. The party puts its weight behind candidates who have developed relationships with party bosses and incumbents, which can hinder representation from more recent immigrant groups. “Candidates are often anointed years in advance, these are people chosen and cherry-picked to lead their districts,” Kaur said. The New York City Board of Elections has also sometimes disqualified insurgent candidates, often candidates of color, from the ballot over technicalities. Representatives of the Queens Democratic Party and its chair, Rep. Gregory Meeks, did not return a request for comment in time for publication. Many districts are also drawn in a way that divides certain communities and prevents them from voting as a bloc. Brahmbhatt points to Assembly Member Brian Barnwell’s district, which zigzags through Sun-

nyside with its large Asian American and Latino populations, into whiter neighborhoods like Maspeth and Middle Village. “If you look at a map, you’re like, ‘What? This doesn’t make sense,’” Brahmbhatt said. “I think that’s very common for all of Queens.” For those who can vote, the city can do a better job encouraging civic engagement, said Jo-Ann Yoo, executive director of the Asian American Federation. Yoo pointed to the new system of ranked-choice voting, and said there’s been insufficient voter education on the process for newer voters. “Oftentimes, immigrants come from communities where there isn’t as much engagement in civic life, so this is new for them,” Yoo said. Kaur said that growing up in her district, there was a lack of outreach and information from elected officials, and no one in her Sikh Punjabi community ran for office. “People are just used to voting for the same Democrats,” she said. Kaur also mentions that there are pockets in her dis-

trict where people do not know the name of their council member. There are models for building political power in the borough, particularly among Black elected officials who hold office across Southeast Queens. Several Black politicians from Southeast Queens have recently ascended to powerful positions in the borough, including Donovan Richards, only the second Black Queens borough president, and Gregory Meeks, the first Black leader of the Queens Democratic Party. The borough’s first Black City Council member, Archie Spigner, served from 1974 to 2001. Spigner went on to serve as a district leader and continued to mentor a generation of Black elected officials from Southeast Queens, including helping to elect the borough’s first Black state senator, Andrew Jenkins, and its first Black Assembly member, Kenneth Browne. Richards, formerly a City Council member whose district encompassed Far Rockaway, Edgemere and Rosedale, said Southeast Queens is a stronghold for Black political elected officials because of its strong civic associations and political clubs, such as Guy R. Brewer as well as the Thurgood Marshall Regular Democratic Club. “You could go to three meetings, four meetings, five meetings a night, because there’s so much civic infrastructure,” he said. Latino political representation has also grown gradually, though it does not match the borough’s composition. Today, the offices of the immigrant rights nonprofit Make

the Road New York are in Jackson Heights, as well as its political arm, Make The Road Action, which tries to support candidates with strong immigrant rights records. The nonprofit endorsed, among others, Francisco Moya, the first Ecuadorian American elected to office in the city, whose district covers parts of Elmhurst and Corona. Several races appear poised to shift representation in the borough. In the City Council, District 25, which represents parts of Jackson Heights and Elmhurst, longtime City Council Member Danny Dromm, who is white, is term-limited. All eight Democratic candidates vying for his seat are people of color. The two candidates with the biggest fundraising advantage include Shekar Krishnan and Yi Chen. In District 23, the leading fundraiser is Linda Lee, who is Korean American, and Kaur has raised the second most. And in District 32, which has large Latino and Indo-Carribean communities, several candidates of color are hoping to replace term-limited Republican Eric Ulrich, the only Republican City Council member from Queens. Some parts of the borough are actually getting whiter. City Council District 22, which includes Astoria, was 47% white in 2000 and 52% white in 2010 – due to an influx of transplants – mostly young professionals. District-level census data from 2020 is not yet available, but that trend likely continued. Of the six Democratic candidates running

in that district, all but one, Tiffany Cabán, are white. (A Latino candidate, Edwin DeJesus Jr., is running as an independent.) While all of those who spoke to City & State wanted increased diversity among the borough’s elected officials, many said that they would prefer voters to support a candidate with the interests of their community, whether or not they look like them. “You don’t have to be Asian American to represent the Asian American community,” Yoo said. The borough’s nonwhite electeds have a broad range of political positions. Peter Koo, who immigrated from Hong Kong and now holds the council seat once held by Liu, is a former Republican, while Assembly Member Ron Kim, who also represents Flushing, is much more progressive. Queens is home to a club for Pakistani Christian Trump supporters as well as DSA-endorsed South Asian American Assembly Member Zohran Mamdani, and the more moderate South Asian American Assembly Member Jenifer Rajkumar, who voted against decriminalizing marijuana. This is why a younger cohort of activists of color want electeds who will represent their material interests and social values. “Representation is important only if it comes from substantive representation,” Brahmbhatt said.

HEN THE FIRST WAVE of the coronavirus pandemic hit New York, Queens quickly became an epicenter of the deadly virus. But thanks to the collective efforts of public officials, civic leaders and everyday New Yorkers, the borough is on the rebound. State Sen. Michael Gianaris, the No. 2 in the state Legislature’s upper chamber who also represents western Queens, has

championed legislation instituting new protections for workers and tenants. State Sen. Jessica Ramos, who hails from Jackson Heights, spearheaded a measure that delivers badly needed assistance to undocumented immigrants. Queens Rep. Grace Meng has been speaking out against rising xenophobia and hate crimes directed at Asian Americans. These three lawmakers are among the many government officials – along with health

care professionals, business executives, nonprofit leaders, union chiefs, advocates and activists – who have responded to the public health crisis as well as the economic shutdown that ensued. Liu previously served in the City Council and as New York City comptroller. He also mounted a groundbreaking run for mayor in 2013.

A once little-known Assembly member who represents Flushing and Linden Hill, Ron Kim, the first Korean American elected to state Legislature, became a national figure this year when he took to task none other than Gov. Andrew Cuomo for his handling of COVID-19 in nursing homes at the peak of the pandemic. Despite the emotional toll of weathering threats from the governor, losing an uncle who lived in a nursing home to COVID-19, and suffering a bout of the virus himself, Kim passed a repeal of nursing home immunity, which the governor signed into law in April.

The Bayside resident makes headlines and flexes his muscles when he defends individual officers involved in incidents, advocates for better pay when faced with a city residency requirement for

officers, and takes legal action against the state’s push for a federal monitor to oversee the department after officers clashed with protesters during the George Floyd protests.

21 DENNIS WALCOTT PRESIDENT AND CEO QUEENS PUBLIC LIBRARY After more than a year of being closed to the public because of the coronavirus and having to switch to remote services, lifelong Queens resident Dennis Walcott welcomed the public back with open arms to the Queens Public Library system by reopening 26 public library branches in the borough in May. The former city schools chancellor has steered the 125-year-old library system and its 66 branches since March 2016, providing Queens residents with books, community programming and more.

23 HOPE KNIGHT PRESIDENT AND CEO GREATER JAMAICA DEVELOPMENT CORPORATION Since 2015, Hope Knight has led efforts to revitalize Downtown Jamaica and the surrounding areas, but this past year, the focus has been on helping businesses recover from the COVID-19 pandemic. One example is through the $500,000 grant from the Wells Fargo Open for Business Fund that the Greater Jamaica Development Corporation

Rajkumar beat Michael Miller, and GonzálezRojas beat Michael DenDekker in landslides. Mamdani, one of a handful of candidates backed by the Democratic Socialists of America, unseated Aravella Simotas in a close contest. Moral of the story for complacent incumbents? Beware the insurgent candidate.

31 HELEN ARTEAGA LANDAVERDE & NEIL MOORE CEOS ELMHURST HOSPITAL CENTER; QUEENS HOSPITAL CENTER Helen Arteaga Landaverde was appointed as CEO of NYC Health + Hospitals/ Elmhurst, also known as the

Elmhurst Hospital Center, in January this year, just months after the hospital was the main battleground in the fight against COVID-19 in the epicenter of the pandemic. Landaverde is using her own COVID-19 hospitalization at Elmhurst to inform how she guides the hospital and its ongoing response to the pandemic. Landaverde grew up in Corona and is the first woman and the first Latina to run Elmhurst Hospital. Neil Moore was appointed as the CEO of Jamaica’s NYC Health + Hospitals/ Queens, also known as the Queens Hospital Center, in January. The appointment marked his return to the city’s public hospital system after he served as the principal of the consulting firm LIEN Healthcare Solutions. Moore previously held positions at NYC Health + Hospitals/ Harlem, Kings County and Woodhull. He even interned at the Kings County location before graduating from his Brooklyn high school.

32 PETER TU EXECUTIVE DIRECTOR FLUSHING CHINESE BUSINESS ASSOCIATION Peter Tu is striving to help the business community in Flushing recover from the effects of the COVID-19 pandemic. As a representative of one of the hardest hit business communities in the city, Tu worked with the Queens Chamber of Commerce to create a formal affiliation between the two organizations so that they can share resources and information. Tu, a member of Community Board 7, has also stood with the NYPD and local lawmakers to denounce the rise in anti-Asian violence and hate crimes.

She stepped into her role as president of NewYorkPresbyterian Queens in 2015 after a lengthy tenure as senior vice president at the Flushing-based health care institution. In spring 2020, during the first wave of the coronavirus pandemic in New York City, her hospital was swamped with patients – and made news for playing “Don’t Stop Believin’” whenever a recovered COVID-19 patient was discharged to go home.

Since his appointment in July 2020, he has announced the creation of the Queens College School of Arts and the Queens College School of Business, two new schools that will offer undergraduate and graduate degrees and will work with local corporations and community partners while utilizing the expertise of

Queens College professors. Wu also has his sights set on having most students return to class on campus for the 2021 fall semester.

Museum of the Moving Image after a year of closure because of the COVID-19 pandemic. The museum’s executive director, however, kept things going during that time through online programming and by teaming up with the New York Hall of Science and Rooftop Films to give movie buffs the Queens Drive-In. He also allowed the space to be used for food distribution and as an early-voting site in the city’s elections. Goodman has been running the museum for the past decade, but has worked there since the late ’80s.

83 KEVIN LIVINGSTON PRESIDENT 100 SUITS FOR 100 MEN Kevin Livingston is credited with cooling racial tensions between Jamaica’s Korean and Black communities, preventing a potential boycott of Korean businesses in the neighborhood. That detente led to a unified front against the increase in attacks against Asian Americans this year. His nonprofit, 100 Suits for 100 Men, also provides professional

clothing and haircuts to formerly incarcerated people looking for jobs. During the coronavirus pandemic, the organization’s mission expanded to include delivering groceries and meals to seniors, and distributing personal protective equipment.

Remember that hot second last year when brokers fees were illegal in New York City? James Whelan sure does, because REBNY filed a lawsuit and blocked the ruling. Well, REBNY won the suit, and the fees are coming back.

State Sen. Diane Savino hadn’t even introduced legislation on her much-discussed solution to offer gig workers the right to unionize, but the controversial would-be deal already appears to be crumbling. Anything can happen in the final days of the session in Albany, but Savino faces an uphill battle to pass her proposal.

CHRISTINE QUINN Thanks to a new bill passed by the New York City Council, the value of rental assistance vouchers will go up so that they can, well, cover the actual cost of an apartment in one of the most expensive cities in the country. The victory can be credited in large part to former Council Speaker Christine Quinn, who heads a homeless shelter provider and had been pushing for the increase.

But getting arrested on purpose, like New York City mayoral candidate Shaun Donovan did by blocking traffic at a racial justice protest? That could be considered a win.
