CELEBRATING THE 35TH ANNIVERSARY OF MY COMRADE – a gay, underground publication that made it’s debut in 1987 as the AIDS crisis was unfolding in New York City – seems so appropriate for Pride Month. A My Comrade exhibit debuted last week at Howl Happening in the East Village in Manhattan, where one can gaze upon the covers and the inside pages from this groundbreaking magazine, including its premier issue that proclaimed “Gay Lib!” On its website, the venue notes that My Comrade, founded by drag queen Linda Simpson, “served as a symbol of hope and frivolity to the East Village gay scene and beyond.” My Comrade had only 11 issues published under a sporadic schedule that ended in 1994, but was revived for two more issues in 2004. A new magazine also was published to coincide with the anniversary of My Comrade, which is now owned by Harvard University’s Houghton Library. The alternative magazine Dazed pointed out that My Comrade pushed inclusivity when drag battled against biases and shined a spotlight on the “East Village’s flourishing LGBTQ+ community,” all while AIDS was taking its toll. “Some of it was the immediacy of the environment. It felt like life and death circumstances back then – anybody could die,” Simpson told Dazed in a recent interview. That sense of urgency delivered a publication that made its mark on New York City, helping to lead the way for today’s generation of drag queens and LGBTQ New Yorkers. The exhibit runs through July 17.

HOCHUL TAKES THE DEBATE STAGE Gov. Kathy Hochul faced off against her two primary opponents, Rep. Tom Suozzi and New York City Public Advocate Jumaane Williams, in her first debate in the race for governor. She bore the brunt of the

attacks, including for her controversial deal to put $850 billion in taxpayer funds toward a new Buffalo Bills stadium and past support from the National Rifle Association. However, Hochul held her own and touted her success in getting nation-leading gun reform legislation passed

and her action on abortion in the wake of a draft U.S. Supreme Court decision overturning Roe v. Wade. In the end, the debate finished without any particular standout moments for any of the candidates, which was a perfectly acceptable outcome for Hochul, who went in as the front-runner

SUBWAY SHADE New York City finally has a mayor who rides the subway, and don’t think Eric Adams would break that habit during his trip to Washington, D.C., last week to testify in front of Congress on gun violence. The U.S. Capitol’s internal rail didn’t impress the mayor much, with Adams tweeting, “They call this a subway?” Nothing compares to the New York City subway system, which Adams has been so consistently complimentary of over the past six months.

New York City Mayor Eric Adams and City Council Speaker Adrienne Adams announced a $101 billion budget deal Friday – ahead of the de facto July 1 deadline. Both leaders touted the relatively harmonious process, the details of which were never leaked. Mayor Adams initially proposed 3% cuts across the board, but the final version did not include many of those cuts, partly due to higher than expected tax revenues.

New York City Mayor Eric Adams traveled to D.C. to offer his testimony before Congress on the importance of passing new gun control laws. He specifically called for universal background checks, to raise the age required to buy AR-15 type guns and to institute federal red flag laws that would carry consequences for lack of enforcement. Adams also pointed to the so-called “iron pipeline” that has brought guns illegally into the state from surrounding states with less restrictive gun laws as one major reason for why federal action is needed. Rep. Chris Jacobs announced he would not seek reelection just days after he came out in support of a gun reform, including making 21 the minimum age to purchase semiautomatic rifles. That did not sit well with state Republicans, and party chair Nick Langworthy began gathering petitions to run against him. Soon after that, Jacobs dropped his reelection bid having served only one term in Congress.

Almost immediately, Western New York Republican gadfly and former candidate for governor Carl Paladino entered the race with the support of Rep. Elise Stefanik. But he has already stirred up controversy during the short time on the campaign trail after his Facebook page shared a “false flag” conspiracy theory about the Buffalo and Uvalde shootings and following the emergence of a radio interview he did last year in which he said the country needed an “inspirational” leader like Adolf Hitler. Langworthy announced he would run himself shortly thereafter.

‘One-stop shop’ for NYC’s small businesses Legislation introduced in the New York City Council would ease the application process for small businesses, with the objective of creating a single website portal for owners to access crucial documents for business operations. Dubbed the “One-Stop Shop Business Portal,” the legislation focuses on centralizing the submission and status-check of applications, permits and licenses of city businesses. Currently, business owners must navigate a cluster of different city agencies to locate such documents. The bill is sponsored by 38 of 51 council members and was introduced by City Council Member Julie Menin, chair of the Small Business Committee. “When you are opening up a new business or if you are operating an existing small business, you have to deal with myriad city agencies,” Menin said. “Each and every time, you’re dealing with a separate permitting process and a separate website.” With this proposed consolidation via an individual website, the alphabet soup of traversing several city websites will be reduced. The proposal adds the involvement of the Department of Small Business Services. According to a press release, the department would ask other city agencies to collect all vital information

to add to the site and conduct annual checks on it for efficiency and effectiveness. The legislation comes at a pivotal time where several small businesses in the city have struggled or shuttered altogether due to the COVID-19 pandemic. “If you look at the relief, it was the big chains that gobbled up a lot of the financial relief,” Menin said. “A lot of mom-and-pop businesses were not able to access relief. They are the ones that are on the brink.” The problems brought with the decentralized documentation network existed prior to the pandemic, although they were exacerbated by pandemic-related financial troubles for some businesses. In 2015, the de Blasio administration published the “Small Business First” report, which highlighted the issues with the current system. In a city where older adults and non-English speakers are a large portion of small-business owners, Menin said that providing digital literacy is an important factor when it comes to introducing such a website. “First of all, it’s imperative that this portal will be in a multitude of different languages,” Menin said. “We are going to insist that this portal has really strong language access.” – Asar John

By Eric Holmberg THIS YEAR’S LEGISLATIVE SESSION IN ALBANY was a recordbreaker. The state Legislature reached the four-figure mark – 1,007 to be exact – in the number of bills passed by both houses for the first time. It remains to be seen how many of those agreed-upon pieces of legislation will be signed by Gov. Kathy Hochul. This tally of legislation from the New York Public Interest Research Group, a good-government group, also highlighted a flurry of activity at the end of the session. Each chamber passed more than 300 bills in June – which included just a few working days – in addition to the 757 bills passed by the state Senate and 513 bills passed by the Assembly in May. There has also been a noticeable uptick in the number of bills passed by both chambers since 2019, when Democrats took back the state Senate to have full control of state government. The one exception, of course, was the pandemic year of 2020. Here’s a historical look back at the number of bills passed by both houses of the state Legislature from January through July since 2000.

You’ve been keeping a low profile so far as lieutenant governor, not attending debates, not attending community forums. What’s your plan for getting your name out? Is it just street corner events like this? My focus is definitely connecting with the people right where they are. Just like today. It’s been a whirlwind, in terms of the timeline, making the transition and making sure that I orient myself. I’m excited to really get out and meet people, connect with people, just like I did when I was in Congress. Meet them where they are. Talk to them, listen to them, engage with them.

Speaking of Congress, what was the motive to leave? The Democrats needed a strong incumbent like you in the Hudson Valley, right? When I was thinking about what really drove me in Congress, a lot of it was the time I was home. I was able to actually connect with people in a real way. And when I thought about the opportunity to bring that to the whole state, to have that ability to connect – as somebody who has spent time living and working in New York City, but also is from upstate New York – to be able to figure out how to bridge some of these divides and unify people

at a time when New York needs to actually lead on the national stage? I felt like it was an opportunity that I was compelled to engage with. What’s your end goal of being lieutenant governor? Do you want to be the governor one day? My goal right now is to focus on making sure people can believe again in the integrity of our system. Believe that politics could work for them. That people who genuinely care about people want to serve. And want to make sure that people can believe that democracy can work for them. And as lieutenant governor

of this state at this time, with all of the divisiveness and all of the violence, I really want to do whatever I can to breathe more life into that, hope into that, inspiration that I think people are looking for. Has Gov. Kathy Hochul given you an agenda yet? What policy areas do you want to work on as LG? Yes, as part of my swearing in, and we talked about it in our conversations privately, but also publicly, we stated that one key piece of my role is going to be a federal liaison where I’m working with federal actors, as well as state actors, to

figure out how to make sure that the dollars that are coming to the state and the counties and the towns and municipalities actually reach them directly and go to the communities that need it the most. I was responsible for the funding formula in the American Rescue Plan that delivered over $10 billion to state and local governments – all local governments. So I have a track record of making sure that we’re empowering our local leaders in our communities in direct fashion. And I want to make sure we’re continuing to do that with state government. – Jeff Coltin

How Kathy Hochul won her first legislative session The governor checked off nearly all the goals from her January State of the State address. By Rebecca C. Lewis At the beginning of the year, Hochul laid out a sweeping vision for the state with plans to usher in a new era of ethics and transparency, new action to combat climate change and criminal justice reform. Notably absent at the time was mention of rollbacks to bail reform, which she later negotiated into the budget to the ire of a number of lawmakers – including legislative leaders – and is one of her most significant accomplishments this year. In January, Hochul also promised far narrower action to combat gun violence than the package of bills strengthening the state’s gun control measures that ended up dominating the last days of session. And she made no mention of abortion rights, an issue that went on to become central to her campaign messaging. Hochul made good on several promises from her State of the State, including replacing the state’s current ethics watchdog agency and getting the Legislature to add an extra $1 billion to an environmental bond act going to the voters in November. But her biggest achievements came as a result of circumstances out of her control, like spiking crime rates renewing criticism of bail reform, a leaked U.S. Supreme Court decision that would overturn Roe v. Wade

IX MONTHS AGO, Gov. Kathy Hochul gave her first State of the State address, decked out in suffragette white to commemorate being the first female governor of New York. Six months after ascending amid her predecessor’s scandals and resignation, Hochul laid out her vision for her first legislative session as governor. “What I am proposing is a whole new era for New York,” she declared in her Jan. 5 speech. “The days of New Yorkers questioning whether their government is actually working for them are over.” The legislative year has now come to an end, and while it took some unexpected twists and turns along the way, Hochul emerged from it with a solid policy track record and an especially strong last few weeks that have left her well positioned for her upcoming June 28 primary. She suffered a few missteps that her opponents quickly targeted, and parts of her agenda never made it through. But thanks in no small part to her adaptability throughout the session in the face of unanticipated events, Hochul successfully wielded her new power as governor to create a well-rounded track record for her to run on.

and a racist mass shooting in Buffalo. “She stepped into the moment,” Democratic consultant and former state Democratic Party Executive Director Basil Smikle told City & State. “She took advantage of the opportunity that the platform and the pulpit provided her to marshal the resources of the state to try to fix problems and assuage the concerns of the voters.” He called those moments a real “test of her leadership.” Hochul managed to score her first successes during the budget, when she not only oversaw a healthy fiscal situation free of deficits in the immediate future, but also got a series of rollbacks to bail reform approved. “She scored major victories on many issues that will be top of mind for voters in the primary: namely sensible gun laws and changes to bail reform,” Jake Dilemani, a Democratic consultant with Mercury, told City & State. Although she vehemently denied a direct connection between bail reform and rising crime rates – a consistent Republican talking point that available data does not support – she nonetheless responded to New Yorkers’ fears around crime and desire to see additional changes to the 2019 reforms. Dilemani predicted that she would likely face

criticism from opponents for not going far enough on public safety, something that Rep. Tom Suozzi, a primary challenger, has already done. But in her first debate, Hochul came prepared for such criticisms. “Dangerousness is subjective,” she offered. “I think what we gave judges is better than this vague term.” On the fiscal portion of the budget, Hochul again benefited from circumstances outside of her control, namely the influx of federal coronavirus cash sent to aid in pandemic recovery. “She was dealt a strong hand, she wasn’t dealt a weak hand,” Blair Horner, executive director of the government watchdog New York Public Interest Research Group, told City & State. “She had tons of money from the feds, so it’s easier to cobble together a budget in times of plenty than in times of famine.” The budget Hochul signed was the largest in state history and included significant new funding to expand child care, for public universities and even set aside cash in the state’s reserves. The budget deal, however, also included one of her most controversial achievements: funding for the new Buffalo Bills stadium. The lack of transparency around that dealmaking process as well as the at least $850 million price tag for the state has already earned her significant criticism, including from most prominent editorial boards outside of Buffalo. Both Suozzi and New York City Public Advocate Jumaane Williams knocked Hochul for the deal during their first debate together. But longtime lawmakers said that the tension the deal created in the Legislature was nothing new, nor was it lasting. “There’s always something,” Assembly Member Amy Paulin told City & State. “After 22 years, or 22 budgets, there’s not a budget that goes by that the Legislature isn’t upset with the governor for one reason or another.” Paulin still called the Hochul administration the most accessible she’s ever experienced and said that this past year was her most prolific session in terms of bills passed. Assembly Member Richard Gottfried, who is retiring this year after five decades in the Assembly, also said he passed the most bills he ever had this year and praised Hochul for having “the best working relationship with the Legislature that I’ve seen in my memory.” This especially seemed to play to

her benefit when she needed a change in the law to get her former Lt. Gov. Brian Benjamin off the primary ballot and replace him with Antonio Delgado, helping to smooth over the most politically tumultuous period during her short time as governor. Still, Hochul certainly has not been a stranger to criticism during her first legislative session. Activists on the left fault her for not doing enough on climate change and housing, while those on the right argue that she has failed to address crime rates in the state. And both sides have taken issue with her administration’s transparency and ethics, particularly in the wake of Benjamin’s arrest. But observers agree that Hochul has managed to navigate those turbulent waters, thanks in part to the spotlight shifting to new, higher-profile issues. The end of the legislative year brought with it threats to abortion rights and a refocus on gun control, both national issues that Hochul successfully responded to. After an executive order to create a grant program for abortion providers, lawmakers passed an additional six bills the strengthen abortion access in the state. Hochul is already campaigning heavily on recent action on abortion at the state level, amplified by her status as the state’s first female governor and the only woman in the race. “On reproductive choice, I think Kathy was on that,” Camille Rivera, a progressive Democratic consultant with New Deal Strategies, said about the governor’s recent debate performance. “I think it was kind of silly for Suozzi and others to figure out how to go after her on that.” Hochul’s ability to usher through gun control legislation that raises the age to buy semiautomatic rifles, bans the sales of bulletproof vests to civilians, strengthens the state’s Red Flag Law and holds social media companies more accountable for hate speech on their platforms, among a slew of other provisions, gave her an incredibly strong ending to an already fairly successful legislative session. “She used her power as the executive assertively,” Horner said. “She used the tools deployed to her effectively, both the bully pulpit and the institutional power.” It has left Hochul in the enviable position of being able to say that she acted faster than any other state in the nation on gun control in the wake of the most recent horrific mass shootings.

MAJOR BILLS OF THE 2022 LEGISLATIVE SESSION Here’s a rundown of the prominent issues lawmakers acted on – and didn’t – in the last days of their most prolific session in decades. By Rebecca C. Lewis

S PER TRADITION IN ALBANY, the state Senate wrapped up its business well before the Assembly – but in the end, the state legislative year came to a close in a timely fashion on June 4. Lawmakers left riding the highs of new gun legislation, strengthening abortion access and codifying voting rights in state law. But despite major victories in those areas, which will no doubt play well on the campaign trail, a slew of activists were left disappointed as leaders left their priorities on the table. Both gun laws and abortion rights became hot national issues in the wake of a leaked draft decision from the U.S. Supreme Court that would overturn Roe v. Wade and two mass shootings that left a combined 31 people, many children, dead in Buffalo and Texas. They quickly became priorities for lawmakers at the end of the session, with negotiations revolving around a final deal on those two topics. In the end, lawmakers approved a series of 10 gun bills and six abortion bills, announced to fanfare. It didn’t take long for Gov. Kathy Hochul to sign the gun legislation into law at a well-attended press conference with officials from across the state touting the achievement in the face of federal inaction.

GUN CONTROL AND DOMESTIC TERRORISM Hochul made gun control and improving monitoring of domestic terrorism a major priority after a racist mass shooting targeting a Black neighborhood in Buffalo left 10 New Yorkers dead and a Texas school shooting left 19 children and two adults dead. Lawmakers passed a package of 10 bills that Hochul has already signed into law. It will require gun manufacturers to equip guns with microstamping technology if determined feasible, which is meant to make ammunition easier to trace. Another law requires a license to purchase a semiautomatic rifle, with the minimum age for such a license being 21, effectively raising the age from 18 to buy AR-15-style rifles. A third law expands the definition of “firearm” to close a loophole that permits weapons that technically don’t meet the current definition to evade state regulations. Hochul signed legislation that requires law enforcement across the state to seek an extreme risk protection order, which would allow for the confiscation of guns, if the evidence war-

Those two issues were hardly the only ones that lawmakers addressed during the whole of session, or in those final days. By the time they went home, they had passed over 1,000 pieces of legislation, far outpacing recent years. But several bills that may have become the focus of final negotiations in any other year ultimately fell to the wayside. And a burst of last-minute advocacy for legislation like the Build Public Renewables Act and the Clean Slate Act ultimately amounted to nothing as they died in the Assembly. The state Senate managed to revive one major environmental priority – a moratorium on cryptocurrency mining – from the dead, sending it to Hochul to decide whether or not to sign it. But it failed to approve legislation to make it easier to overturn wrongful convictions that the Assembly approved. But several issues, including parole reform, the 421-a tax break for developers and eviction protections, never made it to the floor in either chamber. Major legislation meant to protect undocumented immigrants in New York from federal immigration officers hardly received a mention. Advocates for the community demanded more action after the budget failed to replenish the Excluded Workers Fund or expand publicly subsidized health care to all regardless of immigration status. Immigrant rights, criminal justice reform and housing, among the biggest issues in Albany, ultimately fell to the wayside as pressing, recent national issues took the forefront. Still, lawmakers had a busy last week before they went back to their districts. And they had plenty to campaign on, even if they failed to please every advocate. Here’s where some of the biggest issues played out.

On the domestic terrorism side, the state will create a new Task Force on Social Media and Violent Extremism and another that would make the public threat of mass harm a crime. “We are in desperate need of a conversation about guns, but we are also in desperate need of action,” Assembly Speaker Carl Heastie said in a statement. “Here in New York, we are ready to act.” ABORTION RIGHTS Both houses approved a series of bills meant to strengthen abortion protections in the state, both for those seeking care and for providers. One bill would protect providers against outof-state legal action for abortions performed legally in New York. That bill seeks to protect providers in cases where other states allow anyone to bring civil charges against abortion providers regardless of where they are located, as well as potential extradition on criminal charges. Two more bills would prohibit medical malpractice and professional misconduct charges against New York abortion providers who offer services to people from other states where abortion may become illegal or highly restricted. Others provide out-of-state patients the right to travel to New York for abortion care, improve confidentiality protections and create a task force to study abortion access. ELECTION REFORM AND VOTING RIGHTS Both chambers passed the New York Voting Rights Act, landmark legislation which would enshrine at the state level a number of protections that have been stripped back at the federal level in recent years and would be the most comprehensive state-level bill of its kind in the nation. would also establish a statewide voting and elections database to collect currently decentralized information into one location, a provision that technically passed as a separate bill. Gov. Kathy Hochul supported the bill previously, although did not say whether she would immediately sign it into law. The state Senate also approved legislation relating to the state Board of Elections’ authority to examine voting machines on May 31, as well as legislation that would outlaw so-called “hybrid” voting machines that have come under scrutiny over security risks they pose was amended. However, both died in the Assembly. MAYORAL CONTROL The final language lawmakers approved to extend Mayor Eric Adams’ control of New York City schools falls a little short of his original ask of three or four years, instead extending mayoral control for just two years. It also changes the school governance structure to give parents a greater say and create additional accountability measures for the mayor. The

bill narrowly passed the state Senate with several Democrats voting against the measure. Although he got an extension, Adams was not happy with the final deal agreed to among lawmakers. “While we believe all parties are operating in good faith, we also believe the legislation as currently written is not the best we can do for New York City students, and we look forward to addressing these concerns in the coming days,” Adams said in a statement when the deal was announced. Adams also has said he would fight against a bill lawmakers approved to reduce class sizes in the city. CLEAN SLATE ACT For the second year in a row, the Clean Slate Act came close to passing, but ultimately failed to receive approval. The legislation would clear someone’s criminal record after a certain amount of time following the completion of their sentence provided they don’t face new criminal charges in that time. It’s meant to help formerly incarcerated people reintegrate into their communities and make it easier to find jobs. The

bill came close to passing again as part of the budget this year, but again fell short. Lawmakers in the state Senate voted on the legislation, an action that advocates celebrated in the Capitol. “We’re going to get it done,” state Sen. Zellnor Myrie, the sponsor, said at the rally the day it passed the state Senate. “I’m so proud to have been part of this coalition, so let’s get this across the finish line.” But despite the best at-

tempts of Assembly sponsor Catalina Cruz and activists, the bill never made it to the floor of that chamber, and Assembly members left without taking a vote. “GOOD CAUSE” EVICTION AND 421-A Neither contentious legislation that would increase tenants’ protections against eviction nor a controversial tax break for developers to incentivize the building of affordable housing in New York City came to a vote before lawmakers left Albany for the year. At one point, some advocates and lawmakers floated the idea that the two issues could get passed together as a part of a compromise. Although activists continued to rally in the Capitol during the last week of the legislative session for “good cause,” lawmakers never struck a deal on it and renewing the 421-a tax break. That program is now set to expire on June 15.

PAROLE REFORM Ultimately, neither a bill for Fair and Timely Parole nor Elder Parole received a vote, drawing the ire of activists who have been leading a campaign for the bills for the past several years. They campaigned for parole reform this time last year as well to no avail. Fair and Timely Parole would require the parole board to grant conditional release to all those who are eligible unless they pose a current or unreasonable risk. Elder Parole would grant any incarcerated person 55 or older who has served at least 15 years of their sentence to become eligible for parole. CLIMATE LEGISLATION A two-year moratorium on upstate cryptocurrency mining got approved by the state Legislature, a surprise development early the morning of June 3 after most believed the measure had died in the state Senate. But negotiations had continued, with lawmakers giving the thumbs up

and sending the bill to the governor’s desk. The Build Public Renewables Act, another priority, never came to the Assembly floor, despite last minute rallying by lawmakers and advocates. The bill would expand the New York Power Authority’s capacity for generating renewable energy. This power would be cheaper than relying on private companies, advocates argue, and enable the state to take more steps toward its climate goals without relying on private third parties. The state Senate approved the measure. Heastie scheduled a July 28 Assembly hearing outside of session on the legislation, signaling support for making necessary changes to get the bill over the finish line. Since the passage of the 2019 Climate Leadership and Community Protection Act that established a number of ambitious climate goals for the state to reach, environmental advocates have faulted lawmakers for failing to approve subsequent legislation that would help the state meet those goals. Both houses approved a series of bills meant to strengthen abortion protections in the state, both for those seeking care and for providers.

WRONGFUL CONVICTIONS The state Senate left for the year without taking up this legislation that would make it easier for those wrongfully convicted of a crime to get released from their sentence. The issue is particularly relevant now with a recent Supreme Court ruling that would make such exoneration much harder at the federal level. The Assembly approved the legislation, but to the surprise of state Sen. Liz Krueger, who thought her chamber had already approved it, the state Senate didn’t vote on the bill. EQUALITY AMENDMENT Even as the state Legislature approved a series of new bills that would strengthen the state’s abortion laws and improve access to care, an amendment that would have enshrined the right to a number of equal rights protections, including those related to abortion and reproductive care, as part of the state constitution failed to cross the finish line. Although it received significant attention and support, Krueger said that the amendment would not get a vote this year.

The honeymoon is over New York’s Black leaders rate how Eric Adams has done in his first five months. By Jeff Coltin

LOT OF PEOPLE have thoughts about Eric Adams. “8.8 million people in this city, 30 million opinions.” It’s a line he often repeats. He’ll hear any of them. The mayor has made a habit of meeting with just about anyone, from anti-vaxx activists to cryptocurrency billionaires. He may not be holding town halls yet, or taking weekly questions on WNYC like past mayors, but he does make himself available for questions from the press most weekdays. But the mayor doesn’t always listen. His motto has always been: “no distractions, stay focused and grind.” He tells his team to “ignore the noise” in government, “ignore the noise” coming from the “culture of disbelief.” He was elected by people on Social Security, not people on social media, he noted on primary night. And he doesn’t care about what people tweet. “I care about the people I meet on the street.” And when New Yorkers do tell him how they feel, like in the recent NY1/Siena College poll? He says it’s nothing to listen to. “New Yorkers are hard judges and graders.” Unsurprisingly, Adams tops our Power of Diversity: Black 100 list this year. In light of that, we asked Black power players in New York City – many of whom also appear on

the list – to share their reflections on the man in Gracie Mansion. We reached out to clergy, activists, labor leaders, lawmakers and academics, hoping to reflect some of the diversity of Black thought in the city. And we asked: “How has Eric Adams, the city’s second Black mayor, been doing so far?” Adams may not be interested in their takes on his tenure, but we certainly were. These responses have been edited for length and clarity. A.R. BERNARD, senior pastor, Christian Cultural Center Of course, his approval rating has fallen to 29% in the last few days. I’ve served with (Rudy) Giuliani, I served the Bloomberg administration, the de Blasio administration, and this is expected. The big issue of crime is not as easy to address as people may think. We have to be careful comparing him to de Blasio at this particular time in de Blasio’s administration because we had 12 years of Bloomberg. And in spite of stop and frisk, the city was in a good place in terms of quality of life. So the big issues of prison reform, policing reform, public safety, homelessness, education, the economy – these are ocean liners. They take time to turn around. The first 100 days was the honeymoon. Now there’s a marriage to work on. And New York City

is a wife with high and immediate expectations. So I won’t give the mayor a pass, but I will give him a chance. And he’s got to prove himself beyond the pulpiteering. He brings the charisma. He brings the personality. But at the end of the day, people want to see change. So we’re proud of him. But … JAWANZA WILLIAMS, director of organizing, VOCAL-NY While I hold the complexity of what it means to be Black and in leadership in politics in this country with care, especially in this increasingly volatile period, just the same, I have a responsibility to hold anyone accountable to the full scope and gravity of their words and actions. Mayor Adams’ “law-and-order, clean up the streets” rhetoric and knee-jerk reactions to homelessness without any meaningful consideration of how these responses are most harmful to Black New Yorkers is a painful erasure of Black history. I believe that the mayor has moved in lock-step with conservatives, police, and profit-first industry, and made concerted efforts to neutralize critical voices and perspectives that challenge his political power and neoliberal policies. The mayor needs to come to Black Jesus and honor our ancestors and our commu-

nity leaders today and do a full 180 to begin to tell the full story of why New York is the way it is and pathways forward that honors the best of the Black traditions. CHRISTINA GREER, associate professor of political science at Fordham University and co-host of the “FAQ NYC” podcast Two words: Wild card. The Dinkins era is over, and Adams has shown he will forge his own path as the second Black mayor of the nation’s largest and most complex city. What makes Adams so interesting, frustrating and politically savvy is his ability to hold a myriad of diverse ideological positions that can simultaneously be head-scratchers while making total sense at the same time. Whether we are discussing education, the police force, addiction treatment or nightlife, Adams can glide across the political spectrum defying traditional Democratic Party tropes. Time will tell what will become of his legacy, but if he can pull off solving some decades-old calcified problems while addressing newly created COVID-related ills, the 110th mayor of New York City could go on to be one for the history books. … That is, if some in his inner circle don’t bring him down first. By far the first five months have been challenging, but there is no doubt in my mind that Mayor Adams will be successful in both managing and directing the city of New York. Mayor Adams has the legislative experience and has assembled some of the greatest minds to tackle the tough issues that we are facing, including gun violence, safety, educational issues, transportation and empowering ethnic minority-owned businesses. The Adams administration will be successful because they are focused on solutions and not blinded by the problems. In short, Mayor Adams is now the face of solutions to urban issues and in a very short period of time will be “America’s Mayor.” The future is very bright for the

greatest most diverse city in the world and for Mayor Eric Adams. Yet in other areas we still await swift action on issues that will put more New Yorkers on the path to a bright future, particularly our youngest residents. The city must direct more resources to ensuring students have access to stable housing, high-quality learning experiences and mental health supports so our young people can thrive in the classroom. Ultimately, it will be his actions in the next 100 days and beyond that give us a clearer picture of this administration’s focus and what legacy it will leave behind. He has demonstrated a tireless commitment to improving the lives of New Yorkers, whether through tackling gun violence, expanding housing opportunities, embracing the diversity that is our strength and working to restore our economy after the disruptions caused by the pandemic. RACHEL NOERDLINGER, partner, Actum Shootings and the rise in violent crime, especially in Black and Brown communities, is rightfully concerning to many New Yorkers. Look at the recent NY1/Siena College poll, where three-quarters of New Yorkers expressed some level of concern they would be victims of a crime. Mayor Adams deserves credit for taking a nuanced approach of crime and communicating this precarious situation. We shouldn’t overpolice Black and Brown neighborhoods, because that has only led to an abuse of power, mistrust and unjust killings. But we also need to respond when an 11-year-old girl is gunned in the Bronx and people are being shot on the subway. The mayor made the right decision in his first few weeks by steering resources to crisis management teams and violence interrupters but the budget for these services must be expanded. Community intervention that doesn’t require calling the cops when possible is key to keeping someone from going down the wrong path. I hope that’s a sign this administration will continue to put a

premium on deescalation instead of overincarceration. AMOY BARNES, Staten Island-based political strategist Representation will never not be important, and the fact that Eric Adams is only the second Black mayor is not lost on me; the people will always come first and we must never stop asking how the systems and policies we create impact the disadvantaged. Are we centering the needs of homeless New Yorkers, working class mothers and the disabled? My hope is that as we seek a more equitable and functional city we can ask these questions in earnest and seek accountability at all levels, including from Mayor Adams. There is still time to see the evolution of this administration’s policy, but I am committed to seeking the progress our city needs and that will certainly mean continuing to interrogate the policies of the Adams administration. That’s a good place to start if you’re going to make an impact. being meticulous about it, they’ve done a really great job. And I expect the plan to be one that’s responsive and visionary. The Department of Education, starting with (Chancellor) David Banks, and working down through his team are really focused on connecting young people to jobs that actually exist in industries that are growing and paying good salaries. It’s maybe the most profound thing the mayor could do. Because the affordable housing program, which I’ve spent most of my career focused on, is really a symptom, it’s not a problem. It’s a symptom of circumstances where people’s incomes have not kept pace with housing costs. The third thing I’ll say, and the mayor figured it out before he ran, was people want to be safe. And it doesn’t mean that meaningful reform around policing and incarceration can’t be discussed and can’t be a focus. But until people feel safe, it’s really hard to have a conversation about almost anything else. And I think the mayor gets it. There’s been some critiques I’ve read that maybe things could be better. But having a perspective that it’s important is where you need to start. Because there are people in our city who don’t feel that public safety is as high a priority as it ought to be. Assembly Member EDDIE GIBBS Mayor Eric Adams took office facing extraordinary challenges, yet already he is making great strides to provide economic opportunities for every New Yorker, make

our neighborhoods safer and help us recover from COVID. I am inspired to see a Black mayor, only the second in the history of our city, at the helm lifting up our communities. Mayor Adams has a vision for a more equitable and prosperous New York, and as his friend, I know he is putting his heart and soul into achieving that vision. New York City Council Member SANDY NURSE From a policy perspective, I was disappointed to see the pushback from Mayor Adams when a majority of council members pushed for banning punitive segregation. And I am disappointed that under his leadership some agency commissioners show up unprepared to answer basic oversight questions, such as to the Public Safety and Criminal Justice (committees’) hearings. It doesn’t bode well for building trust with a largely progressive City Council. That said, I cannot overstate the importance of Black leadership on environmental and climate justice. I am very hopeful that the mayor and the new Mayor’s Office of Climate and Environmental Justice will truly demonstrate their commitment to addressing the climate crisis and environmental racism – through transforming energy systems, building climate resiliency and working toward zero waste. On waste issues, he’s made some good strides in rolling out new programs like expanded school organics and smart bins, but we will see if the city budget reflects a deeper commitment to meeting our

climate and environmental justice goals. Lastly, I am eager to work on building resiliency in our food systems as we face growing risks of food shortages and access to fresh, highly nutritious food to fight diabetes and other health problems in New York City. KYLE BRAGG, 32BJ SEIU president Whether it’s centering the economic recovery of the working New Yorkers who kept the city humming throughout a pandemic, or ensuring that giant corporations like Chipotle treat their workers with dignity and respect, or backing new and exciting models of affordable housing projects, Mayor Adams has stood up for the working- and middle-class people who make New York the global center it is. FIVE MUALIMM-AK, executive director, Incarcerated Nation Network With a mayor that is also a Black man, New Yorkers feel as if they invested in a person of color who does not and will not address the underlying issues that cause suffering of the minority community. Police and Black communities have been problematic for hundreds of years, now we have a mayor who actively increases policing instead of supporting community-based resources that are the proven causes of crime. A mayor that refuses to build young adult supportive housing but will criminalize homelessness and other factors of poverty. I live in the 15th Congressional District, the poorest district in America and, similarly, the most policed community, that actually needs culturally competent resources to bring the poverty level down. These failures impact people of color more than anyone.

Julia Salazar ’s “Radical” debut in Albany

I

N 2018, Julia Salazar was part of a progressive wave of candidates that defeated a slate of Democratic incumbents. In the June primary, Salazar knocked off Martin Malavé Dilan, who had served for 16 years in the state Senate, 59% to 41% to represent Bushwick, Williamsburg and Greenpoint in Brooklyn. A few months after her primary victory, Sofia Warren, who has been a contributing cartoonist for The New Yorker since 2017, contacted Salazar to see if she’d be open to having a cartoonist tag along and make a graphic memoir about Salazar’s “first few months as a state senator.” Those first few months turned into about eight months of following Salazar through the end of her first legislative session in Albany. The following book excerpt starts with the first in-person meeting between Warren and Salazar. The now-state senator explained how she moved to New York from Florida, where she was born, and about her transformation from conservative student at Columbia University to organizer with Jews For Racial and Economic Justice.

LACK NEW YORKERS hold powerful political positions at all levels of government. New York City Mayor Eric Adams, who took office earlier this year, is the second Black man to hold the post. Of the other major positions in the city, two are held by Black politicians – New York City Council Speaker Adrienne Adams and Public Advocate Jumaane Williams. At the state level, the top two legislative leaders – state Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie – are Black, as is state Attorney General Letitia James. Black New Yorkers make up a significant share of the state’s congressional delegation, the state Legislature and the New York City Council. Yet amid the gains in representation, racism is still rearing its

ugly head. Just last month, 10 Black people were killed in a racist shooting at a Buffalo supermarket. When Western New York Republican Rep. Chris Jacobs subsequently came out in support of an assault weapons ban, he was pressured into retiring – and party members rallied around a candidate with a history of racist remarks. Meanwhile, a backlash against critical race theory has gained traction in parts of the state. 1 ERIC ADAMS NEW YORK CITY MAYOR New York City Mayor Eric Adams started his term with a pledge to “get stuff done.” As far as getting Albany on board with some of those priorities, he’s had mixed results. While the state’s leaders signed off on bail reform changes that he backed, he only managed to secure a two-year extension of mayoral control of schools. Throughout June, he’ll be keeping busy trying to get the New York City Council to sign off on his budget proposal, which would boost spending for police and set aside $5 billion for affordable housing.

And that’s after an already busy state budget process, which brought her successes such as increased funding for child care and disappointments such as bail reform rollbacks.

Assembly Speaker Carl Heastie avoided contending with changes to the Assembly’s new district maps – and any threats to his unsurmountable majority. Meanwhile, the Bronx legislator delivered a major victory to survivors of sexual abuse by passing the the previously stalled Adult Survivors Act and has kept laser focused on other progressive legislative priorities.

Assembly Majority Leader Crystal Peoples-Stokes called the attack in her district “an act of terrorism on the Black community." She has joined other New York officials in pushing for a stronger response to racism and gun violence, while also urging the federal government to do more to regulate access to guns and other military-grade equipment.

health care workers throughout the COVID-19 pandemic has been a top priority for Gresham, who was elected president of the 1199SEIU United Healthcare Workers East in 2007. The leader of New York’s largest union also joined the attorney general in calling for additional protections for nursing home workers.

Gibson’s team mobilized to help other government agencies and organizations connect victims to resources and accommodations in the aftermath. The borough president has also outlined economic development, job creation and COVID-19 recovery as some of her priorities in office.

Rudolph Wynter stressed that the state’s gas infrastructure should have a role in the state’s energy portfolio and proposed using “fossil-free gas” sourced from methane from landfills and green hydrogen. The utility drew up the plans as an alternative to a state bill that would ban gas hook ups to new buildings starting in two years.

Appointed as CEO in 2017, LaRay Brown took a pivotal role in the successful clinical and administrative consolidation of three health systems into the One Brooklyn Health System, serving the heavily populated central and northeast sections of the borough. She now oversees three hospitals, 12 ambulatory care centers, two nursing homes, an urgent care center and other sites serving Brooklynites. Brown joined other health care executives in March to call on state lawmakers to ensure safetynet hospitals are sufficiently funded.

Wright, a former Brooklyn Assembly member in charge of regulating the industry, has estimated that legal weed would hit retail shops by this fall.
