IT’S HARD TO SAY if COVID-19 was to blame, but the closure of the last remaining Kmart in Manhattan came quickly a little over a week ago. Employees who served as essential workers during the pandemic were given two days’ notice that the store on Astor Place was being shuttered. The closure isn’t surprising after the devastating impacts of the pandemic. Kmart, now a subsidiary of the holding company that owns Sears, appears to have its days numbered as a department store chain due to financial losses. But while many balked at having Kmart sprout up 25 years ago along the fringes of New York’s punk and bohemian scene on St. Marks Place, the store found its niche in the neighborhood. Those same punks and bohemians from the area began buying diapers and items in bulk as they got older and started families. Plus, you had New Yorkers who shopped there for the discounts that made Kmart a household brand years ago. Kmart, a chain that was once a fixture of suburban life, came to the neighborhood to cater to the tastes of “the young avant-garde of Manhattan,” said its executives at the time. It even chose to locate itself in what was a Wanamaker’s, albeit without the style and architectural beauty of the chain whose namesake invented the department store. Kmart, while it had become rundown and the butt of jokes, did become respected by those who shopped there, and in New York that is hard-earned.

The attorney general’s investigation into allegations of sexual harassment and misconduct against the governor could be wrapping up. Cuomo was reportedly set to talk with investigators on Saturday. Outside attorneys hired to oversee the probe have spent the last few months interviewing the women who made the allegations and other witnesses and gathering evidence in preparation for releasing a report. The news came shortly after more bad press for Cuomo with regards to transparency with coronavirus data. The Associated Press reported that the state discloses 11,000 fewer deaths from COVID-19 than the Centers for Disease Control and Prevention, despite sharing higher numbers with the CDC. They use different criteria for counting deaths, and while some other states use similar criteria as New York, none have as large a discrepancy between state and federal numbers.

RENT RELIEF STILL ELUSIVE

Many applauded the $2.4 billion rent relief program approved by the state Legislature as part of the budget in April to help struggling tenants during the pandemic, but months later, no one has gotten any payments. The state launched an online application portal on June 1, already a delay compared to the April approval. And while the agency overseeing the program said that it would take no more than six weeks to get the money out to landlords, six weeks have passed and none of the funds have been distributed. Officials said that it would take several more weeks to get the money out. This on top of website glitches that have made it difficult for

some tenants and landlords to even apply.

COVID-19 NUMBERS INCHING UP

Across the state and New York City, rates of COVID-19 remain low, but have been slowly increasing over the past several weeks even as more people get vaccinated and the warm weather gets people outside. Although the most significant increases have taken place, in New York City at least, in areas with lower rates of vaccination, the spread of the delta variant has been a major cause for concern. This version of the coronavirus has grown more prevalent in New York recently, and new data shows that in the city, it now represents about twothirds of all new COVID-19 infections.

City Council approves $4 million for AAPI organizations Organizations serving New York City’s Asian Americans and Pacific Islanders will receive more funding this coming year thanks to the City Council’s approval of a $4 million initiative – an effort more than 12 years in the making that more than doubles the city’s previous investment in organizations serving these populations. The funding, which comes under the AAPI Community Support Initiative, will directly benefit organizations that are led by and serve Asian American and Pacific Islanders in the city, such as supporting mental health care, anti-bias work and other direct services. The funding will be key to helping these organizations meet the needs of the city’s growing Asian American community during the COVID-19 pandemic and a spike in anti-Asian violence, according to Anita Gundanna, co-executive director of the Coalition for Asian American Children and Families. The advocacy organization helped bring a coalition of organizations together for years to fight for a city budget that invests equitably in Asian American and Pacific Islander communities. “We are shrouded by this myth that we are all doing well, or we are all wealthy or healthy

as a community and it isn’t true,” she said, explaining that Asian Americans have among the highest poverty rates of all racial and ethnic groups across the city. “We are facing language barriers. We are facing a lot of things related to being a heavily immigrant community – there’s overcrowded housing – so there’s a lot of issues that get shrouded and forgotten if we play into these racist stereotypes about our community.” While Asian Americans and Pacific Islanders currently make up around 15% of New York City’s population, these community based organizations received around 4% to 4.5% of the City Council’s discretionary funding last year. Vanessa Leung, co-executive director of the Coalition for Asian American Children and Families, said the City Council’s approval of the initiative demonstrates their growing willingness to understand the needs and to help support the organizations doing the heavy lifting. “The fact that the City Council committed an initiative to this work is really a wonderful statement,” Gundanna said. “We need our community organizations, who are really the front lines of this, to be resourced.” – Sahalie Donaldson

It was so notable to me that you as a democratic socialist also got so much support from labor unions. Really, almost everybody got behind you. What did you do to coalesce these two sides that are often up against each other in elections? I think our campaign was really focused on creating the biggest table we could, and that’s how I work. That’s how I’ve always worked in community, and I think that was reflected very much in the campaign. People felt that there was space there – it was an ever growing table, and I think that’s why labor

came on board and I think that’s why others did too. Our endorsements truly did reflect our community and the diversity of that, and, you know, making space for people. I think we all know that the challenges we face are complex and it will require movement. When it comes to Industry City, the most recent upzoning plan was not even brought up for a vote. Would you support changes and new development at Industry City under the right conditions? I was on the community board, I’m still on the community board, so I

was very involved in that process and reviewing those documents, so I know them rather intimately and certainly, what the documents said and what the rhetoric was being put in the press were very different things. I think what the community has been saying is that we want a working waterfront and we don’t want a luxury waterfront. We want a waterfront that’s going to continue to employ our folks. If plans are proposed that are in alignment with a working waterfront with clean, resilient jobs, with real jobs – then we are open to those conversations.

What’s on your agenda as far as immigration issues when you enter the City Council? I guess one of the big policy changes that we’d love to see is the one city, one vote granting municipal voting rights. (Immigrants without citizenship) pay taxes, they own homes, they work, they’re involved, and yet they’re not able to vote. I think if we can see that pass, that would

be tremendous for our community. Obviously, we got to look at the funding – legal services, we got baseline language services this year. I think making sure that legal representation is available – that’s a huge one that families need help and it’s legal representation for support across the border. Everything from housing issues to actual immigration issues. In schools, we need a lot of help with students who speak English as a second language and their families need that support. Election Influencers The endorsements that shaped the June primary in New York City.

HERE’S A SAYING, often attributed to President John F. Kennedy, that victory has a hundred fathers and defeat is an orphan. So while the results were still being tabulated in the 2021 New York City primaries, many of the countless unions, organizations and public figures who endorsed candidates were clamoring for credit for wins – or at least a shoutout during the victory speech. While many endorsers just end up being a name on a list, some of them are indisputable game-changers. Here are a few of them from the primaries. THE NEW YORK TIMES FOR KATHRYN GARCIA On May 10, Garcia surprisingly received the endorsement for the Democratic nomination from The New York Times’ editorial board, which wrote that she could “run a government that delivers for all New Yorkers,” based on her extensive managerial experience in city government. Following the Times’ endorsement, Garcia – who had been stuck at the bottom of polls until then – ended up the first pick for voters in a poll conducted by Emerson College published on May 26. The former Sanitation commissioner stayed in the top tier, ultimately finishing second to Brooklyn Borough President Eric Adams in the ranked-choice runoff. “Garcia’s the big overperformer this cycle. Nobody expected her to do anything,” Trip Yang, a political strategist who worked for Andrew Yang’s mayoral campaign, told City & State. “She did not have the millions of dollars that (the other candidates) had … and she had basically no institutional support. … The areas that she won

are the liberal areas, mostly in Manhattan, that people associate with the Times.” Garcia also received the endorsement from the Daily News on May 15, which may have helped her carry areas like the South Shore of Staten Island. Toward the end of Garcia’s campaign, she received a second-ranked endorsement from fellow mayoral candidate Andrew Yang, which likely moved some of his supporters to include her on their ballots. Garcia outperformed Adams when it came to lower-ranked votes, narrowing the gap between the two in first-ranked votes and nearly overtaking the Democratic nominee. While the newspaper endorsements didn’t put Garcia over the top, the Times’ endorsements of Alvin Bragg for Manhattan district attorney and Brad Lander for comptroller appeared to consolidate their support among progressives in crowded fields, without which Bragg might have lost to Tali Farhadian Weinstein and Lander might have lost to City Council Speaker Corey Johnson. WORKING FAMILIES PARTY FOR BRAD LANDER Lander ended up surprising New York politicos by winning the June primary for comptroller, despite Johnson leading in most polls and enjoying higher name recognition, easy access to media coverage, and endorsements from major labor leaders and Reps. Carolyn Maloney and Ritchie Torres. He did it with the early and near-total consolidation of the progressive left, including an endorsement way back in December 2020 from the Working Families Party. Other well-known progressive politicians followed, such as U.S. Sens. Bernie Sanders and Elizabeth Warren, Reps. Alexandria Ocasio-Cortez and Jamaal Bow-

man and New York City Public Advocate Jumaane Williams, which helped boost his signal among progressive voters. The WFP stumbled in the mayoral race and failed to secure victory for a number of City Council contenders, but a few other primary winners did seem to get a big boost from the WFP, including Antonio Reynoso for Brooklyn borough president, Sandy Nurse in Council District 37 in Brooklyn’s Bushwick and East New York neighborhoods and Shahana Hanif, who ran to replace Lander in Council District 39, in Brooklyn’s Park Slope and Kensington. ADRIANO ESPAILLAT’S CITY COUNCIL SLATE Third-term Rep. Adriano Espaillat from Upper Manhattan was Oswald Feliz’s only major endorser when he pulled off a surprise victory in the City Council District 15 special election in the central Bronx in March. And when the June primaries came, Espaillat kept winning. He went all in on endorsing Shaun Abreu in District 7 and Assembly Member Carmen De La Rosa in District 10, both in Upper Manhattan, and Pierina Sanchez in District 14 in the West Bronx, as well as Feliz’s reelection. All had competitive races, and all won with the Dominican American Espaillat’s direct support. “He was doing train stations with me in the morning, he was door-knocking with me, we were con-

declined to run for reelection, but backed William Rivera, the local community board district manager, to replace him. Rivera also had the support of Bronx Borough President Ruben Diaz Jr., and it wouldn’t be hard to imagine the Bronx Dems joining in. But the party is trying to be more progressive and welcoming to women under its new chair, state Sen. Jamaal Bailey, and instead joined the dozens of labor unions and progressive organizations that had already backed Farías and endorsed her campaign. Farías’ campaign manager, Christian Amato, also gave credit to DRUM Beats, a progressive South Asian group, for its endorsement. “They sent us so many resources that were really effective in our community – namely Bangla speakers who were able to connect with the Bengali community,” in the district, even though Farías was running against two Bengali American opponents. In the end, Farías beat Rivera by just over 500 votes.

Espaillat didn’t go undefeated – he supported Tali Farhadian Weinstein, who lost the Manhattan district attorney race despite performing well in Washington Heights and Inwood, and Espaillat stayed out of the competitive District 9 race in Central Harlem. But Espaillat’s record didn’t go unnoticed. “Game recognize game,” Trip Yang said. “He had a huge cycle. I’ve got to respect that.” Political observers also noted that Rep. Grace Meng did well with council endorsements. She backed Sandra Ung, Lynn Schulman and Linda Lee in competitive races overlapping with her Queens district, and all three won. DONALD TRUMP FOR VITO FOSSELLA Among Staten Island Republicans, nobody is more popular than former President Donald Trump. So in a nail-biter of a borough

president primary, in which preliminary results showed former Rep. Vito Fossella with a 290-vote lead over City Council Member Steve Matteo, it appeared like Trump’s seal of approval was decisive. Fossella represented the borough in Congress for 11 years, until 2008, but has mostly been out of the public eye since then – and was even out of the public eye for most of this year, barely reporting any spending and barely campaigning. But even if it came just three days before the primary, Trump’s endorsement made waves and was all over Facebook thanks to promoted ads from the Trump-aligned news outlet Newsmax. The endorsement may have packed even more punch since the borough’s most prominent Republican, Rep. Nicole Malliotakis, declined to endorse in the race. Now, rumors are flying that she may be repaid with a primary challenge from Fossella. BRONX DEMOCRATIC PARTY FOR AMANDA FARÍAS Many progressives pinned their hopes on Amanda Farías’ council campaign in 2017 to beat conservative Democratic City Council Member Rubén Díaz Sr., known for his stance against same-sex marriage and a history of offensive comments. But Díaz, with the support of the Bronx Democratic Party, won the seat in the southeastern Bronx easily. Four years later, Díaz

NEW YORK POST FOR ERIC ADAMS Throughout the course of Adams’ campaign for the Democratic mayoral nominee, the New York Post made it unabashedly clear that they were rooting for him. Not only did the Post’s editorial board give Adams its endorsement for mayor, it also published pieces claiming that he was the only candidate who could “bring back New York City” and restore public safety. The outlet also published a glowing profile of Adams and wrote about his health journey, becoming a vegan and reversing his diabetes diagnosis through healthy eating. The Post’s coverage of the mayoral race leading up to the primary also tended to go soft on Adams and went hard on his opponents, particularly when it came to mayoral debates, issues pertaining to police reform and the skepticism over whether or not Adams actually lives in the city, among other things. The tabloid that was obsessed with crime and constantly covered the shooting surge helped shape the Adams-friendly narrative that the city needed an experienced crime fighter to lead it. The support of the right-leaning publication was hardly the only thing that helped tip the scales in Adams’ favor – the candidate also won the support of Bronx Borough President Ruben Diaz Jr. and powerful labor unions like 32BJ SEIU and the Hotel Trades Council – but it certainly didn’t hurt Adams in the long run either.

NIOU IN YOUR CORNER The Assembly member is making sure Asian New Yorkers aren’t ignored, and she wants to buy you an ice cream.

FTER A DAY of meetings, Assembly Member Yuh-Line Niou arrived for an interview at Manousheh, a Lebanese restaurant on Manhattan’s Lower East Side on a warm June afternoon, flanked by a few staffers. At the time, some of the biggest issues were with small-business owners looking to her office for guidance on changing regulations. “We do a lot more running around more often than when we’re in session, my crew never stops,” Niou said. Before getting started, she said she wanted to buy her staff some ice cream, to which one sheepishly replied, “You don’t have to.” She did anyway. As she walked through the doors into the restaurant, she saw two older women sitting at a table – constituents she knew – and went over, giving one a hug and striking up a conversation about the recent primary election, ranked-choice voting and one of the women’s recent arm injury. As the conversation wrapped up, she offered, “Do you want something sweet?” She bought them a pis-

Joyce Ravitz, the woman with the broken arm, will be 78 in August and has lived in the neighborhood for 30 years. “I think my Assembly member is great,” Ravitz said emphatically when Niou went to the counter, mentioning Niou’s support for canceling rent during the pandemic. It’s not an opinion shared by everyone in her district, but the interaction was emblematic of Niou’s personality – many of the nearly two dozen people interviewed for this piece who know or have worked with her describe her as exceedingly candid, passionate and personable in a way that draws others to her and makes her easy to befriend. “Both her strength and her weakness is that she leads with her heart,” state Sen. Gustavo Rivera said. In many ways, Niou has built a reputation off of that quality. Ever-present on social media and outspoken during the legislative session, the relatively new lawmaker has managed to grab attention and rise in prominence as a leading progressive voice in a Legislature that has been leaning increasingly to the left since Democrats won control of the state Senate in 2018. And there are many who believe that she’s only just hitting her stride. Elected in 2016 to represent District 65 in lower Manhattan, Niou slightly predates the recent wave of new state senators in 2018 and democratic socialist Assembly members elected in 2020. Her election to replace the convicted and expelled former Assembly Speaker Sheldon Silver was contentious, with Niou running as an anti-establishment candidate. After initially losing a special election to then-District Leader Alice Cancel, Niou ultimately won the primary against the incumbent later that year. “Based on her insurgent candidacy, I expected even before I had met her that she would be very outspoken and independent and very progressive,” said longtime Assembly Member Richard Gottfried. “And she has certainly met those expectations.”

IOU HADN’T ORIGINALLY planned to hold elected office. “I thought I wanted to be a lawyer,” Niou, 38, said about her thinking during college. “I thought I wanted to speak up for folks who couldn’t speak up for themselves.” That desire came from seeing “little injustices” that her parents, immigrants from Taiwan, faced, including language barriers that put them at disadvantage compared to native or more fluent English speakers. From a young age, growing up primarily in El Paso, Texas, after immigrating to the United States as a baby, she often had to act as their translator. Things changed when she interned with the Washington state Legislature, where she

would later work for several years, during her senior year at Evergreen State College. “When I was younger, I just thought that rules and these things happen to us,” Niou said. “Once I saw how the Legislature works, I was like, ‘Wow, there’s no big secret to accessing government,’” Niou said. At the time, the Washington state Legislature had more women than men serving on it, and the state had its first Asian American governor. “I didn’t even realize that I had these barriers in my own brain on what it looked like for … women to be in (an) elected position or for an Asian American to be in (an) elected position,” Niou said. After a few years, Niou came to New York after getting accepted as a National Urban Fellow, a 14-month graduate program, to get her master’s in public administration at Baruch College. Assembly Member Ron Kim of Queens, then a lobbyist at The Parkside Group, had gone through the fellowship a

few years before her. She volunteered for his campaign in 2012, and he hired Niou as his first chief of staff when he took office in 2013. Kim described their working relationship as a co-equal partnership. “We were both figuring it out together,” said Kim, who is the first state elected official of Korean descent and at the time was New York’s only Asian American state legislator. Kim and then-state Sen. Daniel Squadron, a fellow Democrat from Brooklyn, were the first people to approach Niou about running for Silver’s seat after he was convicted on federal corruption charges in 2015. “I knew that she had the confidence, I knew that she could win,” Kim said. “But I knew she was a little hesitant.” Niou described her initial reaction as perhaps a little stronger than hesitant. “I was like, ‘No thank you,’” Niou recalled with a laugh. She said she enjoyed policy work and research behind the scenes,

but had never thought she would be front and center. “I am probably one of the people most scared of public speaking ever,” Niou said. But to those who listen to her speak, that fear doesn’t come across. State Sen. Alessandra Biaggi recalled hearing Niou speak at a campaign training event she attended in late 2016. “I remember thinking to myself ... I’m never going to be able to do this, like what she’s exuding,” Biaggi said. They wouldn’t meet again until 2018 when Niou came to the Bronx to help Biaggi canvas in her race to unseat then-state Sen. Jeff Klein, the former head of the Independent Democratic Conference, which shared power with Republicans. By the end of the day, Niou was making plans for the pair to be roommates in Albany if Biaggi won. And despite Niou’s self-assessment of her own public speaking skills, it’s her willingness and ability to speak openly and candidly

that has raised her profile and garnered her attention. “Yuh-Line’s speaking is often not only adamant, but with a strong emotional element, often coming from personal experience, and that can be very compelling,” Gottfried said. Niou’s impassioned floor speech about why she was voting “no” on

part of the 2020 budget widely circulated on social media, and struck a chord with progressives around the state. For 12 minutes, Niou critiqued the cuts to Medicaid and education at a time she believed the state should have been investing more. Sometimes appearing to be on the verge of tears, Niou said the pandemic laid bare structural inequities and shortcomings in the state’s institutions. “I found Yuh-Line’s budget speech on Twitter after I won the primary,” said first-term Assembly Member Anna Kelles from the Southern Tier. “I was blown away and thought, ‘Wow, this woman is a rock star.’” Niou is more accessible and relatable to her fans than most rock stars, though. She befriends people online and mentors young zoomers getting their start in politics, who affectionately call her mom. She nerds out on pop culture and comic books (her district office is conveniently located above Midtown Comics on Fulton Street) and is

always up for karaoke, according to friends. “Legislators like her, that force more people to pay attention to the democratic process, are good,” said Cea Weaver, campaign coordinator of Housing Justice for All. “It’s good that she’s cool, that she puts stuff on Twitter, that she has a following.”

CONFLUENCE OF forces helped Niou, who had moved to the district in 2014, win Manhattan’s southernmost seat in 2016, including key support from the Democratic club United Democratic Organization, the endorsement of New York City Comptroller Scott Stringer and the backing of the Working Families Party. Despite a hardfought special election run on the WFP line after withdrawing from consideration for the Manhattan Democratic Party’s endorsement, Niou lost to Cancel, who at the time was framed as the establishment pick and Silver’s chosen successor. But Niou and her supporters reorganized for the fall primary, which she overwhelmingly won. Since then, Niou has been an ally of the progressive WFP. “I couldn’t find any fault with her,” former WFP state Director Bill Lipton said. “She’s one of the brave ones.” He recalled in particular a now-infamous 2019 incident when Niou, along with Biaggi and state Sen. Jessica Ramos, criticized Gov. Andrew Cuomo for holding high-dollar fundraisers during budget season. It led to one of Cuomo’s top aides, Rich Azzopardi, calling the trio of lawmakers “fucking idiots.” More recently, Niou has been a frequent Cuomo critic for the governor’s handling of the COVID-19 pandemic and allegations of sexual harassment and bullying. “I think that it’s really important to speak up and to fight for things that you care about and want to change, it doesn’t matter who it is,” Niou said. After five sessions in Albany, Niou has only had three bills she has sponsored become law. Allies attribute this to her junior status in the larger chamber. “If she was in the Senate, it would be a different situation,” Rivera said. “She’d be a chair of a committee, she’d be leading hearings every other day.” He said the Assembly is a hard place for newer members, or those who are more independent of leadership, to get bills passed. “She is an amazing legislator, she just hasn’t been able to pass much legislation because she’s not a good knee-bender,” Rivera said. Instead, Niou has positioned herself as a rhetorical leader on many progressive causes, including combating sexual harassment and assault and advocating for the Child Victims Act, which created a window for childhood victims of sexual abuse to file civil lawsuits. A survivor of childhood abuse herself, Niou

was one of a handful of lawmakers who spoke about their personal experience. Niou has also worked with advocates of stronger tenant protections. “She was strategizing with us to strengthen tenant protections, even as a new lawmaker,” said Weaver, the housing activist. Weaver said she and Niou started working closely on the package of bills that would eventually become the Housing Stability and Tenant Protection Act of 2019. “One of the things that makes Yuh-Line a really effective legislator is that she’s such a good communicator about the stakes and what’s being debated,” Weaver said. “It’s a strategy that allows her … to capture the public’s imagination and creates a condition for strong bills to pass.” Last year, Niou sponsored legislation to cancel rent and a bill to impose new taxes on the wealthy. Neither bill passed. “If you believe in something that doesn’t get passed, it doesn’t mean you’re not effective,” said Assembly Member Harvey Epstein, who represents the district just north of Niou’s. “Obviously passing legislation is important, but standing up for legislation is important as well.”

VEN THOUGH HER district is plurality Asian American, Niou is the first Asian American to represent Chinatown at the state level and only the third Asian American elected to the state Legislature. “While Yuh-Line represents Lower Manhattan, her constituent services actually address issues throughout the entire city,” said Wayne Ho, president of the Chinese-American Planning Council. Niou said that sometimes her office gets calls from other parts of the state, and even out of state too. “When you are a first, or are an only, it makes it so that there is kind of an undue amount of pressure on that end,” Niou said. Niou was diagnosed with autism spectrum disorder when she was 22, something she has spoken publicly about. “It’s a lens to think things through,” said Niou, who has fought to bring disability and accessibility issues to the forefront, like fighting to add sign language interpreters to Assembly hearings. “That’s why we have to make sure we elect folks who see through a lens that affects so many people.” Niou has a service dog and has encountered accessibility issues trying to get places with her dog, even at the state Capitol. “So few people actually make (accessibility) a priority, when every single one of us, if we’re lucky enough to be able-bodied … are all temporarily so,” Niou said. Her presence in the Legislature has also had tangible impacts legislatively. Ho recalled that in Niou’s first year in office, the words “Asian American” appeared in the state budget for the first time as

a line item for his nonprofit that Niou fought to get in there. “Which just shows how long it took for the Asian American community to have some legislative and budget representation,” Ho said. One of Niou’s legislative priorities has also been a bill to desegregate demographic data to separately collect information on Asian Americans, native Hawaiians and Pacific Islanders to better serve those communities. Originally introduced by then-Assembly Member Grace Meng, it passed to Kim and eventually to Niou when she took office. The bill passed both houses for the first time in 2019, although Cuomo ve-

It passed both chambers again this year and awaits action from the governor. “(Niou) was really committed to making government work for those who, for the most part, people tend to forget,” said Vanessa Leung, co-executive director of the Coalition for Asian American Children and Families. More recently, Niou, a co-chair of the Assembly Asian Pacific American Task Force, fought to include $10 million in the state budget this year to fight anti-Asian bigotry and hate crimes that plagued the community in the wake of the coronavirus pandemic. “She’s held the line in our budgets, delivering for the first time millions and millions of dollars for Asian immigrant communities that we never were able to secure in our state budgets,” Kim said.

ACK IN HER DISTRICT, there are diverging opinions about Niou’s success as an Assembly member. In 2016, when she won, Niou had only been living in the district for a couple of years, and she was running against people who had been in the community for decades, such as Cancel and District Leader Paul Newell. She fended off accusations that she moved to the district just to run and that she was a plant of the Queens Democratic Party through Kim (both of which she denied then and now). “This is a district that is a district of immigrants, this is a district

Torres said she didn’t feel Niou gave enough attention to public housing, although she said that recently Niou has supported tenants in their opposition to the NYCHA Blueprint for Change, which they fear would lead to the privatization of public housing. But while Torres said Niou will be responsive if contacted, Torres said Niou hasn’t taken the time to proactively listen to tenants. “She hasn’t really had a conversation with the resident leaders, put us all in a room and have a conversation with us,” Torres said. Aixa Torres, president of the Alfred E. Smith Houses tenant association, is one of the public housing leaders who backed Lee in

have such meetings. Niou has touted her efforts to secure state funding for NYCHA, but Torres said that most of the fight took place before Niou took office. Jonathan Gardenhire, a district leader who supported Lee, offered a nuanced view of Niou. “I think she’s an incredibly effective and hardworking assemblywoman,” Gardenhire said, adding that she is likable and progressive. “But I think that because of how she came into this particular role in this particular community, that there was some work that was missed, there was some work that needed to be on the ground.” Gardenhire said that Niou is responsive, but agreed that her presence is not always felt equally in all parts of the district. Niou’s supporters in the district, which include even some former adversaries, disagreed. “The criticism as not being from

the district was valid in 2016,” said Newell, the district leader who ran against Niou that year but supported her last year. “Is it still valid? Less so.” Newell said his initial uncertainty about how well Niou would represent the district has dissipated. “She attends events, she listens to people, she meets with people in the district,” Newell said. He said that compared to Silver, she may not be able to offer every constituent service he did, but as a much more senior member and speaker, he had more money and sway to deliver pork. Many people interviewed for this article also spoke about Niou’s efforts during the pandemic, personally handing out protective equipment and food, and filling her apartment with supplies she would pack for constituents. Some said they would see piles of boxes behind her in Zoom calls and joke that she would get buried. “She really, you know, really distinguished herself as somebody who was on the ground,” said state Sen. Brian Kavanagh, who represents most of Niou’s district in the state Senate. “Just she and her staff and the many volunteers that she motivated, really kind of relentlessly ensuring that all of those needs were met.” Nana Gomez, a resident of Vladek Houses, a Lower East Side NYCHA development, told City & State Niou is in constant contact with both her and other NYCHA tenants, and that either Niou or her staff offer help with even the most minor problems, saying the Assembly member “will come out, or send somebody out, in the middle of a snowstorm to make sure that a NYCHA resident had heat.” Gomez said Niou attends events at Vladeck Houses and that kids in the development personally know her. But the divide in the district remains. Torres of Smith Houses said that she intends to find someone to run against Niou in 2022 – and even said she might run herself if she needed to – because of her dissatisfaction with Niou.

UST AS SHE said she didn’t originally plan to run for office, Niou said she doesn’t think about what next steps might look like. “A lot of people always ask me about running for higher office,” Niou said. Friends, allies and colleagues of Niou’s say she’s not actively seeking higher office, even if they’ve had conversations about the prospect before. Some say they hope to see her run for another office, should the opportunity arise, feeling that she could have an even greater impact at a different level. Others hope she stays in the Assembly for the time being, to continue her work on the state level. But what nearly everyone agreed is that Niou’s power has not yet peaked and that her influence will only grow.

S I A N A M E R I C A N S are gaining political power in New York. In 2018, John Liu and Kevin Thomas became the first Asian Americans elected to the state Senate. This year, they were joined by state Sen. Jeremy Cooney, the first upstate Asian American elected to state office. Jenifer Rajkumar and Zohran Mamdani also made history in last year’s elections as the first South Asians elected to the Assembly, where they joined fellow Asian American trailblazers Ron Kim and Yuh-Line Niou. As many as half a dozen Asian Americans are on track to secure seats in the New York City Council, up

from two currently in office. Of course, Asian Americans are not a monolithic group – a reality reflected on City & State’s latest Power of Diversity: Asian 100. The largest subgroups are Chinese and Indian Americans, and some of the most influential individuals – including Liu, Niou and Rep. Grace Meng – are Taiwanese Americans. Koreans also make up a sizable share of the list – which was researched and written in partnership with journalist Natasha Ishak – while Pakistan, the Philippines, Bangladesh, Sri Lanka, Cambodia, Indonesia and Vietnam are all represented as well.

This year has been a rollercoaster ride for Rep. Grace Meng: She survived the Capitol insurrection on Jan. 6, then in May her COVID-19 hate crimes legislation, which directs the Department of Justice to expedite review of hate crimes against Asian Americans, was passed by Congress. “Everybody in our country deserves to feel safe, and that includes the Asian American community,” Meng said when the bill was passed. In Congress, she is also a founder of the Kids’ Safety Caucus, and a member of the Quiet Skies Caucus.

Margaret Chin is one of only two Asians on the New York City Council. In 2009, she made history as the first Asian woman elected to the City Council, and will end her 12-year tenure at the end of this year due to term limits. She’s been busy fielding inquiries from her Chinatown constituents about the city’s rash of anti-Asian hate crimes, and in May she co-sponsored a resolution urging Congress to pass legislation expediting review of such crimes. As the City Council member representing Flushing’s Council District 20, Peter Koo has been vocal about New York’s public safety issues in part due to the rise in antiAsian violence. The Queens District Attorney’s Office recently honored him as one of their influential Asian American leaders during Asian American and Pacific Islander Heritage Month. Though he’ll be term-limited out at the end

HILE ANDREW YANG’S failed mayoral run was a high-profile shortfall for Asian American representation in New York City, the results of several City Council primaries show that Asian Americans are becoming a more powerful political force. This round of elections has likely resulted in six Asian American winners of Democratic City Council primaries – the most ever. The victorious candidates represent a more diverse population within the Asian American community, with multiple Asian women as well as a number of South Asian Americans who may go on to be the first South Asian voices on the council. In Queens District 20, comprising downtown Flushing, Murray Hill and Queensboro Hill, Sandra Ung plans to use her familiarity with her district and her experience working as an aide for Rep. Grace Meng’s office as she moves on to the general election. Ung will likely replace Peter Koo on the council. Language justice, the stance that services should be accessible to people in their native languages, is essential to Ung’s platform, as she recalled the struggles that Asian American small-business owners faced in trying to access benefits before and during the pandemic. Ung told City & State that she looks forward to seeing how the Asian American members might work together if they are all elected. “We have been talking to each other. So I’m looking forward to continue to work with that and maybe hopefully to have a caucus called Diversity Council,” she said. Unlike District 20, which had an Asian American incumbent, neighboring Queens District 23, which is made up of areas such as Bayside Hills and Queens Village, saw a win for its first woman and person of color, Linda Lee. Lee attributed her win to talking directly to voters as well as drawing on her experience as a prominent nonprofit director. She also credited other

earlier Asian American politicians. “For me personally, it was folks like Congresswoman Grace Meng when she was still at the Assembly and Comptroller John Liu at the time when he was comptroller. ... These were folks that I’ve worked very closely with at (Korean Community Services) through my nonprofit that really opened my eyes,” Lee said. Julie Won joins Linda Lee to become the first Korean Americans to likely serve on the council, in Queens District 26, representing Long Island City and Astoria, among other neighborhoods. Won cited the city’s public matching funds program as a major factor allowing a greater number of diverse candidates to run. She is hopeful that the greater diversity of the newly nominated members will be able to dispel the model minority myth as well as the idea of an “Asian monolith.” “We’re going to have the diversity to really help people understand Asian Americans are not all Chinese and that we’re not a monolith,” Won said. Shekar Krishnan is another candidate collapsing the idea of the Asian monolith.

One of three South Asian Democratic primary winners, Krishnan plans to focus on supporting public hospitals as well as fair housing and language accessibility in Queens District 25, home to Jackson Heights and Elmhurst. Krishnan remarked that the historic victories of South Asian Americans this cycle will bring underserved communities to the attention of city officials. “So many of the issues affecting our community have not been addressed, either from the issues affecting our taxi workers and for-hire vehicle drivers to our workers and immigrant small-business owners to more language accessible services for our South Asian communities,” Krishnan said.

Felicia Singh is projected to win the Democratic primary in Queens District 32, with neighborhoods including Rockaway Park and Breezy Point. Singh has declared victory in the race, but will face Queens County Republican Party Chair Joann Ariola in what will be a competitive general election. Singh, endorsed by the Working Families Party and the Sunrise Movement, stated that she will serve the Asian American community as a whole by funding nonprofits run by lesser represented Asian groups, like Indo-Carribbeans and LGBTQ Asians, as well as supporting groups like the Taxi Workers Alliance. “Providing that relief for our multiple communities is how we can really support Asian Americans right now,” Singh said. Shahana Hanif, the only Asian American candidate to win outside of a Queens district, will become the first Muslim woman elected to City Council when she most likely wins the general in Brooklyn’s District 39 in Gowanus and Park Slope. Hanif strongly emphasized that her win is partially a product of greater voter turnout among Bangladeshi American voters, but that it is just as important that her perspective is shaped by her identity as a feminist and a socialist. “Across administrations, Asian, South Asian, or other ethnic communities, racial categories, we’ve been looked at as monoliths and homogenous, as though we don’t have leftist communities within our communities. Or feminism mustn’t be a thing. And so, this is a really important moment,” Hanif said. For many Asian Americans who are also first-generation citizens in the United States, politics, like many other non-STEM fields, as a viable career path is an idea that has only recently become accepted. Many first-generation Asian Americans grew up with parents who struggled to make a life and achieve stability, financial or otherwise, in the United States, and who often encouraged their children to go into lucrative career fields so as to not struggle in the way their parents had. “I think my generation is sort of that sandwich generation, like we’re the ones that were born here or came here when we were younger. Hopefully, we can show our kids (that) we may be still among the firsts, but hopefully by the time my sons grow up, (it) will become normal (that) they’ll actually see more Asian Americans in public service,” Lee said. Even if all six of these primary winners succeed in getting elected, the total number of Asian American City Council members would be six out of 51 total members, which is 12% of the council, one member away from matching the 14% of New York City residents who are Asian American.

ANDREW CUOMO You’d think after public outcry and multiple ongoing investigations, the Cuomo administration would learn to stop obfuscating data around COVID-19 deaths. Turns out New York state’s death count is 11,000 short of the federal government’s tally, a larger discrepancy than seen in any other state. Postponing an ethics hearing over ethics concerns is somewhat ironic, if at least promising that a committee is not breaking the rules it’s meant to uphold. But it’s not ideal, especially when you cancel it after the starting time.

New York’s Emergency Rental Assistance Program is not offering as much relief or operating with as much urgency as its name would suggest. The $2.4 billion program has yet to release any funds to the roughly 120,000 households who have applied for relief.

JOSHUA GOLDFEIN & DAWN SMALLS New York City stopped moving 8,000 homeless people from hotels back into congregate shelters after being slapped with a lawsuit filed by the Legal Aid Society and law firm Jenner & Block. This was a big win for Goldfein, as well as fellow Legal Aid Society lawyers Judith Goldiner and Beth Hofmeister, who also filed the suit, and Dawn Smalls, who spearheaded the effort at Jenner & Block.
