I STILL REMEMBER watching the Apollo 17 moon landing when I was 5 years old. I was watching the big family TV we had in the living room of a two-bedroom apartment off Manhattan’s Union Square in the early 1970s. I was a child of the Space Age who later got hooked on “Star Trek” reruns and wanted to not just reach, but live in outer space. You would think the advent of commercial space travel would prompt me to liquidate my assets for a chance to go where only a few have gone before after Virgin Atlantic’s Richard Branson and Jeff Bezos of Amazon pulled off their recent forays into the stratosphere. But honestly, count me out. There’s just too much going on back on Mother Earth for me to justify having my head in the clouds. We’ve still got a pandemic on our hands while we’re debating where we should shelter homeless New Yorkers. And no one requires more evidence for the need to improve New York’s infrastructure after the way thunderstorms have already submerged the subways this summer. I realized this was more of a SMH moment after my daughter Abigail asked why Branson’s blasting off was so important when we still have so much to worry about on the ground. What a contrast to how I was as a kid, awed by the image of an astronaut setting foot on the moon, eventually thinking that anything is possible when we set our minds to it. And that’s a worthy legacy to consider.

COVID-19 CONCERNS CONTINUE

As the delta variant of the coronavirus continues to spread, so does concern about rising numbers of cases and avoiding another resurgence. The vast majority of hospitalizations now are

of people who have not received the vaccine. In New York City, Mayor Bill de Blasio introduced a new vaccine mandate for all public hospital and city health care employees. Those who refuse would need to get regularly tested for the disease. There’s

also growing concern about kids under 12, who are still not approved to get the vaccine. An outbreak has occurred at an upstate summer camp among the young campers there, and while none are seriously sick, there is concern that similar outbreaks

Although the cases are milder, so-called breakthrough cases are still occurring among those who are fully vaccinated, and they are still able to spread the disease. Some lawmakers are calling for the return of an indoor mask mandate in New York City, although de Blasio has not heeded those calls.

MIXED NEWS FROM THE MTA

The Metropolitan Transportation Authority board met for a public, in-person meeting for the first time in over a year, where they announced some welcome and some not-so-welcome news. Straphangers and commuters should be pleased to hear that the MTA decided to delay a planned fare hike for the upcoming year so as not to discourage anyone from taking mass transit as ridership on the subway and commuter rails still hasn’t rebounded to prepandemic levels. But the agency also warned of potential service cuts of up to 15% in the coming years in anticipation of ridership never fully returning to where it stood before the coronavirus. At the same time, right now, the MTA continues to lose subway workers, leading to significant delays and reduced service throughout the year so far.

AIRTRAIN TO LAGUARDIA GETS THE THUMBS UP

The federal government has given the official go ahead for the Port Authority of New York and New Jersey to begin construction of an AirTrain between LaGuardia Airport and Eastern Queens. The project was the brainchild of Gov. Andrew Cuomo, despite the proposal receiving little support from transit experts as well as local leaders and residents. Many had instead advocated for an extension of the N/W line, arguing it would benefit local residents more, while the AirTrain would harm East Elmhurst residents. Transit experts also pointed out that those traveling from Manhattan would need to double back at the transfer point, instead of a straight shot with the subway.

CUOMO AIDE DRAWS SCRUTINY

A tweet from one of Cuomo’s top aides, Rich Azzopardi, about Attorney General Letitia James earned a rebuke from the head of Assembly impeachment inquiry. Azzopardi said James’ investigation into sexual harassment claims against the governor is tainted with politics because she may run for governor – something that she has repeatedly denied. Assembly Member and chair of the Judiciary Committee Charles Lavine responded by saying that the tweet undermined the investigation and served to intimidate witnesses. Lavine added Cuomo could face “serious repercussions” for the statement. The governor’s lawyers shot back soon after, defending Azzopardi and saying Lavine’s letter raised “constitutional concerns.”

Could the delta variant complicate the upcoming NYC school year? More than 200,000 students have signed up for New York City’s “Summer Rising” summer school program, a record number. However, the rollout of programming has been fraught with challenges and, in a signal to what might lie ahead this fall, around 95 classrooms are currently quarantining due to positive COVID-19 cases. The program is likely to play a key role in preparing students to return full time to the classroom following what’s been an incredibly challenging school year. While low transmission of COVID-19 in New York City schools has been a recurring theme throughout the pandemic, some families and educators wonder what the recent citywide uptick in cases, which have been fueled by the more contagious delta variant, might mean for students this fall. “I know they don’t want hybrid (a mix of in-person and remote classes), but maybe they will need it based on what the delta variant is doing,” said Donna Hallas, director of the Pediatric Nurse Practitioner program at NYU Rory Meyers College of Nursing. “If the numbers continue to increase, I’m sure they are going to have to make decisions based on the

numbers by the end of August.” City protocol currently requires any classroom with a positive case to suspend class and quarantine for 10 days from the last day of the exposure, though this only applies to the students and staff who are unvaccinated. Children under the age of 12 are not currently eligible for any coronavirus vaccine. According to the city Department of Education, there are over 12,000 classrooms participating in Summer Rising, meaning the number of classrooms quarantining due to a positive COVID-19 case is less than 1%. Kevin Casey, executive director of the School Administrators Association of New York State, said there are some concerns among educators that the delta variant could impact the return to classrooms this fall, but there’s also a “real hope that we can be in school, in-person 100%.” He said the general consensus among most educators is that remote learning is not ideal and tends to increase inequity issues, but the ultimate decisions of relaxing the thresholds for classroom closures and hybrid schooling ought to be determined by medical experts. – Sahalie Donaldson

A Q&A with Bronx Borough President Democratic Party nominee

Were you surprised the Bronx Democratic Party didn’t endorse in the borough president’s race? Or did it make sense because there were multiple sitting elected officials who were running against each other? Well, I was disappointed at first, and then I was a little bit upset, because I have a relationship with the chair and with all of the elected officials. I thought our relationship was important and that should hold weight. But I also realized that within the race, the other candidates also have their own relationships with the organization and

the chairman as well. The reason why I was hoping that there could be an endorsement is because of ranked-choice voting. You saw a lot of elected officials (ranking) an endorsement as their No. 1, their No. 2. Or you had some cases where elected officials were doing a dual endorsement. I was OK with that because at the end of the day, I knew RCV would play a very important role in the BP race, and I didn’t want to lose sight of that. So I said, if the party cannot agree to one candidate, can you agree to two? So whoever those two would be, I would hope I would be in the two. So

that’s what I was hoping we would get to. Then, unfortunately, it just didn’t work out. At the end of the day, I’m really grateful for the voters of the Bronx for just their amazing overwhelming support and really participating in the primary. I was told that part of the tension about the party not endorsing was basically about the party supporting a Black candidate in a majority-Latino borough. Do you think that that was part of the issue? I wouldn’t doubt that was one of the factors, I don’t think it’s the only

I also know that the voters of the Bronx have a right to elect who they want to be their next leader, regardless of what you look like. one. I do think Chairman (Jamaal) Bailey has relationships with all of the candidates, and he wanted to maintain that relationship. Because after the election, we also have to work and live in (the) Bronx, and that’s a reality. I do understand the longtime history of the Bronx being represented by Latino men, and I respect that. But I also know that the voters of the Bronx have a right to elect who they want to be their next leader, regardless of what you look like, but really running on a record of accomplishments and a record of results. I focused heavily on the

work I had done in the Assembly, in the City Council, and I didn’t go out telling people to vote for me because I’m an African American woman. I did talk about the historical nature of the election, making sure that people understood that women were running for offices that were never held by women before, we definitely made that clear. We also talked about our record. So I tried to stay focused on that, but I do realize that race and gender had a large factor in this race, and as a result, many made decisions based on that. – Jeff Coltin and Patricia Battle

Inoculating the Bronx The borough confronts misinformation and hesitancy in its fight against COVID-19.

T

ERENCE FRANKLIN IS 62 years old, unvaccinated and lives in the Bronx, which had some of the hardest-hit neighborhoods in New York City during the height of the COVID-19 pandemic last year. With highly effective COVID-19 vaccines now widely available, health experts are reexamining how to convince people who are reluctant or opposed to the vaccine – especially because the highly contagious delta variant is causing infection rates to soar, overwhelmingly among the unvaccinated. President Joe Biden said recently, “The only pandemic we have is among the unvaccinated.” But Franklin has chosen not to get vaccinated due to his concerns about its safety and efficacy. He told City & State in a phone conversation that he heard the virus isn’t real and that there was a link with the pandemic to 5G cellular network technology. During the height of the pandemic, the conspiracy theory that COVID-19 was caused by 5G became widespread online. “I’ve always been of the thought process (that you should) question medicine,” Franklin said. “(People feel that if) the doctor says something, it’s gospel. That’s not true. It’s not gospel. Ask questions.” Franklin’s hesitancy is hardly unique in his home borough, as the Bronx’s vaccination rates are the lowest among New York City’s boroughs. As of July 16, among Bronx residents ages 18 and older, 56% have been fully vaccinated against COVID-19 and 62% have received at least one vaccine dose, according to the city. The numbers are almost as low in Brooklyn and on Staten Island, but are somewhat higher in Manhattan and Queens. Citywide, 65% of adults have been fully vaccinated and 70% have received at least one dose. Public health experts have renewed their

urgent efforts to get people vaccinated now, in light of the spread of the delta variant. States with low vaccination rates, such as Missouri, are already seeing a surge in COVID-19 cases caused almost exclusively by the delta variant. In Los Angeles, residents must, once again, wear masks inside and outside, regardless of their vaccination status. New York City has made lots of perks available to those who waited to get a COVID-19 vaccine, such as free tickets to popular attractions, giveaways from places like Krispy Kreme and Shake Shack, and the opportunity to be entered into a raffle for a “staycation” in one of the city’s best hotels or $2,500 in cash. While the incentives might’ve gotten some people to sign up for the vaccine, large swaths of people still remain reluctant. In interviewing academics, public health experts, Bronx community board leaders and residents of the borough, City & State identified a few key reasons why the Bronx continues to fall behind when it comes to vaccinations: a lack of trust in medical health care professionals, messaging issues, COVID-19 disinformation campaigns and a lack of access to vaccination sites. A LACK OF TRUST The Tuskegee syphilis study, which lasted from 1932 through 1972 in Tuskegee, Alabama, involved 600 Black men who were told that they were receiving free treatment for syphilis from the federal government. Instead, researchers did nothing to treat the participants – despite the cure, penicillin, being available in the ’40s – in order to observe the disease’s progression. By the end of the study, over 100 men had died. The legacy of the unethical experiment is often cited as the reason why many people of color feel suspicious of medical health professionals and may not want to take the vaccine. a patient engagement and cultural competence specialist who previously worked for New York City Health + Hospitals, said younger people are less likely to be influenced by the memory of Tuskegee. In February, NPR published a story about Tuskegee’s continuing impact, but most of the people cited in the story were 60 and older. In the Bronx, adults 65 and older have higher vaccination rates than the overall adult population, with 72% of the population fully vaccinated and 76% having received at least one vaccine dose. “(A lot of news outlets have said) people don’t want to take (the vaccine) because of the Tuskegee study,” Beverly said. “Is that important? Absolutely. But my question is, was that an age-related reason? For a 19-yearold who is not thinking of taking the vaccine, would it be because of Tuskegee? How do we identify the reality and the reason why before we make an assumption?” Dr. Damara Gutnick, senior director of Montefiore Health System’s Office of Community and Population Health, who has been running what she refers to as “communication circles” with Bronx residents, doctors and public health experts regarding vaccine hesitancy, has noted that many younger people have been interested in getting vaccinated but have been thwarted from getting inoculated due to their parents’ concerns. “The last circle we did was with a group of 18- to 29-year-olds, and we had these younger people talking about how they

“My district could benefit from having a, I won’t say full-time, but as often as needed, vaccine bus traveling down (the) main thoroughfares and avenues,” Cruz said. “We don’t often get that, and that’s a way to catch people locally, who are walking, going grocery shopping, or just on the avenue.” Dr. Donna Shelley, professor of public health policy and management at New York University’s School of Global Public Health, said that it’s not enough to have vaccination sites, those sites also need to be able to provide 24/7 service for people in blue-collar jobs who work long hours.

So far, 42.4% of young people between the ages of 18 and 24 have been fully vaccinated across the country as of July 19, according to the Centers for Disease Control and Prevention. In addition to hesitancy over the vaccine’s safety and concerns and whether it could make them infertile, which has been debunked, reports have indicated that younger people don’t feel rushed to get the vaccine because they tend to have less severe symptoms and a lower risk of death or hospitalization than older people. The federal government has begun to ramp up its efforts to encourage young people to get vaccinated. On July 14, teen pop sensation and singer Olivia Rodrigo visited Biden at the White House in an effort to encourage more young people to get vaccinated. The city has also begun to shift its focus to young people, who have been stalling getting vaccinated. LIMITED ACCESS TO HEALTH CARE The more relevant cause for lack of trust among New Yorkers today is ongoing systemic racism in the health care system. “If you say Tuskegee, then you don’t have to acknowledge things like pharmacy deserts, things like poverty and unemployment,” Karen Lincoln, a sociologist at the University of Southern California, told NPR in March. “You can just say, ‘That happened then …

and there’s nothing we can do about it.’” Dr. Bruce Y. Lee, a professor of health policy and management at the CUNY Graduate School of Public Health and Health Policy, said there tends to be less access to health care in lower-income neighborhoods, areas with more people of color, immigrants and people whose first language is not English. “Vaccination programs, as with many things in life, are all about relationships,” Lee said. “If you’re going to unveil a rollout of vaccines and a vaccination program and you haven’t established the relationships already, that can make it more difficult to get vaccinations completed … in many places, the map of vaccination coverage is mirroring health care access, not just now but historically.” Some people of color have also expressed skepticism of health care systems due to medical racism, which has resulted in the discriminatory treatment of people of color, specifically Black people, by doctors. For example, Black women are three to four times more likely than white women to die from pregnancy-related issues. A nationwide poll conducted by The Undefeated and the Kaiser Family Foundation last year, found that 7 in 10 African Americans feel that doctors treat them unfairly when seeking medical care. Matt Cruz, the district manager for Bronx Community Board 10, which includes neighborhoods such as Co-op City, Throggs Neck and Pelham Bay, said that pharmacies and vaccination sites aren’t easily accessible to everyone in the district.

MESSAGING ISSUES Some people in the Bronx feel that public health experts have failed to answer all of their questions about the COVID-19 vaccines, such as why people who have contracted COVID-19 need to be vaccinated even though they have COVID-19 antibodies, according to Cruz. Lee believes that much of this confusion stems from the fact that there wasn’t a concrete strategy put in place prior to the vaccine rollout to explain how it works and address those concerns. And as things continue to change, so does the messaging, which can come across as dubious to those already hesitant about the vaccine. A prime example of this was when the use of the COVID-19 vaccine made by Johnson & Johnson was briefly paused after six recipients out of 6.8 million developed blood clots. “The Johnson & Johnson fallout really helped heighten the fears of vaccines,” Cruz said. “To those who were on the sidelines, it confirmed (that the vaccine was unsafe).” And then there are people who have refused to get vaccinated due to an overwhelming flow of misinformation. Conspiracy theories have suggested that COVID-19 isn’t real, that it has been caused by 5G and that COVID-19 vaccines can make you magnetic. Unfortunately, due to a lack of trust in medical professionals, these kinds of conspiracy theories, when spread by trusted community members, can be very convincing. WHAT NOW? How does the city fix these problems? Experts say that, aside from providing greater access to vaccines, the city must first fully understand the questions that Bronx residents have about the virus and vaccinations, and then come up with strategies accordingly. “I think we still need to do more work to try to understand what the beliefs, the attitudes and the knowledge is (in communities with low vaccination rates),” Shelley said. Shelley also said key community leaders, such as City Council members and community organizations, will be trusted by others, especially those feeling skeptical of the vaccine. “Who’s delivering (vaccination) information makes a difference,” she said.

TATE SEN. JAMAAL BAILEY stepped up to the microphone, entirely surrounded by women, at the July 13 City Hall Park press conference celebrating the 29 women who won their Democratic primaries for the City Council. Eight women spoke before him and 10 after him. Bailey was the only man who spoke. Women are expected to be a majority of the 51-member council for the first time in its history. So Bailey had to clear something up. “I was invited, y’all, just so you know!” he said. “I didn’t just come here, I didn’t just show up in the park. But for too long, women have not been invited to the party.”

“The party” was a metaphor in this case, but he may as well have been talking about the Bronx Democratic Party, the organization that he’s led as chair since September of last year. If it was notable that a man was speaking at the event, it was downright shocking that the man chosen leads the Bronx Democratic County Committee – an outfit with a reputation as a backroom boys’ club. Bailey’s brief, humble speech was a public sign of his efforts to shift the county committee’s approach from that of an old-school machine to an organizing force that supports the best candidates – including women and progressives. It’s an ongoing project, but it may be the only way to maintain any bit of power in an era of weakened county parties.

F THE GOAL of a county Democratic Party is to win elections, then the Bronx is clearly the most successful in the city. There are nine City Council seats in the Bronx, and the party endorsed the winner in every primary on June 22. By contrast, the Queens Democratic Party backed winners in six out of eight races, but didn’t endorse in some hotly contested match-ups. In light of tension over rules and the overall direction of the Brooklyn Democratic Party between leader Rodneyse Bichotte Hermelyn and progressive reformers, the county party didn’t endorse any council candidates. The Manhattan Democrats never endorse in primaries, and the Staten Island Democrats stayed out of the borough’s only Democratic primary for City Council this year. The Bronx party got its perfect record by backing some candidates that the machine probably wouldn’t have supported before, all of them women. In Council District 18, the party supported Amanda Farías, a former council staffer who lost a race against the party’s pick, Rubén Díaz Sr., in 2017. Díaz wasn’t running for reelection in the East Bronx district, but he and his son, Bronx Borough President Ruben Diaz Jr., were both supporting Community Board 9 District Manager William Rivera for the seat. The party backed the younger, more progressive Farías over the older, more moderate Rivera. In District 14, the party endorsed 33-year-old Pierina Sanchez, a former policy adviser to New York City Mayor Bill de Blasio, over Yudelka Tapia, the Democratic district leader who also had Diaz Jr.’s backing. In District 13, the party endorsed Democratic District Leader Marjorie Velázquez, who had challenged the party-backed Mark Gjonaj in 2017. This year, Gjonaj declined to run for reelection, and Velázquez didn’t face a serious contest – thanks in part to the county party’s support. In District 16, the party endorsed Althea Stevens, a department director at a social services nonprofit, over Yves Filius, who served as the Bronx Democratic Party’s political director from 2016 to 2018. And even Stevens herself didn’t expect such a move from the party. “I was 100% surprised. Surprised, in a way, of how everyone thought it was going to be old politics, where it was not about the work,” she told City & State. “I think I forced people’s hands. They had to support me because I did the work. And they saw that, and they wanted to support that.” Assuming all of these candidates win in November’s general election – which is usually a safe assumption in the overwhelmingly Democratic borough – the Bronx will be going from a council delegation of two women and seven men to a younger, more left-leaning delegation with five women and four men. And for the first time in history, the Bronx bor-

E MAY HAVE accepted a speaking slot at the presser, but Bailey was careful to not take too much credit for the women getting elected. “It doesn’t come from the organization – even though, for the first time in the history of the Bronx, we’re going to have a majority-women, women of color delegation,” he said at City Hall Park. “It was the amazing women who ran their races and their families and our amazing Latina Executive Director Ariana Collado who’s in the background.” A week earlier, Bailey met City & State for lunch at Code Red, a Jamaican restaurant on East Gun Hill Road in his Northeast Bronx district. Also there was Collado, who was most recently former Council Member Andrew Cohen’s chief of staff, and Jason Laidley, Bailey’s chief of staff. Bailey, over jerk steak and steamed vegetables, didn’t dwell on the female majority. “I think that we’re selecting the best folks possible. If those folks are women, that’s great!” he said. “We had to look at the population – how to equate the population with representation. So it’s only fair.” The borough’s delegation on the council will also be down to just one white member, Eric Dinowitz, for the first time – bringing the Bronx’s representation more in line with demographics in a borough that is just 9% white. Asked for overarching thoughts on the new delegation, Bailey focused on their records. “Every district that we have, you have people who are community-service, community-oriented first,” he said. “I think the common thread is, it’s people

who have been in the community, working, doing something tangible for people before they had the aspiration to be an elected public servant.” But none of them have been working for too long. Seven of the nine candidates elected are in their 30s. “The Bronx has swag!” Bailey said. The county leader is a sneakerhead, and he was wearing Air Jordan 11 Legend Blues at lunch. “I was joking as I went around to candidates on Election Day – everybody had on a pair of fresh sneakers! And I had a suit on. I was like, ‘Oh man, how come I can’t wear my sneakers?’” the 38-year-old Bailey said. “There’s a youthful exuberance that the borough’s leadership has in it now. And I’m excited for that being around, just to see young folks take matters into their own hands.”

HE STORY OF the changing face of Bronx politics has been written before – even in this very magazine. Women planted the seeds of change in 2020, even before Bailey took over. The previous Bronx Democratic chair, former Assembly Member Marcos Crespo, said in 2018 that the party was unified and progressive – even if Rep. Alexandria Ocasio-Cortez and state Sen. Alessandra Biaggi had just unseated powerful veteran lawmakers. And in 2008, the “Rainbow Rebellion” led by now-Assembly Speaker Carl Heastie ousted Assembly Member José Rivera as county chair and ended a divisive era. “New blood” and “reform” often turns quickly into entrenched power and complaints of unexamined support for county loyalists. And it’s not as if the Bronx became some revolutionary progressive organization that will now be joining protests outside Heastie’s office. In District 11, longtime Council Member Andrew Cohen resigned early to be appointed as a judge by the county party. The party then endorsed Eric Dinowitz, the son of longtime party insider Assembly Member Jeffrey Dinowitz, to succeed him over two female candidates, Mino Lora and Jessica Haller, who each had more grassroots progressive support. That Eric Dinowitz is a generally well-regarded special education teacher who has been involved in local politics for years hardly softened the criticism that the whole episode reeked of the old way of doing things. In the mayoral race, Bailey and the Bronx Democrats were the only Democratic county committee in the city to formally endorse a candidate, backing Brooklyn Borough President Eric Adams. It was an obvious move – Adams is on track to win nearly half of the first-place votes in the Bronx, crushing the rest of the 13-candidate field, and that was going to happen with or without the party’s endorsement two weeks before the primary. But Adams, too, is known as more of a back-

room dealer than a progressive reformer. In March, the Bronx Democrats declined to endorse in the special election in Council District 15, when progressives were split between two women, Ischia Bravo and Elisa Crespo, the latter of whom had a serious shot at being New York’s first transgender legislator. But Oswald Feliz, a tenants’ rights attorney who owes much of his success to his political loyalty to Rep. Adriano Espaillat, won. Only after he took office and seemed likely to win the primary did the party endorse Feliz. And most surprisingly, the Bronx Democratic Party didn’t endorse in the race for borough president. The leading candidates were four elected officials who had the party’s support in previous races: Gibson, Assembly Member Nathalia Fernández, City Council Member Fernando Cabrera and state Sen. Luis Sepúlveda. Cabrera has long been known for his socially conservative views, including his opposition to same-sex marriage and abortion, and has run multiple challenges from the right against popular progressive Bronx incumbents. And Sepúlveda was arrested in January and charged with strangling his wife – though he denies he did anything wrong. But the party didn’t even take the easy way out and co-endorse Gibson and Fernández. Gibson said she would’ve been fine with that. “When I got the word that they were going to be neutral, of course I was really disappointed,” Gibson said. “I said if the party cannot agree to one candidate, can you agree to two?” When asked about council race endorsements, Bailey talked about the importance of representation and candidates who were active in their communities, but when asked about the borough president race, Bailey sounds like an old-fashioned party boss. “People had been good to the organization, and they had been good in their respective areas, and it became difficult for the organization to select someone,” he said. But Bailey clearly didn’t see it as his role to discourage Sepúlveda, his colleague in the state Senate, from seeking higher office, despite the pending misdemeanor charge. “We have not had a conversation about politics in quite some time,” Bailey said about Sepúlveda. The borough president race was a tough test for the newly elected county leader for another reason too – Bailey is an African American man leading a majority-Latino borough, where four of the previous six borough presidents have been men of Puerto Rican heritage. “There was this undercurrent, or elephant in the room, of having a Latino borough presidency in the borough that’s predominantly Latino, and (the party) not going out and supporting a Latino candidate,” said Assembly Member Karines Reyes, who is Afro-Latina. Reyes personally gave Gibson, who is Black, a first-place ranked endorsement and Fernández, who is

While others in the Bronx may have wanted to see another Hispanic borough president, Reyes is happy with Bailey and Gibson. “I think the Black community has thrived under Latino leadership, and the Latino community is going to thrive under Black leadership,” she said.

N LESS THAN a year under Bailey’s leadership, some past critics of the Bronx Democrats like what they see. “I would not call them the Bronx machine, I would call them the Bronx organization. There’s been a transition in that regard,” said state Sen. Gustavo Rivera, a progressive-leaning state senator who has rarely seen eye-to-eye with the county party. “I do think (Bailey and his team) are establishing processes that the prior machines didn’t have. I think that they’re committed to bringing new types of people into the mix, new energy, and not standing in the way of people just because they don’t stand in line and shut up.” How does one go from “machine” to “organization?” Bailey said he’s expanded the number of vice chairs to add more diversity to the committee. He brought together advisory boards – and not just ones “stacked with county loyalists,” he said – to screen candidates in districts with open seats, and guide who the organization would endorse. And instead of shunning potential rivals, he worked with them. “What was interesting about Jamaal is he was willing to talk to everybody and wanted everybody’s input, because he wanted this to be a collaborative effort,” said Reyes, who was also considered to be a contender to be the next county chair after Crespo stepped down last year. Before Bailey was officially chosen as chair, he and Reyes had a two-hour

sit-down discussion. “Part of those conversations was that we want to see more women. We want to see our organization support more women. Uplift more women and uplift the progressive vision that we believe best serves the constituency of the Bronx,” she said. It’s notable that Bailey is trying to open up the party, since his own path to power was decidedly traditional. As an undergraduate at the University at Albany, Bailey took an internship at the state Capitol and was placed with Heastie, the Assembly member who represented the Bronx area where he was raised. Bailey took to politics quickly and stayed connected, joining the Democratic state committee and volunteering for Heastie while attending the CUNY School of Law. After a stint at Rodman & Campbell, a law firm in the Bronx, Bailey joined Heastie’s staff as director of community relations. When longtime local state Sen. Ruth Hassell-Thompson stepped down in 2016 to join the Cuomo administration, Bailey won the open primary by a wide margin, thanks in part to his close ties with Heastie, and endorsements from unions, including 1199SEIU, that presumably were eager to stay in the speaker’s good graces. And while Bailey is a new leader, there’s continuity. He’s a protege of Heastie, who was county leader from 2008 to 2015. And Stanley Schlein, the behind-the-scenes power broker who has served as the Bronx Democrats’ attorney for decades, is still part of the team.

T

HE SHIFT IN borough leadership was sudden and unexpected. Early in 2020, Diaz Jr. announced he wasn’t pursuing a mayoral bid. Diaz and Crespo are close, and the county committee under Crespo had been focused on electing Diaz,

so Crespo announced he’d step down too, both from his position as county leader and from the Assembly. Bailey ran a quiet campaign, building support among the Democratic district leaders who would be casting their votes, and he was elected in September. Bronx voters were changing the face of political leadership in the borough already, replacing officeholders with younger, more progressive alternatives. In 2018, Ocasio-Cortez beat then-Rep. Joseph Crowley and Biaggi defeated then-state Sen. Jeff Klein, who had led the Independent Democratic Conference that shared power with Republicans. In 2020, voters chose then-Council Member Ritchie Torres, who is gay, to succeed former Rep. José E. Serrano over Díaz Sr., who is known for making homophobic comments, among other candidates. Many of the borough’s other establishment figures left office. Diaz and Gjonaj, who has drawn criticism from ethics watchdogs, both declined to run for reelection. Former City Council Member Andy King was expelled from the body after it concluded that he had harassed staffers and refused to accept the council’s repeated punishments. Former Assembly Member Carmen Arroyo was removed from the ballot in last year’s primary after a court ruled her campaign had committed petition fraud. Bailey and the Bronx Democrats seem to have done a good job of moving with the political currents, but the 2022 elections will create a new set of challenges. Will Sepúlveda run for reelection? Will young, progressive insurgents take on older incumbents? “The reality is that (Bailey is) somebody who I know cares about the Bronx, cares about public service, and cares about this organization differently,” Rivera said. “But nothing can change in a day. Nothing can change overnight.”

O

V E R T H E P A S T D E C A D E , the Bronx appeared to have turned a corner. Unlike the bad old days when it was left to burn by the city, the Bronx is now the fastest growing borough in New York City – with a growth rate nearly unmatched in cities around the country. It has become an appealing destination for real estate developers as well, with investment in commercial and housing projects bolstering the local economy. Also, the borough’s leading politicians are among the most influential in city, state and federal government. Headline writers rolled out “The Bronx is booming” so often it became a cliché.

Unfortunately, however, the Bronx is still struggling with widespread unemployment – which hit 25% during the height of the coronavirus pandemic. As the borough slowly climbs out of that hole, it’ll look to a new generation of leaders – a new borough president, a new Democratic Party chair, new lawmakers at the city and state level – to navigate a path forward. Her late backing almost lifted mayoral candidate Maya Wiley to victory, while her

support of Brad Lander helped him win the comptroller race.

The relationship has never been warm, but the cold war at local political club meetings heated up as Biaggi forcefully backed Eric Dinowitz’s rivals in the special and primary elections for City Council District 11. The union’s political action committee spent $1.2 million on an ad buy in the last days of the primary, funded partly by billionaire financier George Soros, yet Wiley fell short. Last fall, longtime ally Gov. Andrew Cuomo put Gresham on a COVID-19 vaccine task force. 17 RANDY LEVINE PRESIDENT NEW YORK YANKEES Randy Levine, the longtime president of the iconic Bronx ball club, was reportedly considered for the job of Donald Trump’s chief of staff in 2018. The Yankees president was deputy mayor and labor commissioner under then-New York City Mayor Rudy Giuliani. Levine is an occasional presence at Gov. Andrew Cuomo’s press conferences as the state lets sports fans return to watch live games in person. He also called for the state to legalize recreational marijuana and mobile sports betting to increase revenues postpandemic. Both measures were approved in Albany this year.

Although she’s still in her first term, Assembly Member Karines Reyes is making waves. The Montefiore Medical Center nurse returned to her old job during the pandemic’s peak, and amid a ventilator shortage, she cared for sickly patients in the hours before they died. She was the primary sponsor of the NY HERO Act, which provides first-in-the-nation COVID-19 workplace protection laws. Reyes, who is also a former New York State Nurses Association union official, celebrated the passage of safe staffing legislation, a longtime priority of the influential organization.

The former Montefiore Medical Center emergency room nurse emerged as a political force during her decadelong leadership of the New York State Nurses Association. Judy Sheridan-Gonzalez’s authority championed her 42,000 front-line members through negotiations, strikes and lawsuits. As COVID-19 spread and members debated the union’s shift to the activist left under her leadership, she took initiative. She advocated for better pay, personal protective equipment and a newly passed safe staffing law out of Albany that requires hospitals and nursing homes to establish a minimum patient-to-nurse ratio.

This time, Gjonaj, the best fundraiser on the City Council, spent nearly $500,000 before dropping out in February, ceding victory to his progressive challenger. A longtime community organizer and advocate for deaf children, Velázquez is the first Latina to represent District 13. She will be part of a Bronx City Council delegation composed of a majority of women of color next January. The other breakthrough New York City Council primary winners were

and Latoya Joyner has found herself chairing the influential committee after the post opened when Bronx Democratic boss Marcos Crespo left for the private sector last year. Jessica Ramos to pass a measure that will prevent wage theft in the construction industry. This is a major priority for unions in the Building and Construction Trades Council.

A quarter century later, Diaz is done with elected office. Whatever he does next, the three-term borough president will have plenty of powerful allies left in office, including Gov. The January strike attracted support from Reps. Alexandria Ocasio-Cortez and Ritchie Torres and Public Advocate Jumaane Williams, as well as leftists nationwide. After a weeklong strike, Kane secured a three-year contract with higher pay and greater health care benefits.

Despite this, Desai has led an organization representing yellow cab drivers in New York City for over 20 years, advocating on behalf of her 21,000 members as the medallion crisis and ridesharing apps threatened their livelihoods. Just this year, she slammed Mayor Bill de Blasio’s rescue plan as woefully insufficient and helped kill an Uber- and Lyft-backed bill that would continue to prevent rideshare drivers from organizing with full labor rights.

Once in Albany, the first-term Assembly member organized protest sleepovers outside Gov. Andrew Cuomo’s Capitol “War Room.” When Hunts Point Teamsters went on strike, she showed up every day and got the Cuomo

38 PHILIP OZUAH PRESIDENT AND CEO MONTEFIORE MEDICINE Dr. Philip Ozuah took charge of the Bronx’s largest health care provider and one of its largest employers just months before the COVID-19 pandemic arrived in New York. EXECUTIVE DIRECTOR THE BRONX DEFENDERS After the long fight for bail reform, Justine Olderman spent 2020 defending protesters arrested during a police crackdown in Mott Haven last summer. She demanded better treatment for prisoners at Rikers Island and other city facilities where unhealthy conditions lead to high rates of COVID-19 among the incarcerated population. In February, the Bronx Defenders joined a lawsuit demanding Gov. Andrew Cuomo and Howard Zucker open eligibility for the vaccine to prisoners.

A former director at the Museum of Modern Art and the Guggenheim Museum, Karen Meyerhoff took the top job at the 28-acre, North Riverdale public garden and cultural center in 2015. After shutting down for almost four months at the pandemic’s height, Wave Hill reopened in July last year and offered free admission to New York City hospital staff and their families. Wave Hill is slated for a full season of exhibitions this year, marking the complete return of one of the Bronx’s premier cultural institutions.

45 WILMA ALONSO EXECUTIVE DIRECTOR FORDHAM ROAD BUSINESS IMPROVEMENT DISTRICT Since she initiated its formation in 2005, Wilma Alonso has worked to make Fordham Road Business Improvement District the biggest shopping district in the Bronx. As a passionate defender of brick and mortar retail, Alonso was an outspoken opponent of the New York City Council’s approval of thousands of new street vending permits in January. When Fordham Road stores were looted during last summer’s unrest, Alonso demanded accountability and attention from the city.

46 MICHAEL MURPHY PRESIDENT AND CEO AFFINITY HEALTH PLAN Affinity Health Plan, the 30-year-old Medicaid health plan with over 280,000

subscribers that was originally known as Bronx Health Plan, has been led by Michael Murphy since 2017. In October of 2020, Murphy arranged the $380 million sale of Affinity to Molina Healthcare, a managed health care services company that serves 3.6 million members nationwide. Under the Molina Healthcare umbrella, Affinity kept its name and its Bronx-based offices and will continue under Murphy’s leadership going forward.

47 LOURDES ZAPATA PRESIDENT AND CEO SOUTH BRONX OVERALL ECONOMIC DEVELOPMENT CORP. In 2019, Lourdes Zapata returned to the South Bronx Overall Economic Development Corporation — where she previously worked for 17 years — after five years working in state government for Empire State Development and then as chief diversity officer in Gov. Andrew Cuomo’s office. The economic development nonprofit manages 500 housing units, 30,000 square feet of office space and a number of vocational training and workforce development programs. Last May, Zapata was named to Mayor Bill de Blasio’s Small Business Sector Advisory Council.

69 DAISY COCCO DE FILIPPIS PRESIDENT HOSTOS COMMUNITY COLLEGE When Daisy Cocco De Filippis stepped aside as provost of Hostos Community College in 2008, she relocated to Connecticut and became the first Dominican community college president in the United States. Last year, she returned to New York to be closer to her family and also guide Hostos through the coronavirus pandemic. She became the first Dominican woman to lead a CUNY school. In June, billionaire philanthropist MacKenzie Scott donated $15 million to Hostos. In July, Cocco De Filippis was named president, dropping the “interim” from her title.

Sorin was named to both Gov. Andrew Cuomo’s and Mayor Bill de Blasio’s reopening advisory councils. When the mayoral council stopped meeting last summer, Sorin signed a letter along with 160 New York City business leaders calling on de Blasio to address public safety and quality of life issues they said were being ignored. Sorin is involved in the project to make Yonkers’ Empire City Casino, employer of hundreds of Bronxites, a full casino.

PRESIDENT AND CEO BRONXCARE HEALTH SYSTEM With 859 beds and over 4,500 employees, the BronxCare hospital network is the largest in the South Bronx and one of the largest employers in the borough. Nearly one million visits are made to the system’s outpatient clinics annually, and its emergency room is among the busiest in the entire state, with over 141,000 visits per year. For more than 40 years, Miguel Fuentes Jr. has dedicated his career to leading the hospital network.

Father Eric Cruz runs the Bronx arm of the charity, often acting as a conduit between the Archdiocese and the Puerto Rican community. In 2018, as migrant children were being separated from their families at the U.S.-Mexico border, Cruz traveled to Texas with faith leaders to observe the crisis. Catholic Charities of New York took in dozens of unaccompanied children at the time.

77 DANIEL REINGOLD PRESIDENT AND CEO RIVERSPRING HEALTH A national leader in elder care, Daniel Reingold was at the helm of New York’s largest nonprofit nursing home, Riverdale’s Hebrew Home, through the coronavirus pandemic. The home’s 600 residents were among the first seniors in the state to receive vaccines in December. In his three decades at the

organization, Reingold has testified before Congress, been invited to the White House, hosted House Speaker Nancy Pelosi at the nursing home and created a model for elder abuse shelters nationwide, opening the first in 2005.

Along with business partner and fellow political veteran Luis Miranda, Roberto Ramírez’s name is part of MirRam Group, one of New York’s leading political consulting firms. However, Ramírez had long ago made a name for himself in government and politics as a state lawmaker from the Bronx, as the borough’s Democratic Party boss – the first Latino to hold such a post in New York – and as a savvy campaign strategist.

Also, in June, the New York City Department of Education awarded the college’s Early Childhood Center $4.7 million to expand

When COVID-19 arrived mid-campaign, Ramos and Burnett created the Bronx Rising Initiative to distribute resources to the community. She organized translators to help hundreds of Southeast Asian Bronxites make their COVID-19 vaccination appointments after the city failed to do so.
