I WAS A REPORTER for the Daily News 20 years ago during the Sept. 11 terrorist attacks. I, like many journalists that day, went down to where the Twin Towers stood in lower Manhattan to begin reporting on the worst act of terrorism on U.S. soil in our nation’s history. Almost 3,000 lives were lost. Countless first responders would later die from illnesses they developed from exposure to the pile at ground zero. Despite the horrors of what we reporters saw, including the pain and grief expressed over those who were lost and injured, we also witnessed the incredible resilience of New Yorkers, plus the kindness of thousands of Americans who came to help us. Together, we got through this nightmare. I couldn’t imagine what the future would be like. But I held out hope that the spirit of unity that followed such an unimaginable event would not only carry us through to better times, but that it would stay with us. We would emerge better as a people. Sadly, Americans are more divided than ever these days by politics and disagreements over how much the government should intervene in their lives. The Jan. 6 insurrection at the U.S. Capitol was the culmination of this divisiveness. This latest anniversary of the Sept. 11 attacks should not be lost in the disagreements we have as a nation. Instead, it should be the catalyst for reunification, and it should start with our political leaders. We know we all can do better, especially because of what was so often said then: “Never forget.”

limited to acting on evictions, rent relief and confirming two appointments to leadership positions in the new Office of Cannabis Management. Although criminal justice reform advocates would have liked to see action on parole reform and passage of the Clean Slate Act, Hochul did not expand the agenda. Lawmakers did as they were instructed and passed a bill extending the moratorium until Jan. 15, 2022 and another adding millions of dollars to the rent relief program. Housing and tenant advocates celebrated the move after expressing deep concern over looming evictions. Not long after Hochul signed the extended moratorium into law, however, a landlord group sued to block enforcement. The state Senate also confirmed former Assembly Member Tremaine Wright to chair the Cannabis Control Board and legalization advocate Christopher Alexander as executive director of the Office of Cannabis Management. The

extraordinary session may have had some unintended consequences too, as at least two members of the Assembly have tested positive for COVID-19 since going to Albany.

ELECTRICAL HICCUP WREAKS SUBWAY HAVOC

Before Ida swept through the region causing massive issues for the trains, half the subway system temporarily shut down. Con Edison experienced a momentary voltage dip, which caused a power surge for most New York City residents, though not a full outage. But a series of failures with the MTA power systems led to systemwide problems that left straphangers trapped on trains and caused service on many train lines to come to a standstill. Hochul directed the MTA to hire outside engineering firms to investigate the unprecedented failures to ensure a similar situation never happens again.

The push for in-person learning Members of the New York City Council Education Committee during a hearing last week pressed education and health officials on one persisting question: Why, amid rising COVID-19 cases, is the city still not offering a remote learning option to all families? With less than two weeks before the start of school on Sept. 13, the third academic year of the COVID-19 pandemic, the city is sticking to its plan to get as many students as possible back inside classrooms on a full-time basis. That means allowing only a small subset of students to be eligible for remote learning as the school year begins, including students with underlying conditions that make remote instruction “medically necessary.” But in recent weeks, some city lawmakers and education advocates have stepped up calls to make remote learning more widely available. When the city Department of Education released its guidelines for reopening, confirming that remote learning won’t be offered to all families, those calls increased. “I’m in support of a remote option for families,” Education Commit-

tee Chair Mark Treyger said at the City Council hearing. Treyger and others on the committee have drawn attention to the fact that the delta variant of the coronavirus is more contagious than previous variants and that unvaccinated students – including all students under 12, who are not yet eligible for the vaccine – remain vulnerable. Officials in New York City Mayor Bill de Blasio’s administration, meanwhile, emphasized that schools are not only taking steps to make in-person learning safe, but that it is the best option for students who at this point have lost out on many months of typical learning. But some education advocates argued that families deserve the flexibility to choose the best way for their children to learn. “Every single parent who wants a remote option should have an option to have it, period,” Dia Bryant, executive director at advocacy group The Education Trust-New York, told City & State last week. And the push for a remote learning option will likely continue in the remaining days before school starts. – Annie McDonough

THE MOST WONDERFUL time of year is officially behind us: the New York State Fair! The past two weeks have seen some of the biggest names in state politics eat some of the most deeply fried foods you can imagine, with nothing else on their minds. That’s right folks, there is no political posturing to be seen, just a bunch of power players appreciating the fine art of butter sculpture. Nothing to read into, just vibes.

Until recently, the biggest component of Kathy Hochul’s job was holding media availabilities, cutting ribbons, and … attending fairs. Now that she’s governor, she still gets to attend the state fair, but onlookers get to hypothesize on what her choice of sausage sandwich means for her legislative priorities.

What is state Attorney General Letitia James doing at the state fair? Making new friends and trying fried pickles for the first time. What is she not doing at the state fair? Giving a definite answer on whether or not she’s running for governor in 2022, and it’s inappropriate of you to even ask! What’s your reaction to the stringent restrictions on abortions that Texas enacted this week? I think the thing that feels so upsetting is that so many of us have been screaming about this for so long and basically have been told that we are hysterical or we should just calm down, because this is a constitutional right and nothing’s gonna happen to Roe. And clearly, we knew that something could happen to Roe, because it’s not codified into the law at the federal level, and it can be overturned. So we’re seeing the beginnings of that. If you just flip back to 2017, when

it after 10 years of people – I’m just going to be very straight up with you, we passed it after 10 years of men stopping it.

I worked on the Second Floor, the bill that I worked on was the Reproductive Health Act. It not passing in 2017 really motivated me to run because (Donald) Trump was president, and I thought, at any moment, this is something that can be overturned and New York has to be on the right side of this, because people are going to rely on us to protect them. It was like the centerpiece of my campaign. It was the thing that I wanted people to understand. And when I told people about the bill, they actually already thought that New York had those protections in place. But we obviously passed it in 2019. But we passed

The Reproductive Health Act in 2019 codified abortion rights into New York state law, but what barriers to accessing a safe and affordable abortion still exist here? I think when we talk about reproductive justice, it is more than just securing the right to an abortion. It’s making sure that we’re ripping down the roadblocks for accessing that right. If you can’t access it because of things like,

for example, child care or transportation or time off of work, then really, what are we saying? We’re saying that this is a right only for those who are financially in a secure place. It impacts lowincome and young people, and people of color. Your proposed bill would give New York taxpayers the option to contribute to an abortion access fund on their tax forms. How does that fund and this bill address this accessibility issue? We’re giving people an option to essentially put their values into action by contributing

to the fund on their tax forms. And so the money that they donate goes into the operational and programmatic expenses of not-forprofits that are providing the logistical and also the financial support to people who need abortions. It’s things like transportation, it’s things like the actual procedure of abortion itself. It’s things like child care costs. Codifying Roe v. Wade was an amazing feat that we overcame, and we did. But also, it’s not enough. And I think telling ourselves the story that it’s enough is delusional. – Annie McDonough

Twenty years after 9/11: Better protected, but at what cost? The NYPD’s counterterrorism operation has undergone a massive transformation since 2001.

T

WO DECADES HAVE passed since New York City was ground zero in the deadliest terrorist plot in American history. In response to the attack, the United States launched a military invasion of Afghanistan, an ill-fated mission that came to a stunning close when the Taliban retook control of the country last month. The ability of New York to

protect itself, however, has advanced well beyond where it was in 2001, even as the city’s scaled-up counterterrorism capabilities have received pushback. The catastrophe of the Sept. 11, 2001, attacks set in motion a major restructuring of the national security apparatus, including the creation of the Department of Homeland Security in 2002, the consolidation of the Immigration and Natu-

ralization Service and the U.S. Customs Service into U.S. Immigration and Customs Enforcement, or ICE, and the passage of the Patriot Act. At the same time, city task forces became a central component of the law enforcement response to terrorist threats – and nowhere was that response more determined than New York. New York City already had a counterterrorism program prior to 9/11. In 1980, the NYPD and FBI had developed the country’s first Joint Terrorism Task Force, which focused primarily on domestic terrorist activity. At the time of the World Trade Center attacks, however, the task force focused largely on security for diplomats and dignitaries. With the aftershock of the Sept. 11 attacks still reverberating throughout the city and country, NYPD Commissioner Ray Kelly began to ramp up the city’s ability to detect and prevent terrorist attacks in a manner unprecedented

for a municipal police force. To work alongside the Joint Terrorism Task Force, Kelly created two new bureaus in the department: one for counterterrorism and one for intelligence. To lead the new bureaus he brought in David Cohen, the former deputy director of the CIA’s operations wing, and Michael Sheehan, who had been the coordinator for counterterrorism at the U.S. State Department. Kelly recruited other high-level officials from the federal government, including the CIA, Homeland Security, the State Department, the Defense Intelligence Agency, FBI and Drug Enforcement Administration. He deployed police officers to 11 countries to act as listening posts for the city, expanded cooperation with law enforcement agencies throughout the region, and sought to diversify the force both linguistically and culturally. “It was a challenge, like a battleship – to

turn it in another direction takes time and a lot of effort,” Kelly told City & State in 2016. Rapidly increasing the scale of the city’s counterterrorism activities required an enormous redistribution of resources. The ranks of the counterterrorism force eventually grew to more than a thousand people. Some cultural adjustments had to be made as intelligence analysts began closely collaborating with uniformed detectives. Hurdles in intelligence sharing between the NYPD and federal agencies also had to be overcome. In 2008, the Counterterrorism Bureau launched the Lower Manhattan Security Initiative, or LMSI, an extensive network of thousands of security cameras, license plate readers and radiological and chemical sensors that fed data into a dashboard called the Domain Awareness System, allowing video feeds to be monitored from

a single location in real time. The Lower Manhattan Security Initiative was later expanded to Midtown, followed by the outer boroughs. The counterterrorism program continued to grow throughout the second decade following the 9/11 attack, with its operational budget increasing by $93 million – or 8% – between fiscal years 2010 and 2020, according to the Citizens Budget Commission. Funding from Washington has contributed substantially to the expansion of the program. Since the Urban Area Security Initiative was signed into law in 2003, a quarter of the $2.3 billion allocated through it has gone to New York City. In fiscal year 2021, the city budgeted almost $189 million on “Intelligence and Counterterrorism” in addition to nearly $109 million in federal grants earmarked for “Security/Counterterrorism,” according to the Budget Function Analysis.

When Bill Bratton returned for his second stint as NYPD chief in 2014, he placed both the counterterrorism and intelligence bureaus that his predecessor had created under a single deputy commissioner, John Miller, who continues in that post to this day. In his previous career as a CBS correspondent, Miller had interviewed Osama Bin Laden, and he later served as the FBI’s national spokesperson, and ran the counterterrorism bureau at the Los Angeles Police Department. By 2014 the threat picture had changed: the primary concern had become ISIS, which was seeking to recruit and inspire homegrown jihadists through social media and other internet platforms. After the 2015 Charlie Hebdo shooting in Paris, Bratton created two new units: the Critical Response Command and the Strategic Response Group. These units were designed to prevent and respond to unfolding terrorist attacks – particularly the sort of synchronized attacks that have occurred in Europe – more quickly and forcefully than ordinary police patrols. Under Bratton and Miller, the Counterterrorism Bureau initiated a “collaborative reset,” including in the realm of community relations. As time passed and the shock of 9/11 wore off, the scope of the NYPD’s surveillance activities had come under greater scrutiny. In 2007, the department released a report entitled: “Radicalization in the West 2007: The Homegrown Threat,” which critics claimed advanced a rudimentary and alarmist view of the radicalization process. One of the most controversial initiatives was the creation of the Demographics Unit, which sent plainclothes officers or informants into businesses, student associations, charities and mosques to map out daily life in neighborhoods with large Muslim populations. Muslim leaders and civil liberties advocates also lambasted, when it came to light several years later, a program that conducted similarly broad surveillance of the city’s Moroccan community. “They say the Demographics Unit has been officially shut down – hopefully it has – but let’s also put into perspective the fact that their level of surveillance on the Muslim community was something that they hid,” said Afaf Nasher, the executive director of the New York chapter of the

Sisitzky, senior policy counsel at the New York Civil Liberties Union, who leads its police transparency and accountability campaign. “So much of the NYPD surveillance infrastructure was only known to the public through litigation or leaks or investigative reporting or FOIL requests that went through multiple layers of litigation, so it was really challenging to get a sense of what the NYPD actually has in its arsenal.” Despite the passage of the POST Act, Sisitzky said that the “the department is still doing everything it can to limit the amount of information that they are making public.” Sisitzky also expressed concern that the NYPD was deploying counterterrorism resources – such as drones and facial recognition technology – in policing everyday crime as well as Black Lives Matter protests. Bratton, however, criticized elected officials for limiting the NYPD’s ability to take advantage of technological innovations, such as facial recognition tools, drones and even an electronic dog. “What

Nasher added that new technologies have changed the way the department operates. “The NYPD is still doing surveillance – it’s just a matter of how they are doing surveillance,” she said. Hannah Meyers, a former civilian intelligence analyst at the NYPD, told City & State that the department had to make “tweaks” in response to concerns from the Muslim community, but that analysts and detectives were required to undertake a significant amount of “legwork” when their investigations could infringe upon the civil liberties of an individual. “The amount of approval that has to go through is very large, and has expanded over the years,” said Meyers, who is director of the policing and public safety initiative at the Manhattan Institute. State Sen. Robert Jackson, who is Muslim, told City & State that in the wake of 9/11 the NYPD was aggressively pursuing investigations throughout the metropolitan area, and recalled the concerns of an imam who had been targeted. However, Jackson also pointed out that today there are more Muslims on the force, and in general concerns over surveillance are not as prominent as they once were. “I don’t think it’s a problem at all at this point in time,” he said. According to former NYPD Commissioner Bill Bratton, building trust within communities is essential to success in combating terrorism as well as everyday crime, saying he made an effort to recruit Muslim officers. “The gathering of information from the community – whatever its makeup – is extraordinarily important because no matter how good and efficient law enforcement – federal, state or local – is, it relies significantly on information that is voluntarily delivered by the public,” Bratton told City & State. Disagreements over how to balance public safety and privacy concerns continue to pit the NYPD against civil liberties advocates and elected officials. Last year, the City Council passed the Public Oversight of Surveillance Technology (POST) Act, which mandates greater transparency around the use of new surveillance technologies. “It’s hard to push back against what you don’t know, and that was the initial impetus behind the POST Act,” said Michael

the NYPD is up against is a very progressive, liberal City Council, many of whom were not even adults when 9/11 occurred, so when I talk about history – those who don’t know history are doomed to repeat it – much of our leadership at the moment does not know the history of terrorism in the country and basically are putting unnecessary restrictions on the NYPD, particularly in the use of technology and capabilities to defeat potential terrorism threats,” he said. Last year, state Sen. Brad Hoylman, chair of the Judiciary Committee, introduced a bill that would prohibit law enforcement from using facial recognition and other biometric surveillance technology, such as retina scans and voice identification. “Our law enforcement community does admirable work to keep us safe, but new types of technology have the potential to create a 24-hour, 7-day-a-week surveillance state where the movement and identity of every single person are automatically tracked by the government,” Hoylman told City & State. “It sounds a

little hyperbolic, but it’s not. China has a vast DNA database and an enormous network of surveillance cameras and it is capable of using this type of technology to monitor the movement of people within its borders.” According to Hoylman, there is currently no regulatory framework to provide oversight of the new technology, which, he added, has been shown to have a high failure rate at identifying people of color and, in some cases, transgender people. Even those who have reservations about the privacy tradeoffs involved in expanding law enforcement’s surveillance capabilities appreciate the fact that there has been no major terrorist attack in New York since 2001. Experts say it is difficult, however, to assess the extent to which the counterterrorism activities have been responsible for protecting the city. “When it comes to prevention of events it is very hard both in the traditional crime space and in the intelligence sector to demonstrate what you have prevented, because you don’t always know,” said Richard Aborn, president of the Citizens

Crime Commission of New York City. The NYPD has not publicized many instances in which it has disrupted terrorist plots over the years, but there are reasons that law enforcement agencies sometimes choose to withhold that kind of information, such as it would cause the public to panic or compromise a source. “There is a lot of intel that has been collected over the years, but in terms of actual tactical responses there were very few over the years, and we still don’t know if it’s a matter of luck or just something else,” said Maki Haberfeld, a professor of police science at the John Jay College of Criminal Justice. “I think we’re better prepared than most of the cities around the country and world, but with terrorists you never know what you’re not prepared for.” Bratton told City & State that the NYPD had thwarted 50 plots since 9/11, but the department did not respond to a request for specific data demonstrating the effectiveness of its counterterrorism program or any other questions submitted by City & State. The 20th anniversary of 9/11 finds the country in an unsettled moment. In June, U.S. Attorney General Merrick Garland announced a new strategy to combat domestic terrorism, following Jan. 6 storming of the U.S. Capitol. After the fall of Kabul to the Taliban, the Pentagon’s press secretary told reporters that “a reassessment of the possibilities for reconstitution of terrorist networks inside Afghanistan is warranted.” ISIS, meanwhile, continues to operate in rural areas of Syria and Iraq, as well as Afghanistan. Rep. Gregory Meeks, who chairs the House Foreign Affairs Committee, told City & State that it’s a “different world” today than it was 20 years ago. Meeks spoke of a visit he had made to One Police Plaza, recalling that it was “absolutely amazing to watch the entire operation.” “The threat level here in New York City is always one of the biggest, and we have to be on our p’s and q’s at all times, but I think that we are better prepared now than we were in 2001,” Meeks said. “Our eyes and ears are more open and the technology that we utilize is even greater.”

T

HE WAY ERIC ADAMS talks, you’d think his expected election as the next mayor of New York City would be the biggest win for labor unions since the 40-hour workweek. “You should feel good because one of your own will become the mayor of the city of New York. One of your own,” Adams said to members of Construction & General Building Laborers’ Local 79 on Aug. 23 in the South Bronx. “Probably the first time in history that a union member will become the mayor.” (Not quite – John Hylan, mayor from 1918 through 1925 and William O’Dwyer, mayor from 1946 to 1950, reportedly once belonged to unions.) “I am you! I am you!” Adams said – a line that he’s been using on the campaign trail for months as he picked up the most high-impact labor endorsements in the crowded Democratic mayoral field. Adams showed love for Local 79, and the union loved him back. “He’s a hardworking guy like the laborers that we are,” Chaz Rynkiewicz, the local’s vice president, said when introducing Adams. “You guys like hard work?” A cheer went up in the orange-clad crowd. Local 79 may have some more hard work ahead if the union wants to be on Adams’ good side. After all, the local endorsed one of Adams’ leading rivals, Scott Stringer, in the Democratic mayoral primary, and an affiliated political action committee spent $333,334 backing Stringer’s run. It’s not like Adams was tight with the union before that – he’s often criticized the city’s construction trade unions for not having enough workers of color, and he stood against Local 79 on safety training legislation and prevailing wage legislation. Now, in the honeymoon period after the primary, everybody in labor wants to be Adams’ friend, and Adams wants to be friends with labor. But that’s easier said than done, as a number of unions will have to weigh just how hard they want to work to keep Adams on their side. The United Federation of Teachers may also have one of the greatest challenges in cultivating the new mayor as an ally. After all, the UFT spent $3.75 million supporting Stringer’s mayoral campaign and continued spending even after decades-old sexual harassment accusations against

While most unions are eager to praise Eric Adams, New York City’s likely next mayor hasn’t always been on their sides.

Adams has received new union support as he prepares for the November general election.

Stringer became public and most political observers stopped considering him to be a viable contender. Hindsight is 20/20, now that Adams won the primary, but it’s not as if he would have been a good fit for the union’s politics anyway. Adams has been far too accepting of charter schools for the UFT’s liking. And while Stringer was talking about putting two teachers in every elementary school classroom (read: more UFT members), Adams was postulating that, for some summer classes, one instructor could virtually teach 300 to 400 students at the same time. (Adams later walked it back.) UFT President Michael Mulgrew said the union has some concerns about Adams’ policy positions. But the labor leader told City & State he expects a good, constructive relationship. “Especially someone like Eric who’s been here and run for so many offices and we’ve worked with him at different times – there is an understanding that politics is politics, and governing is governing,” Mulgrew said. “It is what it is. Let’s move forward.” Adams broadly speaks a lot about government efficiency and specifically pitched a two-year hiring freeze of city workers. Plans like that scare unions, which are always looking to grow. But this honeymoon period is all about finding common ground, and Mulgrew pointed out that Adams and the UFT agree that the bureaucracy at the Department of Education has gotten too bloated. “Eric was very clear during the primary process that the Department of Education needs to be completely restructured,” Mulgrew said. “And that is something we agree with.” A potential Adams administration and Mulgrew would also have to find agreement on a new contract relatively quickly. The UFT’s contract expires in September 2022 and neither side would likely want a drawn-out battle. Of course, the UFT has been here before – the union endorsed Bill Thompson in the 2013 Democratic mayoral primary and then had to work in Mayor Bill de Blasio’s New York. That transition was far more dramatic than this one. Then-Mayor Michael Bloomberg left office at the end of 2013 without a single municipal labor union under contract. All of the agreements had expired amid a yearslong standoff between the billion-

aire mayor and the unions he thought were stymieing progress. The de Blasio administration came in and settled all of them. In spite of some pitched battles with labor, particularly over the course of the COVID-19 pandemic, de Blasio has been considered a friend to unions – especially compared to his predecessor. But tension is inherent in the dynamic between the municipal unions, who represent workers, and the mayor, who appoints and represents management. Members of the unions that supported Adams and helped him win – like District Council 37, which represents many public employees, and the Uniformed Fire Officers Association – are cautiously optimistic for an Adams mayoralty. But it’s still cautious, since Adams is untested in some ways. He never served on the City Council, and since borough presidents have few enumerated responsibilities, he could pick and choose his battles. “Those who endorsed him feel good that our person is there,” said a labor operative who asked for anonymity because they weren’t authorized to speak on behalf of their union, “but you don’t really know

what’s going to happen when you’re at the table negotiating dollars and cents.” That’s not just true of municipal unions, who have to negotiate contracts directly with the city, but also private sector labor unions, who still work with City Hall on legislative and budgetary matters. It will be easier for Adams to keep allies happy that endorsed him in the primary, like 32BJ SEIU and the New York Hotel and Motel Trades Council, since he will not have to balance the city budget on their backs. But the labor movement isn’t a monolith, and sometimes Adams will have to choose among allies. The debate over Amazon’s planned headquarters in Queens pitted major labor unions against each other and forced elected officials to pick sides. Stephanie Luce, a professor of labor studies at the CUNY School of Labor and Urban Studies, said that same dynamic will be repeated as the city comes out of the pandemic. “We had tremendous job loss and the city’s trying to recover and rebuild, but it’s too early to say where jobs will recover and not,” she said. “Labor is not united on all of these issues about what kind of jobs to create.”

Another complicating factor for unions is Adams’ continued courting of business elites such as John Catsimatidis and Bloomberg, who’s hosting a fundraiser for the Democratic nominee on Sept. 15. De Blasio had a reflexive aversion to the city’s wealthiest residents – and the feeling was mutual. Now Adams, the former police officer and former Republican, has been accepted with open arms. And if labor unions sometimes find themselves at odds, there’s no question that Adams will have to choose between subscribers to The Wall Street Journal and those who read The Chief-Leader. But there may be no relationship more closely watched than the one between Adams and the New York City Police Benevolent Association. Adams, who served in the New York City Police Department until 2006, was once a member. And it’s that membership that helps him claim solidarity with labor – nevermind the fact that there’s an ongoing debate about whether police unions even belong in the labor movement, given their consistently conservative politics. And for that, the relationship between Adams, the PBA

and the other law enforcement unions is somewhat uneasy. Most of the NYPD unions, including the PBA, didn’t endorse a candidate in the Democratic mayoral primary. The NYPD Captains Endowment Association, which represented Adams when he moved up the ranks, was the one exception, and backed Adams’ opponent Andrew Yang. But it wasn’t clear if most candidates wanted a law enforcement union endorsement anyway, given their toxicity in Democratic politics. The PBA and de Blasio have publicly disparaged each other throughout his term, even though progressive critics have said the mayor went nowhere near far enough in instituting reforms at the NYPD. Adams is starting off on much better footing. His platform included the need to reform the culture of the police department, but didn’t mention the union. Adams has criticized the PBA before and said he didn’t want its endorsement, but at the same time, touted support from individual officers represented by the PBA. And his pro-police platform and law enforcement résumé clearly struck a chord – he was one of the three mayoral

candidates that PBA President Pat Lynch recommended to his members. Adams’ campaign declined to comment for this story. When asked about the PBA’s relationship with Adams, Lynch listed things he thought Adams could improve. “Veteran police officers are retiring in droves and the NYPD is struggling to get people to take the test,” he said in a statement emailed to City & State – although the NYPD told The Wall Street Journal the number of police officer applicants wasn’t much lower in 2021 than 2019. Lynch said the city needs to “rethink how it recruits and retains police officers, (but) Adams has an advantage because he knows what it’s like to try to rear a family in this city on a police officer’s salary. And when he did it, the pay was much more competitive than it is today.” The fact is, no union, even that notoriously combative PBA, will be eager to criticize Adams in the early days of his mayoralty. His stock is high and he will likely be riding in on a wave of goodwill. Adams, if elected, would be the city’s second Black mayor, at a time when some labor organizations, like the building

trades and police unions, are trying to emphasize their support for Black New Yorkers and better represent their increasingly diverse membership. “There’s a shift going on here and some of them still have some white men at the top calling the shots,” said Bertha Lewis, a progressive activist who supported Adams in the primary. “There’s a changing in the melanin of who the rankand-file members are.” Public battles with Adams would be bad optics, and the man who may be the next mayor is quick to cite the possible influence of racism in political disagreements. That puts Adams at a strategic advantage with the unions who didn’t endorse him, Lewis said. “They have to patch it up with him,” she said. For now, Adams seems amenable. Asked after the Local 79 rally what he’d do with unions who didn’t back him in the primary, Adams said they’re on his team now and he’s on theirs. “During the primary, there are intramural scrimmages. Now that intramural scrimmages are over, we’re all wearing team jersey New York,” he said. “We are the same. I’m just a straight-up union guy.”

ROWING UP IN the suburbs of Syracuse, the fountain at the closest mall, ShoppingTown Mall in DeWitt, was lined with pennies, nickels and dimes. Nowadays, the fountain doesn’t run, and the retailers that used to be at ShoppingTown have moved elsewhere or out of town completely. For years, the only people who visited the mall were moviegoers and my mom when she had to return something to the now-closed Macy’s. To be fair, the mall was overshadowed by the giant Destiny USA, a mall formerly known as Carousel Center, closer to downtown Syracuse. Even so, it feels like an apt illustration of the transitioning economy in the central New York area – an area that still grasps for its glory days of being home to major manufacturers like General Electric Co. and the air conditioning unit supplier Carrier Global. The economy has shown improvements in the past decade prior to the pandemic, and local officials still strive for more economic development. After a long battle with ShoppingTown’s current owner, who filed for bankruptcy after leaving over $9 million in unpaid taxes, the county has bought the mall back and hopes to revitalize it with the help of a new developer. The eternal optimism for ShoppingTown Mall echoes excitement that has certainly surrounded the entry of a much larger project with a more powerful owner, only a few miles away from the mall. In Clay, the developer Trammell Crow Company is currently turning former golf club land off of I-90 into the world’s second-largest Amazon warehouse at five stories and approximately 3.8 million square feet. Amazon has promised 1,000 jobs out of this warehouse, each paying $15 per hour. Queens in a high-profile national search for its second headquarters in 2019, Onondaga County leaders were confident that residents of Syracuse would welcome the company. So much so that they offered the company more than $70 million in tax incentives. McMahon said offering those benefits to Amazon was a matter of course. “You’re competing, and the reality is that there needs to be a cost-benefit analysis in every community that has an opportunity,” he told City & State. In Clay, the Onondaga County Industrial Development Agency and Amazon agreed to a payment in lieu of taxes deal where Amazon will pay the county, town and Liverpool schools $28 million over 15 years – in exchange for $70 million in waived taxes. McMahon noted that the town would have received less than $1 million in taxes from the previous property owner in the same time period. “So when you look at it, we weren’t giving up anything. We’re gaining money on day one,” McMahon said.

HE PRIMARY DECISION-MAKERS behind the hugely consequential deal in Onondaga County are a board of seven business and community leaders and professionals appointed by the County Legislature. The Onondaga County Industrial Development Agency, and local agencies like them (known as IDAs), have been at the table with Amazon across the state, using tax breaks and deals to incentivize the online retail giant to set up camp in places critics say it likely would have come to anyway. “We have a lack of opportunities for work among many segments of our population, and that’s part of what we want to do. But in the end, we want to have economic opportunity, we want to grow the economy around here and take advantage of the attributes that we have to do that,” said Patrick Hogan, chair of the Onondaga County Industrial Development Agency and Syracuse Common Council district councilor. Industrial development agencies are public benefit corporations and were established in New York in 1969 to help

spur economic development by offering companies deals to set up shop in their areas. In Onondaga County, for example, the industrial development agency gave incentives to eight projects in 2020, including the expansion of a dairy plant and construction of a solar power array. Board members are appointed by local bodies of government. For instance, cities often have their boards appointed by Common Council members whereas county boards are appointed by the county executive and then confirmed by the County Legislature. In total, there are currently 108 industrial development agencies in New York state. As Amazon has built warehouses across New York, the agencies have consistently offered generous tax incentives. According to the Good Jobs First tracker, which tracks Amazon deals nationwide, Amazon has been awarded more than a dozen deals adding up to about $380 million across the state, many deals involving industrial development agencies. In a 2021 deal with Amazon and the County of Monroe Industrial Development Agency, Amazon won its biggest New York deal where it will pay the county, town and Gates Chili Central School District $58 million over 15 years, while receiving over $150 million in incentives.

These deals are often celebrated for bringing a windfall of revenue and jobs into communities. But some critics have asked why Amazon, one of the largest and most profitable companies on Earth, needs these incentives at all. And in those negotiations, can there ever be an even playing field as a board of local businesspeople takes on the behemoth? Michael Greene, Syracuse Common Council councilor at-large, suggested that local industrial development agencies may benefit from an additional body to guide them when making economic decisions. “What would be helpful is if there is regional leadership that comes from the county, as well as from the economic development agency, the Chamber of Commerce – that they are able to speak up and advocate on behalf of the region to say: ‘Here’s a baseline expectation of what we think are reasonable tax rates.’”

N MONROE COUNTY, where Amazon has started construction on a 2 million-square-foot warehouse and distribution center, what created pushback was Amazon’s choice to apply to the industrial development agency for a local labor exemption. Being approved for a tax exemption in Monroe County usually requires a project to use local labor. However, Amazon filed a waiver asking to be exempted from the requirement – a move the New York State Economic Development Council denounced. That organization represents economic development professionals, and part of its membership base is composed of industrial development agency members. Local labor was infuriated by Amazon’s decision, protesting before the industrial development agency’s vote with “Local Jobs for Local People” signs. Ultimately, Amazon and Trammell Crow Company were granted a 30% local labor waiver, with approximately $41 million going to local contracts and about $17 million to outside contractors. Amazon did not respond to a question about the local labor waiver in Monroe County. Grant Malone, president of the Rochester Building & Construction Trades Council, was one of the main voices against the waiver. He suggested that a major differ-

ence in priorities is why the agency approved the tax incentives and the labor waiver. “The boards that are approved are made up of big businesspeople in the community. And they’re in a different place than we are as far as what their values are,” Malone said. The Monroe County Industrial Development Agency did not reply to City & State’s request for a comment. Malone’s frustrations have been echoed by others. John Kaehny, executive director at governmental transparency advocacy group Reinvent Albany, agreed that industrial development agencies are staffed largely by businesspeople with their interests being aligned with other businesses. Kaehny stated that there is little oversight of industrial development agencies and that the reporting that is required of their projects is rarely completed in full. He cited an annual report from the state Authorities Budget Office that stated out of 50 randomly selected 2018 industrial development agency projects, only five provided all of the required documents. Kaehny said that the relative lack of public understanding of these deals allows for corporations like Amazon to take advantage of tax subsidies. “It’s meat on the hook that Amazon is a giant superpredator, because they’re going in there, and they’re dealing with these local yokels at these IDAs, who are spending the public’s money. It’s a form of spending the public doesn’t understand because of tax abatement. And, you know, the results are predictable, which is that Amazon gets enormous amounts of unnecessary subsidies,” Kaehny said.

NVESTIGATING AND REFORMING industrial development agencies has been a long-standing project. But state Sen. James Skoufis, chair of the Investigations and Government Operations Committee has breathed some life back into reform. He commissioned a 2019 report with findings such as increasing debt, insufficient oversight and inadequate reporting that led to a series of reforms advanced during the most recent legislative session. Skoufis said that often, industrial development agency members skim

through deals because of their focus on winning. “These are highly competitive economic development officials,” Skoufis said. “My approach here is, there comes a point where it’s better to say ‘no.’” McMahon acknowledged that there were other scandals and issues elsewhere in the state, but believes that the Onondaga County Industrial Development Agency has made good decisions. He warned that the state Legislature often forgets local government. “If there’s a problem, certainly you need legislation to fix it, but I would always caution the state overall to use their local governments and local IDAs as a resource for what they can do better as well with their policies,” he said. While tax subsidies from industrial development agencies will continue to be up for debate, the agencies may be able to play a key role in helping underrepresented communities with economic development. Daniel Lloyd, founder and president of the nonprofit Minority Millennials, said industrial development agencies are well-positioned to use equitable development approaches to serve businesses owned by women and people of color, citing work of the one in Babylon. “They expanded their services to provide financial, technical and legal assistance to existing and aspiring Minority and Women Business Owned enterprises and veteran entrepreneurs. This is why we are strongly advocating for additional funding, so the other 108 IDAs can follow the blueprint and Babylon can sustain its innovative program,” Lloyd wrote in an email to City & State. His suggestion may offer one way that industrial development agencies can refocus to continue their stated purpose of economic development, but he added that he doesn’t support subsidizing Amazon. As Amazon continues to enlarge its footprint, New York’s industrial development agencies will likely have more chances to get the most out of deals with the company. “Amazon is constantly exploring new locations to support our growth and to best serve our customers,” a spokesperson wrote in an email. “However, we have a policy of not commenting on our future roadmap – stay tuned.”

What will it take for Amazon workers to unionize? The e-commerce behemoth is a formidable opponent to labor organizers, even in a union town like New York City. By Annie McDonough

N 1999, 22 years before one of the richest men on the planet shot himself into suborbital space and thanked employees at his trillion-dollar company for funding the trip, a group of Seattle call center workers at that company tried to form a union. The workers were organizing over issues including low wages and job insecurity. Amazon, the company that employed those call center workers, was not yet the retail and cloud computing giant that it is today. But one organizer on the scene in 1999 said that Jeff Bezos’ behemoth company was already using a union-fighting playbook that it relies on to this day. “Management began one-on-one meetings with workers, putting a lot of pressure on them to dissuade them from joining the union,” said Marcus Courtney, who was an organizer with the Washington Alliance of Technology Workers – a part of the Communications Workers of America – which was helping the call center workers organize. Amazon had an internal website for managers that laid out warning signs that workers were organizing and provided anti-union material to circulate. Courtney

said the playbook was similar to what he saw Amazon use during a first-of-its-kind and ultimately unsuccessful union drive led by the Retail, Wholesale and Department Store Union at a warehouse in Bessemer, Alabama, earlier this year. “I mean, it was basically version 1.0,” Courtney said. That playbook – plus Amazon’s virtually limitless resources – is what workers hoping to unionize face today. But even in the face of two decades of union resistance and the recent failure in Bessemer, Amazon employees and organizers in New York are already back to work, hoping that their efforts to form a union will succeed where others before them have sputtered and failed. That includes a worker-led union drive currently underway at Amazon’s Staten Island facilities. The Teamsters have also set their sights on Amazon facilities nationwide. And while RWDSU declined to get specific on their organizing work, a spokesperson said the union is in contact with over 1,000 Amazon employees across the country, including in New York. RWDSU has tried to unionize Amazon workers in New York before. In the fall of 2018, when Amazon opened its mas-

sive JFK8 warehouse in Staten Island, the union started to hear from workers at the facility and began the early stages of organizing, according to Chelsea Connor, RWDSU’s communications director. But then that November, New York leaders announced that Amazon would be building a new headquarters in Queens. The HQ2 debate brought an unprecedented level of attention to workers’ issues in New York, but it also served to draw attention to the organizing work at JFK8 before the union was ready to take it public. Neither that 2018 organizing work nor any other efforts across the country have come close to the union election that Bessemer saw earlier this year. “There’s grassroots organizing going on at Amazon warehouses, and that has been going on for a long time,” said Janice Fine, a professor at the Rutgers School of Management and Labor Relations. “The reason why it hasn’t turned into a full-blown union organizing drive is because the overwhelming resources that Amazon has have made the organizations that are working with those workers reluctant to mount a campaign that they see as kind of a suicide mission, that they don’t think is winnable.”

Current and former workers at the Staten Island warehouses taking on that suicide mission are striking out on their own, without the direct involvement of established unions like RWDSU – or the legal, financial and political resources they carry. The Amazon Labor Union, or ALU, started by former JFK8 worker Chris Smalls this past spring, will attempt to file for a National Labor Relations Board election in the coming months, Smalls said. Derrick Palmer, a current JFK8 employee and Amazon Labor Union organizer, and Smalls both have experience going up against Amazon, having alleged unfair labor practices and unsafe conditions during the pandemic. Smalls was fired for violating quarantine rules last spring when he came to the warehouse to stage a walkout protesting unsafe pandemic working conditions. Smalls alleges that the real reason for his firing was retaliation for his protesting. In a suit filed earlier this year, state Attorney General Letitia James described Smalls’ firing as “retaliatory action to silence workers’ complaints.” So far, organizers with the Amazon Labor Union say they’ve collected around 1,000 signatures of support, about halfway to the roughly 2,000 signatures they would

need for an NLRB election. They aim to organize a total of around 7,000 workers, and need to show support from at least 30% of that group before moving forward with an NLRB election. While RWDSU has said that it supports the Amazon Labor Union and would even step in and support their effort later on, Amazon Labor Union organizers don’t seem to want their help – at least not now. “Any other unionization effort at Amazon has been kind of a third party or already an established union. Them being on the outside makes a big difference,” Palmer said. “I’m able to see exactly how Amazon is union busting, and I’m able to talk to workers that may feel discouraged and give them the facts so that they’re able to at least have a fair judgment on whether or not they want to join.” Amazon denies allegations of union busting and maintains that it’s open to workers organizing. “We respect our employees’ right to join, form, or not to join a labor union without fear of reprisal, intimidation, or harassment,” spokesperson Maria Boschetti wrote over email. “The fact is that Amazon already offers what unions are requesting: industry-leading pay, com-

prehensive benefits from the first day on the job, opportunities for career growth, all while working in a safe, modern and inclusive work environment.” A National Labor Relations Board officer, however, found in a preliminary assessment that the company improperly influenced the union drive in Bessemer and recommended that workers there hold a new election. But the Amazon Labor Union faces long odds. A GoFundMe for the union has so far raised roughly $19,000, and organizing remains a challenge in warehouses. Amazon Labor Union organizers have filed several unfair labor practices complaints so far this year. In one investigation, the National Labor Relations Board found that Amazon gave Staten Island workers the impression that they were being surveilled and illegally confiscated pro-union literature from a break room earlier this year. Labor law itself poses a challenge to organizers. State Sen. Jessica Ramos, who chairs the Labor Committee, has introduced a bill that would prohibit the practice of so-called “captive audience meetings,” which allows employers to require workers to attend meetings in which they can try to dissuade them from joining a union. Ramos, who has an Amazon warehouse in her Queens district, was surprised to hear that the Amazon Labor Union is forging ahead without the involvement of RWDSU or another established union, which can offer institutional knowledge and resources. But state Sen. Diane Savino, whose district falls just outside Amazon’s Staten Island facilities, said that a worker-led organizing effort has its advantages. “They seem to be organized around issues that they decided, as the people who work there, are important to them,” Savino said of the Amazon Labor Union. “I think that that’s far more compelling than an outside institution, whatever that union happens to be, coming in and trying to say, ‘Join us and we’ll make your lives better.’” Those hoping to see Amazon warehouse workers organize for better rights and benefits need not pin all their hopes on the Amazon Labor Union. The Teamsters Local 317 has said it is preparing to organize employees at the new Amazon warehouse in Clay. The head of Local 317 did

High turnover and a rapid pace of growth at Amazon warehouses means that it can be hard to build trust with workers, or what Fine, the Rutgers professor, called “deep, patient organizing.” Smalls said he is at a tent outside the Staten Island warehouse every day, signing up workers, while Palmer spends most of his break time having ongoing conversations with workers about the benefits of union membership. “There’s been times where I’ve talked to a few workers, and they told me, ‘Oh, I’m not signing, I’m not signing. I don’t want to, I don’t believe in it,’” Palmer said. “And they’ll have a bad day at work and they’ll come directly to the tent after work and sign up.”

ICHARD TRUMKA’S DEATH last month marked a symbolic turning point for America’s labor movement. The third-generation coal miner, who led the AFL-CIO for 12 years, had long planned to pass the baton to his No. 2, Liz Shuler, and shortly after Trumka’s death, she became the first woman to lead the 12.5 million-member labor federation. Succeeding Shuler is Fred Redmond, the chair of the AFL-CIO Task Force on Racial Justice that launched last year. He is now the first Black person to serve as the AFL-CIO’s secretary-treasurer. Liz Shuler offers both strength and stability to our movement,” American Federation of Teachers President Randi Weingarten,

herself a trailblazer as the first openly gay person to lead a national labor union, said in a statement. “As the largest member of the federation, the AFT is proud to support Liz to fulfill the remainder of Richard Trumka’s term as AFL-CIO president.” In New York – where both Trumka and Shuler have been familiar faces – the labor movement is undergoing a similar shift, with more women and people of color filling important leadership roles. HENRY GARRIDO EXECUTIVE DIRECTOR District Council 37 Henry Garrido leads District Council 37, the largest public employee union in New York City, and its 150,000 members. So it’s somewhat fitting that in May, DC37’s contract was the first of the city’s agreements with its municipal unions to expire, making it likely that whatever deal emerges from negotiations will set the tone for future accords. Amid that uncertainty and a historic budget crunch, Garrido reportedly backed a move toward a privately managed health care plan for his active members and retirees. When it became clear that Brooklyn Borough President Eric Adams would win the Democratic mayoral primary, Garrido said, “Early on, District Council 37 put all of its weight behind Eric because we knew he was the essential workers’ champion – clearly, New Yorkers agreed.”

Federation of Teachers is one of the largest labor unions in the city. Throughout the coronavirus pandemic, UFT President Michael Mulgrew has advocated effectively for his members’ safety. In 2020, he threatened a sickout if COVID-19 testing demands weren’t met. But just before the 2021 school year, he insisted to his members that even teachers with medical accommodations would not be working from home.

3 GEORGE GRESHAM PRESIDENT 1199SEIU When then-Gov. Andrew Cuomo lost the support of New York City’s largest union, his resignation as governor soon followed. George Gresham, the longtime leader of 1199SEIU United Healthcare Workers East, has effectively leveraged the power of some 200,000 members in the city. His union is reportedly pushing hard for pay hikes in contract talks with downstate hospitals and nursing homes. With hundreds of thousands of members in other East Coast states, 1199SEIU is the country’s biggest health care union – making it a player on the national stage too.

A decade ago, Bhairavi Desai founded the New York Taxi Workers Alliance as a counterweight to “taxi bosses,” who have traditionally been better organized. Since then, Desai has battled on behalf of taxi drivers in an industry in crisis, first with the rise of Uber and then with the arrival of COVID-19. Desai recently criticized the de Blasio administration’s $65 million bailout for indebted drivers as “a disgraceful betrayal from a city that already has blood on its hands.”

A diverse group of staffers are delivering for New York’s top unions.

D

URING THE JUNE primaries in New York City, organized labor had a strong showing. District Council 37, 32BJ SEIU and the New York Hotel and Motel Trades Council helped propel Brooklyn Borough President Eric Adams to the Democratic mayoral nomination. New York City Council Member Brad Lander won the Democratic city comptroller primary with pivotal union endorsements, including early nods from the Communications Workers of America District 1 and United Auto Workers Region 9A. CWA District 1, 32BJ SEIU, DC 37 and the Hotel Trades Council also teamed up with the New York State Nurses Association to form the Labor Strong coalition that supported 34 City Council candidates, with only six picks losing their races. Next up? Selecting the

speaker of the New York City Council, with organized labor aiming to fill a vacuum as the party bosses who traditionally filled the post have steadily lost power. “We worked really hard as a coalition of labor, all of us representing essential workers, our membership bases are similar: Black and brown, immigrant workers,” said Candis Tolliver, 32BJ SEIU’s political director and vice president. “And so we want to make sure those voices are represented at the table when it comes time to choose the speaker. And we think the work that we did in the primaries puts us there.” Tolliver is one of a small but influential cohort of younger and more diverse political directors who have helped deliver impressive victories at the ballot box – and, in turn, put their unions in a better position to secure laborfriendly policies in City Hall and the state Capitol. The top ranks of New York’s biggest labor unions partly reflect the state’s racial and ethnic diversity, with leaders like 1199SEIU’s George Gresham and 32BJ SEIU’s Kyle Bragg, who are Black, and DC 37’s Henry Garrido, who is Latino. On the legislative

side, state Sen. Jessica Ramos, a Latina, and Assembly Member Latoya Joyner, who is Black, have snagged coveted assignments chairing the state Legislature’s labor committees. But the racial and gender shift is most striking among the political directors at New York’s top unions. Along with Tolliver, 1199SEIU’s Gabby Seay and NYSNA’s Michelle Crentsil are Black women. DC 37’s Jeremy John and Davon Lomax, of International Union of Painters and Allied Trades District Council 9, are Black men. CWA District 1’s Hae-Lin Choi and HTC’s Bhav Tibrewal are Asian American. Lucia Gomez with the New York City Central Labor Council, an umbrella organization for public and private sector unions, is Latina. “I grew up in Ohio, where labor was much more pale and male, if you will,” Seay said. “Here in New York City, the folks at our unions are incredibly diverse. They’re the drivers of the city, especially during the pandemic. It is past time to see more people of color and more women in these roles. In New York, we’re just starting to see that power come through – and frankly the recognition for an

incredible amount of work that a lot of my sisters in labor do.” While 1199SEIU has its own objectives – it endorsed Maya Wiley for mayor over Adams – Seay regularly discusses strategy with her counterparts such as Tolliver, and not just because they’re both in the SEIU fold. “There’s friendship there. There’s trust there,” Tolliver said. “And while the most important thing is for us to represent our organizations and our members, we also understand that labor working together, collaborating and having camaraderie is important, not just for our own members but for the entire working people in New York City.” One shared priority for 1199SEIU and 32BJ SEIU, as well as DC 37, is containing hospital costs. “The truth is that the higher the cost of health care rises, the less money there is available to pay for vital city services,” DC 37’s John told QNS in June. “This is something every city resident should care about and join forces with us to combat.” Tolliver is also in touch several times a week with Tibrewal, who moved up to become HTC’s political director last year. Tibrewal and other HTC officials are

on the brink of securing a permitting change that would require New York City Council approval for a new hotel, likely blocking nonunion hotel developments. On the state level, 1199SEIU, DC 37, 32BJ SEIU, CWA District 1 and NYSNA were part of a coalition championing the New York Hero Act, a unionbacked worker protection measure drafted in response to COVID-19. NYSNA also saw long-sought staffing legislation enacted in June, a year after Crenstil came on as political director. Despite the critical role they play, political directors rarely if ever move up to the union’s top spot. They tend to come in with significant campaign experience and are not on the same track as dues-paying members rising through the leadership ranks. (One exception is Lomax, who began as an apprentice with DC 9 and served as a shop steward and foreman before taking on political duties.) But they do gain skills that can lead to more high-profile jobs. Katie Moore, a former HTC political director, guided Adams to his primary victory as his campaign manager. Alison Hirsh, a former longtime political director at 32BJ SEIU,

was a senior adviser for Wiley, who finished in a strong third place with support on the progressive left. “The role of political director with a union is different than the role of a staffer for an elected official or a lobbyist for somebody else,” Hirsh said. “You really have to understand strategic campaigns and how to build power, because your No. 1 job is to build power behind the members you represent. It’s an organizing role, and it’s a role in which you have to understand the nuance of the legislative process and the political process. You really have to have good judgment to know when to fight and when to be friends – with a very clear goal to build power for working people.” Hirsh said the position is often viewed – accurately or not – as second only to the president, who handles the more fundamental tasks of negotiating contracts and protecting members. “But having a strong political program strengthens all of those components so much, because when you have the support of elected officials, when you’re able to move legislation, it is easier to organize, and it is easier to win fights against the boss,” Hirsh said.

Other notable political figures who cut their teeth in union political roles include 1199 SEIU veterans Patrick Gaspard, who now leads the Center for American Progress, and political consultant Jennifer Cunningham. The CWA’s Bob Master cofounded the influential Working Families Party. Bill Lynch, who was credited with electing David Dinkins as mayor, had a stint as political director at District Council 1701 of AFSCME. Others go on to lucrative corporate, consulting or lobbying jobs, where their abilities are in high demand. But many ex-political directors remember their union work as a labor of love. “Personally, for me, it was one of the best jobs I’ve ever had,” Tara L. Martin said of her tenure as political director of NYSNA from 2016 to 2020. “But also working in labor is a challenge sometimes. You’re living on the road, you’re away from your family, and very often you’re working 16-18 hours a day, working around the clock. But you have the heart for this work. And your No. 1 priority is the members who always reap the benefits and the rewards.” – Jon Lentz

36 AI-JEN POO EXECUTIVE DIRECTOR National Domestic Workers Alliance Though she has become a labor leader on the national level, Ai-jen Poo’s influence is still felt in the city where she rose to prominence. In July, the National Domestic Workers Alliance that she co-founded and still leads scored a big win: The New York City Council passed a law prohibiting the discrimination and wrongful termination of domestic workers, who number over 300,000 in the city, according to Council Member Debi Rose, who first introduced the legislation in 2018.

Pre-pandemic, 66.6 million visitors dropped $47 billion in the city in a year. Since then, it’s been a struggle. pushing for D.C. statehood. He’s also sounding the alarm about what happens if hotels decide they don’t need to clean rooms every day – 180,000 jobs could vanish.

All that screening, testing and zoned access control paid off: By last month,

It went nowhere, but now, having taken his current position just before a “work from home” revolution, Espinal is even more influential as he rethinks the future – and present – of work. Federal unemployment benefits for freelancers who lost work during COVID-19 were partly due to his efforts as head of the 500,000-member union.

42 CARMEN CHARLES PRESIDENT Local 420 In the 1980s, Carmen Charles started working as a nurse’s aide at a Roosevelt Island hosptial. Now, as president of Local 420, the Municipal Hospital Employees Union, she represents 8,500 nonmedical workers in city hospitals. As the delta variant prolongs the COVID-19 crisis at the 11 city hospitals, Charles has demanded federal funds for personal protective equipment and other supplies to avoid a repeat of the deadly toll on front-line workers during the pandemic’s first wave, when a number of Local 420 workers died.

This year, UA Plumbers Local 1 encouraged its 6,000 members to show support for NRG Energy’s plan to upgrade its “peaker” plant within Con Edison’s Astoria station so it can burn natural gas.

64 CHARLENE OBERNAUER EXECUTIVE DIRECTOR NYCOSH The New York Committee for Occupational Safety and Health is a membershipbased advocacy organization working to improve the health and safety of workers across the city and the state. NYCOSH Executive Director Charlene Obernauer recently argued that wage theft and unsafe working conditions go hand-in-hand on (often nonunion) construction sites. She has also urged the state to do more to help New Yorkers file workers’ compensation claims after contracting COVID-19 on the job.

As students return to the classroom this fall, school districts are grappling with a potential shortage of bus drivers to get them there – including in New York City, where Michael Cordiello is drawing attention to the problem. Cordiello, who as president of the 13,000-member Amalgamated Transit Union Local 1181-1061 represents around half of the city’s bus drivers and mechanics, has cited the impact of COVID-19 and a spate of retirements as well as a lack of adequate pay increases.

Starting his career as a municipal actuary in 1988, Maf Misbah Uddin became president of District Council 37’s Accountants, Statisticians & Actuaries Local 1407 a dozen years later. Maintaining that leadership position to this day, he has also served for five terms as DC 37’s treasurer. Perhaps the most prominent Muslim and South Asian labor leader in the city, Uddin is also president of the Alliance of South Asian American Labor.

Cordiello is drawing attention to a potential shortage of bus drivers.

Beating longtime President Fitz Reid in an election this year, Carmen De León topped a successful slate of reform-minded challengers to lead Local 768, a union that encompasses thousands of city workers in health services. Speech pathologists, art therapists and dental assistants are just a few of the positions that 4,500 Local 768 members fill in city agencies like the city’s fire and police departments, the public housing authority and the offices of borough presidents and district attorneys.

The remnants of Hurricane Ida devastated New York City. As New York politicians deal with the aftermath, as well as the likelihood that more catastrophic weather is on its way as the planet warms, there is only one clear step forward if you’re New York City Mayor Bill de Blasio: Blame the meteorologists. They alone could have prevented this disaster by being more specific with their forecasts. If only there were some powerful elected official who could better prepare New York for climate change. Alas.
