SIXTEEN YEARS AGO, while I was a reporter at The Star-Ledger in Newark, New Jersey, I wrote about the Guardian Angels making a push into smaller towns after a rocky start in the state a quarter of a century earlier. “Whether it’s a big city, a cesspool of illegal activity or in a small town – Little House on the Prairie – it’s a citizen’s duty to respond,” Angels founder Curtis Sliwa said then to a group of new recruits at a middle school in Sussex. The now-Republican New York City mayoral candidate has shown he’s not backing off crime. “This is mad crazy in the city now. Upper West Side never had these kinds of problems, and now it’s everywhere,” Sliwa said in a press release after a recent double shooting on Manhattan’s Upper West Side. If he’s got anything going for him as an unlikely-to-win mayoral candidate, it’s consistency. New Yorkers have come to expect what comes out of Curtis Sliwa’s mouth since he used his brash, in-your-face New York style to launch the civilian patrol group he founded in 1979. I was 12 then and remember Sliwa wearing his signature red beret, spewing his from-the-streets rhetoric. It’s what he’s built his mayoral platform on. But something also seems off. As he competes against Eric Adams, who also emphasizes reducing crime, Sliwa has had to tweak his brand. Apparently, Sliwa is now an animal lover. “Getting rid of the horse and carriage industry is part of my animal welfare platform,” Sliwa said in another press release. “Like other cities, we will replace this barbaric industry with electric carriages,” added Sliwa, who also is the owner of 15 cats. He sounds like he’s going off script, but as a politician, he’s got a lot more to talk about these days. If only cats and horses could vote.

And here I am, Letitia James, and so, who knows.” – the state attorney general, at the start of a speech to business leaders, jokingly hinting at the prospect of running for governor, via Gothamist Gov. Kathy Hochul’s vaccine mandates were widely praised as a success despite protests and fears of medical staff shortages.

VACCINE MANDATES KICK IN

The Sept. 28 deadline for health care workers to get vaccinated against COVID-19 has come and gone. Before the mandate officially kicked in, the state was preparing for a shortage of workers in

the event that a significant number of them refused the jab. Gov. Kathy Hochul signed an executive order to allow medical staff from other states and countries to practice in New York as well as retired health care workers. She also declared a state of emergency so she could deploy the National Guard

to fill holes if needed. When the enforcement kicked in, about 87% of workers subject to the mandate – which does not have an option for weekly testing or religious exemptions – had gotten at least their first dose, the requirement to keep their jobs. Thousands of people got vaccinated in the

days before the deadline, helping the state to avoid the worst of potential staff losses. Still, thousands of medical personnel were fired or suspended for remaining unvaccinated, with some parts of the state more impacted than others. But some may get temporary reprieve thanks to two court rulings, including one that came after the mandate took effect, placing a temporary hold on the state’s ability to enforce the mandate for those claiming religious exemption.

DE BLASIO GOES TO RIKERS

Amid growing pressure to visit the troubled jail complex, New York City Mayor Bill de Blasio finally visited Rikers for the first time in four years … sort of. Although he physically went to Rikers and entered the jail, he spoke to no rank-and-file correction officers nor any people incarcerated there. The jail was also cleaned and sanitized before his visit. De Blasio repeatedly declined to comment specifically about what he observed and claimed in response to criticisms of his tour that he didn’t need to speak to anyone because he already knew how bad the situation was at Rikers. Both he and Hochul are facing increasing calls to exercise their power to release more inmates from the jail to alleviate overcrowding, with one prominent criminal justice group asking the state

to reopen two Manhattan prisons to transfer some inmates there.

THE RACE FOR GOVERNOR BEGINS

It’s still early, but the 2022 gubernatorial race seems to be getting underway. Hochul has kept up an impressive fundraising schedule as she courts top donors, reportedly aiming to raise an eye-popping $25 million before her reelection. She’s likely preparing for some tough primary challenges as potential candidates begin dipping their toes into the campaign water. New York City Public Advocate Jumaane Williams is the first to do so explicitly, announcing an exploratory committee for governor and publicly attempting to tie Hochul to former Gov.

City & State New York

Andrew Cuomo. State Attorney General Letitia James, who could pose the biggest threat to Hochul, sidestepped questions about her potential candidacy, but gave what sounded suspiciously like a stump speech to business leaders after pointing out that the last person to speak there in person was Eric Adams, who since has become the Democratic mayoral nominee. All three, along with de Blasio – another person rumored to be considering a run who won’t deny his potential interest – appeared at big events held by the Bronx and Brooklyn Democrats. Nothing explicit came from any of those still making up their minds, but their actions seem to scream “candidate” to anyone paying attention.

Bill de Blasio hasn’t ruled out a run for governor in 2022, and like other hopefuls, he spoke at a Brooklyn County Dems breakfast last week.

Progressives like Hochul’s new health commissioner Gov. Kathy Hochul appointed Dr. Mary Bassett as the state health commissioner, and progressive legislators seemingly couldn’t be happier. “Being Jewish, I don’t really know what it feels like to be a kid on Christmas morning – but I think it must be kind of like this,” Assembly Health Committee Chair Richard Gottfried of Manhattan said in an interview. “She is somebody with the strongest progressive public health values.” His counterpart in the state Senate, Gustavo Rivera of the Bronx, sent City & State a GIF of a slam dunk when asked for his thoughts on her appointment. They are hardly the only left-leaning legislators singing the praises of the former New York City health commissioner on social media. Bassett will become commissioner of the state Department of Health at a pivotal time in its history. The coronavirus pandemic is continuing to spread across New York, but the state agency tasked with confronting the pandemic appears to be in disarray. Top officials have left over the past year and critics of outgoing Commissioner Howard Zucker said the agency’s political independence disappeared under his watch, especially given his role in the nursing home scandal that helped drive former Gov. Andrew Cuomo

from office last month. “There’s an incredible exodus of folks who just left because they felt that the agency was overpoliticized, and it had strayed from its mission,” Rivera said of the department in an interview. “I believe that her presence will mean that a lot of these folks will come back, or that new talent will want to come in.” COVID-19 is continuing to kill dozens of New Yorkers every day. Some people remain resistant to masks and vaccines. Booster shots present an enormous logistical challenge. Bassett has to deal with all of that, plus the institutional damage legislators said Zucker caused at the department. One prominent example was his monthslong refusal to release data showing the number of nursing home residents who died of COVID-19 in hospitals at a time when the former governor was writing a book about his handling of the pandemic. “She comes into the position during a critical time and with a tremendous amount of work,” Assembly Minority Leader William Barclay of Central New York said in a statement. “The strength and credibility of DOH were severely damaged by her predecessor. I hope Dr. Bassett’s tenure is defined by a commitment to protecting public health.” – Zach Williams

After losing their primary battles, these politicians are doing just fine, thanks for asking. BRIAN BENJAMIN turned a fourth-place finish in the New York City comptroller race into one of the most visible seats in the state government in the span of a summer. Gov. Kathy Hochul promised him a more active role in her administration compared to the typical lieutenant governor fare, and there’s reason to believe she means it – after all, if she wants to win in 2022, she desperately needs his Harlem bona fides.

ALICKA AMPRY-SAMUEL losing to machine candidate Darlene Mealy was a 2021 upset no one was prepared for. Alas, sometimes the Democratic establishment taketh away … but sometimes it also giveth! The popular Ampry-Samuel has a new gig lined up as regional administrator for the U.S. Department of Housing and Urban Development. She may have not grabbed the majority of votes in District 41 in Brooklyn, but she has Joe Biden’s vote of confidence. AMIT BAGGA finished in a close second to Julie Won in the primary for Council District 26 in Queens and was recently appointed as Hochul’s deputy secretary for intergovernmental affairs. The governor is toeing the party line when she says things like no one in her administration supports the “defund the police” movement, but Bagga’s new position shows that she’s made room in the executive branch for leftists to land on their feet.

YUDELKA TAPIA came in second in the primary to take over Fernando Cabrera’s council seat in District 14, and now she’s been tapped by the Bronx Democrats to replace a retiring Victor Pichardo (who’s already endorsed her) in the 86th Assembly District, where she’s all but guaranteed to come in first.

SHIRLEY PAUL may have only come in third in the primary for City Council District 7 in Manhattan, but Brian Benjamin knows better than to overlook someone who snagged an endorsement from Hillary Clinton. Lynch is now serving as chief of staff for Benjamin in his new role.

WHEN PRIMARY SEASON gives you lemons, forget lemonade and leverage yourself into a powerful new job offer. If at first you don’t succeed in an election, try, try to get another job instead. If you give a candidate a fish … sorry, you get the picture. All of the ex-candidates below lost an election in 2021 but went on to land some highly coveted government gigs anyway. KATHRYN GARCIA got so close to the office of New York City mayor she could almost taste it. After famously commenting that she was “not running for No. 2”, she was able to sidestep a rumored position in the Eric Adams administration with a deus ex Hochul. We wonder if she’ll still find time to ride a Multihog as director of state operations. JENNY LOW didn’t have a particularly strong showing in her bid to replace Council Member Margaret Chin in lower Manhattan, but her reputation was strong enough to get her nominated as a city Board of Elections commissioner. She’ll probably provide the exact kind of on the ground experience they need to avoid tweeting about brunch. CORDELL CLEARE ran against her former boss Bill Perkins in City Council District 9 in Harlem and they both lost to progressive Kristin Richardson Jordan. Cleare doesn’t have to dwell on that loss, because she’s now emerged victorious from the Manhattan Dems county committee process as their pick to fill Brian Benjamin’s vacant state Senate seat. Considering how many people publicly admitted to seeking that seat, Cleare should be feeling pretty triumphant right now.

A Q&A with New York Secretary of State

So how did journalism lead you to become secretary of state? All these people who run for office in New York state, especially in New York City, all came to El Diario to speak with the editorial board when I was there, so I knew all of them. I was on the transition team for (Andrew Cuomo) in 2011, and when they heard I was leaving El Diario, they called me and said: “Is there anything you want to do for the state?” There were a lot of conversations and there was a moment where my predecessor decided to retire and they said: “Ooh, that’s the right job!” So I had about four months to study for a

state Senate confirmation hearing in 2016. What have you done over the past five years in office? In my own agency, we have been looking at ways that we could facilitate licensing for people who have been involved with the criminal justice system. The position of secretary has also allowed me to communicate across what we call “The Enterprise” – across state agencies. We’ve done that for the immigrant community as the DMV was preparing to implement the Green Light Law. The only infrastructure for immigration in the state is here in my department:

the Office for New Americans. When the office was formed, before I came in, it was kind of a feel good, nice thing to do for immigrants – but then it became kind of the only place where people were able to get emergency help when President Donald Trump was in office. Do you feel a special responsibility as one of the most powerful Latinas in state government? That’s the reality for most Latino professionals, whether you’re in state government or the private sector. There are presently five Latino commissioners that I can think of off the

top of my head. We come from families who made great sacrifices to get here. Whenever you stand, you represent the community and that means you have to serve them, right? What’s an example of that? I also sit on the board of the Port Authority. A few years ago, Héctor Figueroa of 32BJ (SEIU) was advocating for the $15 minimum wage for airport workers. These union organizers kept wanting to get on my calendar and bring their folks in to talk me into it. So I called Hector, and I said: “Your people are still trying to see me, but you know

we’re going to help make this happen.” And then he said: “Yes, but these people don’t have access to people like you. You and I know what’s going to happen, but they don’t. They don’t really believe me and they don’t have access to people like you. You’re the secretary of state.” It was a good lesson for me and I saw them. It was their chance to speak not just to the secretary of state, but someone who happened to be Latina. They were mostly Latinos around the table. You’re never not one of them. You’re never not at their service, because that’s what moves you to public service. – Zach Williams

To defund or not to defund

W

E DO NOT support ‘defund the police.’ No one in my administration does.” That was Gov. Kathy Hochul’s response to a question last month about a tweet from her lieutenant governor in January. “I support the movement to defund the police because I believe that there are parts of the NYPD budget that are not essential for public safety,” read a campaign statement from Lt. Gov. Brian Benjamin when he was still running for New York City comptroller earlier this year. There is certainly daylight between the new pair when it comes to the issue of criminal justice reform, on which Benjamin was a leader in the state Senate. Hochul’s stance on the movement to defund the police, which she referred to as a “catch phrase with very negative connotations,” is perhaps unsurprising. Moderate lawmakers like Hochul have generally shied away from the language or, as she did, outright condemned it. Early action like signing the Less is More Act to reduce the number of people reincarcerated for parole violations and selecting Benjamin as her lieutenant governor are good first steps on the issue in activists’ eyes, but many are still waiting to have conversations to assess what sort of partner she will be moving forward. Government transparency and accountability were among Hochul’s early priorities in the wake of former Gov. Andrew Cuomo’s opaque approach to governance. Joo-Hyun Kang, executive director of Communities United for Police Reform, said the sentiment was welcomed, but that it must extend to all parts of the public sector, including police and their unions. “If we take her at her word for that, then that should mean that she should take hard stances and be bold about the need to curb the impunity of police departments across the state,” Kang told City & State. Communities United for Police Reform is working on a new package of legislation at the state level for next year, according to Kang, after the successful push to repeal the police discipline privacy law and other priorities in 2020. How Hochul responds to those priorities will serve as a litmus test for coalition members. “We hope that her choice of Brian Benjamin is an indicator,

At the announcement of the selection in August, Hochul touted Benjamin’s leadership on issues of criminal justice, tenant protections and affordable hous-

ing, which she called “three huge priorities of mine as well.” When Benjamin was sworn in in September, the governor mentioned that criminal justice was something at her “core,” and that ensuring police accountability was something she would be working on “collaboratively” with her new No. 2. But when Benjamin described the three specific tasks that Hochul had asked him to lead on early on, criminal justice re-

form was not among them. (Those areas of leadership include heading a task force on the New York City Housing Authority, addressing vaccine hesitancy and rent relief disbursements.) “The reality is there is work to do,” said Katie Schaffer, director of organizing and advocacy at the Center for Community Alternatives, when asked about Hochul’s recent statements about defunding the police.

Since taking office, Hochul also seemed to indicate that she would be open to revisiting bail reform in an interview with The New York Times. Schaffer said that in the wake of George Floyd’s murder and growing recognition among Democrats that police department budgets are perhaps unnecessarily large: “It’s disappointing to see (Hochul) capitulate, at least in rhetoric, to the sort of reactionary forces there.” For his part, Benjamin said that after Hochul’s comments, his own stance on the issues haven’t changed and that he and the governor see eye to eye. “My stance has always been that (the) police budget needs to be reflective of the needs for public safety, and to the extent that that is happening, then I am perfectly OK,” Benjamin told Spectrum News last week, though without mentioning the prospect of reducing police department budgets. Hochul herself last week said that she believes “we have to continue to fund the police in this state to make sure that

they can protect particularly Black and brown communities.” Still, criminal justice and police reform go beyond the slogan of defunding the police. Hochul, while denouncing the movement, indicated that she would be a partner on continued reforms moving forward, albeit through vague statements. “The status quo is not acceptable,” Hochul said last week. “There are reforms that can and should and will be in terms of better communication. And anytime someone – a member of law enforcement – crosses the line … there will be very severe consequences.” Like many Democrats in the state, Hochul has received monetary support from police unions – generally the most significant roadblocks to reforms – and has given no indication that she will reject their donations as some New York City progressives have pledged. Schaffer is giving Hochul time to assess the issues and listen to feedback from communities impacted by policing and incarceration before passing any sort of judgment on the new governor. Schaffer said that her organization is in the early stages of reaching out to the administration to begin those discussions. She pointed to Hochul’s signing of the Less is More Act as an indicator that the governor is at least willing to come to the table and listen to those impacted by the criminal justice system. “There are substantial and important issues that are currently before the Legislature that Gov. Hochul has the opportunity to support ... in the coming legislative session,” Schaffer said. Among them are the Clean Slate Act, which would erase the public criminal records of most people convicted of a crime after serving their time; the Elder Parole bill, which would make certain incarcerated people over the age of 55 eligible for parole; and the Fair and Timely Parole bill, which would make it easier to get released on parole. All three failed to pass the Legislature this year. Hochul has not offered public comment about these pieces of legislation, but a spokesperson said the governor would review them if they pass. Assembly Member Catalina Cruz, sponsor of the Clean Slate Act, told City & State that she had not yet spoken to Hochul about the bill, but said it would be a priority next year.

As a Never Trumper running against a former cop, the Republican candidate for New York City mayor isn’t finding many allies. By Jeff Coltin

URTIS SLIWA, at home in Manhattan among his 15 cats, is arguing with himself. The Republican nominee for mayor of New York City explains his biggest problem when he meets voters who know and love him from his three-decade talk radio career. Here, the candidate adopts a mocking voice to play a member of his newly adopted political party. Republican: “It doesn’t matter anyway. Dominion! Smartmatic!” Sliwa switches to his natural gabble, a beautifully sleazy Brooklynese: “I say no, no no.” Republican: “Curtis, you know they stole the election!” Sliwa: “They did not steal the election. Biden and Harris won.” Republican: “Oh you know they stole it! Why should I vote for you? They’re not going to count your votes! They use the same equipment.” Sliwa: “I say they don’t use Dominion and Smartmatic. Can there be some chicanery? Yes. But I trust the process.”

Republican: “Curtis! You’re so hopelessly naive! They’re not going to let you win!” The play comes to an end. Sliwa adds a coda: “I spend most of my time with Republicans convincing them to vote.” Sliwa is a classic figure of the New York tabloids, a character most famous for roaming the streets and subways over the past 42 years in his red beret and red track jacket. He provoked the mob and got shot, then admitted that he’d previously faked his own kidnapping to earn publicity. He was in a yearslong relationship with now-Queens District Attorney Melinda Katz, then when things went south, he threatened to run against her, the mother of two of his three children, for Queens borough president. He was suspended from his contributing gig at NY1 after making lewd comments about then-City Council Speaker Melissa Mark-Viverito. Sliwa now lives in a studio apartment with his wife, Nancy Sliwa, and the 15 cats. But in a Republican Party that welcomes conspiracy theories, cultivates anti-vaccination beliefs and widely fails to acknowledge former

President Donald Trump’s loss in the 2020 presidential election, Sliwa’s politics are refreshingly grounded in reality. You have to be a little crazy (or as Sliwa prefers, “eccentric”) to run citywide as a Republican in 2021 – after all, Sliwa is incredibly unlikely to win in November. But he might just be the best thing the city’s diminished opposition party could hope for this year. And Republicans who have been with the party longer than Sliwa’s 19 months might just learn a lesson or two on how the party’s candidates could perform better in hostile areas.

O PUT IT SIMPLY, the numbers don’t look good for anybody running in New York with an “R” next to their name on the ballot. There are nearly 3.4 million active enrolled Democrats in New York City to 500,000 Republicans – a nearly 7-to-1 voter advantage. Even if Sliwa got every single one of the nearly 1 million independent voters to back him, it wouldn’t come close to making up the difference. Sure, only about one-quarter of New York’s 5 million active registered voters typically vote in the mayoral election, but to avoid getting blown out – let alone winning – a Republican has to win over some Democrats. That job got way harder for Sliwa the minute that Brooklyn Borough President Eric Adams won the Democratic Party mayoral nomination. And Republicans know it. “Had the Democratic nominee not been Eric Adams, Curtis would have had a great rationale to run, being the guy who’s been in the New York City media market for 40 years fighting crime,” said Chapin Fay, a Republican strategist who consulted for Sliwa’s primary opponent, Fernando Mateo. “But the Democrats nominated a cop. ... For (Sliwa), who’s a single-issue candidate, they took away that single issue.” That doesn’t mean Sliwa isn’t trying. He’s still talking about crime as much as he can. But it’s hard to draw a contrast on the issue with Adams, who even got Ed Mullins, the notorious social media troll and president of the Sergeants Benevolent Association, to donate to his campaign. Trying to get an advantage, Sliwa has resorted to posting Twitter memes suggesting that Adams has been soft on crime as borough president. “It’s al-

most as if he has baptized himself as the law and order candidate,” Sliwa said. “I don’t need to do that.” But don’t be surprised if Sliwa decides to dip himself in the baptismal font at St. Patrick’s Cathedral anyway. He has been campaigning by stunt in an effort to get attention in a race that seemed over before it started. He walked over the George Washington Bridge holding a milk carton with Adams’ face on it, asking if he actually lives in New Jersey, where the Democrat coowns an apartment. And in a made-for-TV clip, Sliwa comforted a shirtless homeless man who interrupted his press conference on homelessness. Lay out the facts about Sliwa’s slim chance to win, and you might get a call from Maria Sliwa, Curtis’ sister and public relations guru, who will say how hard the candidate is working. Rudy Giuliani and George Pataki also faced long odds against Democrats, and they won, she said. Curiously, she also name-dropped Gina Raimondo, who was elected in 2014 as the first Democratic governor of Rhode Island in 22 years. “These things can happen,” Maria Sliwa said. “They do happen against such odds.”

ORGET DEMOCRATS – Sliwa has struggled to win over the city’s Republican establishment. In large part, that’s due to his opponent. Adams, after all, was a registered Republican from 1995 to 2002 and ran on a relatively conservative platform in the Democratic primary. He sparred with the teachers union; he talked about shrinking government; and, most of all, he talked about crime. After getting the nomination, he took pains to reach out to business leaders, even taking a prime speaking spot at the SALT New York conference, an annual hedge fund industry meeting. The Manhattan Institute’s annual Alexander Hamilton Award Dinner could have been an evening for the Republican nominee to hobnob at the conserva-

tive think tank’s event with some of the city’s financial elite. But Sliwa didn’t get an invite and was treated on equal terms with his Democratic foe. “Violent crime is surging across the country. Public school systems are failing our children. Our prisons are failing both our citizens and those incarcerated. And woke insanity is threatening our constitution and fundamental freedoms,” said Paul Singer, the hedge fund manager who chairs the Manhattan Institute. “In Eric Adams and Curtis Sliwa, we have two mayoral candidates who are open to our advice and share many of our priorities. Whoever wins, this would be quite a change from the de Blasio years.” Some of the Republican luminaries at the gala there couldn’t help but imagine alternatives. “There’s a lot of people that could’ve and should’ve run. But they chose not to,” said Rob Astorino, the former Westchester County executive who is planning to run for governor for the sec-

But Astorino could find some good in Sliwa’s campaign. “Politics is a tough sport,” he said. “And he’s a street fighter.” Like many figures in Republican politics, Sliwa is dismissive of elites. After Adams spoke at the SALT conference, Sliwa took a crack at spending time with Wall Street types – dismissing his opponent and the two previous mayors to be elected as Republicans in New York City in one fell swoop. “I’m not like Giuliani and Bloomberg when it came to that,” Sliwa said. “I am the street guy. And I’m not talking Wall Street.” Bloomberg, for the record, went with his new party, the Democrats, rather than his old one, and endorsed Adams for mayor. But unlike most other figures in Republican politics, Sliwa’s distaste for elites extends even to New York City’s other famous elected billionaire: Trump. Sliwa may be a four-times-married outer borough New Yorker with a knack for branding who first earned tabloid fame in the 1980s, publicly fought with former New York City Mayor Ed Koch, made peace with Rudy Giuliani and threatened to run for office many times before actually joining the Republican Party and making the ballot – but that doesn’t mean he likes the other guy.

Sliwa identifies as a “Never Trumper” who wrote in his own name for president in 2016 and voted for Independence Party candidate Brock Pierce in 2020. For that, Sliwa said he has felt isolated from his own party. “If you’re not a Trumper, you’re exiled. You’re persona non grata. You are a person of no consequence,” he said. That might have caused Sliwa some issues in the Republican primary – the county organizations in Manhattan, the Bronx and Queens endorsed Sliwa’s opponent, ardent Trump supporter Mateo. Sliwa got the Brooklyn and Staten Island organizations and, with greater name recognition in an undercovered primary, easily won with 68% of the vote to Mateo’s 28%.

RUMP WASN’T A huge problem for Sliwa in the primary, but he’ll be a huge problem in the general. Some Republicans who didn’t support Trump have left the party. Bloomberg has embraced the Democratic Party. So has Joe Lhota, the Republican mayoral nominee who got just 24% of the vote in 2013 and is now supporting Adams for mayor. The Republican Party in New York “has disintegrated,” Lhota told City & State. “I left

the party because of Donald Trump. Donald Trump does not, to me, represent what the party once represented.” How’s Sliwa, then? “Look, if no one else wants to run …” Lhota lamented. “(However,) I absolutely think he’s better than Mateo.” And it has been Sliwa’s goal to prove that his way – distancing himself from Trump – is better than the party’s way – embracing the former president and cheering on a potential 2024 run. Sliwa is a jokester, but his campaign hasn’t been a joke. He had a respectable $2.63 million in campaign cash as of the latest filing in late August, though Adams had $5.93 million and the expectation of outside spending from groups that want to get in his good graces. Sliwa may have the lukewarm support of the state’s Republican Party – its leaders are clearly more interested in the 2022 gubernatorial race, which they see as more winnable than the mayoral race – but in some ways, he’s running an independent campaign. He’s running on the Republican and Independent Party lines. The Conservative Party, normally a safe bet to endorse the Republican nominee, is staying away and backing former New York City Police Department Officer Bill Pepitone instead. But any association to Trump is probably harmful. “Realpolitik in New York City, Donald Trump is a dealbreaker. Regardless of what you think of him, the math just doesn’t work for Donald Trump supporters,” said Fay, the Republican strategist. “I don’t know if there’s a place where the former president is less popular than New York City.” A September Siena College poll showed that just 24% of registered voters in New York City had a favorable opinion of Trump. 68% had an unfavorable opinion. In the California gubernatorial recall election, leading Republican Larry Elder embraced Trumpism in a situation no less daunting for the party than the New York City mayoral race and didn’t come close to winning. Sliwa wants to present an alternative for the Republican Party – even in a loss. “Hopefully they’ll learn something from my run and realize, wow, the guy had success in these areas where normally a Republican would not,” Sliwa said. “Because we’re not going back to when Bloomberg was mayor or Giuliani. Those days are over, the demographics are different. That voting bloc is gone.”

T’S NEVER A GOOD IDEA to bet against Manhattan. In recent months, pundits have questioned whether the borough can rebound from COVID-19, which has shuttered countless businesses and emptied office buildings. But bouncing back is what Manhattan does best. Similar doubts arose following the 9/11 terrorist attacks and the devastation wrought by Superstorm Sandy. Wall Street has contended with one recession after another over the decades, and City Hall grappled with a severe fiscal crisis of its own in the 1970s. Each time, Manhattan and its leaders found a path forward. City & State’s Manhattan Power 100 highlights the public officials, business executives, hospital CEOs, community

leaders, consultants and reformers who have made the borough what it is – and are making sure it gets back on track this time around. This year’s list, which was researched and written by City & State’s Jon Lentz, Kay Dervishi and Jasmine Sheena, marks a changing of the guard, featuring a number of elected officials on their way out of office as well as the candidates in line to replace them. It also reflects the rising power of Black and Latino Manhattanites, like Rep. Adriano Espaillat and Alvin Bragg, the likely next district attorney. And it includes many of the institutional forces – real estate developers, media tycoons and billionaire donors – that remain firmly entrenched in the borough’s power structure.

Over the course of more than four decades in elected office, Rep. Jerry Nadler has established himself as one of New York’s leading politicians. Al Sharpton’s House of Justice in Harlem is a frequent destination for elected officials and candidates seeking office, as Sharpton’s endorsement is one that can make a difference on Election Day. The civil rights leader and MSNBC host has continued to speak out against police violence, a message that has resonated more broadly since George Floyd was killed by

police. During the height of the coronavirus pandemic, Sharpton’s organization partnered with a food kitchen to deliver meals to members of the community in need.

8 GALE BREWER MANHATTAN BOROUGH PRESIDENT Many New York City politicians see the borough presidency as a springboard to higher office. Yet, Manhattan Borough President Gale Brewer is returning to her old Upper West Side seat in the New York City Council next year – a move that speaks to a commitment to her local community. In her current role, Brewer has influenced a number of key land use decisions, most recently coming out against the de Blasio administration’s controversial SoHo rezoning

One of New York’s most prominent health policy crusaders is Assembly Member Richard Gottfried. He was elected into the Assembly in 1970 at the age of 23 and recently set the record as the longest-serving member ever in the state Legislature. He’s now pushing to pass a state singlepayer measure, the New York Health Act.

Kathryn Wylde is a staunch and outspoken ally for New York City’s top businesses. She led opposition to state tax increases approved earlier this spring and leveled criticism at New York City’s use of federal aid in the latest budget, arguing it did not promote long-term economic growth and stability. Bragg, who is poised to likely succeed District Attorney Cyrus Vance Jr. and become the borough’s first Black district attorney, has pledged to reduce racial disparities in prosecution and to pursue fewer cases against low-level offenses. Once in office, the high-profile probe of former President Donald Trump’s family business will fall under Bragg’s purview as well.

U.S. Attorney for the Southern District of New York In August, President Joe Biden nominated Damian Williams to lead the U.S. Attorney's Office for the Southern District of New York – referred to by some as the Sovereign District of New York, given its prestige and headline-grabbing cases. David Jones has advocated on behalf of low-income New Yorkers at the Community Service Society of New York for the past 35 years. That work has taken on new urgency amid the COVID-19 pandemic, as the organization has pushed for more rent relief and supported legislation to give formerly incarcerated New Yorkers a path to seal and expunge their past convictions. Jones also serves on the Metropolitan Transportation Authority board and writes a column for the New York Amsterdam News dedicated to political issues affecting New York City.

Grossman is also the dean of the affiliated NYU School of Medicine, where he made waves in 2018 by offering full-tuition scholarships to all students.

Dr. Steven Corwin has contended with numerous crises throughout the course of his career, having faced the HIV/AIDS epidemic as well as the aftermaths of 9/11 and Superstorm Sandy. But the persistence of the COVID-19 pandemic has been particularly challenging for the hospital executive and for NewYork-Presbyterian, which had to ramp up care to meet New Yorkers’ needs. The hospital system also made headlines after it became the first in the state to announce a COVID-19 vaccine mandate for its workers.

Dr. Kenneth Davis recently agreed to stay on through the end of 2024 as the chief executive of Mount Sinai Health System, while Margaret Pastuszko is taking over as president and chief operating officer of the largest academic medical system in New York City. In addition to treating a flood of patients for COVID-19, Mount Sinai has taken a number of forwardlooking steps to confront the pandemic, from launching a post-COVID-19 care center to building a massive virus testing program and mandating vaccination for all of its workers.

On the Upper East Side, Julie Menin successfully convinced voters that her record in city government, including her recent work on the 2020 census and her post-9/11 efforts chairing Manhattan’s Community Board 1, make her well-qualified to join the City Council. Tenants’ rights lawyer Shaun Abreu managed to beat a whopping 11 candidates in this year’s primary to represent parts of Upper Manhattan, propelled with support from Rep. Adriano Espaillat and current Council Member Mark Levine.

It’s always election season in New York. We’re not even through the 2021 elections, and yet the 2022 cycle is already barreling toward us. State Sen. Brian Kavanagh got some bad news last week as socialist Alana Sivin declared her intention to primary him. Kavanagh won’t be the only Democrat facing a progressive challenger in 2022.
