THERE IS STILL a lot that we don’t know about COVID-19, but one thing that became clear early on is the particularly grave threat it poses to older individuals, and especially to older men. What has gotten less attention is the profound impact that the pandemic is having – and will have for decades to come – on the youngest adults who are now coming of age in the U.S. For members of Gen Z, which the Pew Research Center defines as Americans born in 1997 or later, it’s a crisis that will define them. For this group, the coronavirus is reshaping everything – upended norms around physical space and human contact, an accelerated reliance on digital technology, a dismal job market. In terms of politics, the pandemic may also imbue young Americans with a more expansive view of the role of government, whether it’s acting more aggressively to soften the blow of an economic recession or revamping a lumbering health care system to be able to save more lives when the next public health crisis emerges. In similar ways, the pandemic is disrupting millennials, the next youngest generation whose oldest members are approaching the age of 40. This week, we unveil the rising stars of this year’s New York City 40 Under 40, spotlighting members of these younger generations who are already shaking up the status quo.

Hundreds of schools in New York City have shuttered for at least the next two weeks as new restrictions were imposed on areas experiencing spikes in coronavirus cases. Mayor Bill de Blasio announced his plan for 20 ZIP codes in Brooklyn and Queens with high rates of COVID-19 infections that would have shut down

schools and nonessential businesses in nine ZIP codes and banned indoor and outdoor dining in those areas. However, the decision needed state approval. Cuomo signed off on the plan to close schools in the impacted ZIP codes but did not approve closing nonessential businesses, saying that he would instead release his own plan that did not strictly rely on ZIP codes. Cuomo then released maps with zones around

cluster sites where he would enact new restrictions. In addition to Brooklyn and Queens, several neighborhoods in New York City’s northern suburbs were also included. In the most restrictive zones, religious gatherings were limited to 10 people, all schools and nonessential businesses were closed, and restaurants can only provide takeout. Cuomo’s new plan meant that more schools in the city would go fully remote,

Cuomo’s announcement of new coronavirus restrictions led to protests by ultra-Orthodox Jews in Borough Park, Brooklyn. Many, but not all, of the recent coronavirus spikes have been in parts of the city and its suburbs with large Orthodox communities. Some said that Cuomo and de Blasio were unfairly targeting religious Jews, especially with the aggressive restrictions on religious gatherings. Cuomo reportedly told Orthodox Jewish leaders that he would allow houses of worship to remain open at half capacity on a private call before announcing the 10-person limit. For multiple nights, hundreds of Orthodox Jewish demonstrators took to the streets to protest the new restrictions, burning trash and face masks in defiance of public health mandates. The protests also turned violent as some protesters allegedly beat a dissenter unconscious and others assaulted a journalist. Protesters were led and egged on by local personality and City Council candidate Heshy Tischler. In one video, Tischler referred to protesters as his “soldiers” and that they were at “war.” Despite the raucous and

For the first time in recent history, the New York City Council voted to expel one of its members. Members ejected City Council Member Andy King after an ethics committee report found he harassed staff, accepted a $2,000 kickback from an aide and ignored past punishments for other ethics violations. Council members convicted of a crime get automatically expelled, like former City Council Member Ruben Wills in 2017, but for at least the past 50 years, the body has never voted to remove one of its members. The move is part of a pattern of stricter enforcement and harsher punishments that the council has been doling out. Immediately after

Former state Senate Majority Leader Joseph Bruno died of cancer at 91. Bruno leaves behind a complicated history. Well liked in Albany and politically powerful, he led the state Senate for 14 years and earned a reputation as a champion for upstate New York who was unafraid to butt heads with Democrats. He left the position, and his seat, abruptly in 2008 amid an FBI investigation into his private and political dealings. Several months later, federal prosecutors indicted him on charges related to selfenrichment through his public office. Bruno was eventually acquitted of all charges after two separate trials.

Who is Heshy Tischler? Last week, violent protests broke out in Brooklyn’s Borough Park over newly imposed coronavirus safety guidelines, especially those restricting the size of religious gatherings. Hundreds of ultra-Orthodox Jews took to the streets, many without masks, to rally against new state-mandated restrictions being imposed on their neighborhoods pertaining to schools, nonessential businesses and religious gatherings due to a local uptick in coronavirus cases. Over the course of one evening, two people were attacked by the unruly mob, yet New York City Police Department officers did little to contain the chaos. One of the most prominent figures was protest organizer Harold “Heshy” Tischler, who called for the demonstration, hurled insults at New York City Mayor Bill de Blasio and first lady Chirlane McCray, and incited rioters to beat up journalist Jacob Kornbluh. However, this is not Tischler’s first time in the limelight as a leader of lawbreaking protests by Orthodox Jews. A few weeks ago, Tischler turned up maskless at a press conference at Gravesend Park in Brooklyn, where several health officials, including New York City Health + Hospitals President and CEO Mitchell Katz, raised concerns over a spike in coronavirus infections. Tischler heckled the officials, interrupting them during the

briefing, calling them “liars,” and insisted that COVID-19 was not a real threat. “Your numbers today are lies. Go ahead, continue to lie, you piece of garbage,” Tischler said. “You do not belong here. Why are you making a press conference here? Why isn’t it at City Hall?” He also told Katz, who is Jewish and grew up in the same part of Brooklyn, to “get the hell out of my community, you filthy animal.” In June, Tischler joined local elected officials to illegally open up playgrounds in various Brooklyn neighborhoods with large ultra-Orthodox communities that had been closed to reduce the spread of the coronavirus. “The only way you’re getting these chains back Mr. Mayor, is if you’re coming to get me,” Tischler said. Tischler’s day job is as an expediter, who obtains official permits for construction companies. He also has his own weekly show, “The Just Enough HESHY Show,” that is broadcast on YouTube and Facebook, which is how he has grown to prominence in the ultra-Orthodox community. In 2017, the activist ran on the School Choice line against Council Member Kalman Yeger, but he only garnered about 4% of the vote. He’s currently running for council again, this time in a different district that includes Midwood and Sheepshead Bay. – Amanda Luz Henning Santiago

OST OF THE STARS on City & State’s 40 Under 40 lists keep on rising. The first few lists, for example, featured several Assembly members – Hakeem Jeffries, Grace Meng and Michael Gianaris – who went on to positions of greater power and prominence. Yet there’s occasionally a bad apple in the bunch. Here are a few of the most undeserving individuals to land on one of our rising stars lists, at least when considering the scandals they subsequently became embroiled in.

EXCERPT FROM THE 2009 ALBANY LIST: “At the Air Force Academy we have a code: ‘I will not lie, steal or cheat,’” he said. “Albany has a very different model, and it’s been a real wake-up call.” WHAT HAPPENED: After City & State reported that the Hudson Valley state senator was under scrutiny for suspicious campaign expenditures, he opted against running for reelection in 2014.

AUDREY GELMAN EXCERPT FROM THE 2011 NEW YORK CITY LIST: Gelman brought what she learned on Clinton’s campaign to Stringer’s office. She had to be diplomatic and speedy. She learned to live without a lot of sleep.

WHAT HAPPENED: As a founder of the co-working space The Wing, Audrey Gelman resigned in June after complaints surfaced that the company’s Black and brown employees were treated poorly.

It helps me to stay focused on things that will only help them.” WHAT HAPPENED: In 2018, McInnis, who was the president of the New York City District Council of Carpenters at the time, stepped down following an internal investigation reportedly involving a sexual harassment allegation.

DIANA RICHARDSON EXCERPT FROM THE 2015 ALBANY LIST: While there’s still a lot of work to do, she says she enjoys taking time for herself and spending it with her 12-year-old son.

WHAT HAPPENED: The Assembly member was charged with beating her son with a broomstick in November 2016. Prosecutors later dropped the felony charge, and that left her facing six misdemeanor charges.

RICHARD THOMAS

EXCERPT FROM THE 2014 ALBANY LIST: “The best way to put it is: I was called to serve, and I felt obligated to answer that call,” Thomas said. “Mount Vernon at the time faced a lot of problems, and I felt that it was the right thing for me to do.”

WHAT HAPPENED: The then-Mount Vernon City Council member went on to be elected mayor of the city, but in 2019 he agreed to resign and pleaded guilty to misusing campaign funds.

A Q&A with New York City Council candidate

Child care is a huge issue, and we see that now more than ever during the pandemic.

How do you fit into the Jewish community? I tend to just say “Orthodox.” It just so happens that I married someone Hasidic, whom I’m not with now, which technically makes my children Hasidic, but I don’t use the term Hasidic. If people see a picture of me, they’re like, “Oh, I understand what is happening there – Orthodox.” So what do you think you would bring to the City Council? There are definitely more men in political leadership positions in the Jewish community, but there are plenty of women doing many, many

things to better the community. You might not see them. You might not hear about them, but they’re really supporting the community. I have faced different obstacles, but I won’t say that they were anything I couldn’t overcome. Because as a single mother, I bring my children everywhere with me. And what started off possibly as an obstacle actually became part of even my political identity. I focused really, really hard on making sure they see what it means to be compassionate, empathetic and caring.

My older son actually ended up in a viral photo from the memorial for George Floyd. What’s an issue that you think really exemplifies what you would bring to the council? Child care is a huge issue, and we see that now more than ever during the pandemic. There are people from all backgrounds that need child care and for their kids to be safe. They need it to be affordable. We also need an expansion of pre-K in the district. That would also enable people to get back to work. The

state should come in and provide some funding for that. Many of the elected officials representing Orthodox communities in Brooklyn have been men who leaned much more to the political right than their counterparts in other parts of the city. How do you fit in? I just see myself as a middle-of-the-road Democrat. But where are you on hot-button issues like defunding the NYPD or pledging to not take money from the real estate industry? I haven’t made any

Workers Need Protection and Relief as Pandemic Rages

ith the White House a bona fide Coronavirus hot spot, and case numbers rising in dozens of states, one thing is abundantly clear – we are still in the midst of the pandemic, and experts say we may well be entering into a second wave of the biggest public health crisis in a century. It’s been a long year and we’ve made progress; but with infection rates climbing in New York City, now is not the time to let down our guard. Working men and women remain on the front lines of this pandemic. It’s a battle they did not choose, but it’s a responsibility they have accepted; and we owe these frontline workers a great debt. Essential workers in health care and at our supermarkets and retail stores as well as others have been there for us throughout this crisis – often at great personal cost to themselves and their families. We need to continue supporting one another as we cope with the rising numbers and continuing pandemic. And that means continuing to follow the protocols and guidelines as established by health experts – even if President Trump and his short-

sighted allies continue to flout them as the virus steam rolls the White House. New York needs to lead by example, as it did in the early days of the pandemic. Right now, the legislature is considering the NY Heroes Act. The bill would codify enforceable COVID workplace health and safety standards, rather than just guidelines. Businesses would be directed to protect all workers in New York through protocols including testing, facemasks, PPE, social distancing, and disinfection, under possible penalty of strong fines. The most egregious violators may face injunctions from the Department of Labor, and enforcement mechanisms will be strengthened to protect workers and make sure all businesses are providing safe workplaces. Employers would also be required to allow workers to form workplace health and safety committees with the power to raise complaints and report violations. We enthusiastically support this legislation, and we look forward to the governor signing it. We also support the proposed

pledges on taking money. I don’t want to vilify one group of people or another. I really want to just go walk the line and help everyone. Council Member Chaim Deutsch currently represents the area. A photo of him is on your campaign website. How would you compare yourself to him? He has done a lot for the community that I have been supportive of: things like fighting for the pilot program that gave halal and kosher food to public school students. I was a part of advocating for that on the steps of City Hall.

New York Billionaires tax, a tax on the wealthiest New Yorkers which would raise up to $25 billion annually to cover a new unemployment insurance fund for workers impacted by COVID-19. But these proposed protections and legislations are only part of the story. The economic damage we are experiencing is deep and will linger for some time. Retail in New York has been hit particularly hard; and as a result, countless thousands of retail workers are unemployed or working severely reduced hours. Working people need continued economic support to get through these trying times. And that includes the thousands of hard-working undocumented workers who cannot access any government support because of their immigration status. We can and should change that. It’s clear our federal government has abandoned New York, and it’s up to us to do something about this. No one should be left behind because of the incompetence of the federal response and the refusal of the President and Republicans in Congress to negotiate an economic relief bill in good faith. New Yorkers have proven since the start of the pandemic that we can look out for each other and band together in the face of adversity. We can all get through this together.

An ex-Congress member’s daughter faces a state senator’s distant relative in a key contest.

S

TATE SEN. George Amedore Jr.’s retirement has turned a Republican district into a potential pickup opportunity for Democrats in November. Michelle Hinchey, the daughter of the late Rep. Maurice Hinchey, is aiming to flip the seat, while Republican candidate Richard Amedure, a recently retired state trooper, is vying to succeed his distant relative. Hinchey launched her campaign in September 2019, and Amedore announced his retirement a few months later. Since Amedore took office, a lot has changed, including the composition of the state Senate. Republicans narrowly controlled the chamber in 2014, but now Democrats have 40 of its 63 seats, while Republicans have just 20, with three current vacancies. Democrats are just two seats shy of a supermajority that could theoretically override a gubernatorial veto. Yet Hinchey told City & State that not enough has changed in the 46th District, which spans parts of Greene, Ulster, Schenectady, Montgomery and Albany counties. “Our area, upstate New York, the 46th District, still faces the same issues six years later with George Amedore in the seat. Rich is more of the same,” she said. Referring to the downstate-heavy Democratic conference, Hinchey added, “I think it’s so critically important that we have more upstate voices in that majority conference. If elected, I’ll be in the room. I’ll be at the table.” Hinchey, 32, has garnered support from the Democratic Party and endorsements from prominent politicians, including U.S. Sen. Kirsten Gillibrand and Rep. Antonio Delgado, whose Hudson Valley and Catskills district overlaps with part of the state Senate district. Hinchey’s campaign has raised more than $400,000 so far.

Hinchey grew up in Saugerties, a town on the Hudson River. After college, she pursued a career in communications in New York City. She said she felt compelled to run for office after her father, a former member of Congress, fell ill. “It was a crash course, for me, in just how broken our health care system is,” she said. “As a congressman, you’d think he’d have some

of the best health insurance, and we had to sell land to pay for his health care. If that’s what we’re going through, what is everybody else going through?” Amedure’s campaign and the New York State Senate Republican Campaign Committee did not respond to requests for comment. In a February interview with the Altamont Enterprise, Amedure argued that

keeping the seat in GOP hands would give upstate more influence. “One-party rule for one part of the state is unsustainable,” Amedure said. “I want to lead the effort to get upstate voices heard in government.” The former state trooper, who retired a few weeks before launching his cam-

Creating more upstate jobs has become a linchpin of her campaign. “I was forced, when I graduated college in 2009, to move because there were no jobs anywhere, especially in upstate New York,” she said. “I want to make sure that people, other kids, my friends’ kids can stay here and can grow up and live

and find meaningful work in the communities they grew up in.” Amedure and Hinchey are largely highlighting the same issues – jobs, infrastructure and the ongoing coronavirus pandemic – but have different perspectives on how to tackle them. Like Hinchey, Amedure has expressed concern about the lack of opportunities for young people who want to stay in the area. “I have two children, ages 26 and 24,” he told the Altamont Enterprise. “There are fewer opportunities for them to stay here.” Amedure has suggested that lowering property taxes could help keep people upstate. Hinchey emphasized the need for expanded broadband internet access, better infrastructure and green jobs. “We should be leading the way in green job development – white-collar jobs and blue-collar jobs. We could be doing so much of that here,” she told City & State. She added that she’s hopeful her ideas will draw voters to her regardless of party affiliation. “We all want the same things,” she said. “We all want access to a decent job, we all want to be able to put food on the table, and we want our kids to get a decent education regardless of where we live.” Amedure has far less cash on hand. He has raised just over $90,000 so far, about one-third of which came from individual donors, disclosure forms show. There are nearly 20,000 more registered Democrats in the district than Republicans, which could give Hinchey an edge. But Amedore beat his Democratic challenger in 2016 by more than 24 points, and Republicans generally have an advantage at both the state and federal level in the district. Voters there largely supported President Donald Trump in 2016 and opposed Gov. Andrew Cuomo in 2018. Indeed, some experts don’t give Hinchey better than even odds because voters in the area have leaned Republican in recent years. “There are a lot of incumbents that are seen as vulnerable, and there are some people looking to flip seats that are seen as pretty sure things,” a Democratic operative, who requested anonymity to speak candidly about the race, told City & State. “This race is probably a tier below that. There’s a couple races that I feel like are a sure thing to flip this year. This one is not one of them. It’s still a fairly uphill battle.”

“What we’ve seen over the last six months is the human services workforce is declared essential by the city and state. But at the same time, we’re seeing funding cut.”

Carlyn Cowen has advocated on many issues, including health care access and human services funding. But Cowen, who uses they/them pronouns, said that among their greatest joys is exposing people to advocacy – whether it’s an adult literacy student newly arrived in the United States or local youth. “To me, those are the moments of success,” they say. Cowen’s activist inclinations emerged early. Hearing stories about their mother’s early life in the Philippines under martial law sparked an awareness of social justice. They protested the Iraq War during high school, and in college mobilized against a law that let North Carolina’s local law enforcement work on behalf of U.S. Immigration and Customs Enforcement. They now lead policy and advocacy initiatives for the Chinese-American Planning Council, the country’s largest Asian American social services organization, which helps 60,000 New York City residents. Amid the coronavirus crisis, Cowen has pushed for economic relief efforts to help vulnerable New Yorkers and the human services sector. “What we’ve seen over the last six months is the human services workforce is declared essential by the city and state, and the need for our services has skyrocketed,” they say. “But at the same time, we’re seeing funding cut at every level.” Cowen also serves on the board of The Jewish Vote and organizes with Jews for Racial and Economic Justice. In recent months, they’ve been involved in mutual aid efforts in West Harlem to distribute food and establish community fridges.

After Mufazzal Hossain won his district leader seat in July, he told himself he would take a one-week break. For months he had been campaigning and working to make sure coronavirus relief aid was reaching Muslim and South Asian families in Queens, on top of working a full-time job. But he quickly found himself right back in it, working with the nonprofit ICNA Relief to distribute food at his local mosque and handing out personal protective equipment and hand sanitizer in his community. Hossain was born into a political family in Bangladesh, but he says his call to politics came with the election of President Donald Trump. After 9/11, Hossain’s family returned to Bangladesh from Queens, fearing a growing tide of Islamophobia in the United States. He came back to New York after being educated in civil engineering in Dhaka, Bangladesh, and he was determined to stand his ground now that the United States seemed to be moving in a xenophobic direction once again. “(If) I ever have kids, I don’t want them to be born into a situation ... where they have to flee,” he says. Hossain maintains his career as an estimator for a construction firm, but he says he enjoys using his analytical skills in politics. He is the vice president of diversity and outreach for the Queens County Young Democrats. “(Politics) gives me an opportunity to research about everything that’s changing at a rapid pace,” he says. “And that’s with the purpose of helping people out.”

Immigrants have faced many challenges since President Donald Trump took office – and the COVID-19 pandemic has only made things worse. Though immigration policy is largely set by the federal government, New York City Immigrant Affairs Commissioner Bitta Mostofi’s goal is to prioritize the needs of immigrants at the local level. “The pandemic, for us, underscored why so much of what we’ve been doing to push back against federal policies and to pivot the way we approach working with communities was important,” she says. Her priorities since March include litigation against the public charge rule, which penalizes residents seeking permanent residency status if they receive certain public benefits. And as the city addresses hunger and other needs arising from the pandemic, Mostofi works to ensure programs are open and accessible to all New Yorkers – regardless of immigration status. As the daughter of Iranian immigrants, Mostofi’s work is personal. Much of her career was spent focusing on immigration and human rights. She went to Iraq to protest the war before going on to study immigration law. Before joining the Mayor’s Office of Immigrant Affairs in 2018, she represented immigrant crime victims, asylees and families at the nonprofit Safe Horizon. Mostofi is proud to see that immigrant New Yorkers retain trust in local institutions despite their suspicion of the Trump administration. “Once you erode that trust, we lose the ability to do what we want to do,” she says. “We can’t reduce the health equity gap, we can’t address the social disparities.”

Corey Muirhead started working for the Logan Bus Company Inc. during summers off while studying at Marist College. After graduating in 2011, he was offered a full-time job and spent the next three years learning the various facets of the industry, from finance and procurement to maintenance and collective bargaining. “If you don’t understand what you’re

spending in maintenance, then you don’t understand your true cost,” Muirhead says. “What I really enjoyed about the early years was that I was constantly challenged.” The late nights and hard work paid off, as Muirhead learned the ins and outs of the family-owned company, which was founded in 1979 and is New York City’s largest school bus provider. He worked his way up to executive vice president, a role he has held since January 2019. As the city navigated the reopening of

public schools amid a global pandemic, Muirhead – who oversees more than 2,000 buses in the city and on Long Island that transport 30,000 to 40,000 children daily – coordinated with the Department of Education and recommended safety measures such as staggered seating and mandatory masks. “Something that I’m extremely proud of in my career is I’ve bridged the gap between the private companies and government relations,” says Muirhead, who

also is president of the New York School Bus Contractors Association. “You have to have these relationships. You have to be able to speak on behalf of your company – because who’s going to know it better than you?”

Principal and Founder Capitol Fou ndry Emil Skandul has written countless op-eds on economic development in New York City, but when he published his first opinion piece in the Daily News, he didn’t get permission from his boss, then-City Council Member James Sanders Jr. Skandul, a Queens native, had been working on economic development in the Rockaways with Sanders and helped to launch Coalition for Queens, a nonprofit advocating to make Queens a

tech hub. “I was just so driven to advocate for Queens that I was like, ‘To hell with it, I’m going to get this published and draw attention to this opportunity, and I’ll deal with the consequences afterward,’” Skandul recalls. “(Sanders) was really upset, but I think he realized in the end that I was fighting for the same things that he was fighting for.” Since then, Skandul hasn’t stopped advocating for Queens and the city. In 2012, Skandul started his own firm, Capitol Foundry, which builds applications and other digital products for startups and large companies.

But Skandul’s finger is still on the pulse of New York politics and the tech ecosystem. As an example, he correctly predicted in 2017 that Amazon would choose Long Island City as its second headquarters. Skandul continues to advocate for government’s embrace of technology, and for the tech sector as a driver of economic development. “I think the root cause of many of society’s issues – whether it’s housing, crime, poverty – those are economic problems,” he says. “And we can address those issues by providing economic opportunity for people.”

“Transportation is the key to economic mobility. If you have to walk an hour to get groceries, that’s going to make your life that much more difficult.”

While earning her master’s degree in international affairs, management and urban policy at The New School, Veronica Georgina Smith focused her studies on cities and social justice by delving deeply into the history behind New York City’s infrastructure and transportations systems. She learned that some of the city’s highways, built in the 1950s and ’60s to serve as connectors, ended up cutting off access for residents of some neighborhoods. “I was very interested to kind of understand how those systems came to be. Who are the power players?” Smith says. “I think, to me, transportation is the key to economic mobility. If you can’t take your kid to school, if you have to walk an hour to get groceries or to employment, that’s going to make your life that much more difficult.” Smith’s interest in the interaction between transportation and social justice led to a job at the Port Authority of New York & New Jersey, where she spent almost six years serving as government and community relations liaison on a few highprofile projects, including the George Washington Bridge Bus Station Redevelopment Project. In her current role handling external affairs at the research and advisory firm Ichor Strategies, where she started in March, Smith works to build relationships between her company’s clients – in industries ranging from transportation to telecommunications – and neighboring communities. “We want to make sure companies and businesses take into account what the community feels regarding their product, their market,” she says.

Senior Policy Analyst, Office of Government Affairs New York University Growing up in Bay Ridge, Brooklyn, Konstantine Tettonis says he took New York City “a little bit for granted.” But after enrolling at New York University and meeting students who had moved from across the world to live

in the city, he began to see his hometown through a new lens. “I started feeling like I had a stake in the future of the city,” Tettonis says. This realization, plus the example set by his civil servant parents, inspired Tettonis to pursue a career in government. After college, he took a fellowship that placed him in the legislative and urban affairs section of the New York City Fire Department.

“I was thrust into this vast bureaucracy,” he says. “I learned to become a problem-solver.” During his time at the FDNY, Tettonis noticed that many major policy decisions were made depending on the budget – an observation that led him to pursue a master’s degree in public administration at NYU at night. He completed his degree in May and just started night school again, this time in

pursuit of a law degree at New York Law School. Tettonis, who currently serves as a liaison between NYU representatives and city officials, says he is particularly proud of an annual trip to Albany in which high school students have an opportunity to meet with legislators. “I’m really impressed every year by the students and their passion for learning and their insight,” he says.

Senior Vice President, Government Affairs Real Estate Board of New York Since joining the Real Estate Board of New York in 2018, Reggie V. Thomas has increased member engagement, connecting the real estate community directly with their elected representatives. Over the course of the coronavirus pandemic, Thomas has advocated for rental assistance, and state and local aid from the federal government. “Oftentimes, I don’t feel like a real estate advocate,” he says. “I feel like an advocate for New York City.” Since graduating from Pace University in 2008, Thomas’ career in New York City politics has spanned both the private and public sectors. Right out of college, Thomas worked as a special assistant for then-Manhattan Borough President Scott Stringer for six months before joining the New York City Council as the legislative and budget director for then-City Council Member Leroy Comrie. At City Hall, Thomas connected with members of the Bloomberg administration through a major land use negotiation. Shortly after a vote on the project was held, he joined the mayor’s legislative affairs office, remaining in his role into the start of the de Blasio administration. Deciding to pivot to the private sector, Thomas then joined Manatt, Phelps & Phillips as a senior adviser in its government and regulatory practice, working with clients like New York University and the New York City Bar Association. Busy as he is, he still finds time for a hobby. “I love to barbecue,” Thomas says. “It’s sort of a running joke with elected officials and government folks because my Instagram feed is just me barbecuing or cooking every day.”

Keith Tubbs has garnered a dizzying array of work experience for someone his age. Since he completed his degree in electrical engineering, the 39-year-old has worked as a manager at a truck manufacturing facility and led an NAACP campaign to register thousands of people of color to vote in Missouri. He worked on two U.S. Senate campaigns in Missouri and led labor union 32BJ SEIU’s legislative work in New York and Pennsylvania. He was chief of staff for Assembly Member Latrice Walker, handled outreach for the New York City Civilian Complaint Review Board, and served as a senior adviser to Bronx Borough President Ruben Diaz Jr. before joining Capalino+Company as a lobbyist for companies like electric scooter company Lime. “To me, it always comes back to: How I can bring the resources that are available to me to folks who look like me, particularly Black and brown people,” he says. Tubbs says his recent work with Lime to legalize electric scooters in New York City was a victory that involved convincing lawmakers that the scooters would alleviate congestion and give more people access to micromobility. Tubbs says his perspective on the coronavirus pandemic, working with city and nonprofit leaders, has left him optimistic about the future of his adopted hometown. “Seeing how people are making things work in the best way possible, it’s something that you love about New York City,” he says. “It shows you the grit of New York City, that it’s always going to figure out a way to come back.”
