THE METROPOLITAN TRANSPORTATION AUTHORITY clearly has a tough time learning its lessons. The Wall Street Journal reported last week about a new subway map that the MTA is trying out at the Times Square, Grand Central and Fulton Street stations, among others. This new one is more in line with the maps used by other major transit systems. It runs train lines alongside each other, showing more clearly how they interact. Trouble is this “subway diagram” (it’s not even called a map) looks almost identical to the modernist version by artist Massimo Vignelli that was scrapped in 1979, seven years after it went up. New Yorkers hated it because it distorted the geography of the city (they shrunk Central Park!) confusing riders when they went above ground. It was replaced by the current map designed by Michael Hertz Associates, which still plays around with geography, but not to the degree that it earns a spot at MOMA. I remember Vignelli’s “System Map,” primarily because of its modern, futuristic look which ironically inspired the designs of today’s subway maps used by so many other cities. But I was a kid in the ’70s hooked on science fiction shows and visions of the future. New Yorkers also were fearful of the subway then because of high crime. Having a map that’s not user-friendly didn’t make things better. Sarah Meyer, the MTA’s chief customer officer, says she wants to gradually introduce the new map in a way that “doesn’t cause fear.” She also may want to consider preventing some rage too. New Yorkers are picky when it comes to subway art – I mean maps.

Marist College has released the first poll for the upcoming gubernatorial primary next year, and although it’s incredibly early with a field still in flux, Gov. Kathy Hochul seems
to be positioning herself well to win a full term. In a three-way matchup with state Attorney General Letitia James and New York City Public Advocate Jumaane Williams – neither of whom have officially declared yet – Hochul holds a double-digit lead. James trails her in second
with Williams in third, although a fairly significant percentage of voters polled were still undecided. Hochul still led in a fourway matchup that included former Gov. Andrew Cuomo, once again ahead of second-place James by double digits. The new governor also enjoys good

approval ratings, with 49% of New Yorkers approving of the job she’s doing after two months in office – although 20% are still unsure. So while Hochul positions herself for reelection, much can and will still change over the next several months as the honeymoon period comes to an end, challengers declare and more voters formulate opinions on a governor still relatively unknown. Notably absent from the poll, however, was New York City Mayor Bill de Blasio, who has also been exploring a run for governor. According to one of the pollsters, he was too much of a “fringe” candidate to include.
GIFTED AND TALENTED IS GOING – OR IS IT?
De Blasio announced that he would phase out Gifted and Talented programs in schools, the latest step from his administration to address racial and economic disparities in the New York City school system. As the program stands, children are tested in kindergarten to determine whether they would be part of the highly selective program, which has been criticized for exacerbating segregation. De Blasio said that the test will be eliminated permanently, and that the current Gifted and Talented students will be the last, instead replaced with the possibility of accelerated learning when kids are a little older in elementary

school. But the lame duck mayor will soon be replaced, almost certainly by Eric Adams, who said he doesn’t support eliminating Gifted and Talented entrance exams. He also said he believes that the city should expand Gifted and Talented programs to serve more students.
RIKERS INMATES MOVED
As part of the effort to address the staffing crisis at the Rikers Island jail complex, Hochul and de Blasio jointly announced that the city would transfer 200 women – including trans women – trans men

and nonbinary people incarcerated at Rikers to two prisons to the north to help reduce the population at the troubled complex in New York City. The hope is that those who may have not had access to services due to staffing shortages would receive them at the state prisons. While some lawmakers applauded the move, several public defender groups and criminal justice reform advocates criticized the decision as it would remove in particular trans women from the gender-affirming policies at Rikers without doing anything to actually address the staff issues there.
Protesters have called for people to be freed from Rikers Island jails after lawmakers have sounded the alarm about the horrendous conditions there.

Why is Hochul calling Cynthia Nixon? Gov. Kathy Hochul has worked hard in recent weeks to demonstrate how she is a different type of governor compared to Gov. Andrew Cuomo. One strategy has involved reaching out to longtime critics of his such as the actress Cynthia Nixon, a 2018 primary rival who has also been a high-profile activist on education policy. Hochul said their discussion centered on education funding and how Hochul agreed with Nixon that the state needed to maintain funding increases for public schools following a 15-year fight between activists and Cuomo. “I think people should know what we’re doing, and it’s part of my transparency, so I let her know,” Hochul said at a press conference last week when asked about the phone call by City & State. A phone call with Nixon – the former running mate of Hochul’s likely 2022 gubernatorial opponent New York City Public Advocate Jumaane Williams – is one of many meetings and phone calls that the governor has held in recent weeks on issues like nursing homes, school funding and ethics reforms. This includes a meeting last week with Assembly Member Ron Kim of Queens and Fox News meteorologist Janice Dean on COVID-19 in nursing homes as well as a previously unreported meeting earlier this month with good-government groups like the New York

A Q&A with state Independent Redistricting Commission Chair

Many headlines said that the commission had already failed when it released two sets of maps along partisan lines. How do you combat that narrative? I completely disagree with that narrative. I think that A: Just because we were unable to reach a single set of lines doesn’t mean we won’t be able to reach a single set of lines in the future. If you look at other commissions – the New Mexico commission, they put 11 sets of lines out. I think the Colorado commission put five sets of lines out, right? I mean, this is part and parcel of being independent, is
putting out multiple sets of lines so the public can weigh in. I’m not overly familiar with other states, but you had two sets of maps with one backed by Democrats and the other backed by Republicans. It seems very partisan. I don’t think New York is any more partisan than any other state. Redistricting is inherently a contentious issue. And I think in lieu of frantically negotiating a single set of maps without any public input whatsoever on the proposals, other states and we are putting out multiple sets of lines.
Do you foresee a situation where you deliver two sets of maps to the Legislature? I think that’s certainly possible, but I also think that we’re going to work hard to come to an agreement on it. How much confidence do you have that the Legislature will accept the maps you propose, or one of the sets of maps you propose? I view this process in silos. I think we have our job, and our job is to go out to the public and get public input and draw the maps that best represent

the people of New York. And then the Legislature has its job, and I think that’s a separate process, and that’s something that we’re not really considering as we go out and get public input. This is something unprecedented in New York state history, that everyday people are being asked to weigh in on this process. And so people all across the state, average New Yorkers, are able to weigh in. When they speak to us, they’re not just speaking to us, they’re speaking to the Legislature as well. Would you view it as something of a
failure if after all this work with this unprecedented commission that the Legislature doesn’t accept the lines you present? Not at all. I don’t think it would be a failure at all if the Legislature decides to go in another direction. I think that we have done, I would say, of having literally thousands of New Yorkers weigh in on these lines. Whether the Legislature changes our lines or accepts them, that record, that information is going to go to the Legislature when they draw the maps – if they draw the maps. – Rebecca C. Lewis

The compromise candidate just has to be the last one standing. By Annie McDonough
York City Council speaker. New and returning council members will only whisper about who they might support. The likely incoming mayor is expected to put his finger on the scales for a preferred candidate but has yet to confirm it. Voting blocs led by influential Democratic county party leaders or members of Congress are still forming. It’s mid-October, less than three months from when the speaker will be officially elected, and the campaign is still happening behind closed doors. No public forums have been scheduled yet. It’s a race that requires patience for someone like Council Member Keith Powers, who is one of a few people who have been campaigning for speaker for years. Powers and fellow speaker contenders Carlina Rivera and Justin Brannan have been lauded for hitting the pavement during the primary this year, endorsing and helping to elect new council members whose support they hope to secure in the speaker race. Since the primary, Powers has continued to forge relationships with Democratic nominees and returning members. He’s also working those closed-door rooms filled with the power brokers who have historically had influence in choosing the speaker. “I’ve met with and talked to almost every single incoming member. I’ve of course met with (Eric Adams). I’ve talked to labor. I’m at every big

event,” Powers, who represents Midtown and the Upper East Side, told City & State recently. “Especially this year, you have to really build a coalition.” In a year with several dozen new members – some of them on the far left and not aligned with the Democratic establishment – it’s unclear what those coalitions will look like. Several incoming council members have told City & State that they feel good about Powers, including some who said he was their top – if not final – choice. “We don’t know where this might go because it’s early in the game,” said one likely incoming council member who praised Powers and said they support him, but who asked not to be named because they haven’t made a final decision. “I don’t want to box myself (in), but I do know that Keith is one of the people on my list.” While Powers is regarded as a strong contender

in the race, acceptable to progressives and a competitor for Adams’ support, it may not be enough to be on everyone’s list of maybes. “Just because you’re on someone’s list doesn’t mean you’re at the top of their list,” said one Democratic consultant who asked not to be named because they don’t want to get involved with the speaker race. “If you’re Keith, you want to be the last person standing and wait for other people to be eliminated.” Powers has at least one undeniable strength going into the race: He is well liked. His record is generally free of major problems. “He is not a controversial person in the City Council. I think he’s a bridge builder,” said Council Member Ben Kallos, a Democrat who is termlimited and represents the Upper East Side. And while “noncontroversial” can often describe policy lightweights and lawmakers who don’t stick their necks out
on any particular issue, that’s generally not Powers’ reputation. A former lobbyist with Constantinople & Vallone Consulting, the Manhattan lawmaker ran on a 22-point government reform agenda in 2017, and he now chairs the council’s Committee on Criminal Justice where he cites closing Rikers Island and dealing with the current crisis at the jails complex as priorities. (Replacing Rikers with borough-based jails, which Powers supported, is unpopular with some progressive Democrats, however.) Powers has said the council should continue to evaluate the New York City Police Department’s budget and voted in favor of the 2021 fiscal year budget – though that budget was criticized by the left for not reducing the police funding enough. Powers’ lane to victory is likely as a compromise or consensus candidate. While some insiders suggested Brannan

might be too moderate for the incoming class of farther left council members and Rivera too progressive for an Adams administration, Powers may be able to please a broader coalition. But newer entrants into the speaker race, including Council Members Diana Ayala, Adrienne Adams and Francisco Moya, are competing for support too. Their districts include the outer boroughs, and each has a strong case to make to win the backing of Bronx and/or Queens county leaders – seats of power that were decisive in electing Corey Johnson as speaker in 2017. As voting blocs and potential county alliances form, Powers will have to convince leaders – including Reps. Adriano Espaillat, Grace Meng and Hakeem Jeffries, and state Sen. Jamaal Bailey – that he is not just an acceptable candidate but the best one. Either that, or he’ll have to be the “last person standing,”

as the Democratic consultant said. There’s also pressure to elect a woman – in particular, a woman of color – to the council’s top role. The idea of another white male speaker from Manhattan in particular elicits some groans from people who want the council’s leadership to represent the actual diversity of the body. It’s not the only factor council members and other power brokers are considering. But if the speaker race is a war, this is a battle Powers and Brannan have already lost. “I think it’s not an easy road for Keith,” said Camille Rivera, partner at the progressive consulting firm New Deal Strategies. “I think with the way the dynamics of citywide elections come up, it’s going to be really hard to make an argument for another Manhattan person who is a white male to be able to make that lift. It’s not impossible, but it’s not going to be easy.”

Flush with cash, short on oversight
I
N A LONG-AWAITED victory for parents and education advocates, the state Legislature in April secured a major budget accomplishment: providing full funding for Foundation Aid, the state funding formula that distributes more resources to highneed schools. Lawmakers appropriated $1.4 billion more toward Foundation Aid in the state’s fiscal year 2021-2022 budget, with a commitment to fully funding Foundation Aid over the next three years. After that, the funding would become permanent. It was the result of a decade of activism pushing the state to fulfill its obligation to schools under the 2006 state court decision in Campaign for Fiscal Equity v. State of New York. This month, Gov. Kathy Hochul reiterated her commitment to fully funding Foundation Aid going forward. This year’s public school funds also include a nearly $9 billion boost of federal funding for schools under the American Rescue Plan Elementary and Secondary School Emergency Relief. The influx of cash is distributed through the state Department of Education. The department approves school districts’ spending plans and routes the government funds to each district, where the money is distributed to individual schools. The New York City school district, encompassing 1,876 schools, is set to receive nearly $12 billion from the state plus another $7 billion in federal rescue plan funding over the next three years. But six months after the budget was approved, some education justice advocates and local officials say that New York City’s Department of Education, as well as some other school districts, have not complied with the state mandate of including input from parents, teachers and community members in their spending plans. Some have raised concerns over the lack of specifics and transparency in the plans, which they argue could jeopardize the historic infusion of state and federal funding to New York’s public school system. “What we don’t want to happen is that we spend all this money on education and then the critics come back and say, ‘See, students aren’t doing better and money doesn’t matter because money was wasted, or there was fraud or abuse,’” said Jas-

A requirement set by the Legislature for school districts receiving an increase in Foundation Aid funding of more than 10% or $10 million is that school districts’ spending plans must include input from parents, educators and other stakeholders. The plans had to be publicly adopted no later than July 1, 2021 (a similar mandate clause also applies for school districts receiving federal rescue plan funds).

One example she pointed to was the list item in the city DOE’s spending plan which stated the department will use $378 million from their total funding on 3-K for All. State Sen. Robert Jackson has been fighting for more school funding for decades. Now, he wants accountability for spending.
Some school districts have engaged stakeholders through surveys, district meetings and social media. But others have not made a significant effort to involve stakeholders in the spending plan process. In September, Cindy Gallagher, a representative of the School Administrators Association of New York State, testified to lawmakers that dozens of school districts’ plans were not accessible on their websites. On Oct. 5, in a joint hearing by the state Senate’s committees
on education, New York City education, and budget, more than a dozen community organizations, local representatives and education advocacy groups expressed dissatisfaction with the New York City DOE’s communication over its spending priorities. The city DOE did not respond to a request for comment. The department held town halls in each borough to discuss the city’s plans for its increased funding in May and June. But, according to the Education Council Consortium co-chair NeQuan McLean, the forums were often hijacked by discussions around school reopenings instead. He also noted the Education Council Consortium, a coalition of parent volunteers who advocate for students of New York City schools, had not been given the chance to review the city DOE’s funding application that was submitted to the state Education Department. “There was no meaningful deep dive into how this money is going to be spent,” McLean, who also serves as president of Community Education Council of District 16 in Brooklyn’s Bed-Stuy neighborhood, told City & State after the October state Senate hearing. “A lot of time there’s always mandates around engagement. But it’s the difference between meaningful engagement and just engagement to engage and say, ‘We did it.’” In New York City, schools have largely been given discretion in how they use the extra funding with little oversight from the city DOE. A handful of parents – all who are active members of advocacy groups and parent-led initiatives – told City & State they have not been informed by their childrens’ schools about the increased funding. Instead, schools have focused discussions with parents on bringing kids back to physical class-

rooms during the pandemic. City schools have returned to full in-person learning since Sept. 13 with a remote option only available for “medically fragile” students. “One parent said they’re still asking parents to bring in paper towels and sanitizer. Why?” said state Sen. Robert Jackson, who led the Campaign for Fiscal Equity lawsuit before he was elected to public office, and was present during the state Senate hearings. “The state of New York has all this money. It shouldn’t be asking average parents struggling to survive to bring them stuff into the classroom.” According to Natasha Capers, director of the Coalition for Educational Justice, schools need guidance in how to manage the sudden influx of funding. “Some of the schools don’t know how to handle this additional money because they’ve never had the additional money. They’ve been told their whole existence to do more with less,” said Capers, whose two children attend public schools in Manhattan and Queens. “So how do we make sure that they’re making good partnerships? And when they still do need more resources, that they have access to it and (are) not just told, ‘Well, we gave you more money.’” Following the state Senate hearings, state lawmakers said they may revisit and strengthen the budget language related to the Foundation Aid’s stakeholder engagement requirement for the next fiscal year. “We can’t give districts all this money and not have accountability mechanisms to make sure that money gets to the students with the greatest needs, and that it’s invested in things that are not wasteful,” Gripper said. Jackson said his office will also be looking at separate legislation to enforce specific school measures, including a bill that would mandate school districts reduce class sizes – a move that advocates see as especially important during the pandemic. He said stakeholders must work together so school districts’ spending of government funding is transparent and that “parents and advocates and unions and administrators have a say to ensure that it’s being spent properly.”

L
T. GOV. BRIAN BENJAMIN calls himself an advocate on the inside of the governor’s administration. He’s an advocate for communities of color, as a Black man from Harlem who’s now at the highest levels of political power. He’s an advocate for legislators, as someone who was recently pulled from the ranks of the state Senate. And he’s an advocate for all the people he has met on his travels across the Empire State. The fact that Benjamin is even in this position is remarkable. He became an elected official just four years ago when he was effectively appointed to the state Senate. And earlier this year Benjamin sputtered in his first competitive election, the Democratic primary race for New York City comptroller, finishing in fourth place. Despite a promising candidacy, journalists raised a series of questions about Benjamin’s potential conflicts of interest as an investor, the source of some of his campaign donations and how he spent campaign cash in a previous run. So earlier this month, Benjamin took a break from advocating for others to advocate for himself, answering questions from City & State over Buffalo wings at Side Door on 57th Street in midtown Manhattan. It had been less than a month since the 44-year-old had been sworn in as lieutenant governor, and Benjamin was full of energy. His predecessor – and now boss – Gov. Kathy Hochul had made that her signature, showing no signs of fatigue despite a punishing travel schedule. Benjamin seemed determined to match it. If the lieutenant governor senses your mind is wandering, he might snap to get your attention. He’ll touch you lightly on the arm to make sure you’re paying attention to a key point. Benjamin seems refreshed in his new role. He said that joining the board of directors of a real estate investment company when he was working as a state senator gave the wrong impression. And that he shouldn’t have used campaign cash for what turned out to be a wedding celebration. He said he’s done with any

jobs outside of government, and that he’s got a new compliance team looking at past campaigns and vetting any future fundraising. He’ll need it. Just a month into the job, some of his attention is already focused on reelection. The June 2022 Democratic primary is on the horizon, and Benjamin expects to face a challenge, just as formidable opponents are lining up against Hochul. What’s Benjamin’s pitch? He’s a “pragmatic Democrat” and “a solutions person,” the lieutenant governor said. “Some people see getting money for a problem as a win. I see the money being spent in a way that solves the problem as a win. … I’m not celebrating spending more money on homelessness. I’m celebrating having less homelessness.” So the conversation, which has been edited for length and clarity, started out on the topic of elections.
Let’s talk about that. At the beginning, back in 2020, early 2021, when people asked me who was going to win, I was saying you were. Do you think it was a missed opportunity? Was it New York City Council Speaker Corey Johnson entrance in the race that did you in? With Sen. (Kevin) Parker and I both running, it created a real issue where a number of people who like us both felt conflicted and didn’t want to
support. So you had a situation where I was raising money, putting it together. If Sen. Parker was not in the race, a lot of endorsements, a lot of stuff would have come together much quicker, which might have changed Corey’s calculus as to whether or not there was an opening. So you have a situation where you have Brad (Lander), who’s appealing to the very hard left, and a whole bunch of other people. Corey, me – Michelle (Caruso-Cabrera) was the only female (who was considered a serious contender) in the race, Latina. So it was a lot of different dynamics. But you know, I do maintain that if Corey hadn’t jumped in the race, there would have been labor support, a number of other pieces of support, that would have come together to possibly have a different outcome. But God had a different plan for my life. It all happened the way it was supposed to happen for me to get here. But on a more important level, I’m not bitter. People wanted me to go negative in that race because they thought that was my only pathway to victory. I refused to do that. I just wanted to make the case for myself. Quite frankly, I think I did, you know, pretty well under the circumstances. I could have maybe done some different things. But it was meant to be the way it happened. You say go negative – we saw quite a bit of what

looked like opposition research that came out against you. Oh yeah, big time. Because that was the way to beat me, right? A lot of times if you have candidates of color who can raise the money, who have the qualifications, who can articulate themselves well on the issues, the demographics really favor that. So the only way to stop that, in my view, is to tear them down. So that happened. And quite frankly, I actually feel like I’m the beneficiary of opposition research because it caused me to take a closer look at a number of things. You know, when I first became a senator, I just started doing things raising money. I didn’t have the best lawyers on my team, the best compliance people making sure everything was
set up right and accounted for right. We didn’t have the right structure in place, the way I’m setting up now. So now if you look at me now setting up my LG account, it’s like Fort Knox. Before I do anything else, I have the best lawyers on the case, got a compliance team on the case, we have a whole vetting system. Granted, I was a very smart person, but I was very naive as to the rules and the process. What I ended up doing was following what everyone else was doing, which is not the best strategy. So there were mistakes made. And what I have done since then, I have asked the lawyers who are helping me with setting up my LG account. I’ve asked them to do a thorough forensic accounting of every single contribution, every single expenditure. I’ve asked them to go through every

What’s your philosophy on elections? Do you think primaries are always good to keep people on their toes? Or should somebody doing a good job not “deserve” a primary? I don’t believe in the deserve or not deserve philosophy. I believe that if people want to run, they should run. Even if it’s running against someone who’s amazing. It’ll remind people why that person was amazing. I’m very much into democracy. I would have loved to have a primary, to be frank, because I think it would have sent the message that voters directly believe in what I was doing. I was always prepared for one. I enjoyed (interacting with voters) in the comptroller race. Obviously I was unsuccessful, but I enjoyed it. I was doing 15 events a day, multiple churches a weekend and making my case. And, you know, the comptroller’s was difficult for a range of reasons.

layer into it, “Welcome back, first time you’re back, everyone can see you, so that people can feel like they’re a part of your life.” So those decisions got made and the problem was we didn’t have a lawyer there to say, “If you do that you are now creating a problem with how this is being paid for.” And then they would’ve said, “Listen if y’all want to go in that direction, understand that you’ve got to pay for this personally.” At which point I would have said absolutely not. And at that point, it would have what we originally planned it to be. These are mistakes I made. I own it. It is what it is. I’m not going to sit here and go blame staffers from four years ago for this and that. It was one of those mistakes that you just wish never happened. But now you’re running for comptroller. By the way – no one was hiding anything. Everything was on social media. It wasn’t like I was trying to not show it. It was just that we didn’t do it right.
single thing and whatever they believe we need to clean up, let’s clean up. I didn’t do anything with any malicious intention. There was just some sloppy things that happened and some bad decisions. But it was because I didn’t have the right structure in place. How do you explain your campaign spending on what appeared to be your wedding in 2018? Sure. Effectively what it was supposed to be was a community outreach event where I was bringing together all my local supporters to have them come out and get mobilized because we had the November elections coming up. I had buses going all over the state helping to get a majority (of Democrats in the state Senate). So what we did wrong was we started off
like that, and then my team started to mutate it. Because I was getting married everyone said, “Oh, let’s overlay that.” And then it just mutated. And unfortunately, this is where having a Greenberg Traurig on the case would have said, “Go back to the original intention because otherwise this is a problem.” We didn’t have that. But we had a great event and people got on buses, knocked on doors and all that. But all that you’re left with is what looked like a wedding reception. So this event wasn’t your wedding reception? No! I got married in Virginia and I had my wedding reception in Virginia. It’s all on my social media. I went on my honeymoon and my team was like oh, let’s turn the community outreach event, just
This interview is for our Power of Diversity: Black 100 issue. You’re one of the highest ranking Black politicians in the state – Effectively, I’m the highest. Which is wild, right? Just statutorily. Obviously, we know power – Tell that to Letitia James! (Playfully.) No comment. Obviously, I’m not talking about electoral power here. I’m just talking statutorily. But yes, in terms of actual power, that’s a different story. But the question is what’s power? You know, right after I meet with you, Gov. Hochul and I are sitting down for our weekly meeting to go over key issues. I’m very active with her, very active with her secretary, her chief of staff. We’re fully integrated. And on any topic, my voice is relevant. My impression is that Hochul did not have a

weekly meeting with former Gov. Andrew Cuomo. No, she did not. (Laughs.) So this is new. Do you consider yourself as being a part of the administration, or do you consider yourself as having your own office? Part of the administration. Without question. Now listen, I’m lieutenant governor. I have certain – whatever. But to me, I work closely with her secretary, the chief of staff, key officials. She’s given me part of her portfolio. Like focusing on public housing in the city of New York is something that she has given to me (and) focusing on vaccine equity. By the way, my whole platform is equity. I’m putting together a meeting of all the elected officials of Latin descent next Friday (Oct. 15) to talk about appointments in the administration. That’s commissioners, that’s boards, that’s authorities, that’s commissions – with the governor’s support to do it. And I’m going to be working with them to be an advocate because we do have an issue with brown leadership across the state. I’m going to play a leading role in making sure that we’re trying to get as many people of color of Latin descent. I’m sure you saw the reports that Cuomo was planning to run with a new lieutenant governor for the 2022 campaign. Were you in the mix? Did Cuomo ever call you? No. I got a call from someone tangentially saying that I was in the conversation, but no one ever called me. But the only way I would have been interested in a spot like that is if the present lieutenant governor was willingly leaving. I would not have been part of some hostile takeover. And by the way, part of why Kathy picked me is that when I came into the Senate, and

she was a lieutenant governor who didn’t have a lot of friends within the administration, we did a lot of events together. She came with me to see some of our small businesses, restaurants, to see how they were doing. We worked on a Harlem local vendor program to have vendors who sold hot sauce and a number of different goods and supplies in Whole Foods. Whenever she came to Harlem, or anywhere near the district, she knew that I would be there. So when the time came for the process, she was just coming and we’re doing what we normally did and said you know what, let’s have coffee afterwards. An existing relationship for four years. My first public event, which was me walking Eighth Avenue, she called me to congratulate me on winning. I said thank you. She said, “Well, what are you up to?” I said, “Well, my first thing I’m going to do is I’m going to go walk and see our small businesses.” So she said, “You know what, I’m going to change my calendar and come walk with you.” I could find you a picture that we got from four years ago of me and her walking together. And we were ecstatic. I mean, I just got here, the lieutenant governor’s coming to walk the streets. And then I had like 40 restaurants on Eighth Avenue and in the surrounding blocks who came. And they’re like, oh my God, Brian, you just got here, and you’re already bringing the state. You’ve got this great gig guaranteed for another 15 months, but – I’m one of those people who doesn’t need a lot of structure to work. Gov. Hochul is running and chewing gum. We are putting the ship together while driving the ship. Most people have transitions. Eric Adams is going to have a two-month transition!

You’re still finding people and staffing up. That’s a part of my legacy too. One of the reasons why I’m so interested in these appointments and diversity and equity – I’m labeling myself the equity czar of the administration – is because those appointments last well beyond my time here. You put someone on a board and they do a good job, that leads to the next commission, which leads to the next thing, and now all of a sudden we’ve got people of color, Black, brown, Asian, Pacific Islander, etc., who are now part of the process that we have been historically shut out of. To me that’s the best utilization of a lieutenant governor like myself – everyone at the table. Everyone’s been talking about who’s running for governor. I haven’t heard much talk about LG yet. Is anybody running against you? Not to my knowledge. But let me say this. I am supporting Jumaane (Williams) for public advocate. His race is in November. I think that’s where he should stay. I think he’s a good public advocate. I believe that Tish (James) has got a lot of work to do in terms of getting Trump. So there’s a lot of things on the attorney general’s plate. I personally am supporting everyone for where they are now. Tish for attorney general, Kathy Hochul for governor. I believe that we should have some continuity as a Democratic Party after what just occurred. Look, it’s a democracy. People do what they want. But I would personally prefer for Gov. Hochul and I to spend as much time as possible on governing. There’s a lot at stake. Look, whatever it is, it is. But I think there’s a lot of important work for us to do together, and people are doing a good job where they are. Now lieutenant governor is a thankless job. It seemed like

Hochul had to take a flight out of Buffalo every day. You at least have the benefit of living in the heart of the city. But is it a lot of mornings waking up at 5 a.m. and getting on a plane somewhere? Doing a lot of driving. I hit multiple stops. Greene County, Ulster County, just getting around. Seneca Falls. I flew to Buffalo because that’s too far. But what I think is more important than how many places we’re visiting is how many problems we’re solving across the state. So I don’t look at success as I’ve been to 62 counties. I look at success as we’ve affected 62 counties in ways that are meaningful to them. So one thing I have already seen off the bat that’s a huge problem is broadband
upstate. My phone drops driving around the state. So if you are in a county, sure, it might make you happy that the lieutenant governor stopped by. But what will make you more happy is the lieutenant governor solved the problem that you’re dealing with on a day-to-day basis. Because the only reason why it matters I go to your county is because you would hope that I went to your county, saw your problems myself, and am able to advocate on your behalf. Not just that I came and saw your county and had some ice cream. We’re being very thoughtful as I’m moving across the state that I’m really digging into what are the issues? What are the problems? What are the things we’re trying to solve? And then when

I have my weekly meetings with Kathy Hochul or we’re talking to the secretary, we are advocating to help make sure we’re making things happen. Is it a grind? We just had Eric Adams claim that he only sleeps from 2 a.m. to 5 a.m. I hope you get more than that. Way more than that. For me? Never. I can’t function with that. I need six to seven (hours) at least. And I’m very targeted in what I’m focused on. I focus on the movement of things. And then I have great staff and then we leverage the governor’s staff on the execution and the flow. I’m on the phone calling legislators to invite them to this meeting. And then my team is following up with their team. It’s a very high touch job, and I’m really playing a high-level advocate. And I never want anyone to say that their voice is not heard in this administration. So I am physically making sure that happens, right? Any legislator, any major activist, they know. I’ll tell you the perfect example. We signed Less is More on the 30th floor. I was part of making sure we invited the key people who helped get us there. One of the activists said to me, crying, this is the first time I’ve actually been inside this building. But I’ve spent many times protesting over the last year outside this building. And that’s what I want this to be. This administration has to be an administration where everybody feels like it’s theirs. Everybody has a voice. We will disagree, right? And sometimes we will agree. But I am the people’s lieutenant governor. At the end of the day they’re going to vote and say keep him or send him home. So I’m filling out a term but this is the people’s seat. You took outside income as a state senator. Are you doing anything else now? Are you still on

the board of trustees for Brown University? No, absolutely not. (As for Brown), I am now a trustee emeritus, so I’m off the board. And they asked me if I would join a council, and I talked to our counsel and agreed to not even do anything, just so there’s absolutely no (questions). It was a fundraising thing, and obviously it’s a nonprofit, but you don’t want any – so I’m doing absolutely nothing outside of the role of lieutenant governor. When you were a senator taking outside income, joining the board of directors of a special purpose acquisition company (SPAC), was it about making extra money? Was it about keeping a foot in the finance world? So the way in which the SPAC happened was it was outreach that came to me that said, you have a background in finance, you know how to analyze companies. When I was at Morgan Stanley, I used to do mergers and acquisitions, so I was very good at accretion/ dilution analysis, all these things that if you’re into banking, you understand. What the decision for me came down to was it was a short-term proposition. The way SPACs work is, they get opened, and once the targets are acquired, then it’s closed. It was, OK, I could do this for a couple of months, get some income. I have a growing family and all of that. And sharpen those tools that I thought would be helpful as the next comptroller. Obviously, things got – now here’s the thing, when we were evaluating the targets, I was looking at these entities from a financial balance sheet standpoint. And because they were authorized where they were, it didn’t occur – that was my task. My task was to focus on that. You weren’t thinking from a PR perspective?
I wasn’t thinking from a PR perspective. So once I had some activists from my district on the Upper West Side call me to a meeting and say listen, we love you, you’re a great senator. But we have real concerns about some of the loans that LoanMe has made, blah, blah, blah. Walked me through it. I researched it myself. And I stepped off the board. And that’s what happened because I didn’t want that perception. But quite frankly, my role was not looking at that. My role was looking into companies from a financial perspective. And once it was brought to my attention, that’s when I stepped aside. I stepped off the board prematurely, before the SPAC actually ran its natural course. You mentioned before the importance of having a Black man in power. Is it better than ever to be a Black New Yorker in politics? There are Blacks who are ascended to positions, but that still needs to actually make its way down to regular people. So one of the things I’m going to be doing later on today, I’m going to be talking to (Empire State Development) about the minority- and women-owned business MWBE program because there are a lot of concerns about certification and recertification, who’s been certified. There’s a lot of X’s and O’s that have to get filled out. But we are in power and in positions to do those things. But the executive branches, the mayor and the governor, are really where the rubber is going to hit the road in terms of driving the results that reflect the political leadership that Blacks have ascended to. And so I see that as my job. That’s why I’m focusing on NYCHA because the severe amount of people who are Black and brown and live in NYCHA and the nature of

those buildings, that is a big equity issue. Compare that housing to the Upper East Side right off of 60th, 61st. Doing that is what matters, getting the money, getting the people in the seats. That’s a great thing, optically. Driving the results is where we have the focus now. And that’s what I’m completely committed to doing. You being in Harlem – the DSA and progressives hadn’t been challenging incumbents, didn’t have a lot of influence. Then out of nowhere now we see Kristin Richardson Jordan beat an established incumbent. What do you think about the strengthening left flank in New York politics? The people are picking who they want regardless of all these titles. There are people who voted for Dianne Morales and Ray McGuire. There are people who voted for Eric Adams and Tiffany Cabán. We make more of a statement around someone’s ideological background and somehow projecting that as the reason why they won. I think people are just voting for who they want to vote for. People voted for AOC because they liked her. They didn’t vote for her – maybe a few people, and maybe online it’s a whole big thing. But I believe that’s what’s happening. And rankedchoice voting showed us, you cannot bucket people. They voted for who they like and who they feel. That’s what’s at stake. I need to be a candidate who people like, period. And they’ll vote for me. And then what will happen is people will try to rationalize what it is by putting me in some bucket and saying, “Oh, Eric Adams won. Moderates are winning.” There are people who are quoteunquote hard left voting for Eric Adams because they’re scared when they walk down the street. They’re still hard left. They’re still super progressive, but they want to be safe.

LACK NEW YORKERS started serving in elected office at least a century ago. The first Black member of the state Legislature, Edward A. Johnson, was a former slave who became a successful attorney before his election to the Assembly in 1917. In 1944, the legendary Adam Clayton Powell Jr. took office as New York’s first Black member of Congress. The following decade, Bessie Allison Buchanan became the first Black woman in the state Legislature. In 1989, New York City elected its first Black mayor, David Dinkins. Today, a new generation of Black leaders is breaking through. Brooklyn Borough President Eric Adams is poised to be the city’s second Black mayor. Alvin Bragg is on track to become the first Black district attorney in Manhattan. Damian Williams is now the first Black U.S. attorney for the Southern District of New York. At least two Black politicians – state Attorney General Letitia James
and New York City Public Advocate Jumaane Williams – are eyeing gubernatorial bids next year. What’s more, Black representation in the state’s congressional delegation – headlined by Rep. Hakeem Jeffries, a potential successor to House Speaker Nancy Pelosi – is growing. The state Senate majority leader and Assembly speaker are both Black, as are the Bronx district attorney, the Queens borough president and the likely next Bronx borough president. And in the New York City Council, Black candidates are set to fill 17 seats, up from 14 currently, in the 51-member body next year. But her most high-profile investigation this year was directed toward former Gov. Andrew Cuomo, who faced a number of sexual harassment and abuse allegations. The first Black woman to win statewide office released the crucial report that doomed Cuomo and led to his eventual resignation. Her next step? Issuing a subpoena in an investigation into Cuomo’s
book – while also mulling over a potential gubernatorial run.

She has focused on violence reduction and community engagement, including taking on the role as one of the co-chairs of Prosecutors Against Gun Violence, which was previously held by the founding co-chair, Manhattan District Attorney Cyrus Vance Jr. Clark also dismissed more than 6,000 minor marijuana cases this summer.

Joining him will be fellow term-limited Council Members Deborah Rose of Staten Island, the chair of the Committee on Youth Services, and Queens’ I. Council Member Alicka Ampry-Samuel had harbored ambitions of being the next council speaker, but she lost her reelection bid and is now slated to become the New York-New Jersey administrator for the U.S. Department of Housing and Urban Development. Council Member Farah Louis is set to serve a full term a year and a half after winning a special election in Brooklyn. Council Member Kevin Riley of the Bronx won a special election in December, and Selvena Brooks-Powers of Queens won a special election in February – and they both turned around and recently won primaries to keep their seats in the summer.
29 DAMIAN WILLIAMS U.S. ATTORNEY FOR THE SOUTHERN DISTRICT OF NEW YORK Following the U.S. Senate Judiciary Committee’s recent approval of his nomination, Damian Williams is the first Black individual to serve as U.S. attorney for the Southern District of New York. Previously, he was an assistant attorney from Brooklyn who once worked as a law clerk for U.S. Attorney General Merrick Garland. Now, Williams has joined U.S. Assistant Attorney General Kristen Clarke, U.S.
Bill Thompson has led CUNY, New York City’s massive urban public university system, through the COVID-19 pandemic. From campus shutdowns, remote learning and cautious reopenings to lawsuits from the Professional Staff Congress labor union opposing CUNY budget cuts and layoffs, the former New York City Democratic mayoral candidate’s plate remains full. Thompson is also a partner and chief administrative officer at the investment firm Siebert Williams Shank & Co.

34 DAVID JONES PRESIDENT AND CEO Community Service Society of New York David Jones is driven by helping low-income New Yorkers with pocketbook issues, like access to public transportation and debt relief. Jones was involved in the push for half-priced transit fares for those below the poverty line. He lobbied the Metropolitan Transportation Authority, where he serves on the board, to implement a gas tax to forestall more fare hikes in a city that suffered major job losses during the coronavirus pandemic. Of course, the expanding conference is not monolithic in its views. State Sen. Jabari Brisport, who won his seat last year, is one of a growing number of democratic socialists in the conference, pushing successfully for higher taxes on the wealthy and pressing for further progressive changes, such as single-payer health care.

Bragg has served as chief deputy attorney general for New York state and as a former assistant to then-U.S. attorney for the Southern

Andrew Cuomo in 2017 to serve as an associate judge of the state Court of Appeals, New York’s highest court and often the one of last resort, where he’s now the only Black judge. Wilson started his career at the white-shoe law firm Cravath, Swaine & Moore LLP in New York City in 1986. He was recently part of a project with his former firm that involved donating $6 million to support civil rights causes.

Buffalo Mayor Byron Brown has been a staple in Western New York politics for years. But after a decade and a half of Brown running City Hall, Buffalo Democrats felt it was time to give India Walton a turn. Walton, a nurse, activist and self-proclaimed democratic socialist, notched a major upset win by beating Brown in the Democratic mayoral primary this summer. However, the battle between old-school Democrats and the emerging new left had only just begun. Brown lost a court battle for an independent ballot line to serve a fifth term but is mounting an active write-in campaign that could keep him from losing to Walton again in November.
Shortly after she succeeded Gov. Andrew Cuomo, Gov. Kathy Hochul moved to jumpstart the implementation of a new state law legalizing recreational marijuana while also demonstrating an ability to cooperate with the state Legislature. She did so by naming former Assembly Member Tremaine Wright to chair New York’s new Cannabis Control Board and installing Chris Alexander, a former state Senate associate counsel, to run the new state Office of Cannabis Management. The two will play critical roles in rolling out regulations and the licensing of companies to sell recreational marijuana in the state.

FPWA’s leader, Jennifer Jones Austin, has called for a living wage and combated racism in social services. She was also appointed last year by Mayor Bill de Blasio as chair of the New York City Board of Correction.

LaRay Brown is overseeing the merger as One Brooklyn Health System’s chief executive officer, a position she was named to in 2017 in addition to running Interfaith Medical Center. Walker said that the bill would disincentivize renting to small businesses because of the extra rules required for city approval.
New York City first lady Chirlane McCray has been keeping a low profile as her husband’s administration enters its final days, especially after abandoning a bid to be Brooklyn borough president. Yet, her rebooted ThriveNYC project is still tackling mental health issues across the city. “We launched Thrive long before the pandemic,” she told NY1 this summer. “And we were fortunate to have an infrastructure of services that people could turn to.”

Fred Davie in 2018 took over as chair of the New York City Civilian Complaint Review Board, an agency in the spotlight in recent years amid growing public pressure to crack down on police misconduct. Under Davie, the CCRB recently released a searchable database of complaints against police officers in compliance with the repeal of 50-a, which has kept police disciplinary records private. Davie is also an adviser at the Union Theological Seminary.

Claudia Tenney spent thousands of campaign dollars on businesses that the Trumpist claimed ownership of. Through Tenney’s campaigns for state and federal offices, the GOP lawmaker earned her family’s companies more than $100,000. With eight months to the primary, Gov. Kathy Hochul is in a pretty good position for reelection, according to a new Marist poll. But in case that slips, she’s got a trick up her sleeve: Canadians. That’s right – the U.S.-Canadian border, which has largely been closed for the past 18 months, is going to open up again, and many New Yorkers from western New York and the North Country are overjoyed. Next year, dual citizens could be taking their Tim Hortons coffee to the polls and backing Hochul en masse.
