RESIDENTS IN JACKSON HEIGHTS, Queens, last week disrupted city officials announcing that 100 open streets would be set aside for Halloween trick-or-treating this year. The residents complained they had had enough of the program, which began at the start of the coronavirus pandemic two years ago to allow people a chance to get outside, free of motor vehicle traffic. The city is now tweaking the concept with expanded evening hours to keep kids safe as they go out dressed in costumes to celebrate Halloween night.
Open streets cost the residents on 39th Avenue 200 parking spots and created access concerns for emergency responders and those in need of pickups and drop-offs. However, the protesters were ill-timed in presenting this argument when the program’s hours were being expanded to keep children safe.
Neighborhood block associations have been shutting down streets on Halloween night for years. City Council Member Gale Brewer gets emails for weeks in advance of Halloween, asking about the closing of her block on Manhattan’s Upper West Side. Her neighbors decorate their front stoops with frightful characters, play ghoulish tunes and offer kids heaps of candy. “Because we have music and decorations and candy, we get thousands, not hundreds, thousands of families coming through,” she said when asked about the festivities.
“In this city, there’s a couple of ways to participate in Halloween, you can go up or down in your building, or you go on a street that feels safe, and that’s how our street is when we close it,” Brewer said. And the tradition on her block that goes back at least 20 years. There’s no argument there against some frighteningly good and safe fun.

The contest between Gov. Kathy Hochul and Republican challenger Rep. Lee Zeldin inten sified this week as they hit the stage in the first –and only – scheduled
debate following weeks of speculation over whether the two candidates would ever agree on one. Zeldin in particular entered the matchup with momentum having been buoyed by recent polling showing that the race appears to have tightened into single
digits. Unsurprisingly, the Long Island Congress member came out swing ing, expressing animated outrage and centering the bulk of his attacks on crime and the economy. Hochul pointed to his past support for abor tion restrictions and his

HOCHUL PIVOTS TO ADDRESS CRIME
As evidence mounts that her reelection could be in jeopardy, Hochul appears to have shifted her campaign strategy with a renewed focus on public safety. In addition to releasing several ads centering on her actions to increase public safety, Hochul has made a num ber of recent appearances where she’s ramped up her response to crime, though she’s denied any political undertones when pressed by reporters on the timing. The weekend before the gubernatorial debate, she and New York City Mayor Eric Adams an nounced an influx of new police officers that will patrol the sprawling sub way system. A few days later, Hochul joined state Attorney General Letitia James to tout the state’s new red flag gun laws. Bail reform, a keystone issue in Zeldin’s arsenal, is also something that Hochul has recently said she’s open to reviewing the data on when the legislative session resumes. While Hochul certainly remains the favorite heading into the election, Democrats are hopeful that turn out and her campaign’s renewed push will prove successful.

It’s now been 10 years since Superstorm Sandy devas tated New York City, killing 43 New Yorkers, wiping out 70,000 housing units and costing the $19 bil lion in losses, yet coastal flooding and storm surges remain dangerous threats to the city. Elected officials marked the anniversary of Superstorm Sandy with a number of events honoring the loss and highlighting what lessons the city has learned since. The city had undertaken sweeping efforts to rebuild and reinforce infrastructure over the past decade. Still, progress on the three largest climate resilience projects undertak en are far from completion, and 27% of the $15 billion in aid the city received from the federal government are unspent 10 years later,
according to an audit from New York City Comptroller Brad Lander’s office.
BIDEN VISITS UPSTATE NEW YORK – AGAIN
For the second time in 21 days, President Joe Biden touched down in upstate New York in a show of pres idential pomp that couldn’t have come at a better time for embattled Democrats. Biden honed in on economic issues in a key district in Syr acuse: the highly competitive 22nd Congressional Race between relative political newcomers Democrat Fran cis Conole and Republican Brandon Williams. Hoping to rally support and galvanize the party amid concerns about inflation and a poten tial recession, the president highlighted Micron’s $100 bil lion pledge to build a massive semiconductor facility in the region during his visit.
Hochul wants to lift NYC charter school cap
For apparently the first time, Gov. Kathy Hochul publicly said she was in favor of lifting the limit currently restricting the number of charter schools allowed in New York City during last week’s long-await ed NY1 gubernatorial debate.
“Should the cap on charter schools in New York City be lifted?” NY1 moderator Errol Louis asked the candidates during a lightning round. Without hesitation, the gov ernor responded, “Yes.”
While the statewide cap on charters has yet to reach the 460-school limit, New York City’s smaller subset of 290 reached its threshold in 2020, leaving a handful of already approved charters suspended in limbo unless state action is taken. Thousands of students are currently on waitlists to attend the city’s charter schools. It’s a complicated issue: State Democratic law makers and teachers unions are largely against changing the cap, arguing that these publicly funded and inde pendently operated institu tions divert resources from traditional public schools. Meanwhile, pro-charter advocates and some par ents want more autonomy in choosing where and how their children attend class. They feel charters are the best
tool to do so. As enrollment in New York City charter schools has increased around 9% since the start of the COVID-19 pandemic, accord ing to the pro-charter New York City Charter School Center, so have the number of calls to adjust or lift the cap.
While her Republican op ponent Rep. Lee Zeldin has expressed his support for lifting the cap throughout his campaign, even penning an op-ed in the New York Post, Hochul had refrained from drawing any lines prior to the debate. When asked about her position by Politi co in a recent interview, the governor said her adminis tration has talked about the importance of giving par ents more school options –one of the biggest arguments from people in favor of lift ing the cap – but said her team wasn’t “prepared to talk about it right now.”
The governor has been endorsed by the New York State United Teachers – a union that strongly oppos es lifting the charter school cap. Hochul has faced crit icisms for not making her stance clear, and Republi cans have speculated it is be cause of this endorsement.

You attended New York City Mayor Eric Adams’ public safety summit at Gracie Mansion. Was there real debate, or was this a photo-op? It was a real discussion. I wouldn’t say it was a debate. There were many different individuals from different varying professions. The private criminal defense perspective, Legal Aid, there were representatives of the various criminal justice-related city agencies. Folks were working through many of the challenges, and the biggest thing that came out of it (was) there are a number of individuals who are still on Rikers Island
for either over 400 days, over 300 days, over 200 days, over 100 days. And the conversation went to what is going to be the process to streamline the release of those individuals, whether it’s through the adjudication of their cases, or if some of them are at the conclusion of a sentence which requires them to be confined at Rikers.
There was reporting that bail reform was not discussed at the summit. Is that right?
I just think the conversation around bail has been a distraction because it’s so highly politicized. There are a number of reports
that have come out that there is no connection (between) the rise in crime and bail reform. And we’re not getting to the real issues that are plaguing our criminal justice system because bail reform is sucking all the air out of everything. So we were sort of getting to more of the crux of the matter, as opposed to getting into political conversations around bail.
You were the sponsor of the original bail reform framework from 2019. How does it feel to see Lee Zeldin hammer bail reform day after day in his campaign for governor? Does it feel
like this has become a political liability for Democrats?
I wouldn’t say that it has become a political liability. But I will say that I’ve seen the conversation become more about sound bites than it is about justice and it is about the law. So I am not surprised to see that he is harping on bail reform – but without him really knowing all of the nuances of bail or even recognizing them. Even when I see some of my colleagues, and they’re putting out statements, I’ll send them things that will refute the statements that they’re making. They acknowledge like, look, we’re having an election
right now and this is the topic. So I don’t think that we’ll be able to really get into any real conversations around the issue after the political season has come to a conclusion.
Were you surprised to see state Attorney General Letitia James’ comments saying she wanted to address bail reform in the next session?
Again, we’re in the height of a political season. And so a lot of what is said is in sound bites. I just put it on that. And then we can have real conversations about policy once we move out of this political season.

RECENT POLLS have shown a tightening race for governor of New York, shocking political pundits and providing a surge of energy to Republican voters with over a week to go before the election.
But for those of us who have worked in politics and cam paigns for a long time, a bounce in Republican polling was to be expected. Races almost always tighten right before Election Day, and it was always unre alistic to expect Democrats to win by similar margins at the height of then-President Don ald Trump’s daily displays of craven corruption and incom petence. In any case, the fact re mains that every single poll not paid for by the Republican nom inee or his allies has shown Gov. Kathy Hochul winning the elec tion – even in the face of millions spent on racist, fear-mongering attack ads from far-right dark money groups. New York has an inherently Democratic vot ing bloc: In a state where there are 2.3 enrolled Democrats for every Republican, there is al most no viable path to victory for Zeldin and the far right.
But looking beyond the num bers, Hochul’s résumé gives her a clear edge in this race: She has demonstrated an ability to work across different constitu encies and has a proven track record on key issues compared to her extremist opponent.
Hochul took on the job of governor amid her predeces sor’s scandal – and in the mid dle of a pandemic. In her first term, she faced rising costs and inflation, continuous attacks from the far right on our democ racy and a tragic mass shooting in her hometown. In the face of these challenges, Hochul had the opportunity to show New York what her governing style would be – and it carried none of the bombast, arrogance and self-serving attitude of the pre vious administration. Hochul

was prepared to do the work, and do it quietly. And an elector ate wary of showmen in office paid her back in kind, choosing her as the Democratic nominee by an overwhelming majority.
Now, her job is to unite the party and continue the retail politics that she was known for as lieutenant governor. Her path to victory is clear, should she choose to take it – and that means building a coalition that spans Latino voters being courted by Zeldin, progres sives disenchanted after pri mary and voters who refuse to be treated as a monolith. That also means standing firm on
issues that appeal to the en tirety of the Democratic tent, from passing a universal fair wage for tipped service work ers to expanding health care access across the state.
If she does this, it won’t mat ter what attacks Zeldin lobs her way. She can win, and she al ready has a record to stand on that will help her.
In her first term, she signed nation-leading legislation to protect patients’ rights and em power reproductive health care providers in anticipation of the U.S. Supreme Court overturn ing Roe v. Wade and the con stitutional right to an abortion.
Hochul built a coalition of labor and business interests to se cure the nation’s largest chip manufacturing facility outside Syracuse, which is projected to create 50,000 jobs.
Hochul has also made pro tecting New Yorkers from the scourge of gun violence a top priority, working with commu nities most affected by gun violence to pass landmark legis lation to immediately strength en the state’s gun laws and close the critical loopholes that shooters in Buffalo and Uvalde, Texas, exploited.
In the face of sustained threats to our democracy and civil rights, as well as high gas prices and the effects of in flation, voters are looking for stable, steady leadership. Zel din is not that candidate, and no matter how much the polls have tightened, the fact that he is still several points behind Hochul proves it.
Voters in New York have re jected the conspiracy that Trump won the 2020 election, and the violent insurrection on our U.S. Capitol that followed; Zeldin has promoted these lies, continued to back Trump and rejected efforts in Congress to investigate the insurrection that led to as many as eight deaths.
As Republicans threaten to institute a nationwide abor tion ban, Zeldin also cannot be trusted to protect our rights. In Congress, Zeldin voted to ban abortion without an excep tion for protecting the mother’s health and to criminally penalize doctors who perform abortions.
In these challenging times, the differences between Ho chul’s competent, steady lead ership and Zeldin’s duplicitous, self-serving political opportun ism could not be starker. I’m confident New Yorkers will de liver for Hochul. The choice is just that clear. ■

New Yorkers should vote for Hochul because of her triumphs on key issues.

FALL IS THE season of armchair quarterback ing America’s two fa vorite sports: football and politics. But if you’re handicapping this year’s gov ernor’s race, it’s wise to start at the bottom.
In elections, the floor is more significant than the ceiling. And this year, the floor bodes well for a GOP win. Although Gov. Kathy Hochul has yet to be elected to a full term, the pre vious two races give us a solid foundation in determining a starting point for Republican challenger Rep. Lee Zeldin.
By all accounts, 2018 was a banner year for Democrats nationally, breaking records in blue states like ours. ThenGov. Andrew Cuomo received more votes than any New York governor in history. Not only was Cuomo breezing through a popular period of his ten ure, but there was also anoth er New Yorker on the ballot who drove statewide turnout to its highest point, by far, in generations: Donald Trump. More than 2.2 million of those votes went to GOP gubernato rial candidate Marc Molinaro, more than Cuomo received in 2014, though it only amounted to 36% of the total.
I know, this doesn’t sound promising so far, but bear with me.
In 2014, a low turnout year, Republican Rob Astorino gar nered just over 40% of the vote. In every established poll lead ing up to Election Day, Cuomo never dropped below 52%, while Astorino never got high er than 34%. That means As torino got a 6- or 7-point bump between the fall polling and Election Day.
This year, Hochul has been barely treading water at or barely above 50% in the polls, while Zeldin did not poll lower than 41% in October. A re cent Marist College poll also revealed a wide enthusiasm

chits and conquests.
Hochul, on the other hand, has the bearing of a sophomore not quite ready for the varsi ty team. Polling on what New Yorkers are most concerned about has been incredibly con sistent: Crime and the econo my. Yet, while Zeldin has been effectively hitting the governor and her Democratic colleagues on these issues with almost daily press conferences, Hochul has floundered to keep the con versation focused on anything but what little she’s done to ad dress them. Her campaign mes sage has effectively consisted of: “Abortion!” Cut a ribbon. “Or ange man bad!” Repeat.
The drop-off from Cuomo to Hochul is steep. According to comparable October polls from Marist, Hochul’s favorability is underwater by 19 points with independents, while Cuomo’s favorability was 46% to 42% unfavorable in October 2014. In comparable Siena College polls from October 2014 and October 2022 of key Democratic con stituencies, she has registered 6 points lower with Black vot ers than Cuomo, 6 points lower with union households, 13 points lower with women and a whopping 19 points lower with New York City voters overall.

In 2018, with record turnout by motivated Democratic vot ers, it was Cuomo who saw the big fourth-quarter swing. Is anyone suggesting voters are eager to pull the lever for Dem ocrats this year? Absolutely not. That’s why the 46% that backed Zeldin in a Quinnipiac University survey is probably his real floor.
We also should not forget what happened the last time a Cuomo won three straight elec
tions. Mario Cuomo was up about 4 percentage points in the polls during the final week of the campaign for his fourth term as governor in 1994. He lost to George Pataki by 3 points.
Now, perhaps you’re saying to yourself, “Sure, but Hochul ain’t no Cuomo.” That’s where we certainly all agree.
For starters, Andrew Cuomo was an established name, had incredible political acumen and is from the part of the state with the most voters. Although I disagreed with his politics and genuinely disliked him, had he been the candidate this year, he would be rattling off a long list of

You don’t have to believe my analysis of the race, but surely you must have noticed the Ho chul campaign has the same take. If your campaign has to do a complete 180 as you hem orrhage votes in the final two weeks before an election, you are losing.

She wrote in “Confidence Man,” which was released Oct. 4 by Penguin Press and is already a No. 1 New York Times bestseller, that Trump seemed “frozen in time” in 1980s New York City, a time in which he honed his deal-mak ing, politicking and larger-than-life per sona in the press. In this excerpt, Trump learns how to bully, cajole and charm his way through the city’s bureaucracy in the mid-1970s to gain control of the Commodore Hotel near Grand Central Terminal. With the help of his father and then-Mayor Abe Beame, Trump lied his way into a deal for the property – and no one challenged him along the way.

WHILE THE federal housing-discrimi nation suit demon strated to Donald Trump that the government could be a potential threat to his busi ness, he appreci ated, as his father had, that it could also be a gatekeeper to new wealth. This was underscored by the 1970 bankruptcy of the Penn Central Transportation Compa ny, which forced a sell-off of the railway’s vast property holdings nationwide. New York developers had their eyes on one asset in particular: the company’s West Side rail
yards, among the largest undeveloped parcels remaining in Manhattan.
It was an especially appealing piece of land to Trump. After he had found a foot ing in the real estate business, a key goal became differentiating himself from his father, a “mere” developer of middle- class housing in Brooklyn. Empty swaths of land abutting Midtown skyscrapers, Broadway theaters, and luxurious Riverside Drive apartment buildings would be the perfect canvas for the twenty-seven-year-old to show what he was capable of accomplish ing on his own.
Trump courted executives represent ing Penn Central, but waited for power to change in City Hall to make his move, as (Abe) Beame succeeded (John) Lindsay in
office in January 1974. Fred (Trump) was written into contracts as Donald’s notquite-silent partner, as reassurance to city officials that the project could not go bel ly-up. Donald then arranged for a meeting with the mayor and the manager of the railroad’s non-rail real estate holdings in New York, at which Beame proclaimed, “Whatever Donald and Fred want, they have my complete backing,” wrapping his short arms around both Trumps for show.
As part of his efforts to get the neces sary approvals, Trump encountered a law yer named David Berger, who represented Penn Central shareholders and had been vocally skeptical of a sale to Trump. Berg er informed Trump of a suit he planned to file on behalf of New York residential land

lords accusing energy companies of fixing prices on the heating oil that warmed their buildings. Berger would get one third of any settlement, the size of which would be determined by how many apartments were collectively represented in the suit; Trump would later join, swelling Berger’s poten tial gain. A few days before a key Novem ber 1974 court hearing on the Penn Cen tral land, Trump went to see the lawyer at his Philadelphia town house. By the time Trump returned to New York, Berger had dropped his opposition to a sale. Trump came away from the bankruptcy with two separate parcels from Penn Central’s West Side rail yards. One stretched from West Thirtieth to West Thirty-Ninth streets in Midtown, where Trump proposed a
new convention center, and another to the north, from West Fifty-Ninth to West Sev enty- Second streets, where he envisioned massive new apartment blocks.
As Trump learned how difficult zoning rules would make it to actually build there, his attention turned to another item in the Penn Central portfolio: the grand Commo dore Hotel attached to Grand Central Ter minal. For much of the twentieth century, the station had served as the primary gate way in and out of New York, but it strug gled with the decline of intercity travel by passenger rail. When he approached government officials with a vision of a new hotel breathing life into the decrepit East Side of Midtown, Trump claimed he had tentative interest
from the Hyatt company to partner on the project. But no bank or investor was will ing to finance a massive redesign of the Commodore without being promised that the mortgage payments could be made, and Trump maintained that the city’s high taxes made the math impossible. He tried first to secure a multidecade break on the building’s property taxes through the state legislature, relying on his father’s Brook lyn machine ties to the assembly speaker. When those efforts to work the system in Albany stalled, he made his appeal for a tax abatement to city officials, often misrepre senting not just his support from a possible long-term financial backer, but his legal claim to the property overall. He was quot ed in May 1975 saying he had a “purchase

contract” with Penn Central for the hotel, then a year later told The New York Times he had “an option – with no particular time limit – to buy the Commodore for $10 million from the railroad trustees.”
When city officials asked Trump to show them the option he claimed to possess, he sent along a piece of paper bearing only his signature. A signed option from the hotel did not arrive for another year. Penn Cen tral representatives, interested in preserv ing the relationship with Trump, indicated to city officials that they intended to sell him the Commodore, making the paper work matter easier to overlook. No one saw it in their interest to challenge Trump’s claim.
Over the course of the negotiations, Trump developed something akin to friendship with the development-agency official on the other end of the talks, Mi chael Bailkin. They would get drinks at a Third Avenue bar, where Trump would oc casionally offer Bailkin a glimpse into his inner life, such as it was, by talking about his brother Freddie’s struggles with alco holism. During one conversation Bailkin told Trump, “You’re a very shallow per son.” Trump replied, “Of course. That’s one of my strengths. I never pretend to be anything else.”
This was less an admission from Trump about his emotional or intellectual depth than a concession that his focus was sole ly on business matters, and he would use any means necessary to get what wanted. When it came to charming Bailkin, Trump succeeded. Impressed by his hustle, the bu reaucrat worked to steer the tax-abatement proposal through the government approv al process. Bailkin devised a scheme for Trump to donate the Commodore property to the city after he obtained it from Penn Central, then have the city lease it back to him for a ninety-nine-year term. Then Bailkin came up with the idea securing the forty-year tax abatement through the Ur ban Development Corporation, which fell under the purview of Governor Hugh Car ey, the Brooklyn Democrat to whom Fred Trump was a major donor, not the city gov ernment. Fred committed to officials that he would “provide financial credibility” to his son’s undertaking.
By the time he visited the corporation’s offices to meet its chairman, in Decem ber 1975, Trump seemed to believe he had

everything wired in his favor. But unlike other public officials, Richard Ravitch re fused to let himself be dazzled or bullied by Trump. Ravitch was offended by Trump’s sense of entitlement, and found it unseem ly that he arrived with a political fundrais er who worked for the governor. Ravitch set about trying to defeat the abatement, warning City Hall that a tax break on such a hotel project amounted to an unreason ably big giveaway to a private business and enlisting City Council members to chal lenge it.
Bailkin, who would soon leave city gov ernment to start a law practice, proposed a different arrangement: in exchange for the tax break, Trump would give the city a cut of his hotel profits. Trump balked at first, but ultimately used the compromise as the basis for fresh overtures to resistant City Council members. The concept loosened the political resistance to the Commodore project. In the spring of 1976, Trump fi nally won preliminary approvals from the city Board of Estimate and an initial vote by Ravitch’s agency. In securing the tax break, Trump mixed charm and threat in a way that would become a lifelong hallmark of his interactions with legislators.
Even when the major political work was done, Trump still had to win final approv als before his construction crews could break ground. With Bailkin gone, Roy Cohn brought Stanley Friedman, a dep uty mayor to Beame, into Trump’s fold. Friedman had found his way into City Hall after years rising through the ranks of the Bronx Democratic Party, a weak er counterpart to the Brooklyn machine. Friedman remained a machine politician, amassing chits and, according to prosecu tors years later, using the levers of bureau
cracy to enrich his friends and associates. The final package he secured on the Com modore project, in September 1976, deliv ered Trump forty-two years of property tax relief, worth about $168 million, with the condition that he had to give a portion of profit back to the city.
Trump’s quest for the Penn Central prop erties presented an opening to reinvent himself in the press. He aligned himself with the public relations executive Howard Rubenstein, who helped orchestrate press conferences promoting Trump’s plans for the convention center and the Commodore. Before the first one, Trump was nervous as he stepped in front of the cameras. But if Trump had begun with a visible ambiva lence about starring in such a performance, he left it hooked. “That was great,” he told Rubenstein. “Let’s do that again.”
With Rubenstein guiding his image, Trump was the focus of a November 1976 story in The New York Times that por trayed him as a well-liked wunderkind whose hustle was appreciated by his rivals. The story did not describe him as a devel oper so much as a “real estate promoter.”
The Times reporter who followed Trump around for a day in a chauffeured limou sine, Judy Klemesrud, relayed, without overtly acknowledging the laughability of it, Trump’s claim that he was “publicity shy.” The only place the chatty develop er went quiet was at the Trump Organi zation’s Brooklyn offices, where Donald met with his father. “Face to face, the son seemed affectionately intimidated by the older man,” wrote Klemesrud.
She watched Trump at the “21” Club, a favorite Cohn spot, where Trump talk ed to two men whose Jewish hospital was about to honor Trump as its Man of the Year. “I’m not even Jewish, I’m Swedish,” Trump explained to the reporter. “Most people think my family is Jewish because we own so many buildings in Brooklyn. But I guess you don’t have to be Jewish to win this award, because they told me a gentile won it one other year.”
Trump was neither Jewish nor Swedish; Fred Trump, a first-generation American born to German parents, had developed the habit of telling people the family was Swedish because they had so many Jewish tenants and, after World War II, he did not want to repel them. Donald perpetuated the fiction for many years.

The underdog fights again

FORMER REP. MAX ROSE has come full circle. Four years ago, the U.S. Army veteran beat the odds by becoming only the second Democrat to win the Staten Island congres sional seat in nearly four decades. Today, he’s an underdog again, vying for a political comeback against Rep. Nicole Malliotakis.
The 11th Congressional District, which encompases all of Staten Island and a slice of southern Brooklyn, has been represent ed by five different members since 2009. It’s also the only New York City district to have voted for former President Donald Trump in both 2016 and 2020. In short, Rose faces an uphill battle against Malliotakis, who de feated him by 6 points in 2020. Although a Spectrum News/Siena College poll released Oct. 6 showed that the margin between him and his opponent wasn’t necessarily insur mountable – 6 percentage points with a mar gin of error of 5.2 percentage points – nearly every outlet or election rating organization has predicted Malliotakis as the likely victor. The Democratic Congressional Campaign Committee hasn’t been investing much into the race, or running any TV ads, suggest ing that party insiders don’t think Rose has much of a chance.
But Rose, a centrist Democrat who de scribes himself as someone able to forge bi partisan solutions, has pulled off the upset before and he has more or less kept up with Malliotakis in fundraising, even without any outside spending. Throughout his campaign, he has often gone on offense, describing his opponent’s voting record as extremist, pointing to her continued support of for mer President Donald Trump and slamming her positon on abortion rights, and the fact that she was one of 147 Republicans to vote against certifying the 2020 election results. And it’s not just the big stuff. On Oct. 21, the Daily News reported that Rose accused Malliotakis of violating ethics rules by using her official government podium at a cam paign event. One of his supporters reported ly planned to file a formal complaint.
Like many competitive contests playing out across the country, crime and the econo my are likely to be keystone issues in the up coming election. The Spectrum News/Siena College poll found that 41% of voters in the district cited the economy as their top issue, 21% said crime, 16% said threats to democra cy and 8% pointed to abortion. While Rose acknowledged that these top two issues were among the most important to voters, he has also poured a lot of energy and resources into contrasting his stance on reproductive rights with his opponent’s.
“Affordability, safety and choice are all critical issues, but they really boil down to the central issue of freedom. I believe in this country, I’d give my life for this country – I nearly did,” Rose said in an interview with City & State, referring to his military service. “I believe that in this nation people deserve the freedom from skyrocketing prices, they
deserve freedom from crime, and they cer tainly deserve the freedom to make their own reproductive health decisions.”
Rose has repeatedly challenged Mallio takis’ stance on abortion, even running several television advertisements on the issue – one of which suggested the repre sentative was in favor of banning abortions without exceptions, even when the mother’s life was in danger. While Malliotakis has said it didn’t accurately characterize her personal views, since she supports exemptions in cases of rape, incest or where pregnancy threatens the life of the mother, she argued that people in the district were far more concerned about public safety and their ability to put food on the table than they were about abortion. In an interview with City & State, Malliotakis criticized Rose for being on “the wrong side of public safety issues” and for honing in on abortion. (That public safety focus might

have been key to her suc cess in 2020. Malliotakis hammered Rose for join ing a peaceful Black Lives Matter march – which some conservatives con sidered to be insulting to the police.)
“He doesn’t want to address inflation. He doesn’t want to address our open border. He doesn’t want to address crime, which are the top three issues that people care about in the district,” Malliotakis said. “He wants to talk about an issue that doesn’t affect one woman in New York, because we already have the most extreme law in the country.”
Malliotakis has received endorsements from a slew of law enforcement, fire and building trades unions, including the Po lice Benevolent Association, the Uniformed Firefighters Association, the Correction Officers’ Benevolent Association and the Mason Tenders’ District Council – en dorsements that will likely to go a long way with her Staten Island constituents. Rose has been backed by a host of Democratic elected officials, including Rep. Ritchie Tor res, New York City Comptroller Brad Land er, the United Federation of Teachers and New York City Mayor Eric Adams.
In recent years, sweeping national issues like abortion, public safety, immigration and the economy have largely overshadowed local topics in congressional races, according to Richard Flanagan, a political science profes sor at the College of Staten Island. While he acknowledged that abortion resonated with New York voters, he cautioned that New York was already such a pro-choice state that it might not turn out to be as galvanizing of an issue as Democrats had hoped. Crime, however, is likely to be a big factor and that’s an issue that’s been cornered by Republicans.
“I don’t think Democrats have been han dling it very well. I think that there’s a cer tain glib response – not from Rose – but from other Democrats,” Flanagan said. “I think Rose is pulled down by other Demo crats, who are rather glib and say, ‘It’s not the 1970s.’ I think that’s dismissive of peo ple’s fears.”
With Democrats currently holding a slim, eight-vote majority in the House, New York has become perhaps the most important con
gressional battleground in the country. The 11th District leans red now, but earlier this year, it seemed like an easy pickup oppor tunity for Democrats, after the redistricting committee drew the lines in a way that in cluded the deep-blue bastions of Sunset Park, Park Slope and Gowanus in Brooklyn. Hopes were thwarted after the state Court of Ap peals ruled the maps unconstitutional, and the district was redrawn in a way that fa vored Republicans.
Malliotakis made some polarizing deci sions during her first term. Shortly after taking office, she voted against certify ing presidential election results in Arizona and Pennsylvania, subscribing to the con spiracy theory that Joe Biden’s win was il legitimate due to irregularities in election results. Days later, she also voted against impeaching Trump. Malliotakis’ close ties to Trump have continued to be a point of controversy. While she hasn’t talked about the former president much recently – per haps due to his unpopularity with many centrist Republicans and independents –her campaign website does tout that she has his “complete and total endorsement.”
But Malliotakis has not always aligned with her most conservative House col leagues. She was a rare Republican who voted for the infrastructure package in 2021. She has also voiced some support for new gun regulations and voted to codify same-sex marriage rights.
When asked whether she feels a need to win over Democrats in the district heading into the election, Malliotakis said these con stituents were important to her victory two years ago and remain so now.
“The pendulum has just swung too far to the left, and people across the political spectrum see the need to restore a sense of balance, to have bipartisan representation because that’s where you’re going to devel op the best policy in the middle ground,” she said. “The people in this district under stand that and appreciate that I’ve provided an alternative perspective in Washington.”
Rose himself needs to think about cur rying favor with voters. “He’s won one and lost one, and he won the first one as an un derdog. He’s back in that underdog spot again,” Flanagan said. “I wouldn’t count him out by any stretch.” ■

Joseph Borelli’s caucus grew from three to five members after several unexpected Republican victories last year. That’s still a tiny portion of the New York City Council –but that didn’t stop him from wielding an outsized influence over redistricting. Borelli has been fighting hard to ensure that the borough’s three council seats do not include any blue Brooklyn neighborhoods. Borelli’s appointees helped vote down one recent set of maps, which would have done just that, but the maps approved by the redistricting commission did include a Staten Island district connected to southern Brooklyn.
After 18 years serving Staten Islanders in Albany, state Sen. Diane Savino announced her retirement from the state Senate in February. The last remaining member of the once-influential and controversial Independent Democratic Conference, which kept Republicans in control of the state Senate for years, Savino helped legalize medical and recreational marijuana after a yearslong campaign and secured a bill of rights for domestic workers during her tenure. But Savino won’t stay out of the public eye for long. She is expected to join the Adams administration sometime next year after her term ends. Assembly Member Michael Cusick isn’t running for reelection either

Development Corp., has since explored converting an abandoned health department building into housing, provided meals for New York City Housing Authority residents whose gas was cut off and urged the Adams administration to restore $469 million in education funding. Hanks will play a significant role in the future of the New York Wheel site, where some leaders want to put a casino. She’s also chair of the key Committee on Public Safety in the City Council.
Hospital. The Northwell Healthaffiliated hospital received $53,564 from Lights for Life for pediatric cancer research and a $2 million federal grant for a new women and infant center. Ardolic also celebrated the topping of the final beam at the Florina Cancer Center in August and helped to announce the opening of a $17.5 million cardiovascular care unit at the hospital. Ardolic also secured five-year naming rights to the Staten Island FerryHawks’ baseball stadium.

The former New 42nd Street vice president has big plans for cultivating programming at the 83-acre arts hub, which has hosted film crews, Pig Island, Little Amal, and the Neptune Ball. Lauria hopes the $23 million renovation at the Music Hall will make it ready for off-Broadway productions, and that Vodoor will help double Snug Harbor’s budget from $5 million to $10 million.

the new arrivals were grateful to be in the borough, some had found jobs already, and children had enrolled in local schools. In addition, Troia’s nonprofit provided meals and produce to residents of Mariners Harbor Houses, whose gas was shut off this fall after leaks were found.

Having assumed the bench in January as the city’s youngest judge, Lantry is already setting his sights on the November election for the state Supreme Court’s 13th Judicial District. Aside from his prior work in commercial litigation, Lantry provided staff support to local Republican congressional and New York City Council members and helped banks disburse more than $100 million in Paycheck Protection Program funds.

THE FORGOTTEN LABOR STRONGHOLD
New York City’s most conservative borough is its most unionized.
FOR MANY LIBERALS
in New York City, Staten Island is worlds apart – an enclave represented by the city’s sole Republican member of Congress, where local lawmakers regularly threaten secession, where protests erupted in favor of an owner who deemed his bar to be “autonomous zone” exempt from COVID-19 protocols and got arrested for flouting the state’s lockdown regulations.
But for Democrats, these characteristics obstruct an other uncomfortable truth about the “forgotten bor ough,” as it’s often called.
It has the highest number of union members per capita out of all five boroughs, accord ing to research conducted in 2021 by the CUNY School of Labor and Urban Studies.
“It’s always just been a truism that we’ve known on the island. That’s just part of the fabric,” said Laura LoBianco Sword, a union member and president of the Democratic Organiza tion of Richmond County, a labor-oriented political club.
Nearly a third of Stat en Island residents are in a union – and eight out of 10 of these workers are in the public sector.
And it’s not just union
members who live or grew up there. Given the high union ization rate, it’s no surprise that many of New York’s most influential labor lead ers hail from the borough.
In education, both United Federation of Teachers Pres ident Michael Mulgrew and Council of School Supervi sors & Administrators Pres ident Mark Cannizzaro are from the borough. In health care, the New York State Nurses Association’s Nancy

Hagans and Pat Kane live there. Former Staten Island er Vincent Alvarez leads the New York City Central Labor Council, the city’s umbrella group for public and private sector unions, while Staten Island native Denis Hughes once led the state AFL-CIO and continues to have a hand in key labor matters as a member of the state’s Farm Laborers Wage Board. And it was another Staten Island union leader, the controver
sial New York State Court Officers Association Pres ident Dennis Quirk, whose feud with former state Chief Judge Janet DiFiore seemed to play a role in her downfall.
Staten Islanders said their borough’s working-class de mography and union densi ty came largely as a result of its housing supply, which typically provided opportu nities for working-class fam ilies to afford property with a yard within the confines of

New York City for the latter half of the 20th century. But given its conservative lean ings, politically this means that labor endorsements are nonpartisan. Most Staten Is land Republicans vie for labor support – and often receive it.
Though the Bureau of Labor and Statistics doesn’t break down New York’s union statis tics by borough, CUNY’s an nual labor report does, dating back to 2018. The reports show Staten Island hasn’t always
had the highest level of union ization per capita of all five boroughs. As recently as 2018, the Bronx held that mantle, which shows that the island’s union density has increased as it has remained roughly con stant in the rest of the city for the past four years – and this is all without factoring in Ama zon Labor Union’s high-profile unionization victory in April.
Cannizzaro, who’s report edly stepping down as CSA leader by the end of the year, suggested that it was the wrong framing to ask why so many labor leaders live on Staten Island. He didn’t move there because he got involved in the union move ment, he said. He ended up in the labor movement because he grew up in a blue-collar Irish and Italian neighbor hood called Prince’s Bay.
“I think the union move ment was in me because I saw it where I grew up ev erywhere,” Cannizzaro said. Parents in his neighbor hood instilled their children with the idea that union jobs
meant security, he added.
That’s a common thread in the family history of many union members: They or their parents moved there to buy a house sometime in the past 50 years – often relocating from Brooklyn or Queens.
“That’s probably driven more than any other reason by the affordability of hous ing, or at least what used to be the affordability of hous ing on Staten Island,” said Vincent Pitta, a labor law yer and lobbyist who moved to the island from Brooklyn in 1984 to buy a house and settle down with his wife.
Though Democrats out number Republicans by about 30,000 active voters in Staten Island, according to figures released by the state Board of Elections in February, that doesn’t stop many of them from voting across the aisle. Staten Island is the only bor ough to be represented by a Republican in Congress, Rep. Nicole Malliotakis. Other key Republican elected officials run the gambit from the City Council to the state Legisla ture and borough president.
LoBianco Sword said that although she views the Democrats as the party of labor, it’s common for res idents to think of work er issues as nonpartisan.
Though it’s more in tune with the national Democrat ic Party to support the higher spending on social services that sustains public sec tor union workers, that logic doesn’t extend to the medi an Staten Island voter, whom labor leaders characterized as fiscal conservatives.
“Speaking broadly … they sort of view the financ es of government as they would their own financ es. Don’t spend above your means,” Cannizzaro said.
Labor endorsements for Republicans on the island often go beyond the police union support that is common place in citywide elections.
Kevin Elkins, the political
action director of the New York City District Council of Carpenters, said in recent cy cles the union has endorsed New York City Council Mem bers David Carr and Joseph Borelli as well as former Bor ough President Jimmy Oddo.
“We are not a wholly owned city of any political party. The only thing we care about is (our members’) quality of life,” said Elkins, who added that the union has a process that takes rank-and-file recommen dations into consideration.
In the coming congres sional election, however, the union endorsed Democrat Max Rose, whose campaigns Elkins formerly worked on.
CSA, on the other hand, has endorsed Malliotakis. It also supported Republican Stat en Island Borough President Vito Fossella in his gener al election victory last year.
“They have been quite sup portive of our schools and our children and our educators over the years,” Cannizzaro said of the two politicians.
Elkins went so far as to de scribe Staten Island as the “canary in the coal mine” of national political trends, citing its double-digit margins of support for Donald Trump in 2016. By the same token, he connected the Amazon Labor Union victory as being both a sign of national trends to come as well as a reflection of la bor’s strength in the borough.
“It wasn’t inevitable. They had to work hard, but it wasn’t surprising,” Elkins said.
Whatever the future of the labor movement on Staten Island, it will have to contend with one major difference from the past half century: a dearth of affordable housing.
With the borough’s prop erty values going up, it is increasingly becoming too costly for middle-in come workers, Pitta said.
“There’s nobody on the civilian municipal work force that I know,” he said, “that could pay for a mil lion-dollar house.” ■

Jasmine Robinson vowed to redefine the district leader position of Assembly District 61 on Staten Island by being more of a community advocate if she won. Robert Perkins, who was running as her male counterpart, also squeaked into office with 237 votes to become the borough’s first Black male district leader in history. A perfect storm that featured an uptick in COVID-19 infections among staff and long-standing crew shortages led New York City to reduce Staten Island Ferry schedules in July. Roland Rexha blamed labor challenges on low wages and a competitive job market while noting that workers have not received a raise in 12 years. He even mentioned that Staten Island Ferry management asked workers to sleep in their cars to keep the boats running on time. By August, Rexha and the city met with a mediator to reach a new ferry workers’ contract, although Rexha warned rolling reductions could recur.
