MY MOTHER PRACTICED MEDICINE in her native Chile before moving to the U.S. in the 1960s to continue working as a doctor. That meant I wasn’t spared my full regimen of vaccinations growing up. I hated getting them, primarily because my pediatrician was a bit cold, plus I was afraid of needles. But fear wasn’t enough to prevent me from getting jabbed every few years when it was time for another vaccine shot. I remembered my experience with vaccines when learning that Puerto Rico had the highest vaccination rate in the U.S. – an amazing 73%. Is there something about the culture in Latin America that is more open to vaccination? Perhaps. Several media outlets reported on this impressive statistic and credited it to the fact that vaccinations don’t trigger the same reactions in Puerto Rico they do on the U.S. mainland. “We don’t see that correlation between political ideologies and people’s willingness to get vaccinated or use masks,” Mónica Feliú-Mójer, the director of communications and science outreach at nonprofit Ciencia Puerto Rico, told NPR. “It’s not like the issue of COVID and vaccination hasn’t been politicized. It’s just been politicized in a different way, not in terms of identities or ideologies, political ideologies.” That’s something to keep in mind as New York political players and the press, including City & State, descend on the island commonwealth this week for the Somos conference. Will those coming to the event look to Puerto Rico as a model for how to vaccinate New York’s own? We’ll be watching the vaccination rates after everyone comes home to find out.

on growing. There’s New York City Public Advocate Jumaane Williams, hoping to bring progressive politics to the Executive Mansion, and Mayor Bill de Blasio who is just a glutton for punishment. Williams filed paperwork to run on Wednesday, while de Blasio is still a

rumored candidate at this point. But the most eyes have been on New York Attorney General Letitia James, whose damning report into accusations of sexual harassment and assault against Gov. Andrew Cuomo led to his ouster. After weeks

Following media reports, the attorney general announced on Friday that she is running for governor, citing in a campaign launch video her record of standing up to the powerful on behalf of the vulnerable. James’ entry shakes up not just the race itself, but potentially the whole of Brooklyn’s political ecosystem.

CRIMINAL COMPLAINT FILED AGAINST CUOMO

A criminal complaint was filed against Cuomo last week for alleged forcible touching that took place in the governor’s residence. The complaint, filed in Albany City Court, centers on the previously raised accusation from a former aide to Cuomo that the then governor groped her breast. The charge is a misdemeanor that could carry up to a year in prison if the defendant is found guilty. Cuomo’s remaining aides did not immediately respond to news of the complaint on Thursday, but James – who Cuomo’s people have attacked recently – released her own statement. “From the moment my office received the referral to investigate allegations that former Governor Andrew Cuomo sexually harassed multiple women, we proceeded without fear or favor,” James said in a statement from the

state attorney general’s office. “The criminal charges brought today against Mr. Cuomo for forcible touching further validates the findings in our report.” The criminal charge could bring an end to Cuomo’s – already dubious – hopes of a political comeback.

VACCINE MANDATE GOES INTO EFFECT New York City’s COVID-19 vaccine mandate for all municipal workers is officially in effect, and those who refuse the shot will be placed on unpaid leave. It’s looking like déjà vu for the vaccine mandate that went into effect for New York City school

employees earlier this month: Protests followed lawsuits which followed many more employees giving in and getting the shot. But whether some of the more vocal opponents of the mandate actually give in this time around remains to be seen. The New York City Fire Department has warned that as much as 20% of fire stations and ambulances could be shuttered and taken off the roads due to staffing shortages once employees who resist the vaccine start being placed on leave. But as of late last week, data from the city showed vaccinations are increasing even at the FDNY, suggesting the mandate is having its intended effect, protests or not.

Another upstate city adopts good cause eviction First came Albany. Then came Hudson. And now comes Newburgh as the latest place in New York to pass so-called good cause eviction legislation. Activists say cities like Kingston, Poughkeepsie and Ithaca might be next, which could spark additional action at the state level. Good cause protections, put simply, bar landlords from removing tenants except under certain circumstances while limiting potential increases in rent. Such ideas have been increasingly pushed by progressive housing activists in upstate cities after the state Legislature voted in 2019 to make the state rental laws permanent. The growing number of upstate cities approving good cause eviction bills could add pressure on state lawmakers to pass legislation of their own in the upcoming legislative session. “Local elected officials are taking matters into their own hands due to the inaction of our state government,” said Rebecca Garrard, legislative director at Citizen Action New York, part of the advocacy groups leading the Housing Justice for All coalition. “Anytime you have a bigger city, you have more of an undue influence on the part of real estate interests on political decision-making, and so I think that’s why we’ve seen some of the smaller cities move more quickly.”

In Ulster County, Kingston appears to be the next place where local legislators might approve a good cause eviction bill. Some changes could still be made to the bill, according to Common Council Member Rennie Scott-Childress, but it appears likely to pass considering the fact that it is jointly sponsored by the mayor and a majority of his colleagues. “Change always makes some people nervous, but I think we can bring folks around,” he said. Other places that are being targeted by activists include Poughkeepsie and Ithaca. The upcoming elections could make a big difference in terms of whether good cause efforts might succeed in larger cities like Syracuse, Rochester and Buffalo, where Democratic Party mayoral nominee India Walton is the only candidate on the ballot against incumbent Mayor Byron Brown, who is waging a write-in campaign. Victories by the political left could signal that bigger things lie ahead for the ongoing movement to expand tenant protections across the state. In the meantime, progressive victories in places like Newburgh are stoking new hopes of action in the state Legislature next year. “(It) helps a lot,” state Sen. A Q&A with senior executive director of the New York City Office of Nightlife

The drastic loss of wages really amplified what was already a stressful business to work in before the pandemic.

Looking back through all the organizing efforts into helping the industry, how has the city’s nightlife changed from the beginning of the pandemic to now? There’s still a workforce shortage that has hit the hospitality industry especially hard. Spending is low. Tourism hasn’t come back. The more important thing is we know that we are on the road to recovery, we are headed in the right direction. And so in the meantime, the Office of Nightlife has taken the opportunity to establish new programs to help support along the way. The drastic loss of wages really amplified what

was already a stressful business to work in before the pandemic. So we partnered with the Mayor’s Office of Community Mental Health and a nonprofit organization called Backline to create Elevate, which provides free weekly collective trauma online support groups for the nightlife and the hospitality community. Dealing with the overdose fentanyl crisis, we’ve also been working with the Department of Health and Mental Hygiene to make sure that businesses know about Narcan training and the Department of Health’s new fentanyl test strip campaign.

Historically, nightlife has often been viewed as a nuisance and liability. What efforts has the office made to reframe these old perceptions? Having a nonenforcement office like this, we’re able to work with the other city enforcement agencies to do mediation and outreach. For example, through this pandemic, if there are businesses that are not in compliance, City Hall now reaches out to us and then we reach out to the venues to say, “Hey, you’re not in compliance, is there anything we can do to help support you?” to get into compliance before enforcement and summonses are issued.

How has managing vaccination proof been for bartenders and hosts? Have there been any concerns? There is an extra burden and responsibility because they are in a sense on the front lines and the gatekeepers. But what we’re seeing is now that the mandate is happening there’s extremely high compliance. We haven’t had issues where the industry is resisting or doesn’t understand. They get it. We all understand our need in our part to move forward and get out of this. Hospitality in nightlife venues is used to checking IDs at the door.

When bars and clubs opened up, what place did you go to first? I think the question is where haven’t I been? I’m still on a roll. I’m in this position because I love the nightlife. I love being around people. I love the beauty of hospitality and service, and good music and dancing, and the diversity of experience that New York has. It’s always my happy place. It’s always where I’m going to want to go and support. We all should be doing that as safely as we can. It’s good for our hearts. It’s good for the economy and it’s good for the overall recovery of the city. – Kim Corona

He’s held elected office longer than the other candidates, but he’s playing catch-up in the race to lead the City Council. By Annie McDonough

Council Member Francisco Moya logs on to virtual hearings, press conferences and interviews, the set dressing in his Queens home includes a poster with the words, in big block letters, “In our house we are all equal.” It’s the slogan of the British house music label Defected – Moya moonlights as a DJ – but it’s not a bad motto for someone making the case for why they should lead the next City Council either. Moya, a former Assembly member who now represents Queens neighborhoods including East Elmhurst and Corona in the City Council, is running to be the next council speaker. Despite being an elected official longer than his opponents, Moya faces the difficult task of catching up to members who have been running for this particular seat longer than he has. Those candidates include Justin Brannan, Keith Powers and Carlina Rivera, who have each clocked precious time on the campaign trail with likely incoming members whose votes they’ll soon need to be elected speaker. Moya is doing some campaigning with candidates ahead of the general election now and is reaching out directly to the class of likely new members, making his pitch and offering guidance in getting acquainted with the council.

The pitch is straightforward. An incoming City Council class with a sizable number of Latino members needs a Latino speaker – especially in a city where the 29% of the population that identifies as Hispanic or Latino isn’t seeing many Latinos in seats of political power. And Moya – an early endorser of Democratic mayoral nominee Eric Adams, friend of organized labor and a lawmaker with experience in both the state and city – may be just the person for the job. “We have a city that’s in crisis, right? We need experienced leadership, we need someone that has a good working relationship and a long-standing working relationship with the new incoming administration,” Moya told City & State. “I’m the only candidate that has the relationships with both the city and the state as we go to prioritize our budget needs in Albany.” But much of that pitch relies on still unknown outcomes. While Moya is a contender for Adams’ support, it’s still unclear who, if anyone, the mayor-inwaiting will throw his weight behind. And while some observers anticipate that heavy-hitting labor unions will coalesce around a single candidate this year – rather than breaking up as they have in the past – it’s not yet clear who that candidate is. Still, Moya’s pitch is coming across to at least a couple of new members as refreshing. Incoming members shouldn’t vote for him because he helped them out the most in their primary races, he’s arguing, but because he’s the best candidate to lead the council at a particularly challenging time for the city. Julie Won, a Democratic candidate for City Council in Queens who is likely to beat her Republican opponent, said that Moya’s pitch was unique in focusing on his ability to usher the city through a recovery. Plus, he was straightforward about the support he’s amassed so far. “He didn’t lie to me

and say he’s got 10 votes,” Won told City & State. “He says he’s got two votes.” Others are unimpressed with Moya’s case for speaker. “He said that he’s a Latino and he’s close to Eric Adams. You know what, that’s not enough to be a compelling pitch,” said one likely incoming council member who asked not to be named in order to speak openly. “I don’t think he has relationships with any of the incoming members, of which there are many of us,” that person added. “I think he has a very hard path.” That incoming member said that they have not landed on a single candidate to support and haven’t been impressed with many of the candidates for speaker. Moya says that he can work with members across the political spectrum, but it remains to be seen whether that’s an argument that a group of further left incoming members will buy. A moderate Democrat, Moya recently signed on to an open letter calling for

the state’s bail reforms to be amended to allow judges to more easily remand people arrested for gun offenses. Moya declined to say how many votes he’s counting on so far, or whether he can count on the support of influential county leaders to direct their members’ votes to him. But whether it’s one, two or more, he – and really all the candidates – have a lot of work to do to amass the majority of the 51 votes they’ll need to be elected speaker. In addition to the others noted above, Council Members Diana Ayala, who represents Manhattan and the Bronx, and Adrienne Adams of Queens have also announced runs for speaker. Adams is considered more likely to get support from Rep. Greg Meeks, who leads the Queens Democratic Party, but Meeks isn’t expected to have anywhere near the influence that his predecessor, former Rep. Joe Crowley, had in previous speaker races. Other outside power players also

haven’t started whipping up votes yet. Eric Adams isn’t putting his thumb on the scale so far, labor unions have not yet landed on a single candidate and potential alliances between county leaders have yet to solidify, so much of the incoming council class is still unsure about making their personal preferences publicly known. Some of those decisions are expected to be firmed up at the Somos conference in Puerto Rico. But for now, there’s not much incentive for incoming members to publicly endorse a dud candidate. Over his decade in elected office, Moya touts his legislative work for immigrants – including sponsoring the DREAM Act before he left the Assembly, which extends access to state scholarships and aid for higher education to undocumented immigrants. Championing protections for construction workers has been another theme for Moya; he introduced Carlos’ Law, which would create higher fines

for companies that endanger workers. It’s in part through that work that Moya has forged close relationships with labor unions. Unions that are a part of Labor Strong, a coalition that endorsed widely in the City Council primaries, have not pushed any one candidate for speaker yet. But Moya is nonetheless a contender for the support of some of those heavy hitters, including 32BJ SEIU, the building service workers union. Earlier this month, the council passed a bill from Moya that mandates severance pay for unemployed hotel workers – a policy aimed at incentivizing pandemic-shuttered hotels to reopen. A press conference at City Hall with Mayor Bill de Blasio and the Hotel Trades Council offered Moya a photo op with the potentially influential union. In addition to making a play for labor’s support, another avenue in which Moya can make a case is as one of three Latino candidates for speaker. Moya, Diana Ayala and Carlina Rivera are

keeping the attention of some incoming members who are particularly interested in electing a Latino to the post given the dearth of Latino leadership in the city. There is also, however, pressure to elect a woman as speaker, given the fact that the body will be majority-female for the first time. Few disagree that these are important goals, but white men have prevailed amid similar attempts to elevate women and people of color in the past. Asked about a rumor that the three Latino candidates have committed to supporting each other in the race, Moya declined to say whether there was an official pact between him, Ayala and Rivera to support each other. “I’m not going to disclose what we talked about in that dinner,” he said, referencing an apparent meeting between the three candidates. “I think the three Latinos that are in this have a common goal, which is that we need to have representation that reflects New York City, (and) is prioritizing as well the issues of the Latino community.” Rivera declined to comment on whether such a pact existed, and Ayala did not immediately respond to a request for comment. But the speaker race has aspects of a popularity contest, and that’s where Moya’s biggest problem could lie. While the majority of the next council will consist of new members, over a dozen current members are likely to return. Several people who City & State spoke to, including current council members, likely incoming members and political observers, said that Moya has a reputation for not being widely liked among the current council. Asked about his reputation for having sharp elbows, Moya said: “I’m not afraid to be honest about my positions and be straightforward with colleagues. I keep my word, no matter what the political fallout is.”

AOC, downstate progressives help India Walton

S REP. ALEXANDRIA OCASIO-CORTEZ took the stage in a downtown Buffalo theater, “Never Leave You” by Lumidee was bumping on the speakers. She danced over to India Walton where the two progressive stars, one well-established and the other on the rise, shared a long embrace as the crowd erupted. Ocasio-Cortez, U.S. Sen. Bernie Sanders and other progressives have been publicly supporting Walton’s campaign for months, stumping at rallies or posting on Twitter. But this visit was what the Walton campaign had been waiting for. The member of Congress was in town to kick off the first day of early voting, and her visit drew such a big crowd that Western New Yorkers lined up hours before the event, and the line stretched for blocks. Not all New York Democrats, particularly those from Buffalo, have been so gracious to Walton and her campaign, despite her status as the party’s nominee. Ocasio-Cortez had something she wanted them to hear. “Any Democrat right now that is trying to establish a precedent of not uniting behind the party’s nominee is playing a dangerous game,” she said. “I want to send a very direct message to some of those folks. Because, if you, especially as an elected official and as a Democratic elected official, try to go out and undermine your party’s nominee, how can you ever turn around and ask people to support you when you are the party’s nominee?” Ocasio-Cortez is one of the biggest names to get behind Walton, but she also represents another large group of those supporting the nominee: downstate Democrats. At the event, the only other elected official to speak besides AOC was state Senate Deputy Majority Leader Michael Gianaris, who also represents Queens. At a Walton rally earlier in the month, speakers included progressives from around the state and beyond: Working Families Party National Director Maurice Mitchell, former gubernatorial candidate Zephyr Teachout and state Sen. Jabari Brisport of Brooklyn. The norms surrounding endorsements are imperfect and informal. But for Democrats – the common phrase “vote blue no matter who” comes to mind – there has

typically been an obligation to support the winner of the primary. This race, however, is anything but normal. With her stunning victory in June, Walton knocked Brown off the ballot, something the four-term, nearly three-decade political veteran could have avoided if his campaign had gathered signatures for a minor-party line. But Brown and his finely tuned campaign machine pose a real threat, as he fights for his political life through the only means he has left: a write-in campaign. This leaves some Buffalo Democrats, it seems, with a difficult choice. Many, like Gov. Kathy Hochul, are hedging their bets, choosing not to endorse either candidate. At a New York City press conference last month, she said she would work with whichever candidate won. “Buffalo’s success is important to me personally,” Hochul said. “So that is my commitment. I will work with whoever the voters select. It is up to the voters.” Of Buffalo’s nine-member Common Council – the city’s legislative body – five are staying out of the fray. Three are backing Brown: Ulysses Wingo, Chris Scanlon and Joe Golombek. Common Council President Darius Pridgen, who is also one of the city’s most influential religious leaders, has worked with Walton in her activist roles in the past. He recently had her on his radio show for a relaxed and cordial interview, but has not endorsed either candidate. Only Rasheed Wyatt, the council member who most often openly butts heads with the mayor’s office, is supporting Walton, making his official endorsement at a late October press conference in front of a theater in his East Side district. Asked why he thought no other council members had backed the Democratic nominee, he said there has been a lack of trust between the council and the mayor’s office that left some members cautious about attaching themselves to any candidate. “I think people just have to warm up to the idea that she’s someone who’s going to keep her word,” Wyatt said. And Walton has the recent backing of some prominent Democrats, including U.S. Senate Majority Leader Chuck Schumer and U.S. Sen. Kirsten Gillibrand. New York City Public Advocate Jumaane Williams, Gianaris and other leaders in downstate progressive circles helped to organize a fundraising junket for Walton in September. While Walton has not been able to get some local Democrats to endorse her, the support from downstate has been built through a shared vision rather than geographic allegiances. Ocasio-Cortez drew long rounds of applause during her speech, hitting on progressive themes like renter protections. During an early October event, Brisport explained why he had traveled to the Queen City to stump for Walton. “I came here from Brooklyn because

sometimes in New York politics, sometimes people try to make a false divide,” he said. “They say there’s an upstate, there’s a downstate. But I want to be clear, and India knows this and I know this, if people are hungry in Buffalo, they’re hungry in Brooklyn, and if people are out in the cold and they’re homeless in Brooklyn, they’re hurting in Buffalo too.” Other big names in the party have helped Brown or otherwise worked to undermine Walton’s campaign. Assembly Majority Leader Crystal Peoples-Stokes, who worked with Walton on a parking permit system for one Buffalo neighborhood and statewide marijuana legalization, endorsed Brown, a longtime ally, on the morning of the start of early voting, the same day as the AOC rally. Peoples-Stokes, who came up in politics with Brown through the Grassroots political organization, will potentially help him in the East Side districts that make up their shared base. Her support

could help him fight back against the Walton campaign highlighting his ties to and support from Republican developers like Carl Paladino and Nick Sinatra. And state Democratic Party Chair Jay Jacobs drew swift criticism from many Democrats, including Ocasio-Cortez, after he mentioned white supremicist David Duke in a hypothetical scenario explaining why he didn’t have to support the party’s nominee. Walton has her own ideas about why some in the party are choosing to sit out or endorse Brown. “Sixteen years is a long time and people have working relationships with the incumbent mayor,” she said, standing in the frigid October air after the Wyatt endorsement. Behind closed doors, she has continued to have productive conversations with elected officials and business leaders, including those who have either stayed out of the race or endorsed Brown, she said. “People have current dealings with the

city that they don’t want impacted by taking a stand in coming out for me,” Walton said. “I think it’s an unfortunate state of being that what is best for our people is based on what these relationships are, but that’s the reality of local politics and I’m hopeful that I can change that when I’m mayor.” She has been clear that she will work with anyone looking to improve Buffalo, if given the opportunity. Still, she is frustrated that more of the same people who have called for unity behind primary winners in the past aren’t standing with her now. But she can’t dwell on that now, as one of the most competitive and unusual mayoral races in the city’s history draws to a close. “It doesn’t really bother me that sitting electeds aren’t coming out and endorsing,” Walton said. “It would be nice if they did. But my responsibility right now is to get my message out to the voters.”

TAFFERS FROM THE Chinese-American Planning Council found themselves stretched thin during the pandemic. On top of their normal duties, they translated resources and materials about COVID-19 into languages that weren’t available on the state government’s website for the Asian American and Pacific Islander communities. “They had to learn about vaccinations, testing sites, the difference between one vaccine dose versus twodose vaccines. They learned about unemployment insurance, federal stimulus payments and eviction moratoriums,” said Wayne Ho, president and CEO of the Chinese-American Planning Council, of bilingual people on his staff who became experts on state services. Ho argued part of the reason his organization was so needed was because the state lacks information about Asian Americans living in New York. “They didn’t have information on Asian ethnic groups, and because of that, they didn’t have the proper resources out there to meet the needs of the state’s fastest-growing community,” Ho said. He’s one of many advocates and lawmakers calling on Gov. Kathy Hochul to sign legislation that would require the state to collect more specific data on Asian Americans and Pacific Islanders, rather than lumping many different Asian ethnic groups into one umbrella category. Hochul is the second governor to consider the bill, which has been introduced multiple times since 2011, most recently this past legislative session. In 2019, then-Gov. Andrew Cuomo vetoed a version of it, arguing the bill would have created more financial obligations and operational complexities that weren’t accounted for in the state budget. The decision was met with criticism from Asian American advocates and leaders who say the demographic information would help the state distribute resources to Asian Americans more effectively. Now they await a decision by his successor. It’s currently one of hundreds of bills waiting to be signed by the governor. Hochul’s office has not yet requested the bill from the Assembly, but a spokesperson said they are looking at it. “Governor Hochul is a strong supporter of New York’s incredibly diverse AAPI communities and will carefully review the legislation,” Avi Small, a spokesperson for the governor, told City & State. This version of the bill is sponsored by Assembly Member Yuh-Line Niou and state Sen. Julia Salazar. Similar to previous versions, it would create separate categories for several Asian groups, including Korean, Filipino, Japanese, Pakistani and Indonesian. “The reason why the disaggregation bill is so important is that Asian Americans are not one mono-

lithic group, and we actually have a lot of hidden poverty,” Niou said. “We are technically the most impoverished ethnic group (in New York), but the Asian American community is also the last to receive any kinds of social benefits, and we receive the least amount.” In the past 13 years, Asian American organizations only received 3.1% of city money that went to social services providers, according to the Asian American Federation. The so-called model minority myth has painted the Asian American and Pacific Islander community as successful and too often has focused on a wealthy portion of the population, ignoring the lower-income people, according to Lloyd Feng, special projects policy coordinator for the Coalition for Asian American Children and Families. “Having better data on all Asian Americans

and Pacific Islanders will do wonders in dismantling the model minority myth. There’s a lot of poor Asian Americans and Pacific Islanders, a lot of people who are struggling, a lot of people who need more opportunity and support,” Feng said. The number of Asian Americans living in poverty in the New York City metropolitan area increased by 15% over the past decade, according to a report from the Asian American Federation. In 2010, over 252,000 Asian Americans lived in poverty in the New York metropolitan area. That increased to nearly 290,000 by 2019, mostly due to growth in the overall Asian American population. In New York City, the Asian population grew at the fastest rate of 33.6% compared to other ethnic

groups in the past decade. The population experienced an overall increase of 345,383 people, according to census data. “Asian, in a lot of people’s minds, historically and even now, still they think East Asian – Chinese, Korean, Japanese,” Feng said. “That completely erases the Southeast Asian populations, the South Asian populations. And then that PI (Pacific Islander) part that people often forget because the numbers might be small, but they also have different needs that are important.” Niou said better data on the Asian American and Pacific Islander communities could have helped the state with vaccine distribution and language access issues throughout the COVID-19 pandemic. According to an analysis of New York City public hospital data that separated Asian Americans into smaller subgroups, South Asians had the highest rates of positive COVID-19 tests (30.8%) and hospitalizations after a positive test (54.7%) among the Asian population in the first three months of the pandemic. Although Chinese New Yorkers had lower test positivity and hospitalization rates than South Asians, they had the highest mortality rate out of all racial and ethnic groups during that time. The study, which examined more than 85,000 patients who needed care in the New York City Health + Hospitals system, was the first to provide some disaggregated data on Asian American COVID-19 patients. Researchers used last name databases and language information to separate data into the city’s largest Asian American subgroups: South Asian, Chinese and “all other Asian.” “I think these better (data) would have made the COVID response a lot more robust, and we probably would have been able to move faster,” Feng said. For many Asian American and Pacific Islander New Yorkers, community-based organizations became their place to retrieve resources and services, which the state lacked during the pandemic. Ho mentioned receiving money from foundations in the state and city to provide financial assistance to community members, ranging from undocumented families and essential workers to family day care providers. While the efforts were impactful, he stressed that it should have been addressed by the government. “We need the government to allocate fair and equitable resources to the diverse Asian American community,” Ho said. “We really need the government to work with us to really make sure our community not only has relief but has recovery.”

N A RECENT October evening, Nassau County Executive Laura Curran made her pitch before a room full of mostly white, older voters of the Plandome Heights Civic Association at a yacht club on Long Island Sound. “Good evening everyone. It’s late and it’s chilly, so I’m just going to get right into it,” she said before launching into a 10-minute stump speech covering COVID-19, policing, taxes and the true bread and butter of any local politician – paving roads. Curran had her talking points down pat: Nassau County has the highest rate of vaccination in the state; the county has been rated the safest in the nation two years running by U.S. News and World Report; and she tackled the tricky business of reassessing home values to make property taxes more accurate. She seemed well received, with the occasional head nod or chuckle at a light quip. The biggest reaction came early when she said point blank, and essentially unprompted: “We are not defunding the police in any way, let me make that crystal clear.” The statement earned her rousing applause from the crowd – as did her mention of a completed campaign promise to a nearby police precinct. Near the end of the program as Curran took questions from the audience, Plandome Heights Mayor Kenneth Riscica stood up not to Curran has reflected concerns from residents by making crime and public safety her top issue.

pose a question but to simply thank the county executive for her choice of police commissioner, Republican Patrick Ryder, whom she selected at the start of her tenure. “I think your priority on law enforcement matches our priority,” Riscica said. “We all watch TV. We don’t like what we see, and I think Commissioner Ryder is just an excellent, excellent commissioner.” Although Nassau County has a Democratic voter enrollment advantage, the traditionally purple county is full of moderates and swing voters unafraid to split tickets or vote across party lines. As such, Curran has taken hard – and some may argue calculated – stances against downsizing police forces in the wake of the 2020 protests against police brutality and the passage of the 2019 bail reform law. The Plandome Heights event was evidence that her approach plays well to her center-right constituents. But Curran’s decisions to effectively write off members of her Democratic base and appeal to conservative voters by playing into their fears over crime and bail reform could undercut her support on the left. If she does end up losing the general election, experts who spoke to City & State believe it’ll be because she alienated too many Democrats, particularly in communities of color, who didn’t turn out to vote in her reelection bid against Republican Bruce Blakeman.

URRAN, 53, WAS BORN in Canada and moved around a lot as a kid growing up. “My parents were both very young and very adventurous,” she told City & State while sitting in a Port Washington hotel lobby after attending a small fundraiser for her campaign. She had been in eight different schools and three different countries by the time she entered ninth grade. Among the many places she spent her formative years was Belgium as a toddler, where she learned French and English. “So it was tough as a child, but I think, in a way, it was a blessing because I feel that I could be dropped with any kind of person or any kind of group of people, and I would find a way to make a connection,” Curran said of her transient childhood. That experience helped her as a journalist, writing for the Daily News and the New York Post before moving to the Long Island hamlet of Baldwin in the ’90s, where she still lives with her husband and

three children. For Curran, who went by her maiden name Williams then, making the jump from journalism to politics began in 2011 when she ran for the Baldwin Board of Education against an incumbent and won. In 2013, a seat opened up in the county Legislature, a rare opportunity that she seized. Then, in 2017, she won both the Democratic primary and general election to become Nassau’s first female county executive, taking over for the disgraced Ed Mangano, who did not seek reelection due to a corruption scandal. “She’s running as a classic suburban moderate,” said Lawrence Levy, executive dean of the National Center for Suburban Studies at Hofstra University. “And it’s working with voters across the aisle because it’s what she is – she is a citizen politician.” Even though Blakeman is a Hempstead Council member and seasoned Long Island politician, Democrats are feeling good about Curran’s chances. “She’s done a good job and most people see it,” Nassau County

Democratic Party Chair Jay Jacobs, who is also the state Democratic Party chair, told City & State in mid-October, mentioning internal polling that showed her well in the lead. “She’s also very authentic,” Jacobs added – a quality that others pointed out too. “People like her. They see her for what she is – even Republicans.” One such Republican is Bob Goldrick, who attended the Port Washington fundraiser. He didn’t support Curran in 2017 when she first ran against Republican Jack Martins, a former state senator. But the past four years have turned him into a supporter. “From the things I’ve seen, and what I’ve heard, she’s done a terrific job,” Goldrick said. He didn’t offer specifics about what won him over, but said he’d seen her more and more on the news and found her to be “a terrific person to support,” and a stronger candidate than Blakeman. Andrew Solano, a self-identified conservative who also attended the fundraiser, concurred: “I think she puts forward a great agenda and I look forward

to seeing her hopefully successfully follow through and continue her tenure.” That agenda has included a countywide property tax reassessment. Curran’s predecessor, Mangano, had frozen assessments in 2010, and they remained so until he left office. “The values were so wildly out of whack. They bore no resemblance to reality because they just hadn’t been updated,” Curran said, which is why she ran on a promise to finally do a reassessment. Assessments are a chronic issue in the county – grieving one’s taxes is a common practice in Nassau – and as such became a politically touchy subject that officials were wary to tackle. Curran called it “a culture of avoidance” that she wanted to break. “The longer I let it sit, the worse it’s going to get,” she recalled telling an adviser who recommended she put it off. The rollout, designed with a five-year phase-in beginning last year, had something of a rocky start. Many homeowners were shocked to find significant tax increases, and a record number of people challenged their tax bills. Curran stands by her reassessment, pointing to school districts for the majority of tax hikes (something she has no control over) and citing independent evaluations that found her assessments were accurate. But nothing drives voters to the polls like their pocketbooks, and it’s apparent Republicans are hoping that will be the case this year.

T

HE REASSESSMENT RESTS at the heart of the Republicans’ campaign against Curran. Blakeman, who didn’t respond to multiple interview requests, often criticized the county executive over taxes during debates and town halls leading up to Nov. 2. “It was done in a shoddy manner. It was negligent,” he said at a town hall last month of the reassessment process. “Taxes are really always the No. 1 issue,” said Republican Assembly Member Ed Ra, who has held office since 2011. And the reassessment places a big target on Curran, with GOP officials sending out flyers during tax season attacking “assessor tax errors” to counter more positive flyers Curran’s office sent out. Long Island pollster and political strategist Mike Dawidziak said that while he expects something of a “red wave” this year both locally and nationally, he considered Curran a strong enough Democratic official that she would not get swept away. “She

says when she wants safety?” said Suffolk County resident Joe Willen, who supports Curran as a moderate Democrat despite not being a constituent. Other Democrats, however, were disappointed with how Curran responded to this and other issues, namely on police reform efforts that happened last year amid nationwide protests. When protesters cried out for reform, her response of denouncing the movement to defund the police and the specific slogan was met with disappointment from reform advocates. A picture posted by Jacobs, the county party chair, of him and Curran stirred controversy late last year. In a since-deleted tweet that featured him holding a toy fire truck and Curran holding a toy police car, Jacobs wrote: “No ‘defunding the police’ on THIS toy drive!!!” More left-leaning residents and advocates for communities of color may have started off hopeful when Curran was elected, but that didn’t last. “That tweet with Jay Jacobs … I think was very telling of her position vis a vis the need for the police department (to be) held accountable and to have its footprint reduced,” said Lucas Sanchez, Long Island director at New York Communities for Change. He said that her actions amounted to a dismissal of the protesters who were marching in the streets last summer after the murder of George Floyd and that her “lack of support for police reform” was one of a few positions she took that were “detrimental to people of

hasn’t done anything for the voters to reject her after only one term,” he said. “You would have possibly thought the reassessment would be that issue, but that doesn’t seem to be showing up in the polls.” There is another complicating factor for Curran, however, one that few would have been able to predict: an open race for county district attorney. The seat unexpectedly opened up when then-Gov. Andrew Cuomo nominated then-District Attorney Madeline Singas to the state Court of Appeals. Now, Democratic state Sen. Todd Kaminsky and Republican prosecutor Anne Donnelly are facing off in a special election. At the heart of the campaign is bail reform, with Donnelly attacking Kaminsky for his role in the 2019 law that eliminated cash bail for misdemeanors and nonviolent felonies. Some political observers think the race will impact Curran, despite her efforts to oppose the bail law and support the Nassau police. “It might be a tough sell to fully separate yourself from that,” Ra said. But Curran came out against the 2019 bail reform law, agreeing with the goal of criminal justice reform but advocating for allowing judges to consider a defendant’s dangerousness when setting bail. “As a Democrat, it was important to come out and say that publicly and strongly,” Curran said. Some Democrats agreed with Curran’s position. “How could you not like what she

color in Nassau.” Police reform advocates were also left underwhelmed and angry with how she handled the process to implement changes to the Nassau County Police Department. In January, over a dozen members of the community advisory panel for the reforms resigned after the Police Commissioner Patrick Ryder revealed a 310-page draft plan to the county Legislature. They said they had no hand in creating the plan, nor did they have an opportunity to review before it went public. “What they engaged in was the worst kind of betrayal,” civil rights attorney and then-panel co-chair Frederick Brewington said at the time. “The county misled its citizen volunteers into believing that their voice would be heard and then they issued a report that was devoid of any part of the group’s participation.” Later, the only three Black members of the county Legislature voted against adopting the plan, considering it insufficient. One of the biggest changes not included was the formation of a civilian complaint review board to act as a police watchdog. “I think they’re just misinformed,” Curran said of criticisms that she did not listen to community members and advocates when drafting the plan she later signed. “(We) put together a plan with all of this input as part of it that I felt best served the residents.”

N MAY, RYDER said his police department was struggling to diversify its ranks because potential applicants of color often came from “broken homes.” Despite perpetuating a racist stereotype, Curran stood by her police commissioner. Many Black activists called on Ryder to resign, or for Curran to replace him. “Clearly, based on his statements, he is unfit to serve the rich diversity of Nassau County,” NAACP Long Island Regional Director Tracey Edwards said at the time. “If County Executive Curran in any way defends his comments, she is unfit to serve as well.” Curran’s decision might’ve played well with the mayor of Plandome Heights, but it didn’t with leaders in communities of color. And that may have a political impact on Curran’s reelection chances. Although swing votes are generally the key to winning elections in Nassau County, she risks losing dependable Democratic voters who feel that she has gone too far to the right and listened to them too little. “She had a great turnout,

relatively speaking, four years ago in the Black community and the minority community,” Levy said. “The question is how big of a turnout will there be this time? And if it falls off, that could be a problem.” Some left-wing and police reform advocates expect that some people will be so disappointed in Curran that they won’t go vote. “I think that she hasn’t done enough to really motivate Black and Latino (Democratic) voters to come out and support her in a real way,” Sanchez said, adding that apathy by Democrats could lead to a Republican victory through abstention. He said in an ideal world where progressives had better infrastructure set up on the island, they would run a primary against Curran from the left.

HILE ON THE campaign trail, Curran expressed multiple times that she’s not taking any votes for granted. “I know that every day I’ve got to earn your trust, and I’ve got to earn your support,” she said as she wrapped up her speech to the Plandome Heights Civic Association. A strong finish was the key piece of advice that the last Democratic county executive, and her former boss, offered Curran. “I lost my race in 2009, which was right after Obama got elected,” said Rep. Tom Suozzi, who served as county executive until he was defeated by Mangano. “I didn’t run through the tape, and I’ve encouraged her – and she knew that already without me saying it – she’s got to run through to the finish line here.” Curran seemed to be heeding that advice, making sure to pop up at every event, forum and town hall to ensure she has the votes to beat Blakeman. Before heading to a fundraiser last month, she made a quick stop at a small veterans appreciation event in Oyster Bay, where she spent her 10 minutes there chatting with a few attendees. As her detective escort ushered her into a black SUV for the next event, Curran said the men were having issues flying flags for parades in Syosset and she promised them that she would get in touch with the necessary agencies to try to solve their problem. Asked if they were supporters, Curran expressed confidence. “They’re like ‘Good luck, you seem like you’re doing a great job and looking forward to four more years,’” she recounted. “I’ll take it!”

1 STEVE BELLONE SUFFOLK COUNTY EXECUTIVE After nearly a decade representing the eastern portion of Long Island, Steve Bellone may be setting his sights on a gubernatorial run next year. He’d be leveraging his experience leading a purple county as a moderate Democrat in such a bid, but would face a potentially crowded field – including Gov. Kathy Hochul – and a long history of failure for county executives seeking higher office.

Smith brings experience as a staff attorney in the U.S. Commission on Civil Rights’

37 MADELINE SINGAS ASSOCIATE JUDGE State Court of Appeals Former Nassau County District Attorney Madeline Singas ascended to a new post this summer as associate judge on the New York State Court of Appeals, the state’s highest court. She was replaced on an interim basis by Joyce Smith, the county’s first Black district attorney, while state Sen. Todd Kaminsky is a front-runner to replace her permanently. Her appointment spurred some controversy, as later reporting revealed that, while district attorney, Singas hadn’t disclosed potential conflicts of interest related to her husband’s firm taking in $1.6 million from contracts with county agencies.

Levler also managed to secure a third term as union president this summer, beating out two competitors in a tight race.
