IT’S HARD TO BELIEVE THAT TOMORROW IS FINALLY ELECTION DAY. At City & State, we’ll be closely watching how the contest between President Donald Trump and former Vice President Joe Biden plays out and influences this year’s local races across the Empire State. Plus, our editorial staff has already begun reporting on the 2021 races, particularly the New York City mayoral election. Jeff Coltin’s cover story profiles Maya Wiley, one of more than 20 declared and possible candidates looking to fill the city’s top post, which a term-limited Mayor Bill de Blasio must vacate next year. Wiley, an MSNBC legal commentator, also worked directly for de Blasio for two and a half years as counsel to the mayor and has “more experience in City Hall than any of her leading opponents,” Coltin writes. This issue also marks the return of City & State’s Women’s Power 100 list. Featured are trailblazers Rep. Nydia Velázquez, the first Puerto Rican woman to serve in Congress; Rep. Grace Meng, the first and only Asian American elected to Congress from the state; and Rep. Carolyn Maloney, the first woman to serve as chair of the House Committee on Oversight and Reform, where she took a pivotal role in the impeachment proceedings against Trump. EARLY VOTING RESULTS IN LONG LINES In the first presidential election with early voting in New York, enthusiastic voters turned out in large numbers to cast their ballots, often being met with long lines at overwhelmed polling sites in New York City and across the state. Some people waited up to four hours to vote, with Rep. Alexandria Ocasio-

Cortez and others calling the long lines a form of voter suppression. After a busy first weekend, the crowds did not dwindle, as voters in both the city and state showed up to polling places in even greater numbers during the week. Immediately, some election officials began extending voting hours to reduce the lines, with others moving to bolster voting locations with more equipment and staff. In New York City,

the long lines drew the ire of Mayor Bill de Blasio, who demanded the city Board of Elections extend its hours and get more scanners to polling sites. The board did extend the final three days of early voting by nine hours, and even opened an additional site to help reduce stress on the most heavily trafficked polling site. Although New York City was not alone in bungling the first major rollout of early voting, evidence of the city’s mismanagement became apparent as election officials across the state quickly realized that they likely should have opened more polling places. The city was the only place in the state where voters were assigned an early voting place; everywhere else, voters could go to any location in their county. Data from the New York City Campaign Finance Board showed that the number of voters assigned to polling sites varied greatly, with decisions potentially not taking into account the functional capacity of a given location. After de Blasio himself waited more than three hours to vote early, he called for a complete overhaul of the New York City Board of Elections, echoing what Gov. Andrew Cuomo also said in response to the long lines. The city Board of Elections has long been criticized for its poor management and its patronage staffing system. A change to the inherently partisan structure of the city’s board would require a state constitutional amendment. More immediately, some are calling for improvements to the early voting law. Recognizing the inadequacy of the 88 early voting sites in New York City, state Sen. Michael Gianaris introduced legislation to require at least one early voting site for every 25,000 voters. That would be double the minimum number of polling locations that are currently required, but it would also greatly increase the number of polling sites in large counties that were only required to have at least seven sites. This would apply across the state, where other county election officials evidently underestimated turnout and whose voters would benefit from more stringent requirements.

COVID-19 CASES ON THE RISE IN NYC

In August, New York City set a warning threshold of 550 new coronavirus cases in a single day. That grim milestone was reached last week. It didn’t set off any new restrictions, but it represents a concerning uptick in the number of cases – the city has not had that many daily new cases since the summer. Days later, de Blasio said that the city was experiencing a “very worrisome” spike in coronavirus cases as the seven-day rolling average of the positive test rate hit nearly 2%. That’s the highest it has been in weeks, and the most significant jump in the positivity rate since the city first started tracking it in September. At the same time, Cuomo was discouraging New Yorkers from traveling to see family for the upcoming holidays as the nation continues to hit record numbers of cases and other states experience their own spikes.

What the COVID statistics really mean

CONTINUED NURSING HOME SCRUTINY

The U.S. Department of Justice again requested that New York hand over data about the number of nursing home deaths in the state, expanding on its previous request to include about 600 private nursing homes, as opposed to just those run by the state. The governor maintained that the inquiries were politically motivated and that the latest request was purposefully timed to coincide with the election. He continued to defend the state’s handling of coronavirus cases in nursing homes, even as scrutiny over a March order requiring nursing homes to accept recovering coronavirus patients from hospitals has led to prolonged criticism. Officially, about 6,700 people have died in New York nursing homes of the coronavirus, but many believe this is an undercount and the state Department of Health has not yet released additional data that could reflect a more accurate number.

Just how bad is COVID-19 surging in New York? The best answer to that question has changed over time. Total confirmed cases used to be the headline data point early on in the pandemic. Then came hospitalizations and deaths. Now, two other measures are focal points: testing positivity rate and the number of new cases per 100,000 people. “It’s not one metric that can tell you how a given area is doing during the epidemic,” Syra Madad, senior director at the System-wide Special Pathogens Program Office at NYC Health + Hospitals, said in an interview. Both New York City and state regularly publish an assortment of data about the pandemic, but elected officials typically lean on a few choice metrics in their public messaging. Hospitalizations and deaths are useful, but they are lagging indicators that show the consequences of infections from days and weeks past. Gov. Andrew Cuomo has touted for months how the testing positivity rate – the number of reported tests that detect COVID – is much lower in New York than in other states. The 1-2% rate typically reported by the governor each day is well below the 5% threshold that health experts say is the difference between keeping the pandemic under control and beginning to see it run amok. The metric is now a key part of the state’s new “microcluster” strategy, which is designed to avoid the need to reimpose sweeping

lockdowns. “We have invested in the infrastructure that’s actually needed to do this protracted game of ‘Whack-a-Mole,’” Madad said. “Much more preferred than massive shelter in place.” She added that the state is generally in pretty good shape as far as deadly public health emergencies go, but there are warning signs. The data shows several regions of the state are reporting alarming increases in the number of new cases per 100,000. The Central New York and Mid-Hudson regions were reporting 10.06 and 11.76 last week, respectively, on a seven-day rolling average. The Southern Tier was reporting 28.89 – quite a contrast to the 1.3% positivity rate. So while testing positivity suggests the state is doing pretty well, the rising rate of new cases per 100,000 paints a darker picture, according to an analysis by the Empire Center for Public Policy. “The disconnect between the two measures appears to be driven by a significant increase in testing ... by colleges and universities,” wrote Bill Hammond, a senior fellow for health policy at the center. In other words, testing people who are disproportionately unlikely to have the virus is depressing the total positivity rate at a time when cases are rising. That is one reason why hospitalizations have doubled in recent weeks, though they remain just a fraction of what they were in the spring. – Zach Williams

EARLY VOTING’S HUGE OPENING WEEKEND

R

EMEMBER OPENING WEEKEND box office numbers for big new movie releases, back in the Before Times? Diehard fans and cinephiles bought tickets early to see the newest installment of a blockbuster franchise the first weekend it came out. And back when pre-reserved seats weren’t a thing, moviegoers would line up for hours before the premiere just to get prime real estate. Well, the first weekend of early voting was kind of like that: nearly 200,000 people across the five boroughs, braving sometimes hourslong waits to cast their votes in this contentious presidential election (and of course for the other federal and local races too). Across the state, about 422,000 people voted. But there was no weekday lull after that boisterous first weekend. In fact, MORE people cast ballots last Monday across both the city and state than the first Saturday. And nearly every day had greater numbers of people casting ballots than the day before. Here’s how the first half of New York’s first presidential early voting period shaped up, by the numbers.

DANA BALTER FOR CONGRESS

You’ve attacked Katko for backing Trump, so of course you’re not a fan, but where do you stand within the Democratic Party? Do you find yourself to be an emerging progressive or a more centrist Democrat? Well, first, I wouldn’t say I have attacked him. I’m holding him accountable for the votes that he cast, which is what we should be doing with our elected representatives. I am sort of a middle-of-theroad person. I believe in progressive values, as do a vast majority of people in our district and across the country. The things that I’m fighting for are

our majority positions. For example, I support a $15 minimum wage, so do 68% of Americans. (Editor’s note: Pew Research Center says 67% of Americans do.) I support universal health care, so do 63% of Americans. I support getting big money out of politics, so do 77% of Americans. I support Roe v. Wade, maintaining access to safe legal abortion for women, so do 76% of Americans. (Editor’s note: An NBC/Wall Street Journal poll found 76% of independents, but 71% of all Americans support Roe v. Wade.) And I support universal background checks for

(purchasing) guns, so do 97% of Americans. These are mainstream policies. They’re things that the voters have been asking for for years upon years upon years and it’s because we have representatives like John Katko in Congress who support an extreme partisan agenda that we have not made progress on these issues. Your district has more registered Democrats than Republicans, and it went for Hilary Clinton in the 2016 presidential election, so how is it that Katko has managed to hold his seat since 2015? I think Katko has been

masquerading as a moderate for years and what the people of this district are really looking for – I don’t think people here care so much about party affiliation – what they’re really looking for is someone who’s going to be on their side. Someone who is always going to stand with the people and fight for the people, regardless of who is in the White House, or what party controls the House of Representatives or the Senate. And John Katko talks a good game. I think he had a lot of us believing that he was a moderate and independent thinker. But now we have six years of a voting record to hold

him to, and we see that in fact over and over again, when we really need him on health care, on women’s rights, on the environment, on taxes, he is with Donald Trump and his party and his corporate donors, and he’s not with us. I think voters understand that now. They are tired of being taken for a ride and they are tired of being, theoretically, represented by somebody in Congress who doesn’t actually represent our interests. So, I think we’re seeing that in the poll. I think we’re going to see it on Election Day and hopefully we’re finally going to get some good representation here.

HEN ELECTED OFFICIALS were brought up on the stage at the Oct. 17 Black Lives Matter rally in front of Trump International Hotel and Tower, Maya Wiley stayed planted on the asphalt. She isn’t elected to anything – yet – and her mayoral campaign is trying to present that as an asset, repeating the catchphrase, “I’m not a politician.” So while a top opponent in the race, New York City Comptroller Scott Stringer, spoke to the crowd, with another mayoral candidate, New York City Council Member Carlos Menchaca, standing behind him, Wiley talked with protesters. It was a meeting of a national, intergenerational movement, viewed through a historic lens. Flyers read “From Eleanor Bumpurs” – killed in the Bronx in 1984 – “to Breonna Taylor” – killed in Louisville, Kentucky, in 2020. Hundreds of New Yorkers, most of them Black, joined activists that had come in from Louisville. At one point, a man gestured Wiley over to a barricade beside the stage, and gave her something that might have been even more valuable than speaking time: a reminder of why she was running, why she was hoping to make history as the first Black woman – and the first woman at all – to become mayor of New York City. The man talking to Wiley was Jacob Blake Sr., the father of the younger Jacob Blake, who was shot by a police officer in Kenosha, Wisconsin this August. “He looks me in the eye, and he says, ‘I am so proud of you,’” Wiley would recall, welling up with tears. While the rally went on around them, Wiley and Blake spoke about her work as a legal commentator on the cable news network MSNBC, and his fight pursuing punishment for the officer who shot his son. “His point is, ‘You are representing, and you’re doing it in a way that makes us feel heard,’” Wiley would say the next day. Wiley is a Black woman who has found huge platforms to talk about law and justice. And Blake was telling her that “I didn’t let him down. And that was probably the biggest compliment I could ever hope to have.” Wiley stuck around for almost three hours, long after almost all the other politicians had left. The No Justice No Peace gospel choir from Louisville literally shook the stage as they sang. Wiley, backstage at this point, bounced up and down to the music,

Maya Wiley is a civil rights watchdog with historic potential. Can that propel her to City Hall?

then pulled out her phone to take a video. “Are those my people? Yeah, those are my people,” Wiley said later. “We all have to see each other as, ‘We’re all our people,’ … but there is something that is very powerful and important about the Black experience in this country that transcends geography. That transcends even class.” Combating systemic racism and police brutality is a top issue in the mayoral race, and Wiley is an expert on the subject. She is a one-time civil rights attorney with the American Civil Liberties Union and the NAACP Legal Defense Fund, and the former chair of the Civilian Complaint Review Board, the body that evaluates claims of violence and other misconduct by New York City Police Department employees. It’ll be a central tenet of Wiley’s campaign – “There’s no leading this city out of the crisis we’re in without transforming policing,” she said. Wiley could carry that message to victory – just like New York City Mayor Bill de Blasio did in 2013, vowing to end the targeting of racial minorities with stop and frisk. Wiley worked directly for de Blasio for two and half years as counsel to the mayor, and her campaign, which is staffed by some close allies to the mayor such as his former intergovernmental affairs director Jon Paul Lupo, has started out strong. Wiley is well-known for her frequent criticism of President Donald Trump on MSNBC and Twitter – a platform where she has more than 371,000 followers. As a Black woman from Brooklyn who’s popular among highly engaged progressives in and out of the de Blasio orbit, she could be well-positioned to replicate the mayor’s feat of assembling a coalition of Black New Yorkers and liberal reformers of all races. Day one endorsers at her widely covered campaign launch included Bronx Assembly Member Michael Blake, a vice chair of the Democratic National Committee, and state Senate Deputy Majority Leader Michael Gianaris, a progressive stalwart from Queens. “To my fellow Democrats,” Blake said at her announcement, “we can’t say that Black women are the backbone of our party, but you won’t support them to be mayor of New York City.” But repeating de Blasio’s strategy may be harder after his two terms. The mayor’s relationship with those who want a smaller and more accountable NYPD has soured, and some leaders in the movement are hesitant to trust any candidate who worked closely beside de Blasio. Wiley’s time at the CCRB was criticized by some civil libertarians for failing to do more to rein in the NYPD. Black women in politics warn she will be held to an unforgiving standard that de Blasio wasn’t in 2013. “Because she has the record of the CCRB, because of her record at the NAACP and all this, she will be judged differently,” Yvette Buckner, a political consultant at Tusk Strategies, said.

“Black women always have to do twice as much to get half as much. So she will be judged differently regardless.” Leaders of the police reform movement are withholding judgment, eager to hear more from Wiley. “I think she has an impressive social justice record,” said Joo-Hyun Kang, director of Communities United for Police Reform. “That doesn’t translate necessarily into credibility as a mayoral candidate or as mayor, in terms of the NYPD.”

ILEY LIVED IN Manhattan for a year, as a baby, and she says she always planned to come back. She was born in 1964 and grew up in Washington, D.C., in the Dupont Circle neighborhood – “but when it was still Black, and when it was still poor.” Her mother, Wretha Whittle Wiley, was white and her father, George Wiley, was a Black civil rights leader who founded the National Welfare Rights Organization. He died in a boating accident when Wiley was young, and when her mother remarried, it was to D. Bruce Hanson, another civil rights organizer. Wiley spent a summer in New York City while a student at Dartmouth College, working at a summer camp for kids with disabilities on Staten Island and taking calls at the Lincoln Center information desk. Wiley went to Columbia Law School, and after graduation, she clerked for federal judge James Giles in Philadelphia for two years. Then she moved to Brooklyn in 1991,

riod, from 1994 to 1997, is the only blank spot on her personal LinkedIn page. Her three years at one of the most prestigious prosecutors offices in the country is left off the “Meet Maya” page on her campaign website, and it was left off her bio page when she worked at the CCRB as well. Wiley told City & State the omission wasn’t intentional, and “it’s not touchy” because in the civil division, enforcing civil rights statutes and defending federal agencies, she wasn’t a criminal prosecutor. She has previously talked about her experience at SDNY in public: her time in the Department of Justice was frequently referenced during her appearances on MSNBC. These days, an association with law enforcement is a potential liability, but other candidates have succeeded despite having much more involvement than Wiley. Sen. Kamala Harris’ time as San Francisco district attorney was criticized by criminal justice reformers, in the presidential primaries and led to countless written indictments and defenses of her record. Of course, Harris still became her party’s vice presidential nominee. And Wiley never did any of the prosecutorial work, like prosecuting marijuana offenses, that put Harris on the defensive. Wiley’s time in the de Blasio administration is likely to be an asset to most Democratic voters, who are typically less down on de Blasio than the media and activist elite. Some 52% of New York City Democrats approve of the job de Blasio is doing as mayor, accord-

and she hasn’t left New York City since. She now lives in a spacious, detached house in the Prospect Park South Historic District, with her husband Harlan Mandel, a fellow lawyer, their two daughters, Kai and Naja, and four cats. Once in New York, Wiley got into civil rights law, working as a young lawyer on cases to advance racial justice for the ACLU and then the NAACP Legal Defense Fund. In 1994, she took a job as a litigator in the civil division for the U.S. Attorney for the Southern District of New York, hoping to harness the civil rights enforcement power of the federal government. President Bill Clinton had begun appointing more liberal federal prosecutors than his Republican predecessors, and a former colleague at the NAACP recruited her to join the Southern District. But that pe-

Former city Sanitation Commissioner Kathryn Garcia, too, has worked closely with de Blasio in a number of jobs, but she hasn’t worked on hot-button issues like police brutality. “It’s a blessing and a curse,” said Buck-

ner. “She has to say, ‘Because I was there and on the ground, I do know how to do (the job) and now it’s for me as mayor, and not for somebody else.’” “She has seen how not to manage, working for one particular person,” City Council Member Helen Rosenthal said, referring to Wiley’s time in the mayor’s office. “That yelling at people and micromanaging probably shuts people down and doesn’t bring out the best in your top commissioners, your deputy mayors.” Rosenthal, who endorsed Wiley at her announcement, said she would lead like former Mayor David Dinkins – “somebody who has a heart, but somebody who is also very brilliant and strategic.” Wiley’s impressive resume and media presence may enable her to compete with the elected officials in the race, such as Stringer

and Adams. “In her mind, she sees the field as three people,” a former elected official from New York City who has worked with Wiley and requested anonymity to avoid implicating their current employer told City & State. “And I think that’s probably accurate.”

ILEY IS WORKING carefully to separate herself from de Blasio’s perceived shortcomings. De Blasio hired Wiley right at the beginning of his term, in 2014. The two didn’t know each other, and Wiley hadn’t worked on, or even donated to his mayoral campaign. But she had a strong reputation in New York’s legal and civil rights community as president of the Center for Social Inclusion, a nonprofit she co-founded to promote racial equity. De Blasio had just come into

office promising to combat inequities himself – and chief among them was addressing “the crisis of stop and frisk,” where mostly young men of color were stopped constantly by police without clear justification. Over the next seven years, as de Blasio resisted accountability for police officers who injured or even killed New Yorkers, many of the voters who helped elect de Blasio gradually became disappointed in him. Wiley was long gone before de Blasio’s stock with progressives hit its nadir this summer, when the mayor defended the police officer who drove his car into New Yorkers protesting the killing of George Floyd. But for the first two and a half years of his tenure, Wiley was closely tied up in the mayor’s work. She was his counsel, advising him on all matters of law, and was also given her own projects to lead, like expanding broadband internet access to low-income New Yorkers. At the same time, she served as the city’s minority- and women-owned business enterprise director. Wiley left de Blasio’s office in July 2016. The New York Times reported that she felt cut out of the mayor’s inner circle. If so, Wiley would hardly be alone among women who left de Blasio’s team. If Wiley discussed this on the campaign trail, it could help her emphasize the importance of female leadership – a subject she references when asked about her ties to the mayor, saying she’s a woman “who stands on my own two feet.” She’s not the only experienced woman running this year: in addition to Garcia, former city veterans’ services commissioner Loree Sutton and former nonprofit CEO Dianne Morales are also in the race. Criminal justice reform activists say Wiley must explain how she and the mayor differed during and after her time with him. “Of course, she wasn’t the sole decision maker (in the de Blasio administration), but the reality is, we need to understand the distinction between her and the existing mayor,” said Jawanza Williams, director of organizing at VOCAL-NY, an advocacy organization for low-income New Yorkers. Wiley has been separating herself from de Blasio already. In July, she wrote an op-ed in the Daily News that de Blasio should fire NYPD Commissioner Dermot Shea. Her campaign launch video declared “a crisis of confidence in our city’s leadership,” and she took a swipe at the mayor in her Oct. 8 campaign launch press conference with a joke about how she would be in New York City, not campaigning for president in Iowa, if she became mayor. When asked at that press conference, Wiley refused to say whether she ever privately pushed back against a mayoral decision while at City Hall. But she did criticize some of his actions. If she were the mayor, she would have fired Daniel Pantaleo, the former NYPD officer who killed Eric Gar-

ner in 2014 and pushed for the full repeal of the law shielding police disciplinary records “much sooner” than de Blasio did. Wiley drew another line between her and de Blasio at a mayoral forum hosted by the Jim Owles Liberal Democratic Club later in October. Back in 2016, de Blasio refused to release emails between himself and various private citizens serving as outside advisers. Then counsel, Wiley reportedly devised the justification – the emails should be treated as internal, private communications because the advisers were acting as “agents of the city.” Now a mayoral candidate, Wiley said she could only push her boss so far. “You give advice, and the client makes the decision,” she said. But if she were mayor? “Those emails would have been made public if I was the decision-maker.” Wiley’s time on the CCRB is another double-edged sword: it shows her expertise and commitment to addressing police brutality, but also could be used by opponents to tie her to the status quo. When she left her job as counsel, de Blasio asked her to chair the board as a part-time job, while she worked as a professor of urban policy and senior vice president of social justice at

The New School. She resigned a year later, in August of 2017 to focus on her main job at the college. Criminal justice reformers like Williams appreciate that she has experience working directly on the issue, but emphasize the need to know more about how she’d address it as mayor. “It’s a good sign for us that she’s interested in holding police accountable,” Williams said. “However, that’s not far enough. That’s barely a beginning.” Nor was her tenure at the CCRB wholly without controversy. Christopher Dunn, associate legal director of the New York Civil Liberties Union, publicly criticized the board for lacking public discussion while Wiley was chair. Under Wiley’s watch, the board was also accused of softening the language in a report on the use of Tasers, possibly to make it appear less critical of the NYPD’s use of the stun guns. Wiley publicly denied it at the time, saying in part that the dataset was simply too small to draw conclusions. Dunn’s very job is to push the board to do more, and Wiley was just one player in a system that is understaffed, underfunded, and dependent on the NYPD to cooperate with investigations – which it often doesn’t. “The CCRB has been powerless, has been a tooth-

less agency that does not actually have any power to enact discipline,” said John Teufel, a former CCRB investigator who now works on the campaign promoting an elected civilian review board. Wiley’s potential success in enacting police transparency and accountability depends on taking measures like giving the oversight board real enforcement power, Teufel said. When Wiley was asked at the Jim Owles forum if the board should have the final say over police discipline, rather than the commissioner, she said only that the department needs strong civilian oversight. Because of her experience, “people are going to be looking at her to have a very thoughtful plan about how police reform and criminal justice reform is done,” Buckner said. “I want to hear the actual plan.” But it’s still early, with more than seven months to go until the Democratic primary that is tantamount to the election in New York City. Having just gotten in the race, Wiley hasn’t yet released a specific plan to radically transform policing. The campaign says one will come, as well as an economic recovery plan, and more. But for now, she is mostly talking about “putting the public back in public safety.” She said

She was comfortable on camera – after all, she’d spent the last two years on TV, more in the public eye than ever, even if she’d been largely removed from city politics. Now she’s back in city politics in a big way, and she’s having fun. “This is the ‘New York is dead’ shot,” she laughed, sarcastically echoing all of the city’s critics. When one of the cats that lives in the building padded up to her, the towering candidate crouched down and fell into the sing-songy voice everyone does with cats. “Hi! You came to visit? Hello!”

After the photoshoot, she sits down and talks about the Black Lives Matter rally the day before. Has she ever been arrested herself? No, Wiley said, and not even at a protest, for civil disobedience. “I was always in the stuff that had permits.” She says she has felt scared during interactions with police, though. Wiley recalled a time when she was pulled over for no apparent reason by a police officer in D.C. after dropping a friend off at home after a party. It was late, and the street was very dark. She was a young Black woman, alone, with a white cop, and she felt “panicked.” But she made it clear to the cop she was in law school, and not just any law school, but Columbia Law School. He let her go with a warning to fix her car’s cracked reflector. “It was a traumatizing encounter, because I understood what that encounter was, and I understood what saved me,” Wiley said. “And I also understood that’s not what most of us have. … We are not going to survive as a city if we are not being honest about the fact that we have to radically transform policing.” When it came to the 2020 presidential primary, Wiley said she was split between

supporting Harris and Elizabeth Warren. She has a lot in common with both women, attorneys who were vying to be the first woman president. Each also reflects an element of Wiley’s political persona and drew support from a constituency she will court in her campaign: Warren was the most progressive woman in the race and Harris was campaigning to make history as the first Black woman in the Oval Office. “We need Black-led leadership in the city,” Williams said. “Black people in particular, and Black women especially, (have a) nuanced perspective, and oftentimes are more able to understand the issue with a policy, or why a policy is good, and willing to understand what movements like the Movement for Black Lives is calling for.” Wiley said she’s up to the task. In fact, she’s been preparing for it her whole life. “That is exactly the kind of responsibility that comes with what my parents taught me,” she said. “‘If you’ve been given much, much is expected.’ And your job is to step up to it. But you have to step up to it with authenticity. You can’t step up to it and pretend you’re something you’re not, or be something other people want you to be.”

The effort to get equal representation for women on the New York City Council kicks into high gear.

N THE FOUR YEARS since President Donald Trump’s election, the country has seen a surge in female candidates running for office – and winning. It seems that wave is poised to finally hit the New York City Council. Since the modern 51-member New York City Council was created in 1989, the body has never had equal gender representation. In fact, only 12 seats are currently held by women, a decline from 18 in 2009. The goal of the 21 in ’21 initiative, founded by former City Council Members Melissa Mark-Viverito and Elizabeth Crowley, is to get 21 women elected to the council in 2021. With ranked-choice endorsements, candidate training and unprecedented enthusiasm to run for office, it seems the organization’s goal may be within reach. The initiative launched at the start of 2017, when the City Council had 13 women, a number that dwindled to 11 after that year’s election. Although 21 in ’21 endorsed a handful of candidates that year, it

paled in comparison to the 33 women – 32 Democrats and one Republican – the group endorsed for the June 2021 primaries. A lot has changed since 21 in ’21 launched. For one, the organization has expanded its reach and grown its membership. Also, challenges surrounding the most important issues for the group – health care, affordable housing and education – have been laid bare in recent months as the country has been ravaged by the coronavirus pandemic. Each of these issues were important for 21 in ’21 when making its endorsements for next year. In 2017, only 38 Democratic women ran for contested City Council seats out of 113 candidates. This year, 21 in ’21 received 78 applications for endorsements in 33 districts, including nearly all the districts that will have no incumbent running in 2021. “You’re seeing these women who feel empowered, who feel strong, who feel excited,” said Yvette Buckner, the group’s executive board

vice chair. “They are ready to roll up their sleeves like a mother.” Buckner said the increase in women running for office across the country in the wake of Trump’s victory has been inspiring, and that the COVID-19 pandemic has really brought to the forefront issues that families, and especially women, struggle with. “When a lot of the (policies), especially around education, were rolled out, a lot of people said, ‘Was there a woman in the room when these decisions were being made?’” Buckner asked. “Was there a mom in the room when these decisions were being made? Because it doesn’t seem like it.” But the very issues that have driven women to run have also acted as barriers to running for office. “Women have to think about the household, sometimes taking care of their grandparents, their parents and their children,” Buckner said. “And so there’s so much more to consider when being asked to run.” Crystal Hud-

son, a first-choice endorsement for 21 in ’21 in Central Brooklyn to replace her former boss Council Member Laurie Cumbo, cares for her mother, who has Alzheimer’s disease. She said that experience was one of the key reasons she decided to run. “My mother spent over 40 years working as a nurse ... caring for others. And when it was time for my mother to receive care, it seemed that there was none for her,” Hudson said. “The experience that I have caring for my mother is an experience that so many women encounter, even when thinking about the care economy.” Hudson, who would be the first out LGBTQ Black woman elected to the City Council, said that having an organization so deliberate in support of “nontraditional” candidates like her was exciting. Similarly, Upper East Side candidate Tricia Shimamura is the only mother in her race. She said the City Council would benefit from having more women, and especially more mothers, shaping policy,

while acknowledging that motherhood has traditionally been an obstacle to running. “That’s why endorsements like 21 in ’21 matter,” Shimamura said. “It means that somebody believes in me, even though I’m a young mother and we face a lot of criticism on the campaign trail.” That’s why for the past four years, 21 in ’21 has been working to build a coalition of women looking to get involved in politics, providing candidate training and support to women who may never have had that before. “A lot of the women were telling us that it was a space that was created that has never actually existed,” said Amelia Adams, the group’s executive board chair. “(21 in ’21) actually created a safe space for women to actually talk about running for office, talk about policy.” Adams said they wanted to make sure that women were prepared not only to run for office, but also to take office so they were not “deer caught in headlights” on their first day. She said many former female lawmakers have been

working with candidates as mentors. For first-time candidates, that kind of help can be critical, even for candidates with a background in government. Jennifer Gutiérrez is running in Brooklyn to replace her term-limited boss, Council Member Antonio Reynoso. Despite working in the council and serving as Reynoso’s chief of staff for more than six years, she said the support and training she received from 21 in ’21 was an integral part of her decision to run. “It wasn’t just this effort to elect more women, it was really an effort to really level it out for women,” Gutiérrez said. “Oftentimes, those are reasons women don’t run. It isn’t because we don’t necessarily think about running, but it’s the barriers and challenges that exist.” Gutiérrez, who is also a caregiver for her mother, said that even though she has been supportive of other women through her government work, she still needed convincing by those around her. “21 in ’21 just came at

a perfect time to tell me, ‘Hell yes. Stop making excuses,’” she said. Amanda Farías, who is running to replace Council Member Rubén Díaz Sr. in the Bronx, has a slightly different perspective on the initiative. She was one of the handful of candidates to receive a 21 in ’21 endorsement in 2017, when it was still a fledgling program. Running in the same district next year, and once again receiving the group’s endorsement, Farías has been able to see how much 21 in ’21 has changed and grown in the past four years, along with how much the general environment for female candidates has improved. “One of the things that feels really different is that now more than ever, we’ve seen that it’s important to have a large coalition of women’s voices in the legislature,” Farías said. Although she did not mentor for 21 in ’21 specifically, Farías said she has been trying to help other female candidates in many of the same ways to avoid the “bumps in the road” that she encoun-

tered her first go-round. “I definitely think I want to lean into the coalition-building aspects,” Farías said, which she said was different compared to 2017. In that vein, ranked-choice voting is key to 21 in ’21’s strategy. The new form of voting is coming to the city next year and allows voters to rank up to five candidates. If someone’s first choice doesn’t win, their second- and third-choice votes can still affect the election. Ranked-choice voting advocates said data from other areas of the country showed this type of voting helped more women and candidates of color get elected, and it promoted positive campaigning based on coalitions, rather than negative campaigning where candidates attack each other. “If we want to get women in all of the open seats, which is the primary objective of this project, then we would also have to make sure all the candidates involved had a ranked-choice voting strategy amongst themselves,” said Heidi Sieck, a board member heavily in-

volved in the project’s ranked-choice voting strategy and training. Members of 21 in ’21 used ranked-choice voting to determine its endorsements, and included second and third choices in some of the districts where it endorsed. It appeared to be the first major group to roll out ranked endorsements. “I think that because of the collegial network that was formed … (it) is just right for a type of ranked-choice voting (style of) campaigning for the women candidates,” Adams said. “I think this really does provide an opportunity to get more women into office.” Buckner expressed a similar sentiment for the candidates receiving support from 21 in ’21. “You will have to work together,” she said. “You can’t look at it as your opponent, you have to look at it as the woman who you’re going to work together with.” Sieck added that every endorsed woman committed to utilizing a ranked-choice voting strategy as part of the process, and 21 in ’21 is providing training on how best

these women candidates navigate not only their own elections but the ranked-choice voting situation so we can be prioritizing women candidates in each and every one of these races,” Sieck said. In terms of building coalitions for ranked-choice voting, Shimamura said she knows many of the other candidates in her race, including the two other candidates co-endorsed by 21 in ’21. In fact, those women have signed Shimamura’s pledge to take on the city’s maternal mortality crisis – women of color have been dying during or as a result of childbirth at disproportionately high rates. The issue is personal for Shimamura, who had a highrisk pregnancy that resulted in potentially life-threatening complications while she was giving birth. “Of course, everybody’s going to be for ending the maternal mortality crisis, this is a question of who’s going to actually prioritize it,” Shimamura said of the need for more women in government. “And the people who prioritize it are the

people who actually deeply understand just how vulnerable and just how much we’re failing our families.” She said thanks to ranked-choice voting, she knows she can work with the other women in her race to ensure issues like that will be championed in the City Council. Other candidates like Hudson, Gutiérrez and Farías all expressed similar excitement about the prospect of ranked-choice voting. Gutiérrez added that 21 in ’21 helped connect her with other female candidates from across the city to form a coalition of people committed to the same issues that could carry over into working relationships as fellow council members. One of those people was Hudson, with whom she co-published an op-ed over the summer along with five other female candidates on the need for police reform. “It definitely does feel achievable now to have 21 (women), at least 21, in 2021,” said Hudson, who thought the goal seemed daunting in 2017. “And that’s really exciting.”

The first woman to lead the state Senate, Andrea StewartCousins has a long track record of breaking through glass ceilings. Human Services: A Call to Action By Phoebe C. Boyer

N

ew York’s human services sector – uniquely positioned to support the city’s economic recovery and future – may not survive COVID. We represent more than 200,000 employees across the five boroughs and support workers and employers in all sectors through our direct services to vulnerable New Yorkers. And yet, though we are a vital component of the city’s COVID response and economy, all levels of government – the primary funders of the sector – have cut millions of dollars from human services budgets. This is particularly painful because our leaders know the pandemic’s disproportionate impact on lowincome neighborhoods and the people who continue to do crucial but often low-paid work. They know that 80% of the people in some communities are relying on food distribution. They know that COVID learning loss is real, and will disproportionately impact Latinx and Black students due to lack of access to computers, home internet connections, and direct instruction from teachers. They also know that it was the human services sector that stepped up when New York City went into lockdown. It was our workers who were there for those in the hardest hit communities when they fell ill and who consoled the families of those who died – all the while supporting their own loved ones. They were there, too, for the people who lost their jobs and spent every day confronting fear of the virus and anxiety of sliding all the way down the economic ladder. At the organization I run, we kept our community health centers open – despite lost revenue – so our young people could receive healthcare without further burdening overtaxed hospitals.

Our community school and center staff helped families with mobile devices and internet connectivity, then adapted our educational programs and health services so that we could deliver them remotely. And based on needs assessments, we redeployed our staff to prepare, distribute, and deliver food to families, so no one would go hungry. Because of the support we were able to provide, our kids and families remained connected, valued, and heard. But they are still struggling, and with every budget cut, we are forced to reduce our workforce, and our ability to support kids and families is diminished.

As a nation, we have made enormous investments to save entire industries with stimulus funds. Today, as we plan the road to recovery, we must make equal investments in human capital – in the human service workers who are the safety net for the most vulnerable New Yorkers, who contribute to the vitality of the city through their care, and who nurture the children and youth who are our future.

What if we could harness the skills and resources of the government, human services, and corporate sectors to plan our recovery? What if we recognize the interconnectedness of the communities of this city and commit to protecting all of them – making them all stronger – so that we move forward together? We are going to need the best collaborative thinking because one thing is clear – life will be very different and innovation will be key as we determine our new normal. It will take cross-sector problem solving and leadership to coconstruct a plan to reimagine and revitalize this city we love. It has been nothing short of extraordinary to be on the leading edge of our city’s response to the pandemic, to help our children recover academically, socially, and emotionally; to give our families a sense of hope when they need us most. We remain humbled by the resilience of our communities – from the dad who said, “I don’t need the box of food this week, give it to the next family;” to the mother bravely dropping off her children at our early childhood centers, masked up and ready to go, so they don’t fall behind; to the foster parents who stepped in when our kids lost loved ones. They are up for the challenge – what they need is the promise of a more inclusive and just future for all New Yorkers. The human services sector is key to this work, and together we can bridge the divides to move forward collectively. Now is the time to act. Phoebe C. LOSERS HENRY GARRIDO For months, New York City Mayor Bill de Blasio has suggested imminent layoffs for tens of thousands of workers. But District Council 37 Executive Director Henry Garrido worked out a better solution. The city and its largest municipal union announced a deal that will keep those jobs safe at least through June, with the city stopping payments to some funds. It’s not perfect, but it’s better than waiting for the federal government to help.

New York City slashed $1 billion from its housing budget earlier this year, but Rachel Fee and the New York Housing Conference found that the hefty cuts would’ve only led to a measly $30 million in savings. Soon after, de Blasio restored about half of that funding, which could be used to fund the creation of about 11,000 new affordable housing units.

Just over a week into his New York City mayoral run, former Citi executive Ray McGuire raised $1.1 million, already roughly half of what Scott Stringer and Eric Adams have raised this whole time.

The forbidden romance between State Trooper Dane Pfeiffer and Cuomo’s daughter, Cara Kennedy-Cuomo reportedly started while Pfeiffer served as one of the governor’s bodyguards. It’s hard to believe, but Cuomo disapproved, and Pfeiffer ended up being transferred all the way up to northeastern New York.
