I SAT IN THE LOBBY OF THE ROYAL SONESTA SAN JUAN HOTEL where the Somos conference was taking place in Puerto Rico last week, discussing Election Day results, including India Walton’s loss to incumbent Buffalo Mayor Byron Brown. “That sent the progressives a strong message, and y’all have to report that,” said a recent former Democratic politician who joined the conversation and insisted to me that I not use their name for this note. As editor-in-chief, I have to be able to have these discussions at one of the most important political events of the year, so please indulge me and allow this person’s anonymity. The ex-pol and other members of the Democratic establishment I spoke with at Somos consider progressives like Walton sometimes a bit too big for their britches and presumptuous about their political power since Alexandria Ocasio-Cortez unseated then-Rep. Joe Crowley in New York’s 14th Congressional District in 2018. It’s not a universal opinion. Some old-school Dems did support Walton. Her loss, along with Eric Adams’ mayoral victory in New York City, proved the establishment is far from losing steam and willing to push back within the confines of the party. Now that both sides have shown their muscle, it may make sense to start playing nice with each other. Just in case they haven’t noticed, the GOP can still pull off some surprising wins, even in New York state.

DEMOCRATS TAKE A DRUBBING ON ELECTION NIGHT...

A “red wave” washed over the country on Election Day, and New York did not escape dry. Republicans won races across Long Island, picking up the district attorney offices

in both Nassau and Suffolk counties and likely the Nassau County executive position as well. In Western New York, Republicans also picked up the Erie County sheriff seat, something that has not happened in many years despite a voter enrollment advantage

for Republicans in the county. Even in tried-andtrue blue New York City, Republicans made some gains, picking up at least two new City Council seats and holding onto the three they already had. And on Staten Island, a Trump-loving disgraced former Congress

On Day 15, it was the city that ended up giving, announcing a deal to pursue the kind of cityguaranteed debt relief plan that drivers had wanted. With the city finally conceding, drivers celebrated the chance to dig in to their first meal in a fortnight.

member won the race for borough president. Voters also resoundingly rejected three ballot proposals championed by Democrats after the Conservative Party spent $3 million on a campaign to oppose them. One would have tweaked the redistricting process, while the other two would have allowed same-day voter registration and no-excuse absentee ballots. Many of the losses, including the ballot proposals, came as a surprise to many political observers, as well as the sheer size of many Republicans’ margins of victory.

… BUT NOT ALL DEMOCRATS WERE DEFEATED

On the flip side of the coin, New York City Democrats had reason to celebrate with the election of Eric Adams to be the next mayor, as well as progressive leader Brad Lander as the next comptroller. Countless City Council candidates also officially became council members-elect with their general election victories following crowded primaries, with a record 31 women (admittedly some who are Republicans) set to take office next year. At the borough levels, Democrats also secured expected victories everywhere but Staten Island, with Alvin Bragg voted in as Manhattan’s first Black district attorney and Vanessa Gibson as the Bronx’s first female

borough president. Over in Buffalo, the mayoral race was more controversial even if a Democrat technically won in the end. After waging a write-in campaign, incumbent Mayor Byron Brown bested insurgent India Walton, who ran on the Democratic Party line after winning the June primary. Although the writein votes still need to be officially tallied for Brown, he easily won, declaring victory on election night. Walton conceded the next day.

DEAL REACHED ON MUNICIPAL WORKER VAX MANDATE

de Blasio reached a deal with union leaders on the mandate that all municipal workers receive a vaccine in order to give workers more time to seek religious or medical exemptions. As part of the deal, those who have applied for an exemption will still be allowed to work and get paid while awaiting approval of their application. However, if it gets denied, they’ll be put on leave even if they appeal the decision. Although the vast majority of city workers have gotten the shot, enough have been placed on leave that some city services have been affected. Most notably perhaps has been the buildup of garbage on the street thanks to shortages in sanitation workers over the vaccine mandate.

Rezoning drama in Manhattan Around the SoHo and NoHo neighborhoods in Manhattan, urgent posters are taped onto some building windows. They read in all caps “SAVE CHINATOWN SOHO NOHO.” They go on: “Protest the gentrification of Chinatown.” The posters are a rallying cry against the city’s proposed SoHo/NoHo Neighborhood Plan rezoning. But for a plan billed by the city as a rezoning of the well-off neighborhoods known for cobblestone streets and flagship stores of famous fashion brands, the poster brings up one question: What’s Chinatown got to do with this? With New York City Mayor Bill de Blasio in the final months of his tenure, few policy goals remain on his plate. Two of those are the Gowanus and the SoHo and NoHo rezonings to increase the density of residents living in those wealthier areas. Community Board 2 adopted a resolution against the SoHo/ NoHo rezoning by a 37 to 1 vote, and Manhattan Borough President Gale Brewer, whose recommendation is part of the city’s Uniform Land Use Review Procedure, said the rezoning still needs work, but sidestepped giving a definitive thumbs-up or thumbs-down. month, so it’ll now head to the City Council, the final step in the city’s zoning process. Those who are saying that Chinatown will be negatively impacted argue that the rezoning will lead to more displacement of residents while also claiming that the proposed rezoning area does, indeed, include a portion of the historic neighborhood, pointing to areas along Canal Street and east of Lafayette Street. But the city’s planning department has held steadfast that Chinatown is not part of the rezoning area. Some housing advocates go so far as to say that opponents are trying to muddy the waters by throwing a lower-income neighborhood into the conversation. Casey Berkovitz, a board member at pro-housing advocacy group Open New York, told City & State that the SoHo and NoHo rezoning is necessary, with neighborhoods like those not contributing enough to the city’s tight housing stock. “Anything we can be doing to create affordable housing, to create new housing in extremely well-served, wealthy, high-amenity areas, and to racially and socioeconomically integrate what are extremely white wealthy neighborhoods … is a step in the right direction,” Berkovitz said. – Gabriel Poblete

You’re expected to take office in January to represent New York City Council District 23 in eastern Queens. What was your path to running for office? I’m still at my nonprofit organization. I am the president and CEO of KCS, Korean Community Services. I was working at a statewide health foundation before that, went to grad school (and got a) master’s in social work. So I always had an interest in public service (and the) nonprofit world. But I never even imagined politics or any elected official role. It was doing the work on the ground. To be honest, it was folks like Congresswoman Grace Meng and other

electeds that were like hey, you should run for something. I was like (laughs) y’all are crazy. There’s no way. But as I thought about it more and more, I was like, maybe this is something I’d consider down the line. But it was really the pandemic that was the final deciding factor for me. This city needs to get back on track, and if anything, what COVID did was further uncover the disparities that were already there. I was like, I’ve got to at least try. A lot of the issues that I see on the backend being a service provider in New York City, there’s so many things we could be doing better and more efficiently. That was the driving factor.

Are you going to be one of the first Korean American City Council members? There’s never ever been a Korean council member before. And in my district, I’m the first woman and person of color, because there’s always been a white man who has won the seat. So I think that’s why I feel more pressure. I feel proud, but also, a duty to represent well. You ran against Jaslin Kaur in the primary, one of the candidates who was endorsed by the New York City Democratic Socialists of America. Did you run against her politics in what is essentially a suburban district?

Thankfully, for me personally, what I believe and what I want to see happen in the district is very much in line with where the district is. Public safety was a big issue. And I think I’m on the same page with folks in our district, which is not for defunding (the police). Because when you say that, it’s a trigger word. The City Council speaker race is coming up. Do you have any preferred candidates? What I can speak to is the people that came out to help me personally were Justin (Brannan), Keith (Powers) and Carlina (Rivera), which are the three names that have been brought up since

early on. Although I have to say, Justin is the only one that formally endorsed, whereas Keith and Carlina were very supportive and helpful, but Justin is the one that came out and endorsed and actually did a lot of the door-knocking and everything. What council committees are you looking at for 2022? I would love, if I could, to chair the Aging Committee. It’s sad to me that (the) Department for the Aging has the lowest budget out of all social services. And not just by a little bit, it’s a lot. So Aging is the one I would definitely want to chair. I would love to join Mental Health, Education as well as Parks. – Jeff Coltin

RIC ADAMS HAS effectively been running a long victory lap since winning the Democratic primary in June – and last Tuesday, he began the final leg of his race to City Hall, officially holding the title of mayor-elect and taking office as New York City’s second Black mayor on Jan. 1, 2022. Raised in poverty in Brownsville, Brooklyn, and South Jamaica, Queens, Adams was arrested and beaten by New York City police officers at just 15 years old. He later joined the police force, rising through the ranks to captain while also serving as an outspoken critic of racism in the NYPD. The Democrat planned his run for mayor for decades, winning a state Senate seat in Central Brooklyn, a place he has called home for more than 30 years, then becoming Brooklyn borough president in 2014 after winning an essentially uncontested race. In June, Adams emerged victorious out of a hotly contested Democratic primary for the seat being vacated by term-limited Mayor Bill de Blasio, pitching his vision as a blue-collar mayor who will work with big businesses in a way that de Blasio never did. “After years of praying and hoping and struggling and working I did it: City Hall,” the 61-year-old Adams said in his victory speech on election night. But this isn’t a foot race, and Adams won’t be winning a gold medal. Instead, he’ll be inheriting a city still very much struggling with the effects of the COVID-19 pandemic. Adams will have to staff his administration in the coming months, including for closely watched positions like schools chancellor and police commissioner, and may have to deal with the approximately 21,000 city workers who have not been vaccinated against the coronavirus, despite de Blasio’s mandate. The current mayor has also left the next one with a $5 billion budget gap to close. While Adams can expect another massive influx of cash from the federal government in the form of the nearly $2 trillion Build Back Better package, he’ll also have to negotiate new labor contracts, the biggest of which are set to expire in the mayor’s first year. It’s a reality Adams acknowledged on election night. “We face a three-headed crisis,” he said. “We are fighting COVID, crime and economic devastation all at once.” But Adams will be taking office with widespread support and a huge amount of goodwill as he gets set to succeed de Blasio. With 97.68% of in-person votes counted on election night, he earned 67% of the vote to Republican Curtis Sliwa’s 27%. Over a million New Yorkers cast ballots in the race. In a city where Democrats have a 7-to-1 voter enrollment advantage over Republi-

cans, Sliwa was never considered to have much of a chance and quickly conceded to Adams when the results came in. “I am pledging my support to the new mayor, Eric Adams, because we are all going to have to coalesce together in harmony and solidarity if we are going to save this city that we love,” he said at his election night party in midtown Manhattan. At Adams’ event, another potential opponent pledged harmony: Gov. Kathy Hochul. “I’m here to declare there is a new day dawning. A whole new era of cooperation, where the only thing the state of New York and city of New York are fighting about is fighting to make your lives better,” she said, in a clear reference to her predecessor, former Gov. Andrew Cuomo, who frequently made life difficult for de Blasio. “We will fight for you, not fight each other anymore!”

Adams, too, promised change in the new year. “This campaign was for those who have been betrayed by their government. There’s a covenant between government and the people of our city. You pay your taxes, we deliver your tax dollars with goods and services,” he said. “We have failed to provide those goods and services. Jan. 1, that stops.” Mayor is a notoriously high-pressure job, and Adams has said he’s expecting to get booed and heckled. Adams provided critics with some ammo last week, when reporters from Curbed caught him parking his city car illegally and then driving on the sidewalk outside his home. While vote totals won’t be final until later this month, it looks like Adams won’t come close to approaching de Blasio’s performance in 2013, when he won nearly 800,000 votes, good for 73% of the total.

That didn’t seem to be on Adams’ mind last Tuesday night as he and hundreds of supporters celebrated at the New York Marriott at the Brooklyn Bridge – a major hotel at 333 Adams St. Beyond the address, it’s just a block away from Brooklyn Borough Hall, where he has worked for eight years and famously slept in his office during the early months of the pandemic. Adams entered the hotel ballroom just before 10 p.m., passing through the main doors and walking through the crowd of cheering admirers on his way to the stage. “The team told me to come in through the back, behind the stage. They said this is the way we want you to move,” Adams explained. “And I said to them, I’m the mayor.” The crowd cheered.

Feeling blue

A

DAY AFTER a disappointing election for Democrats across the state, with Republican gains even in the progressive stronghold of New York City, politicians, staffers, lobbyists and other political players flocked to sunny Puerto Rico for the annual Somos legislative conference. The lively atmosphere as people lounged on the beach, sipped mojitos and attended parties at night belied the tough losses Democrats faced amid a nationwide “red wave.” But even as attendees celebrated the victories of New York City Mayor-elect Eric Adams and others, pols and experts warned that the party should enter 2022 with extreme caution after Republicans demonstrated that they’re not down and out despite the state’s recent hard shifts to the left. The state GOP’s biggest victories came on Long Island, where they won both the Nassau and Suffolk County district attorney races, kept a strong lead in the Nassau County executive race and picked up almost every countywide position on the island. Although most expected a fight in the Nassau district attorney race, pitting state Sen. Todd Kaminsky against prosecutor Anne Donnelly, the likely loss of Nassau County Executive Laura Curran and defeat of Suffolk County District Attorney Tim Sini came as a surprise to just about anyone watching the races. Both were expected to cruise to victory. The red wave even hit New York City to a degree, with Republicans holding on to their existing City Council seats and flipping two others. In Brooklyn, challenger Brian Fox left Council Member Justin Brannan fighting for his life after election night results left the incumbent slightly behind. Brannan remains confident he’ll pull out a victory once the city Board of Elections counts absentee ballots, but it’s significant that the race came down to the wire. And on Staten Island, Trump-supporting former Rep. Vito Fossella, who left Congress in 2009 amid a scandal about a secret second family and a DUI, handily won the borough president race. All this should come as a warning shot for Democrats as they look ahead to 2022, according to Suffolk County Executive Steve Bellone. He’s the last major Long Island Democrat left standing after last Tuesday’s results having already won his own final term in 2019. “This was a message to the Democratic Party, no question about it,” Bellone told City & State at the Somos conference. Looking ahead to the next election, which he is considering entering as a gubernatorial candidate, Bellone didn’t mince words. “I think anyone who looks at these results and isn’t concerned about 2022 is either not paying attention or putting their head in the sand,” he said. This will likely be especially true on Bellone’s home turf of Long Island, where Democratic gains

New York City Council members talk about Council Member Diana Ayala’s campaign to be the next speaker, they point to her life story. Born in Puerto Rico and raised in public housing in New York City, Ayala was a pregnant teenager when her son’s father was shot and killed. She spent time in the homeless shelter system and survived an abusive relationship. “Her story speaks volumes,” said Marjorie Velázquez, an incoming council member from the East Bronx who is not formally supporting any candidate in the speaker race. “This is a woman who’s gone through so many tough things in life, and she could have chosen any path, but she chose a life of service.” That story influenced the way she approached her job as council member, where she has represented East Harlem and parts of the South Bronx since 2018. “I’ve had personal experiences with gun violence, domestic violence, food insecurity, homelessness. And so I really do look at the world and this job through a social services-driven lens,” she told City & State. But the population that has had those experiences is underrepresented in government, which inspired her speaker campaign. “I don’t

see people that see us and understand us in that way. And that’s why I thought it would be a great idea to jump in.” But Ayala leapt much later than most other contenders for the seat – with the news leaking in a mid-August Daily News story that painted her as a long shot who some members viewed as weak. She didn’t make a habit of volunteering on other candidates’ races and hasn’t been networking nearly as aggressively as some of her colleagues – and in a race that’s partially a popularity contest, that could hurt her. “I think she has a very difficult path. She doesn’t have a tremendous well of support,” said an incoming member. “She doesn’t know many of the new members.” Nevertheless, Ayala is increasingly seen as a real contender in a race that – on the eve of the Somos conference in Puerto Rico – still seems to be wide open, with no single front-runner. Ayala is a woman in a council that is set to be majorityfemale for the first time, and she is Latina in a year when many stakeholders have been raising the alarm about the lack of Latino political leadership at the state and city levels. Ayala also has something that is still rare at this point in the speaker

race: a fellow incoming council member who is willing to unequivocally state their support on the record. “She’s my mentor. She’s the reason I’m in the game. She encouraged me to run,” said Council Member-elect Althea Stevens, who will represent parts of the South Bronx. Ayala is Stevens’ preferred pick for speaker and “everybody knows it,” she said. “Loyalty means more than anything else. If she wasn’t my pick, that would be weird.” But the speaker race isn’t a typical election, and a preference in November doesn’t guarantee a vote in January. Coalitions are forming. The unions behind Labor Strong 2021 are trying to get allies to vote as a bloc, and Bronx Democratic Party Chair Jamaal Bailey is trying to hold his nine members – including Ayala –

together as well. Another incoming City Council member noted that Ayala has “a little traction” in the race, “but she’ll need other people to push her. It’ll have to be labor, or maybe the Bronx and Queens to make her a viable speaker contender.” One helpful advocate in that case could be Rep. Adriano Espaillat, who represents part of Ayala’s district and told City & State on Friday that she is his preferred pick – but like most other players in this race, he’s not ride or die with any one candidate, since that could weaken his negotiating power. Another Ayala supporter is former City Council Speaker Melissa Mark-Viverito. Ayala worked in her office for years, most recently as her deputy chief of staff, and won her seat when Mark-Viverito was term-limited at

the end of 2017. But in a year when many members want to see a member-driven process, appearing to be too close to allies can be dangerous – especially ones like Espaillat and Mark-Viverito, who have as many political rivals as they do friends. So Ayala is appreciative of her supporters, but keeping a respectful distance. “There’s an assumption that Adriano convinced me to run, and that’s not true,” Ayala said. It’s also not true that her candidacy was a reaction to Council Member Carlina Rivera’s, a fellow Manhattan Latina, whose stock may be fading. “It didn’t have anything to do with there being or not being an opening,” Ayala said. “I think that Carlina is great.” And Ayala isn’t a mini MMV, just because she worked for her. “She and I are very like-minded, but

I’m me,” Ayala said. “I’m different.” Ayala is different from all the other legislators in one way: She’s the only member who just got reelected and agreed to have a new borough-based jail in their district. Some praised her for taking a concrete step to close Rikers Island, but it wasn’t without controversy. Many Bronxites, including Council Member Rafael Salamanca Jr., who represents the neighboring district, criticized the placement of the proposed jail and felt that Ayala should have fought it. Other progressives – including some incoming council members – didn’t think the city should be building new jails at all, but rather focusing on incarcerating fewer people. Ayala could face opposition to her candidacy on

multiple grounds related to the jail. But that’s natural for Ayala, whose politics aren’t as easily characterized as some other members. She originally endorsed progressive Scott Stringer in the mayoral race, then switched her endorsement to the more moderate Eric Adams after Stringer was accused of sexual harassment. “I think I can swing a little bit. I consider myself a progressive, but sometimes I can be a little more moderate. I try to be pragmatic,” she said. Ayala isn’t considered likely to get Adams’ support for speaker, if he chooses to back anyone, but at least one incoming member appreciated her not-too-close, not-too-far relationship with him. “Does she have the chops to make hard decisions and stand up to the mayor when necessary? Yeah I could see that,” the incoming member said. There’s no question that Ayala has a lot of ground to make up in the speaker race, since she started late. The council member seemed to be feeling the pressure last week, when it was hard to find time to talk to City & State amid a hectic schedule ahead of Election Day. “I should have been a nurse,” Ayala joked. “But I’m afraid of blood.”

ECRETARY TO THE Governor Karen Persichilli Keogh has helped a lot of Democrats transform their political brands. She directed the transition of Kirsten Gillbrand from a relatively moderate member of Congress to a champion of leftist causes. She later helped then-New York City Mayor Michael Bloomberg build support among women as he pushed for an extraordinary third term in office. And there were the five years Persichilli Keogh – widely known in political circles as KPK – spent as statewide director to then-U.S. Sen. Hillary Clinton following a contentious 2000 U.S. Senate election where the former first lady faced accusations of carpetbagging. That job has become newly consequential for millions of New Yorkers when Gov. Kathy Hochul appointed Persichilli Keogh as her top lieutenant shortly before taking office in August. The relationship between Persichilli Keogh and Hochul, both longtime fixtures in New York Democratic politics, truly began in May 2003. Hochul, then a member of the Hamburg Town Board, attended a roundtable discussion and press conference in nearby Cheektowaga about helping steelworkers keep their health care following the closure of a plant by Bethlehem Steel. Hochul sought out Clinton after the event to get her support for removing toll booths on the New York State Thruway in her hometown – a big issue for local commuters. “Kathy grabbed me and was like: ‘I need to talk to her,’” Laura Krolczyk, the Western New York director for Clinton at the time, said in an interview. “‘I need to talk to her about the Hamburg tolls.’” Clinton called Hochul later that day to say that she was designating a top aide – Persichilli Keogh – to help Hochul. “We became fast friends – just really hit it off,” Persichilli Keogh said of Hochul in an interview. “Her energy is just boundless, and she’s always working.” A relationship cemented over toll booths, which were removed years later, became a matter of statewide importance when then-Gov. Andrew Cuomo announced his resignation on Aug. 10 following a litany of scandals that included sexual misconduct,

self-enrichment and a cover-up of data showing COVID-19 deaths among nursing home residents. “I got a call from her team shortly after it was known that she would ascend to be governor to ask if I’d be interested in meeting with them about a senior role in the administration,” Persichilli Keogh said. “She wants the best and the brightest, and she has tasked us to build a team that will work to not only execute on her vision – but change the culture in Albany.” She told Hochul she would accept the position of secretary to the governor at

a meeting held at the governor’s midtown Manhattan office on Aug. 17. The appointment of Persichilli Keogh, a Long Island native who has a master’s degree from Columbia University, as Hochul’s top aide is emblematic of the wider choices Hochul has made while assembling a senior team of mostly female senior aides who come to state government after long careers in local and federal government. They all have big roles to play in helping Hochul keep her promises to make the state government more ethical and effective, but no one has a bigger role in getting things done than the top aide in her administration. “The secretary has to be almost an extra arm of the governor,” William Mulrow, who held the position under Cuomo, said in an interview. “The state operations director is running the day-to-day aspects of the government. The counsel is running all that legal stuff that has to get done. … The secretary has a sense of politics, has a

sense of government, has a sense of business.” The job involves being a governor’s top surrogate with legislators, political leaders and gubernatorial staff alike. A top task for the new governor was distancing herself from Cuomo, an alpha male who she loyally served for years, by setting a new tone in state politics. This work began even before she officially took office when she began meeting with a range of city officials long antagonized by Cuomo. The most high-profile of these meetings was with New York City Mayor Bill de Blasio, the most famous target of bullying by the former governor who knew how to leverage state power over the city. Former Erie County Democratic Party Chair Leonard Lenihan saw the unmistakable mark of KPK in the Red Room in the state Capitol – where Cuomo held many of his once-celebrated COVID-19 briefings – on Aug. 24 when Hochul donned a suffragette white dress for her a ceremonial swearing-in as the first female governor in state history. “Karen had her fingerprints all over that event,” Lenihan said in an interview. People who have worked with Persichilli Keogh before say she has cultivated a reputation for niceness over the years, especially during her time working for Clinton. “When they were maybe doing something we weren’t going to like or saying something that would be viewed as being critical of the governor or the administration – without fail – (Persichilli Keogh) gave us a heads up,” Mike Elmendorf, a former aide to then-Republican Gov. George Pataki, said of Persichilli Keogh while she was working for Clinton. Such consideration many people say is a hallmark of Persichilli Keogh’s leadership style. Former Clinton staffer Sarah Clark, now an Assembly member representing the Rochester area, recalls how after she gave birth to her first child in 2008, Persichilli Keogh made sure to have the future secretary of state, then running for the Democratic presidential nomination, call Clark from Texas to offer congratulations. Krolczyk also recalled how KPK took on many of the duties of managing Clinton’s Buffalo office so that Krolczyk could help her ill father. Persichilli Keogh, whose most recent position was as head of global philanthropy at JPMorgan Chase & Co., also reflects a focus on competence by the new administration. “The role is executing on our bold vision,”

Persichilli Keogh said of her position in an administration that has vowed to enact sweeping changes to how state government works. “That includes appointments at senior levels.” Incoming Director of State Operations Kathryn Garcia was a “go-to fixer” for de Blasio during her various stints as sanitation commissioner, city hunger czar during the pandemic and temporary head of the New York City Housing Authority following a lead paint scandal. Soon-to-be state Health Commissioner Dr. Mary Bassett was celebrated years ago for preventing a mass outbreak of Ebola in New York City without any major disruptions to the area. Counsel to the Governor Elizabeth Fine, whose appointment was announced on the same day as KPK’s, has a long career in city, state and federal government that includes a stint as deputy attorney general under then-President Bill Clinton in the 1990s. Adrienne Harris, who Hochul has nominated as superintendent of the Department of Financial Services – which oversees the multitrillion-dollar insurance and financial industries – was a top economic adviser to former President Barack Obama. One of Persichilli Keogh’s top lieutenants, Deputy Secretary for Intergovernmental Affairs Amit Bagga, was deputy director of the census outreach effort credited with preventing New York from losing an additional congressional seat in next year’s redistricting process. Appointments, however, are about a lot more than just getting things done. Hochul is running for a full term in office next year, and connecting to the right people is just as important now as it was when she was an elected official in Western New York where she could safely appeal to the political center without worrying too much about backlash from the political left. The dozens of appointments and nominations made by the new governor include just a handful of white men like Cuomo – but a whole lot of women and people of color who highlight how the governor and her team are seeking to build bridges to key constituencies. The selection of Brian Benjamin of Harlem as lieutenant governor was widely seen as part of her wider efforts to appeal to the Black downstate voters she will need in the 2022 primary against state Attorney General Letitia James and New York City Public Advocate Jumaane Williams, two native Brooklynites, either one of whom could become the first Black person elected as governor. Gubernatorial appointments have also brought apparent political bene-

fits to the new administration. The focus that Bassett has demonstrated throughout her career in public health on the intersection of public health and racism makes progressive legislators happy. Appointing Jessica Garcia and Tremaine Wright, a former legislator with deep ties to the Brooklyn Democratic establishment, to the Cannabis Control Board built ties with influential advocacy groups like the Drug Policy Alliance and powerful unions such as the Retail, Wholesale and Department Store Union, which could represent workers in future marijuana dispensaries. Governors have historically leveraged appointments to strengthen their political coalitions, according to Bruce Gyory, an adjunct political science professor at the University at Albany. For example, Franklin D. Roosevelt and Thomas Dewey focused on getting people into their administration who could reflect fast-growing groups like the Jewish community and white Catholics. In much more recent times, Pataki appealed to Black and Latino voters in his third term by appointing people of color. Cuomo, a Queens native,

balanced his gubernatorial tickets with upstaters like Hochul and former Rochester Mayor Robert Duffy, while also cultivating support among women by naming Melissa DeRosa as the first female secretary to the governor in state history. Now that Hochul is in power, she appears to be checking off a few boxes through her various appointments. “She’s really threaded the needle finding highly credentialed appointees, but also finding regional balance and diversity,” Gyory said. “That really shouldn’t be a surprise that she’s particularly done that as the first female governor.” A big question for the administration from the get-go, however, was how this would translate into getting things done as governor. Hochul came into office at a tumultuous time. Hurricanes Henri and Ida struck the state in her first week. The delta variant of the coronavirus was driving a surge in COVID-19 cases. An unexpected decision by the U.S. Supreme Court made tenants across the state fear that mass eviction notices might soon be on their way. Cuomo might have dealt with such problems by playing the role of the can-do, “master of disaster,” which gained such national notice earlier in the pandemic. Team Hochul is taking a different approach to showing who is in charge while it continues efforts to remake state government to be more competent and ethical. “You have a talented team of folks who are working collaboratively against all of these ambitious goals and we’re turning the page and beginning this new inclusive era of leadership,” Persichilli Keogh said in an interview. One photo recently tweeted by Hochul shows her sitting while Garcia looms over her while presumably briefing Hochul on the state response to potential flooding in late October – a notable contrast to how Cuomo would play the tough guy in times of emergency. The new administration has had some success already where Cuomo notably failed in his final months in office. Just a small number of undocumented workers and tenants accessed COVID-19 relief funds while he was governor even though the money was approved more than six months ago. Hochul’s people have distributed the money so fast that she was already calling for more federal support after just a few weeks. A legal weed market was stymied for months because Cuomo declined to make key appointments to the Office of Cannabis

While Cuomo took action to delay releasing details of a multimillion-dollar book deal, Hochul and Persichilli Keogh have signed recusal agreements to address concerns about how their husbands – both of whom work for firms with business before the state – might have undue influence in the administration. The recusal policies they signed (part of a broader effort of government transparency) and released in October are now being held up by good government groups as the quintessence of – good government. “Common Cause/NY is in the uncommon, and welcome, position of being able to

applaud the Governor of New York for prioritizing ethics and accountability,” Susan Lerner, the group’s executive director, said in a statement. The transition has not always been smooth for the new administration. Not all progressives like Harris’ background in business. Hochul had to defend her appointment of a person with long ties to Cuomo as acting chair of the Joint Commission on Public Ethics, the much-criticized state ethics body that has appeared to be beholden to the former governor since it was established in his first term in office. White women have dominated her top appointments, and groups like the New York Immigration Co-

alition say her administration should name more Latinos to important posts. She has also had to answer questions about Benjamin’s and Bagga’s past support for defunding the police and what it means for her own administration as she seeks a full term. And then there is the ongoing surge of COVID-19 cases across the state and ongoing uncertainty about how the upcoming state budget and legislative session might test her administration. Yet, political watchers have noted that her ability to avoid antagonizing powerful public unions while pushing a vaccine mandate on their members is one of many examples of the political pitfalls she has managed to successfully avoid by adopting a more collaborative approach than her predecessor. High-profile examples of this include meeting de Blasio for cookies or working with legislative leaders to hash out a compromise on extending the state eviction moratorium through an extraordinary legislative session weeks ago. Gyory said another area of success for the governor is the absence of distractions from her key initiatives in recent weeks. “The lack of controversy is actually a quiet nod of the head that this is working for them,” Gyory said. If Hochul was looking to limit drama in her own administration, political insiders say she found the right person to act as her top aide. “She keeps her counsel close and she’s not one for gossip and anything beyond doing her job,” said political consultant Hank Sheinkopf, who worked with Persichilli Keogh in Bloomberg’s campaign “It’s hard to imagine someone being smarter about picking someone.” KPK honed her skills as an all-around problem solver during the five and half years she worked for Clinton as her statewide director. That position meant helping out local officials like Hochul handle problems like removing toll booths on the thruways so Hamburg residents could have a cheaper commute. The team they have assembled nearly two decades later is now focused on matters much grander in scale. KPK is hardly about taking credit for herself. “We have looked at this through a number of different lenses,” she said of staffing up the administration. “Folks who are brand new to government, folks who have government experience. I’ll just say that most of the senior team knew each other, but we had never worked together – and it has been a real joy to build this team from the ground up in the vision of Gov. Hochul.”

Fifteen days into a hunger strike, taxi medallion owners landed a monumental win when New York City announced it would pursue the city-backed debt relief plan that drivers wanted. Bhairavi Desai, executive director of the New York Taxi Workers Alliance, helped lead the effort to secure drivers additional debt relief.

JAY JACOBS Wait, wait, wait – people expected the Democratic Party to actually support ballot proposals that would have made voting easier and helped Democrats? Republican mayoral candidate Curtis Sliwa made hiss-tory when he brought a tiny voting companion with him: his cat Gizmo. Sadly, Gizmo was barred from entering the polling place with Sliwa, as cats were not allowed in the building, and was forced to remain outside with all other fur-sonas non grata. But worse than the Guardian Angel’s feline companion being ostracized from voting was Sliwa’s loss to Eric Adams. Looks like he ended up being a more fur-midable opponent than Sliwa had anticipated.
