WITH THE PASSING OF ANOTHER ELECTION CYCLE LAST WEEK, the focus for many elected officials will now shift to a top priority few would miss this time of year: turkey giveaways.

Giving away turkeys before Thanksgiving is a way for many policymakers to show they care for constituents, who might not be able to afford a delicious cooked bird with all the trimmings for the holidays. It’s also not bad public relations for those who want to stay in good standing with voters. Now that elections are over, it’s time to start handing out birds.

This year, however, the giveaways come with greater urgency. The price of fresh turkeys has risen sharply along with the cost of just about everything else due to record inflation. It may mean no turkey dinner for a higher number of older New Yorkers living on fixed incomes than in recent years. Individuals and families who’ve struggled to recover from the impacts of COVID-19 also will have a difficult time affording a tradi tional Thanksgiving meal. An uptick in layoffs with a possible recession looming will likely mean many New Yorkers will pass on the purchase of a Butterball, or fresh turkeys of any brand for that matter. Don’t forget that New York also has recently welcomed thousands of migrants who likely have never celebrated Thanksgiving. They’re sure to be grateful this season. Don’t they deserve a free turkey too?

Most electeds hopefully are giving away turkeys because it’s the right thing to do. This year, it’s one big way to help New Yorkers avoid going hungry at least for one day – a day everyone can be grateful, whether they are giving or receiving.

LONG ISLAND’S RED WAVE

Republicans picked up four congressional seats on Long Island – a clean sweep of a borough that’s long been regarded as a key battleground in the contest for control of the House. Its unique

political landscape made it one of the most watched areas in both the state and country – three of the four incumbents had declined to run for reelection.

Heading into the election, the seats had been split down the middle – Demo crats and Republicans each

held two. With control of Congress hanging in the balance, Democrats hoped that the Long Island region could play a vital role in their ability to beat back forecasts. Then the results started rolling in. Despite The Cook Political Report’s analysis rating the area as

George Santos flipped the other seat previously held by Democrats in Long Island, beating Robert Zim merman in the 3rd Con gressional District held by Rep. Tom Suozzi, who ran for governor. Republican Nick LaLota declared victo ry in the 1st Congressional District against Bridget Fleming. The lone race with an incumbent on the ballot also concluded in a similar vein with Rep. Andrew Garbarino easily soaring to victory over Democratic challenger Jackie Gordon in the 2nd Congressional District.

BATTLE IN THE HUDSON VALLEY

Republicans also made big gains in New York’s other battleground region, the Hudson Valley. While Rep. Sean Patrick Maloney’s loss to Republican Mike Lawler was perhaps the biggest upset of the night, the GOP triumphed in another key Hudson Valley district. Just a few months after he lost a special election in August to Dem ocratic candidate Pat Ryan, Republican Marc Molina ro’s fortunes reversed in the 19th Congressional District. Molinaro, the Dutchess County executive and former Republican gubernatorial candidate, defeated his opponent Josh Riley with about 51% of the

vote. Thanks to a complicat ed redistricting process, the 19th Congressional District now stretches beyond Hud son Valley into the Southern Tier. Ryan, who beat Molin aro during August’s special election by emphasizing the fight to protect abortion rights, declared a slim victory over Colin Schmitt in the 18th Congressional District, meaning the party secured at least one of the nation’s top toss-up races.

Unsurprisingly, New York’s well-known statewide incumbents secured reelec tion. State Attorney General Letitia James easily secured a second term in the top position she has used to pursue a slew of powerful targets, including former President Donald Trump. James never appeared to consider her Republican opponent to be a threat.

In the weeks leading up to the election, she repeatedly declined to debate Michael Henry, a lawyer who had never served in an elected office, and on election night, James declared victory for herself shortly after the polls closed. State Comptroller Tom DiNapoli also won a fourth full term against for mer Wall Street investor Paul Rodriguez, as did U.S. Sen. Chuck Schumer against his own Republican challenger. But while New York’s senior senator comfortably secured a fifth term against Joe Pinion, a conservative news commentator, his position as U.S. Senate majority leader was less certain with several key races still hanging in the balance. High-profile politicians weren’t the only ones to have emerged vic torious. Nearly 70% of New York voters opted to approve the $4.2 billion Clean Water, Clean Energy, Green Jobs Environmental Bond Act.

A subdued mood at the beginning of Somos

Fresh off the 8 a.m. plane to San Juan, Puerto Rico, a Democratic elected offi cial was thinking about the night before while they wait ed at the baggage claim. “It was embarrassing hearing on CNN last night that New York screwed up,” they said.

There’s a bit of a cloud hanging over the annual Somos Puerto Rico confer ence, which kicked off on Wednesday – and it wasn’t just the haze over Isla Verde Beach. Democrats held off a red wave nationally, but New York didn’t stay dry. Re publicans seem like they’ll gain four congressional seats and hold on to seven others. That could be the difference in controlling the House.

Republicans swept all four congressional seats on Long Island and made impressive gains up and down the ballot in the Lower Hudson Valley. The GOP is set to gain seats in the state Senate and As sembly – even in New York City – and Gov. Kathy Hochul underperformed for a state wide Democrat. In the race for governor, this year was the closest election since Re publican George Pataki won by about 3 points in 1994.

Now, hundreds of Demo cratic candidates, consultants and hangers-on are heading

to the beach. “It’s crazy that we’re going to be here with the people that fucked up the hardest,” said one party op erative. “This is the shittiest Democratic Party in the Unit ed States, and we’re going to be hanging out with them.”

Yes, many Democrats are eager to point fingers after Tuesday night, and state Sen. Michael Gianaris, who led the redistricting process that got favorable maps rejected by the courts, was just one of many targets named so far, as well as state Democratic Party Chair Jay Jacobs and former Gov. Andrew Cuomo – due to the judges he apppointed to the state Court of Appeals.

“We definitely under performed the rest of the country,” New York City Comptroller Brad Lander said, while waiting to check in at the Royal Sonesta. There are many reasons for that, he said, citing some House Demo crats like Rep. Tom Suozzi not seeking reelection, and Rep. Sean Patrick Maloney’s choice to run in the 17th Congressio nal District, rather than the 18th District. “There’s a lot of important soul-searching for folks to do.” Is this the place to do it? “That’s a great ques tion,” Lander said, laughing. “I don’t know the answer.”

Here are some of the women who broke barriers to lead New York City agencies.

Before he took office in January, New York City Mayor Eric Adams made a slew of promises on the campaign trail, including a commitment to appoint a woman to head the New York City Police Department for the first time. That was a promise Adams followed through on, choosing Keechant Sewell to lead the department of some 36,000 officers and 19,000 civilian employees.

Two of New York City’s other uniformed agencies – the Depart ment of Sanitation and the Department of Correction – had already had female commis sioners, with the latter seeing a woman at its helm before women even had the right to vote. The only remaining outlier has been the New York City Fire Depart ment – until last month, when Adams appointed Laura Kava nagh to be the city’s first female fire commissioner.

Emily Lloyd

Katharine Bement Davis

Penologist, social worker and sex researcher Katharine Bement Davis was appointed the first female correc tion commissioner in New York City in 1914, and in doing so became the first woman to head any major New York City agency.

Emily Lloyd was named the first female commissioner of the Depart ment of Sanitation by Mayor David Dinkins in 1992. Lloyd stepped down in mid-1994, after Mayor Rudy Giuliani took office. Lloyd created a citywide recycling program, and she later led the city Department of Environmental Protection.

Keechant Sewell

Keechant Sewell was plucked from the Nassau County Police Department to become the first female police commissioner in New York City, also becoming the first Black woman to lead the department. Sewell has faced intensifying fears about crime, including in the city’s subway system.

Laura Kavanagh

Laura Kavanagh has served as acting fire commissioner since February but it was only last month that Adams made it official, appointing the former de Blasio administra tion staffer as the first female commissioner of the department.

People often forget how intertwined New York City and Long Island are.

Republicans had a lot of success on Long Island during the midterm elections. How do you feel this happened?

Long Island is influenced by everything that happens in New York state, and given its relationship with New York City, there are a lot of synergies there. A lot of the issues that resonated on Long Island like cashless bail reform and criminal justice reforms did so because people got to see their effects firsthand, whether it was in their own communities or in the city or on the news. (These issues) became part of the dialogue that led up to the election, and I think you saw that as part of the results. People often forget

how intertwined New York City and Long Island are. There are hundreds of thousands of people who go into the city every day to work. What they see in the city and those impacts do affect their lives and obviously their electoral decisions.

How do you foresee the results of this election shifting Long Island’s political power in the Legislature?

I think it’s reflective of the electorate and frankly, their sentiment that the Legislature went a bit too far. When it comes to criminal justice reforms, for the first time in my life I saw crime become a central issue on Long

Island. We have always lived in an area that is safe, where we have wonderful law enforcement, and we have a priority on law and order. When voters saw that under attack –home invasions, people breaking into homes and stealing cars and catalytic converters, and worse in news reports – I think it touched home.

What was your strategy? What motivated you to run again?

I felt that there was a need for change. That’s why I decided to go back. I’m returning to an Albany very different from the one I left. When I left in 2016, we had a state

spending cap that we imposed on ourselves of 2%, but they’ve since blown through that. Six years ago, we had a way of working on policy without necessarily shutting the other side out of any discussion and considerations.

How have you evolved as an elected official since your last time as a state senator?

My children are older for one. I think having adult children and children who are still in high school allowed me to have different perspectives as did returning to the private sector and focusing on building a business. Also

understanding there’s a life outside of politics, which is great, but at the same time, we all have to remain politically and intellectually engaged. Seeing my girls grow up has been very impactful. I can say that after Dobbs, having adult daughters was very interesting. I have had the opportunity to have those conversations not only with friends and strangers, but with my children who have very strong feelings. I really do believe that I’ve benefited from having this context. Talking to them was very helpful in terms of understanding their perspective.

Victory at all costs

ON ELECTION NIGHT, Gov. Kathy Hochul basked in the ap plause of her supporters after declaring victory and becom ing the first woman to be elected governor of New York. The glass ceiling breaking moment was certainly cause for celebration, but it didn’t take away from the fact Hochul ended the night with just a 5 percentage point lead, the closest race in nearly three decades.

The celebratory atmosphere also belied the far more somber mood in other parts of the state as the returns showed a number of significant losses for Democrats down ballot. Although the party can weather the handful of lost seats in the state Senate –and surprisingly in the Assembly – a poor showing at the congressional level may be come the reason Democrats lose the House.

Hochul hardly had an easy path to vic tory – what had originally started as a double-digit lead in early polling soon narrowed to a troubling degree for the in cumbent. Her race attracted national at tention as major Democrats stumped in New York, a rarity for the Democratic stronghold. But the state also found itself as a battleground for the House after re districting and a handful of electoral re shuffling left a large number of seats up for grabs. With Democrats in control of the White House and Congress, most po litical observers expected Republicans to perform well during this year’s midterms,

and New York was no exception.

But New York wound up as one of the only states to experience the Republican backlash. Across the country, GOP can didates underperformed expectations and Democrats won a number of key elec tions in swing states. But in New York, the Democratic governor won only by a nar row margin, and down-ballot candidates suffered in parts of the state where she lost big. Long Island and parts of the Hudson Valley in particular suffered the worst, and every highly competitive congressio nal race went red. “The New York Demo cratic Party was selfish and reckless – and they paid for it by possibly costing Dems the House,” Democratic consultant Ca mille Rivera told City & State. “Absolutely no reason why Dems win in swing seats in Michigan and Ohio and not New York. You can thank (state Democratic Party Chair) Jay Jacobs and former Rep. Sean Patrick Maloney for this.”

Jacobs denied that Hochul had a detri mental effect on other candidates and also refused to accept blame for both her per formance and losses in Congress. “New York did underperform, but so did Cali fornia,” Jacobs told City & State. “What do those two states have in common? Well, governmentally, we’re among the two most progressive states in the country.”

Instead, Jacobs placed blame on pro gressive politicians who have shifted the party too far to the left, costing them

swing and moderate voters. “I’m not going to take responsibility for or blame, if you will, for losses that we had here,” Jacobs said, dismissing claims that he did noth ing for vulnerable candidates by pointing to maxed-out donations and behind the scenes organizing that he led. He said Ho chul performed admirably given the cir cumstances and that her close race didn’t cost Democrats seats. “I think that it’s more the Democratic brand in New York that had difficulty in some of these tough, tougher districts, more competitive dis tricts,” Jacobs said.

But looking at the numbers, down-bal lot Democrats suffered where Hochul lost. Maloney, who also chairs the Democratic Congressional Campaign Committee, won a healthy majority of votes in the West chester portion of his district, a county that Hochul performed well in. Down-ballot Democratic candidates for state Senate and Assembly in Westchester also kept their

seats, even as some of their fellow Hudson Valley colleagues did not. But in Rockland County, which makes up a large portion of the district Maloney chose to run in, he lost significantly. State Sen. Elijah Reich lin-Melnick also found himself trailing on election night, even as he waited for all ab sentee ballots to get counted. Hochul lost in Rockland County by 10 percentage points.

The same thing happened on Long Is land, where Republicans picked up three state Senate seats and won the three open seats for Congress as well. In Nassau County, Hochul lost to Zeldin by over 10 percentage points. The margin in Suffolk County was even wider, with Zeldin win ning by 17 percentage points over Hochul. While Suffolk tends to trend more red, Nassau has elected Democrats to Congress and the state Legislature consistently for the past several years. Biden won the coun ty in 2020, as did former Gov. Andrew Cuomo in 2018 and Hillary Clinton in the

2016 presidential election. A red wave hit both counties at the local level in 2021, and though Democrats expressed confidence that it would not translate to results this year, candidates failed to perform from the top of the ticket on down.

In the final days of the race, Hochul held major rallies in New York City and West chester and an attempt to bring out her base. And it worked with a strong showing in the northern suburb and keeping Zeldin at just below 30% in New York City despite the sig nificant inroads he had made with certain communities like Orthodox Jews and overall low turnout in the five boroughs. But based on her campaign schedule, Long Island seemed like it was already a lost cause.

Hochul’s lackluster election performance has some Democrats grumbling. One As sembly member who spoke on background to be candid, called her a weak leader and criticized her campaign. “The campaign reminded me of the person who’s running in fifth place in a 25-person council race in Queens,” the Assembly member told City & State. Others, especially progressives like Rivera, questioned Jacobs’ leadership of the party, which became a common refrain on social media. Soon-to-be former Rep. Mon daire Jones summed up the general mood among many Democrats dissatisfied with how Jacobs and Hochul handled this election cycle with a single-word tweet: “Yikes.” ■

DEMOCRATIC Assembly Mem ber Mathylde Frontus is facing the very real possibility of los ing her southern Brooklyn seat to Republican challenger Alec Brook-Krasny, trailing the for mer state legislator by fewer than 1,000 votes.

But unlike some Brooklyn Democrats in volved in party politics, Frontus is adamant that she’s not pointing fingers – not even at the Brooklyn Democratic Party, which has been criticized for not getting more involved in helping Democratic candidates this elec tion cycle. “I certainly didn’t get a call ei ther from county or state,” Frontus said, referring to the county Democratic Party and the state Democratic Party, when asked about any help her campaign received. “But I’m not someone who believes in blaming others for your actions,” she added. “The first person who is responsible for their campaign is a candidate. It was my race, and I’m the candidate,” Frontus said, adding that she felt she did everything she could in the campaign.

Still, Frontus, who represents a section of southern Brooklyn stretching from Bay Ridge to Coney Island, acknowledged that a helping hand from the county party – or the state party, for that matter – wouldn’t have hurt in such a close race. City & State previously reported that her race would be tight and that the county party had yet to provide resources to support her. “Poten tially and theoretically, to the extent that the county or the state could have provid ed some infrastructure, of course that would have been helpful,” she said. “What a coun ty infrastructure brings, and what a state party could have brought, is support from the backend, whether that looks like robo calls, texting, mailers, galvanizing the base turning out Dems.” The county party said it worked to organize phone banking for the Democratic slate, but Caitlin Kawaguchi, president of the reform organization New

Kings Democrats, said that that organizing effort only got underway in the past week. New York Focus previously reported that just a week before the election, the coun ty party hosted a gala – with tickets going from $500 to $10,000 – but the proceeds went to party “housekeeping,” not to Dem ocrats on the ballot.

Frontus is one of several Democratic in cumbents who are in trouble in increas ingly red southern Brooklyn after Tuesday night. Four close state legislative races in the area had still yet to be officially called by The Associated Press as of Nov. 9, in cluding in Assembly District 46, where Frontus said she will wait for every vote to be counted, having been locked in close races before.

Two other incumbent Assembly Demo crats – Steven Cymbrowitz in District 45 and Peter Abbate Jr. in District 49 – trailed by larger margins, and Cymbrowitz con ceded. Meanwhile, Democratic state Senate candidate Iwen Chu, running against Re publican Vito LaBella in the 17th District, leads by only a few hundred votes in a district that favored President Joe Biden by near ly 17 percentage points in 2020. And in the congressional district split between parts of Staten Island and southern Brooklyn, Re publican Rep. Nicole Malliotakis easily beat former Democratic Rep. Max Rose.

The potential red wavelet in southern Brooklyn shouldn’t be a total surprise. Last year, Republican mayoral candidate Curtis

Sliwa won each of the above Assembly dis tricts by a comfortable margin. And south ern Brooklyn has been an increasingly red hot spot in recent city and statewide races, including in Gov. Kathy Hochul’s victory last week.

But the results on Election Day nonethe less renewed discussions about how Dem ocrats can hang on in future races in these southern Brooklyn neighborhoods, and what role the county party and other party leaders should play in that fight. “Outside of Bay Ridge, the Democratic Party has all but lost large swaths of voters in south

ern Brooklyn who are now reliably voting Republican,” said New York City Coun cil Member Justin Brannan, who rep resents Bay Ridge. “We’ve been sounding the alarm on these political headwinds for years. Maybe now they’ll listen?”

Explaining the potential wave of up sets for Democrats, some southern Brook lyn lawmakers and political observers said the county Democratic Party’s involvement in getting out the vote – including in those more competitive races – has been too little too late. “We don’t have a functioning party here in Brooklyn, we don’t have a Brooklyn Democratic Party that raises funds for can didates, that turns out volunteers for candi dates, that uses the full weight of Brooklyn Democrats to support folks in competitive races,” said Kawaguchi, the New Kings Democrats president.

Frontus and Abbate told City & State that the Brooklyn Democratic Party did not do anything to help their campaigns. Cym browitz and Chu’s campaigns could not im mediately be reached, but it didn’t appear as if any donations were made by the party to their campaigns either, according to avail able campaign finance filings. In a press re lease on Nov. 9, the party said it helped to engage Democrats through phone banking, canvassing, rallies and more, reaching more than 1.1 million voters, but it’s unclear how much of that work reached Democrats in competitive districts.

Reformists have long targeted the Brook

lyn Democratic Party and its establishment leadership. In several statements on Nov. 9, the party, which is led by Assembly Member Rodneyse Bichotte Hermelyn, focused large ly on celebrating statewide Democratic wins, calling out victories by Hochul, U.S. Senate Majority Leader Chuck Schumer and state Attorney General Letitia James.

But the party acknowledged the Repub lican momentum in southern Brooklyn. “There were parts of southern Brooklyn where the headwinds appear to have been too great, but all that means is we go to work to return those seats to the Democratic col umn in 2024,” Bichotte Hermelyn said in an emailed statement. The press release sent out by the party added, “While there is a blue wave in the state of New York, Democratic nominees all over the city and state, includ ing parts of South Brooklyn, faced unprec edented GOP challengers and we express respect for these nominees who fought hard but may have fell short.”

“I don’t think they know how to do it,” Abbate said on Nov. 9, when asked why he thought the county party didn’t get more involved in his race. “There’s so much turmoil between the factions in the Dem ocratic Party, but they haven’t been in volved in 10 years, 15 years in southern Brooklyn.” Abbate said the party needs to devote resources to educating voters about the issues, including putting out effective messaging on crime, which Republicans campaigned on statewide.

Out of moves

AS REPUBLICANS GET close to winning control of Con gress in the midterm elections, Democrats suffered a major loss when GOP Assembly Member Mike Lawler eked out a victory over Rep. Sean Patrick Malo ney in the 17th Congressional District. The loss was especially heavy for Democrats because the five-term member of Congress was also chair of the Democratic Congres sional Campaign Committee.

Maloney, who currently represents the 18th Congressional District, decided to run in the 17th Congressional District after a chaotic redistricting process. The contro

versial decision earned him major backlash because it forced first-term Rep. Mondaire Jones out of the 17th District. Jones then unsuccessfully ran in the June Democratic primary in New York City’s crowded 10th Congressional District. Despite the pop ularity among progressives of Maloney’s primary opponent state Sen. Alessandra Biaggi, he went on to win easily – only to be met with a fierce challenge by a firstterm Assembly member and lobbyist.

Hank Sheinkopf, a veteran Democratic political consultant, suspected Maloney did not think he had any chance of losing the election. “He probably thought he could not have been beaten, and this race was

an easier win,” Sheinkopf said. “Nobody saw this coming.” But the race tightened, and several political pundits identified it as increasingly competitive, including The Cook Political Report, which shifted its rating from “Lean Democratic” to “TossUp” just two weeks before Election Day.

Maloney, who did not attend his elec tion night party in New York on Nov. 8, conceded to Lawler on Nov. 9 in Wash ington, D.C.

“I don’t like to lose, but my oppo nent won this race, and he won it fair and square. And that means something,” Ma loney told reporters. “So I’m going to step aside, and I had a good run.”

Lawler responded on Twitter thanking Maloney for his time serving the Hudson Valley. “Humble in victory, gracious in de feat,” Lawler wrote. “Campaigns are tough and he was a tough, and worthy opponent.”

Lawler centered much of his platform around crime, and recent polls highlight ed the issue as a top concern for voters this election season. The Assembly member also vowed to address the economy while criticizing his opponent for “wasteful spending in Washington’’ – which he said has contributed to rising inflation. In ad dition, Lawler focused on the fentanyl cri sis. While experts debunked the Assembly member’s theory that the Biden adminis tration’s southern border policy was driv ing the opioid crisis, addressing the crisis has been extremely important to Hudson Valley voters as the number of overdose deaths continued to rise at alarming rates.

On the other hand, Maloney prioritized abortion rights and gun safety. Sheinkopf said Maloney’s “tremendous loss” was be cause the member of Congress was late when it came to focusing on crime. “It was very clear a year ago that crime would be an issue this election cycle. (Maloney) was more concerned about (his) national standing than he was about local issues,” Sheinkopf said. “Running in a new district requires a sole commitment to that district.”

Maloney attempted to pivot his mes saging to crime in the days leading up to the election by releasing an ad featuring a police officer vouching for him. “Be coming a tough-on-crime guy would not have fit Sean Patrick Maloney’s profile. It just wasn’t him. It was not believable,” Sheinkopf said.

Maloney wasn’t the only Democratic candidate to fall short. Democrats in the

state Senate also suffered losses. In Rock land County, Republican challenger Bill Weber bested first-term state Sen. Elijah Reichlin-Melnick with his campaign fo cused on “keeping communities safe” and repealing bail reform. In the 39th state Senate District, Democrat Julie Shiroi shi lost decisively to Poughkeepsie Mayor Rob Rolison. Like Lawler, Rolison vowed to prioritize the economy, crime and public safety if elected.

Jack O’Donnell, a veteran Democratic strategist and managing partner at the po litical consulting firm O’Donnell & Asso ciates, said Maloney relied heavily on his accomplishments throughout his time in Congress, including his work on address ing climate change and drinking water infrastructure, as his campaign strategy, but it ultimately was not enough to con vince his new constituents to vote for him on Election Day. O’Donnell also pointed to Maloney’s senior position within the House Democrats as a possible reason for his struggles to win the race.

“As chair of the DCCC, Maloney was viewed by a lot of folks as a total em bodiment of the Democratic Party – in cluding the Democratic left, which is somewhat ironic considering his centrist background – and I think that was also a time commitment away from his district,” O’Donnell said. “He ultimately paid the price for it.”

With Maloney gone, House Democrats will have to find a new chair of the Demo cratic Congressional Campaign Committee. Sheinkopf thought there will be life after politics for Maloney. “The great thing about political campaigns and politics is that after you lose, you wake up the next morning and you go to work,” Sheinkopf said.

WHEN NEW YORK CITY Council Member Jennifer Gutiérrez cast her vote for Speaker Adrienne Adams – the first Black woman and mother to hold the position – the first-term lawmaker participated in the vote virtually, while breastfeeding her newborn daughter. “I was really happy that I got to share that with my daughter, to vote for the first Black speaker,” Guti érrez recalled recently. “I got some nasty comments,” she said of a tweet celebrating the moment, “But mostly positive.”

Gutiérrez is one of three new mothers to join the City Council this year. She was preg nant during the campaign last year and gave birth shortly after the election. Council Member Julie Won, who represents Western Queens, gave birth to her son in March, and Bronx Council Member Pierina Sanchez had her son in August. Council Member Kevin Riley also welcomed a son over the summer.

In conversations with City & State, the three Democrats spoke passionately about the challenges of giving birth and raising newborns in New York City, from accessing safe maternal health care to finding affordable child care. “The thing that I find myself saying over and over is that it is impossible, and there’s no way to do it, and we do it anyway,” Sanchez said.

But the council’s new parents, along with the rest of this body, may be well-positioned to tackle – or at the very least draw attention to – issues that affect mothers. Already, the first majority-female City Council has passed legislative packages addressing mater nal health care needs, child care and abortion access. Gutiérrez sponsored two bills that passed as part of the maternal health and child care packages, while Won and Sanchez co-sponsored several of the bills in these packages. “As the first mother and grandmother to be speaker and leading the first women-majority Council in New York City history, I

am proud that we have advanced a legisla tive agenda that prioritizes addressing the longstanding challenges and issues facing women and families in our city,” Speaker Adrienne Adams said in an emailed com ment. “This Council is uniquely qualified and positioned to ensure progress on child care that supports working families and mothers, that confronts racial disparities in maternal health, and safeguards repro ductive health care.”

Gutiérrez, Won and Sanchez are set on drawing attention to additional issues, in cluding postpartum depression, recovery from the major operation that is a Cesarean section, securing flexible work arrange ments for parents, and ensuring workplac es provide lactation rooms, which they’re required to do. “The sight of a boob or a woman breastfeeding, the talk of how much these things cost, the ups and downs and the need for postpartum care for wom en,” Won said, “All these things that peo ple don’t seem to discuss, we need to start to talk about.”

“I HAD THE CHOICE”

Won, a former technology profession al who immigrated from South Korea as a child, didn’t know that she was already pregnant on June 22, 2021, when she de feated a crowded field to win the Demo cratic primary. She and her husband found out in August and took a month or so to discuss whether it was the right time for them to have their first child. “Looking back now as a new mother – one, I’m ex tremely grateful to have had the baby be cause he brings me so much joy after a long day, but two, this year it means even more that I had the choice,” Won said.

Asked about what the City Council has done for women and mothers in the past year, Won pointed first to its work on abor tion access following the U.S. Supreme Court’s overturning of Roe v. Wade in June. Though the right to an abortion is codified in state law, both the state Legislature and City Council passed additional measures this summer, including to support people traveling to New York to receive an abor tion. The City Council allocated $1 million to expanding access to abortion, with half of the money going to fund abortions for those who cannot afford them, and the rest going to support accommodations for those who need to travel to New York to receive

an

abortion.

The City Council has also shined a light on maternal health care – in particular, the higher rates of maternal mortality and morbidity among Black, Latino and Indig enous people. A package of bills passed in August includes legislation sponsored by Gutiérrez that requires the Department of Health and Mental Hygiene to create a program to train doulas and provide free doula services in marginalized neighbor hoods. Gutiérrez said that she was lucky to have a sister-in-law who was a midwife and a doula, and to have found a midwife at Woodhull Hospital. “It just really felt like my exception should be the standard for pregnant people,” Gutiérrez said.

Gutiérrez also sponsored a “Marshall Plan for Moms” that passed as part of a package of bills aiming to expand access to affordable child care. Gutiérrez’s bill re quires the creation of a task force to report recommendations for supporting working mothers and caregivers.

THE CHILD CARE CHALLENGE

Gutiérrez, Won and Sanchez all said that finding accessible and affordable child care

is a challenge. The three council members said they took a few months – Sanchez took six weeks – of maternity leave before re turning to work in some fashion, though they still held meetings and calls remotely during some of that time.

Gutiérrez and Won said they benefit ed from being able to more freely attend hearings and meetings virtually earli er this year, when many of the council’s hearings were held over videoconference, and before the state’s Open Meetings Law was amended this spring to clarify that members of public bodies can attend meetings remotely only under extraordi nary circumstances. The two said they hope to have a more flexible hybrid option in the future.

According to the state’s Open Meetings Law and a resolution passed by the council, council members can still attend meetings virtually, but they have to submit a request to the speaker’s office to do so “explaining in detail the extraordinary circumstances which preclude their in-person attendance, including disability, illness, caregiving re sponsibilities, or any other significant or unexpected factor or event.” Sanchez said

that she has not had issues so far when she has requested to attend a hearing virtually, but said it’s not something she can auto matically do without submitting that re quest. “We have also sought to ensure the Council is an accommodating employer to new mothers, which many of our members have played an important role in shaping,” Adams said in an emailed comment.

Gutiérrez, Won and Sanchez are frank about the challenges of going back to work after having children. “It was absolutely horrible. I wasn’t there psychologically,” Sanchez said of her return to work soon af ter giving birth. “I would go through my

day and ensure that on the outside looking in, it looked fine. ‘Oh, look, she chaired a hearing. Oh look, she went to this thing,’” Sanchez recalled. “But I kid you not, I would go home and I would be in tears be cause it’s so overwhelming to have this lit tle one who is just completely amazing and 100% dependent on you, and then have just all of these other pressures.” Sanchez said that her office and team played a crucial role in backing her up and helping to serve constituents during that time.

constituents, but the three council mem bers said they can better appreciate them having experienced it themselves. San chez said that she still takes her son with her most places she goes, including to City Hall, while Gutiérrez said she was initially stuck on a neighborhood day care waitlist for months. “Now I’m an even greater sup porter of 3K, pre-K and after-school pro gramming as well because I am constantly making sure that my husband and I are juggling both of our busy work schedules to make sure that somebody is taking care of this baby,” Won added. “And I’m lucky enough that my parents are helping me right now between their schedules.”

“A NEW DAY”

In addition to disparities in maternal health and the overall challenge of afford ability – of child care, of formula, of dia pers – the three council members hope to draw attention to additional barriers mothers and other parents face in having and raising children in the city. Sanchez is working with Bronx Borough President Vanessa Gibson to bring a birthing center to the borough, while Gutiérrez said that she wants to tackle child care deserts and ensure that child care providers – many of them women of color – who contract with the city are paid on time. “It’s been so over looked because it’s an industry that impacts and serves primarily women and women of color, and no one’s really cared about it,” Gutiérrez said of the child care industry. “I really hope that it’s a new day, and I believe that it is with this new council.”

With children ranging from 3 months to going on a year old, Gutiérrez, Won and Sanchez are consumed with the extraordinary daily developments of their young kids. Sanchez’s son has just started babbling, while Gutiér rez just celebrated her first Halloween with her daughter. (She went as a as a player from the Rockford Peaches in “A League of Their Own” – the Geena Davis version, Gutiérrez is quick to note.) Won is introducing her son to new Kore an foods, ensuring “a spice tolerance that is acceptable.” “As a new mother, just coming home after a very stressful day at City Hall, giving him a big hug and seeing his face light up and smiling – it sounds cliche, but it really does make all of your worries melt away,” Won said. ■

Manhattan, who made history as the first LGBTQ member of the state Legislature, chairs the Higher Education Committee and sponsored legislation codifying Roe v. Wade into state law. Assembly Member Latoya Joyner chairs the influential Labor Committee and has teamed up with Assembly Member Karines Reyes, a fellow Bronxite, on worker protections in recent years. Hudson Valley Assembly Member Amy Paulin, meanwhile, is one of the most prolific lawmakers in Albany, and Assembly Member Helene Weinstein chairs the influential Ways and Means Committee, which oversees the annual budget proceedings.

What goes around, comes around. Rep. Sean Patrick Maloney lost his seat in Congress to Assembly Member Mike Lawler, and it’s hard to turn a blind eye to the irony. Ma loney decided to run in the 17th Dis trict instead of the one he currently serves after redistricting because he thought it would be safer. That move pushed out Rep. Mondaire Jones, who also lost in the crowded 10th District Democratic primary.

If at first you don’t succeed, fail, fail again. This seems to be state and Nassau Democratic Parties Chair Jay Jacobs’ motto after New York may lose the House for the party. Of course, Jacobs takes no blame for the bad night. We’re all trying to find the guy who did this.

State Senate Deputy Majority Leader Michael Gianaris was at the forefront of the state Democrats’ maps that were rejected by the courts. The final maps used on Election Day proved to be more favorable to Republicans.
